Payment Scheme Not Set

PT Pertamina Hulu Energi ONWJ and PT Hulu Migas Jabar ONWJ have not set a method of payment for a 10% interest in the Offshore North West Java Offshore Block (ONWJ) located off the north coast of West Java.

Provincial Government of West Java and DKI Jakarta get 10% interest from ONWJ Block through PT Hulu Migas Jabar ONWJ The transfer of 10% of ONWJ shares has been agreed by PT Pertamina and West Java Provincial Government. As a result of the payment of 10% of the shares, all operational costs of ONWJ Block are covered by PT Pertamina Hulu Energi ONWJ as operator.

President Director of PT Pertamina Hulu Energi, a subsidiary of Pertamina, Gunung Sardjono Hadi, said that until now it has not set a payment mechanism of 10% of ONWJ Block's shares to be transferred to BUMD Migas Hulu West Java.

Mountain ensures that West Java BUMD can get 10% of net profit from the sale of ONWJ Block production. The transition of 10% of PHE ONWJ management to the BUMD is based on Minister of Energy and Mineral Resources Regulation no. 37/2016 on the Terms of Participating Interest 10% of the Oil and Gas Working Area. BUMDs pay 10% of the right to manage by installments. On the other hand, the amount of installment will not reduce all profits obtained so that BUMDs can still benefit from the production of certain blocks that are deposited to the regional budget and expenditure (APBD).

"The payment mechanism in detail has not been discussed, but the bottom line and the resulting revenue will be reduced [cost] first then divided by 90%: 10%," he said.

According to him, after the transfer of shares of participation, because BUMD does not deposit the cost for the next operation, it bear all the burden of cost. In fact, under a contract signed on January 18, 2017, ONWJ Block implements a gross shareholder or gross split contract so that any investment and operating expenses will no longer be returned from the government.

In addition, there is an investment commitment in the first 3 years with a value of US $ 82.3 million and US $ 8.5 billion during the contract period of operation, ie 20 years. The plan, in 2018, it will invest US $ 537 million. PT Pertamina Hulu Energi ONWJ dan PT Hulu Migas Jabar ONWJ belum menetapkan cara pembayaran 10 % saham partisipasi di Blok Offshore North West Java (ONWJ) yang berlokasi di lepas pantai utara Jawa Barat.

Pemerintah Provinsi Jawa Barat dan DKI Jakarta mendapatkan 10% saham partisipasi dari Blok ONWJ melalui PT Hulu Migas Jabar ONWJ Pengalihan 10 % saham ONWJ itu telah disepakati oleh PT Pertamina dan Pemerintah Provinsi Jawa Barat. Dampak dari belum ditetapkannya cara pembayaran 10% saham itu, seluruh biaya operasi Blok ONWJ ditanggung oleh PT Pertamina Hulu Energi ONWJ sebagai operator.

Presiden Direktur PT Pertamina Hulu Energi, anak perusahaan Pertamina, Gunung Sardjono Hadi mengatakan bahwa pihaknya hingga saat ini belum menetapkan mekanisme pembayaran 10% saham partisipasi Blok ONWJ yang dialihkan kepada BUMD Migas Hulu Jawa Barat.

Gunung memastikan BUMD Jawa Barat itu bisa mendapatkan 10% keuntungan bersih dari penjualan hasil produksi Blok ONWJ Peralihan 10% bagian kelola PHE ONWJ kepada BUMD mengacu pada Peraturan Menteri ESDM No. 37/2016 tentang Ketentuan Penawaran Participating Interest 10% pada Wilayah Kerja Minyak dan Gas Bumi. Adapun, BUMD tidak perlu membayar tunai nilai dan bagian kelola.

BUMD membayar 10% hak kelola dengan cara mengangsur. Di sisi lain, besarnya angsuran tidak akan mengurangi seluruh keuntungan yang diperoleh sehingga BUMD tetap bisa mendapatkan keuntungan dari hasil produksi blok tertentu yang disetor ke anggaran pendapatan dan belanja daerah (APBD).

“Mekanisme pembayaran secara detail belum dibahas, tetapi intinya dan revenue [laba] yang dihasilkan akan dikurangi cost [biaya] dulu lalu kemudian dibagi 90%:10%,” ujarnya.

Menurutnya, pasca peralihan saham partisipasi pun, karena BUMD tidak menyetor biaya untuk kegiatan operasi berikutnya, pihaknya menanggung seluruh beban biaya. Padahal, berdasarkan kontrak yang ditandatangani pada 18 Januari 2017, Blok ONWJ menerapkan kontrak bagi hasil kotor atau gross split sehingga setiap investasi dan biaya operasi tidak lagi mendapat pengembalian dari pemerintah.

