The Government Sets the Winners of the Oil and Gas Block Auction

The Ministry of Energy and Mineral Resources (ESDM) has named three companies as the winners of the third phase of the oil and gas block auction. The total investment commitment obtained from the determination of this winner is US $ 10.95 million.

The government offers four conventional oil and gas blocks through Phase III Auction in 2018. The four oil and gas blocks are predicted to have gas resources of around 1.3 trillion cubic feet or 530.06 million barrels of oil, and 26.04 billion cubic feet of condensate.

The four oil and gas blocks are offered through this direct bid mechanism, namely the South Andaman Block, South Sakakemang, Anambas, and Maratua. The four oil and gas blocks are auctioned through a direct bid mechanism.

Pearl oil (Theralite)

Deputy Minister of ESDM Arcandra Tahar said, of the four oil and gas blocks offered, three companies were named winners for three oil and gas blocks. In detail, Pearl oil (Theralite) Limited for the South Andaman Block, Talisman Jawa BV Consortium and Mitsui Oil Exploration Co Ltd for the South Sakakemang Block, and PT Pertamina (Persero) for the Maratua Block.

"Total definite commitments obtained by US $ 10.95 million and a signature bonus of US $ 6 million," said Arcandra.

Mubadala Petroleum

Pearoil, also an affiliate of Mubadala Petroleum, pledged a definite commitment of US $ 2.15 million and a signature bonus of US $ 2 million. Activities that will be funded using this definite commitment are the G & G and 3D seismic studies covering 500 square kilometers (km2). Furthermore, the Talisman Consortium has a definite commitment of US $ 3.05 million for 250 km 2D seismic and G & G studies, as well as paying a signature bonus of US $ 2 million.

"In Maratua, Pertamina has a definite commitment of US $ 5.7 million and a signature bonus of US $ 2 million," he said.

Activities funded with this definite commitment are 3D G & G and seismic studies covering 500 km2.

The South Andaman Block has 1.3 trillion cubic feet of gas resources or 218.9 million barrels for oil. Next, the South Sakakemang Block is predicted to have 106.3 million barrels of oil resources or 603.91 billion cubic feet for gas. Finally, the Maratua Block is predicted to have oil resources of 204.86 million barrels of oil or 890.09 billion cubic feet of gas.

This is the third time the government has auctioned oil and gas blocks this year. In the first stage, of the 24 oil and gas blocks offered, the government only obtained four winners. In particular, the Citarum Block was won by PT Cogen Nusantara Energi and PT Hutama Wiranusa Energy, East Ganal Block by Eni Indonesia Ltd, East Seram by Lion Energy Ltd, and Southeast Jambi by the Talisman West Consortium Bengara BV-MOECO South Sumatra Co Ltd.

In the second phase of the auction, from the six oil and gas blocks auctioned, the government only got two winners. The two winners were Hong Kong Jindi Group Co. Ltd for the South Jambi B Block and PT Minarak Brantas Gas for the Banyumas Block.

Arcandra added, with the announcement of the third stage of the oil and gas block auction winner, there were nine oil and gas exploration blocks that were sold by investors. Last year, there were five oil and gas blocks auctioned. This realization is far better than the previous two years, where none of the oil and gas blocks were in demand by oil and gas companies.

"So with gross split, we change it in 2017, we get 14 exploration blocks that use gross split," said Arcandra.

Block Termination

At the same time, the Ministry of Energy and Mineral Resources also determined the manager of one of the 2023 termination blocks, the Rimau Block. Arcandra said, Medco E & P Rimau was decided to continue managing the Rimau Block after the existing contract expires in 2023. Medco promises US $ 41.3 million definite work commitment (KKP) and US $ 4 million signature bonus.

"Split the results for 43% for oil and 85% for gas. "This is a total variable split plus 53% base split for oil and 58% for gas," he said.

At present, Rimau Block oil production is recorded at 8,200 barrels per day (bpd) and gas is 3.67 million cubic feet per day / mmscfd.

The block which ended its contract there are three blocks including the Rimau Block. The other two oil and gas blocks are the Corridor Block and Jabung Block. Head of the Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) Dwi Soetjipto said, the determination of the new managers of these two blocks after 2023 is still under evaluation. 

   

The Corridor Block is in demand by three companies, namely Pertamina, ConocoPhilips, and Repsol. While the Block Jabung attracted Petrochina and Pertamina.

Blok Jabung is currently managed by Petrochina International Jabung Ltd., with participating interest / PI ownership of 42.86%, while other PI holders are Petronas Carigali 42.86% and PT Pertamina (Persero) 14.29%. While the holders of participating interest in the Corridor Block are Philip Conoco 54%, PT Pertamina Hulu Energi Corridor 10%, and Repsol 36%.

Pemerintah Tetapkan Pemenang Lelang Blok Migas

Kementerian Energi dan Sumber Daya Mineral (ESDM) menetapkan tiga perusahaan sebagai pemenang lelang blok migas tahap ketiga tahun ini. Total komitmen investasi yang diperoleh dari penentuan pemenang ini yakni sebesar US$ 10,95 juta.

