Ngampel Village Government Ready to Lead Entry Access

Ngampel Village Government, Kapas Sub-district, Bojonegoro District plans not to renew the rental contract of Tanah Kas Village (TKD) land used for access to the Sukowati Block PAD B Tuban-East Java, owned by Oil and Gas operator Joint Operating Body Pertamina Petrochina East Java JOB PPEJ).

Previously on June 15, 2017, the community and the Ngampel Village Government, Kapas Sub-district, Bojonegoro District, agreed not to renew the rent of Village Cash Land (TKD) used as access to the Pad B oil wells, Sukowati Field, Tuban Block operated by JOB-PPEJ .

As for the reason they did not renew the lease of the land because the Bojonegoro Regency Government seemed to make it difficult to develop Ngampel village market. Pemerintah Desa Ngampel Siap Memimpin Akses Masuk

Pemerintah Desa Ngampel, Kecamatan Kapas, Kabupaten Bojonegoro berencana tidak memperpanjang kontrak sewa lahan Tanah Kas Desa (TKD) yang digunakan sebagai akses menuju lokasi Blok Sukowati PAD B Tuban-JAwa Timur, milik operator Minyak dan Gas Bumi (Migas) Joint Operating Body Pertamina Petrochina East Java (JOB PPEJ).

Alasannya, proses perizinan pasar Desa Ngampel yang diajukan kepada Pemerintah Kabupaten Bojonegoro belum keluar. Pihak operator berharap Pemerintah Desa Ngampel bersikap bijaksana dan mengurungkan niat untuk menutup akses menuju Lokasi Sukowati Pad B tersebut.

Menurut Field Administration Superintendent JOB PPEJ, Akbar Pradima, jika melihat pada isi surat kepala desa Ngampel yang dilayangkan ke JOB PPEJ pada 15 Juni 2017, permasalahan perijinan pembangunan pasar Desa Ngampel merupakan permasalahan antara Pemerintah Desa dengan Pemerintah Kabupaten Bojonegoro. Sehingga tidak ada sangkut pautnya dengan perpanjangan sewa lahan Access Road Sukowati Pad B. 

“Jangan sampai JOB PPEJ terbawa kedalam permasalahan antara Pemerintah Desa Ngampel dan Pemkab Bojonegoro,” ujarnya.

Sebelumnya pada 15 Juni 2017, masyarakat dan Pemerintah Desa Ngampel, Kecamatan Kapas, Kabupaten Bojonegoro, sepakat untuk tidak memperpanjang sewa Tanah Kas Desa (TKD) yang digunakan sebagai akses masuk menuju sumur minyak Pad B, Lapangan Sukowati, Blok Tuban yang dioperasikan JOB-PPEJ.

Adapun alasan mereka tidak memperpanjang sewa tanah tersebut karena Pemerintah Kabupaten Bojonegoro terkesan mempersulit pembangunan pasar desa Ngampel. Apabila Pemerintah Kabupaten Bojonegoro tidak memberikan izin pembangunan pasar desa, maka Pemerintah Desa dan masyarakat setempat akan menutup akses jalan menuju Pad B tersebut pada 21 Juni 2017 hari ini sesuai perjanjian sewa. 

Terkait sewa lahan Access Road lokasi Sukowati Pad B yang masa sewanya sudah berakhir 20 Juni 2017 kemarin, Akbar menjelaskan bahwa dalam Undang-undang No. 2 Tahun 2012 pasal 10 tentang Pengadaan Tanah Bagi Pembangunan untuk kepentingan umum, disebutkan bahwa pengadaan tanah untuk kegiatan usaha hulu minyak dan gas bumi termasuk dalam kegiatan pembangunan untuk kepentingan umum dan penggunaan tanah bagi pembangunan untuk kepentingan umum tidak mengenal mekanisme sewa, oleh karena itu harus dilakukan pelepasan hak.

Maka merujuk pada Undang-Undang No. 2 Tahun 2012, JOB PPEJ berencana melakukan koordinasi terlebih dahulu dengan Pemerintah Desa Ngampel untuk melakukan tukar menukar aset desa berupa tanah dengan menggunakan nilai wajar hasil perhitungan tenaga penilai.

“Jadi kami berharap kerjasama dari Pemerintah Desa Ngampel agar proses pelaksanaan tukar guling ini dapat berjalan dengan cepat dan lancar sehingga sama-sama menguntungkan kedua belah pihak,” tambahnya.

Menanggapi permasalahan itu, Kepala Seksi Bina Keuangan dan Aset Desa, Dinas Pemberdayaaan Masyarakat dan Pemerintah Desa (DPMPD) Kabupaten Bojonegoro, M Affan mengatakan, Pemerintah Kabupaten Bojonegoro tidak pernah mempersulit pembangunan pasar Desa Ngampel. Karena semua harus sesuai dengan ketentuan untuk menghindari masalah hukum ke depannya. 

