ESDM Auditing of Inpex Funds US $ 1.6 M



A letter from the Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) was sent to the editor of KONTAN. The letter numbered SRT-0138/SKKMA0000/2017/SO is related to the development of Abadi Field, Masela Block.

 The SKK Migas letter was addressed to Inpex Masela Ltd. dated 22 May 2017. In the letter, the government agreed to all Inpex's wishes in developing the Masela Block. The Ministry of Energy and Mineral Resources (ESDM) confirmed the letter. ESDM admits that the government is encouraging Inpex to immediately conduct a preliminary design study of the Abadi Field, Masela.

There are five important points in the letter. First, the government is willing to replace US$ 1.6 billion in cost recovery. Second, SKK Migas approved a production capacity of 9.5 million tons of liquefied natural gas (LNG) per year and pipe gas of 150 mmscfd.

 Third, Inpex received a seven-year change of time, from the contract expiring in 2028 to 2035. This is because since 1998 the policies in the Masela project have often changed. Fourth, SKK Migas will discuss the addition of the Masela contract for a period of two to 10 years.  Arcandra Tahar, Deputy Minister of Energy and Mineral Resources confirmed that SKK Migas' letter to lnpex is being audited, including approval of a refund of approximately US$1.6 billion to Inpex Masela Ltd.

"It doesn't necessarily mean that the letter given is approved, but it will be audited first," said Arcandra.

 The replacement of US$ 1.6 billion is not in the form of cash, but cost recovery when the Abadi Field is already in production. According to the contract, Masela Block will continue to use cost recovery profit-sharing instead of a gross split.

 Meanwhile, Fahmi Radhi, an Energy Observer from Gadjah Mada University, said that the state should not spend US$ 1.6 billion for Inpex Masela Ltd. as compensation for the presidential decision to move the refinery from onshore to offshore.

"Reimbursement of that amount does not guarantee that the Masela Block will start operating immediately. Inpex Masela Ltd. still needs to recalculate for offshore operations," he added.

Unfortunately, Amien Sunaryadi, the Head of SKK Migas, did not answer KONTAN's confirmation about the replacement of the funds.

 Deputy for Procurement Control of SKK Migas, Djoko Siswanto, only answered briefly. "Sorry I don't deal with that anymore," he said.

 Inpex Corporation Senior Communication Manager Usman Slamet also did not answer the question of the change in funds. The government targets that within three months there will be gas buyers for the Masela Block.

"We prioritize domestic first," said Arcandra, Sunday (30/7).

 Now, the government is waiting for lnpex and Shell to do a pre-Front End Engineering Design (feed).

Oil and Gas Fund Allocation Required

Indonesia needs to allocate oil and gas funds to finance the exploration of new reserves. The funds could also be allocated for infrastructure spending in the oil and gas sector, including the development of renewable energy.

Indonesia perlu mengalokasikan dana minyak dan gas untuk membiayai eksplorasi penemuan cadangan baru. Dana itu bisa juga dialokasikan untuk belanja infrastruktur sektor migas, termasuk pengembangan energi terbarukan.

Publish What You Pay Indonesia, sebuah koalisi masyarakat sipil untuk transparansi dan akuntabilitas sumber daya ekstraktif mendukung pengalokasian dana minyak dan gas bumi (migas) dalam pembahasan revisi Undang-Undang Nomor 22 Tahun 2001 tentang Minyak dan Gas Bumi. Dana tersebut dibutuhkan, salah satunya untuk pengembangan energi terbarukan di Indonesia.

Ketua Divisi Advokasi dan Jaringan pada Publish What You Pay (PWYP) Indonesia Aryanto Nugroho mengatakan, dalam rapat pemberian usulan dari masyarakat sipil untuk revisi UU No 22/2001 akhir pekan lalu, pihaknya mendorong agar ada klausul mengenai pengalokasian dana migas (petroleum fund) dan dana cadangan migas. Kedua sumber dana dan penggunaannya dibedakan.

”Dana migas dialokasikan dari pendapatan negara di sektor migas. Adapun dana cadangan migas, yang pembelanjaannya di daerah, bisa diambil dari dana bagi hasil migas atau dividen yang diperoleh dari penyertaan modal daerah pada sebuah wilayah kerja migas,” ujar Aryanto, Minggu (30/7), di Jakarta. 

Dana migas yang terkumpul dibelanjakan untuk pembiayaan eksplorasi dalam rangka penemuan cadangan migas yang baru. Adapun dana cadangan migas lebih dikhususkan bagi stabilitas ekonomi lokal, khususnya daerah penghasil migas.