Selain itu, terdapat komitmen investasi pada 3 tahun pertama dengan nilai US$ 82,3 juta dan US$ 8,5 miliar selama masa kontrak beroperasi, yakni 20 tahun. Rencananya, pada 2018, pihaknya akan menginvestasikan US$ 537 juta. Produksi minyak Blok ONWJ hingga akhir tahun ini diproyeksikan 71.522 barel per hari (bph) dan gas 776 juta kaki kubik per hari (million standard cubic feet per day/MMscfd).

Energi Mega Persada to up spending in 2018

Publicly listed oil and gas firm PT Energi Mega Persada (ENRG) plans to boost its capital expenditure to US$341 million in 2018 from a mere $60 million this year to increase the development of several blocks following a significant drop in its production throughout this year.

ENRG, affiliated with politician and tycoon Aburizal Bakrie, saw its oil and gas production average at 27,800 barrels of oil equivalent per day (boepd) between January and September, down 34.27 percent year-on-year. As a result, its revenues fell by 38 percent to $242.3 million.

The downward trend was triggered by the government’s decision to terminate ENRG’s contract in the Offshore Northwest Java (ONWJ) oil and gas block in January and fully shift the operatorship to Pertamina Hulu Energi (PHE),  a subsidiary of stateowned energy giant Pertamina.

Previously the block was jointly operated by PHE with a participating interest of 58.28 percent, ENRG with 36.72 percent and Kuwait Foreign Petroleum Exploration Company (Kufpec) with 5 percent.

“The loss of the ONWJ block has decreased our production and revenues by more than 30 percent,” ENRG president director lmam P Agustino said on Wednesday “Next year, we plan to boost our production by 10 percent through a number of development programs in several blocks, particularly the ones that have big potential but have yet to be exploited.”

ENRG has prepared $266 million from its own cash flow to start next year the second development phase of the Terang Sirasun Batur field in Kangean block, East Java, which produced 42 barrels of oil per day (bopd) and 118.7 million standard cubic feet per day (mmscfd) of gas throughout 2016.

Through such a plan, the firm expects to generate an additional 130 mmscfd of gas from the Kangean block starting in 2019. Furthermore, ENRG plans to allocate around $75 million to further develop the Bentu block in Riau. The block currently produces 60 mmscfd of gas, most ofwhich is delivered to Pertamina’s Dumai refinery in the same province.

“We have prepared a plan of further development [POFD] for the Bentu block so that we can produce an additional 60 mmscfd of gas from it. Hence, we expect to have a production rate of 120 mmscfd by the first quarter of 2019 at the latest,” Imam said.

In September, the government granted a 20-year extension to ENRG’s contract in the Bentu block, initially slated to expire in 2021. Hence, the company will operate the block until 2041 using the cost recovery scheme.

Moreover, ENRG has submitted a proposal to the government to extend its contract in the Malacca Strait block, slated to expire in 2020. However, when extended, the company intends to use the new gross split scheme in operating the block instead of maintaining the current cost recovery mechanism.

Then, it aims to start drilling activities at the Secanggang and Anggor fields in the Gebang block, North Sumatra, next year to boost production by an additional 60 mmscfd of gas in the future.

To improve its financial health, ENRG has announced a plan to restructure its debts Worth Rp 437.2 billion ($32.3 million) from five different creditors Greenwich lnternational, Stallion Investment, Ultrapro, PT Wira Cipta Perkasa and PT Prime Petro Services.

Obstacles to Oil and Gas Participation Rights to Local Government

The provincial government of East Kalimantan and the local government of Kutai Kartanegara are still at loggerheads over the 10% share distribution. The realization of 10% participating interest (PI) still encounters many problems. Of the three regions only one part of the participation has been realized, namely PT Pertamina Hulu Energy Offshore North West Java (PHE ONWJ) to PT Migas Hulu Jabar ONWJ.

As for the Mahakam Block and Muriah Block until now has not been done. Pemerintah Provinsi Kalimantan Timur dan Pemerintah Daerah Kutai Kartanegara masih berselisih tentang pembagian saham 10%. Realisasi penyerahan hak partisipasi atau participating interest (PI) 10% masih menemui banyak masalah. Dari tiga daerah hanya satu bagian partisipasi yang sudah terealisasi, yakni PT Pertamina Hulu Energi Offshore North West Java (PHE ONWJ) kepada PT Migas Hulu Jabar ONWJ. 

Sementara untuk Blok Mahakam dan Blok Muriah sampai saat ini belum dilakukan. Ketua Satuan Tugas Pengelolaan Blok Mahakam Pemerintah Provinsi Kalimantan Timur Ichwansyah menyatakan, sesuai Peraturan Menteri ESDM No. 37/2016 tentang Ketentuan Penawaran Participating Interest 10% pada Wilayah Kerja Minyak dan Gas Bumi, Pemerintah Provinsi Kalimantan Timur mendapatkan jatah (16,65% saham dan 33,35% saham untuk Kabupaten Kutai Kartanegara dari PI 10% Blok Mahakam. Namun, Kabupaten Kutai Kartanegara masih meminta tambahan saham Blok Mahakam dari pemerintah pusat.

