Saat ini ada 129 pekerja yang sedang menggarap mempersiapkan lahan untuk pembangunan. Sekarang ini tahap pertama studi Amdal (analisis mengenai dampak lingkungan). Kami harapkan proyek ini berakhir 2021, nantinya bisa memproduksi antara 300 ribu sampai 400 ribu barrel per kata Rachmadi.

Menurut Rachmadi. seluruh produk dari kilang ini berstandar euro 5, levelnya melebihi standar dunia yang mensyaratkan euro 4. Kilang itu disebut-sebut akan menjadi proyek terbesar di Indonesia dan termodern di dunia. Nanti akan di integrasikan dengan kilang TPPI (Trans Pacific Petrochemical Indotama) yang sudah ada (lokasinya berdekatan) katanya.

Rachmad Hardadi, Direktur Megaproyek Pengolahan dan Petrokimia PT Pertamina, usai mengikuti konsultasi publik studi amdal pembangunan kilang di Gedung Korpri Tuban. Rencananya pembangunan kilang terbesar di Indonesia membutuhkan tenaga kerja, diantara 35 ribu orang sampai 50 ribu orang. 

Proyek tersebut akan di kerjakan di pertengahan bulan Juni 2017, karena pembebasan lahan sudah selesai. Saya pastikan di akhir 2021 sudah bisa beroperasi. Pada awal tahun 2022, kilang minyak ini sudah memenuhi produksi 100 persen seperti desain awal yakni produksi 300.000 barel perhari.

Sementara itu, Bupati Tuban, Fathul Huda minta bahwa proyek itu memberi manfaat kepada masyarakat sekitar. Sehingga keberadaan kilang itu bisa dirasakan secara baik bagi masyarakat Tuban. Kalau tidak ada peningkatan ekonomi dan penurunan pengangguran, berarti ada yang error tambah Fathul Huda, Bupati Tuban berharap dengan berdirinya kilang minyak tersebut jangan sampai merugikan masyarakat, terutama yang selama ini hidupnya tergantung dari lahan yang akan didirikan kilang minyak tersebut.

Jangan sampai masyarakat yang sebelumnya hidupnya tergantung di lahan yang akan didirikan kilang itu nantinya kehilangan mata pencaharian begitu saja. Perusahaan harus berfikir bagaimana caranya masyarakat itu memperoleh lapangan pekerjaan baru.

Beberapa insentif yang diminta Inpex adalah penambahan kapasitas LNG menjadi 9,5 juta ton per tahun dan 150 million standard cubic feet of gas per clay (mmscfd), pergantian masa perencanaan 10 tahun, masuknya biaya investasi selama ini atau sunk cost sebesar US$ 1,2 miliar, Internal rate of return (IRR) sebesar 15%, perizinan dari pemerintah, dan juga masalah lokasi pembangunan kilang LNG.

Wakil Menteri ESDM Arcandra Tahar membenarkan, pemerintah sebenarnya berharap sudah ada penandatangan kesepakatan antara pemerintah dan Inpex untuk Blok Masela saat Perdana Menteri Shinzo Abe melakukan kunjungan ke Indonesia mulai Minggu (16/1) esok. Namun, hingga saat ini negosiasi soal insentif itu masih alot. Misalnya, untuk masa pergantian masa perencanaan yang hilang karena adanya perubahan desain proyek oleh pemerintah akan diganti hanya 7 tahun, sementara Inpex masih ngotot tetap ingin 10 tahun.

Sementara, untuk penambahan kapasitas produksi, pemerintah menawarkan dua skenario. Pertama adalah produksi gas untuk LNG lebih besar dan gas untuk petrokimia lebih sedikit. Kedua, gas untuk LNG tidak terlalu besar dan gas untuk petrokimia porsinya besar. Skenario pemerintah ini bertujuan agar bisa membangun industri petrokimia yang kuat di dalam negeri. Indonesia baru punya satu cracker yang mengonversi gas menjadi propilena dan polietilena. Padahal impor kedua produk ini cukup besar, sehingga kami ingin membangun industri petrokimia di kawasan Masela, kata Arcandra.