“Saat ini, Pemerintah Desa Ngampel harus mengajukan izin penggunaan lahan melalui peruntukannya dan itu belum mereka ajukan. Kalau memang Pemerintah Desa ingin mendapatkan izin pembangunan pasar Desa, Pemerintah Desa Ngampel harus mengikuti prosedurnya,” katanya.

PTT EP Shoot Three Production Blocks



PTT Exploration and Production Indonesia targets investments in oil and gas blocks that have been produced in the country as an investment target in the upstream sector.

PTT Exploration and Production Indonesia membidik investasi di blok-blok minyak dan gas bumi yang telah berproduksi di Tanah Air sebagai sasaran investasi di sektor hulu.

PTT Exploration and Production Indonesia merupakan anak perusahaan BUMN migas Thailand, yaitu PTT EP Thailand. General Affairs Manager PTTEP Malunda Limited dan PTTEP South Mandar Limited Afiat Djajanegara mengatakan, pihaknya lebih memilih untuk menanamkan modal di lapangan yang sudah berproduksi atau brownfield dan pada greenfield atau lapangan baru yang membutuhkan kegiatan eksplorasi lebih dulu.

Menurutnya, terdapat tiga wilayah kerja yang kini menjadi sasaran yang berada di Jawa dan Sumatra. Namun, dia masih enggan menyebut nama wilayah kerja yang sesuai dengan portofolio PTT EP Indonesia karena masih dalam tahap negosiasi.

"Ada tiga blok Jawa dan Sumatra, sudah produksi,” ujarnya

Oleh karena itu, pihaknya pun mengembalikan wilayah kerja Malunda, Selat Makassar yang dioperasikan 100% oleh PTT EP. Perusahaan juga mengembalikan South Mandar, Selat Makassar dengan kepemilikan saham partisipasi PTT EP 50,7 % dan Semai II, Papua dengan kepemilikan saham partisipasi 28,3%.

Saat ini PTT EP menguasai saham partisipasi di Blok A Laut Natuna sebesar 11,5%. Proyek lainnya yang juga sedang digarap yakni Blok East Natuna dengan terlibat dalam konsorsium bersama ExxonMobil dan PT Pertamina sebagai pemimpin konsorsium.

Dengan komitmen tersebut dia menilai masih terdapat peluang investasi di sektor hulu migas di Indonesia. Oleh karena itu, dia pun berupaya agar masalah kasus tumpahan minyak Montara yang sedang berjalan tidak menghalangi komitmen investasi hulu karena PTT EP Australasia (PTT EP AA) atau badan yang terpisah dari PTT EP Indonesia.

“Kita berusaha untuk memisahkan soal itu dengan bisnis di Indonesia sehingga seharusnya tidak mengganggu rencana bisnis di Indonesia,” katanya.

Menurutnya, apabila kasus tersebut sampai dikaitkan dengan kegiatan operasi PTT EP di Indonesia maka akan merugikan investor dan pemerintah sendiri. Padahal, Indonesia sedang menghadapi bayang-bayang penurunan produksi migas dan sangat membutuhkan investasi.

“Kalau sampai mengganggu investasi nanti bisa rugi dua-duanya. Rugi buat orang yang mau investasi, juga rugi juga buat Indonesia,” ujarnya.

Kejadian tumpahan minyak tersebut terjadi pada 2009. Saat itu, terjadi kebocoran pada mulut sumur di lapangan Montara yang mengakibatkan tercemarnya perairan sekitar karena tumpahnya minyak dan gas hidrokarbon.

Down Permit, BUMD Bojonegoro Build Oil Refinery



The Government through the Ministry of Energy and Mineral Resources (ESDM) granted permission to PT Bojonegoro Bangun Sarana (BBS), BUMD of the Government of Bojonegoro Regency, to build an oil refinery by utilizing the oil production of Cepu Block. Later, the refinery will have a processing capacity of 10 thousand barrels per day.

According to the explanation of the Director of PT BBS Bojonegoro, Toni Ade Irawan, a permit for the construction of a temporary oil refinery from the Ministry of Energy and Mineral Resources was obtained last week. He then likened the process of permit the construction of oil refineries like eggs and chickens are not clear from where originally.

"When applying for permission to the Ministry of Energy and Mineral Resources related to the construction of an oil refinery, there should be clarity of oil allocation to be processed," he said on Monday (19/6).

On the contrary, when applying for the request of the allocation of crude oil to the Ministry of Energy and Mineral Resources, it is required to have a permit for the construction of an oil refinery. "The process of running a three-year pass permit without any clarity until the permit can be down after the BBS convey related crude oil supply," he said.

According to him, the Ministry of ESDM requires the BBS to be able to work on the construction of an oil refinery within two years after the permit down. In building the oil refinery it is done in collaboration with PT Tierra Energi Perkasa Jakarta.