Pemerintah menawarkan empat blok migas konvensional melalui Lelang Tahap III Tahun 2018. Keempat blok migas ini diprediksi memiliki sumber daya gas sekitar 1,3 triliun kaki kubik atau 530,06 juta barel minyak, dan kondensat 26,04 miliar kaki kubik. 

Keempat blok migas yang ditawarkan melalui mekanisme penawaran langsung ini yakni Blok South Andaman, South Sakakemang, Anambas, dan Maratua. Keempat blok migas ini dilelang melalui mekanisme penawaran langsung.

Wakil Menteri ESDM Arcandra Tahar menuturkan, dari empat blok migas yang ditawarkan, tiga perusahaan ditetapkan sebagai pemenang untuk tiga blok migas. Rincinya, Pearloil (Theralite) Limited untuk Blok South Andaman, Konsorsium Talisman Jawa BV dan Mitsui Oil Exploration Co Ltd untuk Blok South Sakakemang, serta PT Pertamina (Persero) untuk Blok Maratua.

“Total komitmen pasti yang diperoleh US$ 10,95 juta dan signature bonus US$ 6 juta,” kata Arcandra.

Pearoil yang juga afiliasi Mubadala Petroleum, menjanjikan komitmen pasti sebesar US$ 2,15 juta dan bonus tanda tangan US$ 2 juta. Kegiatan yang akan didanai menggunakan komitmen pasti ini adalah studi G&G dan seismik 3D seluas 500 kilometer persegi (km2). Selanjutnya, Konsorsium Talisman memiliki komitmen pasti US$ 3,05 juta untuk seismik 2D 250 km dan studi G&G, serta membayar bonus tanda tangan US$ 2 juta. 

“Di Maratua, Pertamina memiliki komitmen pasti US$ 5,7 juta dan bonus tanda tangan US$ 2 juta,” ujar dia. 

Kegiatan yang didanai dengan komitmen pasti ini adalah studi G&G dan seismik 3D seluas 500 km2.

Blok South Andaman memiliki sumber daya 1,3 triliun kaki kubik untuk gas atau 218,9 juta barel untuk minyak. Berikutnya, Blok South Sakakemang diprediksi mempunyai sumber daya 106,3 juta barel untuk minyak atau 603,91 miliar kaki kubik untuk gas. Terakhir, Blok Maratua diprediksi memiliki sumber daya minyak 204,86 juta barel minyak atau 890,09 miliar kaki kubik gas.

Ini kali ketiga pemerintah melelang blok migas pada tahun ini. Pada tahap pertama, dari 24 blok migas yang ditawarkan, pemerintah hanya memperoleh empat pemenang. Rincinya, Blok Citarum dimenangkan oleh PT Cogen Nusantara Energi dan PT Hutama Wiranusa Energi, Blok East Ganal oleh Eni Indonesia Ltd, East Seram oleh Lion Energy Ltd, dan Southeast Jambi oleh Konsorsium Talisman West Bengara BV-MOECO South Sumatra Co Ltd.

Pada lelang tahap kedua, dari enam blok migas yang dilelang, pemerintah hanya memperoleh dua pemenang. Kedua pemenang ini adalah Hong Kong Jindi Group Co Ltd untuk Blok South Jambi B dan PT Minarak Brantas Gas untuk Blok Banyumas.

Arcandra menambahkan, dengan diumumkannya pemenang lelang blok migas tahap ketiga ini, maka terdapat sembilan blok migas eksplorasi yang laku diambil oleh investor. Pada tahun lalu, tercatat terdapat lima blok migas yang laku dilelang. Realisasi ini jauh lebih baik dari dua tahun sebelumnya, di mana tidak ada satu pun blok migas yang diminati perusahaan migas.

“Jadi dengan gross split, kami ubah di 2017, kita mendapatkan 14 blok eksplorasi yang gunakan gross split,” tutur Arcandra.

Blok Terminasi

Pada saat yang sama, Kementerian ESDM juga menetapkan pengelola salah satu blok terminasi 2023, yakni Blok Rimau. Arcandra menuturkan, Medco E&P Rimau diputuskan tetap melanjutkan pengelolaan Blok Rimau setelah kontrak eksisting berakhir pada 2023. Medco menjanjikan komitmen kerja pasti (KKP) US$ 41,3 juta dan bonus tanda tangan US$ 4 juta.

“Split bagi hasilnya 43% untuk oil dan 85% untuk gas. Ini variable split total ditambah base split 53% untuk minyak dan 58% untuk gas,” kata dia. 

Saat ini, produksi minyak Blok Rimau tercatat sebesar 8.200 barel per hari (bph) dan gas 3,67 juta kaki kubik per hari/mmscfd.

Blok yang berakhir kontraknya terdapat tiga blok termasuk Blok Rimau. Dua blok migas lainnya adalah Blok Koridor dan Blok Jabung. Kepala Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) Dwi Soetjipto mengatakan, penentuan pengelola baru dua blok ini setelah 2023 masih dalam proses evaluasi. Blok Koridor diminati tiga perusahaan, yakni Pertamina, ConocoPhilips, dan Repsol. Sementara Blok Jabung diminati Petrochina dan Pertamina.