"Mereka mau minta tambahan, saya tidak tahu apakah 5% atau lebih lagi. Intinya mereka minta kebijakan lain," ujarnya. 

Ichwansyah, menyatakan, dari hasil rapat Blok Mahakam dengan Wakil Menteri ESDM Arcandra Tahar pekan lalu, keinginan Kutai Kartanegara akan dibicarakan dengan Menteri ESDM Ignatius Jonan dalam waktu dekat. 

“Ada keputusan 1 hari-2 hari ini soal tambahan saham itu, " ungkap dia. 

Yang akan mengelola porsi saham bagian Pemerintah Provinsi itu adalah PT Mandiri Migas Pratama , BUMD Pemerintah Provinsi Kalimantan Timur. Sedangkan Kutai Kartanegara belum tahu siapa yang akan mengelola. Bisa saja nanti memakai BUMD milik Pemerintah Provinsi dahulu.

Direktur Pembinaan Usaha Hulu Migas Kementerian ESDM Tunggal mengakui, terkait P1 10% Mahakam memang belum ada kesepakatan antara Kutai Kartanegara dan Pemerintah Provinsi Kalimantan Timur. Sementara khusus Pemerintah Provinsi Jawa Tengah, Tunggal menjelaskan bila PI 10% Blok Muriah ada di Pemerintah Provinsi Jawa Tengah. Selanjutnya SKK Migas menyurati Petronas Carigali yang merupakan operator Blok Muriah untuk menawarkan PI 10% ke BUMD Jawa Tengah. 

"Kami belum tahu apakah Pemerintah Provinsi Jateng sudah mengusulkan BUMD yang sesuai peraturan ke SKK Migas," imbuhnya.

Corporate Affairs & Administration Petronas Carigali Indonesia Andiono Setiawan belum banyak bicara. 

"Kami menunggu keputusan pemerintah," kata dia 

Sementara 10% PI Blok ONWJ sudah mulus, Vice President Relation PHE Aji Prayudi bilang, BUMD dari Jawa Barat "digendong" oleh Pertamina dalam hal biaya investasi "Pemerintah tidak mau lagi seperti dulu, jadi menurut aturan Pertamina bisa menggendong," kata dia. 

Selain biaya investasi, hal lain adalah cash flow Pertamina terhadap proyek Blok ONWJ ini karena kini menggunakan skema gross split. Tahun ini PHE ONWJ menargetkan produksi 30.000 barel per hari dan gas 126.8 juta standar kaki kubik per hari. Realisasinya sampai Rabu (20/12) 98% dari target 4%.

PKPK Expects to Reach Rp. 24 Billion

PT Perdana Karya Perkasa Tbk hopes to book a better income next year. Director of Perdana Karya Perkasa Untung Haryono explained that his company targets business revenue next year to reach Rp 24 billion or increase by 100 percent compared to this year's revenue prediction.

The increase in operating revenues will be derived from two existing contracts and at least one new contract next year.

"The new project hopefully can be one that, because of multiyears, for three years. Partially finish that now," said Untung.

Issuer coded in the PKPK Indonesia Stock Exchange has been recorded holding two contracts consisting of contracts Tatun Wall Connection (Mechanical) Package of Total E & P Indonesie valued at USD 324.5 billion with a term until December 2018.

And fabrication Services Works for Santos (Madura Offshore) Pty Ltd valued at Rp 44.1 billion for January 2019. There are also four new tenders next year which will be the company's target.

The four projects consist of three tenders for oil and gas work and a construction tender. A construction auction will come from landfill and land preparation work for PT Pupuk Kaltim worth Rp 100 billion. The land preparation work for Pupuk Kaltim should not be a new job for PKPK.

"We want to try to get in there too, we have been able to project Pupuk Kaltim 2014 or 2015 for landfill and land preparation for this industry to build factories," said Untung.

In addition to oil and gas and construction projects, Untung said the company has no plans to try to develop new business. Understandably, the company is still experiencing losses until the end of 2017.

"Until the end of the year is still a loss as well, but we are still small, as of September still losses Rp 4 billion, Rp 2 billion in December 2010. Next year could be a surplus," said

PKPK Berharap Meraih Rp. 24 Miliar

PT Perdana Karya Perkasa Tbk berharap membukukan pendapatan yang lebih baik lagi di tahun depan. Direktur Perdana Karya Perkasa Untung Haryono menjelaskan, pihaknya menargetkan pendapatan usaha pada tahun depan bisa mencapai Rp 24 miliar atau naik sekitar 100% dibandingkan prediksi pendapatan tahun ini. 

Kenaikan pendapatan usaha ini akan didapat dari dua kontrak eksisting dan minimal satu kontrak baru di tahun depan. 

