Namun menurut Aziz, selain itu tentunya Tripatra besaran nilai proyek masih tergantung tender yang ada. Tahun ini kami ikut tender beberapa proyek lagi. Tetapi yang besar-besar tidak banyak, apalagi kami baru mengeksekusi proyek Tangguh. Kini prosesnya mulai mobilisasi peralatan ujarnya. 

Menurutnya, Tripatra perlu memperhatikan berbagai tender baru setelah menyelesaikan pengerjaan di Blok Cepu. Tahun ini Tripatra juga sudah menyelesaikan proyek Jangkrik yang sudah dikerjakan sejak tahun 2014. 

    Tripatra juga menggarap engineering, procurement, and construction (EPC) dan instalasi floating production unit (FPU) dengan kapasitas 450 mmscfd gas dan kondensat. 

Oleh karena itu, Tripatra berupaya mencari kesempatan untuk mendapatkan proyek-proyek baru pada tahun ini. Apalagi Indika Energy menargetkan, pada tahun ini bottom line akan biru alias positif, setelah negatif sejak beberapa tahun terakhir. Ya proyek Blok Jangkrik sudah mau habis pada tahun 2017 ini, lanjut Aziz.

Saat ini, ia melihat beberapa proyek potensial yang bisa digarap sesuai dengan spesialisasi Tripatra. Dengan pengalaman menggarap blok-blok besar dan beralihnya skema cost recovery menjadi gross split, Aziz yakin, Tripatra bisa kompetitif dibandingkan kontraktor jasa penunjang kegiatan eksplorasi lain.

Saat ini, selain berfokus pada batubara, Indika Energy memiliki bisnis terintegrasi lain. Seperti jasa infrstruktur migas, kontraktor penambangan batubara, logistik dan lainnya. Sedangkan terkait jasa infrastruktur migas, Indika masih tetap di Engineering, Procurement and Construction Management (EPCM), EPC, operasional dan pemeliharaan (O dan P) engineering serta project management. 

Indika tidak mengerjakan jasa drilling. Sehingga tender-tender yang akan diikuti perusahaan ini juga masih sesuai spesialisasi. Saat ini belum ada tender besar yang dibuka lagi. Ada beberapa tender yang sedang kami cari, ada yang kami sedang coba ikuti, ada beberapa proyek.

Negotiations Masela Incomplete

Pemerintah Indonesia dan Inpex belum mendapatkan sebuah kesepakatan soal pengembangan blok migas lepas pantai yang terletak di Laut Arafuru, Maluku. 

Ada tiga hal yang diminta oleh Inpex yaitu penambahan waktu operasi, kapasitas kilang LNG, dan lokasi pembangunan kilang sebagai konsekuensi perubahan kilang terapung menjadi kilang LNG darat. Inpex meminta tambahan waktu 10 tahun, kapasitas kilang dan 7,5 juta ton per tahun (mtpa) menjadi 9,5 mtpa dan gas pipa 150 MMscfd, dan lokasi kilang LNG di Kepulauan Tanimbar.

Permintaan Inpex tersebut untuk menyesuaikan proyek agar memenuhi skala keekonomian dengan tingkat pengembalian investasi (IRR) 15%. Seusai menghadiri pertemuan bilateral Indonesia-Jepang, Menteri ESDM Ignasius Jonan mengatakan, pemerintah memberikan penggantian masa kontrak yang hilang atas pengembangan Lapangan Abadi selama tujuh tahun. Hal itu diputuskan sesuai dengan arahan Presiden Joko Widodo.

Jonan mengatakan bukan disetujui, presiden bilang, dia memutuskan tambahan waktu karena di pindah dari offshore [kilang LNG terapung] ke onshore [kilang LNG darat] proses produksi sebagian itu, makanya dikasih tambahan
waktu tujuh tahun.