“Itu (proposal) sedang dievaluasi. (Target) awal tahun 2019 (ditetapkan pemenangnya)" tutur dia.

Blok Jabung saat ini dikelola oleh Petrochina International Jabung Ltd., dengan kepemilikan participating interest/PI 42,86%, sementara pemegang PI yang lain adalah Petronas Carigali 42,86% dan PT Pertamina (Persero) 14,29%. Sementara pemegang participating interest Blok Koridor adalah Conoco Philip 54%, PT Pertamina Hulu Energi Corridor 10%, dan Repsol 36%.

Pertamina Pay Bonus for Rokan Block Signatures

The Ministry of Energy and Mineral Resources (ESDM) stated that PT Pertamina (Persero) had paid the Rokan Block signature bonus of US $ 784 million or around Rp. 11.3 trillion. Pertamina's determination as the manager of this block after 2021 has been decided since the end of last July.

Director General of Oil and Gas at the Ministry of Energy and Mineral Resources (ESDM) Djoko Siswanto said that the signature bonus payment was paid on time as promised, on December 21.

"Already (paid signature bonus)," he said.

In addition to the signature bonus, Pertamina has also paid a performance bond that is set at 10% of the value of the defined work commitment (KKP) promised. With the KKP value reaching US $ 500 million or around Rp 7.2 trillion, the performance bond that must be deposited is US $ 50 million or Rp 720 billion.

Previously, Pertamina's Corporate Secretary Syahrial Mukhtar explained, there were no funding constraints for the payment of signature bonuses and the performance of the Rokan Block bond. The signing of this contract is still awaiting the establishment of a subsidiary that will manage this large oil and gas block. 

    The establishment of this subsidiary is due to the very large size of the Rokan Block so that there needs to be one unit that focuses on working on this oil and gas block. Later, this new subsidiary will sign the Rokan Block contract.

"Now the establishment of the company is still a process. In essence, this month the contract is signed, before the end of 2018. We are trying all the end of the year, so there will be no more burden, "Syahrial explained.

As is known, in the last month, Pertamina has just obtained fresh funds from the issuance of bonds worth US $ 750 million. Although, this funding is not clearly stated to pay the Rokan Block signature bonus. Pertamina Finance Director Pahala Mansury had mentioned the issuance of these bonds for investment and general purpose.

Not only that, previously Deputy Minister of Mining, Strategic Industry and BUMN Ministry Media Fajar Harry Sampurno stated that Pertamina is certain to still receive compensation payments for subsidized diesel fuel distribution for 2017 of US $ 1.2-1.3 billion, which is paid in stages.

This compensation has already been paid by the government, which is around Rp. 10 trillion. Pertamina was given the right to manage the Rokan Block for 20 years since 2021 or until 2041. The new Rokan Block contract uses a gross split scheme PSC. 

   Revenue sharing for contractors is set at 65% for oil and 70% for gas. While the government's share is 35% for oil and 30% for gas. While the potential for state revenues from Block Rokan during Pertamina's management reaches US $ 57 billion.

Referring to the definite work commitment promised to the government, Pertamina has planned a number of activities, as contained in the ESDM Ministerial Decree 1923K / 10 / MEM / 2018. Some of these activities are US $ 4 million enhanced oil recovery / EOR studies, drilling of 11 exploration wells of US $ 69.8 million, drilling of five Telisa wells of US $ 18.1 million, stage-1 CEOR 7 pattern of US $ 247 million, and stage-1 of Kulin steam flood or Rantau Bais of US $ 88.6 million.

Pertamina Bayar Bonus Tanda Tangan Blok Rokan

Kementerian Energi dan Sumber Daya Mineral (ESDM) menyatakan bahwa PT Pertamina (Persero) telah membayar bonus tanda tangan (signature bonus) Blok Rokan sebesar US$ 784 juta atau sekitar Rp 11,3 triliun. Penetapan Pertamina sebagai pengelola blok ini pasca 2021 telah diputuskan sejak akhir Juli lalu.

Direktur Jenderal Minyak dan Gas Bumi Kementerian Energi dan Sumber Daya Mineral (ESDM) Djoko Siswanto mengatakan, pembayaran bonus tanda tangan itu dibayarkan tepat waktu sesuai yang dijanjikan, yakni pada 21 Desember. 

“Sudah (dibayar bonus tanda tangan),” kata dia.

Selain bonus tanda tangan, Pertamina juga sudah membayar performance bond yang ditetapkan sebesar 10% dari nilai komitmen kerja pasti (KKP) yang dijanjikan. Dengan nilai KKP mencapai US$ 500 juta atau sekitar Rp 7,2 triliun, maka performance bond yang harus disetorkan sebesar US$ 50 juta atau Rp 720 miliar.

Sebelumnya, Sekretaris Perusahaan Pertamina Syahrial Mukhtar menjelaskan, tidak ada kendala pendanaan untuk pembayaran bonus tanda tangan dan performance bond Blok Rokan. Penandatanganan kontrak ini masih menunggu pembentukan anak usaha yang akan mengelola blok migas besar ini. 

