EMR: PSC Will Can Do Business Electricity

ESDM: KKKS Bakal Bisa Berbisnis Listrik

Kementerian Energi dan Sumber Daya Mineral (ESDM) akan memberikan peluang bagi kontraktor kontrak kerjasama (KKKS) mendirikan anak usaha di bidang kelistrikan, Dalam waktu dua bulan ini, Kementerian ESDM akan menerbitkan aturan pembangunan pembangkit listrik dekat Sumber gas. 

Dirjen Ketenagalistrikan Kementerian ESDM Jarman menyatakan, aturan tersebut sedang dibuat dalam bentuk Peraturan Menteri ESDM. Misalnya, pembangunan Pembangkit Listrik Tenaga Gas (PLTG) harus dekat dengan Sumber mulut gas. Gas dekat di mulut gas, jadi tidak perlu memakai pipa lagi. Setelah aturan keluar, bisa jalan sebulan atau dua bulan. 

Ada dua syarat pembangunan dekat dengan sumber energi. Pertama, harus permintaan listrik. Kedua, ada gas. Apabila, demand ada, tapi produksi gasnya tidak ada maka tidak akan diizinkan. Kalau gas ada tapi demand enggak ada, juga tidak bisa. Jarman belum bisa merinci penghematan bila pembangunan pembangkit dekat sumur gas. 

Penghematan tergantung harga pipa berapa. Intinya bisa tidak pakai pipa. Kepala Biro Komunikasi Layanan Informasi Publik dan Kerjasama Kementerian ESDM, Suajtmiko menambahkan, rancangan Peraturan Menteri ESDM tentang pembangkit listrik tenaga sumur gas, juga memberikan peluang bagi pemegang saham KKKS yang memiliki sumur gas. 

Pemegang saham tersebut harus mendirikan badan hukum terpisah dari KKKS tersebut.  Intinya, ada peluang bagi KKKS berbisnis listrik. Caranya membentuk badan hukum baru dengan skema kerjasama yang saling menguntungkan. Ketua Harian Asosiasi Produsen Listrik Swasla Indonesia (APLSI), Arthur Simatupang mempertanyakan maksud penerbitan Peraturan Menteri itu. 

Apabila pembangunan pembangkit diwajibkan dengan sumur gas maka bagaimana dengan desa-desa dan daerah yang tidak memiliki Sumber gas dan batubara? Coba dihitung ada berapa provinsi di Indonesia yang memiliki sumber gas dan batubara? Seharusnya, pembangunan pembangkit harus dekat dengan konsumen. Pembangkit dapat dibangun dekat dengan sumber energi apabila infrastruktur seperti jaringan transmisi sudah selesai dibangun.
