Three Buyers of HCML Gas Transactions in Bali

    Husky-CNOOC Madura Limited (HCML) awarded the MAC Field production transaction at The 2nd International Convention on Indonesian Upstream Oil and Gas (IOG 2021), in Denpasar, 29 November-1 December 2021. This gas sale and purchase agreement were signed by the General Manager HCML Mr. Kang An.

    There are three gas buyers, namely PT Petrokimia Gresik, PT Inti Alasindo Energy, and PT Bayu Buana Gemilang. "This is something that should be welcomed as part of business continuity as well as efforts to meet the national gas demand in Indonesia," he said.

    He hopes that HCML's productivity will be maintained so that it can fulfill its vision, which is to become the largest gas producer in East Java and the operator of choice in Indonesia.

"And fulfill the mission, which is to provide added value to stakeholders for superior operations in the oil and gas business, with a strong commitment to ethical values, health, safety, and the environment," said Kang An.

    In this year's exhibition, HCML also successfully won awards in several fields.     Husky-CNOOC Madura Limited (HCML) has signed a gas transaction for MAC Field production at 'The 2nd International Convention on Indonesian Upstream Oil and Gas (IOG 2021), in Bali, 29 November - 1 December 2021.

Based on data from the Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas), out of 15 large cooperation contract (KKKS) contractors that produce oil and condensate, eight companies are unable to meet the production targets ready for a sale (lifting) in the work program and budget (work program and budget / WP & B) 2020.

    Previously, the President Director of PT Pertamina Hulu Energi, Budiman Parhusip, said that Pertamina has challenges with a high decline rate due to managing old fields. However, his party has prepared a number of contracts related to the drilling program to optimize lifting.

Meanwhile, Pertamina is planned to manage around 60% of the oil and gas fields in Indonesia. Currently, about 40% are still managed by this state-owned company. With this projection, the government also has high hopes for Pertamina in achieving the oil lifting target of 1 million BPD. Trisakti University lecturer Pri Agung Rakhmanto explained that the main factor for Pertamina's decline in production last year was due to the economy in the field plus the pressure of the Covid-19 pandemic. According to him, old fields have an effect on the decline in investment and Pertamina's business activities. Meanwhile, the Covid-19 pandemic has resulted in limited operational activities.

He suggested that the cooperation contract should include fiscal aspects affected by the latest economic conditions. Meanwhile, Executive Director of the National Oil and Gas Companies Association (Aspermigas) Moshe Rizal said that the fall in oil prices coupled with a decrease in demand due to the Covid-19 pandemic has indeed put heavy pressure on KKKS financially. 

    In addition, operational activities are hampered by large-scale social restrictions (PSBB) even though the budget is available. As a result, project execution is hampered, including maintenance operations, workovers, and other activities that can help maintain production levels.

"For this year, everything depends on how fast we recover economically and how fast the distribution of vaccines is so that it can reduce the infection rate," he said.

PRICE OF POWER PLANT GAS

President Joko Widodo has set the price of natural gas for power plants at a maximum of US $ 6 per MMBtu. HCML guarantees Availability of Gas Supply During Pandemic

HCML Supports SKK Migas Apply e-CHSEMS Application

Pertamina Aims for ExxonMobil's Ration Oil in the Cepu Block



PT Pertamina (Persero) is negotiating with ExxonMobil Cepu Limited to purchase crude oil from the US oil and gas company in the Banyu Urip Field, Cepu Bojonegoro Block, East Java, Indonesia. The potential of oil that can be bought by Pertamina reaches 30 thousand barrels per day (bpd).

Director General of Oil and Gas at the Ministry of Energy and Mineral Resources (ESDM) Djoko Siswanto said that around 180 thousand bpd of oil from the contract of cooperation contract (KKKS) currently being sold domestically or to Pertamina. Now, Pertamina is negotiating for the purchase of crude oil with a volume of 30 thousand bpd from ExxonMobil.


According to Djoko, ExxonMobil Indonesia's President Louise McKenzie had informed that ExxonMobil had a schedule of negotiations with Pertamina.

"They have had a meeting appointment with Pertamina to continue the business to business discussion about their crude. "They hope to get satisfying results for all," he said.