"Proyek baru mudah-mudahan bisa dapat satu itu, karena multiyears, selama tiga tahun. Sebagian menyelesaikan yang sekarang," kata Untung. 

Emiten berkode PKPK di Bursa Efek Indonesia ini tercatat telah menggenggam dua kontrak yang terdiri dari kontrak Tatun Wall Connection (Mechanical) Package dari Total E&P Indonesie senilai Rp 324,5 miliar dengan jangka waktu hingga Desember 2018. 

Dan pekerjaan  fabrication Services untuk Santos (Madura Offshore) Pty Ltd senilai Rp 44,1 miliar dengan jangka waktu Januari 2019. Ada juga empat tender baru di tahun depan yang akan menjadi target perseroan itu. 

Keempat proyek tergebut terdiri dari tiga tender pekerjaan migas dan satu tender konstruksi. Tender migas di tahun depan  berasal dari tender pekerjaan blanket fabricatioan and construction services (project) dari Santos dengan nilai Rp 40 miliar, pekerjaan blanket conctraction services (maintenance) dari Santos senilai Rp 40 miliar dan drilling location preparation dari PT Greatwall, Drilling Asia Pacific senilai "Rp 36 miliar. 

"Diharapkan Hari tiga ini (migas) bisa memperoleh salah satu," kata Untung. 

Sementara satu lelang konstruksi akan berasal dari pekerjaan pengurukan dan persiapan lahan untuk PT Pupuk Kaltim senilai Rp 100 miliar. Pekerjaan persiapan lahan untuk Pupuk Kaltim ini seharusnya bukan pekerjaan baru bagi PKPK. 

"Kami mau mencoba masuk ke situ juga. Kami pernah dapat proyek Pupuk Kaltim tahun 2014 atau 2015 untuk pengurukan dan persiapan lahan untuk industri ini membangun pabrik," kata Untung.  

Selain proyek migas dan konstruksi, Untung bilang perseroan ini belum memiliki rencana untuk mencoba mengembangkan bisnis baru. Maklum, perseroan ini masih mengalami kerugian hingga akhir tahun 2017. 

"Sampai akhir tahun masih rugi juga, tapi kami sudah semakih kecil. Per September masih rugi Rp 4 miliar, bulan Desember Rp 2 miliaran. Tahun depan sudah bisa surplus," kata 

Maka tidak heran jika perseroan juga tidak mengalokasikan belanja modal atau capital expenditure (capex) untuk tahun depan. 

"Karena kami beberapa tahun ini selalu rugi, jadi kalau misalkan ada kebutuhan yang dipersyaratkan dari tender itu harus memiliki atau minimal kalau kami tidak punya, kami mencari mitra yang punya atau sewa,"kata Untung.

Untung menyatakan, perseroan tersebut saat ini pun sedang berusaha untuk mengurangi kerugian agar kinerja bisa lebih baik. Dengan begitu Perdana Karya Perkasa bisa mengembangkan usaha. 

"Mudah-mudahan kalau sudah kembali normal, kami akan memikirkan pengembangan usaha lagi, katanya. Perdana Karya Perkasa pada tahun depan menargetkan bisa membuklikan laba senilai Rp 2,29 miliar. Untung optimistis, target tersebut bisa tercapai karena kinerja sudah semakin baik.

Apexindo Stands Contracts in Mahakam Block

Apexindo will budget capital expenditure of US $ 14 Million Dollar in the Next Year

"Existing current contracts for marine rigs are Maam Rigs in Mahakam, but if we talk our total rigs from the sea and land side there will be four rigs that will operate in the first quarter of next year," he added.

For the record, throughout 2017, Apexindo drilled 13 wells in the Mahakam Block during the transition from Total to Pertamina. Therefore, next year APEX performance will still be conservative, because there is no stimulus from oil and gas industry. Practically Apexindo will rely on new contracts in Mahakam and geothermal alone.

"In terms of price depends on oil prices and budget KKKS. Our expectation as a company performance is at least equal to this year or better, "he continued.

    Apexindo akan menganggarkan belanja modal US$ 14 Juta Dolar di Tahun Depan

PT Apexindo Pratama Duta Tbk pada tahun depan akan menggeluarkan alokasi belanja modal sebesar US$ 14 juta. Jumlah tersebut sama dengan nilai belanja modal pada tahun ini, yang dialokasikan  untuk maintenance capex.  

Pretycia Darma, Manager Corporate Finance dan Hubungan lnvestor Apexindo menyampaikan pihaknya memang masih menganggarkan belanja, modal yang sama karena sifatnya untuk maintenance belanja modal pada tahun ini sehingga, tidak ada "major investment" di 2018. 

"Kami tidak memiliki rencana untuk pembelian rig baru. Yang kami prioritaskan saat ini adalah optimalkan utilisasi rig-rig yang ada," ujarnya.