    Pembentukan anak usaha ini lantaran ukuran Blok Rokan yang sangat besar sehingga perlu ada satu unit yang fokus menggarap blok migas ini. Nantinya, anak usaha baru inilah yang akan menandatangani kontrak Blok Rokan. 

“Sekarang pembentukan perusahaan masih proses. Intinya, bulan ini tanda tangan kontrak, sebelum akhir 2018. Kami upayakan semua akhir tahun, supaya tidak ada beban lagi,” jelas Syahrial.

Seperti diketahui, pada bulan lalu, Pertamina baru saja memperoleh dana segar dari penerbitan obligasi senilai US$ 750 juta. Walaupun, pendanaan ini tidak secara jelas disebutkan untuk membayar bonus tanda tangan Blok Rokan. Direktur Keuangan Pertamina Pahala Mansury sempat menyebutkan penerbitan obligasi ini untuk investasi dan general purpose.

Tidak hanya itu, sebelumnya Deputi Bidang Usaha Rertambangan, Industri Strategis, dan Media Kementerian BUMN Fajar Harry Sampurno menyatakan bahwa Pertamina dipastikan tetap akan mendapat kompensasi pembayaran distribusi solar bersubsidi untuk 2017 sebesar US$ 1,2-1,3 miliar yang dibayarkan secara bertahap.

Kompensasi ini sudah mulai dibayarkan oleh pemerintah, yakni sekitar Rp 10 triliun. Pertamina diberi hak mengelola Blok Rokan selama 20 tahun sejak 2021 atau sampai pada 2041. Kontrak baru Blok Rokan ini menggunakan PSC skema bagi hasil kotor (gross split). Bagi hasil untuk kontraktor ditetapkan sebesar 65% untuk minyak dan 70% untuk gas. 

    Sementara bagian pemerintah yakni 35% untuk minyak dan 30% untuk gas. Sementara potensi penerimaan negara dari Blok Rokan selama dikelola Pertamina mencapai US$ 57 miliar.

Mengacu komitmen kerja pasti yang dijanjikan kepada pemerintah, Pertamina sudah merencanakan sejumlah kegiatan, sebagaimana ada didalam Keputusan Menteri ESDM 1923K/ 10/ MEM/ 2018. Beberapa kegiatan itu yakni studi pengurasan minyak tahap lanjut (enhanced oil recovery/ EOR) senilai US$ 4juta, pengeboran 11 sumur eksplorasi US$ 69,8 juta, pengeboran lima sumur Telisa US$ 18,1 juta, stage-1 CEOR 7 pattern US$ 247 juta, dan stage-1 steam flood Kulin atau Rantau Bais US$ 88,6 juta.

The Rokan Block Contract Has Not Been Signed

As of the end of 2018, PT Pertamina (Persero) had not yet signed a Block Rokan management contract. In fact, Pertamina had already paid a signature bonus of US $ 783 million or around Rp. 11.3 trillion and a performance bond of 10% of Definite Work Commitment (CTF) worth US $ 500 million.

But Djoko did not disclose in detail when the obligation was paid. Previously, Djoko said, the payment target was on December 21. The ESDM Ministry has not been able to ascertain when the Rokan Block contract will be signed by Pertamina, even though the obligation has been fulfilled by this government-owned oil and gas company.

"As soon as possible," said Djoko.

Pertamina targets the signature of the Block Rokan contract at the end of December 2018. Currently, they are preparing a subsidiary to sign a contract.

"Yes, it will be later for the signing through a new company. Because the Rokan Block is large, it must be managed by a unit that focuses on handling it," said Corporate Secretary of PT Pertamina, Syahrial Mukhtar.

To get the Rokan Block, Pertamina gave a signature bonus of US $ 784 million or Rp. 11.3 trillion and a definite five-year commitment of US $ 500 million or Rp. 7.2 trillion in carrying out oil and gas exploitation activities. 

    The definite five-year commitment of US $ 500 million is not only used for the development of the Rokan Block, but also other fields that have not yet been explored. In general, in the management of oil and gas blocks for 20 years, Pertamina has prepared US $ 72 billion in funds.

In early August 2018, the government granted 100% management rights to the Rokan Block in Riau to Pertamina, starting August 8, 2021. The old owner of this block is PT Chevron Pacific Indonesia.

Hingga akhir tahun 2018, PT Pertamina (Persero) belum juga menandatangani kontrak pengelolaan Blok Rokan, Padahal, Pertamina sudah membayar kewajiban bonus tanda tangan (signature bonus) sebesar US$ 783 juta atau sekitar Rp 11,3 triliun dan performance bond sebesar 10% dari Komitmen Kerja Pasti (KKP) senilai US$ 500 juta.

Direktur Jenderal Minyak dan Gas Bumi (Dirjen Migas) Kementerian Energi dan Sumber Daya Mineral (ESDM), Djoko Siswanto menyatakan, Pertamina sudah membayar kewajibannya sebagai langkah awal pengelolaan Blok Rokan pada tahun 2021 mendatang. 

"Iya sudah (bayar) sesuai waktu," ujar dia kepada KONTAN. 

