Pertamina Adds Oil and Gas Block in Algeria



PT Pertamina (Persero) will have a new oil and gas block in Algeria in partnership with Sonatrach. The additional block will boost overseas oil production to more than 108 thousand barrels per day (bpd).

Upstream Director of Pertamina Syamsu Alam said it had the opportunity to add a block of oil and gas development stage in Algeria. Later, the company will be together with the national oil and gas company Algeria, Sonatrach, working on the block owned by Sonatrach.

Pertamina will hold the ownership of some shares in the block without having to pay.

"We do not buy PI (Participating interest). Our spirit is G to G (government to government), then we go there. We can portion a few percent, the cost is used for investment, so there is no acquisition cost, "he said in Jakarta.

He said, there is no decision whether Pertamina will only be a shareholder or also as an operator in the Block. The reason, it is still in technical and commercial discussions with Sonatrach.

"We do not have to be operators, depending on the conversation with Sonatrach," Alam added.

Unfortunately, he was reluctant to name the block to be taken. Alam explained that the oil and gas block is located near the 405A block owned by the company and 30 wells have been drilled. However, this block has not been produced by Sonatrach. Once entered, the company will work on the development of this block.

"So, later we can develop, then facilities of all kinds can we combine (with Block 405A," he explained.

Previously, Pertamina has signed a memorandum of understanding on the management of oil and gas blocks in Algeria with Sonatrach. Through this new agreement, the Algerian state-owned oil and gas company opens opportunities for Pertamina to develop existing assets and work on new assets with a production potential of 20-30 thousand bpd and total reserves of more than 100 million barrels of oil.

Following this signing, Pertamina and Sonatrach will finalize the agreement and settlement commercial terms. Furthermore, the company will submit a plan of development (POD) to the oil and gas authority in Algeria.

Nature once mentioned, the discussion with Sonatrach will last until the beginning of this year. However, he has not been able to confirm when a contract with Sonatrach is signed.

"The contract depends on the discussion," he said.

Pertamina currently holds shares in three fields in Block 405A in Algeria through its subsidiary, PT Pertamina International - EP (PIEP).

PIEP is the operator and the majority management holder of 65% in MLN Field. Not only that, PIEP also has management rights in EMK field of 16.9% and in Ourhoud field 3.73%.

Production Up

With the addition of new blocks, Alam said, the company's oil production from oil and gas blocks abroad will exceed the target of 108 thousand bpd.

Because the target has not calculated the additional production of oil and gas blocks that will be taken Pertamina this year.

"That (108 thousand bpd) of the optimization of the existing (assets)," he said.

Unfortunately, he does not yet know how much of a new oil and gas block. In addition to Algeria, the company is also targeting a block of oil and gas in Iran, the Mansouri Block. Oil production from this block is estimated to reach 250-300 thousand bpd. Later, Pertamina will hold 30% ownership, 20% local company partners, and the rest of its partners.

The Company is targeting to sign this block contract in April.

"To the Mansouri Block, [we] as operators," Alam said.

Pertamina's oil and gas production from overseas assets is increasing every year. Senior Vice President of Strategic Planning and Operation Evaluation Pertamina Meidawati said oil and gas production from overseas assets is only 88 thousand bpd for oil and 218 mmscfd per day in 2016.

In 2017, this production figure rose to 104 thousand bpd for oil and 275 mmscfd for gas. The realization of oil and gas production exceeds the target set for 2017, which is 92 thousand bpd for oil and 202 mmscfd for gas. The increase in oil production comes from assets in Algeria, while additional gas production from Aliazair and Malaysia.

Currently, in addition to Algeria, the company also has assets in Iraq namely West Qurna-1 Field. While in Malaysia, the company holds shares ownership in Block K, Kikeh Block, SN30 Block Block SK309 and Block SK311. Then, after acquiring Maurel & Prom, Pertamina has assets in Gabon, Nigeria, Tanzania, Namibia, Colombia, Canada, Myanmar, Italy, and other countries.

Pertamina said it will rely on oil and gas production from its overseas assets in the future, with a contribution target of 33 percent of the total production of 2025 or equivalent to 650 thousand barrels of oil equivalent per day / boepd.

Acquisitions abroad are needed to minimize the difference in domestic demand and supply of oil and gas in the future. In 2025, Pertamina's oil production is targeted to reach 822 thousand bpd, which is 353 thousand bpd from domestic and 469 thousand bpd from abroad. As for gas, it is targeted to increase to 5.71 billion cubic feet per day, ie 4.23 billion cubic feet of domestic and 1.48 billion cubic feet of foreign assets.

Pertamina Tambah Blok Migas di Aljazair


PT Pertamina (Persero) akan memiliki satu blok migas baru di Aljazair melalui kerja sama dengan Sonatrach. Tambahan blok ini akan menggenjot produksi minyak Iuar negeri perseroan menjadi lebih dari 108 ribu barel per hari (bph).

Direktur Hulu Pertamina Syamsu Alam mengatakan, pihaknya memiliki peluang untuk menambah satu blok migas tahap pengembangan di Aljazair. Nantinya, perseroan akan bersama-sama dengan perusahaan migas nasional Aljazair, Sonatrach, menggarap blok yang dimiliki oleh Sonatrach. Pertamina akan memegang kepemilikan sebagian saham di blok tersebut tanpa harus membayar.

“Kami tidak beli PI (Participating interest/ saham partisipasi). Semangatnya itu kami ada G to G (government to government), kemudian kami masuk situ. Kami dapat porsi beberapa persen, biayanya dipakai untuk investasi, jadi tidak ada acquisition cost,” kata dia di Jakarta.

