Migas Working Area Shrinking

At the beginning of the year until September 2017, the number of oil and gas working area (WK) in Indonesia experienced depreciation. The condition is due to the return of work area by the contractor because there is no fund.

Head of Special Unit for Upstream Oil and Gas Business Activities (SKK Migas) Amin Suryanardi said that until the third quarter of 2017, the number of working areas only reached 264. Details, 87 WK exploitation and 126 WK exploration.

"The number is decreasing compared to last year with the number of WK as much as 277 WK," he said yesterday (29/10).

The number of WK has decreased consistently since 2013. At that time the number was 321 WK, then decreased to 318 WK in 2014 and 312 WK in 2015. In 2016 the number is reduced again to 289 WK.

Working Area Oil and Gas 

"The contractor who returns the block goes to the second class so they do not have the funds to implement their commitments in completing the exploration," he said.

Currently the number of WK threatened again reduced. Therefore, 40 WK is in the process of returning to the country. The government is currently auctioning 15 oil and gas blocks of phase I with a gross split scheme to increase the number of working areas. A total of ten oil and gas blocks are conventional oil and gas blocks and five unconventional oil and gas blocks. Auction mechanisms are regular and direct deals.

Conventional and nonconventional block auction listing access is done through a maximum direct and regular bidding mechanism through November 20th. Meanwhile, the maximum return of documents will be made on November 27th.

Not only reduced WK oil and gas, lifting targets are also not fulfilled. Until the third quarter, oil and gas lifting target is still not in line with the target in APBNP 2017.

The realization of oil lifting target until the third quarter of this year only reached 797 thousand barrels of oil per day (bopd) or 98 percent of the target in APBNP 2017 with lifting of 815 thousand barrels per day. Then, the realization of gas lifting only reached 6,367 mmscfd or 99 percent of the 2017 APBNP target at 6,440 mmscfd.

Realization of state revenue was only reached 79 percent, which amounted to USD 9.59 billion. The target revenue of these countries and sectors reached USD 12.1 0 billion. This year there will also be eight oil and gas contracts that will expire and be transferred.

"The government formed an evaluation team, in essence, the transfer of operations from existing to new ones should not decrease the production and the cost per barrel should not exceed the previous one," said Director General of Oil and Gas at the Ministry of Energy and Mineral Resources Ego Syahrial.

WK Migas Menyusut

Pada awal tahun hingga September 2017 ini, jumlah wilayah kerja (WK) migas di Indonesia mengalami penyusutan. Kondisi tersebut disebabkan pengembalian wilayah kerja oleh kontraktor karena tidak ada dana.

Kepala Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) Amin Suryanardi menyatakan, hingga triwulan ketiga 2017, jumlah wilayah kerja hanya mencapai 264. Perinciannya, 87 WK eksploitasi dan 126 WK ekplorasi. 

"Angka tersebut mengalami penurunan daripada tahun lalu dengan jumlah WK sebanyak 277 WK,” katanya kemarin (29/ 10).

Jumlah WK memang berkurang secara konsisten sejak 2013. Saat itu jumlahnya 321 WK, lalu menurun menjadi 318 WK pada 2014 dan 312 WK pada 2015. Pada 2016 jumlahnya berkurang lagi menjadi 289 WK. 

"Kontraktor yang mengembalikan blok tersebut masuk ke kelas duafa sehingga tidak mempunyai dana untuk melaksanakan komitmen mereka dalam menyelesaikan eksplorasi," ucapnya.

Saat ini jumlah WK terancam kembali berkurang. Sebab, 40 WK sedang dalam proses pengembalian ke negara. Pemerintah saat ini sedang melelang 15 blok migas tahap I dengan skema gross split untuk meningkatkan jumlah wilayah kerja. Sebanyak sepuluh blok migas merupakan blok migas konvensional dan lima blok migas nonkonvensional. Mekanisme lelang dilakukan secara reguler dan penawaran langsung. 

Akses dokuman lelang blok konvensional dan nonkonvensional dilakukan melalui mekanisme penawaran langsung dan reguler maksimal hingga 20 November. Sementara itu, pengembalian dokumen maksimal dilakukan pada 27 November. 

Bukan hanya WK migas yang berkurang, target lifting juga belum terpenuhi. Hingga kuartal ketiga, target lifting minyak dan gas masih belum sesuai target dalam APBNP 2017.

Realisasi target lifting minyak hingga triwulan ketiga tahun ini hanya mencapai 797 ribu barel minyak per hari (bopd) atau 98 persen dari target dalam APBNP 2017 dengan lifting sebesar 815 ribu barel per hari. Lantas, realisasi lifting gas hanya mencapai 6.367 mmscfd atau sebesar 99 persen dari target APBNP 2017 di angka 6.440 mmscfd. 

Realisasi penerimaan negara pun hanya mencapai 79 persen, yakni sebesar USD 9,59 miliar. Target penerimaan negara dan sektor tersebut mencapai USD 12,1 0 miliar. Tahun ini juga akan ada delapan kontrak migas yang akan berakhir dan dialihkan. 

"Pemerintah membentuk tim evaluasi. Intinya, perpindahan operasi dari eksisting ke yang baru tidak boleh menurunkan produksi serta ongkos per barelnya jangan sampai melebihi yang sebelumnya," ujar Direktur Jenderal Minyak dan Gas Bumi Kementerian Energi dan Sumber Daya Mineral Ego Syahrial.