"We are optimistic to complete the construction of the oil refinery within two years," said Director of PT Tierra Energi Perkasa Jakarta Edwargo Setjadiningrat, adding.

Chairman of Commission B Bojonegoro DPRD Sigit Kusharjanto welcomed the decrease of oil refinery development permit from the Ministry of ESDM. "Commission B will oversee the construction of an oil refinery," he explained.

What is clear, according to him, the development of oil refineries in the region that will create jobs also bring the impact of the development of the community economy. "Various public economic activities will grow with the presence of an oil refinery," he said.

Separately, oil and gas company PT Husky-CNOOC Madura Limited (HCML) will develop three natural gas fields in Madura. The three fields developed by the Contractor Cooperation Contract (KKKS) with SKK Migas are each named MDA, MBH, and MDK.

Head of Public Relations HCML Surabaya, Hamim Tohari, said the three fields are located about 200 kilometers east of Surabaya or 75 kilometers southeast of Madura. The MDA and MBH fields are expected to begin production by 2019.

According to him, the two fields are currently entering the installation stage of the platform using Hilong vessel which is expected to be completed until 2018. The production capacity of both fields is estimated to reach 170 million million standard cubic feet per day (MMSCFD).

Izin Turun, BUMD Bojonegoro Bangun Kilang Minyak


Pemerintah melalui Kementerian Energi Sumber Daya Mineral (ESDM) memberikan izin kepada PT Bojonegoro Bangun Sarana (BBS), BUMD Pemerintah Kabupaten Bojonegoro, membangun kilang minyak dengan memanfaatkan produksi minyak Blok Cepu.  Nantinya, kilang minyak itu berkapasitas pengolahan 10 ribu barel per hari.

Menurut penjelasan Direktur PT BBS Bojonegoro, Toni Ade Irawan, izin pembangunan kilang minyak sementara dari Kementerian ESDM sudah diperoleh pada pekan lalu. Ia lantas mengibaratkan proses izin pembangunan kilang minyak mirip telur dan ayam yang tidak jelas dari mana awalnya.

“Ketika mengajukan perizinan kepada Kementerian ESDM terkait pembangunan kilang minyak, harus ada kejelasan alokasi minyak yang akan diolah,” katanya, Senin (19/6).

Sebaliknya saat mengajukan permohonan permintaan alokasi minyak mentah (crude oil) kepada Kementerian ESDM diminta harus memiliki izin pembangunan kilang minyak. “Proses mengurus izin berjalan tiga tahun tanpa ada kejelasan hingga akhirnya izin bisa turun setelah BBS menyampaikan terkait pasokan minyak mentah,” ujarnya.

Menurut dia, Kementerian ESDM mensyaratkan BBS harus mampu mengerjakan pembangunan kilang minyak dalam kurun waktu dua tahun setelah izin turun. Dalam membangun kilang minyak itu dilakukan bekerja sama dengan PT Tierra Energi Perkasa Jakarta.

“Kami optimistis bisa menyelesaikan pembangunan kilang minyak dalam kurun waktu dua tahun,” kata Direktur PT Tierra Energi Perkasa Jakarta Edwargo Setjadiningrat, menambahkan.

Ketua Komisi B DPRD Bojonegoro Sigit Kusharjanto menyambut baik turunnya izin pembangunan kilang minyak dari Kementerian ESDM. “Komisi B akan mengawal pembangunan kilang minyak,” jelasnya.

Yang jelas, menurut dia, adanya pembangunan kilang minyak di daerahnya itu akan menciptakan lapangan kerja juga membawa dampak berkembangnya perekonomian masyarakat. “Berbagai kegiatan ekonomi masyarakat akan tumbuh dengan keberadaan kilang minyak,” katanya.

Terpisah, perusahaan minyak dan gas bumi PT Husky-CNOOC Madura Limited (HCML) akan mengembangkan tiga lapangan tambang gas bumi di Madura. Ketiga lapangan yang dikembangkan perusahaan Kontraktor Kontrak Kerja Sama (KKKS) dengan SKK Migas tersebut masing-masing diberi nama MDA, MBH, dan MDK.

Kepala Humas HCML Surabaya, Hamim Tohari, mengatakan ketiga lapangan tersebut berada sekitar 200 kilometer sebelah timur Surabaya atau 75 kilometer sebelah tenggara Madura. Lapangan MDA dan MBH diperkirakan mulai produksi pada 2019.

Menurutnya, kedua lapangan saat ini memasuki tahapan pemasangan platform menggunakan kapal Hilong yang diperkirakan pengerjaannya sampai 2018. Kapasitas produksi kedua lapangan diperkirakan mencapai 170 juta million standard cubic feet per day (MMSCFD).