Salah satu daerah yang berhasil memanfaatkan dana cadangan migas adalah Kabupaten Bojonegoro, Jawa Timur. Daerah tersebut mendapat keuntungan dengan keberadaan lapangan minyak Banyu Urip di Blok Cepu yang menghasilkan minyak sedikitnya 165,000 barrel per hari itu.

Pemberdayaan masyarakat Bojonegoro berhasil mengumpulkan dana yang dialokasikan sebagai dana cadangan sebesar Rp 100 miliar pada 2016. Dana itu disimpan dan hanya dimanfaatkan bunganya saja, yaitu untuk pengembangan sumber daya manusia maupun pengembangan usaha kecil dan menengah di Bojonegoro.

Wakil Ketua Komisi VII DPR Satya Widya Yudha setuju dengan rencana alokasi dana migas dibahas dalam revisi UU No 22/2001. Menurut dia, DPR yang menjadi inisiator revisi UU, juga turut mengusulkan pengumpulan dana migas sebagai solusi di tengah minimnya dana pemerintah dalam usaha pencarian cadangan migas baru.

"Kami mengusulkan agar ada dana migas yang dikumpulkan dari penerimaan negara sektor migas, selama ini, pembiayaan penemuan cadangan sangat minim,” ujar Satya. 

Secara spesifik, belum ada pembahasan siapa yang akan mengelola dana tersebut. Namun, ia berpendapat terjadi masalah apabila Kementerian ESDM selaku kementerian teknis sektor energi yang mengelola pengumpulan dana migas tersebut.

Rencana pengalokasian dana mengemuka sejak awal 2015. Saat itu, pemerintah berencana memungut dana Rp 200 per liter dari setiap penjualan bahan bakar minyak jenis premium dan Rp 300 per liter dari setiap penjualan solar. Pemerintah merujuk pada Undang-Undang No 30/2007 tentang Energi.

Paku Gajah Gas Block & Kuang Block Operate

GAS PRODUCTION

The production facilities of the Paku Gajah block gas collection station and the Kuang block, which are part of the PT Pertamina EP operational area, are a subsidiary of PT Pertamina.



 The Gas Production Facility (FPG) in the Elephant Nail Block and the Kuang Block is part of the Gajah Nail Block Development Project or the Gajah Nail Block Development Project (PGDP) in Muara Enim and Ogan Komering Ilir, South Sumatra.



 Director of Penamina EP Nanang Abdul Manaf said the Paku Gajah Block project was a development of a gas field around the Pagardewa Block, Kuang Block, and Elephant Block areas in Muara Enim Regency and Ogan Komering Ulu District, South Sumatra.

 According to him, the handover of the Paku Gajah block facility has been carried out with a capacity of 45 million cubic feet per day (MMscfd), while Kuang has a capacity of 25 MMscfd.

"The current status of the PGDP is the transfer of Paku Gajah SPG production facilities with a capacity of 45 MMscfd and SPG block Kuang with a capacity of 25 MMscfd to Pertamina EP Asset 2," he said, Sunday (30/7).

 Several development well drilling activities have been carried out since 2010 through the Put On Production (POP) stage and in 2013 continued with development drilling through the delivery stage of the development plan approved by SKK Migas.

 In addition to production facilities, the Paku Gajah block development project will have a 12-inch gas pipeline along 23 km to deliver gas to the Merbau SPG. Furthermore, the gas produced from the Paku Gajah block and the Kuang block will be distributed to PT Perusahaan Gas Negara Tbk. other gas consumers in Sumatra.

Blok Gas Paku Gajah & Blok Kuang  Beroperasi

Fasilitas produksi Stasiun Pengumpul Gas blok Paku Gajah dan blok Kuang yang menjadi bagian Wilayah operasi PT Pertamina EP, anak perusahaan PT Pertamina segera beroperasi. 

 Fasilitas Produksi Gas (FPG) pada Blok Paku Gajah dan Blok Kuang merupakan bagian dari proyek Pengembangan Blok Paku Gajah atau Blok Paku Gajah Development Project (PGDP) di Muara Enim dan Ogan Komering Ilir, Sumatra Selatan.

Direktur Utama Penamina EP Nanang Abdul Manaf mengatakan, proyek Blok Paku Gajah merupakan pengembangan lapangan gas di sekitar area Blok Pagardewa, Blok Kuang, dan Blok Gajah di Kabupaten Muara Enim dan Kabupaten Ogan Komering Ulu, Sumatra Selatan. 