Namun Djoko tidak mengungkapkan secara mendetail kapan kewajiban tersebut dibayarkan. Sebelumnya Djoko menyebutkan, target pembayaran pada 21 Desember. Kementerian ESDM belum bisa memastikan kapan kontrak Blok Rokan akan ditandatangani oleh Pertamina, meski kewajiban sudah dipenuhi perusahaan migas milik pemerintah ini.

"Secepatnya," ucap Djoko.

Pertamina menargetkan tanda tangan kontrak Blok Rokan akhir Desember 2018. Saat ini, mereka menyiapkan anak usaha agar bisa tanda tangan kontrak. 

"Iya, jadi nanti untuk signing-nya melalui perusahaan baru. Karena Blok Rokan itu besar, jadi harus dikelola satu unit yang fokus menanganinya," kata Corporate Secretary PT Pertamina, Syahrial Mukhtar.

Untuk mendapatkan Blok Rokan, Pertamina memberikan bonus tandatangan sebesar US$ 784 juta atau Rp 11,3 triliun dan nilai komitmen pasti lima tahun US$ 500 juta atau Rp 7,2 triliun dalam menjalankan aktivitas eksploitasi migas. 

    Komitmen pasti lima tahun sebesar US$ 500 juta tidak hanya digunakan untuk pengembangan Blok Rokan, tetapi juga lapangan - lapangan lain yang belum dieksplorasi. Secara umum, dalam pengelolaan blok migas selama 20 tahun, Pertamina menyiapkan dana US$ 72 miliar.

Di awal Agustus 2018, pemerintah memberikan hak pengelolaan 100% Blok Rokan di Riau ke Pertamina, mulai 8 Agustus 2021. Pemilik lama blok ini adalah PT Chevron Pacific Indonesia.

3 The company is interested in Block Corridor

PT Pertamina (Persero), Repsol S.A., and Conoco Phillips are interested in managing the Corridor oil and gas working area located in Musi Banyuasin Regency, South Sumatra.

    Head of the Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) Dwi Soetjipto said that his party had not yet decided who would manage the block because it was still in the evaluation stage. However, Dwi targets, the evaluation of the Corridor Block will be completed including the scenario for developing the working area to next week. .

"This is intended to provide certainty because the block contract expires in 2023. Hopefully there will be a decision soon," he said.

In September 2018, Director General of Oil and Gas, Ministry of Energy and Mineral Resources (ESDM) Djoko Siswanto said that Pertamina had officially submitted a proposal to the Ministry of Energy and Mineral Resources to manage the Corridor Block after the contract expired in 2023.

Djoko said that he had just received a Pertamina proposal which he called very thick. However, he could not disclose the details of the contents of the proposal.

"Pertamina told me to submit a proposal. I just received it, "Djoko said.

Pertamina has also obtained permission to access data on the Corridor Block. Besides Pertamina, the contractor existing in the block, namely ConocoPhillips Indonesia, has expressed interest in continuing to manage the Corridor Block after the contract expires. The giant oil company from the United States has written to the ESDM Ministry about its interest.

With the proposal from Pertamina, the Ministry of Energy and Mineral Resources will compare the ConocoPhillips and Pertamina proposals as they did at the Rokan Block, namely between PT Chevron Pacific Indonesia and Pertamina.

Based on Minister of Energy and Mineral Resources Regulation No. 23/2018 concerning Management of Oil and Gas Working Areas that End Work Contracts, the government opens opportunities for anyone to apply for management of oil and gas blocks, from existing and Pertamina operators.

The regulation confirms that the government will appoint the termination block management operator that has the best program and definite commitment, especially to encourage exploration in increasing Indonesia's oil and gas reserves and production.

Related to the extension by ConocoPhillips, Deputy Minister of ESDM Arcandra Tahar said that his side had not yet received a complete proposal. According to him, the proposal from ConocoPhillips is still being processed at SKK Migas.

3 Perusahaan Meminati  Blok Corridor  

PT Pertamina (Persero), Repsol S.A., dan Conoco Phillips berminat untuk mengelola wilayah kerja minyak dan gas bumi Corridor yang belokasi di Kabupaten Musi Banyuasin, Sumatra Selatan. 

    Kepala Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) Dwi Soetjipto mengatakan bahwa pihaknya belum memutuskan siapa yang akan mengelola blok tersebut lantaran masih dalam tahap evaluasi. Namun, Dwi menargetkan, evaluasi Blok Corridor selesai termasuk skenario pengembangan wilayah kerja tersebut pada ke pekan depan. .

“Ini dimaksudkan untuk memberi kepastian karena kontrak blok tersebut berakhir 2023. Mudah-mudahan segera ada keputusan,” katanya.

Pada September 2018, Direktur Jenderal Minyak dan Gas Bumi, Kementerian Energi dan Sumber Daya Mineral (ESDM) Djoko Siswanto mengatakan bahwa Pertamina telah resmi mengajukan proposal ke Kementerian ESDM untuk mengelola Blok Corridor setelah habis kontrak pada 2023.

Djoko menuturkan, pihaknya baru saja menerima proposal Pertamina yang disebutnya sangat tebal. Namun, dia belum bisa mengungkapkan detil isi proposal tersebut. 