Masela gas buyers to enjoy incentives from govt



The government is looking to roll out several liscal incentives, including a tax holiday, for the buyers of gas to be produced at the Masela block in the Arafura Sea at a fixed price of US$5.86 per million British thermal unit (mmbtu).

Japan-based oil and gas firm Inpex Corp., which holds 65 percent majority stake in the block, came with the fixed price proposal after conducting a preliminary study and submitted it as a Recommendation to the Energy and Mineral Resources Ministry.

The Industry Ministry’s director of upstream chemical industry, Muhammad Khayam, said Monday the government in addition to using the price proposal would also provide fiscal incentives, such as tax holiday.

“We will provide some incentives so that it will be more economical for them [buyers],” he said after attending a meeting on the Masela block with stakeholders at the Oflicc of the Coordinating Maritime Affairs Minister. Khayam said a team comprising officials from various ministries, including the Industry Ministry, Energy and Mineral Resources Ministry and Office of the Coordinating Economic Minister, planned to meet up on July 17 to further discuss the price of Masela gas.

Once it sets the price, the government expects to seal an initial agreement with the gas buyers within a period of three months before Inpex and Royal Dutch Shell Plc., thc latter of which holds the remaining 35 percent stake of the block, conduct a preliminary front-end engineering design (pre-FEED) for the Masela block.

The pre-EEED will determine the production capacity ofthe onshore liquefied natural gas (LNG) plant at the block, which is estimated to have an investment value of around $19 billion under an onshore scheme.

The government provided Inpex and Shell with two options on the LNG plant capacity: 7.5 million tons per annum (mtpa) with 474 million standard cubic feet per day (mmscfd) of gas or 9.5 mtpa with 160 mmscfd of gas. The gas-rich Masela block is estimated to be able to produce 1,200 mmscfd and 24,000 barrels of condensate per day for 24 years.

The Industry Ministry has proposed that three companies be the gas off-takers, namely state-owned fertilizer producer PT Pupuk Indonesia, petrochemical firm PT Elsoro Multi Pratama and plastic product company PT Sojitz Indonesia, with a total demand of 474 mmscfd of gas.

State-owned energy giant Pertamina previously expressed interest in buying 200 mmscfd of gas produced at the Masela block, but Khayam said the company had cancelled its plan.

State-owned electricity firm PLN has also stated its readiness to absorb 60 mmscfd of gas from the Mascla block, in line with its plan to develop a combined-cycle power plant (PLTGU) with a capacity of 300 megawatts (MW) of electricity.

The electricity will be used to support various businesses, including fertilizer and petrochemical plants to be developed near the Masela block.

“PLN could also develop a coal-fired power plant instead,” Khayam said. “It was just one of the options and it still depends on an economical calculation later.” 

While the government is optimistic the block can start operating by 2023, the previous plan on development (POD) estimated that the gas field could start production by 2024 and start piping gas in 2026, just two years before lnpex’s and Shell’s contracts expire.

“The project is a large one that needs a large volume of investment for a long period of time. This means that it needs the support of all stakeholders. It also needs the hard work of all stake holders,” Inpex senior communications and relations manager Usman Slamet previously stated.

The government puts high hopes on the Masela block to help meet the increasing domestic demand for gas for years to come. Fitch Group’s BMI Research estimated Indonesia will become a net importer ol` LNG as gas demand will grow at an average annual rate of 4 percent over the next decade, with the biggest demand coming from the power generation sector.

At the same time, gas supplies are set to fall as a result of natural declines at various ‘mature gas Fields and delays in several major projects. Meanwhile, Finance Minister Regulation No. 159/2015 lays out nine industries that are eligible for tax holidays.

They are upstream metal, oil refinery, organic basic chemicals that originate from oil and gas, manufacturing that produces industrial machineries, processing using agriculture, forestry and fisheries products, telecommunications, information and communications, maritime transport, processing at special economic zones and infrastructure under public-private partnerships.

BUMD Bojonegoro Obtain Oil Refinery Development Permit

“Izin pembangunan kilang minyak sementara dari Kementerian ESDM sudah kami peroleh, pekan lalu,” kata Direktur PT BBS Bojonegoro, Toni Ade Irawan.

Ia mengibaratkan proses izin pembangunan kilang minyak mirip telur dan ayam yang tidak jelas dari mana awalnya. Ketika mengajukan perizinan kepada Kementerian ESDM terkait pembangunan kilang minyak harus ada kejelasan alokasi minyak yang akan diolah. 

Sebaliknya saat mengajukan permohonan permintaan alokasi minyak mentah (crude oil ) kepada Kementerian ESDM diminta harus memiliki izin pembangunan kilang minyak. 

"Proses mengurus izin berjalan tiga tahun tanpa ada kejelasan hingga akhirnya izin bisa turun setelah BBS menyampaikan terkait pasokan mentah," ucapnya.

