DPR ‘knows’ Oil and gas mafia: Pertamina boss certainly knows



PT Pertamina (Persero) officials are believed to recognize oil and gas, mafia perpetrators. Para petinggi PT Pertamina (Persero) diyakini mengenali para pelaku mafia minyak dan gas. Presiden Joko Widodo (Jokowi) pun disarankan memberantas mafia migas melalui para bos Pertamina. Anggota Komisi VII DPR Dr Ir Kardaya Warnika DEA menilai praktik mafia migas sebenarnya bisa dirasakan. Namun untuk mencari keberadaannya memang terbilang sulit.

“Kalau tentang mafia minyak dan gas itu saya selalu mengatakan ini seperti bau kentut, tercium tapi kalau dilihat siapa yang kentut susah, tapi dirasakan ada,” ujarnya.

Menurut Kardaya, praktik mafia minyak dan gas sulit diselidik lantaran kebanyakan dari mereka beraksi mengikuti peraturan yang ada. Namun mereka memanfaatkan celah-celah dari ketentuan yang berlaku.

“Mafia minyak dan gas ini melihat peluang kalau pembelian minyak terasa lebih mahal dari yang semestinya, nah itulah tanda-tandanya. Sebetulnya mafia minyak dan gas ini susah dilihat karena mereka bekerja mengikuti peraturan ketentuan, ya legal saja. Tapi mereka memanfaatkan celah-celah dari peraturan yang ada,” tambahnya.

Dia mencontohkan, misalnya ada proyek minyak dan gas yang diikuti oleh beberapa perusahaan. Jika ditelusuri ternyata induk dari induk perusahaan-perusahaan yang ikut tender merupakan satu pihak. Dengan praktik seperti itu, Kardaya yakin petinggi Pertamina selaku BUMN dan perusahaan migas terbesar di Indonesia tahu dan kenal dengan para pelaku mafia minyak dan gas.

“Presiden sudah mengatakan pertama dia ingin memberantas mafia. Kedua dia mengatakan dia tahu siapa yang bermain, menurut saya ya tinggal panggil saja
Direktur Utama bersama Komisaris Utama Pertamina. Tidak perlu bicara keluar, saya tahu ini orang yang bermain, saya tidak mau tahu praktik ini harus hilang, kalau tidak hilang maka sanksinya ya dicopot,” terangnya.

“Karena pejabat itu takutnya hanya satu, yaitu kehilangan jabatan, dengan tuhan saja pejabat tidak takut, setelah disumpah pejabat itu melakukan hal aneh-aneh,” tutup Kardaya.

Bukti Mafia Minyak dan gas, kilang tidak segera dibangun

Sebelumnya menurut hitungan tim reformasi tata kelola pejabat yang dipimpin Faisal Basri sewaktu membongkar praktik mafia pejabat pada 2014-2015 lalu di tubuh Petral, diketahui para importir minyak ini bisa mendapatkan USD 1 sampai USD 3 dari tiap barel impor minyak ke Indonesia. Ini Bukti Ada Mafia minyak dan gas. 

Terkait mafia minyak dan gas kini pemerintahan Jokowi kembali melakukan upaya untuk memberantasnya. Lantas apa buktinya mafia minyak dan gas masih berkeliaran? Pengamat Ekonomi Energi dari Universitas Gadjah Mada (UGM) Fahmy Radhi mengatakan, salah satu bukti adanya mafia minyak dan gas adalah tidak adanya pembangunan kilang minyak dan gas.

“Ada upaya sistemik menghalangi pembangunan kilang. Itu kan dikeluhkan Jokowi juga, sudah 35 tahun Pertamina tidak membangun kilang, padahal banyak juga investor seperti Saudi Aramco, ada Rosneft Rusia, ada OOG (Overseas Oil & Gas) Oman itu sudah dalam tahap penandatanganan framework agreement, tapi sampai sekarang tidak ada satu pun yang bisa direalisasikan,” tuturnya.

