Minister of Energy and Mineral Resources (ESDM) Ignasius Jonan asked the new Head of the Downstream Oil and Gas Regulatory Agency (BPH Migas) to realize a decline in gas prices in the industrial sector. Therefore, BPH Migas should be able to immediately formulate a more efficient transmission cost formulation.
Jonan warned that the decline in gas prices in industrial areas is a mandate of Presidential Regulation No. 40 of 2016 which must be achieved thoroughly from upstream to downstream. Currently, out of a total of seven industry groups that should receive a maximum gas price of US $ 6 per mmbtu per January 1, 2017, only three groups enjoy, namely fertilizer, steel and petrochemicals.
"How to make the cost of gas transmission and distribution can be reasonable. I want there is great efficiency in this sector, so try to set again. Must be calculated right, "said Jonan after inaugurating Fanshurullah Asa as Head of BPH Migas period 2017-2022, at the Office of the Ministry of Energy and Mineral Resources.
Fanshurullah who also doubles as a member of the Committee of BPH Migas officially replaces Andy Noorsaman Sommeng who is now Director General of Electricity Ministry of Energy and Mineral Resources.
Another thing that Jonan asked of the new head was the step of BPH Migas guarding the realization of one fuel price policy (BBM) in order to realize social justice. The government has assigned PT Pertamina to provide subsidized premium fuel and diesel fuel in outlying, remote, and lagging areas (BT), which are mostly located in eastern Indonesia.
In realizing the policy, Pertamina focuses on three efforts, namely the development of distribution institutions, capacity building of storage terminals, and infrastructure development. Although already mapped 150 districts / districts that are still experiencing fuel price disparity is quite high, the state-owned energy company is targeting the establishment of channeling institutions in 54 points throughout 2017.
"For Pertamina it has been assigned 150 points. It's just that we hope that the realization of channeling institutions will be accelerated. Actually we want 150 points that can be realized this year, just look at the cost of transport is charged to Pertamina, of course they have the calculation of its real ability, "said Panshurullah in response to the request of the Minister of Energy and Mineral Resources.

Penurunan Harga Gas Prioritas BPH Migas
Menteri Energi dan Sumber Daya Mineral (ESDM) Ignasius Jonan meminta Kepala Badan Pengatur Hilir Minyak dan Gas Bumi (BPH Migas) yang baru dapat mewujudkan penurunan harga gas di sektor industri. Karena itu, BPH Migas harus dapat segera merumuskan formulasi biaya transmisi yang lebih efisien.
Jonan mengingatkan penurunan harga gas di area industri merupakan amanat Peraturan Presiden Nomor 40 Tahun 2016 yang harus bisa dicapai menyeluruh mulai dari hulu hingga hilir. Saat ini, dari total tujuh golongan industri yang semestinya menerima harga gas maksimum US$6 per mmbtu per 1 Januari 2017, hanya tiga golongan yang menikmati, yakni pupuk, baja, dan petrokimia.
“Bagaimana membuat biaya transmisi dan distribusi gas itu bisa reasonable. Saya ingin ada efisiensi besar di sektor ini, makanya coba diatur lagi. Harus dihitung betul,” pesan Jonan seusai melantik Fanshurullah Asa sebagai Kepala BPH Migas periode 2017-2022, di Kantor Kementerian ESDM.
Fanshurullah yang juga merangkap sebagai anggota Komite BPH Migas resmi menggantikan Andy Noorsaman Sommeng yang kini menjabat Direktur Jenderal Ketenagalistrikan Kementerian ESDM.
Hal lain yang diminta Jonan pada kepala yang baru ialah langkah BPH Migas mengawal realisasi kebijakan satu harga bahan bakar minyak (BBM) dalam rangka mewujudkan keadilan sosial. Pemerintah sudah menugasi PT Pertamina untuk menyediakan BBM bersubsidi jenis premium dan solar di wilayah terluar, terpencil, dan tertinggal (BT) yang mayoritas berada di Indonesia bagian timur.
Dalam merealisasikan kebijakan tersebut, Pertamina berfokus pada tiga upaya, yaitu pembangunan Iembaga penyalur, peningkatan kapasitas terminal penyimpanan, dan pembangunan infrastruktur. Meski sudah dipetakan 150 titik kabupaten/kota yang masih mengalami disparitas harga BBM cukup tinggi, BUMN energi itu menargetkan pendirian lembaga penyalur di 54 titik sepanjang 2017.
“Untuk Pertamina memang sudah ditugasi 150 titik. Hanya saja kami berharap agar realisasi lembaga penyalur dipercepat. Sebenarnya kami ingin 150 titik itu bisa direalisasikan tahun ini, hanya saja melihat biaya angkut dibebankan ke Pertamina, tentu mereka ada perhitungan kemampuan riil-nya,” tutur Panshurullah dalam merespons permintaan Menteri ESDM.
