7 Termination Blocks Use Gross Split



The Government ensures that it will use the scheme of gross split-sharing contracts on seven oil and gas blocks that expire and will be offered to PT Pertamina (Persero).

Meanwhile, the oil and gas block, Central Blok, will still use the net profit sharing scheme (cost recovery) ie refund of oil and gas block operation from the State Budget (APBN).

The NSO Block contract expires on October 15, 2018. However, the block is still managed by Pertamina. "The problem so far in terms of sharing facilities is very close," he said.

Ego added it will seek to find the best scheme for state revenue from the oil and gas sector. However, he is reluctant to stress with a gross split scheme that will encourage state revenue to be better than a cost recovery scheme.

As many as 20 bidding documents have been accessed by 15 companies. In the final process, as many as six companies have finally submitted bidding documents for five blocks. In addition to announcing the winners of the auction, earlier this year also the government will again conduct an auction of oil and gas blocks.

Recorded more than 20 oil and gas working areas that are not sold auction since 2015 will be re-auctioned this year. Arcandra said it would lead the evaluation of the auction of the oil and gas block. 7 Blok Terminasi Pakai Gross Split


Pemerintah memastikan akan menggunakan skema kontrak bagi hasil kotor atau gross split terhadap tujuh blok minyak dan gas bumi yang habis masa kontraknya dan akan ditawarkan kepada PT Pertamina (Persero).

Sementara itu, salu blok migas, yaitu Blok Tengah, akan tetap menggunakan skema bagi hasil bersih atau cost recovery yaitu pengembalian biaya operasi blok migas dari Anggaran Pendapatan Belanja Negara (APBN).

Sementara itu, dalam skema gross split yang mulai berlaku pada Januari 2017 untuk kontrak baru, bagi hasil yang diterima kontraktor kontrak kerja sama (KKKS) sudah mencakup biaya produksi.

Dalam skema bagi hasil kotor, negara tidak perlu lagi mengembalikan biaya operasi blok migas dari APBN. Blok Tengah yang berlokasi di Kalimantan Timur akan digabung dengan Blok Mahakam dalam pengelolaannya oleh Pertamina sehingga tetap menggunakan skema cost recovery. 

Pasalnya, kontrak bagi hasil Blok Mahakam masih menggunakan skema cost recovery. Pelaksana tugas (Plt.) Dirjen Migas Kementerian Energi dan Sumber Daya Mineral (ESDM) Ego Syahrial mengatakan bahwa Blok Tengah tetap menggunakan skema bagi hasil dengan pengembalian biaya operasi karena pengelolaan digabung dengan Blok Mahakam.

"Selain itu [Blok Tengah], tujuh blok migas lainnya yang akan terminasi pada tahun ini akan menggunakan skema gross split,” ujarnya, Senin (8/1).

Saat ini, Blok Tengah dioperasikan oleh Total E&P lndonesie. Kontrak blok migas itu akan berakhir pada 4 Oktober 2018. Delapan blok migas yang akan terminasi terdiri atas Blok Tuban (JOB Pertamina-PetroChina East Jawa, Blok Ogan Komering (JOB Pertamina-Talisman), Blok Sanga-Sanga (Vico), Blok Southeast Sumatera (CNOOC SES Ltd.), Blok Tengah (Total E&P Indonesia), Blok Attaka (Chevron), Blok East Kalimantan (Chevron), dan Blok North Sumatera Offshore (NSO) oleh Pertamina.

Dari total delapan wilayah kerja migas itu, empat blok di antaranya akan ditawarkan kepada Pertamina. Keempat blok itu adalah Blok Tuban, Blok Southeast Sumatera, Blok Ogan Komering, dan Blok Sanga-Sanga. Ego mengatakan, saat ini pengalihan keempat blok itu kepada Pertamina masih dalam proses. 

“Kami terus bertemu setiap minggu, makin cepat selesai semakin baik.”

