PT Pertamina requested an extension for a period to review eight oil and gas blocks to be submitted by the government to the company.
The government will surrender eight oil and gas blocks that have contracted out to Pertamina. As a condition, the eight blocks must use a gross split scheme to replace the revenue-sharing scheme with the cost returned to the contractor (cost recovery).
On the other hand, the government is bothering Pertamina to return the assigned oil and gas blocks if it is unable to run a gross profit sharing scheme. This was confirmed by the Minister of Energy and Mineral Resources (ESDM) Ignatius Jonan.
In January 2017, Jonan has determined the fate of eight working areas whose contract term expires in 2017 and 2018. Eight work areas are assigned to Pertamina after the contract ends using a gross split scheme.
Thus, in addition to Offshore North West Java (ONWJ) Block, the eight working areas will switch contracts from contracts for cost recovery to gross split. As a result, nine work areas no longer use contract schemes with operating cost refunds. According to him, if Pertamina feels unable to manage the block with a gross split scheme, Pertamina is welcome to return the block to the government.
The Government, will offer the block to other contracting contractors (KKKS). Because, he prioritizes that all activities upstream oil and gas can run efficiently as the message of President Joko Widodo.
Upstream Director of Pertamina Syamsu Alam said it had submitted a request to extend the review period for a month. Currently, he mentioned that he is still evaluating the management of blocks assigned using gross split. Nevertheless, he did not want to mention whether there will be a block that is likely to be returned to the government.
All activities and cost calculations including the policy to pay undepreciated costs on a new contract that Pertamina will manage must be calculated as it will affect the net present value or the calculation of the investment refers to the current value.
Referring to Minister of Energy and Mineral Resources Regulation no. 26/2017, contractors who are entitled to manage the termination block must pay cash on the investment costs incurred by the existing contractor before the contract expires. We are doing the evaluation thoroughly, therefore we ask for an additional time of 1 month for it.

Director of Upstream Oil and Gas Upstream Business Development of the Ministry of ESDM Tunggal acknowledged that Pertamina proposed an additional time to review the continuation of the development of the assigned work area in January. According to Tunggal, since May 2017, Pertamina wants the field economic calculation time to be extended until June 2017. Pertamina, he said, will deliver it to the Minister of EMR.
The economic calculation is done because the management of the eight working areas to which the contract is exhausted does not take into account the change of production sharing contract (PSC) cost recovery to gross split.
Through the gross split, the government offers a more flexible revenue sharing system with 57% government composition and 43 contractors (oil) and 52:48 (gas)

Pertamina Minta Perpanjangan Kajian
PT Pertamina meminta perpanjangan waktu selama sebuan untuk mengkaji delapan blok minyak dan gas bumi yang akan diserahkan pemerintah kepada perseroan.
Pemerintah akan menyerahkan delapan blok minyak dan gas bumi yang habis kontrak kepada Pertamina. Sebagai syarat, delapan blok itu harus menggunakan skema bagi hasil kotor (gross split) menggantikan skema bagi hasil dengan biaya yang dikembalikan ke kontraktor (cost recovery).
Di sisi Iain, pemerintah memperboIehkan Pertamina untuk mengembalikan blok migas yang ditugaskan tersebut jika tidak sanggup menjalankan skema bagi hasil kotor. Hal itu ditegaskan oleh Menteri Energi dan Sumber Daya Mineral (ESDM) Ignasius Jonan.
Pada Januari 2017, Jonan telah menetapkan nasib delapan wilayah kerja yang habis masa kontraknya pada 2017 dan 2018. Delapan wilayah kerja tersebut ditugaskan kepada Pertamina setelah kontrak berakhir dengan menggunakan skema gross split.
Dengan demikian, selain Blok Offshore North West Java (ONWJ), delapan wilayah kerja tersebut akan beralih kontrak kerja samanya dari kontrak bagi hasil cost recovery menjadi gross split. Alhasil, sembilan wilayah kerja tidak lagi menggunakan skema kontrak dengan pengembalian biaya operasi. Menurutnya, bila Pertamina merasa tidak sanggup mengelola blok tersebut dengan skema gross split, Pertamina dipersilahkan untuk mengembalikan bloknya kepada pemerintah.
Pemerintah, akan menawarkan blok tersebut kepada kontraktor kontrak kerja sama (KKKS) lainnya. Pasalnya, dia mengutamakan agar seluruh kegiatan hulu migas bisa berjalan efisien seperti pesan Presiden Joko Widodo.
Direktur Hulu Pertamina Syamsu Alam mengatakan, pihaknya telah menyampaikan permohonan untuk memperpanjang waktu kajian selama sebulan. Saat ini dia menyebut masih melakukan evaluasi pengelolaan blok yang ditugaskan menggunakan gross split. Namun demikian, dia belum mau menyebut apakah akan ada blok yang berpeluang dikembalikan kepada pemerintah.
Seluruh kegiatan dan kalkulasi biaya termasuk kebijakan untuk membayar biaya yang belum terdepresiasi (undepreciated cost) pada kontrak baru yang nantinya dikelola Pertamina harus dihitung karena akan memengaruhi net present value atau perhitungan investasi mengacu pada nilai saat ini.
Mengacu pada Peraturan Menteri ESDM No. 26/2017, kontraktor yang mendapat hak kelola di blok terminasi harus membayar tunai biaya investasi yang dikeluarkan kontraktor yang ada (existing) sebelum kontrak berakhir. Kita sedang lakukan evaluasi dengan seksama, oleh karena itu kita minta waktu tambahan 1 bulan untuk itu.
WAKTU DITAMBAH
Direktur Pembinaan Usaha Hulu Minyak dan Gas Bumi Kementerian ESDM Tunggal mengakui bahwa Pertamina mengusulkan penambahan waktu untuk mengkaji kelanjutan pengembangan wilayah kerja yang ditugaskan pada Januari itu. Menurut Tunggal, sejak Mei 2017, Pertamina menginginkan agar waktu perhitungan keekonomian lapangan diperpanjang hingga Juni 2017. Pertamina, katanya, akan menyampaikannya kepada Menteri ESDM.
Perhitungan keekonomian dilakukan karena pengelolaan delapan wilayah kerja yang akan habis kontraknya itu belum memperhitungkan pengubahan kontrak bagi hasil produksi (production sharing contract/PSC) cost recovery menjadi gross split.
Melalui gross split, pemerintah menawarkan sistem bagi hasil yang lebih fleksibel dengan komposisi pemerintah 57% dan kontraktor 43 (minyak) dan 52:48 (gas)