Dia berharap agar pembicaraan dengan pemerintah segera membuahkan keputusan terbaik yang bisa membuat proyek dengan cadangan gas sebesar 10,7 triliun kaki kubik (tcf) bisa dikembangkan sebelum akhirnya memulai kajian pendefinisian proyek. Sementara ini kita terus berbicara dengan pemerintah, kita berharap ada keputusan terbaik untuk melanjutkan proyek Lapangan Abadi.

Pada tahap awal yang menjadi fokus pembangunan kilang ini adalah mempercepat evaluasi Studi Analisis Mengenai Dampak Lingkungan (Amdal).

Bupati Tuban Fathul Huda berharap semua stakeholders mendukung dimulainya proyek kilang Tuban, Dampak multiplier effect (efek berantai) nantinya akan dirasakan secara perlahan, baik dari segi ekonomi, sosial, dan budaya oleh masyarakat. Semoga investor yang datang membangun kilang minyak ini membawa manfaat kepada warga Tuban, setelah pergi pun membawa magfiroh untuk masyarakat,” katanya.

Wakil Menteri Energi dan Sumber Daya Mineral (ESDM) Arcandra Tahar menuturkan, sampai saat ini masih ada dua opsi pengembangan Lapangan Abadi, Blok Masela. Dua opsi ini masih harus dinegosiasikan dengan Inpex Corporation yang merupakan perusahaan migas asal Jepang.

Karenanya, pihaknya berharap ada kesepakatan ketika Perdana Menteri Jepang Shinzo Abe berkunjung ke Indonesia pada 15-16 Januari ini. Semoga bisa ditandatangani. Dia menjelaskan, adanya dua skenario ini terkait keinginan pemerintah untuk mengembangkan industri petrokimia. Pasalnya, Indonesia sampai saat ini baru memiliki satu pabrik yang dapat mengubah gas menjadi propilena dan polietilena. Hal ini mendorong impor atas produk ini menjadi cukup besar. Sebaliknya opsi lainnya, kapasitas kilang LNG tidak akan terlalu besar, tetapi pasokan gas untuk petrokimia cukup besar. Kapasitas kilang direncanakan sekitar 7,5-9,5 juta ton per tahun.

Penggantian masa kontrak ini merupakan salah satu insentif yang diminta Inpex untuk dapat melanjutkan pengembangan Blok Masela. Inpex meminta penangguhan masa kontrak selama 10 tahun yang digunakan untuk melakukan kajian pembangunan kilang di darat. Namun, penggantian masa kontrak ini bukan satu-satunya insentif yang diminta.

Dalam suratnya ke pemerintah, terdapat insentif lain yang diminta Inpex. Rincinya, peningkatan kapasitas produksi dari 7,5 juta ton per tahun (million ton per annum/MTPA) menjadi 9,5 MTPA , rasio pengembalian investasi (internal rate of return/IRR) 15%, pengembalian biaya operasi sejak kontrak diteken pada 1998, dan percepatan perizinan.  

Pemerintah sempat menargetkan agar keputusan investasi akhir (final investment decision/ FID) Blok Masela dapat dilaksanakan pada 2019. Selanjutnya, produksi gas pertama blok ini diharapkan dapat mengalir pada 2026. Pada akhir Maret 2016, pemerintah menolak usulan revisi POD Blok Masela yang diajukan Inpex. Dalam revisi POD itu Masela dengan pengembangan kilang LNG terapung. 

Inpex pun diminta mengajukan kembali POD dengan skema sesuai arahan pemenntah. Dalam POD itu, cadangan gas Blok Masela dinyatakan mencapai 10,7 triliun kaki kubik. Produksi gas diperkirakan dapat sebesar 1.200 juta kaki kubik per hari (million standard cubic feet per day/mmscfd) dan kondensat 24 ribu barel per hari (bph). Sementara kapasitas kilang LNG direncanakan 7,5 MTPA.

