    Since last year, PT Jatim Utama Pertagas be one of the most profitable enterprises and the potential for the East Java provincial government.     Sejak setahun terakhir, PT Pertagas Jatim Utama menjadi salah satu BUMD yang paling menguntungkan dan potensial bagi pemprov Jatim. Bagaimana prosesnya sampai akhirnya memimpin Petrogas Jatim? Saya sebenarnya tidak paham tentang minyak bumi. Pak Gubernur Jatim [Soekarwo] meminta saya untuk masuk. Saya ditanya apakah siap. Saya jawab siap.

    Saya masih ingat, saat itu Pak Gubernur lagi menunggu Pak Ignatius Jonan meresmikan Pelabuhan Probolinggo. Sambil menunggu, beliau memanggil saya. Semula saya tidak berpikir bakal masuk ke Petrogas. Sebelumnya, saya memimpin PT Delta Artha Bahari Nusantara (DABN) yang tadinya mau mati.

    Gubernur Soekarwo berterima kasih karena bisa menghidupkan kembali DABN, lalu menawarkan untuk mengelola yang lain. Pilihannya ke Petrogas. Alhamdulillah, saat kami ditargetkan setoran Pendapatan Asli Daerah (PAD) senilai Rp 3,8 miliar, kami bisa setor Rp 5,1 miliar. Desember lalu genap setahun saya memimpin, ada banyak lompatan yang kami lakukan. Kami tidak lagi menjadi perusahaan yang bermain aman, kami mulai mengambil risiko supaya mendapat lebih banyak keuntungan.

    Saat pertama kali bergabung, apa saja masalah yang anda petakan? Petrogas merupakan salah satu BUMD besar di luar bank. Ketika saya masuk, saya mendapati beberapa hal yang perlu saya perbaiki. Namun, itu tidak berarti yang sebelum saya jelek.

    Dalam dinamika bisnis, mungkin pada periode ini butuh orang seperti ‘ini’, kemudian pada periode lain butuh orang seperti ‘itu'. Direktur utama sebelumnya seorang ahli migas, jadi peletak dasar yang bagus. Saya memilih untuk bergerak lebih cepat, untuk cepat itu butuh egality, jiwa petarung, mengambil risiko, harus lentur atau bisa beradaptasi dengan lingkungan. Kami tidak bisa hidup dalam zona nyaman terus.

    Gaya saya ini mungkin tidak cocok untuk delapan atau 10 tahun lagi. Saat ini, kami butuh orang yang memiliki kompetensi, kapasitas, dan integritas. Bagaimana reaksi karyawan Petrogas ketika Anda bergabung? Karyawan mungkin tidak nyaman awalnya. Saya menerapkan efisiensi dan perubahan budaya. Misal, saya tidak tunggu harus tiket Garuda Indonesia jika ingin ke Jakarta. Bagi saya, tiket apa saja yang penting bisa ke Jakarta.

    Dalam proses mencari laba, menurut saya, untuk apa gaya tapi gak punya uang, lebih baik tujuannya tercapai. Hotel juga demikian. Saya pakai hotel yang biasa saja, kan hanya untuk tidur lalu besok kerja lagi. Saya tipe pekerja. Ternyata dengan mengubah gaya hidup, kami bisa mengurangi banyak biaya. Kalau anggarannya 100%, mungkin bisa kami pangkas hanya 60% sampai dengan 70% karena cara kami yang berubah.

    Sebenarnya perusahaan migas harus sudah siap untuk berubah sejak 2008/2009 karena adanya shale gas dan lainnya, tidak bisa lagi kalau di bidang migas harus gaji tinggi, gaya harus seperti ini. Sekarang ini berapa banyak karyawan migas yang di-PHK? Saya lebih penting sustainable company, bukan dapat uang banyak lalu ditutup, nanti bareng-bareng dapat pesangon.

Apalagi kami BUMD, kalau rugi, jadi pertanyaan . Jadi menurut saya perusahaan itu tergantung leader-nya. Faktor utama perusahaan ilu leadership, kalau leader bisa memberi contoh maka yang bawah akan mengikuti. Petrogas Jatim memiliki participating interest di tujuh blok migas, namun baru dua yang sudah digarap. Sebagai BUMD migas, bagaimana Petrogas Jatim mempersiapkan pendanaan ketika harus masuk di lima blok lainnya? Pertama, kami harus mencari alternatif fasilitas pembiayaan.

    Dalam struktur permodalan, ada utang jangka pendek, jangka menengah, hingga ekuitas. Nah, kalau dari sisi ekuitas, karena kami mengambil alih DABN, Pemprov Jatim menambah setoran modal Rp 253 miliar pada 2016, tapi bentuknya aset. Itu berani ekuitas mulai menguat. Kedua, dan sisi best practice selama 2016, kami memiliki track record bagus untuk laba.

    Ketiga, kami pernah mendapatkan pinjaman dana dari bank. Keempat, kami sudah memiliki fasilitas perbankan senilai US$ 23 juta, hampir Rp 300 miliar, dan itu tidak mudah BUMD non perbankan untuk dapat fasilitas itu. Artinya, kami bisa melakukan pinjaman kepada lembaga keuangan untuk melakukan investasi.

    Salah satunya untuk Blok Tuban yang melibatkan empat kabupaten dan satu provinsi. Kemarin, semua sudah sepakat untuk mengambil alih blok itu, Petrogas Jatim cari back up pendanaan, mungkin juga blok lainnya. Kami sudah ada mitra untuk lembaga finansial. Mereka meminta syarat. Petrogas Jatim punya minyak, cash flow, itu yang kami jadikan jaminan

      Menurut saya, memang perusahaan ini harus dikelola oleh yang paham secara teknis dan komersial, supaya cocok. Saya beberapa kali ke Singapura, ada lembaga keuangan yang mau membiayai kami US$ 300 juta. Kami minta hanya US$ 150, tapi mereka tidak mau. Jadi, kami mencari skema yang terbaik untuk perusahaan
