ESDM Siap Memangkas Komponen Cost Recovery

    Kementerian Energi dan Sumber Daya Mineral (ESDM) serius mengurangi cost recovry. Ada beberapa komponen dalam cost recovery yang akan dihapus guna memperoleh efesiensi. Wakil Menteri ESDM Arcandra Tahar menyebutkan biaya penggantian operasi alan cost recovery setiap tahun selalu naik, tapi produksi migas justru menurun. Pemerintah memahami, mayoritas produksi migas Indonesia dari lapangan Lua yang makin lama membutuhkan biaya perawatan semakin besar. Cost recovery yang di keluarkan pemerintah tetap dilihat dan diteliti. Ada beberapa komponen cost recovery yang seharusnya tidak masuk biaya operasi. 

    Selain itu, pemerintah menginginkan biaya capital expenditure alias biaya modal. Namun penghematan ini hanya untuk proyek-proyek migas yang masih dalam tahap pengajuan plan of development (PoD). Sementara biaya modal yang kontraknya sudah disetujui dan sudah digunakan tidak bisa diubah. Sementara yang eksisting bisa dilihat operation expenditure. Dia juga menyebut, dengan berkurangnya cost recovery bukan berarti kontraktor kontrak kerja sama (KKKS) mengurangi investasi mereka.

Pertamina sendiri tidak terlalu khawatir pemotongan cost recovery. Direktur Eksekutif Indonesian Petroleum Association (IPA) Marjolijn Waiong menjelaskan, KKKS harus melakukan efisiensi cost recovery. Menurut Pengamat Energi Fahmy Rahdi, efisiensi tidak harus mengurangi besaran cost recovery yang dibutuhkan untuk membiayai eksplorasi. Tapi lebih pada potensi penyimpangan pengeluaran yang tidak seharusnya dibebankan. Biaya perjalanan expert misalnya tidak seharusnya dibebankan pada cost recovery. Agar tidak menimbulkan
dispute, SKK Migas perlu menyusun standar biaya yang digunakan sebagai dasar dalam pembebanan komponen biaya dalam cost recovery.