Selain itu dua skenario lain yang masih dipertimbangkan adalah soal produksi kilang yakni pertama produksi 7,5 MTPA plus 474 mmscfd untuk gas pipa ke pabrik petrokimia. Kedua, menyepakati keinginan Inpex yang meminta produksi LNG 9,5 juta ton per tahun plus gas pipa sebesar 150 mmscfd. Hanya saja Arcandra menegaskan hingga saat ini belum ada kesepakatan soal kapasitas industri ini. Pemerintah masih menimbang-nimbang kemampuan industri hilir untuk menyerap gas dari blok Masela. "Ini bagian dari negosiasi yang sangat alot," imbuh Arcandra.

Menanggapi ini, Senior Manager Communication and Relation Inpex Corp, Usman Slamet menyatakan juga berharap segera ada keputusan resmi pemerintah. Kepastian pemerintah dibutuhkan oleh operator untuk mengerjakan proyek lapangan Abadi Blok Masela. Kami sudah kirim surat ke pemerintah, kami berharap bisa dipahami pemerintah, kata Usman.

OPEC to decide possible oil cut in May

The cuts began on jan. T and are to stay in effect for six months. Barkindo expressed confidence in the level of commitment from all countries participating in the agreement to decrease supply.

Tetapi, perusahaan yang melanjutkan sampai tahap penawaran hanya untuk tiga blok migas. Yakni Blok Ebuny, Onin, dan West Kaimana,” kata dia.

Lelang blok migas konvensional ini dibuka pemerintah pada Juli lalu. Untuk lelang melalui penawaran langsung, pemasukan dokumen partisipasi memang telah ditutup pada 31 Agustus lalu. Selain ketiga blok tadi, blok lain yang ditawarkan yakni Blok Bukit Barat, Batu Gajah Dua, Kasongan Sampit, dan Ampuh. Sementara untuk lelang reguler terdapat tujuh blok yang ditawarkan yaitu Blok South CPR Oti, Suremana I, Manakarra Mamuju, South East Mandar,
North Arguni, dan Kasuri II. 

Pemasukan dokumen partisipasi lelang skema ini telah ditutup pada 14 November. Namun, Tunggal mengaku belum bisa menyebutkan blok mana saja yang diminati investor. Sekarang masih evaluasi kemampuan keuangan, masih proses. Kalau evaluasi teknis sudah. Lelang reguler blok migas diperkirakan akan selesai dievaluasi pada Januari 2017. 

Diakui Tunggal, meski banyak perusahaan yang berminat mengikuti lelang reguler blok migas, tidak semuanya kemudian menindaklanjuti dengan membeli dokumen lelang. Namun, dia menampik hal ini lantaran investor masih menunggu kepastian soal gross split. Investor memutuskan mundur bisa saja karena tidak memenuhi aspek keuangan. Pemerintah bukannya tidak melakukan apapun untuk menarik investor menanamkan modalnya dalam proyek migas
nasional. 

Pada lelang kali inipun, pemerintah telah mengubah skema lelang menjadi model open bid split. Dengan konsep ini, investor dapat menawar besaran bagi hasil dengan pemerintah sesuai hitungan keekonomian proyek. Peserta lelang juga bebas memberikan penawaran bonus tanda tangan. Selanjutnya, Pemerintah memilih penawaran terbaik dengan batasan tertentu terhadap owner estimate yang telah ditetapkan.

Pertamina EP Cepu menghitung, internal rate of return (IRR) Jambaran-Tiung Biru tanpa insentif mencapai 12% 13%. Sementara kalau dengan insentif pemerintah, IRR naik menjadi 16%. Hingga kini, pemerintah belum memberikan surat persetujuan atas perubahan alokasi gas. Menurut informasi, calon pembeli produksi gas Jambaran-Tiung Biru berubah. Dari semula PT Pupuk Kujang beralih kepada PT Pertamina.

Harga itu berlaku di lapangan pengeboran. Dalam komponen harga gas akan dimasukkan lagi komponen biaya distribusi. Khusus alokasi gas rumah tangga, tidak ada batasan pembelian minimum seperti yang kerap diberlakukan pada perjanjian jual beli gas (PJBG) industri. Dalam PJBG industri, penjual dan pembeli menyepakati jumlah pemakaian minimal yang wajib dibayar pembeli meskipun pemakaian tidak sampai jumlah minimal itu.