Menurutnya, Kementerian ESDM mensyaratkan BBS harus mampu mengerjakan pembangunan kilang minyak dalam kurun waktu dua tahun setelah izin turun. Dalam membangun kilang minyak dengan kapasitas pengolahan 10.000 barel per hari itu dilakukan bekerja sama dengan PT Tierra Energi Perkasa Jakarta.

“Kami optimistis bisa menyelesaikan pembangunan kilang minyak dalam kurun waktu dua tahun," kata Direktur PT Tierra Energi Perkasa Jakarta, Edwargo Setjadiningrat.

     Ketua Komisi B DPRD Bojonegoro Sigit Kusharjanto menyambut baik turunnya izin pembangunan kilang minyak dari Kementerian ESDM.

“Komisi B DPRD Bojonegoro akan mengawal pembangunan kilang minyak,” ujarnya.

Yang jelas, menurut dia, adanya pembangunan kilang minyak di daerahnya itu akan menciptakan lapangan kerja juga membawa dampak berkembangnya perekonomian masyarakat. "Berbagai kegiatan ekonomi masyarakat akan tumbuh dengan keberadaan kilang minyak,” ungkapnya.

BBS Obtains Permit for Development of Refinery



PT Bojonegoro Bangun Sarana (BBS), BUMD of the Regency Government (Pemkab) of Bojonegoro, East Java, obtained a permit for the construction of an oil refinery from the Ministry of Energy and Mineral Resources by utilizing the oil production of Cepu Block.

"The permit for the construction of a temporary oil refinery from the ESDM Ministry was obtained last week," said Director of PT BBS Bojonegoro Toni Ade Irawan, Monday (19/6).

He likens the process of permitting the construction of oil-like egg and chicken refineries that are not clear from where originally. When applying for permission to the Ministry of Energy and Mineral Resources related to the construction of an oil refinery there should be clarity of oil allocation to be processed.

On the contrary, when applying for the request of the allocation of crude oil to the Ministry of Energy and Mineral Resources, it is required to have permission to build an oil refinery.

"The process of running a three-year pass permit without any clarity until the permit can be down after the BBS convey related crude oil supply," he said.

According to him, the Ministry of ESDM requires the BBS to be able to work on the construction of an oil refinery within two years after the permit down. In building an oil refinery with a processing capacity of 10,000 barrels per day it is done in cooperation with PT Tierra Energi Perkasa Jakarta.

"We are optimistic to complete the construction of the refinery in the next 2 years," said Director of PT Tierra Energi Perkasa Jakarta Edwargo Setjadiningrat.

Chairman of Commission B Bojonegoro DPRD Sigit Kusharjanto welcomed the decrease of oil refinery development permit from the Ministry of ESDM.

"Commission B DPRD Bojonegoro will oversee the construction of an oil refinery," he said.

What is clear, according to him, the development of oil refineries in the region that will create jobs also bring the impact of the development of the community economy.

"Various economic activities of the community will grow with the presence of refineries," he asserted.

BBS Peroleh Izin Pembangunan Kilang


PT Bojonegoro Bangun Sarana (BBS), BUMD Pemerintah Kabupaten (Pemkab) Bojonegoro, Jawa Timur, memperoleh izin pembangunan kilang minyak dari Kementerian ESDM dengan memanfaatkan produksi minyak Blok Cepu.

“Izin pembangunan kilang minyak sementara dari Kementerian ESDM sudah kami peroleh, pekan lalu,” kata Direktur PT BBS Bojonegoro Toni Ade Irawan, Senin (19/6).

Ia mengibaratkan proses izin pembangunan kilang minyak mirip telur dan ayam yang tidak jelas dari mana awalnya. Ketika mengajukan perizinan kepada Kementerian ESDM terkait pembangunan kilang minyak harus ada kejelasan alokasi minyak yang akan diolah.

PetroChina eying bigger slice of Indonesia's energy cake



PT PetroChina International Indonesia, a subsidiary of state-owned China National Petroleum Corporation (CNPC), has had a good run for the past 15 years in nine energy blocks across Indonesia. While it has set a target production rate of 85000 barrels of oil equivalent per day (boepd) this year; the companys fate has started to come into question with the contracts of three of its main production blocks set to expire within the next six years.

Question: The One Belt One Road [OBOR] summit was recently held in Beging, with President Joko "Jokowi” Widodo attending and calling for more investment in Indonesia. Are there any plans to boost this investment in the oil and gas sector?

Answer: This year, PetroChina will have been in Indonesia for 15 years. Indonesia has very good relations with China and Indonesia is also a very important country in the OBOR region. The Chinese government has prepared more than 100 billion yuan (US$l4.7 billion) in funds, and the Export-Import Bank of China and the China Development Bank have prepared more than 380 billion yuan as loans [for the OBOR initiative]. So why don’t we take advantage of this for Indonesia, that’s my idea from the top.

