Pertamina Hulu takes CNPC



Develop Oil and Gas

The parent company of PetroChina, CNPC (China National Petroleum Corporation) International, signed an MoU (Memorandum of Understanding) with Pertamina Hulu in an effort to increase cooperation in oil and gas business development both in Indonesia and abroad.

The MoU was signed by CNPC International President, Lyu Gongxun, and Senior Vice President of Upstream Business Development of Pertamina Denie Tampubolon in Jakarta last weekend. Upstream Director of Pertamina Syamsu Alam and President of PetroChina International Companies in Indonesia Gong Bencai also witnessed the signing of the cooperation.

The Memorandum of Understanding contains important points in the effort to enhance cooperation between CNPC International and Pertamina, including oil and gas project management cooperation in the upstream sector, both in Indonesia and internationally, as well as cooperation in oil and gas services both in Indonesia and elsewhere.

CNPC International also does not close the possibility of future cooperation in the downstream field. During his visit to Indonesia this time, Lyu also met Minister of Energy and Mineral Resources Ignatius Jonan, Head of SKK Migas Amien Sunaryadi and Pertamina President Director Elia Massa Manik.

CNPC is a Chinese oil and gas company that operates in many countries in the world, including Indonesia through a subsidiary of PetroChina International Companies in Indonesia.

Until now, PetroChina has cooperation with Pertamina in the development of Oil and Gas Block, among others Jabung Block in Jambi, Joint Operating Body (JOB) Pertamina-PetroChina East Java (PPEJ) in Tuban Block, and JOB Pertamina-PetroChina Salawati (PPS) in the Bird's Head Block (Salawati Island) in West Papua.

PetroChina officially started its oil and gas business in Indonesia in June 2002. During 15 years of operations in Indonesia, PetroChina has been involved in nine oil and gas blocks and is able to maintain the average oil and gas production at 80 thousand barrels of oil equivalent per day.

In fact, in 2016 PetroChina oil and gas production managed to pass the figure of 80 thousand barrels of oil equivalent per day. Under the supervision and control of SKK Migas, PetroChina is operator of Jabung Block and Bangko Block in Jambi. PetroChina is also the operator of South Jambi Block "B" through a form of Joint Operation with Pertamina.

Kembangkan Minyak dan Gas Bumi

Induk perusahaan PetroChina, CNPC (China National Petroleum Corporation) International, menandatangani MoU (Memorandum of Understanding/Nota Kesepahaman) dengan Pertamina Hulu dalam upaya peningkatan kerja sama pengembangan bidang usaha minyak dan gas bumi, baik di Indonesia maupun di mancanegara.

MoU tersebut ditandatangani Presiden CNPC International, Lyu Gongxun, dan Senior Vice President Upstream Business Development Pertamina Denie Tampubolon di Jakarta akhir pekan lalu. Direktur Hulu Pertamina Syamsu Alam serta Presiden PetroChina International Companies di Indonesia Gong Bencai turut menyaksikan penandatanganan kerja sama tersebut.

Nota Kesepahaman berisi beberapa poin penting dalam upaya peningkatan kerja sama CNPC International dan Pertamina, termasuk kerja sama pengelolaan proyek migas di sektor hulu, baik di Indonesia maupun di wilayah internasional, serta kerja sama di bidang jasa migas, baik di Indonesia maupun di negara lain. 

CNPC International juga tidak menutup kemungkinan kerja sama di bidang hilir di masa mendatang. Dalam kunjungannya ke Indonesia kali ini, Lyu juga bertemu Menteri Energi dan Sumber Daya Mineral Ignasius Jonan, Kepala SKK Migas Amien Sunaryadi dan Direktur Utama Pertamina Elia Massa Manik.

CNPC merupakan perusahaan migas mlik Pemerintah Cina yang beroperasi di banyak negara di dunia, termasuk di Indonesia melalui anak perusahaan PetroChina International Companies di Indonesia.

Hingga saat ini, PetroChina memiliki kerja sama dengan Pertamina dalam pengembangan Blok Migas, antara lain Blok Jabung di Jambi, Joint-Operating Body (JOB) Pertamina-PetroChina East Java (PPEJ) di Blok Tuban, dan JOB Pertamina-PetroChina Salawati (PPS) di Blok Kepala Burung (Salawati Island) di Papua Barat.

PetroChina secara resmi memulai kegiatan usaha migasnya di Indonesia pada Juni 2002. Selama 15 tahun beroperasi di Indonesia, PetroChina terlibat dalam sembilan blok migas dan hingga kini mampu mempertahankan rata-rata produksi migas pada level 80 ribu barel setara minyak per hari. 

Bahkan, tahun 2016 produksi migas PetroChina berhasil melewati angka 80 ribu barel setara minyak per hari. Di bawah pengawasan dan pengendalian SKK Migas, PetroChina merupakan operator Blok Jabung dan Blok Bangko di Jambi. PetroChina juga merupakan operator Blok South Jambi “B” melalui bentuk Kerja Sama Operasi dengan Pertamina.

96 Chinese companies are investing in Energy



The Government of Indonesia and China continue to strengthen bilateral relations in the Energy and Mineral Resources (ESDM) sector. This was stated in a Memorandum of Understanding (MoU) between ESDM Minister Ignatius Jonan and Administrator National Energy Administration (NEA) of the People's Republic of China H.E.Nur Bekri at the 5th Indonesia-China Energy Forum on Monday (13/11). The forum is the fifth forum after the last time held 10 years ago.

"The President stressed that we continue to receive and welcome about foreign investment including China with the principle of mutual benefit," said Jonan in Jakarta.