 Menurutnya, saat ini telah dilakukan serah terima fasilitas blok Paku Gajah dengan kapasitas 45 juta kaki kubik per hari (MMscfd), sedangkan Kuang berkapasitas 25 MMscfd.

“Status saat ini PGDP serah terima fasilitas produksi SPG Paku Gajah berkapasitas 45 MMscfd dan SPG blok Kuang dengan kapasitas 25 MMscfd ke Pertamina EP Asset 2,” ujarnya, Minggu (30/7).

Beberapa kegiatan pengeboran sumur pengembangan dilakukan sejak 2010 melalui tahapan Put On Production (POP) dan pada 2013 dilanjutkan dengan pengeboran pengembangan melalui tahap penyampaian rencana pengembangan yang telah disetujui SKK Migas.

Selain fasilitas produksi, proyek pengembangan blok Paku Gajah nantinya memiliki jalur pipa gas berukuran 12 inci sepanjang 23 km untuk menyalurkan gas ke SPG Merbau. Selanjutnya, gas yang dihasilkan dari blok Paku Gajah dan blok Kuang akan disalurkan ke PT Perusahaan Gas Negara Tbk. konsumen gas lainnya di Sumatra.

Upper Investment in Oil & Gas & Crisis of Trust



A stable economic growth in the range of 5% -6% per year will require more investment and energy supply Reliable and sustainable.

The upstream oil and gas sector, whose main activities consist of exploration, development and production, has an important role for both elements, through investment and through the provision of oil and gas energy as primary fuel.

Both drive the wheels of economy in the real sense. The contribution of national oil and gas upstream to state revenues is no longer significant, less than 5% of the total state revenue in APBN. However, it does not mean that the sector is no longer important.

It would be a mistake to think that upstream oil and gas sector is no longer important to the national economy only by looking at its contribution to the currently low state revenues. The magnitude of upstream oil invesment value is very significant relative to the total value of total national investment.

In 2014, when the total value of national investment outside the upstream oil and gas sector is around Rp 541.28 trillion, the value of upstream oil and gas investment is Rp 275.4 trillion. The ratio between them is about 2: 1. In 2015, when the total value of national investment is Rp 574.69 Trillion, upstream oil and gas investment of around Rp 206.55 trillion or a comparison of both approaches 3: 1.

While in 2016, the value of both sekilar Rp 607.25 trillion and Rp 151.2 trillion, which means 4: 1 in the ratio. From the above figures, we can see at least two things.

First, the amount of investment in upstream oil and gas can not be underestimated. The value of rotating investment in upstream oil and gas sector is always on the scale of hundreds of trillions of rupiah, equal to the scale of hundreds of trillions of rupiah for the total national investment as a whole. It is clear that the magnitude of upstream oil and gas investment is not kidding. The multiple effects it generates in the national economy are significant.

Based on figures from SKK Migas and Bank Indonesia, Gross Domestic Product (GDP) upstream oil and gas in 2016 is US $ 23.7 billion or contributes about 3.3% to the overall GDP. Every US $ 1 million investment in upstream oil and gas has a 1.6-fold multiplier, or creates an added value of US $ 1.6 million and generates an additional GDP of US $ 0.7 million.

Secondly, there is a very significant decrease in the amount of upstream oil and gas investment during the period 2014-2016. The decrease in the period 2014-2015 is Rp 68.8 trillion or down 25%. In 2015-2016 upstream oil and gas investment fell back Rp 55.4 trillion or 26.8% decrease. Against the value of investment in 2014, the value of upstream oil and gas investment in 2016 has fallen Rp 124.2 trillion or down about 45%.

If some time ago President Joko Widodo was disappointed because King Salman only bring investment of Rp 89 trillion, in fact that figure is still inferior to the value of upstream oil and gas investment lost in 2015-2016. The loss of investment that had previously spun in Indonesia for that in a very short time, was not just disappointing but sad.

It is ironic, because President Joko Widodo goes everywhere and in every opportunity always seeks to bring in and attract investment, but instead investments that are already inside and in front of our own eyes are just like left to go.

As for what happened this year, his condition is even more apprehensive. Until the end of June 2017, from the upstream oil and gas investment plan budgeted in the work program of upstream oil and gas contractors of US $ 13.8 billion, which realized only US $ 3.98 billion or only about 29%.

That is, during the period 2017, we are no longer able to maintain and attract investment in upstream oil and gas. If we assume the same pattern will continue in the second half, this year the realization of upstream oil and gas investment could be only US $ 8 billion or around Rp108 trillion. This means it will drop again around Rp 43.2 trillion or 28.6% from 2016.