Fahmi yang pernah menjadi Tim Anti Mafia minyak dan gas yang pernah diketuai oleh Faisal Basri, meyakini mafia minyak dan gas erat kaitannya dengan impor. Mereka bisa hidup terus jika Indonesia masih terus impor minyak dan gas, oleh karena itu mereka melakukan berbagai cara untuk menghalanginya.

“Jadi kalau berdasarkan pada hasil temuan kami dulu, kemudian melihat gejala sekarang ini, salah satu indikatornya memang peningkatan impor minyak dan gas, dan mafia minyak dan gas bermain di jalur impor tadi, berburu rente di impor" tambahnya.

Besarnya impor minyak dan gas memang sudah menjadi perhatian Jokowi. Presiden mengaku sudah mengetahui nama dalang di balik impor minyak dan gas yang mencapai 800 ribu barel per hari.

Abu Dhabi Aims for Energy Sector Investment in Indonesia



Indonesia strengthens relations with the United Arab Emirates (UAE). The two countries agreed on a number of cooperation and investments. Of the 16 agreements, Indonesia and the UAE agreed on five agreements in the fields of religion, education, agriculture, health, and counter-terrorism. While there are 11 business agreements signed by the two countries, covering the fields of energy, oil, and gas, petrochemicals, ports, telecommunications, and research. The total estimated investment value obtained from these 11 agreements reached Rp 314.9 trillion or the US $ 22.89 billion.

The UAE has high confidence in the development of the energy sector business in Indonesia. A total of 11 business agreements have been signed-in part for the energy business, said the Head of the Public Information Services and Cooperation Biro Ministry of Energy and Mineral Resources, Agung Pribadi.

PT Pembangkit Jawa Bali investment (PJBI)

One of the agreements in the business sector is the construction of a floating solar power plant in Cirata Reservoir, West Java. Later, the Masdar renewable energy company (EBT) based in Abu Dhabi UAE, will partner with PT Pembangkit Jawa Bali investment (PJBI) to build Cirata Floating PLTS with a capacity of 145 megawatt peak (MWp).

The investment value in the plant is estimated to reach Rp 1.8 trillion. Cirata Floating PLTS will break the record of the largest solar power plant in the ASEAN region after PLTS in the Philippines, Cadiz Solar Powerplant of 132.5 MW.

In addition to developing EBT-based electricity, Indonesia and the UAE agreed on a number of oil and gas projects such as the development of the Balikpapan RUV V Refinery Development Master Plan (RDMP) between Pertamina and Mubadala.

Later, RDMP RU V Balikpapan will increase refinery processing capacity from 260,000 barrels per day (BPD) to 360,000 BPD and improve product quality from fuel equivalent to Euro II to Euro V. The other agreed cooperation is about developing the potential of crude oil in Balongan between Pertamina and the Abu Dhabi National Oil Company (ADNOC), to the supply of liquified natural gas (LPG) between the two companies.


In the mineral subsector, Indonesia and the UAE signed a collaboration involving Emirates Global Aluminum (EGA) and PT Indonesia Mahan Aluminum (Mind Id) in the context of increasing the production of ingot alloys and billets.

During the test period (oba, planned additional production is around 20,000 tons with a current normal production capacity of 250,000 tons. In fact, the Middle East investment record in Indonesia is less encouraging and the value is not significant.


For example, the promise of Saudi Aramco, the Saudi oil and gas giant to build a refinery in Cilacap, Central Java, with Pertamina. The plan is not clear because an agreement has not been established. The negotiations between Pertamina and Aramco began in 2014, or have been in vain for six years.

Then there was the Food and Energy Estate project in Merauke (MIFEE) in Papua in 2010. This 2.5 million hectare project is predicted to save IDR 4.7 trillion in foreign exchange through reducing food imports.

Saudi Binladin Group, a construction conglomerate from Saudi Arabia, expressed interest in entering the project. There is even a mention of US $ 4 billion worth of investment interest. But until now there has been no continuation of the Bin Ladin Group investment plan.