Proyek tetap dilanjutkan meski pemerintah batal memberikan insentif. Presiden Direktur PT Pertamina EP Cepu Adriansyah mengatakan, pihaknya menilai Proyek Jambaran-Tiung Biru tetap dapat dijalankan secara ekonomi tanpa insentif. Meskipun, ExxonMobil selaku mitranya, keberatan lantaran insentif untuk menutupi kekurangan tingkat pengembalian modal (internal rate of return/IRR) yang dibutuhkan. Proyek tetap diusahakan jalan terus meski tanpa insentif dari pemerintah. Anggaran yang disiapkan di bawah US$ 100 juta.

Dia mengakui, anggaran untuk Jambaran-Tiung Biru memang belum terlalu besar. Pasalnya, kegiatan yang dilakukan pada tahun ini belum banyak kegiatan konstruksi. Aktifitas yang dilakukan yakni pengerjaan rekayasa (engineering), persiapan, dan pembebasan sebagian kecil lahan yang dibutuhkan. Kami masih merencanakan dapat melakukan kick off project pada awal tahun ini, kata Ardiandyah.

Dia menjelaskan, Proyek Jambaran-Tiung Biru harus segera jalan agar nilai ke ekonomiannya tidak semakin tergerus. Setiap penundaan jadwal produksi (on stream) satu tahun disebutnya mengakibatkan IRR turun nilai lebih dari 2%. Hal ini lantaran kontrak kerja samanya berakhir pada 2035. Sekarang kami sedang bicarakan solusi terbaik dengan semua partner di Blok Cepu. 

Meski demikian, penyelesaian proyek ini diperkirakan tetap melebihi target dalam rencana pengembangan (plan of development/ POD) yakni 2019. Menurut Ardiansyah, pihaknya mengupayakan agar Proyek Jambaran-Tiung Biru dapat mulai menghasilkan gas pada 2020. “Target on stream di 2020 untuk menjaga agar proyek tetap ekonomis.

Wakil Menteri Energi dan Sumber Daya Mineral Arcandra Tahar membenarkan bahwa tidak ada insentif bagi Proyek Jambaran-Tiung Biru. Pihaknya akan mengevaluasi proyek ini sehingga biaya yang diperlukan bisa ditekan seefisien mungkin. Targetnya adalah (harga gas) USS 7 per mmbtu (juta british thermal unit) pada 2019,” kata dia. Sebelumnya, pasca revisi POD, pengembangan Proyek jambaran-Tiung Biru terhambat ketidakpastian penyerapan gas. Hal ini lantaran tidak adanya kata sepakat soal harga gas dengan calon pembeli saat itu, yakni PT Pupuk Kujang Cikampek. Akhirnya, PT Pertamina memutuskan untuk mengambil seluruh gas yang dihasilkan dari proyek ini. Ardiansyah mengatakan, tidak ada perubahan terkait pembelian gas ini. Gas yang dihasilkan akan diambil Pertamina untuk dialirkan ke Pipa Gresik-Semarang yang tengah dibangun. 

Lapangan Tiung Biru-Jambaran sebenarnya bisa menghasilkan gas hingga 320 mmscfd. Namun dengan kandungan karbon dioksida sebesar 30%, gas bersih yang bisa digunakan hanya sekitar 180-185 mmscfd. Awalnya, produksi gas sebanyak 100 mmscfd dialokasikan untuk PT Pertamina, sementara sisanya 85 mmscfd untuk PT Pupuk Kujang. Proyek Tiung Biru-Jambaran merupakan unitisasi lapangan-lapangan di dua blok migas yakni Blok Cepu dan blok milik PT Pertamina ER yang terdiri dari Lapangan Tiung Biru dan Jambaran.

Terdapat banyak perusahaan yang terlibat dalam pengembangan proyek ini yakni Pertamina EP, Exxon Mobil Cepu Limited, Ampolex (anak usaha Mobil Cepu), dan Pertamina EP Cepu selaku operator proyek.

ESDM Agrees Construction of Mini Two Oil Refinery in Bojonegoro

Ministry of Energy and Mineral Resources (ESDM) agreed to build two refineries in Bojonegoro, East Java. But the construction period was given a deadline of two years after obtaining permission principle.