Few are interested

The symptoms and signs in that direction look very clear. Of the 14 oil and gas working areas auctioned since last year only one of the investors interested. From the investment that the contractor spends on exploration activities, the scale and portion from year to year always remain small and continue to shrink.

From only US $ 1.1 billion in 2014, down-to US $ 500 million in 2015, and falling again to only about US $ 100 million until November 2016 (less than 1% of total upstream oil and gas investment).

In fact, investment for exploration is an indicator of scholars in seeing how interested the oil and gas contractors will invest their investment and it will determine the investment in the next stage. If exploration alone is virtually non-existent, significant new oil and gas field discoveries will not exist either. There will be no further investment in field development and production activities.

The implementation of the Gross Split system sharing contract implemented since the beginning of 2017, in my opinion will further aggravate the situation. Gross Split is more unattractive to encourage exploration investments than regular profit-sharing contracts, as the contractor has to fully bear the investment risk during the contract period.

Moreover, the issue of very much licensing with a very long path is also still untouched. If the government claims to have simplified the licenses from 104 oil and gas licenses to only 6 licenses (4 downstream and 2 upstream), among others through Minister of Energy and Mineral Resources Regulation no. 29/2017, it is not complete.

The two upstream oil and gas licenses targeted in this regulation are only general licensing which is only related to the preparation of oil and gas working areas within the scope of work of the Directorate General of Oil and Gas only.

While oil and gas upstream permits that are more operational in oil and gas working areas that have been operated for exploration, development and production activities, the number is still 341 licenses and spread in 19 ministries / agencies / government agencies both at central and regional levels. Currently, the number was allegedly even increased to 373 permissions.

Under such conditions, I can not imagine how many trillion rupiahs of upstream oil and gas investments will continue to disappear. Low oil prices are not (again) the right reason, because upstream oil and gas investment at the global level has actually shown an increase in symptoms, which is projected to rise by US $ 450 billion this year.

Indonesia's economic grade investment rating does not seem to be reflected in the upstream oil and gas sector. In my opinion, it is time for President Joko Widodo to do direct Visiting in the upstream oil and gas sector to attract back hundreds of trillions of rupiah investment that flies from the national economy.

The steady decline in upstream oil and gas investment is not just the loss of the figures alone but is a strong indication of the loss of confidence in our country and government.

Sektor hulu migas, yang aktifitas utamanya terdiri dari kegiatan eksplorasi, pengembangan dan produksi, memiliki peran penting untuk kedua elemen tersebut, yaitu melalui investasi dan melalui penyediaan energi migas sebagai bahan bakar primer. 

Keduanya menggerakkan roda perekonominan dalam arti sesungguhnya. Kontribusi hulu migas nasional ke penerimaan negara saat ini memang tidak lagi signifikan, kurang dari 5% dari keseluruhan total penerimaan negara di APBN. Namun, tidak berarti bahwa sektor ini tidak lagi penting. 

Adalah keliru jika menganggap sektor hulu migas tidak lagi penting bagi perekonomian nasional hanya dengan melihat kontribusinya terhadap penerimaan negara yang saat ini rendah. Besaran nilai invesiasi hulu migas adalah sangat signifikan secara relatif terhadap besaran nilai investasi nasional total secara keseluruhan.

Pada 2014, saat total nilai investasi nasional diluar sektor hulu migas sekitar Rp 541,28 triliun, nilai investasi hulu migas adalah Rp 275,4 triliun. Rasio diantara keduanya sekitar 2:1. Pada 2015, saat total nilai investasi nasional adalah Rp 574,69 triliun, investasi hulu migas sekitar Rp 206.55 triliun atau perbandingan keduanya mendekati 3:1.

Sementara pada 2016, nilai keduanya sekilar Rp 607,25 triliun dan Rp 151,2 triliun, yang berarti 4:1 dalam rasionya. Dari angka-angka di atas, kita bisa melihat setidaknya dua hal.

Pertama, besaran investasi di hulu migas tidak bisa dianggap remeh. Nilai investasi yang berputar di sektor hulu migas selalu dalam skala ratusan triliun rupiah, sama dengan skala ratusan triliun rupiah untuk total investasi nasional secara keseluruhan. Sangat Jelas bahwa magnitude investasi hulu migas tidak main-main. Efek berganda yang dihasilkannya dalam perekonomian nasional cukup signifikan. 