During President Joko Widodo's visit to Saudi Arabia on 14 ~ 15 April 2019, Prince Muhammad bin Salman expressed interest in a $ 6 billion investment in the oil and gas sector and tourism in Indonesia. But until now there is also no clarity. 

       Previously, during the state visit of Saudi Arabia's King Salman bin Abdul Aziz AL Saud to Indonesia in 2017, the investment was the only US $ 6 billion or Rp 89 trillion. This figure is far from the value of Saudi Arabia's investment in China which reached the US $ 65 billion or Rp870 trillion.

Abu Dhabi Incar Investasi Sektor Energi di Indonesia


Indonesia mempererat hubungan dengan Uni Emirat Arab (UEA). Kedua negara menyepakati sejumlah kerjasama dan Investasi dengan. Dari 16 perjanjian, Indonesia dan UEA menyepakati lima perjanjian di bidang keagamaan, pendidikan, pertanian, kesehatan dan penanggulangan terorisme. Sementara ada 11 perjanjian bisnis yang ditandatangani oleh kedua negara, meliputi bidang energi, minyak dan gas, petrokimia, pelabuhan, telekomunikasi dan riset. Total estimasi nilai investasi yang diperoleh dari 11 perjanjian ini mencapai Rp 314,9 triliun atau US$ 22,89 miliar.

UEA menaruh kepercayaan tinggi terhadap pengembangan bisnis sektor energi di Indonesia. Sebanyak 11 perjanjian bisnis yang berhasil ditandatangani  sebagian untuk bisnis energi, kata Kepala Blro Komunkasi Layanan Informasi Publik dan Kerjasama Kementerian ESDM, Agung Pribadi.

Dari sejumlah kesepakatan di sektor bisnis itu salah satunya adalah pembangunan pembangkit Iistrik tenaga surya (PLTS) Terapung dl Waduk Cirata, Jawa Barat. Kelak, perusahaan energi baru terbarukan (EBT) Masdar yang berbasis di Abu Dhabi UEA, akan bermitra dengan PT Pembangkit Jawa Bali investasi (PJBI) membangun PLTS Terapung Cirata dengan kapasitas 145 mega watt peak (MWp).

Nilai investasi di pembangkit tersebut diperkirakan mencapai Rp 1,8 triliun. PLTS Terapung Cirata bakal memecahkan rekor pembangkit tenaga surya terbesar di kawasan ASEAN setelah PLTS di Filipina, Cadiz Solar Powerplant sebesar 132,5 MW.

Selain pengembangan listrik berbasis EBT, Indonesia dan UEA menyepakati sejumlah proyek migas seperti pengembangan Refinery Development Master Plan (RDMP) RU V Balikpapan antara Pertamina dan Mubadala. 

Kelak, RDMP RU V Balikpapan akan meningkatkan kapasitas pengolahan kilang dari 260.000 barel per hari (bph) menjadi 360.000 bph serta meningkatkan kualitas produk dari BBM setara Euro II menjadi setara Euro V. Adapun kerjasama Iainnya yang disepakati adalah mengenai pengembangan potensi minyak mentah di Balongan antara Pertamina dan Abu Dhabi National Oil Company (ADNOC), hingga penyediaan liquified natural gas (LPG) antara kedua perusahaan.

Pada subsektor mineral, Indonesia dan UEA menandatangani kerjasama yang melibatkan Emirates Global Aluminium (EGA) dan PT Indonesia Mahan Aluminium (Mind Id) dalam rangka penambahan produksi ingot alloy dan billet. 

Pada masa uji (oba, penambahan produksi direncanakan sekitar 20.000 ton dengan kapasitas produksi normal saat ini 250.000 ton. Sejatinya, catatan investasi TimurTengah di Indonesia kurang begitu menggembirakan dan nilainya belum signifikan. 

Contohnya janji Saudi Aramco, raksasa migas Arab Saudi untuk membangun kilang di CiIacap, Jawa Tengah, bersama Pertamina. Rencana tersebut tidak jelas karena belum terjalin kesepakatan. Negosiasi Pertamina dan Aramco dimulai sejak tahun 2014 alias sudah enam tahun Ialu sia-sia.