Also, after the OBOR summit, our parent company CNPC and the [Chinese] government held a meeting, in which CNPC decided to invest more in Indonesia. We decided that Indonesia is one of the very key investment destinations for CNPC. 

    That is why the [Energy and Mineral Resources] Minister [Ignasius Jonan], SKK Migas [the Upstream Oil and Gas Regulatory Special Task Force] and [state-owned energy Firm] Pertamina have visited our headquarters. We are discussing how to develop cooperation and how to bring more investment into the country in the oil and gas industry.

Your blocks are expiring. Is there a specific block you are looking to acquire?

Before, we only had nine blocks and they are mainly in the onshore upstream sector, but now we are thinking that we can do downstream and offshore too, so we have a bigger mission in the future.

Talking about cooperation, first we hope our blocks [operations] can be extended. You know our most productive blocks are going to be terminated in five to six years. The first one is Tuban [in East Java] and we hope the government will consider this and give us the opportunity. Second, we are looking for new blocks. I know the government just launched seven or eight new blocks so our technical advisor will review the information. We hope that we can participate in the tenders.

For the eight new blocks we are conducting reviews because they have just given us the information about them. The new blocks are being ojered under the new gross-split scheme. 

Will that affect your evaluation? 

I understand the [energy and mineral resources] minister wants to create more freedom for oil companies, allowing them to make fast decisions and improve production. So generally speaking, I like the gross-split scheme more than the previous PSC [production sharing contract] scheme. 

However, since the regulation is new, we will need more details to ground this policy. This is still up in the sky I also know some companies such as Western companies and Pertamina, are making some noise, saying “Oh this is no good, why are you doing this? We calculated it and it seems no better.”

We think the concept of it is good. I believe the government will take these comments and give us more details. It must be a win-win for both.

Does that also include your decision-making regarding the extension of your expiring contracts?

Yes. I have told the minister: “In Indonesia, you are my boss. In China, I have another boss. So your decision is an order to me and we must follow.”

I cannot do the same thing as other companies and [complain] when the government has a new regulation. We will first follow the regulation and then we'll discuss it. 

How much are you investing in the upstream sector this year? I don’t have the numbers.

However, [our blocks] are going to expire so we have reduced our investment here. It’s normal but that’s why one of the newest regulations [Energy and Mineral Resources Ministerial Decree No. 26/2017] in which the government says that the new operator will cover [unrecovered costs] is a very good rule. It has a good concept and it is well considered, but it also needs more details to make the investing company sure that their money will come back.

With global crude prices still around $50 per barrel, how has that affected your business here in Indonesia?

Last year we recorded a very marginal profit. For the petroleum industry it’s long term, so we don’t care that for two or three years you have marginal profits or some losses. I think it’s normal because even though you’ve lost this year, why haven’t you mentioned that you made more money in 2012 to 2013 when [the oil price] was $100? Now for my company with $40 per barrel, we are still making money even though it’s marginal, it’s still positive.

Any situation we can under  stand as my superiors also support me as they have asked me to make our cake here [in Indonesia] bigger because we recognize that in the past 15 years we have maintained good production and the management from the government side is at a very international standard. Even though people say it’s very slow and there’s corruption, I still think the management is vely much at an international standard.

How much has PetroChina prepared to acquire new blocks?

Actually, my boss hasn’t given me a fixed number. It depends on how many blocks we are interested in. We don’t have a limit. We have no ceiling. Is PetroChina also interested in unconventional blocks?

Do you mean heavy oil? 

Yes, we have the technology to make a fire under the ground to burn the heavy oil to make it lighter [steam injection] It has been successful in China. 

How about deep-water projects? 

We are interested in all the blocks. We don’t care whether it’s shallow, deep, offshore, onshore, gas, oil, conventional or unconventional. We have all the experience. In China, the daily production is more than 5 million [barrels of oil per day]. Also, we have plenty of experience internationally in more than 30 countries.

I have also heard that PetroChina hopes to dive into the downstream sector Does it want to develop its own refineries or partner up with Pertamina?

It depends. The government has invited us to join in the construction of the Bontang refinery [in East Kalimantan] but we don’t have more information about this project. I only know that Pertamina is in charge and that total investment is around $14 billion to $15 billion.

I understand that the government is discussing with Sinopec [another Chinese state-owned oil and gas company] about this refinery. Sinopec is more focused on the downstream sector and they are more professional than us but we are also professional. We have more than 20 refineries in China and around the world.

If we have a gas block in Papua, for example, but there’s no market there. then maybe we will consider building a fertilizer plant. We can do that. The government has just invited us to develop a gas based petrochemical park in Papua. We have talked about it and it’s something we want to do.