Kementerian Energi dan Sumber Daya Mineral (ESDM) sepakat pembangunan dua kilang di Kabupaten Bojonegoro, Jawa Timur. Namun masa pembangunan diberi batas waktu dua tahun setelah memperoleh izin prinsip. 

    Kementerian ESDM sudah menyetujui pembangunan dua kilang mini di Bojonegoro yang akan dikerjakan konsorsium dengan memperoleh pasokan dari minyak Blok Cepu, beberapa waktu lalu, kata Ketua Badan Kerja Sama (BKS) “Participating Interest” (PI) Blok Cepu Ganesha Asyari.

Sesuai persetujuan Kementerian ESDM, dua kilang mini yang akan dibangun itu memperoleh alokasi produksi minyak Blok Cepu masing-masing 10.000 barel per hari. Namun, menurut dia, Kementerian ESDM memberikan batas waktu pembangunan kilang mini di daerah setempat dengan batas waktu dua tahun setelah konsorsium yang mengajukan usulan pembangunan kilang mini memperoleh izin prinsip. 

     Konsorsium harus segera mencari izin prinsip pembangunan kilang mini yang dikeluarkan Kementerian ESDM.  Ia menyebutkan konsorsium yang akan mengerjakan pembangunan kilang mini di daerah setempat yaitu PT Bangkit Bangun Sarana (BBS), Badan Usaha Milik Daerah milik pemerintah kabupaten (pemkab) dengan PT Tiera Energi Jakarta.

Konsorsium PT PSI (Humpus) juga mengajukan usulan membangun kilang mini di Bojonegoro dengan memanfaatkan pasokan produksi minyak mentah Blok Cepu. Selain itu, Kementerian ESDM, juga menyetujui PT Tri Wahana Universal (TWU) yang sudah memiliki kilang mini memperoleh tambahan pasokan minyak Blok Cepu 10.000 barel per hari. 

PT TWU yang sudah membangun kilang mini di Desa Sumengko, Kecamatan Kalitidu, sebelumnya sudah memperoleh minyak Blok Cepu 6.000 barel per hari. Terkait harga minyak, masih akan ditentukan Pemerintah (Kementerian ESDM) sesuai Peraturan Menteri ESDM No. 22 tahun 2016. Mengenai gas lapangan Jambaran-Tiung Biru (JTB) di Bojonegoro, menurut dia, masih mengalami hambatan terkait harga gas.

Di dalam Peraturan Presiden No. 40 tahun 2016, harga gas ditetapkan 6 dolar AS per satu juta british thermal unit/ MMBTU. Namun, harga gas JTB yang disetujui SKK Migas pada Agustus 2015 sebesar 8 dolar Amerika Serikat per MMBTU sejak 2012 dengan kenaikan harga 2 persen per tahun. Perkiraannya harga 9,3 dolar Amerika Serikat per MMBTU pada 2020. Tapi Pertamina selaku pembeli masih belum sepakat dengan harga itu karena terlalu tinggi.

Rachmad Hardadi, Direktur Megaproyek Pengolahan dan Petrokimia PT Pertamina, usai mengikuti konsultasi publik studi amdal pembangunan kilang di Gedung Korpri Tuban. Rencananya pembangunan kilang terbesar di Indonesia membutuhkan tenaga kerja, diantara 35 ribu orang sampai 50 ribu orang. 

Proyek tersebut akan di kerjakan di pertengahan bulan Juni 2017, karena pembebasan lahan sudah selesai. Saya pastikan di akhir 2021 sudah bisa beroperasi. Pada awal tahun 2022, kilang minyak ini sudah memenuhi produksi 100 persen seperti desain awal yakni produksi 300.000 barel perhari.

Sementara itu, Bupati Tuban, Fathul Huda minta bahwa proyek itu memberi manfaat kepada masyarakat sekitar. Sehingga keberadaan kilang itu bisa dirasakan secara baik bagi masyarakat Tuban. Kalau tidak ada peningkatan ekonomi dan penurunan pengangguran, berarti ada yang error tambah Fathul Huda, Bupati Tuban berharap dengan berdirinya kilang minyak tersebut jangan sampai merugikan masyarakat, terutama yang selama ini hidupnya tergantung dari lahan yang akan didirikan kilang minyak tersebut.