Salah satu blok yang dikelola Pertamina yakni, Blok NSO di Aceh juga direncanakan digabung dengan Blok North Sumatera B (NSB). Ego menjelaskan, penggabungan antara Blok NSO dan NSB hanya terkait teknis fasilitas produksi di lapangan.

“Jadi, bukan berani dengan digabung nantinya kontrak dengan NSB akan menjadi gross split juga,” ujarnya.

Artinya, Blok NSB tetap menggunakan skema cost recovery, sedangkan Blok NSO dengan model bagi hasil kotor.

Menurutnya, sebelumnya ESDM meminta adanya hak istimewa, yaitu hak untuk menawar kedua kali atau right to match dan juga memberikan kesempatan kepada kontraktor asing, tetapi sebuah kewajaran juga pihaknya langsung memberikan Blok NSO kepada Pertamina.

Kontrak Blok NSO akan berakhir pada 15 Oktober 2018. Namun, blok itu tetap dikelola oleh Pertamina. “Soalnya sejauh ini dalam hal sharing fasilitas sudah sangat dekat,” ujarnya.

Ego menambahkan, pihaknya akan berupaya untuk mencari skema yang paling baik untuk penerimaan negara dari sektor migas. Namun, dia enggan menekankan dengan skema gross split akan mendorong penerimaan negara bisa lebih baik ketimbang skema recovery cost.

Penerimaan negara dan sektor migas pada 2017 mencapai US$ 13,14 miliar atau lebih tinggi 8% dari target APBN-P 2017 senilai US$ 12,2 miliar. Kepala SKK Migas Amien Sunaryadi mengatakan bahwa penerimaan negara dari sektor migas melampaui target seiring dengan kenaikan harga minyak, terutama minyak mentah Indonesia (lndonesia crude price/ICP) yang sampai akhir tahun lalu berada di level US$ 51,19 per barel atau lebih tinggi dibandingkan dengan target APBN-P 2017 yang senilai US$ 48 per barel.

PENGUMUMAN LELANG

Kementerian ESDM menargetkan pengumuman lelan wilayah kerja migas yang diminati pada tahun lalu bisa dilakukan pada Februari 2018. Wakil Menteri ESDM Arcandra Tahar mengatakan, pihaknya akan terus melakukan percepatan tekait dengan proses lelang blok migas tersebut.

"Saya usahakan Februari pengumuman dan tanda tangan kontrak Maret 2018. Saya ingin mempercepat semuanya. Tidak ada alasan untuk menunda," katanya. 

Arcandra menegaskan, ada dua syarat utama yang harus dipenuhi oleh peserta lelang jika ingin terpilih, yakni rencana kerja dan anggaran, serta bonus tanda tangan.

"Yang dilihat itu work plan [rencana kerja] juga signature bonus [tanda tangan bonus]. Untuk cost tidak kita lihat karena gross split," tuturnya.

Adapun, sebanyak 20 dokumen penawaran telah diakses oleh 15 perusahaan. Dalam proses akhir, sebanyak enam perusahaan akhirnya memasukkan dokumen penawaran untuk lima blok. Selain mengumumkan pemenang lelang, awal tahun ini juga pemerintah akan kembali melakukan lelang blok migas.

Tercatat lebih dari 20 wilayah kerja migas yang tidak laku dilelang sejak 2015 akan dilelang ulang pada tahun ini. Arcandra menyatakan, pihaknya akan memimpin sendiri evaluasi lelang blok migas tersebut. Menurutnya, blok migas konvensional akan diprioritaskan karena yang non-konvensional dianggap masih belum belum kompetitif.

Pada akhir tahun lalu, dari 10 blok migas yang ditawarkan laugsung, ada lima blok yang sudah laku. Kelima blok itu ialah Blok Andaman l diminati Mubadala Petroleum (SE Asia) Ltd, Blok Merak-Lampung diminati oleh Tansri Madjid Energi. Selain itu, Blok West Yamdena dan Blok Pekawai diminati oleh PT Saka Energi Indonesia dan Blok Andaman diminati oleh Repsol Exploration SA, PT Energi Mega Persada Tbk., dan Konsorsium Premier Oil Far East Ltd., Mubadala Petroleum, dan KrisEnergy.