“Pertamina ke saya mengajukan proposal. Saya baru saja  menerimanya,"  ujar Djoko.

Pertamina juga sudah mendapatkan izin untuk mengakses data di Blok Corridor. Selain Pertamina, kontraktor eksis di blok tersebut, yakni ConocoPhillips Indonesia, telah menyatakan minatnya untuk tetap mengelola Blok Corridor setelah kontrak habis. Perusahaan minyak raksasa dari Amerika Serikat itu sudah menyurati Kementerian ESDM mengenai minatnya tersebut. 

Dengan adanya pengajuan proposal dari Pertamina, Kementerian ESDM akan membandingkan proposal ConocoPhillips dan Pertamina seperti halnya yang dilakukan di Blok Rokan, yakni antara PT Chevron Pacific Indonesia dan Pertamina.

Berdasarkan Peraturan Menteri ESDM No. 23/2018 tentang Pengelolaan Wilayah Kerja Migas yang Berakhir Kontrak Kerja Samanya, pemerintah membuka peluang bagi siapapun untuk mengajukan permohonan pengelolaan blok migas, dari operator eksis maupun Pertamina.

Regulasi itu menegaskan bahwa pemerintah akan menunjuk operator pengelola blok terminasi yang memiliki program dan komitmen pasti paling bagus, terutama untuk mendorong eksplorasi dalam meningkatkan cadangan dan produksi migas Indonesia.

Terkait dengan perpanjangan oleh ConocoPhillips, Wakil Menteri ESDM Arcandra Tahar menuturkan bahwa pihaknya hingga kini belum mendapatkan proposal lengkap. Menurutnya, proposal dari ConocoPhillips masih diproses di SKK Migas. 

“Sedang di SKK Migas, baru saja dibahas. Ke ketua tim belum. Prosesnya SKK Migas dulu setelah itu tim,” kata Arcandra.

Blok Corridor merupakan salah satu wilayah kerja migas terminasi yang memiliki kapasitas produksi cukup besar. Rerata produksi minyak mentah di wilayah itu mencapai 13.700 barel per hari (bph). Berdasarkan data SKK Migas, produksi siap jual atau lifting gas bumi di Blok Coridor per 31 Juli 2018 sebesar 828,11 juta kaki kubik per hari/MMscfd atau sudah mencapai 102,3% dari target tahun ini.

Berdasarkan data Kementerian ESDM, Conoco Phillips mengelola tiga lapangan migas di Indonesia, yakni Blok Corridor di Sumatra Selatan dengan bagian saham partisipasi 54%, Talisman Corridor Ltd. 36%, dan Pertamina Hulu Energi (PHE) Corridor 10%.

Conoco Phillips juga mengelola Blok South Jambi dengan menguasai 45 %, bersama mitra kerja PetroChina 30%, dan Pertamina 25 %. Selain itu, perusahaan dari Amerika Serikat itu juga mengelola wilayah kerja migas Kualakurun, Kalimantan Tengah dengan saham partisipasi 100%. Blok South Jambi akan habis masa kontraknya pada 18 Januari 2020. ConocoPhillips memilih meninggalkan blok ini.

Again, Two Oil and Gas Blocks Switch to Gross Split

The government continues to boost oil and gas profit sharing contracts through gross split schemes. At the beginning of 2019, the Ministry of Energy and Resources Mineral (ESDM) will re-sign the amendment of two Oil and Gas production sharing contracts, from initially using the cost recovery scheme to gross split.

Deputy Minister of ESDM, Arcandra Tahar said, oil and gas contractors (KKKS) have submitted changes to the contract scheme a few weeks ago. Currently it is in the stage of change preparation and evaluation by the government.

"There are two blocks that have changed into gross split, one conventional and one non-conventional," he said at the ESDM Ministry Office last week.

    The government targets the contract scheme changes to be completed in the third week of January 2019. Previously, Eni Indonesia has also made changes to the contract scheme to gross split for the East Sepinggan Block which includes Merakes Field.

Referring to the ESDM Ministry data, up to 2018 visitors there are 32 oil and gas blocks that use gross split contract schemes. The latest news is the South Jambi B Block which has been terminated or expired in 2020 and is managed by Hong Kong Jindi Co. Ltd. In detail, oil and gas blocks that have used gross split schemes consist of 11 auction results in 2017 and 2018, then 20 terminated blocks from 2018 to 2022.

Then one amendment to the oil and gas block contract. In total, the investment commitment of the 32 oil and gas blocks reached US $ 2.1 billion or Rp. 31 trillion. Lagi, Dua Blok Migas Beralih ke Gross Split 

Pemerintah terus menggenjot kontrak bagi hasil migas melalui skema gross split. Di awal 2019, Kementerian Energi dan Sumber Daya Mineral (ESDM) akan kembali menandatangani perubahan dua kontrak bagi hasil Migas, dari semula memakai skema cost recovery menjadi gross split.

