Inpex Starts Working on Early Assessment of Masela

Inpex Masela Limited as operator of Masela Block commenced preparation of pre-end engineering (pre-FEED) review after receiving a warrant from SKK Migas. After the visit of the Minister of Energy and Mineral Resources (ESDM) Ignasius Jonan to Japan on May 16, 2017, it was agreed that pre-FEED was conducted with one production capacity option and one island as the location of the LNG plant.

The letter stated that the capacity of LNG is set at 9.5 million tons per year (million tons per annum / MTPA) and 150 million cubic feet per day (MMscfd) of piped gas production.

Vice President of Corporate Services of Inpex Nico Muhyiddin said that Inpex has started preparation for the study. Inpex Mulai Garap Kajian Awal Masela

Inpex Masela Limited sebagai operator Blok Masela memulai persiapan kajian prapendefinisian proyek atau pre front end engineering design (pre-FEED) setelah menerima surat perintah dari SKK Migas. Pasca kunjungan Menteri Energi dan Sumber Daya Mineral (ESDM) Ignasius Jonan ke Jepang pada 16 Mei 2017 telah disepakati bahwa pre-FEED dilakukan dengan satu opsi kapasitas produksi dan satu pulau sebagai lokasi kilang LNG.

Pada Surat perintah disebutkan bahwa kapasitas kilang gas alam cair (LNG) ditetapkan 9,5 juta ton per tahun (million ton per annum/MTPA) dan produksi gas pipa sebesar 150 juta kaki kubik per hari (MMscfd).

Vice President Corporate Services Inpex Nico Muhyiddin mengatakan, saat ini Inpex telah memulai persiapan kajian. Secara umum, dia menyebut lnpex yang menguasai saham partisipasi sebesar 65% dan Shell 35% menginginkan agar pengembangan awal dan pengimplementasian proyek pada cara keteknisan yang rasional dan memenuhi skala keekonomian. Hal itu menurutnya sejalan dengan keinginan pemerintah. “Saat ini, Inpex telah memulai persiapan pekerjaan pre-FEED," ujarnya.

Tahap pre-FEED akan menjadi tahapan penting untuk memformulasikan revisi rencana pengembangan lapangan (plan of development/POD). Seperti diketahui, sebelumnya revisi PoD dilakukan untuk menambah kapasitas produksi LNG ketika masih menggunakan skema kilang terapung. 

Namun, pada Maret 2016, Presiden Joko Widodo memutuskan untuk mengubah skema pengembangan kilang LNG dari terapung menjadi di darat. Alhasil, Inpex membutuhkan waktu untuk melakukan pembahan PoD pada skema yang baru. Menurutnya, percepatan proses pada tahapan pre-FEED akan berpengaruh pada tahapan lain setelahnya yakni FEED dan penyampaian keputusan akhir investasi (final investment decision/FID).

Dari data Kementerian ESDM, bila proyek dimulai sesuai jadwal, Lapangan Abadi bisa menghasilkan gas pertamanya pada 2026. “Pre-FEED akan menjadi tahapan penting untuk memformulasikan revisi POD yang akan disampaikan kepada pemerintah," katanya.

Wakil Menteri Energi dan Sumber Daya Mineral Arcandra Tahar mengakui bahwa Surat penugasan kepada Inpex sebagai operator Blok Masela sudah diberikan. Namun, dia menyebut masih ada permasalahan yang perlu diselesaikan sebelum kajian pendefinisian proyek dimulai.

Arcandra enggan menjelaskan lebih lanjut masalah apa lagi yang harus dituntaskan sebelum pre-FEED dimulai. Inpex sudah mendapatkan Surat untuk memulai pre-FEED. Tanya saja kepada Kepala SKK Migas. Ada yang perlu kita selesaikan dulu," ujarnya usai menghadiri rapat di kantor Kementerian Koordinator Bidang Perekonomian, Selasa (30/5).

Tahap pre-FEED baru dimulai setelah diketahui kapasitas produksi LNG dan volume gas pipa yang akan dikembangkan oleh Inpex Masela.
