Competition for terminating oil and gas blocks from 2020 to 2026 will be increasingly hot, especially for large capacity working areas. Moreover, PT Pertamina (Persero) has submitted its intention to apply for the management of large termination blocks. One of the main focuses is the Rokan Block which is currently managed by Chevron. The Riau-based block is said to have a large production capacity of around 260,000 barrels per day with an operating capital requirement of around US $ 1.40 billion per year.
The Rokan block will be terminated in 2021 so that many interested parties apply for the management there, including existing operators such as Chevron and Pertamina's national oil and gas company. The Ministry of Energy and Mineral Resources (ESDM) has also prepared the management decision of the Rokan Block in July 2018. This is in line with the ministry's plan to finalize the termination block issue until 2026 by the end of this year.
Director General of Oil and Gas at the Ministry of Energy and Mineral Resources, Djoko Siswanto, said that Chevron and Pertamina have submitted an official proposal to manage the Rokan Block.
"Beyond that, there are about two other enthusiasts who have submitted the intention to submit a proposal orally," he said on Friday (11/5).
In the Regulation of the Minister of Energy and Mineral Resources Number 23 Year 2018 on Management of Oil and Gas Working Areas Ending Cooperation Contract is indeed open opportunities for anyone to apply for oil and gas blocks management, from existing operators and Pertamina.
The core of the Ministerial Regulation stipulates that the government will appoint termination block management operators with the best definite programs and commitments, primarily to encourage additional reserves and oil and gas production in Indonesia. Upstream Director of Pertamina Syamsu Alam stated that the company has indeed committed to applying for management on termination oil and gas blocks that have large capacity.

Previously, Managing Director of Chevron IndoAsia Business Unit Chuck Taylor also revealed that the Rokan Block still has a materialistic level that is quite interesting.
"In addition to the Rokan Block, several deep sea oil and gas projects in Indonesia also have an interesting materialistic value," he said.
Djoko explained that Pertamina and other prospective operators have the same filing rights. Later, if the proposed existing operator is less attractive, it will offer to Pertamina.
"Then, if you have not found an interesting offer, we can do through the auction scheme," he explained.
In addition to the Rokan Block, there are about four oil and gas blocks that will be terminated until 2026 which has an average production above 10,000 barrels per day. The four blocks could have become the target of Pertamina who claimed to target large-capacity block termination.
The four large-capacity terminating oil and gas blocks are the Coastal Plains & Pekanbaru terminations in 2022 managed by Pertamina and have a recent production averaging approximately 13,000 barrels per day, the termination Corridor Block in 2023 managed by Conocophilips Grissik Ltd. and has a production of about 13,700 barrels per day.
Then, there is a termination Rimau Block in 2023 which is managed by PT Medco E & P Indonesia and has an average production of about 11,000 barrels per day. Finally, Jabung Block terminated in 2023 which is managed by PetroChina and has a production of about 15,000 barrels per day.
PRODUCTION CONTRIBUTION
Meanwhile, Pertamina also recorded the contribution of national oil and gas products to 36% compared to the previous by 20%. The increase was driven by the assignment of the state-owned company on several oil and gas blocks from Offshore North West Java (ONWJ), Mahakam Block, eight termination blocks in 2018, and two termination blocks in 2019.
Acting President Director of PT Pertamina Nicke Widyawati said that with the increase of national production contribution ratio of 36 percent, it means that the company's oil and gas production in the future will be around 600,000 barrels of oil equivalent per day.
"The crude count was taken when we saw earlier that our production was about 300,000 barrels of oil equivalent per day," Nicke said
Looking at oil and gas production target of oil and gas SKK in 2018 amounting to 2.17 million barrels of oil equivalent per day, it means that the contribution of national oil and gas production from Pertamina by 36% could be equivalent to 781,560 barrels oil equivalent per day.
In addition, Nicke revealed that Pertamina also has potential revenues from the management of eight oil and gas blocks termination 2018 and two termination blocks in 2019 during a 20-year contract worth US $ 24 billion. The value is equivalent to US $ 1.20 billion per year will be obtained Pertamina from the management of 10 blocks.
Last weekend, Pertamina was appointed as the manager of two terminating oil and gas blocks in 2019 namely Jambi Merang and Pendopo & Raja for the next 20 years. Pertamina Memburu Blok Besar
Persaingan memperebutkan blok migas terminasi dari 2020 sampai 2026 akan kian panas, terutama untuk wilayah kerja yang memiliki kapasitas besar. Apalagi, PT Pertamina (Persero) sudah menyampaikan niatnya mengajukan permohonan pengelolaan blok terminasi besar. Salah satu yang menjadi fokus utama adalah Blok Rokan yang saat ini dikelola oleh Chevron. Blok yang berada di Riau itu disebut-sebut memiliki kapasitas produksi yang cukup besar sekitar 260.000 barel per hari dengan kebutuhan modal operasi sekitar US$ 1,40 miliar per tahun.
Blok Rokan pun akan terminasi pada 2021 sehingga banyak pihak yang tertarik mengajukan permohonan pengelolaan di sana, termasuk operator yang sudah ada seperti Chevron dan perusahaan migas nasional Pertamina. Kementerian Energi dan Sumber Daya Mineral (ESDM) juga sudah memberi persiapan keputusan pengelolaan Blok Rokan ditetapkan pada Juli 2018. Hal itu sesuai dengan rencana kementerian dalam menuntaskan persoalan blok terminasi sampai 2026 pada akhir tahun ini.