Termination Block Decided December



The government will decide the fate of a new contract for the eight oil and gas blocks whose Contract will expire or terminate in December 2017.

The government will evaluate proposals presented by PT Pertamina and its current contractors. The eight-block oil and gas contracts will expire in 2018. In early 2018, the government commissioned eight oil and gas blocks that had expired to Pertamina.

However, the contractors who are currently operators of the blocks are still given the opportunity to re-manage the work area. The eight working areas assigned to Pertamina are Tuban Block, East Java (JOB Pertamina-PetroChina East Java), Ogan Komering Block, South Sumatra (JOB Pertamina-Talisman); Sanga-Sanga Block, East Kalimantan (VICO), Southeast Sumatra Block (SES), Lampung (CNOOC SES Limited).

In addition, Central Block, East Kalimantan (Total E & P Indonesie), Attaka Block, East Kalimantan (Chevron), East Kalimantan Block (Chevron), and North Sumatra Offshore Block, Aceh (Pertamina). Of the eight blocks, Pertamina's commitment must be pitted with existing contractors on the Tuban Block, SES Block, Ogan Komering, and Sanga-Sanga Blocks. Meanwhile, the NSO Block will be managed integrated with the North Sumatra B Block (NSB), while the Central Block will be integrated with the Mahakam Block.

Director General of Oil and Gas of the Ministry of Energy and Mineral Resources (ESDM) Ego Syahrial said that it still opens opportunities for contractors to get involved in managing the work area after the contract expires.

Pertamina's plan and activities to manage the eight blocks of oil and gas will be pitted against the contractors who currently still manage the blocks.

According to him, if the current contractor's offer is more attractive in terms of efforts to maintain production and investment levels, the government can provide contract extension to the operator. However, the government will decide it after evaluation and listen to Pertamina's opinion about the management proposal of the blocks. If Pertamina's offer is more attractive, the government will give the company the right to manage it.

In January 2017, ESDM Minister Ignasius Jonan has assigned Pertamina to manage eight working areas which will expire in contract with the scheme of gross split share contract.

The Ogan Komering block managed by Pertamina and Talisman still produces 3,212 boepd of oil and natural gas and a production rate of 4%. Meanwhile, the government is still preparing a special auction for East Kalimantan Block and Attaka Block. The government will auction off both blocks by early 2018.

Both blocks will be auctioned as Pertamina has declared no interest to take over the two working areas. Pertamina argued that the two blocks did not meet the economics scale because there is a burden to conduct post-mining activities or abandonment site restoration (ASR). The reason, in the contract valid until 2018 has not set the obligation to set aside funds to conduct ASR.

On the other hand, to date, the government has no regulation governing ASR's obligations on old contracts.

"These two oil and gas blocks will be auctioned openly and in process. We make a document offer and we all will open auction. Beginning in 2018, "said Ego.

Previously, Pertamina Upstream Director of Syamsu Alam said that his party had submitted a proposal for the management plan of six oil and gas blocks that would expire the contract. It also awaits the government's decision whether the company gets a green light to manage the six blocks.

In particular, the Sanga-Sanga Block, President Director of Saka Energi Indonesia Tumbur Parlindungan mentioned, a subsidiary of PT Perusahaan Gas Negara Tbk. it still wants the rights to manage on a new contract. Therefore, he said, if Pertamina does not want to control 100% participation rights on the block, it wants to continue Sanga-Sanga management.

TAX GROSS SPLIT

In the meantime, the Government Regulation on Taxation in the Gross Split Revenue Scheme has reached the finalization stage. Director General of Budget at the Ministry of Finance Askolani said that the regulation is still being re-evaluated by the Ministry of Energy and Mineral Resources (FFA) and the Directorate General of Taxation.