On the agenda, 96 Chinese companies, including SINOPEC, Petro China, CNOOC, and Aluminum Corporation of China Ltd. (Chinalco) attended the conference.

The hope is that the forum can increase cooperation in the field of electricity, oil and gas (oil), new and renewable energy (EBT) and minerals and coal (Minerba).

Besides coming from China, the forum was also attended by 40 domestic companies. One of them is state-owned energy company, PT Pertamina (Persero). There are several sectors offered by Jonan to Chinese companies in Indonesia. In the oil and gas sector, Jonan encourages CNOOC or Sinopec and PetroChina works to manage several working areas.

"We support that Chinese companies in the upstream oil and gas sector are more actively investing in Indonesia," he said.

Jonan also encouraged China to be able to partner with Pertamina to build a refinery in the country. One of them is Bontang Refinery in East Kalimantan.

In the electricity sector, Chinese companies are expected to build a Steam Power Plant (PLTU) muIut mine in Indonesia with competitive electricity prices. Currently beberepa Chinese companies participated in the project 35 Gigawatt (GW).

In addition, there are also projects outside of 35 GW such as Banten I PLTU, Banten II Power Plant, Banten III Power Plant, PLTU I West Java, PLTU II West Java, PLTU I Central Java, and several other large power plant in Indonesia.

In the minerals sector, Jonan encourages exports of coal from Indonesia to China. Then the investment to build smelters and domestic smelters in the country and the management of metal minerals in Indonesia with due regard to environmental factors.

An example of Chinese investment in the minerals and coal sectors is the construction of smelter grade alumina in Mempawah District, West Kalimantan between Alumunium Corporation of China Ltd. (Chinalco) and PT Aneka Tambang Tbk and PT Inalum. The planned Smelter has a capacity of one million tons per year is estimated to require an investment of US $ 1.5-1.8 billion.

In the EBT sector, Jonan expects Chinese companies to be more active in investing. For the last year EBT investment in Indonesia dominated by European, American and Japanese companies. Though the investment opportunity in EBT is very open with the target of energy mix by 23% in 2025. Jonan hopes in the forum can produce a real step.

"Not only is the discussion too long, so do what can be done as quickly as possible," he said.

In the same place, Nur Bekri supported the cooperation. Moreover, China is a country of production and energy consumption in the world and superior in terms of funds and infrastructure readiness.

96 Perusahaan Tiongkok Bidik lnvestasi Energi


Pemerintah Indonesia dan Tiongkok terus mempererat hubungan bilateral di sektor Energi dan Sumber Daya Mineral (ESDM). Hal tersebut dituangkan dalam nota kesepahaman (Memorandum of Understanding/MoU) antara Menteri ESDM Ignasius Jonan dan Administrator National Energy Administration (NEA) Republik Rakyat Tiongkok H.E.Nur Bekri di acara The 5th Indonesia-Cina Energy Forum yang berlangsung Senin (13/11). Forum tersebut merupakan forum kelima setelah terakhir kali digelar 10 tahun lalu.

“Presiden menekankan bahwa kami tetap menerima dan welcome tentang investasi asing termasuk Tiongkok dengan prinsip saling menguntungkan," kata Jonan di Jakarta.

Dalam agenda tersebut, sebanyak 96 perusahaan Tiongkok, termasuk SINOPEC, Petro China, CNOOC, dan Alumunium Corporation of China Ltd. (Chinalco) hadir untuk mengikuti konferensi tersebut.

Harapannya dengan forum tersebut, bisa meningkatkan kerja sama di bidang kelistrikan, minyak dan gas bumi (migas), energi baru dan terbarukan (EBT) serta mineral dan batu bara (Minerba).

Selain yang berasal dari Tiongkok, forum tersebut juga dihadiri 40 perusahaan dalam negeri. Salah satunya perusahaan BUMN energi yakni PT Pertamina (Persero). Ada beberapa sektor yang ditawarkan Jonan kepada perusahaan Tiongkok di Indonesia. Di sektor migas, Jonan mendorong CNOOC atau Sinopec dan PetroChina bekerja mengelola beberapa wilayah kerja. 

"Kami mendukung bahwa perusahaan-perusahaan Tiongkok di bidang hulu migas lebih aktif berinvestasi di Indonesia," kata dia. 

Jonan juga mendorong Tiongkok untuk bisa bermitra dengan Pertamina membangun kilang di dalam negeri. Salah satunya adalah Kilang Bontang di Kalimantan Timur.

Di sektor kelistrikan, perusahaan Tiongkok diharapkan membangun Pembangkit Listrik Tenaga Uap (PLTU) muIut tambang di Indonesia dengan harga listrik yang kompetitif. Saat ini beberepa perusahaan Tiongkok ikut berpartisipasi dalam proyek 35 Gigawatt (GW).

Selain itu ada juga proyek di luar 35 GW seperti PLTU Banten I, PLTU Banten II, PLTU Banten III, PLTU I Jawa Barat, PLTU II Jawa Barat, PLTU I Jawa Tengah, dan beberapa PLTU besar lainnya di wilayah Indonesia.

Di sektor minerba, Jonan mendorong ekspor batubara dari Indonesia ke Tiongkok. Kemudian investasi membangun pabrik pengolahan dan pemurnian (smelter) di dalam negeri dan pengelolaan mineral logam di Indonesia dengan tetap memperhatikan faktor lingkungan hidup.

Contoh investasi Tiongkok di sektor mineral dan batu bara adalah pembangunan smelter grade alumina di Kabupaten Mempawah, Kalimantan Barat antara Alumunium Corporation of China Ltd. (Chinalco) dan PT Aneka Tambang Tbk dan PT lnalum. Smelter yang direncanakan memiliki kapasitas satu juta ton per tahun ini diperkirakan membutuhkan investasi sebesar US$ 1,5-1,8 miliar.