Menarikanya, spesifikasi rig datar emiten berkode APEX di Bursa Efek Indonesia (BEI) ini bisa diarahkan untuk menggarap proyek pembangkit listrik geotermal. Sehingga perusahaan ini bisa mengoptimalkan ke arah bisnis listrik itu. 

    Sedangkan, untuk rig laut APEX mengaku utilisasinya agak rendah "Rig darat memang semuanya bisa ke geotermal karena horse power" sangat besar jadi utilisasinya untuk proyek geotermal," ujarnya. 

Apalagi saat ini untuk geotermal lebih banyak proyek yang dibuka dalam rangka megaproyek 35.000 megawatt, sedangkan di migas sangat sedikit. Selain itu, periode kontraknya juga cenderung singkat. Alhasil, perusahaan ini harus mencari kontrak-kontrak baru agar utilisasinya meningkat. 

"Penurunan utilisasi rig membuat pendapatan dua tahun ini mengalami penurunan karena otomatis margin kami turun," laniutnya. 

Sebagai informasi, pendapatan APEX sampai dengan kuartal III tahun ini menurun 49,56% menjadi US$ 44,11 juta dari sebelumnya US$ 87,28 juta. Namun dari sisi laba mengalami peningkatan dari US$ 10,83 juta menjadi US$ 13,75 juta. 

"Biarpun penurunan pendapatan,  perusahaan tetap mempertahankan kinerja. Salah satunya karena efisiensi biaya dengan pengetatan anggaran,"terangnya. 

Sementera tahun depan APEX sampai dengan kuartal 2018 mengerjakan empat proyek. Jumlah tersebut akan bertambah, saat pegusahaan berhasil memenangkan tender dua rig untuk Blok Mahakam.

Irawan Sigit, General Manager-Marketing APEX, mengatakan empat proyek tersebut terdiri dari tiga pengerjaan untuk geotermal dan satu untuk migas. Tiga proyek geotermal, tersebut  antara lain Pembangkit Listrik Panas Bumi  (PLTP) Tulehu, PLTP Baturaden dari PLTP Lahendong. 

"Satu atau dua hari rig 10 di Baturaden akan berjalan, sekarang sedang endurance test," ujarnya. 

Target kontrak saat ini fokus pada mengamankan kontrak Mahakam. Jika pada akhir bulan ini Apexindo mendapatkan kontrak dari Blok Mahakam maka utilisasi akan meningkat. 

"Eksisting kontrak saat ini untuk rig laut ada Rig Maera di Mahakam. Tetapi kalau berbicara total rig kami dari sisi laut dan darat itu akan ada empat rig yang akan beroperasi di kuartal I tahun depan," tambahnya. 

Sebagai catatan, sepanjang tahun 2017, Apexindo melakukan pengeboran 13 sumur di Blok Mahakam pada masa transisi dari Total ke Pertamina. Oleh karena itu, tahun depan kinerja APEX masih akan konservatif, karena belum adanya stimulus dari industri migas. Praktis Apexindo akan mengandalkan kontrak baru di Mahakam dan geotermal saja. 

“Dari sisi harga tergantung harga minyak dan bujet KKKS. Harapan kami sebagai perusahaan kinerja minimal sama dengan tahun ini atau membaik," lanjutnya.

Pertamina Closes 37 Illegal Wells

In the past year, PT Pertamina Asset 1 with Jambi Provincial Government has closed 37 holes or illegal or illegal oil wells in Pompa Air Village, Bajubang Sub-district, Batanghari Regency, Jambi.

Public Relations Manager of PT Pertamina Asset 1, Sugeng Wiharto said Pertamina and the provincial government together with the joint team that has been made a Decree (SK) by the Governor of Jambi as the team closing the oil wells, last closing as many as 13 illegal wells run by the community and migrants there.

Previously, the team formed by the Governor of Jambi has been doing several times the closure of illegal wells in Pompa Air Village. The first closure of the well was held on 28 April to 3 May 2017 where the team managed to close 16 wells, despite the resistance from the public.

Then on May 25, 2017 re-implemented closure of six wells so that a total of 22 wells successfully closed. Then on October 2nd, 2017, re-closing the four wells and accompanied by the delivery of social assistance to the people of Pompa Air Village.

Sugeng asserted, however, illegal drilling activities are still going on, and even last there are thirteen illegal wells estimated to produce 3-4 drums of crude oil per day which was officially closed by Vice Governor of Jambi.

The step was taken as a follow up of the curbing of illegal oil wells in Pompa Air Village, Bajubang Sub-district, Batanghari District, Illegal Drilling Closure Team established based on the Decree of the Governor of Jambi on 26 April 2017 re-closing 13 existing wells.

Pertamina Tutup 37 Sumur Ilegal

Dalam setahun terakhir ini PT Pertamina Asset 1 bersama  Pemerintah Provinsi jambi telah menutup sebanyak 37 lubang atau titik sumur minyak ilegal atau illegal drilling yang ada di Desa Pompa Air, Kecamatan Bajubang Kabupaten Batanghari, Jambi.