The sale of oil belonging to the KKKS to Pertamina was carried out after the ESDM Ministerial Regulation No. 42 of 2018 concerning the priority of petroleum utilization to fulfill domestic needs. Article 2 of this regulation states that Pertamina and business entities holding petroleum processing business licenses must prioritize domestic oil supplies. 

     For this reason, before planning imports, Pertamina and business entities must seek supplies from domestic contractors.

In the next article, the KKKS or its affiliates are obliged to offer part of their oil to Pertamina and / or its Mechanism business entity, referring to Article 4, the bidding must be carried out no later than three months prior to the start of the export recommendation period for all oil contractor parts.

Furthermore, pertamina and / or business entities with contractors or affiliates must conduct negotiations in the normal manner of business. From the results of negotiations, in accordance with Article 5, Pertamina can directly appoint contractors to purchase oil from contractors.

"In the direct appointment, Pertamina can enter into a 12-month long-term contract," said in paragraph 2 Article 5 Ministerial Regulation 42 / 2018. The results of negotiations must be reported to the Directorate General of Oil and Gas.

Previously, Deputy Minister of ESDM Arcandra Tahar said, until semester I-2018, the potential of oil that Pertamina could buy could reach 217 thousand bpd. However, as a whole, oil from the KKKS which has been exported and can be taken by Pertamina reaches 225 thousand bpd.



Some of the products of this KKKS are Chevron 92 thousand bpd, ExxonMobil 30 thousand bpd, Petronas Carigali 13,400 bpd, CNOCC 13 thousand bpd, Medco E & P Indonesia 11 thousand bpd, and Chevron Indonesia Company 11 thousand bpd.



"The rest is the other KKKS's part," he said.

Pertamina has a crude oil purchase contract with 11 KKKS. PT Pertamina (Persero) sedang negosiasi dengan ExxonMobil Cepu Limited untuk pembelian minyak mentah bagian perusahaan migas dari Amerika Serikat itu di Lapangan Banyu Urip, Blok Cepu Bojonegoro Jawa Timur Indonesia. Potensi minyak yang bisa dibeli Pertamina ini mencapai 30 ribu barel per hari (bph).

Direktur Jenderal Minyak dan Gas Bumi Kementerian Energi dan Sumber Daya Mineral (ESDM) Djoko Siswanto menuturkan, sekitar 180 ribu bph minyak jatah kontraktor kontrak kerja sama (KKKS) saat ini sudah dijual ke dalam negeri atau ke Pertamina. Kini, Pertamina sedang melakukan negosisasi untuk pembelian minyak mentah dengan volume 30 ribu bph dari ExxonMobil.

Menurut Djoko, Presiden ExxonMobil Indonesia Louise McKenzie telah mengabari bahwa ExxonMobil telah memiliki jadwal negosiasi dengan Pertamina.

“Mereka telah memiliki janji meeting dengan Pertamina untuk melanjutkan diskusi business to business tentang crude mereka. Mereka berharap bisa
mendapatkan hasil yang memuaskan bagi semua,” kata dia.

Penjualan minyak milik KKKS ke Pertamina dilakukan setelah adanya Peraturan Menteri ESDM No 42 Tahun 2018 tentang prioritas pemanfaatan minyak bumi untuk pemenuhan kebutuhan dalam negeri. Pasal 2 regulasi ini menyatakan, Pertamina dan badan usaha pemegang izin usaha pengolahan minyak bumi wajib mengutamakan pasokan minyak yang berasal dari dalam negeri. Untuk itu, sebelum merencanakan impor, Pertamina dan badan usaha wajib mencari pasokan dari kontraktor dalam negeri.

Di pasal berikutnya, KKKS atau afiliasinya diwajibkan menawarkan minyak bagiannya kepada Pertamina dan atau badan usaha Mekanismenya, mengacu Pasal 4, penawaran dilakukan paling lambat tiga bulan sebelum dimulainya periode rekomendasi ekspor untuk seluruh volume minyak bumi bagian kontraktor. 