Di sektor EBT, Jonan berharap perusahaan Tiongkok lebih aktif berinvestasi. Sebab setahun terakhir investasi EBT di Indonesia didominasi Perusahaan Eropa, Amerika dan Jepang. Padahal peluang investasi di EBT sangat terbuka dengan adanya target bauran energi sebesar 23% di 2025. Jonan berharap dalam forum tersebut bisa menghasilkan langkah yang nyata. 

"Tidak hanya diskusi yang terlalu panjang. Jadi dikerjakan apa yang bisa dilakukan secepat cepatnya," kata dia.

Di tempat yang sama, Nur Bekri mendukung kerjasama tersebut. Apalagi Tiongkok merupakan negara produksi dan konsumsi energi di dunia dan unggul dari segi dana dan kesiapan infrastuktur.

Cooperation between Pertamina and China National Petroleum




The parent company of PetroChina, China National Petroleum Corporation International, signed a memorandum of understanding (MOU) with PT Pertamina. MOU is in an effort to increase cooperation in the development of oil and gas business, both in Indonesia and abroad.

The MOU was signed by President of China National Petroleum Corporation International Lyu Gongxun and Senior Vice President of Upstream Business Development of Pertamina Denie Tampubolon in Jakarta last week.

Upstream Director of Pertamina Syamsu Alam and President of PetroChina International Companies in Indonesia Gong Bencai also witnessed the signing of the cooperation.

According to Lyu Gongxun, the memorandum of understanding contains several important points in the effort to increase cooperation between the two corporations, including oil and gas project management cooperation in upstream sector.

"Both in Indonesia and internationally, as well as cooperation in the field of oil and gas services, we are also not possible to cooperate in the downstream field in the future "he said, in a release on Monday (13/11).

Pertagas & PGN Build Pipe Duri-Dumai



PT Pertamina Gas (Pertagas) and PT Perusahaan Gas Negara Tbk (PGN) synergize to build a 64km (km) Duri-Dumai gas pipeline with a 24-inch diameter pipe. The target, the construction of the project will take 11 months or completed in October 2018.

Director General of Oil and Gas at the Ministry of Energy and Mineral Resources (ESDM) Ego Syahrial said the starting point of the construction is located at Duri Meter Station Grissik-Duri pipe. While the end point in Pertamina Refinery Unit II Dumai Refinery.

Gas that flows in the pipeline will belong to Pertamina and PGN. Gas sources come from the Corriodor Block (ConocoPhillips), Bentu (Energi Mega Persada) Block, and Jambi Merang Block or Joint Operating Body (JOB) Pertamina-Talisman). The investment value of this project is estimated at US $ 52.2 million and absorbing up to 400 workers in the construction period.

"The operation of the Duri-Dumai gas pipeline is signed on November 10, 2017, at the Office of the Ministry of SOEs," Ego said at a press conference on Monday (13/11). In the KSO, Pertagas owns 60% of the shares.

While the rest of the issuers are coded PGAS in the Indonesia Stock Exchange. The construction and operation of the Duri-Dumai gas pipeline is an assignment to PT Pertamina and PGN through the Decree of the Minister of EMR No. 5975 K / 12 / MEM / 2016 dated June 27, 2016.

Both parties then followed up the assignment with the signing of Head of Agreement (HoA) Duri-Dumai Pipeline on June 9, 2017. Then on July 27, 2017, PT Pertamina (Persero) transferred the HoA to PT Pertagas as a subsidiary.

Ego said, Duri-Dumai pipeline will distribute gas for Pertamina Dumai refinery, industrial needs in Riau, port requirements and petrochemical industry. The ultimate goal is to encourage added value of regional, national and industrial competitiveness.

Later on, the gas that flows into the Dumai refinery is used for fuel conversion from fuel oil to gas, potentially increasing the production capacity of the refinery, with a gas requirement of 57 million cubic feet per day, or the standard million Cubic feet per day (mmscfd).

"And gradually increased up to 120 mmscfd," he explained.

On this occasion also signed the Gas Transportation Agreement (FGTA) Firm for Duri-Dumai from Grissik (South Sumatra) to Duri (Riau) between PT Transportasi Gas Indonesia and PGN. 

    Gas Transport Indonesia is a subsidiary of PGN. Gas Transport Indonesia as the transporter or owner of the Grissik-Duri pipeline will deliver PGN's gas from the receiving point in Grissik, with gas source from ConocoPhillips (Block Corridor) and the delivery point in Duri, for the Duri-Dumai project. The volume of gas to be transported ramp up to 37 mmscfd in the period October 2018 to December 2023.

Meanwhile, Arcandra Tahar, Deputy Minister of Energy and Mineral Resources, admitted that it is difficult to make an agreement between the two State Owned Enterprises (BUMN), namely Pertamina and PGN. This is inseparable from the complexity of pipeline construction. Moreover, one of them is an open state.

"But the synergy is finally formed, the SOEs mandate, they must seek profit," he said.

Arcandra reminded, delayed construction of the pipeline should be completed in the first half of 2017, purely for reasons of technical aspects of development. So there is no more interest other than to fight for the interests of society.

 "We have no other interests that we guard is in the public interest, and if we keep it, there is no question of our decision," he said.

Pertagas & PGN Bangun Pipa Duri-Dumai


PT Pertamina Gas (Pertagas) dan PT Perusahaan Gas Negara Tbk (PGN) bersinergi membangun pipa gas Duri - Dumai sepanjang 64 kilometer (km) dengan diameter pipa 24 inci. Targetnya, pembangunan proyek akan memerlukan waktu 11 bulan atau selesai pada bulan Oktober 2018 mendatang.