Kemudian ada proyek Food and Energy Estate di Merauke (MIFEE) Papua pada tahun 2010 silam. Proyek seluas 2,5 juta hektare ini digadang-gadang bisa menghemat devisa Rp 4,7 triliun melalui Pengurangan impor pangan.

Dalam kunjungan Presiden Joko Widodo ke Arab Saudi pada 14~15 April 2019, Pangeran Muhammad bin Salman menyatakan minat Investasi senilal US$ 6 miliar di bidang minyak dan gas serta pariwisata di Indonesia. Namun hingga kini juga belum ada kejelasan.

    Sebelumnya, dalam lawatan kenegaraan Raja Arab Saudi Salman bin Abdul Aziz Al Saud ke Indonesia pada 2017, investasi yang masuk hanya USS 6 miliar atau Rp 89 triliun. Angka ini terpaut jauh dari nilai investasi Arab Saudi ke China yang mencapai US$ 65 miliar atau Rp 870 triliun.

Pertamina: Cilacap Refinery Finished in the First Quarter of 2020

"Cooperation with Aramco is still ongoing, now there are other options for the cooperation model. So the second cooperation model is like in Balikpapan," Nicke said.

If this scheme is implemented, Pertamina and Aramco can establish a subsidiary that will operate the refinery. Next, determine the toll fee scheme. Certainly, this cooperation scheme can be obtained in the first quarter of 2020.

"It will build a new refinery. The existing refinery will be operated, but later the scheme will be with a toll fee. Same as Balikpapan. So this will be continued and we are targeting that in the first quarter of 2020 it must be finished," explained Nicke.

The option of collaborating with a scheme like this was rolled out because Pertamina and Aramco did not also find an agreement regarding asset valuation because there was still a difference in value between the two. Previously, Coordinating Minister for Maritime Affairs and Investment Luhut Binsar Panjaitan revealed the valuation calculation still left a difference in the value of around US $ 1.5 billion.

   Direktur Utama Pertamina, Nicke Widyawati mengatakan, pihaknya menawarkan opsi kerjasama seperti di Kilang Balikpapan, Dengan begitu, tidak perlu spin-off sehingga Pertamina dan Saudi Aramco akan membangun fasilitas baru tanpa menyertakan akses existing. 

"Kerjasama dengan Aramco masih berlangsung, sekarang ada opsi lain dari model kerjasama. Jadi model kerjasama kedua adalah seperti di Balikpapan," kata Nicke.

Jika skema ini diterapkan, maka Pertamina dan Aramco bisa mendirikan anak usaha yang akan mengoperasikan kilang tersebut. Selanjutnya, penetapan skema toll fee. Kepastian skema kerjasama ini sudah bisa diperoleh pada kuartal I 2020. 

"Akan membangun kilang baru. Kilang existing akan dioperasikan, tapi nanti skemanya dengan toll fee. Sama seperti Balikpapan. Jadi ini yang akan dilanjutkan dan kita targetkan di kuartal satu tahun 2020 harus sudah selesai," terang Nicke.

Opsi kerjasama dengan skema seperti ini bergulir lantaran Pertamina dan Aramco tidak juga menemukan kata sepakat terkait valuasi aset lantaran masih ada selisih nilai di antara keduanya. Sebelumnya, Menteri Koordinator Kemaritiman dan Investasi Luhut Binsar Panjaitan mengungkapkan perhitungan valuasi masih menyisakan perbedaan nilai sekitar US$ 1,5 miliar.

The Cilacap Refinery Agreement is Back Delayed



Decision making related to the continuation of the project for upgrading and upgrading the Cilacap Refinery between PT Pertamina (Persero) and Saudi Aramco is only targeted to be completed in the first quarter of 2020. Negotiations with Saudi Aramco have been going on for around three years since 2016.