Government Requested to Finish Pertamina Receivables Rp. 30 Trillion



The government is asked to immediately settle the receivables of PT Pertamina amounting to Rp 30 trillion, of which the largest portion comes from fuel subsidies (BBM) that have not been paid to the oil and gas state-owned companies, because this will disrupt Pertamina Cash flow which will ultimately affect the independence program National energy

The Rp 30 trillion figure is huge and this is a carry over debt. Pertamina's balance sheet will be ugly and this will make it difficult for Pertamina to get funds to build the refinery. So, the government should immediately solve this problem, "said Member of Commission VII DPR RI Dito Ganinduto

Pertamina President Director Elia Massa Manik revealed that it has receivables of around Rp 30 trillion. "If this receivable can be paid, it can be enough to build a big refinery, we do not need to look for funds," said Elia Massa Manik.

Pertamina Finance Director Arief Budiman said that the receivables consist of receivables from BBM and LPG subsidies from the government, as well as from other parties such as PT Perusahaan Listrik Negara (PLN) and the military.

According to Dito, if the refinery construction is disrupted, then the BBM import will be continuously carried out which causes the country's foreign exchange will also be eroded, of course over time will weaken the rupiah. State losses will be much greater, "said Dito.

Whereas there is a joint commitment that in 2030 Indonesia must have reduced fuel import by building two major refineries and running Refinery Development Musterplan Program (RDMP) of Balikpapan Refinery, Balongan Refinery, and Cilacap Refinery.

"Our country is very left behind in terms of refinery development, even when compared with Singapore. This country even already has a refinery with a capacity of 2-3 million barrels per day, "said Dito.

Plus Pertamina bear the obligation to realize the program of BBM One Price across the country, which requires a large cost. For information, in the BBM One Price program, Pertamina must spend at least Rp 5 trillion per year. This is because various modes of transportation must be used by Pertamina to reach remote areas, ranging from tank trucks, tankers, small boats, to airplanes.

In his presentation, Eia Masa Manik revealed that Pertamina does face many challenges. With an oil refinery production capacity of 1 million barrels per day (bpd), it has not been able to meet the domestic demand of 1.6 million bpd so that imports must remain.

Therefore, Pertamina seeks to improve reliability in two ways: the refinery development program and the RDMP is not regressed, the second keeps the machines, spare parts and refinery repair schedule well controlled.

The next challenge is if Pertamina refinery construction is completed and has a capacity of 1.6 million bpd by 2024 and 2 million bpd by 2025. If the refinery's capacity is not covered with upstream production, then Pertamina must obtain a large supply of crude.

Meanwhile, in terms of world oil prices also become a challenge. "In the world of oil and gas, which can be controlled only operating costs, but the price can not be controlled," he said.

Arief Budiman revealed that if until the end of the year the price of oil is relatively stable as it is today, then Pertamina's finance is still safe. "We can still survive up to US $ 30 per barrel oil price, because our production cost is US $ 20 per barrel. But if oil prices fall below US $ 30 per barrel, we could be bleeding, "he said.

Still Behind

When compared to other multinational oil and gas companies. Pertamina looks still far behind. According to Eia Manik, although in the country Pertamina's biggest position, but in the global context, Pertamina is still relatively small.

In terms of revenue, in 2016 Pertamina revenues of US $ 36 billion, while Shell US $ 234 billion, ExxonMobil US $ 226 billion, PetroChina US $ 175 billion, Chevron US $ 113 billion, Petronas US $ 64, Pemex US $ 58 billion and PTT Thailand US $ 49 billion.

In terms of assets, in 2016, Pertamina's assets reached US $ 47 billion and even less than PLN which reached US $ 89 billion, while-Shell US $ 411 billion, Exxon Mobil US $ 330 billion, Petrochina US $ 361 billion. Chevron US $ 260 billion, Petronas US $ 138 billion, Thailand PTT US $ 62 billion, Pemex US $ 107 billion.

In 2016, Pertamina's production reached 650 billion barrels of oil equivalent pei day (MBOEPD) while PetroChina's highest was 3,512 MBPOD, followed by Exxon Mobil of 2,963 MBOEPD and Shell 2,954 MBOEPD, Chevron 2,900 MBOEPD, Pemex 2,454 MBOEPD, Petronas 1,732 MBOEPD, and PTT Thailand 346 MBOEPD.

However, if viewed from the net profit, Pertamina's position is not too bad because it managed to get US $ 3 billion, just like Petronas and PTT Thailand. While other big companies like Exxon Mobil earned US $ 8 billion and Shell earned US $ 5 billion. Petrochina was recorded not to achieve net profit as well as Chevron, even Pemex must bear the loss of US $ 16 billion.