Direktur Jenderal Minyak dan Gas Bumi Kementerian Energi dan Sumber Daya Mineral (ESDM) Ego Syahrial mengatakan, titik awal pembangunan berlokasi di Duri Meter Station pipa Grissik-Duri. Sementara titik akhir di Kilang Pertamina Refinery Unit II Dumai.

Gas yang dialirkan pada ruas pipa nantinya milik Pertamina dan PGN. Sumber gas berasal dari Blok Corriodor (ConocoPhillips), Blok Bentu (Energi Mega Persada), dan Blok Jambi Merang atau Joint operating body (JOB) Pertamina-Talisman). Nilai investasi proyek ini diperkirakan US$ 52,2 juta dan menyerap tenaga kerja hingga 400 orang pada masa konstruksi. 

"Kerjasama operasi (KSO) pipa gas Duri-Dumai diteken pada 10 November 2017, di Kantor Kementerian BUMN," kata Ego dalam konfrensi pers, Senin (13/11). Dalam KSO tersebut, Pertagas menguasai 60% saham.

Sedangkan sisanya milik emiten berkode PGAS di Bursa Efek Indonesia tersebut. Pembangunan dan pengoperasian pipa gas Duri-Dumai merupakan penugasan kepada PT Pertamina dan PGN melalui Keputusan Menteri ESDM Nomor 5975 K/12/ MEM/2016 tanggal 27 Juni 2016.

Kedua pihak lantas menindaklanjuti penugasan tersebut dengan penandatanganan head Of Agreement (HoA) Pipa Duri-Dumai tanggal 9 Juni 2017. Kemudian pada 27 Juli 2017, PT Pertamina (Persero) mengalihkan HoA tersebut kepada PT Pertagas selaku anak perusahaan.

Ego bilang, pipa Duri-Dumai akan menyalurkan gas untuk kilang Pertamina Dumai, kebutuhan industri di Riau, kebutuhan pelabuhan dan industri petrokimia. Tujuan akhirnya adalah mendorong nilai tambah ekonomi daerah, nasional serta daya saing industri.

Nantinya gas yang mengalir ke kilang Dumai digunakan untuk konversi bahan bakar dari fuel oil menjadi gas sehingga berpotensi meningkatkan kemampuan produksi kilang, dengan kebutuhan gas sebesar 57 juta kaki kubik per hari alias million standard Cubic feet per day (mmscfd).

"Dan meningkat bertahap hingga 120 mmscfd," terangnya.

Dalam kesempatan ini juga dilakukan penandatanganan Firm Gas Transportation Agreement (FGTA) untuk Duri-Dumai dari Grissik (Sumatra Selatan) ke Duri (Riau) antara PT Transportasi Gas Indonesia dengan PGN. Transportasi Gas Indonesia adalah anak usaha PGN. 

      Transportasi Gas Indonesia sebagai transporter atau pemilik pipa Grissik-Duri akan mengalirkan gas milik PGN dari titik terima di Grissik, dengan sumber gas dari ConocoPhillips (Blok Corridor) dan titik serah di Duri, untuk proyek Duri-Dumai.  Volume gas yang akan ditransportasikan ramp up hingga 37 mmscfd periode Oktober 2018 hingga Desember 2023.

Sementara itu, Arcandra Tahar, Wakil Menteri ESDM, mengakui cukup sulit membuat kesepakatan antar kedua Badan Usaha Milik Negara (BUMN), yakni Pertamina dan PGN. Ini tidak terlepas dari kompleksitas pembangunan pipa. Apalagi salah satunya merupakan BUMN terbuka.

"Tapi sinergi akhirnya terbentuk. Amanat BUMN, mereka harus mencari profit, " katanya.

Arcandra mengingatkan, tertundanya pembangunan pipa yang harusnya selesai semester I-2017, murni karena alasan aspek teknis pembangunan. Jadi tidak ada lagi kepentingan lain selain memperjuangkan kepentingan masyarakat.

 "Kita tidak ada kepentingan lain. yang kita jaga adalah kepentingan publik. Kalau itu kita jaga, tidak ada yang permasalahkan keputusan kita," ujarnya.

Supply for Domestic Enhanced



Deputy Minister of Energy and Mineral Resources Arcandra Tahar inaugurated the groundbreaking of the Duri-Dumai gas pipeline project in Riau via a video conference from Jakarta. The 64-kilometer pipeline network was built to supply gas for Riau's refineries, industries and petrochemicals.

Construction of the pipeline is done with PT Pertamina Gas, a subsidiary of PT Pertamina, with PT Perusahaan Gas Negara Tbk. In the joint operation agreement signed by the two companies, Pertamina Gas owns 60 percent of the shares and PGN controls 40 percent of the shares. The investment value of the project is 52.2 million US dollars or equivalent to Rp 700 billion.

"About the Duri-Dumai gas pipeline, it's been a long time ago (an assignment given since June 2016), but it's just starting now. Apparently, it is not easy to get synergy between SOEs. There is a complexity in starting this work, "Arcandra said in his speech on Monday (13/11) in Jakarta.

Arcandra said the gas pipeline project is optimizing the supply of gas in the country. The pipeline network is expected to be in use by October 2018, and the workforce that will be absorbed during the project will reach 400 people.

In an official statement, PGN Commercial Director Danny Praditya said the construction of the Duri-Dumai pipeline will use the Pekanbaru-Dumai toll road area. He is partnering with PT Hutama Karya in the project.

"We have obtained the principle permit, environmental permit, and other permits so that the project can start," said Danny Necessity "

Gas to be channeled through the Duri-Dumai gas pipeline reaches 200 million standard cubic feet per day (MMSCFD). The gas requirement for Pertamina's refinery in Dumai reaches 57 MMSCFD and will gradually increase to 120 MMSCFD.

