PT Perusahaan Gas Negara (PGAS) is preparing an investment of up to US $ 5200 million to add gas pipelines, both transmission and distribution. Director of PGAS Infrastructure and Technology Dilo Seno Widagdo said that the company is still adding infrastructure this year despite the sluggish market. The addition of infrastructure in the form of gas transmission and distribution pipeline is expected to increase the utilization of gas by consumers.
"We have a capital expenditure or capex of approximately US $ 200 million," he said recently.
Furthermore, he mentioned that this year's investment will be spent to complete several projects. First, Dumai distribution pipeline and transmission pipeline construction with PT Pertamina Gas Duri-Dumai section which is a government assignment project since 2016.
On the project, PGAS will spend US $ 30.4 million from a total of US $ 76 million in accordance with the share ownership of 40%. Transmission pipeline to be built along the 67 km and distribution pipes to be connected along the 60 km.
Second, the construction of West Natuna Transportation System (WNTS) Pemping transmission pipeline which is the government's assignment. PGN builds a 5 km pipeline connecting pipeline with a 120 MMscfd delivery capacity targeted for completion this year.
The WNTS pipeline itself is connected to Sakra's onshore receiving facility (ORF) facility in Singapore. The 430 MMscfd designed pipeline delivers 325 MMSCFD of gas. Meanwhile, the WNTS pipeline to Pemping Island flows 40 MMSCFD of gas from Lapangan Gajah Baru operated by Premier Oil.
Third, the development of East Java network in Semare Village along 2.2 km and 10-16 inches in diameter. Meanwhile, gas supply is obtained from Husky-CNOOC Madura Limited (HCML) with volume of 60 MMSCFD.
Fourth or last, the assignment of the construction of a household gas network of 26,000 house connections (SR) that will connect the pipeline to the community in Mojokerto-East Java, Musi Banyuasin-South Sumatra, Jakarta and Bandar Lampung.
With the addition of transmission and distribution gas pipelines, Dilo hopes that gas utilization could increase this year. Recorded, in the first quarter of 2017, the company posted earnings before interest, tax, depreciation and amortization (EBITDA) of US $ 254 million while net profit amounted to US $ 96.8 million from total gas distribution of 1,542 million standard cubic feet per day / MMscfd.

PT Perusahaan Gas Negara (PGAS) menyiapkan investasi hingga US$ 5200 juta untuk menambah jaringan pipa gas, baik transmisi maupun distribusi. Direktur Infrastruktur dan Teknologi PGAS Dilo Seno Widagdo mengatakan pihaknya tetap menambah infrastruktur tahun ini meskipun pasar lesu. Penambahan infrastruktur berupa pipa gas transmisi dan distribusi ini diharapkan mampu menambah pemanfaatan gas oleh konsumen.
"Kami punya belanja modal atau capex sekitar hampir US$200 juta," ujarnya belum lama ini.
Lebih lanjut, dia menyebut investasi tahun ini akan dibelanjakan untuk menyelesaikan beberapa proyek. Pertama, pipa distribusi Dumai dan pembangunan pipa transmisi bersama PT Pertamina Gas ruas Duri-Dumai yang merupakan proyek penugasan pemerintah sejak 2016.
Pada proyek tersebut, PGAS akan membelanjakan modalnya sebesar US$ 30,4 juta dari total US$76 juta sesuai dengan bagian kepemilikan saham yakni 40%. Pipa transmisi yang akan dibangun sepanjang 67 km dan pipa distribusi yang akan disambung sepanjang 60 km.
Kedua, proyek pembangunan pipa transmisi West Natuna Transportation System (WNTS) Pemping yang merupakan penugasan pemerintah. PGN membangun pipa pipa penghubung sepanjang 5 km dengan kapasitas penghantaran 120 MMscfd yang ditargetkan selesai pada tahun ini.
Pipa WNTS sendiri telah terhubung ke fasilitas penerimaan gas (onshore receiving facility/ORF) Sakra di Singapura. Pipa yang didesain berkapasitas 430 MMscfd mengalirkan gas 325 MMscfd. Adapun, pipa WNTS ke Pulau Pemping mengalirkan gas sebesar 40 MMscfd dari Lapangan Gajah Baru yang dioperatori Premier Oil.
Ketiga, pengembangan jaringan Jawa Timur yakni di Desa Semare sepanjang 2,2 km dan berdiameter 10-16 inchi. Adapun, pasokan gas diperoleh dari Husky-CNOOC Madura Limited (HCML) dengan volume 60 MMscfd.
Keempat atau terakhir, penugasan pembangunan jaringan gas rumah tangga sebanyak 26.000 sambungan rumah (SR) yang akan menghubungkan pipa ke masyarakat di Mojokerto-Jawa Timur, Musi Banyuasin-Sumatra Selatan, Jakarta dan Bandar Lampung.
Dengan penambahan jaringan pipa gas transmisi dan distribusi, Dilo berharap agar pemanfaatan gas bisa naik di tahun ini. Tercatat, parla kuartal l/2017, perseroan membukukan pendapatan sebelum bunga, pajak, depresiasi dan amonisasi (EBITDA) sebesar US$254 juta sementara laba bersih sebesar US$96,8 juta dari penyaluran gas total 1.542 million standard cubic feet per day/MMscfd.
Rincinya, untuk realisasi dari jaringan pipa distribusi sebesar 816 MMscfd atau lebih tinggi dan realisasi periode yang sama tahun lalu yakni 797 MMscfd. Lalu, realisasi penyaluran gas dari jaringan pipa distribusi sebesar 726 MMscfd atau lebih rendah dari realisasi periode yang sama tahun 2016 yaitu sebesar 846 MMscfd.