    Pertamina's President Director Nicke Widyawati said cooperation with Saudi Aramco in the Cilacap Refinery Project is still ongoing. However, this time, Pertamina offers a new cooperation option where the upgrading project is managed separately from the refinery that is currently operating. The Cilacap Refinery Upgrading Project will be undertaken by a joint venture of Pertamina and Saudi Aramco.



"The target is that in the first quarter of 2020, this [cooperation decision] must be completed," he said in Jakarta.

The cooperation option in which the upgrading project and existing one is separate is also implemented by Pertamina in the Balikpapan Refinery Upgrading Project. Because it is managed by a different company, Pertamina will pay a processing fee (toll fee) if it processes the oil at a new refinery.

"We formed a subsidiary with our partner, then later this company will operate the new refinery. Then later there will be a toll fee, "explained Nicke.

The signing of a joint venture development agreement (JVDA) agreement between Pertamina and Saudi Aramco was first conducted in December 2016, two years after the appointment of Saudi Aramco as a partner in 2014. The JVDA should end in December 2018, but then be extended by six months until June 2019. Then the JVDA was extended to September, then extended a third time until October, and lastly extended until December 2019. So, by continuing to work together until the first quarter of next year, this is the fifth JVDA extended.

One thing that has become an obstacle to negotiations between Pertamina and Saudi Aramco is the valuation of the existing Cilacap Refinery assets. Even though Pertamina has conducted valuations several times. The first valuation is carried out for other purposes so that it is only used as a project estimate. Most recently, the two appointed one company to carry out this valuation.

The Cilacap refinery is targeted to start operating in 2025. After upgrading, the crude oil processing capacity of the Cilacap Refinery will increase from 348 thousand barrels per day (BPD) to 400 thousand BPD. Furthermore, there will be additional production of gasoline (gasoline) 80 thousand BPD, diesel 60 thousand BPD, and aviation fuel of 40 thousand BPD. 

    Fuel production increased significantly because the ability of refineries to process crude oil into finished products (NCI) rose from 74% to 92-98%. At present, Pertamina is ready to provide land acquisition for the Cilacap Refinery Project.

In addition, the company is also holding an auction to find a contractor working on early work or site development. The signing of the early work contract is targeted to be carried out in December.

New Partner

At the same time, Pertamina also continues to work on other refinery projects, including the Balikpapan and Dumai Refinery Upgrading Projects. According to Nicke, the oil and gas company from the United Arab Emirates will join the company is working on the two refinery projects.

Originally, this chosen partner will be set in December. Pertamina is also looking for partners for the Dumai Refinery Upgrading Project which is targeted to be completed in December 2019.

Not only that, but Pertamina is also considering looking for other options for partners. Previously, Pertamina had actually collaborated with Oman's oil and gas company, Overseas Oil and Gas (OOG) LLc. However, Nicke continued working on projects such as land acquisition and location determination.

"The selection of partners can be ongoing," Nicke said.

The Balikpapan Refinery Upgrading Project has entered the construction stage. The Phase I Balikpapan refinery is targeted to be operational in June 2023. While Phase II is targeted to be completed in 2025-2026 and will be able to process high sulfur crude oil with a capacity to increase from 260 thousand BPD to 360 thousand BPD.

While the Dumai Refinery Upgrading Project will increase capacity from 140 thousand BPD to 300 thousand BPD while increasing the processing capability of crude oil with high sulfur content. The project is estimated to have an investment value of US $ 5-8 billion with an operating target in 2027. Finally, the Bontang Refinery Project is planned to have a capacity of 300 thousand BPD and operate in 2026.

Kesepakatan Kilang Cilacap Kembali Tertunda


Pengambilan keputusan terkait kelanjutan proyek perbaikan dan peningkatan kapasitas (upgrading) Kilang Cilacap antara PT Pertamina (Persero) dan Saudi Aramco baru ditargetkan rampung pada triwulan pertama 2020. Negosiasi dengan Saudi Aramco ini sudah berlangsung selama sekitar tiga tahun sejak 2016. 