Gas channeled to pipelines is owned by Pertamina and PGN with gas source from Corridor Block (ConocoPhillips), Bentu Blok  (Energi Mega Persada / EMP), and Jambi Merang Block (JOB Pertamina-Talisman).

The government is trying to increase domestic gas utilization. The obstacles encountered are limited gas infrastructure, such as regasification terminal, floating storage and regasification unit (FSRU), and gas pipelines. An investment of Rp 650 trillion is needed to build domestic gas infrastructure by 2030. Of 2016 gas output of 1.4 million barrels of oil equivalent per day, 42 percent is exported.

Pasokan untuk Dalam Negeri Ditingkatkan


Wakil Menteri Energi dan Sumber Daya Mineral Arcandra Tahar meresmikan peletakan batu pertama proyek pembangunan jaringan pipa gas Duri-Dumai di Riau lewat konferensi video dari Jakarta. Jaringan pipa sepanjang 64 kilometer itu dibangun untuk memasok gas bagi kilang minyak, industri, dan petrokimia di Riau.

Pembangunan jaringan pipa tersebut dikerjakan bersama PT Pertamina Gas, anak usaha PT Pertamina, dengan PT Perusahaan Gas Negara  Tbk. Dalam perjanjian kerja sama operasi yang ditandatangani kedua perusahaan tersebut, Pertamina Gas menguasai 60 persen saham dan PGN menguasai 40 persen saham.  Nilai investasi proyek tersebut adalah 52,2 juta dollar AS atau setara Rp 700 miliar.

”Soal pipa gas Duri-Dumai, ini sudah lama sekali (penugasan yang diberikan sejak Juni 2016), tetapi baru saja dapat dimulai sekarang. Ternyata, tidak mudah mendapat sinergi antar BUMN. Ada kompleksitas dalam memulai pekerjaan ini,” kata Arcandra dalam pidato sambutannya, Senin (13/11), di Jakarta.

Arcandra mengatakan, proyek jaringan pipa gas ini mengoptimalkan pasokan gas di dalam negeri. Jaringan pipa diharapkan dapat digunakan pada Oktober 2018, Tenaga kerja yang bakal terserap selama proyek berlangsung diperkirkaan mencapai 400 orang.

Dalam keterangan resmi, Direktur Komersial PGN Danny Praditya mengatakan, pembangunan jaringan pipa Duri-Dumai ini akan menggunakan lahan jalur tol Pekanbaru-Dumai. Pihaknya menggandeng PT Hutama Karya dalam pengerjaan proyek tersebut. 

”Kami sudah mendapatkan izin prinsip, izin lingkungan, dan perizinan lainnya sehingga proyek ini dapat dimulai,” kata Danny Kebutuhan"

Gas yang akan dialirkan melalui jaringan pipa gas Duri-Dumai- tersebut mencapai 200 juta standar kaki kubik per hari (MMSCFD). Adapun kebutuhan gas untuk kilang milik Pertamina di Dumai mencapai 57 MMSCFD dan akan naik secara bertahap menjadi 120 MMSCFD.

Gas yang dialirkan pada jaringan pipa adalah milik Pertamina dan PGN dengan sumber gas dari Blok Corridor (ConocoPhillips), Blok Bentuk (Energi Mega Persada/EMP), dan Blok Jambi Merang (JOB Pertamina-Talisman).

Pemerintah berusaha meningkatkan pemanfaatan gas di dalam negeri. Kendala yang dihadapi adalah terbatasnya infrastruktur gas, seperti terminal regasifikasi, unit penyimpanan dan regasifikasi terapung (FSRU), serta jaringan pipa gas. Dibutuhkan investasi Rp 650 triliun untuk membangun infrastruktur gas di dalam negeri hingga 2030. Dari total produksi gas 2016 sebesar 1,4 juta barrel setara minyak per hari, sebanyak 42 persen diekspor.

Defined After JOB PPEJ Contract Ends

The Working Area (WK) of TUBan Block is planned to be divided into two. This is done after the Joint Operating Body Pertamina Petrochina East Java (JOB PPEJ) contract as the operator of the Tuban Block expires in February 2018.

However, the Special Unit for Upstream Oil and Gas Business Unit (SKK Migas) has not yet determined who will manage the Tuban Block to be determined when the contract expires.

WK Tuban block covers the regencies of Tuban, Bojonegoro, Gresik and Lamongan. The first reserve in the block was discovered in April 1994 and named Mudi field located in Tuban. The next discovery in 2001 known as Sukowati field is located in Bojonegoro.

Ali explained, the highest production JOB PPEJ occurred in 2012. Namely, reaching 48 thousand barrels of oil per day (BOPD). A total of 35 wells are actively managed by JOB PPEJ to date. The details are Sukowati field 26 wells and Mudi 9 wells field.

Currently the field contains more water than oil. At Sumur Mudi, the water is produced 18 thousand- 19 thousand barrel water per day (BWPD). Oil production is only 1,100-1,200 BOPD. As for Sukowati well, its water production is 19 thousand-20 thousand BWPD and oil is 8,700-8,900 BOPD.

"In East Java, the largest contribution is still held by Banyu Urip field with the realization of 200 thousand BOPD-206 thousand BOPD. national production of 800 thousand BOPD-815 thousand BOPD " Ali said.

According to him, the increase in national oil production is in need of innovation. Especially to attract investment of new working areas and new wells.