Selanjutnya, pertamina dan atau badan usaha dengan kontraktor atau afiliasinya wajib melakukan negosiasi secara kelaziman bisnis. Dari hasil negosiasi, sesuai Pasal 5, Pertamina dapat melakukan penunjukkan langsung kontraktor untuk pembelian minyak bagian kontraktor. 

“Pada penunjukkan langsung, Pertamina dapat mengadakan kontrak jangka panjang selama 12 bulan,” demikian tertulis dalam ayat 2 Pasal 5 Peraturan  Menteri 42/ 2018. Hasil negosiasi wajib dilaporkan kepada Direktorat Jenderal Minyak dan Gas Bumi.

Sebelumnya, Wakil Menteri ESDM Arcandra Tahar menuturkan, sampai semester I-2018, potensi minyak yang dapat dibeli Pertamina bisa mencapai 217 ribu bph. Namun, secara keseluruhan, minyak bagian KKKS yang selama ini diekspor dan dapat diambil Pertamina mencapai 225 ribu bph. Beberapa hasil produksi KKKS ini yakni Chevron 92 ribu bph, ExxonMobil 30 ribu bph, Petronas Carigali 13.400 bph, CNOCC 13 ribu bph, Medco E&P Indonesia 11 ribu bph, dan Chevron Indonesia Company 11 ribu bph. 

“Sisanya adalah bagian KKKS lainnya,” kata dia.

Crude Oil The Rokan Block starts processing at the Pertamina refinery

Separately, President Director of PT Pertamina (Persero) Nicke Widyawati explained that Pertamina would seek to absorb as much as possible the crude oil of the KKKS section to meet domestic refinery needs so as to reduce crude oil imports.

      Furthermore, Nicke added, since the issuance of the Minister of Energy and Mineral Resources Regulation No. 42 of 2018 at the beginning of September 2018, an agreement was reached between Pertamina and several KKKS, one of which was the first and the biggest was PT CPI.

Government policies that prioritize the use of domestically produced crude oil to be processed at domestic refineries are very important in an effort to meet national energy security.

With the purchase of crude oil from the Blok Rokan field, Pertamina will supply the needs of SLC and DC crude oil which will be processed at the Pertamina Refinery in addition to Kasim - Sorong.

"We refer to the Government's direction and have submitted a proposal expressing interest in all KKKS to buy their crude oil rations. Purchases are based on business-to-business principles, "said Nicke.

Meanwhile, PT Chevron Pacific Indonesia welcomed the collaboration with Pertamina. The Rokan Block is the largest crude oil producer in Indonesia and this cooperation framework provides benefits for all parties including the Government and the people of Indonesia.

"With this cooperation, we formally apply the regulation on the sale of crude oil to contractor parts for domestic needs," said President Director of PT Chevron Pacific Indonesia Albert Simanjuntak.

So far, the bulk of the part of the Cooperation Contract Contractors (KKKS) such as PT CPI is mostly exported, while on the other hand Pertamina still has to import crude oil and condensate around 342,000 barrels per day. With the issuance of Minister of Energy and Mineral Resources Regulation No. 42 of 2018, the crude oil of the KKKS part is prioritized to be sold to Pertamina and processed at domestic oil refineries.

The crude oil is Sumatran Light Crude (SLC) and Duri Crude (DC) produced by the Rokan Block, according to Pertamina's oil refinery configuration, so that it can increase the yield of valuable products at Pertamina's refineries. 

     The crude oil purchase agreement also received attention from the ESDM Ministry. The ESDM Ministry's Director General of Oil and Gas (Oil and Gas) Djoko Siswanto hopes that this collaboration can be developed by Pertamina and other KKKS.

"This is a big example, that the production of the Rokan block as the biggest oil producer in Indonesia, can be increased the use of oil to be processed in domestic refineries. This makes our Energy security even better, "Djoko said.

SKK Migas also welcomed the purchase of PT CPI crude oil from the Rokan Block by Pertamina. In addition to running the Regulation of the Minister of Energy and Mineral Resources 42 of 2018, prioritizing the fulfillment of domestic needs by Pertamina is something that strengthens the implementation of the Domestic Market Obligation that has been applied to Indonesia's upstream oil and gas industry.

