Restui Penambahan Produksi Masela

    Kementerian ESDM memberikan lampu hijau terhadap usulan Inpex Corporation untuk meningkatkan kapasitas produksi Blok Masela. Inpex meminta kapasitas regasifikasi liquefied natural gas (LNG) dari Lapangan Abadi bertambah dari 7 ,5 juta ton pertahun (million tons per annum/mtpa)
menjadi 9,5 mtpa. Wakil Menteri ESDM Arcandra Tahar menjelaskan, proposal disetujui karena penambahan kapasitas prodoksi rneningkatkan skala keekonomian dan tingkat pengembalian investasi (internal rate of return/IRR) proyek. Penambahan kapasitas juga menjadi salah satu syarat Inpex untuk tetap menggarap Blok Masela.

    Arcandra mengakui bahwa penambahan kapasitas produksi berimplikasi cukup panjang. Mulai jumlah titik pengeboran hingga peningkatan modal (capital expenditure). Artinya, biaya operasional yang harus diganti pemerintah (cost recovery) juga lebih besar. Inpex beberapa waktu lalu memang meminta insentif karena perubahan rencana pengembangan dari offshore (lepas pantai) ke onshore. Salah satu poin yang diminta adalah perpanjangan kontrak dari 2028 menjadi 2038.

    Namun, Arcandra menilai usulan itu sulit dipenuhi karena pemerintah maupun Inpex terikat kontrak karya. Inpex dikabarkan meminta tax holiday untuk membuat investasi lebih ekonomis. Perusahaan asal Jepang tersebut juga meminta tingkat pengembalian investasi (IRR) sebesar 15 persen, ditanggungnya cost recoyery sejak masa eksplorasi, dan kemudahan perizinan. Arcandra memilih tutup mulut sampai pembicaraan dengan Inpex selesai dilakukan. Juru bicara Impex Usman Slamet menyatakan bahwa permintaan insentif tersebut merupakan konsekuensi dari keputusan pemerintah mengubah skema pengembangan Blok Masela dari floating gas menjadi pengembangan di darat
