Peningkatan Kapasitas Kilang Dipertimbangkan

    Wakil Menteri Energi dan Sumber Daya Mineral (ESDM) Arcandra Tahar mengatakan pihaknya tengah mengkaji kemungkinan untuk meningkatkan kapasitas kilang LNG di Blok Masela. Arcandra mengatakan jika kapasitas ditambah, otomatis akan berpengaruh pada biaya modal (capital expenditure/capex) yang akan dikeluarkan oleh Inpex selaku pengembang blok.  Hal tersebut seiring dengan penambahan sumur yang dibor. Arcandra mengatakan pihaknya tengah mengevaluasi beberapa permintaan Inpex terkait dengan pengembangan Blok Masela.

    Dari seluruh permintaan Inpex, ada beberapa hal yang sudah mencapai kesepahaman, tetapi dia enggan menyebut poin apa saja yang telah disepakati pemerintah. Sebelumnya, pemerimah telah merespons permintaan Inpex terkait dengan pengembangan Blok Masela, namun demikian pemerintah mengaku masih melakukan kajian. Surat yang ditujukan kepada Presiden Direktur Inpex Indonesia Shunichiro Sugaya berisi respons atas beberapa kondisi yang disiapkan untuk kajian pre front end engineering design (FEED) dan menyusun PoD I.

    Pertama, peningkatan kapasitas produksi dari 7,5 juta ton per tahun (MTPA) menjadi 9,5 MTPA. Kedua, penangguhan masa kontrak selama 10 tahun yang digunakan untuk melakukan kajian pembangunan kilang terapung sebagai kompensasi pengubahan skema pembangunan kilang dari kilang terapung (floating liquefied natural gas/FLNG) menjadi kilang darat (onshore liquefied natural gas/OLNG). Ketiga, permintaan rasio pengembalian investasi (internal rate of return/IRR) sebesar 15%.

    Keempat, pengembalian biaya operasi sejak masa kontrak diteken yakni 1998. Kelima, bantuan percepatan proses perizinan agar proyek berjalan sesuai jadwal. Pemerintah masih optimistis rencana pengembangan yang pertama (plan of development/POD I) Lapangan Abadi, Blok Masela bisa diselesaikan tahun ini. Arcandra mengatakan masih terdapat peluang penyelesaian PoD I Lapangan Abadi, Blok Masela setelah Presiden Joko Widodo memutuskan untuk mengubah skema pembangunan kilang gas alam cair.

    Hingga saat ini, dia menyebut, masih dalam proses untuk menyelesaikan apa saja yang dibutuhkan agar proyek berjalan skala ekonomi setelah keputusan tersebut. Sebelumnya, pemerinlah menargetkan agar keputusan akhir investasi (final investment decision/FID) bisa dilakukan pada 2019 dan produksi gas pertama (onstream) dilakukan pada 2026.

Consider Refinery Capacity

    Deputy Minister of Energy and Mineral Resources (ESDM) Arcandra Tahar said it is reviewing the possibility to increase the capacity of the LNG plant in the Masela block. Arcandra say if capacity plus, will automatically affect the cost of capital (capital expenditure / capex) to be released by Inpex as the developer of the block. It is in line with the addition of wells drilled. Arcandra said it is evaluating several requests related to the development Inpex Masela.