Berdasarkan angka dari SKK Migas dan Bank lndonesia, Produk Domestik Bruto (PDB) hulu migas pada 2016 adalah US$ 23,7 miliar atau berkontribusi sekitar 3,3% terhadap PDB keseluruhan. Setiap US$ 1 juta investasi di hulu migas memiliki angka pengganda 1,6 kali lipat, atau menciptakan nilai tambah US$ 1,6 juta dan menghasilkan tambahan PDB sebesar US$ 0,7 juta.

Kedua, ada penurunan yang sangat signifikan dalam hal besaran investasi hulu migas selama periode 2014-2016 tersebut. Penurunan pada periode 2014-2015 adalah Rp 68,8 trilliun atau turun 25%. Pada 2015-2016 investasi hulu migas kembali turun Rp 55,4 triliun atau turun 26,8%. Terhadap nilai investasi pada 2014, nilai investasi hulu migas pada 2016 telah turun Rp 124,2 triliun atau turun sekitar 45%.

Jika beberapa waktu lalu Presiden Joko Widodo sempat kecewa karena Raja Salman hanya membawa investasi Rp 89 triliun, sebenarnya angka itu masih kalah dengan nilai investasi hulu migas yang hilang pada 2015-2016 itu. Hilangnya investasi yang sebelumnya sudah berputar di Indonesia sebesar itu dalam waktu yang sangat singkat, bukan hanya sekadar mengecewakan tetapi menyedihkan.

Ironis, karena Presiden Joko Widodo kemana-mana dan dalam setiap kesempatan selalu berupaya mendatangkan dan menarik investasi, tetapi malah investasi yang sudah ada di dalam dan di depan mata kita sendiri seperti dibiarkan pergi begitu saja.

Akan halnya yang terjadi di tahun ini, kondisinya lebih memprihatinkan lagi. Hingga akhir Juni 2017, dari rencana investasi hulu migas yang dianggarkan dalam program kerja para kontraktor hulu migas sebesar US$ 13,8 miliar, yang terealisasi hanya US$ 3,98 miliar atau hanya sekitar 29%.

Artinya, selama periode 2017 ini, kita lebih tidak mampu lagi dalam menjaga dan menarik investasi di hulu migas. Jika kita mengasumsikan pola yang sama akan berlanjut di paruh kedua, tahun ini realisasi investasi hulu migas bisa jadi hanya US$8 miliar atau sekitar Rp108 triliun. Ini berarti akan turun lagi sekitar Rp 43,2 triliun atau 28,6% dari 2016.

SEDIKIT YANG TERTARIK

Gejala dan tanda ke arah itu terlihat sangat jelas. Dari 14 wilayah kerja migas yang dilelang sejak tahun lalu hanya satu yang diminati investor. Dari investasi yang dibelanjakan kontraktor untuk kegiatan eksplorasi, besaran dan porsinya dari tahun ke tahun selalu sangal kecil dan terus mengecil.

Dari hanya US$ 1,1 miliar pada 2014, turun-menjadi US$ 500 juta pada 2015, dan turun lagi menjadi hanya sekitar US$ 100 juta hingga November 2016 lalu (tidak sampai 1% dari total investasi hulu migas).

Padahal, investasi untuk eksplorasi adalah indikator ulama dalam melihat seberapa tertarik para kontraktor migas akan menanamkan investasinya dan hal itu akan menentukan investasi di tahapan selanjutnya. Jika eksplorasi saja hampir tidak ada, penemuan lapangan migas baru yang signifikan juga tidak akan ada. Tidak akan ada pula investasi lanjutan di kegiatan pengembangan lapangan dan produksi.

Pemberlakuan kontrak bagi hasil sistem Gross Split yang diterapkan sejak awal 2017, menurut saya akan makin memperburuk keadaan. Gross Split sangat lebih tidak menarik untuk mendorong investasi eksplorasi dibandingkan kontrak bagi hasil biasa, karena kontraktor harus menanggung secara penuh risiko investasi selama masa kontrak.

Apalagi, persoalan perizinan yang sangat banyak dengan alur yang sangat panjang juga masih belum tersentuh. Jika pemerintah mengklaim telah menyederhanan perizinan dari 104 perizinan migas hingga hanya menjadi 6 perizinan (4 hilir dan 2 hulu), diantaranya melalui Peraturan Menteri ESDM No. 29/2017, hal itu tidaklah lengkap.

Dua perizinan hulu migas yang disasar dalam peraturan ini hanyalah perizinan yang sifatnya umum yang hanya berkaitan dengan penyiapan wilayah kerja migas di lingkup kerja Ditjen Migas saja.