"It is still the final check between ESDM, Directorate General of Taxes, and BKF" he said on Wednesday (22/11).

He said, it still has not calculated how much potential will be included in non tax revenue (PNBP) by using gross split scheme in oil and gas block management.

According to him, although the government will use the gross profit-sharing scheme, the potential for tax revenue and non-tax revenues will be balanced. Head of Fiscal Policy Office Suahasil Nazara said, there are three main principles in the preparation of the gross split tax regulation.

First, taxation is intended to encourage the oil and gas industry.

"I told the tax friends do not raised taxes in front. Later if the industry exists, it will automatically appear taxes, taxes will appear once the contractor has lifting (oil and gas production). So, state revenue spur tax economic growth is there, "he said.

Second, this regulation provides legal certainty. Some of the terms in the production sharing contract with the cost recovery scheme are still in the gray area causing uncertainty.

Third, the regulation is simple so as not to bother oil and gas contractors.

Earlier, Vice Minister of Finance Mardiasmo said, with the scheme for the gross split, tax revenue is potentially declining. However, the decline in oil and gas tax will be offset by PNBP which is believed to be increasing.

He added, with the gross split scheme, the income tax rate decreased from 35% to 25%. In addition, if activities are still in the indirect tax exploration stage will be eliminated as fiscal incentives.

Blok Terminasi Diputuskan Desember


Pemerintah akan memutuskan nasib kontrak baru untuk kedelapan blok  minyak dan gas bumi yang Kontraknya akan berakhir atau terminasi paada Desember 2017.

Pemerintah akan mengevaluasi proposal yang disodorkan PT Pertamina dan kontraktor saat ini. Kontrak delapan blok migas itu akan berakhir pada 2018. Pada awal 2018, pemerintah menugaskan delapan blok migas yang telah berakhir- kontraknya kepada Pertamina.

Namun, kontraktor yang saat ini menjadi operator blok-blok itu masih diberikan kesempatan untuk mengelola kembali wilayah kerja itu.  Delapan wilayah kerja yang ditugaskan kepada Pertamina yakni Blok Tuban, Jawa Timur (JOB Pertamina-PetroChlna East Java), Blok Ogan Komering, Sumatra Selatan (JOB Pertamina-Talisman); Blok Sanga-Sanga, Kalimantan Timur (VICO), Blok Southeast Sumatera (SES), Lampung (CNOOC SES Limited).

Selain itu, Blok Tengah, Kalimantan Timur (Total E&P Indonesie), Blok Attaka, Kalimantan Timur (Chevron), Blok East Kalimantan (Chevron), dan Blok North Sumatera Offshore, Aceh (Pertamina). Dari delapan blok itu, komitmen Pertamina harus diadu dengan kontraktor existing pada pengelolaan Blok Tuban, Blok SES, Ogan Komering, dan Blok Sanga-Sanga. Sementara itu, Blok NSO akan dikelola terintegrasi dengan Blok North Sumatra B (NSB), sedangkan Blok Tengah akan diintegrasikan dengan Blok Mahakam.

Direktur Jenderal Minyak dan Gas Bumi Kementerian Energi dan Sumber Daya Mineral (ESDM) Ego Syahrial mengatakan bahwa pihaknya masih membuka kesempatan kepada para kontraktor untuk ikut terlibat dalam pengelolaan wilayah kerja tersebut setelah kontrak berakhir.

Rencana kegiatan dan komitmen Pertamina untuk mengelola delapan blok migas tersebut akan diadu dengan para kontraktor yang saat ini masih mengelola blok-blok tersebut.

Menurutnya, bila tawaran kontraktor saat ini lebih menarik dalam hal upaya menjaga tingkat produksi dan investasi, pemerintah bisa memberikan perpanjangan kontrak kepada operator tersebut. Namun, pemerintah akan memutuskan hal itu setelah evaluasi dan mendengarkan pendapat Pertamina tentang proposal pengelolaan blok-blok tersebut. Jika penawaran Pertamina lebih menarik, pemerintah akan memberikan hak kelola kepada perseroan itu.