Manager Humas PT Pertamina Asset 1, Sugeng Wiharto mengatakan Pertamina dan pemerintah provinsi bersama tim gabungan yang telah di buatkan Surat Keputusan (SK) oleh Gubemur Jambi sebagai tim penutupan sumur minyak liar, terakhir menutup sebanyak 13 sumur ilegal yang dikelola masyarakat maupun pendatang disana.

Sebelumnya, tim bentukan Gubernur Jambi ini telah melakukan beberapa kali penutupan sumur-sumur illegal di Desa Pompa Air. Penutupan sumur tahap pertama dilaksanakan pada 28 April hingga 3 Mei 2017 dimana tim berhasil melakukan penutupan 16 sumur, meskipun mendapat perlawanan dari oknum masyarakat.

Kemudian pada 25 Mei 2017 kembali dilaksanakan penutupan enam sumur sehingga total 22 sumur berhasil ditutup. Selanjutnya pada 2 Oktober 2017 dilakukan kembali penutupan empat sumur dan disertai penyerahan bantuan sosial kepada masyarakat Desa Pompa Air.

Sugeng menegaskan, namun, kegiatan illegal drilling masih tetap berlangsung, bahkan terakhir ini terdapat lagi tiga belas sumur illegal yang diperkirakan menghasilkan 3-4 drum minyak mentah setiap harinya yang resmi ditutup oleh Wakil Gubemur Jambi.

Langkah tersebut diambil sebagai tindaklanjut dari penertiban kegiatan penambangan sumur-sumur minyak illegal di Desa Pompa Air, Kecamatan Bajubang, Kabupaten Batanghari, Tim Penutupan Illegal Drilling yang dibentuk berdasarkan Surat Keputusan Gubemur Jambi tanggal 26 April 2017 kembali melakukan penutupan 13 sumur yang ada.

ESDM Looking for Other Resources

The Ministry of Energy and Mineral Resources is still seeking gas supplies to replace supplies sourced from the North Sumatra Offshore Block (NSO) and North Sumatra B (NSB) for industries in North Sumatra.

Director of Program Development of the Ministry of Energy and Mineral Resources Budiyantono said it was looking for an alternative source to replace supplies from the North Sumatera Offshore Block and North Sumatra B which gas production from both blocks reached 60 million standard cubic feet per day (MMscfd).

According to him, there is an option to channel gas from Block A, Aceh or the result of regasification of liquefied natural gas (LNG) at Arun Terminal.

The NSO and NSB blocks have not been able to deliver gas until the repairs at the gas processing facility at Perta Arun Gas are completed. The reason, in order to be channeled to consumers, the gas must go through the process of separation of sulfur through sulfur removal unit (SRU). However, tertiary amine chemicals at the facility are not available.

The procurement of chemicals is still awaiting overseas shipments and manufacturers so that the unit cannot be revived. Gas drainage cannot be done because of repair and maintenance of facilities in Perta Arun Gas which is planned to last until 23 December 2017.

In addition, there is damage Instrument Analyzer tool in Unit Reaction Furnace whose procurement is still waiting until January 2018.

There is a shutdown from the NSO shutdown so that the gas needs in Medan and surrounding areas so disturbed, especially supplied by PT Perusahaan Gas Negara Tbk. We are looking for other sources and Block A Medco or LNG or others, "he said.

Both options allow for enforcement, but still have to consider the price factor because it comes from a different source. Meanwhile, until now it is still coordinating with PGN related constraints of gas distribution in North Sumatra. The reason, the government has set the price of gas supply from the NSO in the Minister of Energy and Mineral Resources Regulation no. 40/2016 on Gas Price for Specific Industries.

Especially for the Young Manure Fertilizer, upstream gas prices have been adjusted by introducing a new price formula with the component price of the product in it. For industries in Medan, gas prices are lowered from US $ 13.38 per MMBtu to US $ 9.95 per MMBtu as it diverts sources of supply from LNG to piped gas through EMR Ministerial Decree No.434 K / 12 / MEM / 2017.

President Director of PT Perta Arun Gas Budiyana said that the flow of gas will return to normal on January 1, 2018 after the procurement of chemicals and the completion of infrastructure improvements.

ESDM Mencari Sumber Lain

Kementerian Energi dan Sumber Daya Mineral masih mencari suplai gas untuk menggantikan pasokan yang bersumber dari Blok North Sumatra Offshore (NSO) dan North Sumatra B (NSB) bagi industri di Sumatra Utara.

Direktur Pembinaan Program Kementerian ESDM Budiyantono mengatakan bahwa pihaknya sedang mencari alternatif sumber untuk menggantikan pasokan dari Blok North Sumatra Offshore dan North Sumatra B yang produksi gas dari kedua blok itu mencapai 60 juta kaki kubik per hari (million standard cubic feet per day/MMscfd).