Sementara perizinan hulu migas yang sifatnya lebih operasional, di wilayah kerja migas yang telah dioperasikan untuk aktifitas eksplorasi, pengembangan, dan produksi, jumlahnya masih tetap 341 perizinan dan tersebar di sekitar 19 kementerian/lembaga/instansi pemerintah baik di pusat maupun daerah. Saat ini, jumlah itu disinyalir bahkan bertambah menjadi 373 perizinan.

Dengan kondisi seperti itu, saya tidak bisa membayangkan entah berapa triliun rupiah lagi investasi hulu migas yang akan terus menerus hilang. Harga minyak yang rendah bukan (lagi) alasan yang tepat, karena investasi hulu migas di tingkat global sebenarnya telah menunjukkan gejala peningkatan, yang pada tahun ini diproyeksikan naik US$ 450 miliar.

Peringkat investment grade ekonomi Indonesia tampaknya sama sekali tidak terefleksikan di sektor hulu migas. Menurut saya, sudah saatnya Presiden Joko Widodo perlu melakukan kunjungan langsung di sektor hulu migas untuk menarik kembali investasi ratusan triliun rupiah yang terbang dari perekonomian nasional.

Terus menurunnya investasi hulu migas bukan hanya sekadar hilangnya angka-angka itu saja tetapi adalah indikasi kuat hilangnya (terjadinya krisis) kepercayaan kepada negara dan pemerintah kita.

The event was opened by Deputy of Controlling Procurement of SKK Migas, Djoko Siswanto accompanied by Chief of Supply Chain Management and Cost Management Division, Widi Santusa and Head of Goods and Services Division, Erwin Suryadi and 8 KKKS Jabanusa. Djoko Siswanto delivered some messages for KKKS and KKKS Partners to be able to participate in supporting Upstream Oil and Gas Industry activities as stated in their commitment to cooperation contract.

In the question and answer session, National Capacity Building Manager Bayu Murbandono reiterated the programs together with SKK Migas and KKKS to support domestic product liability.

SKK Migas dan Kontraktor Kerja Kerjasama (KKKS) wilayah Jabanusa berkomitmen menggunakan produk barang jasa dalam negeri dan diharapkan kerjasama aktif dari Mitra Kerja, juga untuk mendukung upaya penciptaan produk dalam negeri berkualitas, kompetitif dalam harga dan kemampuan delivery sehingga memaksimalkan multiplier effect dari kegiatan hulu migas.

Menurut Deputi Pengendalian Pengadaan SKK Migas, Djoko Siswanto, dalam acara Vendor's Day Bersama East, Java di Hotel Golden Tulip, Batu, Malang, dunia Hulu Migas sedang dalam kondisi yang memiliki tantangan berat yakni harga minyak mentah dunia yang belum stabil berakibat terhadap kegiatan operasi Hulu Migas, untuk menyiasati tantangan ini Kegiatan Pengadaan Barang dan Jasa dituntut untuk meningkatkan TKDN (Tingkat Komponen Dalam Negeri), merubah pola pemanfaatan barang atau jasa dari impor menjadi lokal.

Djoko menambahkan, salah satu contoh pengutamaan konten lokal adalah Project Masela yang merubah offshore menjadi onshore dalam rangka meningkatkan kemampuan lokal Maluku.

Kegiatan yang dilakukan rutin tiap tahun ini bertujuan untuk memberikan pengetahuan baru untuk mitra kerja KKKS, dalam kegiatan Pengadaan Barang dan Jasa Hulu Migas terutama yang terkait dengan regulasi yang berlaku dan memberikan pelatihan untuk pemenuhan regulasinya, serta memberikan apresiasi kepada mitra kerja lokal yang telah memberikan kerja terbaik. 

Sedangkan ada sekitar 250 perusahaan Lokal Jatim yang menjadi Mitra Kerja dari 8 KKKS Jabanusa yakni JOB Pertamina-PetroChina East Java, Pertamina EP Cepu, PHE WMO, Petronas Carigali, Santos, Kangean Energi Indonesia, HCML, dan Lapindo Brantas.

Acara dibuka Deputi Pengendalian Pengadaan SKK Migas, Djoko Siswanto yang didampingi Kepala Divisi Pengelolaan Rantai Supply dan Analisis Biaya, Widi Santusa dan Kepala Divisi Pengelolaan Barang dan Jasa, Erwin Suryadi serta 8 pimpinan KKKS Wilayah Jabanusa. Djoko Siswanto menyampaikan beberapa pesan untuk KKKS dan Mitra Kerja KKKS untuk dapat turut serta mendukung kegiatan Industri Hulu Migas yang dituangkan dalam komitmennya terhadap kontrak kerjasama.

