ESDM Looking for Other Resources



The Ministry of Energy and Mineral Resources is still seeking gas supplies to replace supplies sourced from the North Sumatra Offshore Block (NSO) and North Sumatra B (NSB) for industries in North Sumatra.

Director of Program Development of the Ministry of Energy and Mineral Resources Budiyantono said it was looking for an alternative source to replace supplies from the North Sumatera Offshore Block and North Sumatra B which gas production from both blocks reached 60 million standard cubic feet per day (MMscfd).

According to him, there is an option to channel gas from Block A, Aceh or the result of regasification of liquefied natural gas (LNG) at Arun Terminal.

The NSO and NSB blocks have not been able to deliver gas until the repairs at the gas processing facility at Perta Arun Gas are completed. The reason, in order to be channeled to consumers, the gas must go through the process of separation of sulfur through sulfur removal unit (SRU). However, tertiary amine chemicals at the facility are not available.

The procurement of chemicals is still awaiting overseas shipments and manufacturers so that the unit cannot be revived. Gas drainage cannot be done because of repair and maintenance of facilities in Perta Arun Gas which is planned to last until 23 December 2017.

In addition, there is damage Instrument Analyzer tool in Unit Reaction Furnace whose procurement is still waiting until January 2018.

There is a shutdown from the NSO shutdown so that the gas needs in Medan and surrounding areas so disturbed, especially supplied by PT Perusahaan Gas Negara Tbk. We are looking for other sources and Block A Medco or LNG or others, "he said.

Both options allow for enforcement, but still have to consider the price factor because it comes from a different source. Meanwhile, until now it is still coordinating with PGN related constraints of gas distribution in North Sumatra. The reason, the government has set the price of gas supply from the NSO in the Minister of Energy and Mineral Resources Regulation no. 40/2016 on Gas Price for Specific Industries.

Especially for the Young Manure Fertilizer, upstream gas prices have been adjusted by introducing a new price formula with the component price of the product in it. For industries in Medan, gas prices are lowered from US $ 13.38 per MMBtu to US $ 9.95 per MMBtu as it diverts sources of supply from LNG to piped gas through EMR Ministerial Decree No.434 K / 12 / MEM / 2017.

President Director of PT Perta Arun Gas Budiyana said that the flow of gas will return to normal on January 1, 2018 after the procurement of chemicals and the completion of infrastructure improvements.

ESDM Mencari Sumber Lain


Kementerian Energi dan Sumber Daya Mineral masih mencari suplai gas untuk menggantikan pasokan yang bersumber dari Blok North Sumatra Offshore (NSO) dan North Sumatra B (NSB) bagi industri di Sumatra Utara.

Direktur Pembinaan Program Kementerian ESDM Budiyantono mengatakan bahwa pihaknya sedang mencari alternatif sumber untuk menggantikan pasokan dari Blok North Sumatra Offshore dan North Sumatra B yang produksi gas dari kedua blok itu mencapai 60 juta kaki kubik per hari (million standard cubic feet per day/MMscfd).

Menurutnya, terdapat opsi untuk mengalirkan gas dari Blok A, Aceh atau hasil regasifikasi gas alam cair (liquefied natural gas/LNG) di Terminal Arun. 

Blok NSO dan NSB belum bisa mengalirkan gas sampai perbaikan di fasilitas pemrosesan gas di Perta Arun Gas selesai. Pasalnya, agar bisa dialirkan ke konsumen, gas harus melalui proses pemisahan sulfur melalui sulfur removal unit (SRU). Namun, bahan kimia amina tersier pada fasilitas tersebut tidak tersedia. 

Pengadaan bahan kimia itu masih menunggu pengiriman dan pabrikan di luar negeri sehingga unit tersebut belum dapat dihidupkan kembali. Pengaliran gas juga tidak bisa dilakukan karena adanya perbaikan dan pemeliharaan fasilitas di Perta Arun Gas yang rencananya berlangsung hingga 23 Desember 2017.

Selain itu, terdapat kerusakan alat Instrument Analyzer di Unit Reaction Furnace yang pengadaannya masih menunggu sampai Januari 2018. 

Ada gangguan shutdown dari NSO sehingga kebutuhan gas di Medan dan sekitarnya jadi terganggu khususnya yang disuplai oleh PT Perusahaan Gas Negara Tbk. Kita sedang mencari sumber lain apa dan Blok A Medco atau LNG atau yang lain,” ujarnya.

Kedua opsi tersebut, memungkinkan diterapkan, tetapi tetap harus mempertimbangkan faktor harga karena berasal dari sumber yang berbeda. Adapun, hingga saat ini pihaknya masih berkoordinasi dengan PGN terkait kendala penyaluran gas di Sumatra Utara. Pasalnya, pemerintah telah mengatur harga pasokan gas dari NSO pada Peraturan Menteri ESDM No. 40/2016 tentang
Harga Gas bagi lndustri Tertentu.

Khusus bagi Pupuk lskandar Muda, harga gas hulu telah mendapat penyesuaian dengan memberlakukan formula harga baru dengan komponen harga produk di dalamnya. Untuk industri di Medan, harga gas diturunkan dari US$ 13,38 per MMBtu menjadi US$ 9,95 per MMBtu karena mengalihkan sumber pasokan dari LNG ke gas pipa melalui Keputusan Menteri ESDM No.434 K/12/MEM/2017.

Direktur Utama PT Perta Arun Gas Budiyana mengatakan bahwa pengaliran gas akan kembali normal pada 1 Januari 2018 seusai pengadaan bahan kimia dan selesainya perbaikan infrastruktur.