Pada Januari 2017, Menteri ESDM Ignasius Jonan telah menugaskan kepada Pertamina untuk mengelola delapan wilayah kerja yang akan habis masa kontraknya dengan skema kontrak bagi hasil kotor atau gross split.

“Batas waktunya pada Desember 2017, sudah bisa memanggil Direktur Utama Pertamina Elia Massa Manik."

Berdasarkan data SKK Migas, per kuartal lll/2017, realisasi produksi Blok Tuban yang dikelola Pertamina bersama Petro-China sebesar 3.781 barel setara minyak per hari (barrel oil equivalent per day/ boepd) dengan laju penurunan produksi 0%. 

Produksi Blok SES yang dioperasikan CNOOC sebanyak 52.944 boepd dengan laju penurunan produksi 4%. Blok Sanga-Sanga yang dioperatori VICO masih menghasilkan migas sebanyak 40.572 boepd dengan laju penurunan produksi 25%.

Blok Ogan Komering yang dikelola Pertamina dan Talisman masih menghasilkan minyak dan gas bumi sebanyak 3.212 boepd dan laju penunman produksi 4%. Sementara itu, pemerintah masih menyiapkan lelang khusus untuk Blok East Kalimantan dan Blok Attaka. Pemerintah akan melelang kedua blok itu pada awal 2018.

Kedua blok itu akan dilelang karena Pertamina telah menyatakan tidak berminat untuk mengambil alih kedua wilayah kerja itu. Pertamina beralasan kedua blok itu tidak memenuhi skala keekonomian karena terdapat beban untuk melakukan kegiatan pasca tambang atau abandonment site restoration (ASR). Pasalnya, pada kontrak yang berlaku hingga 2018 belum diatur kewajiban untuk menyisihkan dana untuk melakukan ASR. 

Di sisi lain, hingga saat ini, pemerintah tidak memiliki regulasi yang mengatur tentang kewajiban ASR pada kontrak-kontrak lama.

“Dua blok migas ini akan dilelang dengan sustem terbuka dan sedang berproses. Kita buat penawaran dokumen dan semuanya kita akan lelang terbuka. Awal tahun 2018,” kata Ego.

Sebelumnya Direktur Hulu Pertamina Syamsu Alam mengatakan bahwa pihaknya telah menyampaikan proposal untuk rencana pengelolaan enam blok migas yang akan habis kontrak. Pihaknya pun menanti keputusan pemerintah apakah perseroan mendapat lampu hijau untuk mengelola enam blok tersebut.

Sementala itu, khusus Blok Sanga-Sanga, Presiden Direktur Saka Energi Indonesia Tumbur Parlindungan menyebut, anak perusahaan PT Perusahaan Gas Negara Tbk. itu masih menginginkan hak kelola pada kontrak baru. Oleh karena itu, dia menuturkan, bila Pertamina tidak ingin menguasai 100% hak partisipasi pada blok itu, pihaknya ingin melanjutkan pengelolaan Sanga-Sanga.

PAJAK GROSS SPLIT

Sememara itu, Peraturan Pemerintah tentang Perpajakan dalam Skema Bagi Hasil Gross Split sudah mencapai tahap finalisasi. Direktur Jenderal Anggaran Kementerian Keuangan Askolani mengatakan bahwa saat ini regulasi itu masih dievaluasi kembali oleh Kementerian ESDM, Badan Kebijakan Fiskal (BKF) dan dan Ditjen Pajak.

“Ini masih dicek final antara ESDM, Ditjen Pajak, dan BKF” katanya, Rabu (22/11).

Dia menuturkan, pihaknya masih belum menghitung berapa potensi yang akan masuk dalam pendapatan negara bukan pajak (PNBP) dengan menggunakan skema bagi hasil kotor (gross split) dalam pengelolaan blok migas.