     Direktur Utama Pertamina Nicke Widyawati menuturkan, kerja sama dengan Saudi Aramco dalam Proyek Kilang Cilacap masih berlangsung. Hanya saja, kali ini, Pertamina menawarkan opsi kerja sama baru di mana proyek upgrading dikelola terpisah dengan kilang yang sudah beroperasi saat ini. Proyek Upgrading Kilang Cilacap akan dikerjakan oleh perusahaan patungan Pertamina dan Saudi Aramco.

“Targetnya di triwulan pertama tahun 2020, ini [keputusan kerja sama] sudah harus selesai,” kata dia di Jakarta.

Opsi kerja sama di mana proyek upgrading dan yang sudah ada terpisah ini juga diterapkan Pertamina di Proyek Upgrading Kilang Balikpapan. Lantaran dikelola oleh perusahaan yang berbeda, nantinya Pertamina akan membayar biaya pengolahan (toll fee) jika mengolahkan minyaknya di kilang baru.

“Kami membentuk anak perusahaan dengan partner kami, kemudian nanti perusahaan ini yang mengoperasikan kilang baru. Maka nanti ada toll fee,” jelas Nicke.

Penandatanganan perjanjian pembentukan perusahaan patungan (join venture development agreement/JVDA) antara Pertamina dan Saudi Aramco pertama kali dilakukan pada Desember 2016, dua tahun setelah penetapan Saudi Aramco sebagai mitra pada 2014. 

     JVDA ini harusnya berakhir pada Desember tahun 2018, namun kemudian diperpanjang enam bulan hingga Juni 2019. Kemudian dilakukan perpanjangan JVDA sampai September, selanjutnya diperpanjang ketiga kalinya sampai Oktober, dan terakhir diperpanjang sampai Desember 2019. Sehingga, dengan dilanjutkan kerja sama sampai triwulan pertama tahun depan, ini kali kelima JVDA diperpanjang.

Satu hal yang menjadi kendala negosiasi antara Pertamina dan Saudi Aramco yakni valuasi aset Kilang Cilacap yang sudah ada. Padahal sudah beberapa kali Pertamina melakukan valuasi. Valuasi yang pertama dilakukan untuk keperluan lain, sehingga hanya digunakan sebagai perkiraan proyek saja. Yang terbaru, kedua menunjuk satu perusahaan untuk melakukan valuasi ini. 

Kilang Cilacap ditargetkan mulai beroperasi pada 2025. Pasca upgrading, kapasitas pengolahan minyak mentah Kilang Cilacap akan naik dari 348 ribu barel per hari (bph) menjadi 400 ribu bph. Selanjutnya, akan ada tambahan produksi bensin (gasoline) 80 ribu bph, solar 60 ribu bph, dan avtur 40 ribu bph. 

     Produksi bahan bakar naik signifikan lantaran kemampuan kilang mengolah minyak mentah menjadi produk jadi (NCI) naik dari 74% menjadi 92-98%. Saat ini, Pertamina siap menyediakan pengadaan lahan untuk Proyek Kilang Cilacap.

Selain itu, perseroan juga sedang menggelar lelang untuk mencari kontraktor yang menggarap early work atau penyiapan lokasi (site development). Penandatanganan kontrak pekerjaan early work ini ditargetkan dilakukan pada Desember nanti.

Mitra Baru

Bersamaan dengan ini, Pertamina juga meneruskan pengerjaan proyek kilang lainnya, diantaranya Proyek Upgrading Kilang Balikpapan dan Dumai. Menurut Nicke, perusahaan migas asal Uni Emirat Arab bakal bergabung dengan perseroan dalam mengerjakan dua proyek kilang tersebut.

“Mubadala Petroleum dan Adnoc [Abu Dhabi National Oil Company] rencananya akan ada tanda tangan. Nanti Presiden Joko Widodo akan ke Abu Dhabi di pertengahan Januari 2020, baik itu untuk kilang Balikpapan maupun kilang Dumai. Targetnya itu,” ujar dia.