All of these efforts can reduce imports of crude oil and condensate by around 115,000 barrels per day and are expected to reduce import purchases to 250,000 barrels per day.

Minyak Mentah Blok Rokan Mulai Diolah di Kilang Pertamina


PT Pertamina (Persero) melaksanakan lifting perdana minyak mentah (crude oib bagian PT Chevron Pacific Indonesia (PT CP) di Blok Rokan, yang akan diolah di kilang minyak dalam negeri milik Pertarmina. Dalam tahap awal, untuk periode Januari hingga Juni 2019, estimasi volumenya diperkirakan mencapai 2,5 juta barel per bulan.

Lifting perdana, menurut siaran pers yang diterima Investor Daily, diresmikan dengan simbolis penekanan tombol lifting di Pelabuhan Wharf 1 Area Operasi Rokan PT CPI oleh Deputi Keuangan dan Monetisasi SKK Migas Parulian Sihotang, VP Supply Export Operation PT Pertamina (Persero) Agus Witjaksono, Tenaga Ahli Menteri ESDM Sampe L. Purba dan Senior VP PGPA PT. CPI Wahyu Budiarto.

Di tempat terpisah, Direktur Utama PT Pertamina (Persero) Nicke Widyawati menjelaskan bahwa Pertamina akan mengupayakan menyerap semaksimal mungkin minyak mentah bagian KKKS untuk memenuhi kebutuhan kilang dalam negeri sehingga dapat mengurangi impor minyak mentah. 

     Lebih lanjut Nicke menambahkan, sejak terbitnya Peraturan Menteri ESDM Nomor 42 Tahun 2018 pada awal September 2018, telah tercapai kesepakatan antara Pertamina dengan beberapa KKKS, salah satunya yang pertama dan terbesar adalah PT CPI. 

Kebijakan Pemerintah yang memprioritaskan penggunaan minyak mentah yang dihasilkan di dalam negeri untuk diolah di kilang dalam negeri sangat penting sebagai upaya untuk memenuhi ketahanan energi nasional.

“Kami mengucapkan terima kasih kepada PT CPI atas tercapainya kesepakatan ini. Hubungan dan kerjasama B to B antar kedua belah pihak diharapkan semakin erat,” ujar Nicke.

Dengan pembelian minyak mentah dari lapangan Blok Rokan ini, Pertamina akan memasok kebutuhan minyak mentah SLC dan DC yang akan diolah di Kilang Pertamina selain Kasim - Sorong.

“Kami mengacu pada arahan Pemerintah dan telah menyampaikan proposal menyatakan minat kepada seluruh KKKS untuk membeli jatah minyak mentah
mereka. Pembelian dilakukan berdasarkan prinsip business to business,” ungkap Nicke.

Sementara itu, PT Chevron Pacific Indonesia menyambut baik kerjasama dengan Pertamina. Blok Rokan merupakan produsen minyak, mentah terbesar di Indonesia dan kerangka kerjasama ini memberikan manfaat bagi semua pihak termasuk Pemerintah dan rakyat Indonesia.

“Dengan adanya kerja sama ini maka kami secara resmi menerapkan peraturan penjualan minyak mentah bagian kontraktor untuk kebutuhan domestik,” kata Presiden Direktur PT Chevron Pacific Indonesia Albert Simanjuntak.

Selama ini, minyak mentah bagian Kontraktor Kontrak Kerja Sama (KKKS) seperti PT CPI sebagian besar diekspor, sementara di sisi lain Pertamina masih harus mengimpor minyak mentah ,dan kondensat sekitar 342.000 barrel per hari. Dengan terbitnya Peraturan Menteri ESDM Nomor 42 T ahun 2018, maka minyak mentah bagian KKKS diprioritaskan untuk dijual ke Pertamina dan diolah di kilang minyak dalam negeri.

Minyak mentah jenis Sumatran Light Crude (SLC) dan Duri Crude (DC) yang dihasikan oleh Blok Rokan, sesuai dengan konfigurasi kilang minyak Pertamina, sehingga dapat meningkatkan yield of valuable products di kilang Pertamina. Kesepakatan pembelian minyak mentah ini juga mendapat perhatian dari Kementerian ESDM. 