Menurutnya, meskipun pemerintah akan menggunakan skema bagi hasil kotor, potensi penerimaan yang masuk dalam pajak dan PNBP dipastikan akan seimbang. Kepala Badan Kebijakan Fiskal Suahasil Nazara menuturkan, ada tiga prinsip utama dalam penyusunan peraturan pajak gross split.

Pertama, perpajakan dimaksudkan untuk mendorong industri migas. 

“Saya bilang ke teman-teman pajak jangan dimunculkan pajak di depan. Nanti kalau industri ada, itu akan muncul secara otomatis pajaknya, pajak akan muncul begitu kontraktor ada lifting (produksi migas). Jadi, penerimaan negara memacu pertumbuhan ekonomi pajaknya ada di situ,” ujarnya.

Kedua, regulasi ini memberi kepastian hukum. Beberapa hal dalam kontrak bagi hasil dengan skema pengembalian biaya produksi (cost recovery) masih di wilayah abu-abu sehingga menimbulkan ketidakpastian. 

Ketiga, regulasi itu bersifat sederhana sehingga tidak merepotkan kontraktor migas.

Sebelumnya, Wakil Menteri Keuangan Mardiasmo mengatakan, dengan adanya skema bagi hasil gross split tersebut, penerimaan pajak memang berpotensi menurun. Namun, penurunan pajak migas akan diimbangi dari PNBP yang diyakini bakal bertambah.

Dia menambahkan, dengan skema gross split, tarif PPh turun dari 35% menjadi 25%. Selain itu, jika kegiatan masih dalam tahap eksplorasi pajak tidak langsung akan dihilangkan sebagai insentif fiskal.

CNPC International-Pertamina Hulu Sign Oil and Gas Cooperation



The parent company of PetroChina, CNPC (China National Petroleum Corporation) International, signed a Memorandum of Understanding (MoU) with PT Pertamina in an effort to increase cooperation in oil and gas business development both in Indonesia and abroad.

The MOU was signed by CNPC International President Lyu Gongxun and Senior Vice President of Upstream Business Development of Pertamina Denie Tampubolon in Jakarata.

Upstream Director of Pertamina Syamsu Alam, several Pertamina directors, and President of PetroChina International Companies in Indonesia, Gong Bencai, witnessed the signing of the cooperation.

The Memorandum of Understanding contains several key points in the effort to enhance cooperation between CNPC International and Pertamina, including oil and gas project management cooperation in upstream and downstream sectors, both in Indonesia and internationally as well as cooperation in oil and gas services both in Indonesia and in the country other.

WK Tuban block covers the regencies of Tuban, Bojonegoro, Gresik and Lamongan. The first reserve in the block was discovered in April 1994 and named Mudi field located in Tuban. The next discovery in 2001 known as Sukowati field is located in Bojonegoro.

Ali explained, the highest production JOB PPEJ occurred in 2012. Namely, reaching 48 thousand barrels of oil per day (BOPD). A total of 35 wells are actively managed by JOB PPEJ to date. The details are Sukowati field 26 wells and Mudi 9 wells field.

Currently the field contains more water than oil. At Sumur Mudi, the water is produced 18 thousand- 19 thousand barrel water per day (BWPD). Oil production is only 1,100-1,200 BOPD. As for Sukowati well, its water production is 19 thousand-20 thousand BWPD and oil is 8,700-8,900 BOPD.

"In East Java, the largest contribution is still held by Banyu Urip field with the realization of 200 thousand BOPD-206 thousand BOPD. national production of 800 thousand BOPD-815 thousand BOPD " Ali said.

According to him, the increase in national oil production is in need of innovation. Especially to attract investment of new working areas and new wells.

Bagi Dua Pengeloaan Wilayah Kerja Blok Tuban  

Ditetapkan Setelah Kontrak JOB PPEJ Berakhir

Wilayah Kerja (WK) BlokTuban direncanakan segera dibagi menjadi dua. Hal tersebut dilakukan setelah kontrak Joint Operating Body Pertamina Petrochina East Java (JOB PPEJ) sebagai operator Blok Tuban berakhir pada Februari 2018.