Bagi Dua Pengeloaan Wilayah Kerja Blok Tuban  

Ditetapkan Setelah Kontrak JOB PPEJ Berakhir

Wilayah Kerja (WK) BlokTuban direncanakan segera dibagi menjadi dua. Hal tersebut dilakukan setelah kontrak Joint Operating Body Pertamina Petrochina East Java (JOB PPEJ) sebagai operator Blok Tuban berakhir pada Februari 2018.

Meski begitu, pihak Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) belum memastikan siapa yang akan mengelola Blok Tuban akan ditetapkan saat kontrak habis.

Kepala Perwakilan SKK Migas Jabanusa Ali Masyhar menyatakan, WK akan dikembalikan ke pemerintah dan selanjutnya dikelola perusahaan baru. 

"Kabarnya akan cenderung dibagi menjadi dua. Lapangan Sukowati akan diambil alih Pertamina EP Asset 4 dan lapangan Mudi mungkin diambil anak perusahaan Pertamina, yaitu Pertamina Hulu Energi (PHE)," jelasnya.

Namun, dia menegaskan bahwa skema tersebut masih bersifat kemungkinan, Pertimbangannya adalah kedekatan wilayah. Keputusannya akan ditetapkan setelah masa kontrak berakhir. 

”Kurang lebih akan seperti itu. Tapi, memang belum bisa pasti karena belum ditetapkan" ujar Ali.

WK Blok Tuban meliputi wilayah Kabupaten Tuban, Bojonegoro, Gresik, dan Lamongan. Cadangan pertama di blok tersebut ditemukan pada April 1994 dan diberi nama lapangan Mudi yang terletak di Tuban. Penemuan berikutnya pada 2001 yang dikenal dengan nama lapangan Sukowati yang terletak di Bojonegoro.

Ali memaparkan, produksi tertinggi JOB PPEJ terjadi pada 2012. Yakni, mencapai 48 ribu barrel oil per day (BOPD). Total 35 sumur yang aktif dikelola JOB PPEJ sampai saat ini. Perinciannya, lapangan Sukowati 26 sumur dan lapangan Mudi 9 sumur.

Saat ini lapangan tersebut lebih banyak mengandung air daripada minyak. Di Sumur Mudi, air yang ikut diproduksi 18 ribu- 19 ribu barrel water per day (BWPD ). Produksi minyak hanya 1.100-1.200 BOPD. Adapun di Sumur Sukowati, produksi airnya 19 ribu-20 ribu BWPD dan minyak 8.700- 8.900 BOPD. 

"Di wilayah Jatim, kontribusi terbesar masih dipegang lapangan Banyu Urip dengan realisasi 200 ribu BOPD-206 ribu BOPD. Sedangkan produksi secara nasional 800 ribu BOPD-815 ribu BOPD" kata Ali.

Menurut dia, peningkatan produksi minyak nasional sangat memerlukan inovasi. Terutama untuk menarik investasi wilayah kerja baru dan sumur baru.

MEDC Fund Out US $ -3.39 Million



PT Medco Energi Internasional Tbk. spent US $ 3.39 million on oil and gas exploration costs in two blocks, the South Sumatra Block and Rimau Block in October 2017.

Of the total exploration fund, 46.9% or US $ 1.59 million is allocated to the South Sumatra block which has just been granted a production sharing contract (PSC) extension up to 2033.

In the monthly exploration report of the MEDC coded stock remark, the South Sumatra block is wholly owned by PT Medco E & P Indonesia. Meanwhile, 2D seismic land activity in this block is located in three districts namely Musi Rawas Regency, Empat Lawang and Lahat are divided into four survey areas namely Aini, Sugih Waras, Cactus, East Lily, Green, North Terrace, and Whitewater and Nowera.

The amount of seismic cost that the company disbursed until the end of October 2017 amounted to US $ 29,000. In addition, there are drilling activities of three exploration wells namely Cempaka-l, Nowera-1, and Flamboyan-l. The drilling fee amounted to US $ 973,380, US $ 328,251 and US $ 262,777, respectively.

Meanwhile, exploration activities in the Rimau block are focused in two districts namely Musi Banyuasin and Banyuasin, South Sumatra Province.

In this block, the company has 95% participation rights. The rest is held by the Regional Mining and Energy Company of South Sumatra [PDPDE]. This block contract is valid until 22 April 2023.

MEDC Keluarkan Dana US$-3,39 Juta


PT Medco Energi Internasional Tbk. mengeluarkan dana US$3,39 juta untuk biaya eksplorasi minyak dan gas bumi di dua blok yakni blok South Sumatra dan blok Rimau pada Oktober 2017.

Dari jumlah dana eksplorasi itu, Sebanyak 46,9 % atau sebesar US$ 1,59 juta dialokasikan untuk blok South Sumatra yang baru saja memperoleh perpanjangan kontrak bagi hasil (production sharing contract/PSC) hingga 2033.

Dalam laporan ekplorasi bulanan remiten berkode saham MEDC itu, blok South Sumatra dimiliki sepenuhnya oleh PT Medco E&P Indonesia. Adapun, kegiatan seismik darat 2D pada blok ini berlokasi di tiga kabupaten yakni Kabupaten Musi Rawas, Empat Lawang dan Lahat yang terbagi dalam empat area survei yakni Aini, Sugih Waras, Kaktus, East Lily, Hijau, North Teras, dan Arung serta Nowera.

Jumlah biaya seismik yang digelontorkan perseroan sampai dengan akhir Oktober 2017 sebesar US$ 29.000. Selain itu, ada kegiatan pemboran tiga sumur eksplorasi yakni Cempaka-l , Nowera-1, dan Flamboyan-l. Biaya pemboran sebesar masing-masing US$ 973.380, US$ 328.251, dan US$ 262.777.