     Direktur Jenderal Minyak dan Gas Bumi (Migas) Kementerian ESDM Djoko Siswanto berharap kerjasama ini dapat dikembangkan Pertamina dengan KKKS lainnya.

“Ini menjadi contoh besar, bahwa produksi dari blok Rokan sebagai penghasil minyak terbesar di Indonesia, bisa ditingkatkan pemanfaatan minyaknya
untuk diolah di kilang dalam negeri. Ini membuat ketahanan Energi kita semakin baik,” kata Djoko.

SKK Migas pun menyambut baik adanya pembelian minyak mentah crude PT CPI dari Blok Rokan oleh Pertamina. Selain menjalankan Perarturan Menteri ESDM 42 Tahun 2018, yakni pengutamaan pemenuhan kebutuhan dalam negeri oleh Pertamina merupakan hal yang memperkuat implementasi Domestic Market Obligation yang selama ini sudah diterapkan pada industri hulu migas Indonesia.

Kepala SKK Migas Dwi Soetjipto menjelaskan, di tengah semakin meningkatnya konsumsi minyak dalam negeri, SKK Migas akan terus mendorong upaya Pertamina untuk mengurangi import dengan melakukan pembelian minyak mentah yang diproduksi dari lapangan-lapangan minyak Indonesia sendiri, yang di operasikan oleh KKKS.

“Pemanfaatan minyak mentah dari hasil lapangan-lapangan di Indonesia, merupakan langkah yang bagus untuk dapat menurunkan impor minyak mentah, sehingga dapat memperbaiki neraca perdagangan berjalan. 

   Diharapkan KKKS yang lain akan mengikuti langkah ini, menjual minyak mentah bagiannya ke Pertamina, dengan tetap mengedepankan prinsip business-to-business yang baik, serta tetap mengoptimalkan penerimaan negara,” ungkap Dwi.

Sejak berlakunya Perarturan Menteri ESDM Nomor 42 Tahun 2018 Tentang Prioritas Pemanfaatan Minyak Bumi Untuk Pemenuhan Kebutuhan Dalam Negeri yang mulai berlaku pada 5 September 2018, selain dengan PT CPI, Pertamina juga telah, melakukan kesepakatan dengan KKKS lainnya seperti ; RH Petrogas Limited, PT SPR Langgak, PetroChina International Jabung Ltd, PT Bumi Siak Pusako, SAKA Pangkah Indonesia Ltd, PT Energi Mega Persada Tonga, Petronas Carigali Ketapang I Ltd, Husky CNOOC Madura Ltd dan PT Energi Mega Persada Tbk.

Seluruh upaya ini dapat mengurangi import minyak mentah dan kondensat sekitar 115.000 barrel per hari dan diharapkan dapat mengurangi pembelian impor menjadi 250.000 barel per hari.

Getting Domestic Supply, Imports of Crude Oil will Decrease 3 Million Barrels Per Month



PT Pertamina (Persero) plans to import crude oil this year by around 3 million barrels per month from normal 11 million per month. Imports can be reduced because the company gets supplies of crude oil from domestic oil producers. 

     Senior Vice President of Integrated Supply Chain (ISC) Pertamina Hasto Wibowo said that he had an oil purchase agreement with a number of cooperation contract contractors (KKKS). The total additional domestic crude oil supply purchased by the company reaches 3.36 million per month or 112 thousand barrels per day (bpd). This additional domestic supply cut Pertamina's crude oil imports.

"It is reduced by around 3 million per month, usually roughly 11 million per month, now it is reduced to only 7-7.5 million per month," he said.

PT Chevron Pacific Indonesia

One of the KKKS who sold oil to Pertamina was PT Chevron Pacific Indonesia. The oil and gas company from the United States is also the biggest supplier of crude oil for the company. Of the total domestic supply of 3.3 million barrels per month, Chevron supplies up to around 2.5 million barrels per month.

According to Hasto, the purchase price of oil from Chevron is also very good.

"[Price] compromises, if it's more expensive than imports, I still import. Chevron is said to be too cheap or not, "he explained.

This additional supply of crude oil in the country is said to be profitable for Pertamina. The reason is that the company gets a supply of crude oil which is cheaper than imports, "Overall is good for the country," Hasto said.