Dikatakannya, belum ada keputusan apakah Pertamina hanya akan menjadi pemegang saham atau juga sebagai operator di Blok tersebut. Pasalnya, pihaknya kini masih dalam pembahasan teknikal dan komersial dengan Sonatrach. 

“Kami tidak harus jadi operator, tergantung pembicaraan dengan Sonatrach,” tambah Alam.

Sayangnya, dia enggan menyebutkan nama blok yang akan diambil tersebut. Alam hanya menjelaskan, blok migas tersebut berlokasi di dekat Blok 405A yang dimiliki perseroan dan sudah ada 30 sumur yang dibor. Meski demikian, blok ini belum diproduksikan oleh Sonatrach. Begitu masuk, perseroan akan menggarap pengembangan blok ini. 

“Sehingga, nanti kami bisa kembangkan, maka fasilitas segala macam bisa kita gabungkan (dengan Blok 405A,” jelasnya.

Sebelumnya, Pertamina telah meneken revisi nota kesepahaman pengelolaan blok migas di Aljazair dengan Sonatrach. Melalui kesepakatan baru ini, perusahaan migas milik pemerintah Aljazair itu membuka peluang bagi Pertamina untuk mengembangkan aset eksisting serta menggarap aset baru yang memiliki potensi produksi 20-30 ribu bph dan total cadangan lebih dari 100 juta barel minyak.

Pasca penandatanganan ini, Pertamina dan Sonatrach akan memfinalisasi kesepakatan dan melakukan settlement commercial terms. Selanjutnya, perseroan akan mengajukan rencana pengembangan (plan of development/ POD) kepada otoritas migas di Aljazair.

Alam pernah menyebutkan, pembahasan dengan Sonatrach akan berlangsung sampai awal tahun ini. Namun, dia belum dapat memastikan kapan kontrak dengan Sonatrach ditandatangani. 

“Kontrak tergantung pembahasan," kata dia.

Saat ini Pertamina memiliki saham di tiga lapangan dalam Blok 405A di Aljazair melalui anak usahanya, PT Pertamina International- EP (PIEP). PIEP menjadi operator sekaligus pemegang hak kelola mayoritas sebesar 65% di Lapangan MLN. Tidak hanya itu, PIEP juga memiliki hak kelola di lapangan EMK sebesar 16,9% dan di lapangan Ourhoud 3,73%. 

Produksi Naik

Dengan adanya tambahan blok baru, Alam menuturkan, produksi minyak perseroan dari blok migas di luar negeri akan melebihi target 108 ribu bph. Pasalnya, target terse-but belum menghitung tambahan produksi dari blok-blok migas yang akan diambil Pertamina pada tahun ini. 

“Itu (108 ribu bph) dari yang optimasi yang (aset) eksisting,” kata dia. 

Sayangnya dia belum mengetahui berapa tambahan dari blok migas yang baru. Selain di Aljazair, perseroan juga sedang membidik satu blok migas di Iran, yakni Blok Mansouri. Produksi minyak dari blok ini diperkirakan mencapai 250-300 ribu bph. Nantinya, Pertamina akan memegang kepemilikan saham 30%, mitra perusahaan lokal 20%, dan sisanya mitra lainnya. Perseroan menargetkan dapat meneken kontrak blok ini pada April ini. 

“Untuk yang Blok Mansouri, [kami] sebagai operator,” kata Alam.

Produksi migas Pertamina dari aset luar negeri tercatat terus naik setiap tahunnya. Senior Vice President Strategic Planning and Operation Evaluation Pertamina Meidawati mengatakan, produksi migas dari aset luar negeri ini hanya sebesar 88 ribu bph untuk minyak dan 218 juta kaki kubik per hari (million standard cubic feet per day/mmscfd) pada 2016.

Pada 2017, angka produksi ini naik menjadi 104 ribu bph untuk minyak dan 275 mmscfd untuk gas. Realisasi produksi migas tersebut melebihi target yang ditetapkan untuk 2017, yakni sebesar 92 ribu bph untuk minyak dan 202 mmscfd untuk gas. Kenaikan produksi minyak berasal dari aset di Aljazair, sementara tambahan produksi gas dari Aliazair dan Malaysia. 

Target 2018, untuk minyak 108 ribu bph dan gas 266 mmscfd,” ujarnya.

Saat ini, selain di Aljazair, perseroan juga memiliki aset di Irak yakni Lapangan West Qurna-1. Sementara di Malaysia, perseroan memegang kepemilikan saham di Blok K, Blok Kikeh, Blok SNR Blok SK309 dan Blok SK311. Kemudian, pasca mengakuisisi Maurel&Prom, Pertamina memiliki aset di di Gabon, Nigeria, Tanzania, Namibia, Kolombia, Kanada, Myanmar, Italia, dan negara lainnya.

Pertamina menyatakan akan mengandalkan produksi migas dari aset-asetnya di luar negeri di masa mendatang, dengan target kontribusi mencapai 33% dari total produksi 2025 atau setara dengan 650 ribu barel setara minyak per hari (barrel oil equivalent per day/boepd).

Akuisisi di luar negeri diperlukan guna memperkecil selisih kebutuhan dan pasokan migas domestik di masa mendatang. Pada 2025, produksi minyak Pertamina ditargetkan bisa mencapai 822 ribu bph, yakni 353 ribu bph dari dalam negeri dan 469 ribu bph dari luar negeri. Sementara untuk gas, ditargetkan meningkat menjadi 5,71 miliar kaki kubik per hari, yaitu 4,23 miliar kaki kubik dari domestik dan 1,48 miliar kaki kubik dari aset luar negeri.