Menurutnya, terdapat opsi untuk mengalirkan gas dari Blok A, Aceh atau hasil regasifikasi gas alam cair (liquefied natural gas/LNG) di Terminal Arun. 

Blok NSO dan NSB belum bisa mengalirkan gas sampai perbaikan di fasilitas pemrosesan gas di Perta Arun Gas selesai. Pasalnya, agar bisa dialirkan ke konsumen, gas harus melalui proses pemisahan sulfur melalui sulfur removal unit (SRU). Namun, bahan kimia amina tersier pada fasilitas tersebut tidak tersedia. 

Pengadaan bahan kimia itu masih menunggu pengiriman dan pabrikan di luar negeri sehingga unit tersebut belum dapat dihidupkan kembali. Pengaliran gas juga tidak bisa dilakukan karena adanya perbaikan dan pemeliharaan fasilitas di Perta Arun Gas yang rencananya berlangsung hingga 23 Desember 2017.

Selain itu, terdapat kerusakan alat Instrument Analyzer di Unit Reaction Furnace yang pengadaannya masih menunggu sampai Januari 2018. 

Ada gangguan shutdown dari NSO sehingga kebutuhan gas di Medan dan sekitarnya jadi terganggu khususnya yang disuplai oleh PT Perusahaan Gas Negara Tbk. Kita sedang mencari sumber lain apa dan Blok A Medco atau LNG atau yang lain,” ujarnya.

Kedua opsi tersebut, memungkinkan diterapkan, tetapi tetap harus mempertimbangkan faktor harga karena berasal dari sumber yang berbeda. Adapun, hingga saat ini pihaknya masih berkoordinasi dengan PGN terkait kendala penyaluran gas di Sumatra Utara. Pasalnya, pemerintah telah mengatur harga pasokan gas dari NSO pada Peraturan Menteri ESDM No. 40/2016 tentang

Harga Gas bagi lndustri Tertentu.

Khusus bagi Pupuk lskandar Muda, harga gas hulu telah mendapat penyesuaian dengan memberlakukan formula harga baru dengan komponen harga produk di dalamnya. Untuk industri di Medan, harga gas diturunkan dari US$ 13,38 per MMBtu menjadi US$ 9,95 per MMBtu karena mengalihkan sumber pasokan dari LNG ke gas pipa melalui Keputusan Menteri ESDM No.434 K/12/MEM/2017.

Direktur Utama PT Perta Arun Gas Budiyana mengatakan bahwa pengaliran gas akan kembali normal pada 1 Januari 2018 seusai pengadaan bahan kimia dan selesainya perbaikan infrastruktur.

PGN Sells Two LNG Cargoes from Bontang Refinery

PT Perusahaan Gas Negara Tbk (PGN) will sell two unlicensed state liquefied natural gas (LNG) cargoes. The source comes from the Sanga-Sanga Block. PGN targets the LNG sales process to start in the first half of 2018.

Previously, SKK Migas ordered PGN to sell state gas from Bontang LNG Plant owned by PT Badak NGL.

Head of Marketing and Product Development Division PGN Adi Munandir said, the initial stage PGN will only sell two cargoes.

"It is now being evaluated on the further assignment of uncommited cargo, Adi said.

The PGAS-coded issuer is holding a tender to sell two LNG cargoes to overseas buyers. However, PGN has not set the price.

"PGN makes sales through a tender mechanism with a variety of tenders and sellers. But no results, "said Adi.

For the management of domestic gas this year, PGN recorded gas distribution of 750 billion british thermal units per day (bbtud) from the electricity, industry to household sectors. If coupled with gas transmission, PGN managed gas reached 1,600 bbtud.

Next year PGN expects there will be a significant increase in gas management.

"PGN historically about 800 bbtud we have achieved and we hope to return the most optimum, but it depends on economic conditions and others," said Adi.

PGN Menjual Dua Kargo LNG dari Kilang Bontang

PT Perusahaan Gas Negara Tbk (PGN) akan menjual dua kargo liquefied natural gas (LNG) bagian negara yang belum kontrak (uncommited). Sumbernya berasal dari Blok Sanga-Sanga. PGN menargetkan proses penjualan LNG tersebut bisa dimulai pada semester I-2018. 

Sebelumnya SKK Migas memerintahkan PGN menjual gas bagian negara dari Kilang LNG Bontang milik PT Badak NGL. Head of Marketing and Product Development Division PGN Adi Munandir mengatakan, tahap awal PGN hanya akan menjual dua kargo. 

"Sekarang sedang dievaluasi mengenai penugasan lebih lanjut terhadap uncommited kargo, kata Adi.

Emiten berkode PGAS itu sedang menggelar tender untuk menjual dua kargo LNG ke pembeli luar negeri. Namun, PGN belum menetapkan harga. 