Belum semua

Direktur Pegembangan infrastruktur dan teknologi PGN, Dilo Seno Widagdo menuturkan belum seluruh 4.000 sambungan rumah tangga dialiri gas. Pengaliran dilakukan secara bertahap karena belum semua sambungan siap dipakai. Penyebabnya antara lain instalasi di rumah pelanggan belum selesai dipasang Jaringan gas rumah tangga di Batam yang dibangun dengan dana pemerintah sudah menjangkau 16 perumahan. Panjang pipa distribusi untuk menjangkau rumah-rumah 55 kilometer. Selain jaringan yang dibangun dengan dana pemerintah, kami membangun dengan dana sendiri. Tahun lalu, PGN membangun 8.158 sambungan di seluruh Indonesia.

Sambungan yang dibuat PGN tersebar di Sumatera Utara, Kepulauan Riau, Banten, Jawa Barat, DKI Jakarta, dan Jawa Timur. BAnyak kalangan berpendapat kunjungan kenegaraan Perdana Menteri Jepang Shinzo Abe ke Indoesia pada Minggu (15/1) salah satunya untuk menyepakati proyek Lapangan Abadi, Blok Masela.

Blok Masela dioperatori oleh perusahaan asal Jepang Inpex Masela Ltd. dengan kepemilikan saham (65%) dan Shell (35%). Setelah pemerintah memutuskan pengembangan Iapangan Abadi, Blok Masela menggunakan kilang LNG di darat (onshore Liquefied natural gas/OLNG) pada 23 Maret 2016, rencana investasi yang telah dibangun Inpex pun runtuh seketika. Rencana yang sudah dirintis selama 10 tahun itu kembali ke titik nol karena Inpex dan Shel harus menyusun kembali rencana setelah pemerintah mengubah skema kilang terapung menjadi kilang darat.

Dengan perubahan skema itu, Inpex dan Shell pun harus menghitung ulang investasi untuk pengembangan blok migas tersebut termasuk skala pengembalian investasi (investment rate of return/IRR). Hal itu menjadi wajar karena dengan perubahan skema maka investasi pun berubah. IRR proyek Masela saat ini hanya sekitar 9%. Sementara Inpex dan Shell berharap agar tingkat pengembalian investasi mencapai 15%.

Untuk mencapai IRR 15%, Inpex dan Shell mengusulkan penggantian waktu yang hilang selama 10 tahun (2007-2017). Dengan alasan penyusunan rencana investasi sejak 2007 dengan skema kilang terapung menjadi musnah. Untuk itu, Inpex meminta penggantian waktu selama 10 tahun.

Kontrak blok migas yang diteken pada 1998 itu akan habis masa kontrak pada 2028. Sementara itu, dengan perubahan skema pembangunan kilang, proyek diproyeksikan baru berproduksi (onstream) pada 2026. Sejak skema berubah dari kilang terapung menjadi kilang darat, pemerintah dan Inpex belum memperoleh kesepakatan baru. 

Selain mengajukan usulan penambahan waktu 10 tahun, Inpex juga meminta kapasitas kilang LNG di darat dinaikkan dari 7,5 juta ton per tahun (million metric ton per annum/mtpa) menjadi 9,5 mtpa dan gas pipa 150 MMscfd. Inpex juga mengusulkan kepada pemerintah lokasi pembangunan kilang LNG di Kepulauan Tanimbar, Kabupaten Maluku Tenggara Barat. 

Pemerintah Indonesia mengusulkan penambahan waktu kepada Masela empat tahun. Untuk mengakomodasi usulan Inpex tersebut, Menteri Koordinator Bidang Kemaritiman Luhut Binsar Pandjaitan dan Wakil Menteri ESDM Arcandra Tahar terbang ke Tokyo pada 19 Desember 2016 bertemu dengan CEO Inpex untuk membicarakan berbagai hal soal pengembangan blok migas yang berlokasi di laut Arafuru, Maluku.