Wakil Menteri ESDM, Arcandra Tahar menyebutkan, kontraktor migas (KKKS) sudah mengajukan perubahan skema kontrak tersebut beberapa minggu lalu. Saat ini sudah masuk dalam tahap persiapan perubahan dan evaluasi oleh pemerintah. 

“Ada dua blok yang berubah menjadi gross split, satu konvensional dan satu non konvensional,” kata dia di Kantor Kementerian ESDM, pekan lalu. 

Pemerintah menargetkan perubahan skema kontrak itu bisa diselesaikan pada minggu ketiga Januari 2019. Sebelumnya, perubahan skema kontrak menjadi gross split juga telah dilakukan Eni Indonesia untuk Blok East Sepinggan yang di dalamnya terdapat Lapangan Merakes. 

Mengacu data Kementerian ESDM, hingga pengunjung 2018 sudah ada 32 blok migas yang menggunakan Skema kontrak gross split. Kabar terbaru adalah Blok South Jambi B yang terminasi atau habis masa kontraknya pada 2020 dan dikelola Hong Kong Jindi Co Ltd. Secara rinci, blok migas yang sudah menggunakan skema gross split terdiri dari 11 blok hasil lelang pada 2017 dan 2018, kemudian 20 blok terminasi dari 2018 hingga 2022. 

Kemudian satu amendemen kontrak blok migas. Secara total, komitmen investasi dari ke-32 blok migas tersebut mencapai US$ 2,1 miliar atau Rp 31 triliun. Berdasarkan catatan Satuan Kerja Khusus Hulu Minyak dan Gas Bumi (SKK Migas), skema gross split yang manggantikan cost recovery sejak setahun ini memperlihatkan dampak positif. 

Misalnya, pada semester pertama Tahun ini, penerimaan migas meningkat hingga. US$ 3,5 miliar menjadi US$ 17,3 miliar. Pada semester pertama tahun lalu, penerimaan migas sebesar US$ 13,8 miliar. Sebenarnya, perhitungan gross split akan berbeda setiap Wilayah Kerja. Perhitungan yang pasti, terdapat pada persentase base split. 

Untuk base split minyak, sebesar 57% diatur menjadi bagian negara dan 43% bagian kontraktor. Sementara untuk gas bumi, bagian negara 52% dan kontraktor 48%. Selain persentase base split, negara dan kontraktor bisa mendapatkan bagian lebih besar dengan penambahan perhitungan dari 10 komponen variabel dan dua komponen progresif lainnya.

The South Jambi B Block contract was signed

The oil and gas working area (WK) of South Jambi B adds to the number of contracts using the Gross Split profit sharing scheme. This is in line with the signing of the PSC / cooperation contract at the Ministry of Energy and Mineral Resources (ESDM).

Jindi South Jambi B Co Ltd is a contractor working on the block effective on January 26, 2020 with a contract period of 20 years. The South Jambi B Block is currently still operated by ConocoPhilips (South Jambi) B, which will expire on January 25, 2020.

Deputy Minister of ESDM Arcandra Tahar said, with the signing of the South Jambi B Block contract, the number of contracts that have been and will be signed using a gross profit sharing scheme (groos split) was recorded as many as 32 contracts since 2017. The details consist of 11 oil and gas block contracts auctioned , 20 termination block contracts, and one contract amendment.

"The total investment commitment of the 32 oil and gas WK reaches around US $ 2.1 billion, equivalent to Rp. 31 trillion," Arcandra said after signing in Jakarta.

Arcandra explained, the signature bonus from this block was US $ 5 million and the investment value of the Definite Work Commitment (KKP) reached US $ 60 million. The details of the activities to be worked on in the first five years of this contract are G & G Study, 2D seismic 300 km, 3D seismic 400 km, and three exploration wells. He mentioned that Jindi could cooperate with ConocoPhilips as an existing contractor to carry out exploration.

"Efforts can be made before the contract ends with cooperation," he said.

He said, the estimated reserves in the South Jambi Block were 600 thousand barrels for oil and 270 trillion cubic feet for proven gas reserves. This block has no longer been in production since 2012, but has reached the peak of gas production of 23 million cubic feet per day / mmscfd in 2006 and oil up to 512 barrels per day (bpd) in 2005.

Meanwhile Jindi South Jambi Managing Director B Song-Zhizong explained that the first Plan of Development / POD will be submitted at least at the beginning of the second semester next year. He believes the potential of South Jambi B is quite large. Besides that, several structures have also been developed by previous contractors, so that only continuing exploration activities.

Jindi South Jambi B Co Ltd merupakan kontraktor yang menggarap blok tersebut berlaku efektif pada 26 Januari 2020 dengan jangka waktu kontrak selama 20 tahun. Blok South Jambi B saat ini masih dioperasikan oleh ConocoPhilips (South Jambi) B yang akan berakhir kontraknya pada 25 Januari 2020.

Wakil Menteri ESDM Arcandra Tahar mengatakan, dengan ditandatangani-nya kontrak Blok South Jambi B, jumlah kontrak yang telah dan akan ditandatangani menggunakan skema bagi hasil kotor (groos split) tercatat sebanyak 32 kontrak sejak 2017. Adapun rinciannya terdiri dari 11 kontrak blok migas hasil lelang, 20 kontrak blok terminasi, dan satu amendemen kontrak.