“PGN melakukan penjualan melalui mekanisme tender dengan berbagai macam tender dan penjual. Tapi belum ada hasilnya," jelas Adi. 

Untuk pengelolaan gas domestik tahun ini, PGN mencatatkan distribusi gas sebanyak 750 billion british thermal unit per day (bbtud) yang berasal dari sektor kelistrikan, industri hingga rumah tangga. Jika ditambah gas transmisi, gas kelolaan PGN mencapai 1.600 bbtud. 

Tahun depan PGN berharap akan ada peningkatan pengelolaan gas yang cukup signifikan. 

"Secara historis PGN sekitar 800 bbtud pernah kami capai dan kami berharap bisa kembali paling optimum. Tapi itu tergantung kondisi perekonomian dan lain-lain," ujar Adi.

Close 13 Wild Well wells

An integrated team on illegal drilling covers 13 illegal wells in Pompa Air Village, Bajubang Sub-District, Batang Hari Regency. The closure is the fourth act in 2017. At that location found 37 illegal wells made by the community.

The information obtained by Jambi Ekspres (Jawa Pos Group) mentions, some of the actors did return to the activity after the closure by the integrated team some time ago.

Head of Indra Water Pump Village admitted that he does not know exactly the mode of unscrupulous actors of illegal drilling.

"I do not know, as long as I know it was once closed by the government," he said.

After receiving information from the community, he sent officers to see the location, the findings were then forwarded to the integrated team to re-closure.

"I report there are 11 new wells made by the perpetrators," he said.

He agreed with the closure of an integrated team. On the other hand, he also acknowledges that there is economic value arising from the activities in his area.

"Some residents do earn income, but the government says it is illegal, so it should be closed," he said.

Separately, Chairman of the Integrated Team for Closing Illegal Drilling of Jambi Province, Tagor Mulia Nasution, said it was continuing to take action against such violations. According to him, illegal oil wells damage the environment because it does not conform to the prevailing standards. Activities in the area also endanger residents around the site.

"We continue to communicate with various parties in this closure," he said.

Head of Department of Energy and Mineral Resources Hari Andria added that illegal drilling is estimated to cost the state up to billions of rupiah. From the activity in Pompa Air Village, it is estimated per day produced 6,000 liters of crude oil. The selling price is around Rp 3 thousand per liter.

"Yes, how many times the income they get," he said.

Tutup 13 Sumur Minyak Liar

Tim terpadu penutupan sumur eksploitasi minyak ilegal (illegal drilling) kembali menutup 13 sumur ilegal di Desa Pompa Air, Kecamatan Bajubang, Kabupaten Batang Hari. Penutupan tersebut merupakan tindakan keempat pada 2017 ini. Di lokasi itu ditemukan 37 sumur ilegal yang dibuat masyarakat.

lnformasi yang diperoleh Jambi Ekspres (Jawa Pos Group) menyebutkan, beberapa oknum memang kembali beraktivitas setelah penutupan oleh tim terpadu beberapa waktu lalu. 

"Kemarin masih beroperasi itu," kata sumber yang tidak ingin disebutkan namanya.

Kepala Desa Pompa Air Indra mengaku tidak tahu secara pasti modus oknum pelaku illegal drilling. 

"Saya tidak tahu. Setahu saya dulu memang pernah ditutup oleh pemerintah,” ujarnya.

Setelah mendapat informasi dari masyarakat, dia mengirim petugas untuk melihat lokasi, temuan itu kemudian diteruskan ke tim terpadu untuk kembali dilakukan penutupan. 

”Saya laporkan ada 11 sumur baru yang dibuat para pelaku,” katanya.

Dia menyatakan setuju dengan penutupan tim terpadu. Di sisi lain, dia juga mengakui ada nilai ekonomis yang timbul dari kegiatan di daerahnya tersebut. 

"Beberapa warga memang mendapatkan penghasilan. Tapi, kata pemerintah ini ilegal, jadi harus ditutup," ujarnya lagi.

Terpisah, Ketua Tim Terpadu Penutupan Illegal Drilling Provinsi Jambi Tagor Mulia Nasution mengatakan, pihaknya terus berupaya menindak pelanggaran seperti itu. Menurut dia, sumur minyak ilegal merusak lingkungan karena tidak sesuai dengan standar yang berlaku. Kegiatan di daerah tersebut juga membahayakan warga di sekitar lokasi. 

"Kita terus berkomunikasi dengan berbagai pihak dalam penutupan ini," katanya.

Kepala Dinas Energi dan Sumber Daya Mineral Hari Andria menambahkan, illegal drilling diperkirakan merugikan negara hingga miliaran rupiah. Dari kegiatan di Desa Pompa Air, diperkirakan per hari dihasilkan 6.000 liter minyak mentah. Nilai jualnya sekitar Rp 3 ribu per liter. 

"Ya, berapa kali penghasilan yang mereka dapatkan,” ujarnya.