Sementara itu, kegiatan eksplorasi di blok Rimau difokuskan di dua kabupaten yakni Musi Banyuasin dan Banyuasin Provinsi Sumatra Selatan.

Dalam blok ini, perseroan memiliki hak partisipasi sebanyak 95%. Sisanya dipegang oleh Perusahaan Daerah Pertambangan dan Energi Sumatera Selatan [PDPDE). Kontrak blok ini berlaku hingga 22 April 2023.

Pertamina Capex Projected to Break US $ 10-1 1 M



PT Pertamina projects its investment fund needs to double to around US $ 10-11 billion from 2019. This is because all of the oil refinery (BBM) projects under construction have started construction.

Pertamina Finance Director Arif Budiman said the amount of investment expenditure (capital expenditure / capex) issued by the company is projected to continue to rise in the future. This year, Pertamina's investment performance is estimated at US $ 4.5 billion. Furthermore, this investment figure will grow next year to about US $ 5.7 billion and jumped twice as much as 2019.

"[Investments] are expected to rise to double digits starting 2019 ahead," he told Investor Daily, last week. This part of the investment is as great for both the upstream and downstream businesses of the company.

He said the significant investment increase was due to the fact that the refinery project would have started significantly at that time. Currently, improvements and capacity building of Balikpapan Refinery in East Kalimantan have entered the finalization stage of engineering design and final investment decision (FID).

While repairing Cilacap refinery and new refinery development in Tuban, East Java in Finalization stage of the scheme in the future. As is known, Pertamina is working on six refinery projects at once, both new units and capacity and quality improvement of existing refineries.

Construction of two new refinery units in Tuban, East Java and Bontang, East Kalimantan, and repair of four existing refineries spread across Balongan, West Java; Balikpapan, East Kalimantan; Dumai, Riau; and Cilacap, Central Java. The fund needed to complete this project is huge, at about US $ 30 billion.

The entire refinery project is targeted for completion by 2025. Precisely, Balikpapan and Balongan Refineries are projected to be completed by 2021, followed by Cilacap and Tuban Refinery in 2024, and Bontang Refinery and Dumai Refinery in 2025.

Although investment needs will soar, Arif asserted that the company does not or will not issue bonds (global bond). To ensure that all projects can be funded, it will partner with partners to work on refinery projects.

"[Project] that already exist partners, we continue. If there is also someone who is interested to others, we are open, "he said.

However, Pertamina said it will not delay the refinery project until it gets partners who can be invited to share the investment burden. For the Balikpapan Refinery Project, for example, the company continues its work while opening opportunities for companies interested in joining partners.

The same is also open to other refinery projects. Condition, potential partners must offer a fair and risky scheme together. In addition, the cost for the refinery project will also be covered with project financing (PF).

"The type of refinery investment can usually be PF-kan given the nature of the withdrawal of funds," said Arif.

Upstream, Pertamina will need additional investments to manage oil and gas blocks that have expired. Starting next year, Pertamina will get seven additional blocks, namely Mahakam Block, Tuban, Ogan Komering, North Sumatra Offshore, Central, Sanga-Sanga and South East Sumatera. For Mahakam Block alone, the company will spend US $ 1.8 billion.

Refinery Cilacap

Meanwhile, Pertamina is now completing the formation of a joint venture with Saudi Aramco for the improvement and capacity building project of Cilacap Refinery. Senior Vice President of Refining Operation of Pertamina Budi Santoso Syarif said, the establishment of a JV requires asset statements of each company.

"We are still evaluating how far we can provide joint assets with Saudi Aramco. It is still being reviewed at headquarters, "he said.

He explained, the calculation of this asset is necessary because it will determine the matter of equity participation to the joint venture. Meanwhile, refinery assets are not actually owned by Pertamina, but the government. So, it must coordinate with the government about this matter. Previously, Pertamina and Saudi Aramco have signed an agreement to form a joint venture for the upgrading project of Cilacap refinery in December last year. Both agreed on the matter of ownership of shares where Pertamina holds 55% and Saudi Aramco 45%.

After upgrading, the processing capacity of Cilacap refinery will increase from 348 thousand bpd to 400 thousand bpd. Furthermore, there will be additional gasoline production (gasoline) 80 thousand bpd, diesel 60 thousand bpd, and avtur 40 thousand bpd. Fuel production rose significantly because the ability of refineries to process crude oil into finished products (NCI) rose from 74% to 92-98%.

Capex Pertamina Diproyeksikan Tembus US$ 10-1 1 M


PT Pertamina memproyeksikan kebutuhan dana investasinya bakal naik dua kali lipat menjadi sekitar US$ 10-11 miliar mulai 2019. Hal ini lantaran seluruh proyek kilang bahan bakar minyak (BBM) yang digarap perseroan sudah mulai konstruksi.

Direktur Keuangan Pertamina Arif Budiman mengatakan, besaran belanja investasi (capital expenditure/capex) yang dikeluarkan perseroan diproyeksikan terus naik ke depannya. Pada tahun ini, performa investasi Pertamina diperkirakan sebesar US$ 4,5 miliar. Selanjutnya, angka investasi ini bakal membesar pada tahun depan menjadi sekitar US$ 5,7 miliar dan melonjak dua kali lipatnya mulai 2019.

“ [lnvestasi] diperkirakan naik menjadi double digit mulai 2019 ke depan,” kata dia kepada Investor Daily, pekan lalu. Bagian investasi ini sama besarnya baik untuk bisnis hulu maupun hilir perseroan.

Dikatakannya, kenaikan investasi yang cukup signifikan ini lantaran proyek kilang bakal sudah dimulai signifikan pada saat itu. Saat ini, perbaikan dan peningkatan kapasitas Kilang Balikpapan di Kalimantan Timur sudah masuk tahap finalisasi desain rekayasa dan keputusan investasi akhir (final investment decision/FID). 