Sementara dalam sesi tanya jawab, Manager Pemberdayaan Kapasitas Nasional, Bayu Murbandono menekankan kembali program-program bersama SKK Migas dan KKKS untuk mendukung kewajiban penggunaan produk dalam negeri.

August, BUMD Bojonegoro Targets Manage Oil Wells



PT Bojonegoro Bangun Sarana (BBS) Village Owned Enterprise (BUMD) owned by District Government (Pemkab) Bojonegoro, East Java, targeting

Currently, BBS with Pertamina EP Asset 4 Field Cepu, Central Java, is still discussing the cooperation agreement in the management of old oil well field in Wonocolo, Hargomulyo and Beji villages, Kedewean Sub-district. Under the cooperation agreement, all oil wells in the three villages with a total of about 700 oil wells will be managed.

Pertamina EP Asset 4 Field Cepu estimates the production of old oil well field in Wonocolo, Hargomulyo and Beji Villages, Kedewean Sub-district. Pertamina EP Asset 4 Field Cepu estimates that the production of old oil well field in three villages in Kedewan sub-district could reach 1,200 barrels per day. But the oil production paid to Pertamina EP Asset 4 Field Cepu is only about 400 barrels per day, while others are sold out or refined traditionally into Solar.

 "The discussion of the cooperation agreement is just waiting for the fix, because it has been twice BBS meeting with Pertamina EP Asset 4 Field Cepu," he asserted.

In addition, the District Government will also socialize to miners the existence of PT BBS which will manage the old oil well field in Kedewan Subdistrict. He further explained in the management of the old oil well field in Kedewan Sub-district, will be done openly, but all involved in the mining of old oil wells are registered.

Around 1,500 other miners as well as other workers will be enrolled in BPJS Employment, BPJS Health, in addition BBS is also responsible for equipment maintenance and others.

"BBS has the responsibility to improve the welfare of miners, protect the environment to prevent pollution," he said

Head of Department of Industry and Manpower of Bojonegoro Regency Government Agus Surpiyanto added that the field of old oil well field will be regulated through Bojonegoro Regent's Regulation No. 30 of 2017 on Management of Old Wells.

"Inside the Regent Government, among others, regulate the task of BBS to form a group of miners as an attempt to legalize its existence," he said.

Agustus, BUMD Bojonegoro Targetkan Kelola Sumur Minyak


PT Bojonegoro Bangun Sarana (BBS) Badan Usaha Milik Desa (BUMD) milik Pemerintah Kabupaten (Pemkab) Bojonegoro, Jawa Timur, menargetkan
akan mulai mengelola lapangan sumur minyak di Kecamatan Kedewan, awal Agustus 2017.

“BBS bisa mengelola lapangan sumur minyak tua di Kecamatan Kedewan, awal Agustus,” kata Direktur PT BBS Bojonegoro Toni Ade Irawan, di Bojonegoro, Kamis (28/7), 

Saat ini, BBS dengan Pertamina EP Asset 4 Field Cepu, Jawa Tengah, masih melakukan pembahasan perjanjian kerja sama dalam pengelolaan lapangan sumur minyak tua di Desa Wonocolo, Hargomulyo dan Beji, Kecamatan Kedewean. Sesuai perjanjian kerja sama, semua sumur minyak di tiga desa itu dengan jumlah sekitar 700 sumur minyak yang akan dikelola.

Pertamina EP Asset 4 Field Cepu memperkirakan produksi lapangan sumur minyak tua di Desa Wonocolo, Hargomulyo dan Beji, Kecamatan Kedewean. Pertamina EP Asset 4 Field Cepu memperkirakan produksi lapangan sumur minyak tua di tiga desa di Kecamatan Kedewan, bisa mencapai 1.200 barel per hari. Tetapi produksi minyak yang disetorkan kepada Pertamina EP Asset 4 Field Cepu hanya sekitar 400 barel per hari, sedangkan lainnya dijual keluar atau disuling secara tradisional menjadi Solar.

 “Pembahasan perjanjian kerja sama hanya  menunggu fix, karena sudah dua kali BBS melakukan pertemuan dengan Pertamina EP Asset 4 Field Cepu,” ucapnya menegaskan.

Selain itu, Pemerintah Kabupaten juga akan menyosialisasikan kepada para penambang keberadaan PT BBS yang akan mengelola lapangan sumur minyak tua di Kecamatan Kedewan itu. Lebih lanjut ia menjelaskan dalam pengelolaan lapangan sumur minyak tua di Kecamatan Kedewan, akan dilakukan secara terbuka, tetapi semua yang terlibat dalam penambangan sumur minyak tua namanya terdaftar.

