Manage Gross Split Block Pertamina Thinking Again



ESDM Minister Ignasius Jonan asked Pertamina to return the oil and gas block if it could not manage

Pertamina has even sent a letter formally to the Minister of Energy and Mineral Resources (ESDM) Ignatius Jonan, requesting extension for a month starting from last week. Pertamina's President Director, Elia Massa Manik, said that Pertamina's financial position is tight enough since there are many projects to be done in the next few years. "Therefore we talk to EMR, we make calculations, reliable and accoutable," said Massa. According to him, in addition to serving the community, Pertamina also as a corporation.

Meanwhile, Jonan explained that if Pertamina is not capable of managing eight termination blocks in 2018 and two 2017 termination blocks with a gross split scheme, then Pertamina can return the block.

The length of Pertamina's decision process also affected the difficulty of transition process from the old operator to Pertamina. Menteri ESDM Ignasius Jonan minta Pertamina kembalikan blok migas jika tak sanggup kelola

Sejak muncul Peraturan Menteri ESDM N0 15/2015 tentang Pengelolaan di Wilayah Kerja Migas yang kontrak kerja samanya berakhir, PT Pertamina mendapatkan rezeki. BUMN tersebut mendapat keistimewaan mengambil blok-blok migas yang habis masa kontrak. 

Bahkan pada 31 Januari 2017 lalu, pemerintah resmi memberikan 8 blok migas ke Pertamina. Namun sayang, hingga saat ini Pertamina belum meneken kontrak bagi hasil delapan blok itu, dengan alasan skema gross split. 

    Direktur Hulu Pertamina Syamsu Alam beralasan, Pertamina masih memerlukan tambahan waktu melakukan evaluasi aset-aset di delapan blok terminasi (blok yang kontraknya tidak diperpanjang). Pasalnya Pertamina bukan pengelola dari sebagian blok tersebut.

Pertamina bahkan sudah mengirimkan surat secara resmi kepada Menteri Energi dan Sumber Daya Mineral (ESDM) Ignasius Jonan, meminta perpanjangan waktu selama sebulan terhitung mulai pekan lalu. Setelah Pertamina mengevaluasi menyeluruh, Pertamina akan mengirimkan proposal ke Kementerian ESDM terkait keekonomian 8 blok itu. "Proposal kami itu dilakukan akhir bulan depan, bagaimana kontraknya melalui skema gross split?" ujarnya.

Direktur Utama Pertamina, Elia Massa Manik bilang, saat ini posisi keuangan Pertamina cukup ketat, karena banyaknya proyek yang harus dikerjakan hingga beberapa tahun ke depan. "Oleh karena itu kami bicara dengan ESDM, kami buat perhitungan, reliable dan accoutable," kata Massa. Menurutnya, selain melayani masyarakat, Pertamina juga sebagai korporasi.

Sementara Jonan menjelaskan, jika memang Pertamina tidak sanggup mengelola delapan blok terminasi tahun 2018 dan 2- blok terminasi tahun 2017 dengan skema gross split, maka Pertamina bisa mengembalikan blok tersebut. 

"Pertamina mulai ngomong di koran, ini dikasih 10 untuk gross split sanggup tidak? Kalau tidak sanggup, mudah saja, kembalikan," tegas Jonan pada Jumat (26/5).

Direktur Pembinaan Hulu Migas Kementerian ESDM, Tunggal memahami, Pertamina membutuhkan waktu tambahan mengkaji keekonomian 8 blok itu. Ini karena Pertamina menghitung keekonomian 8 blok migas itu dengan skema kerjasama (PSC) cost recovery.

Padahal, sesuai Peraturan Menteri ESDM no. 8/2017 tentang kontrak bagi hasil gross split, pertamina juga wajib memakai gross split  dalam mengeloa 8 blok migas itu. Meski memahami permintaan tambahan waktu berpikir, Tunggal mengatakan, dirinya khawatir jika Pertamina terlalu lama memutuskan keekonomian, maka tandatangan kontrak akan terlalu sempit.

Lamanya proses keputusan Pertamina juga berdampak pada kesulitan proses transisi dari operator lama ke Pertamina. Selain itu, ancaman pengangguran di delapan blok terminasi bisa terjadi. "Dampaknya terhadap investasi, tidak jelas siapa yang harus investasi. Kalau jelas, tolong investasi, supaya tidak ada pengangguran dan segala macam," kata Tunggal  

Dampak selanjutnya adalah resiko penurunan produksi 8 blok tersebut. "Kalau dia tidak mengebor, tidak perbaiki sumur, service, resikonya produksi turun," terang Tunggal, akhir pekan lalu.
