Inpex Consider Obtains Extension of Contract Period

The government is considering to grant an extension of the contract period for Inpex Corporation in the Masela block. This extension to the consideration Inpex have serious exploration in the block. Deputy Minister of Energy and Mineral Resources (ESDM) Arcandra Tahar said the government has a policy to improve the economics of oil and gas projects in the fields difficult.

How, can be change the revenue (split) government and contractors, to raise production levels, or extend the production period when there is a time constraint during the exploration. They've been doing exploration in our opinion should be considered (by replacement time), "he said. However, it has not been able to ensure the provision of this extra time. Because the government has not found a way to change the contract period Masela, whether the terms of contracts (production sharing contract / PSC) or by mail.

This time it ensures reimbursement does not violate existing regulations. For information, the replacement of the contract was never done by the government to Kepodang Fields, Blocks Petronas Carigali Muriah done. The project was delayed because the government changed the scheme of building a pipeline from upstream into downstream scheme or separated from Kepodang Field development. The government provides reimbursement time lost during the three years in the revised development plan (plan of development / POD) of the block.

Earlier, Coordinating Minister maritime Luhut Binsar Panjaitan stated, Inpex will be reimbursed a maximum of seven years of the contract. This is called a compensation of changes in development schemes liquefied natural gas / LNG onshore be requested by the government. They asked for 10 years, but we can give at most only seven years old, "he said.

Replacement of the contract period is one incentive that is requested to be able to continue the development Inpex Masela, Inpex requested the suspension of the contract for 10 years which is used to conduct a study to build a refinery on land. However, the replacement of the contract is not the only incentive The requested.

In a letter to the government, there are other incentives that prompted Inpex. Details, the increase in the production capacity of 7.5 million tonnes per year (million tonnes per annum / MTPA) to 9.5 MTPA, the ratio of return on investment (internal rate of return / IRR) of 15%, return on operating costs since the contract was signed in 1998, and acceleration of licensing.

According Arcandra, the government is still awaiting a response from the discussion related Inpex these incentives. Letter of the Ministry of Energy stated that we agree of Understanding related to these incentives. He (Inpex) approved the first of what is offered, "he explained.

Not yet approved

However, Arcandra asserted, does not mean the government approved all the required incentives Inpex. The letter is an invitation to Inpex government to further discuss these incentives. Related demand IRR of 15%, for example, he said, the oil and gas projects still economical with LRR 12-15% on the price of crude oil. Then for the future production capacity to be adapted to the regional economy and development projects around the Masela block. That Range (production capacity) conduction of 7.5 to 9.5 MTPA. We raise of 7.5 MTPA, he said.

The government calls also yet to determine the location of the island which became Masela LNG plant. The government is now conducting a study of three candidate sites. "It must be fair to see it, it's how Aru Island in his study, Saumlaki island how deep, "said Arcandra. The government was targeting so that the final investment decision (final investment decision / FID) Masela can be implemented in 2019. Furthermore, the first block gas production is expected to flow in 2026.

At the end of March 2016 the government yesterday rejected the proposed revisions filed POD Inpex Masela. In the POD revision Masela with the development of the LNG plant. floating. Inpex was asked to resubmit the POD with the scheme as directed by the government. In the POD, otherwise Masela gas reserves reach 10.7 trillion cubic feet. Gas production is estimated to be at 1,200 MMSCFD and condensate of 24 thousand barrels per day (bpd). While the planned LNG plant capacity to 7.5 MTPA.

Inpex Dipertimbangkan Peroleh Perpanjangan Masa Kontrak

Inpex Dipertimbangkan Peroleh Perpanjangan Masa Kontrak

Sementara kapasitas kilang LNG direncanakan 7,5 MTPA.