Previously, Pertamina stated that there were 11 KKKS who had contracts to sell crude oil with their side. The sale of oil belonging to the KKKS to Pertamina was carried out after the ESDM Ministerial Regulation No. 42 of 2018 concerning the priority of petroleum utilization to fulfill domestic needs. 

     Article 2 of this regulation states that Pertamina and business entities holding petroleum processing business licenses must prioritize domestic oil supplies. For this reason, before planning imports, Pertamina and business entities must seek supplies from domestic contractors.

In the next article, the KKKS or its affiliates are obliged to offer part of their oil to Pertamina and / or business entities. The mechanism, referring to Article 4, is made no later than three months before the start of the export recommendation period for all volumes of petroleum in the contractor's part.

Furthermore, pertamina and / or business entities with contractors or affiliates must conduct negotiations in the normal manner of business. From the results of negotiations, in accordance with Article 5, Pertamina can directly appoint contractors to purchase oil from contractors.

"In direct appointment, Pertamina can enter into a 12-month long-term contract," said in paragraph 2 Article 5 Ministerial Regulation 42 / 2018. The results of the negotiations must be reported to the Directorate General of Oil and Gas.

Gasoline imports

While for imports of gasoline (gasoline), according to Hasto, it is relatively stable. This year, gasoline imports every month are around 9-10 million kiloliters (KL). Of this volume, Premium imports are very large, at 5.5-6 million barrels per month. However, Premium and Pertamax imports tend to change depending on domestic needs.

Imports of gasoline, he said, will rise when Pertamina carries out refineries. Because the refinery can be temporarily suspended when maintenance is carried out. However, the increase in imports due to this treatment is not too large.

"The shift (import) is not so much, indeed this January-February (treatment), the swing is at 1-1.5 million," Hasto said.

Meanwhile, related to Pertamina's oil rations from its oil and gas blocks in Iraq, it is said that it is no longer being distributed at overseas refineries and then brought to Indonesia. The West Qurna-1 oil production is entirely sold by Pertamina.

"We are now in a position where there is no oil from abroad that is being redeemed anymore," he said

He explained, the company previously sent oil from Iraq to refineries owned by other companies abroad because the volume was very significant. Because, in addition to the production allotment, the company also had an oil allocation from the Iraqi authorities, the State Organization for Marketing Oil (SOMO). This was done by Pertamina in 2016-2017.

Mendapat Pasokan Domestik, Impor Minyak Mentah akan Turun 3 Juta Barel Per Bulan


PT Pertamina (Persero) merencanakan impor minyak mentah pada tahun ini akan terpangkas sekitar 3 juta barel per bulan dari normal 11 juta per bulan. Impor dapat dikurangi lantaran perseroan mendapat pasokan minyak mentah dari produsen minyak dalam negeri. 

    Senior Vice President Integrated Supply Chain (ISC) Pertamina Hasto Wibowo menuturkan, telah memiliki kesepakatan membeli minyak dengan sejumlah kontraktor kontrak kerja sama (KKKS). Total tambahan pasokan minyak mentah domestik yang dibeli perseroan ini mencapai 3,36 juta per bulan atau 112 ribu barel per hari (bph). Tambahan pasokan domestik ini memangkas impor minyak mentah Pertamina. 

“Berkurang sekitar 3 juta per bulan, biasanya kasarnya 11 juta per bulan, sekarang berkurang hanya 7-7,5 juta per bulan,” kata dia.

Salah satu KKKS yang menjual minyaknya kepada Pertamina adalah PT Chevron Pacific Indonesia. Perusahaan migas dari Amerika Serikat itu juga merupakan pemasok minyak mentah terbesar bagi perseroan. Dari total tambahan pasokan domestik 3,3 juta barel per bulan itu, Chevron memasok hingga sekitar 2,5 juta barel per bulan.

Menurut Hasto, harga beli minyak dari Chevron itu juga sangat bagus. 

“[Harga] kompromi, kalau lebih mahal dari impor, aku tetap impor. Chevron dikatakan terlalu murah juga tidak mau,” jelas dia. 