Pemerintah Diminta Selesaikan Piutang Pertamina Rp. 30 Triliun


Pemerintah diminta segera menyeIesaikan piutang PT Pertamina yang jumlahnya mencapai Rp 30 triliun, dimana porsi terbesar berasal dari subsidi bahan bakar minyak (BBM) yang belum dibayarkan ke BUMN migas tersebut Pasalnya, hal ini akan mengganggu Cash flow Pertamina yang pada akhirnya akan berpengaruh pada program kemandirian energi nasional

     Angka Rp 30 triliun itu sangat besar dan ini merupakan utang carry over. Neraca Pertamina akan menjadi jelek dan ini menyulitkan Pertamina untuk mendapatkan dana untuk membangun kilang. Jadi, pemerintah harus segera menyelesaikan masalah ini,” kata Anggota Komisi Vll DPR RI Dito Ganinduto

Direktur Utama Pertamina Elia Massa Manik mengungkapkan bahwa pihaknya memiliki piutang sekitar Rp 30 triliun. “Kalau piutang ini bisa dibayar saja, itu bisa cukup untuk membangun kilang besar, kita tidak perlu cari-cari dana," kata Elia Massa Manik.

Direktur Keuangan Pertamina Arief Budiman mengatakan bahwa piutang tersebut terdiri atas piutang subsidi BBM dan LPG dari pemerintah, juga dari pihak lain seperti PT Perusahaan Listrik Negara (PLN) dan militer.

Menurut Dito, jika pembangunan kilang terganggu, maka impor BBM akan terus menerus dilakukan yang menyebabkan devisa negara juga akan tergerus, tentunya lama kelamaan akan melemahkan rupiah. Kerugian negara akan jauh lebih besar,” tegas Dito.

Padahal sudah ada komitmen bersama bahwa pada 2030 Indonesia harus sudah mengurangi impor BBM dengan membangun dua kilang besar dan menjalankan proyek Refinery Development Musterplan Program (RDMP) Kilang Balikpapan, Kilang Balongan, dan Kilang Cilacap. 

“Negara kita sudah sangat tertinggal dalam hal pembangunan kilang, bahkan jika dibandingkan dengan Singapura. Negara ini bahkan sudah memiliki kilang dengan kapasitas 2-3 juta barel per hari," kata Dito.

Ditambah lagi Pertamina menanggung kewajiban mewujudkan program BBM Satu Harga di seluruh Tanah Air, yang membutuhkan biaya besar. Untuk diketahui, pada program BBM Satu Harga, Pertamina harus mengeluarkan dana sekurangnya Rp 5 triliun per tahun. Hal ini mengingat berbagai moda transportasi harus digunakan Pertamina untuk menjangkau daerah-daerah terpencil, mulai dari truk tangki, kapal tanker, kapal kecil, hingga pesawat.

Dalam pemaparannya, Elia Masa Manik mengungkapkan bahwa Pertamina memang menghadapi banyak tantangan. Dengan kapasitas produksi kilang minyak yang mencapai 1 juta barel per hari (bph) belum bisa memenuhi kebutuhan dalam negeri yang mencapai 1,6 juta bph sehingga impor harus tetap dilakukan. 

Karenanya, Pertamina berusaha meningkatkan keandalan dengan dua cara yakni program pembangunan kilang dan RDMP tidak mengalami kemunduran, kedua menjaga agar mesin-mesin, sparepart dan jadwal perbaikan kilang terkontrol dengan baik.

Tantangan berikutnya, jika pembangunan kilang Pertamina selesai dan memiliki kapasitas 1,6 juta bph pada 2024 dan 2 juta bph pada 2025. Jika kapasitas kilang ini tidak dilkuti dengan produksi di hulu, maka Pertamina harus mendapatkan pasokan crude dalam jumlah besar.

Sementara itu, dari sisi harga minyak dunia juga menjadi tantangan tersendiri. “Di dunia oil and gas, yang bisa dikontrol hanya operating cost, tapi harga tidak bisa dikontrol,” katanya.

Arief Budiman mengungkapkan bahwa jika sampai akhir tahun harga minyak relatif stabil seperti saat ini, maka keuangan Pertamina masih aman. “Kita masih bisa survive sampai dengan harga minyak US$ 30 per barel, karena biaya produksi kita US$ 20 per barel. Tapi kalau harga minyak merosot hingga di bawah US$ 30 per barel, kita bisa bleeding," katanya.

Masih Tertinggal

Jika dibandingkan dengan perusahaan migas multinasional lainnya. Pertamina terlihat masih jauh tertinggal. Menurut Elia Masa Manik, meski di dalam negeri posisi Pertamina terbesar, namun dalam konteks global, Pertamina masih relatif kecil.

Namun jika dilihat dari laba bersih, posisi Pertamina tidak terlalu buruk karena berhasil mendapatkan US$ 3 miliar, sama seperti Petronas dan PTT Thailand. Sementara perusahaan besar lain seperti Exxon Mobil meraih US$ 8 miliar dan Shell meraih US$ 5 miliar. Petrochina tercatat tidak meraih laba bersih demikian juga dengan Chevron, bahkan Pemex harus menanggung rugi US$ 16 miliar.
