Cegah Produksi Turun, Pertamina Harus Segera Teken Kontrak
Pemerintah berharap PT Pertamina dapat segera menandatangani kontrak baru untuk depan blok migas terminasi yang ditugaskan pengelolaannya ke perusahaan migas milik pemerintah itu. Pasalnya, pemerintah tidak ingin produksi minyak dan gas (migas) blok-blok ini turun drastis.
Direktur Pembinaan Hulu Direktorat Jenderal Minyak dan Gas Bumi Kementerian Energi dan Sumber Daya Mineral (ESDM) Tunggal mengatakan, pihaknya terus mendorong Pertamina untuk segera meneken kontrak kerja sama delapan blok migas ini, jauh-jauh hari sebelum kontrak lama berakhir.
Hal ini diperlukan agar proses transisi pengelolaan berjalan lancar. Sesuai aturan, kontrak baru disebutnya harus ditanda-tangani satu tahun sebelum kontrak Iama berakhir.
Hal ini mengingat ketiadaan keputusan yang jelas akan membuat kontraktor eksisting ragu mengucurkan dana investasi yang ujungnya berdampak pada produksi migas. “Produksi itu fungsi dari investasi. Kalau dia tidak mengebor dan memperbaiki sumur, produksi migas bisa resiko turun,” kata dia di Jakarta.
Meski demikian, dikatakannya Pertamina telah meminta tambahan waktu satu bulan untuk mengevaluasi keekonomian delapan blok migas ini. Surat permohonan perpanjangan waktu ini telah diajukan pertamina pada 17 Mei lalu.
Hal ini karena ketika mengajukan permohonan pengelolaan delapan blok migas ini, Pertamina masih menghitung keekonomiannya dengan kontrak kerja sama skema cost recovery, bukan gross split seperti yang ditetapkan pemerintah.
“Dulu Pertamina mengusulkan pakai skema cost recovery, tetapi saat mau habis kontraknya, Peraturan Menteri tentang gross split. Jadi Pertamina mau mengkaji ulang keekonomiannya dengan skema baru,” kata Tunggal. Sehingga tentang nasib delapan blok migas ini, Pemerintah masih menunggu Pertamina.
Mengingat penugasan kepada Pertamina telah diberikan sejak tiga bulan lalu, pihaknya berharap kontrak bisa segera diteken. Apalagi berdasarkan pengalaman di Blok Mahakam, alih kelola blok migas tidak cukup dilakukan dalam satu tahun saja.
“Pemerintah inginnya as soon as possible, secepatnya. Bolanya ada di Pertamina,” ujarnya. Seperti diketahui, Pemerintah menugaskan Pertamina untuk mengelola delapan blok yang kontraknya kebanyakan selesai pada 2018. Rincinya, Blok Tuban selesai kontraknya pada 23 Februari 2018, Ogan Komering 28 Februari 2018, Sanga-Sanga 7 Agustus 2018, Southeast Sumatera 5 September 2018, Blok Tengah 4 Oktober 2018, North Sumatera Offshore 15 Oktober 2018, dan East Kalimantan pada 24 Oktober 2018. Sementara Blok Attaka justru kontraknya sudah habis pada 31 Maret 2017 lalu.
Sementara itu, Menteri ESDM Ignasius Jonan kembali mengingatkan industri hulu migas untuk lebih efisien. Pasalnya jika industri hulu migas tidak efisien, maka industri lainnya akan kalah daya saingnya. Hal ini juga berlaku bagi Pertamina dalam pengelolaan delapan blok migas ini. “Pertamina mulai ngomong dikasih 8 blok migas dengan gross split, sanggup tidak? Kalau tidak sanggup, kembalikan saja kepada negara," tegas dia.
Lebih Akuntabel
Sementara itu, Direktur Utama Pertamina Elia Massa Manik mengungkapkan, tambahan waktu satu bulan diperlukan agar perseroan dapat membuat perhitungan keekonomian secara kredibel, reliabel, dan akuntabeI. Hal ini mengingat keuangan perseroan cukup ketat dengan banyaknya proyek kilang yang harus didanai.
“Jadi kami ingin ketika ditermina blok migas baru ini, bisa dipertanggungjawabkan dan tidak menambah beban baru. Jadi, prinsip kehati-hatian harus dijalankan, jadi kami minta tambahan waktu agar semua jalan baik,” jelasnya.
Direktur Hulu Pertamina Syamsu Alam menambahkan, alih kelola delapan blok migas ini berbeda dengan Blok Mahakam. Kontrak baru Blok Mahakam masih sama skemanya dengan kontrak lama, yakni cost recovery. Sementara kontrak baru delapan blok migas ini menggunakan skema gross split.
“Jadi kami perlu evaluasi subsurface, teknologi, dan manpower yang akan dipakai. Sehigga perlu tambahan waktu satu bulan,” kata dia.
Pihaknya mengupayakan sudah mendapat gambaran keekonomian delapan blok migas ini dalam satu bulan ke depan. Setelah itu, pihaknya akan menyampaikan proposal kepada pemerintah yang mencakup soal terms and condition kontrak usulan Pertamina. Selanjutnya, Pertamin siap membahas kapan tanda tangan kontrak dengan pemerintah.
Pasca kontrak diteken, Alam sempat menyebutkan akan menyerahkan pengelolaan delapan blok migas ini ke anak perusahaan. Blok East Kalimantan, Sanga-Sanga, dan Attaka akan dikelola anak perusahaan baru, yakni Pertamina Hulu Indonesia.
PT Pertamina Hulu Mahakam akan berada di bawah Pertamina Hulu Indonesia. Sementara Blok North Sumatera Offshore, South East Sumatera, dan Blok Tengah akan digarap PT Pertamina Hulu Energi.
“Jadi PHE mengelola blok yang berdekatan dengan daerahnya, agar lebih efisien. lni lebih memudahkan koordinasi dengan operasional saja," kata Alam.