Tambahan pasokan minyak mentah dalam negeri ini disebutnya menguntungkan bagi Pertamina. Pasalnya, perseroan memperoleh pasokan minyak mentah yang lebih murah daripada impor, “Overall baik bagi negara,” kata Hasto.

Sebelumnya, Pertamina menyatakan terdapat 11 KKKS yang memiliki kontrak penjualan minyak mentah dengan pihaknya. Rincinya, RH Petrogas Limited, PT SPR Langgak, PetroChina International Jabung Ltd, PT Bumi Siak Pusako, PT Chevron Pacific Indonesia, SAKA Pangkah Indonesia Ltd, PT Energi Mega Persada Tonga, Petronas Carigali Ketapang I Ltd, Husky CNOOC Madura Ltd, PT Energi Mega Persada Tbk, serta PetroChina International (Bermuda) Ltd.

Penjualan minyak milik KKKS ke Pertamina dilakukan setelah adanya Peraturan Menteri ESDM No 42 Tahun 2018 tentang prioritas pemanfaatan minyak bumi untuk pemenuhan kebutuhan dalam negeri. 

    Pasal 2 regulasi  ini menyatakan, Pertamina dan badan usaha pemegang izin usaha pengolahan minyak bumi wajib mengutamakan pasokan minyak yang berasal dari dalam negeri. Untuk itu, sebelum merencanakan impor, Pertamina dan badan usaha wajib mencari pasokan dari kontraktor dalam negeri.

Di pasal berikutnya, KKKS atau afiliasinya diwajibkan menawarkan minyak bagiannya kepada Pertamina dan atau badan usaha. Mekanismenya, mengacu Pasal 4, penawaran dilakukan paling lambat tiga bulan sebelum dimulainya periode rekomendasi ekspor untuk seluruh volume minyak bumi bagian kontraktor.

Selanjutnya, pertamina dan atau badan usaha dengan kontraktor atau afiliasinya wajib melakukan negosiasi secara kelaziman bisnis. Dari hasil negosiasi, sesuai Pasal 5, Pertamina dapat melakukan penunjukkan langsung kontraktor untuk pembelian minyak bagian kontraktor.

“Pada penunjukkan langsung, Pertamina dapat mengadakan kontrak jangka panjang selama 12 bulan,” demikian tertulis dalam ayat 2 Pasal 5 Peraturan Menteri 42 / 2018. Hasil negosiasi wajib dilaporkan kepada Direktorat Jenderal Minyak dan Gas Bumi.

Impor Bensin

Sementara untuk impor gasoline (bensin), menurut Hasto, relatif stabil. Pada tahun ini, impor bensin setiap bulannya sekitar 9-10 juta kiloliter (KL). Dari volume tersebut, impor Premium tercatat sangat besar, yakni 5,5-6 juta barel per bulan. Namun, impor Premium dan Pertamax ini cenderung berubah tergantung kebutuhan dalam negeri.

Impor bensin disebutnya akan naik saat Pertamina melakukan perawatan kilang. Pasalnya, kilang bisa saja dihentikan sementara operasinya ketika perawatan dilaksanakan. Namun, kenaikan impor akibat perawatan ini tidak terlalu besar. 

“Gesernya (impor) tidak begitu banyak, memang Januari-Februari ini (perawatan), swingnya paling 1-1,5 juta,” kata Hasto.

Sementara itu, terkait jatah minyak Pertamina dari blok migasnya di Irak, dikatakannya tidak lagi diolahkan di kilang luar negeri kemudian dibawa hasilnya ke Indonesia. Produksi minyak Blok West Qurna-1 itu seluruhnya dijual oleh Pertamina. 

“Kami posisi sekarang tidak ada minyak dari luar negeri yang diolahkan lagi,” ujarnya.

Dia menjelaskan, perseroan sebelumnya mengolahkan minyak dari Irak ke kilang milik perusahaan lain di luar negeri karena volumenya sangat signifikan. Pasalnya, selain jatah produksi, perseroan juga sempat memperoleh alokasi minyak dari otoritas Irak, State Organization for Marketing Oil (SOMO). Hal ini dilakukan Pertamina pada 2016-2017 lalu.