Dirjen Migas Kementerian ESDM Djoko Siswanto mengatakan bahwa Chevron dan Pertamina sudah mengajukan proposal resmi untuk bisa mengelola Blok Rokan.
“Di luar itu, ada sekitar dua peminat lainnya yang sudah menyampaikan niat mengajukan proposal secara lisan,” ujarnya, Jumat (11/5).
Dalam Peraturan Menteri ESDM Nomor 23 Tahun 2018 tentang Pengelolaan Wilayah Kerja Migas yang Berakhir Kotrak Kerja Sama-nya memang membuka peluang bagi siapapun untuk mengajukan permohonan pengelolaan blok migas, dari operator yang sudah ada maupun Pertamina.
Inti dari Peraturan Menteri itu menegaskan bahwa pemerintah akan menunjuk operator pengelola blok terminasi yang memiliki program dan komitmen pasti paling bagus, terutama untuk mendorong tambahan cadangan dan produksi migas Indonesia. Direktur Hulu Pertamina Syamsu Alam mengemukakan bahwa perseroan memang sudah berkomitmen untuk mengajukan permohonan pengelolaan pada blok migas terminasi yang memiliki kapasitas besar.
“Nah, kalau melihat apakah proposal kami bisa menandingi proposal. operator eksis [Chevron] apa tidak, lihat nanti saja,” ujarnya.
Sebelumnya, Managing Director Chevron IndoAsia Business Unit Chuck Taylor juga mengungkapkan bahwa Blok Rokan memang masih memiliki tingkat materialistis yang cukup menarik.
“Selain Blok Rokan, beberapa proyek migas laut dalam di Indonesia juga memiliki nilai materialistis yang menarik,” ujarnya.
Djoko menjelaskan bahwa Pertamina maupun calon operator lainnya memiliki hak pengajuan yang sama. Nanti, kalau pengajuan operator yang sudah ada kurang menarik, pihaknya akan menawarkan ke Pertamina.
“Lalu, kalau belum juga menemukan penawaran yang menarik, kami bisa lakukan lewat skema lelang,” jelasnya.
Selain Blok Rokan, ada sekitar empat blok migas yang akan terminasi sampai 2026 yang memiliki rata-rata produksi di atas 10.000 barel per hari. Keempat blok itu bisa saja menjadi incaran Pertamina yang mengaku mengincar blok terminasi berkapasitas besar.
Keempat blok migas terminasi yang memiliki kapasitas besar itu ialah Coastal Plains & Pekan baru terminasi pada 2022 yang dikelola Pertamina dan memiliki rata-rata produksi terakhir sekitar 13.000 barel per hari, Blok Corridor terminasi pada 2023 yang dikelola oleh Conocophilips Grissik Ltd. dan memiliki produksi sekitar 13.700 barel per hari.
Lalu, ada Blok Rimau terminasi pada 2023 yang dikelola oleh PT Medco E&P Indonesia dan memiliki rata-rata produksi sekitar 11.000 barel per hari. Terakhir, Blok Jabung terminasi pada 2023 yang dikelola oleh PetroChina dan memiliki produksi sekitar 15.000 barel per hari.
KONTRIBUSI PRODUKSI
Sementara itu, Pertamina pun mencatatkan kontribusi produk migas secara nasional menjadi 36% dibandingkan dengan sebelumnya sebesar 20%. Kenaikan itu didorong oleh penugasan perusahaan milik pemerintah itu pada beberapa blok migas dari Offshore North West Jawa (ONWJ), Blok Mahakam, delapan blok terminasi 2018, dan dua blok terminasi 2019.
Pelaksana tugas Direktur Utama Pt Pertamina Nicke Widyawati menuturkan bahwa dengan naiknya rasio kontribusi produksi nasional sebesar 36%, berarti produksi migas perseroan ke depan akan sekitar 600.000 barel ekuivalen minyak per hari.
“Hitungan kasar itu diambil kalau melihat sebelumnya produksi kami sekitar 300.000 barel ekuivalen minyak per hari,” kata Nicke
Bila melihat target produksi migas SKK Migas pada 2018 sebesar 2,17 juta barel ekuivalen minyak per hari, berarti kontribusi produksi migas nasional dari Pertamina sebesar 36% bisa setara dengan 781.560 barel ekuivalen minyak per hari.
Selain itu, Nicke mengungkapkan bahwa Pertamina pun punya potensi pendapatan dari pengelolaan delapan blok migas terminasi 2018 dan dua blok terminasi 2019 selama kontrak 20 tahun senilai US$24 miliar. Nilai itu setara US$1,20 miliar per tahun akan didapatkan Pertamina dari pengelolaan 10 blok tersebut.
Terbaru akhir pekan lalu, Pertamina ditunjuk sebagai pengelola dua blok migas terminasi 2019 yakni Jambi Merang dan Pendopo & Raja selama 20 tahun ke depan. Nicke mengatakan bahwa Pertamina hanya mengajukan untuk dua blok dari total empat blok terminasi karena melihat potensi cadangan dan produksi pada dua wilayah tersebut.