Sementara perbaikan Kilang Cilacap dan pembangunan kilang baru di Tuban, Jawa Timur pada tahap Finalisasi skema ke depannya. Seperti diketahui, Pertamina mengerjakan enam proyek kilang sekaligus, baik unit baru maupun peningkatan kapasitas dan kualitas dari kilang yang ada. 

Pembangunan dua unit kilang baru di Tuban, Jawa Timur dan Bontang, Kalimantan Timur, serta perbaikan empat kilang eksisting yang tersebar di Balongan, Jawa Barat; Balikpapan, Kalimantan Timur; Dumai, Riau; serta Cilacap, Jawa Tengah. Dana yang dibutuhkan untuk merampungkan proyek ini sangat besar, yakni sekitar US$ 30 miliar.

Seluruh proyek kilang ini ditargetkan selesai pada 2025. Tepatnya, Kilang Balikpapan dan Balongan diproyeksikan selesai pada 2021, disusul Kilang Cilacap dan Tuban pada 2024, serta Kilang Bontang dan Kilang Dumai pada 2025. 

Meski kebutuhan investasi bakal melonjak tinggi, Arif menegaskan bahwa perseroan tidak atau belum akan menerbitkan surat utang (bond) global. Untuk memastikan seluruh proyek dapat didanai, pihaknya akan menggandeng mitra untuk menggarap proyek-proyek kilang. 

“[Proyek] yang sudah ada mitra, kami teruskan. Kalau juga masih ada yang berminat untuk yang lain, kami terbuka," tuturnya.

Namun, Pertamina disebutnya tidak akan menunda proyek kilang sampai mendapatkan mitra yang bisa diajak berbagi beban investasi. Untuk Proyek Kilang Balikpapan misalnya, perseroan terus melanjutkan pengerjaannya sembari membuka kesempatan bagi perusahaan yang berminat bergabung menjadi mitra. 

Hal yang sama juga terbuka bagi proyek kilang lainnya. Syaratnya, calon mitra harus menawarkan skema yang adil dan mau menanggung resiko bersama-sama. Selain itu, biaya untuk proyek kilang juga akan ditutup dengan project financing (PF). 

“Jenis investasi kilang biasanya dapat di-PF-kan mengingat nature dari penarikan dananya,” ujar Arif.

Di hulu, Pertamina akan membutuhkan tambahan investasi untuk mengelola blok-blok migas yang habis kontraknya. Mulai tahun depan, Pertamina memperoleh tambahan tujuh blok yakni Blok Mahakam, Tuban, Ogan Komering, North Sumatera Offshore, Tengah, Sanga-Sanga, dan South East Sumatera. Untuk Blok Mahakam saja, perseroan bakal mengeluarkan dana US$ 1,8 miliar.

Kilang Cilacap 

Sementara itu, Pertamina kini sedang merampungkan pembentukan perusahaan patungan (joint venture) dengan Saudi Aramco untuk proyek perbaikan dan peningkatan kapasitas Kilang Cilacap. Senior Vice President Refining Operation Pertamina Budi Santoso Syarif menuturkan, pembentukan JV membutuhkan pernyataan aset dari masing-masing perusahaan.

“Kami masih evaluasi seberapa jauh kami bisa memberikan aset joint dengan Saudi Aramco. Itu masih dikaji di kantor pusat,” kata dia.

Dijelaskannya, perhitungan aset ini diperlukan lantaran akan menentukan soal penyertaan modal ke perusahaan patungan. Sementara, aset-aset kilang sebenarnya bukan milik Pertamina, tetapi pemerintah. Sehingga, pihaknya harus berkoordinasi dengan pemerintah soal hal ini. Meski demikian, pihaknya bakal merampungkan masalah "JV tersebut pada tahun ini juga.

“Secepatnya, karena ini Saudi Aramco menunggu, jadi secepatnya kami selesaikan. Sepertinya tidak sampai pada 2018,” tutur Budi.

Direktur Jenderal Minyak dan Gas Bumi Kementerian Energi dan Sumber Daya Mineral (ESDM) Ego Syahrial mengatakan, Proyek Kilang Cilacap ini hatus dirampungkan. Pasalnya, dengan kapasitas sebesar 348 ribu barel per hari (bph), Kilang Cilacap berkontribusi 33% atau terbesar di Indonesia. Perbaikan dan peningkatan kapasitas Kilang Cilacap diharapkan bisa menekan biaya pokok produksi dan menaikkan kualitas produknya.

“Program ini untuk meningkatkan kapasitas yang tadinya 348 ribu bph ke depannya menjadi sekitar 400 ribu bph. Selain itu, memang Kilang Cilacap ini merupakan salah satu yang paling efisien di Indonesia,” kata dia.

Sebelumnya, Pertamina dan Saudi Aramco telah meneken perjanjian pembentukan perusahaan patungan untuk proyek peningkatan kapasitas dan kompleksitas (upgrading) Kilang Cilacap pada Desember tahun lalu. Keduanya menyepakati soal kepemilikan saham dimana Pertamina memegang 55% dan Saudi Aramco 45%.

Pasca upgrading, kapasitas pengolahan minyak mentah Kilang Cilacap akan naik dari 348 ribu bph menjadi 400 ribu bph. Selanjutnya, bakal ada tambahan produksi bensin (gasoline) 80 ribu bph, solar 60 ribu bph, dan avtur 40 ribu bph. Produksi bahan bakar naik signifikan lantaran kemampuan kilang mengolah minyak mentah menjadi produk jadi (NCI) naik dari 74% menjadi 92-98%.