Untuk Kilang Balikpapan, memang dikerjakan sendiri oleh Pertamina. Tetapi, perseroan memang sedang mencari mitra yang berminat ikut mendanai proyek ini (equity partner). Sedianya, mitra terpilih ini bakal ditetapkan pada Desember. Pertamina juga sedang mencari mitra untuk Proyek Upgrading Kilang Dumai yang ditargetkan rampung pada bulan Desember 2019. 

Tidak hanya itu, Pertamina juga sedang mempertimbangkan mencari opsi lain untuk mitra. Sebelumnya, Pertamina sebenarnya telah bekerja sama dengan perusahaan migas asal Oman, yakni Overseas Oil and Gas (OOG) LLc. Namun, Nicke melanjutkan pengerjaan proyek seperti pembebasan lahan dan penetapan lokasi tetap berlangsung.

“Pemilihan partner bisa sambil berlangsung,” ujar Nicke. 

Proyek Upgrading Kilang Balikpapan sudah masuk tahap konstruksi. Kilang Balikpapan Tahap I ini ditargetkan bisa mulai beroperasi pada Juni 2023. Sementara Tahap II ditargetkan selesai di 2025-2026 dan mampu mengolah minyak mentah kadar sulfur tinggi dengan kapasitas naik dari 260 ribu bph menjadi 360 ribu bph. 

Sementara Proyek Upgrading Kilang Dumai akan meningkatkan kapasitas dari 140 ribu bph menjadi 300 ribu bph, sekaligus meningkatkan kemampuan pengolahan hingga minyak mentah dengan kadar sulfur tinggi. Proyek ini diperkirakan memiliki nilai investasi US$ 5-8 miliar dengan target operasi pada 2027. Terakhir, Proyek Kilang Bontang direncanakan memiliki kapasitas 300 ribu bph dan beroperasi pada 2026.

UEA Can Enter Bontang Refinery

Luhut revealed, in the next few days, there will be a continuation of agreements with the UAE Government on several energy projects in Indonesia. There are two companies that might be able to replace OOG, namely Abu Dhabi National Oil Company (Adnoc) and Mubadala.

"It could be from Adnoc, it could also be from Mubadala," he said.

According to Luhut, the option to change partners was because there was no significant progress in the construction of the Bontang Refinery.

"The point is, if they are not credible, how many years has it been canceled, they will be able to enter from Abu Dhabi later," Luhut said.

OOG has signed a memorandum of understanding with two local companies as its partners, namely PT Meta Epsi which is an engineering, procurement and construction company and PT Sanuharta Mitra which is a company in the field of property and hotel development. Both are planned to work on supporting facilities outside the battery limit (EPC OSBL).

Meanwhile, for partners from the technology side, OOG is looking for partners from European companies that have a portfolio of cooperation. The construction of a refinery in Bontang, East Kalimantan, is expected to contribute to the addition of an oil processing capacity of 300 thousand barrels per day which will produce major products in the form of gasoline and diesel fuels.

Separately, President Joko Widodo (Jokowi) claimed to have ordered Pertamina's Chief Commissioner Basuki Tjahaja Purnama and Pertamina's President Director Nicke Widyawati to immediately complete the oil refinery construction project. The president regretted the slow progress of building refineries, even though the need for refineries is urgent for processing domestic fuel.

Jokowi views that the main solution to the Current Account Deficit (CAD) and the trade balance deficit is to reduce fuel imports. Jokowi said Indonesia must be able to process its own fuel. This means that inevitably Indonesia must have sufficient refinery facilities to meet domestic needs.

"The development of oil refineries, we have to! It has been 34 years that we have not been able to build refineries, it is too much. I have told them to be on guard and follow the progress," Jokowi said.

PT Pertamina (Persero) berpeluang memiliki mitra usaha baru dalam proyek pembangunan kilangnya. Kali ini proyek New Grass Root Refinery (NGRR) Bontang terbuka untuk memiliki mitra usaha baru. Saat ini Pertamina telah menandatangani kerangka kerja sama atau framework agreement dengan Overseas Oil and Gas LLC (OOG) asal Oman. 