Sekitar 1.500 penambang juga pekerja lainnya akan terdaftar masuk BPJS Ketenagakerjaan, BPJS (Badan Penyelenggara Jaminan Sosial) Kesehatan , selain itu BBS juga bertanggung jawab atas pemeliharaan alat dan lain-lain. 

“BBS memiliki tanggung jawab meningkatkan kesejahteraan para penambang, menjaga lingkungan untuk mencegah terjadinya pencemaran,” katanya 

Kepala Dinas Perindustrian dan Tenaga Kerja Pemerintah Kabupaten Bojonegoro Agus Surpiyanto menambahkan pepgelolaan lapangan sumur minyak tua akan diatur melalui Peraturan Bupati Bojonegoro Nomor 30 tahun 2017 tentang Pengelolaan Sumur Tua. 

“Di dalam Pemerintah Bupati itu antara lain, mengatur tugas BBS membentuk kelompok penambang sebagai usaha melegalkan keberadaannya,” katanya.

Cegah Penurunan Produksi, JOB-PPEJ Lakukan Perawatan Sumur


Meski masa kontrak Blok Tuban akan berakhir di akhir Februari 2018, namun Joint Operating Body Pertamina Petro China East Java (JOB PPEJ) tetap berupaya memaksimalkan produksi. Salah satu caranya melakukan perawatan sumur di lapangan migas Pad B Desa Ngampel, Kecamatan Kapas, Kabupaten Bojonegoro. Kegiatan perawatan sumur ini ditandai dengan moving rig yang dilakukan, Kamis (27/7). 

“Saat ini pihak operator tidak melakukan pengeboran sumur baru. Sehingga, sumur yang masih memiliki potensi akan dilakukan perawatan untuk menambah produksi,” kata Field Admin Superintendent, JOB PPEJ, Akbar Pradima, seperti dikutip beritajatim.com 

Akbar menjelaskan, prosuksi di Blok Sukowati ini sudah menurun. Karena itu JOB PPEJ melakukan perawatan sumur yang masih punya potensi. Proses moving rig ini, juga sudah sesuai prosedur. Sebelum melakukan moving rig, pihaknya mengajukan izin kepada pihak desa yang ditembuskan kepihak kepolisian setempat. 

“Sebagai KKKS yang bekerja dibawah pengendalian dan pengawasan SKK Migas, JOB PPEJ melakukan semua kegiatan sesuai prosedur dan aturan yang berlaku,” katanya.

Meski sempat mendapat ancaman pemblokiran, namun moving rig dilakukan pukul 08.00 WIB berjalan lancar. Sebelum itu Pemerintah Desa (Pemdes) Ngampel, Kecamatan Kapas sempat mengancam melakukan aksi pemblokiran akses jalan menuju Pad B Sebelum ada pembayaran Tanah Kas Desa (TKD) yang sekarang digunakan sebagai akses jalan masuk Pad B.

“Pemerinath Desa memang sempat menuntut agar sewa Tanah Kas Desa (TKD) segera dibayar. Sedangkan ada regulasi baru yang mengatur untuk kepentingan negara tidak boleh menyewa, tapi harus di tukar/diganti. Alhamdulillah, aksi itu tidak terjadi. Moving rig berjalan lancar. Manajemen JOB PPEJ mengucapkan terima kasih atas pengertian warga," kata Akbar.

Proses tukar/ganti Tanah Kas Desa (TKD) itu, menurut Akbar,sekarang masih dalam proses. Sementara, pihak JOB PPEJ komitmen tetap membayar Tanah Kas Desa (TKD) yang digunakan untuk akses jalan itu dalam bentuk kompensasi. 

“Sekarang menggunakan sendiri karena akses yang memakai Tanah Kas Desa (TKD) diblokir warga,” katanya.

Sebelum itu, Kepala Polisi Resort Bojonegoro Ajun Komisaris Besar Polisi (AKBP) Wahyu Sri Bintoro membenarkan ada rencana warga yang melakukan aksi pemblokiran jalan. Kepala Polisi Resort menilai rencana pemblokiran kegiatan moving rig termasuk menghambat kegiatan perusahaan negara. Pihaknya mengimbau agar permasalahan tersebut bisa diselesaikan secara musyawarah.

“Jangan sampai kepentingan sepihak, bisa merugikan masyarakat luas dan merugikan negara. Kalau bisa dimediasi, kita mediasi,"