BELUM TERCAPAI 

Berdasarkan informasi, dalam pertemuan tersebut belum tercapai kesepakatan antara Pemerintah Indonesia dan Inpex terkait dengan tiga poin (penggantian waktu 10 tahun, penambahan kapasitas 9,5 mtpa, dan lokasi kilang LNG di Tanimbar). Namun, perwakilan dari Indonesia pada pertemuan itu menawarkan penggantian waktu tujuh tahun bukan 10 tahun, Namun, dasar penawaran pemerintah untuk mengganti waktu yang hilang itu dipertanyakan dasarnya. 

Inpex mengusulkan penggantian kontrak 10 tahun karena sebagai kompensasi waktu yang hilang selama 2007-2017. Apakah angka tujuh tahun itu diperoleh dari penambahan empat tahun dan 10 tahun kemudian dibagi dua? Kalau dasar yang dipakai seperti itu sesungguhnya kurang tepat. Seharusnya ada kajian kenapa pemerintah memberikan tambahan waktu tujuh tahun bukan enam tahun misalnya.

Hingga jelang kunjungan Abe ke Indonesia, pemerintah dan Inpex belum sepakat terkait dengan tiga poin tersebut. Informasi terakhir, pemerintah memberikan tambahan kontrak masela tujuh tahun, kapasitas kilang LNG masih tetap 7,5 mtpa dan gas pipa 475 MMscfd.

Alokasi gas pipa 475 MMscfd bertujuan untuk industri petrokimia yang rencananya akan dibangun di sekitar kilang LNG. Namun, pihak Inpex meragukan calon pembeli gas pipa tersebut karena belum ada pihak yang tertarik membangun industri petrokimia di wilayah itu.

Sementara itu, terkait dengan lokasi kilang, ada beberapa permintaan dari internal pemerintah agar dibangun di Kepulauan Aru. Padahal, jarak dari lokasi sumur migas dengan Kepulauan Aru mencapai 600 km. Sementara itu, lokasi Tanimbar hanya sekitar 200 km.

Tender winners EPC Project J-TB Wait SKK Migas

Sampai kini pemenang tender Mega-proyek Engineering, Procurement and Construction (EPC) Gas Processing Facility (GPF) Lapangan Jambaran-Tiung Biru (J-TB) di Kabupaten Bojonegoro, masih belum diketahui. Sebab, rekomendasi yang dikirim dari operator Lapangan Gas J-TB belum keluar.

Bagian Hukum dan Humas Pertamina Eksplorasi dan Produksi Cepu (PEPC), isnu Bahriansyah mengatakan, proses penetapan pemenang tender proyek EPC J-TB sampai saat ini tahapanya masih di SKK Migas. Penetapan pemenang tender masih di riview oleh SKK Migas,” ujar Wisnu usai mengikuti rapat bersama terkait Tanah Kas Desa Gayam, di depan ruangan Komisi A DPRD Kabupaten Bojonegoro.

Pihaknya juga memastikan, jika penentapan pemenang tersebut sudah di tetapkan oleh SKK Migas, PEPC bakal Segera berkoordinasi dengan berbagai pihak. Saat ini belum keluar pengumuman resmi dari SKK Migas, jadi belum diketahui.  Kendati demikian, kaitannya dengan pemenang tender proyek tersebut. Salah satu pertimbanganya adalah ketegasan dari calon pembeli gas lapangan Jambaran-Tiung Biru (J -TB). Kalaupun hasil pemenangnya sudah ada dan harga gasnya belum sepakat kan sama saja. Jadi harus pararel.

Sebelumnya beredar kabar ada tiga calon pembeli gas, yakni PT Pupuk Kujang Cikampek, PT PLN dan PT Pertamina. Namun, pihak PT Pupuk Kujang Cikampek dan PT PLN mundur, membatalkan pembelian gas dari lapangan J-TB tersebut. Dengan alasan ke ekonomisan yang menguntungkan perusahaan. Dulunya perusahaan pupuk dan PLN juga bakal membeli. Namun membatalkannya. Kami mengharapkan Pertamina. Kelihatanya Pertamina yang positif membeli.