Meski begitu, pihak Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) belum memastikan siapa yang akan mengelola Blok Tuban akan ditetapkan saat kontrak habis.

Kepala Perwakilan SKK Migas Jabanusa Ali Masyhar menyatakan, WK akan dikembalikan ke pemerintah dan selanjutnya dikelola perusahaan baru. 

"Kabarnya akan cenderung dibagi menjadi dua. Lapangan Sukowati akan diambil alih Pertamina EP Asset 4 dan lapangan Mudi mungkin diambil anak perusahaan Pertamina, yaitu Pertamina Hulu Energi (PHE)," jelasnya.

Namun, dia menegaskan bahwa skema tersebut masih bersifat kemungkinan, Pertimbangannya adalah kedekatan wilayah. Keputusannya akan ditetapkan setelah masa kontrak berakhir. 

”Kurang lebih akan seperti itu. Tapi, memang belum bisa pasti karena belum ditetapkan" ujar Ali.

WK Blok Tuban meliputi wilayah Kabupaten Tuban, Bojonegoro, Gresik, dan Lamongan. Cadangan pertama di blok tersebut ditemukan pada April 1994 dan diberi nama lapangan Mudi yang terletak di Tuban. Penemuan berikutnya pada 2001 yang dikenal dengan nama lapangan Sukowati yang terletak di Bojonegoro.

Ali memaparkan, produksi tertinggi JOB PPEJ terjadi pada 2012. Yakni, mencapai 48 ribu barrel oil per day (BOPD). Total 35 sumur yang aktif dikelola JOB PPEJ sampai saat ini. Perinciannya, lapangan Sukowati 26 sumur dan lapangan Mudi 9 sumur.

Saat ini lapangan tersebut lebih banyak mengandung air daripada minyak. Di Sumur Mudi, air yang ikut diproduksi 18 ribu- 19 ribu barrel water per day (BWPD ). Produksi minyak hanya 1.100-1.200 BOPD. Adapun di Sumur Sukowati, produksi airnya 19 ribu-20 ribu BWPD dan minyak 8.700- 8.900 BOPD. 

"Di wilayah Jatim, kontribusi terbesar masih dipegang lapangan Banyu Urip dengan realisasi 200 ribu BOPD-206 ribu BOPD. Sedangkan produksi secara nasional 800 ribu BOPD-815 ribu BOPD" kata Ali.

Menurut dia, peningkatan produksi minyak nasional sangat memerlukan inovasi. Terutama untuk menarik investasi wilayah kerja baru dan sumur baru.

Pertamina's portion is reduced



The government will reduce the share of PT Pertamina in managing oil and gas blocks that have been exhausted by 2018.

In January 2017, the Minister of Energy and Mineral Resources (EMR) Ignasius Jonan has assigned PT Pertamina to manage eight working areas of oil and gas which will expire. The new contract of eight blocks of oil and gas will use the gross split.

Pemerintah akan mengurangi bagian PT Pertamina dalam pengeloaan blok minyak dan gas bumi yang telah habis kontrak pada 2018.
Pada Januari 2017, Menteri Energi dan Sumber Daya Mineral (ESDM) Ignasius Jonan telah menugaskan kepada PT Pertamina untuk mengelola delapan wilayah kerja migas yang akan habis masa kontraknya. Kontrak baru delapan blok migas itu akan menggunakan bagi hasil kotor atau gross split.

Delapan blok migas itu adalah Blok Tuban (JOB Pertamina-PetroChina East Java), Blok Ogan Komering (JOB Pertamina-Talisman), Blok Sanga-Sanga (VICO), Blok Southeast Sumatera (CNOOC SES Limited), Blok Tengah (Total E&P Indonesie), Blok Attaka (Chevron), Blok East Kalimantan (Chevron), dan Blok North Sumatera Offshore (Pertamina).