Menteri Koordinator Bidang Kemaritiman dan Investasi Luhut Binsar Pandjaitan mengatakan, penggantian mitra usaha sangat mungkin dilakukan karena pemerintah saat ini sedang mendorong percepatan pembangunan infrastruktur kilang Pertamina. Salah satu kandidat yang bisa menggantikan OOG, kata dia, adalah perusahaan asal Uni Emirat Arab (UEA). 

"Oman kita mau carikan mungkin dengan Abu Dhabi (UEA). Sangat bisa berganti mitra," ujar Luhut di kantor Kemenko Maritim dan Investasi di Jakarta.

Luhut mengungkapkan, dalam beberapa hari ke depan akan ada kelanjutan perjanjian dengan Pemerintah UEA tentang beberapa proyek energi di Indonesia. Ada dua perusahaan yang mungkin bisa menggantikan OOG, yakni Abu Dhabi National Oil Company (Adnoc) dan Mubadala. 

"Bisa dari Adnoc, bisa juga dari Mubadala," ujarnya.

Menurut Luhut, opsi untuk mengganti mitra karena tidak ada progres berarti dalam pembangunan Kilang Bontang. 

"Intinyanya kalau mereka tidak kredibel, kan sudah berapa tahun ini batal, nanti bisa masuk dari Abu Dhabi ," kata Luhut.

OOG telah menandatangani nota kesepahaman dengan dua perusahaan lokal sebagai mitra kerjanya, yaitu PT Meta Epsi yang merupakan perusahaan teknik, pengadaan, dan konstruksi serta PT Sanuharta Mitra yang merupakan perusahaan dalam bidang pengembangan properti dan hotel. Keduanya direncanakan menggarap fasilitas penunjang outside battery limit (EPC OSBL). 

Sementara itu, untuk mitra dari sisi teknologi, OOG mencari mitra dari perusahaan Eropa yang memiliki portofolio kerja sama. Pembangunan kilang di Bontang, Kalimantan Timur, diharapkan dapat memberikan kontribusi berupa penambahan kapasitas pengolahan minyak sebesar 300 ribu barel per hari yang akan menghasilkan produk utama berupa Bahan Bakar Minyak (BBM) gasolin dan diesel.

Di tempat terpisah, Presiden Joko Widodo (Jokowi) mengaku sudah memerintahkan Komisaris Utama Pertamina Basuki Tjahaja Purnama dan Direktur Utama Pertamina Nicke Widyawati untuk segera merampungkan proyek pembangunan kilang minyak. Presiden menyayangkan progres pembangunan kilang yang lambat, padahal kebutuhan terhadap kilang mendesak untuk pengolahan BBM dalam negeri. 

Jokowi memandang solusi utama pada defisit transaksi berjalan (CAD) dan defisit neraca perdagangan adalah menekan impor BBM. Indonesia kata Jokowi harus mampu mengolah BBM sendiri. Artinya, mau tak mau Indonesia harus memiliki fasilitas kilang pengolahan yang cukup untuk memenuhi kebutuhan dalam negeri.

"Pembangunan kilang minyak, harus! Sudah 34 tahun tidak bisa membangun kilang, keterlaluan. Saya suruh kawal betul dan ikuti terus progresnya," ujar Jokowi.

Jokowi juga secara khusus meminta Basuki Tjahaya Purnama (Ahok) dan Nicke untuk mengawal realisasi penggunaan B30. Selain itu, Presiden juga meminta Pertamina berupaya penuh meningkatkan lifting migas. Progres pengembangan kilang minyak di sejumlah proyek memang terkendala. 

Selain Kilang Bontang, pembangunan kilang di Cilacap, Jawa Tengah juga terhambat karena Pertamina tidak segara sepakat dengan calon mitranya, Saudi Aramco. Sementara itu, pengembangan kilang di Balikpapan, Kalimantan Timur, disebut menunjukkan progres positif dan ditargetkan rampung pada 2023 mendatang.
