The commitment of PT Pertamina (Persero) to implement the Refinery Development Master Plant (RDMP) program to increase the capacity and complexity of the Refinery is realized with various operational support preparation steps.
One is the fulfillment of the gas supply for the refinery operations conversion phase as well as to support the RDMP project in Dumai Refinery Unit (RU) II. To meet the gas needs, Pertamina entered into a Gas Sales and Purchase Agreement (PJBG) with EMP Bentu Limited.
The signing of gas sale and purchase agreement was conducted by Pertamina Gas Director Yenni Andayani with EMP Bentu Limited CEO Imam R Agustino at Pertamina Head Office. The PJBG will last for 4 years from October 2018 to May 2021, with a total contract volume of 56 trillion british thermal units (TBTU).
Gas Director of Pertamina, Yenni Andayani said the move is Pertamina's effort to fulfill the gas requirement at Kilang Dumai during the conversion phase which is estimated to start in mid-2018 until 2020 by 57 million standard cubic feet per day (MMSCFD), then proceed to the next phase year 2021 to the implementation of an RDMP project requiring 120 MMSCFD of gas volume.
"With this signing is expected to increase gas utilization and fuel conversion in the refinery can be done in line with the development of both transmission and distribution infrastructure. On the other hand, the fulfillment of gas in Refinery in RDMR project will encourage refinery production increase in meeting the national fuel needs of quality and standard EURO IV / V "said Yenni.
EMP Bentu Limited CEO, Imam P Agustino stated that this synergy is the first for EMP Bentu Limited with Pertamina which is expected to be continued with other cooperation.
"We have a lot of working areas with gas output that can meet the needs of partners, so that in the future hope to still be working with Pertamina" he said.
Especially for Dumai Refinery, EMP Bentu will supply two-phase gas, from Seng Field, Segat, Bentu, Penar and Terusan located in Bentu Work Area, with a delivery point at Seng Segat Delivery Station (SSDS) at Tapping Point SV-1306 PTTGI, Pelalawan District, Riau.
Yenni expects gas supply in the first phase to be realized on time, as Duri Duri's pipeline, readiness at Dumai refinery, and gas facilities from the seller not later than July 2018.
The construction of Duri-Dumai transmission pipeline has been started since mid-November 2017 between Pertamina and PT Transportasi Gas Indonesia (TGI) which is a subsidiary of PT PGN.
Construction of the pipeline is the government's assignment to Pertamina and PGN in the development and operation of the joint gas pipeline from Duri to Dumai, through the Ministerial Decree ESDM No. 5975 K / 12 / MEM / 2016 dated 27 June 2016, in an effort to support the optimization of natural gas utilization for domestic needs, especially for Refinery Unit II Dumai and industries in South Sumatra, Riau and Jambi.

Pertamina dan EP Bentu Limited Tanda Tangani Jual Beli Gas
Komitmen PT Pertamina (Persero) dalam melaksanakan program Refinery Development Master Plant (RDMP) untuk meningkatkan kapasitas dan kompleksitas Kilang, direalisasikan dengan berbagai langkah persiapan pendukung operasional.
Salah satunya pemenuhan pasokan gas untuk fase konversi operasional kilang serta untuk mendukung proyek RDMP di Refinery Unit (RU) II Dumai. Untuk memenuhi kebutuhan gas tersebut, Pertamina melakukan Perjanjian Jual Beli Gas Bumi (PJBG) dengan EMP Bentu Limited.
Penandatanganan kerja sama jual beli gas, dilakukan oleh Direktur Gas Pertamina Yenni Andayani dengan CEO EMP Bentu Limited Imam R Agustino di Kantor Pusat Pertamina. PJBG akan berlangsung selama 4 tahun mulai bulan Oktober 2018 sampai Mei 2021, dengan total volume kontrak sebesar 56 triliun british thermal unit (TBTU).
Direktur Gas Pertamina, Yenni Andayani menyatakan langkah tersebut merupakan upaya Pertamina dalam memenuhi kebutuhan gas di Kilang Dumai pada tahap konversi yang diperkirakan dimulai pada pertengahan tahun 2018 sampai dengan 2020 sebesar 57 juta standar kaki kubik per hari (MMSCFD), kemudian dilanjutkan ke tahap selanjutnya pada tahun 2021 sampai dengan pelaksanaan proyek RDMP yang memerlukan volume gas sebesar 120 MMSCFD.
“Dengan adanya penandatanganan ini diharapkan utilisasi gas meningkat dan konversi bahan bakar di Kilang dapat dilakukan seiring dengan pengembangan infrastruktur baik transmisi maupun distribusi. Di sisi lain pemenuhan gas di Kilang dalam proyek RDMR akan mendorong penigkatan produksi kilang dalam memenuhi kebutuhan BBM nasional yang berkualitas dan berstandar EURO IV/V”tegas Yenni.
CEO EMP Bentu Limited, Imam P Agustino menyatakan sinergi ini merupakan yang pertama bagi EMP Bentu Limited dengan Pertamina yang diharapkan dapat dilanjutkan dengan kerja sama lainnya.
“Kami memiliki banyak wilayah kerja dengan hasil gas yang bisa memenuhi kebutuhan mitra, sehingga ke depan berharap masih bisa bekerjasama dengan Pertamina" ungkanya.
Khusus untuk Kilang Dumai, EMP Bentu akan memasok gas dua tahap, dari Lapangan Seng, Segat, Bentu, Penar dan Terusan yang berada di Wilayah Kerja Bentu, dengan titik penyerahan di Seng Segat Delivery Station (SSDS) di Tapping Point SV-1306 PTTGI, Kabupaten Pelalawan, Riau.
Yenni berharap pasokan gas pada tahap pertama dapat terealiasi tepat Waktu, seiring dengan selesainya pembangunan pipa Duri-Dumai, kesiapan di Kilang Dumai, serta fasilitas gas dari penjual selambat-lambatnya pada Juli 2018.
Pembangunan pipa transmisi Duri-Dumai telah di mulai sejak pertengahan November 2017 antara Pertamina dengan PT Transportasi Gas Indonesia (TGI) yang merupakan anak usaha dari PT PGN.
Pembangunan pipa tersebut merupakan penugasan pemerintah kepada Pertamina dan PGN dalam pembangunan dan pengoperasian bersama pipa gas bumi dari Duri ke Dumai, melalui Keputusan Menteri ESDM Nomor 5975 K/12/ MEM/ 2016 tanggal 27 Juni 2016, sebagai upaya mendukung optimalisasi pemanfaatan gas bumi untuk kebutuhan dalam negeri khususnya untuk Refinery Unit II Dumai dan industri di wilayah Sumatera Selatan, Riau, dan Jambi.