Kontrak delapan blok migas itu akan berakhir pada 2018. Pemerintah pun telah menugaskan Pertamina untuk mengambil alih seluruh blok tersebut.

Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM Ego Syahrial mengatakan, dari delapan wilayah kerja itu, Pertamina telah menyatakan bahwa tidak akan mengelola Blok East Kalimantan dan Attaka. Pengelolaan Blok Tengah yang berlokasi di Kalimantan Timur akan digabung dengan Blok Mahakam. Mulai 1 Januari 2018, PT Pertamina Hulu Mahakam menjadi operator Blok Mahakam menggantikan PT Total E&P Indonesie.

Pertamina juga telah memastikan akan mengelola Blok North Sumatra Offshore yang berlokasi di Aceh. Sementara itu, empat blok lainnya, yakni Blok Sanga-Sanga, South East Sumatra, JOB Tuban dan JOB Ogan Komering perlu mempertimbangkan kontraktor saat ini yang menyatakan masih berminat dan memiliki komitmen mengelola blok tersebut.

“Dari lima blok itu, satu blok memang sudah dipastikan oleh Pertamina. NSO [North Sumatra Offshore] sudah pasti. Jadi hanya tersisa empat blok. Dari empat blok itu, memang kita akan lihat segala macam,” ujarnya usai menghadiri Paparan Pencapaian Kinerja Hulu Minyak dan Gas Bumi Kuartal III/2017, Jumat (27/10).

MENJADI HAMBATAN

Menurutnya, pemerintah khawatir pengelolaan delapan blok habis kontrak yang menggunakan skema gross split membebani keuangan perseroan. Dengan demikian, kemungkinan upaya pemerintah untuk menjaga produksi dan biaya produksi agar lebih efisien tidak bisa tercapai karena perlu biaya besar blok migas yang sudah berumur lebih dan 30 tahun itu.

Apalagi, Pertamina akan menjadi operator Blok Mahakam mulai awal 2018 yang akan membutuhkan biaya US$ 3 miliar untuk mengelola blok tersebut.

BMI Research mencatat, rencana investasi Pertamina sebesar US$ 54 miliar pada 2025 di sektor hulu migas akan digunakan untuk pengelolaan aset migas habis kontrak di dalam negeri. Pasalnya, Pertamina membutuhkan dana agar bisa menjaga produksi blok-blok habis kontrak tersebut.

Sebagai contoh, untuk pengelolaan Blok Mahakam, Pertamina yang akan menjadi operator baru pada Januari 2018 membutuhkan biaya tahunan sebesar US$ 2 miliar-US$ 2,5 miliar.

Sementara itu, pengelolaan Blok East Kalimantan, Blok Attaka, Blok Sanga-Sanga, Blok Southeast Sumatera, dan Blok Rokan yang akan habis kontrak pada 2021 membutuhkan total dana sebesar US$ 2,7 miliar hanya untuk perawatan.

“Bukan ragu. Pertamina tetap, hanya pemerintah melihat dari dua sisi, kita pemerintah berkepentingan agar produksi jangan sampai turun,” kata Ego. 

Di sisi lain, dia menyebut bahwa kontraktor di blok lain, yakni Sanga-Sanga, Southeast Sumatera, Ogan Komering, dan Blok Tuban menyatakan minat untuk mengelola kembali blok itu setelah kontrak berakhir.

Direktur Pembinaan Usaha Hulu Minyak dan Gas Bumi Tunggal mengatakan bahwa untuk Blok Attaka, pemerintah telah menugaskan kepada Pertamina. Pertamina ditugaskan sementara, yakni selama 10 bulan hingga kontrak Blok East Kalimantan berakhir.

Alasannya, kontraktor Blok Attaka saat ini, yaitu Chevron Pacific Indonesia dan Inpex yang menguasai saham partisipasi masing-masing 50%, tidak bersedia menerima penugasan sementara.