Jangan sampai masyarakat yang sebelumnya hidupnya tergantung di lahan yang akan didirikan kilang itu nantinya kehilangan mata pencaharian begitu saja. Perusahaan harus berfikir bagaimana caranya masyarakat itu memperoleh lapangan pekerjaan baru.

     Pemerintah Indonesia belum membuat kesepakatan dengan lnpex Corporation mengenai apa saja insentif yang akan diberikan bagi mereka untuk menggarap proyek ini. Padahal semula pemerintah berharap sudah ada kesepakatan, sehingga bisa di teken saat Perdana Menteri Jepang Shinzo Abe melakukan kunjungan kenegaraan ke Indonesia.

Sebagai gambaran, sebelumnya Inpex meminta insentif kepada pemerintah untuk menjalankan skema produksi gas   Blok Masela. Sebab pemerintah Indonesia menugaskan Inpex meminta perubahan skema produksi dari floating liqufied natural gas (FLNG) menjadi kilang LNG darat.

Beberapa insentif yang diminta Inpex adalah penambahan kapasitas LNG menjadi 9,5 juta ton per tahun dan 150 million standard cubic feet of gas per clay (mmscfd), pergantian masa perencanaan 10 tahun, masuknya biaya investasi selama ini atau sunk cost sebesar US$ 1,2 miliar, Internal rate of return (IRR) sebesar 15%, perizinan dari pemerintah, dan juga masalah lokasi pembangunan kilang LNG.

Wakil Menteri ESDM Arcandra Tahar membenarkan, pemerintah sebenarnya berharap sudah ada penandatangan kesepakatan antara pemerintah dan Inpex untuk Blok Masela saat Perdana Menteri Shinzo Abe melakukan kunjungan ke Indonesia mulai Minggu (16/1) esok. Namun, hingga saat ini negosiasi soal insentif itu masih alot. Misalnya, untuk masa pergantian masa perencanaan yang hilang karena adanya perubahan desain proyek oleh pemerintah akan diganti hanya 7 tahun, sementara Inpex masih ngotot tetap ingin 10 tahun.

Sementara, untuk penambahan kapasitas produksi, pemerintah menawarkan dua skenario. Pertama adalah produksi gas untuk LNG lebih besar dan gas untuk petrokimia lebih sedikit. Kedua, gas untuk LNG tidak terlalu besar dan gas untuk petrokimia porsinya besar. Skenario pemerintah ini bertujuan agar bisa membangun industri petrokimia yang kuat di dalam negeri. Indonesia baru punya satu cracker yang mengonversi gas menjadi propilena dan polietilena. Padahal impor kedua produk ini cukup besar, sehingga kami ingin membangun industri petrokimia di kawasan Masela, kata Arcandra.

Selain itu dua skenario lain yang masih dipertimbangkan adalah soal produksi kilang yakni pertama produksi 7,5 MTPA plus 474 mmscfd untuk gas pipa ke pabrik petrokimia. Kedua, menyepakati keinginan Inpex yang meminta produksi LNG 9,5 juta ton per tahun plus gas pipa sebesar 150 mmscfd. Hanya saja Arcandra menegaskan hingga saat ini belum ada kesepakatan soal kapasitas industri ini. Pemerintah masih menimbang-nimbang kemampuan industri hilir untuk menyerap gas dari blok Masela. "Ini bagian dari negosiasi yang sangat alot," imbuh Arcandra.

Menanggapi ini, Senior Manager Communication and Relation Inpex Corp, Usman Slamet menyatakan juga berharap segera ada keputusan resmi pemerintah. Kepastian pemerintah dibutuhkan oleh operator untuk mengerjakan proyek lapangan Abadi Blok Masela. Kami sudah kirim surat ke pemerintah, kami berharap bisa dipahami pemerintah, kata Usman.