“Total komitmen investasi dari ke 32 WK migas tersebut mencapai sekitar US$ 2,1 miliar atau setara Rp 31 triliun,” kata Arcandra usai penandatangan di Jakarta.

Arcandra menerangkan, bonus tanda tangan (signature bonus) dari blok ini sebesar US$ 5 juta dan nilai investasi Komitmen Kerja Pasti (KKP) mencapai US$ 60 juta. Adapun rincian kegiatan yang akan digarap dalam lima tahun pertama dari kontrak ini yakni Studi G&G, seismik 2D 300 km, seismik 3D 400 km persegi, dan tiga sumur eksplorasi. Dia menyebut Jindi bisa melakukan kerjasama dengan ConocoPhilips selaku kontraktor eksisting untuk melakukan eksplorasi. 

“Bisa dilakukan usaha-usaha sebelum kontrak itu berakhir dengan kerja sama,” ujarnya.

Dikatakannya, perkiraan cadangan di Blok South Jambi itu sebesar 600 ribu barel untuk minyak dan 270 triliun kaki kubik untuk cadangan terbukti gasnya. Blok ini sudah tidak lagi berproduksi sejak 2012 lalu, namun pernah mencapai puncak produksi gas sebesar 23 juta kaki kubik per hari/ mmscfd di 2006 dan minyak hingga 512 barel per hari (bph) di 2005.

Sementara itu Direktur Utama Jindi South Jambi B Song- Zhizong menerangkan, rencana Plan of Development/POD pertama akan diajukan paling tidak di awal semester kedua tahun depan. Dia meyakini potensi South Jambi B cukup besar. Disamping itu, beberapa struktur juga sudah dikembangkan oleh kontraktor terdahulu, sehingga hanya melanjutkan kegiatan eksplorasi. 

“Discovery sudah ada, lalu dua struktur sudah dikembangkan,” ujarnya.

Pertamina EP's innovation at Tanjung Field

PT Pertamina EP re-innovates to increase oil production. Pertamina EP applies an Enhanced Oil Recovery (EOR) method through polymer flooding at Tanjung Field, Tabalong Regency, South Kalimantan. This PT Pertamina subsidiary hopes that the EOR method can reach a recovery factor of up to 60%.

President Director of PT Pertamina EP, Nanang Abdul Manaf, said that the company will continue to monitor the implementation of the EOR method in oil drilling.

"It takes about 11 months to be able to continue or not with this model," he said after the inauguration of the TPFT project, at the T46 Tanjung Cluster.

EOR is a method for obtaining more oil after naturally decreasing the primary production process. Pertamina EP has just implemented the EOR method in a drilling cluster. In this way, Pertamina enters polymer liquid through one injector well located in the center of the cluster. 

    Four other wells (producer wells) as oil wells. Pertamina EP's management hopes that before 11 months the results of drilling on the project can be seen.

SKK Migas Deputy Planning Officer Jaffee Arizon Suardin appreciated Pertamina EP's move.

"The problem in Indonesia is that there is no oil, but a recovery factor. For the usual methods it still produces between 25% -35%. So the oil is still down there," he said.

Jaffee hopes that the TPFT project can increase oil production in Tanjung Field by 7% -10% or around 50 barrels per day. Currently the existing oil production in Tanjung is around 120 barrels per day. The TPFT project costs US $ 3 million.

Inovasi Pertamina EP di Tanjung Field  

PT Pertamina EP kembali berinovasi untuk meningkatkan produksi minyak. Pertamina EP menerapkan metode perolehan minyak tahap lanjut atau Enhanced Oil Recovery (EOR) melalui cara polymer flooding di Tanjung Field, Kabupaten Tabalong, Kalimantan Selatan. Anak usaha PT Pertamina ini berharap metode EOR bisa mencapai recovery factor hingga 60%.

Direktur Utama PT Pertamina EP, Nanang Abdul Manaf, mengatakan pihaknya akan terus memantau penerapan metode EOR dalam pengeboran minyak. 

"Ini membutuhkan waktu sekitar 11 bulan untuk bisa lanjut atau tidak dengan model ini," kata dia usai peresmian proyek TPFT, di Kluster T46 Tanjung.

EOR adalah metode untuk memperoleh lebih banyak minyak setelah penurunan proses produksi primer secara alami. Pertamina EP baru saja menerapkan metode EOR di satu kluster pengeboran. Dengan cara ini, Pertamina memasukkan cairan polimer melalui satu sumur injektor yang terletak di tengah kluster. 

   Empat sumur lainnya (sumur produser) sebagai sumur pengambil minyak. Manajemen Pertamina EP berharap sebelum 11 bulan, hasil pengeboran di proyek tersebut sudah bisa terlihat.

Deputi Perencanaan SKK Migas Jaffee Arizon Suardin mengapresiasi langkah Pertamina EP. 

"Yang menjadi masalah di Indonesia bukan tidak ada minyaknya, tapi recovery factor. Untuk cara-cara yang biasa masih menghasilkan antara 25%-35%. Jadi minyaknya masih ada di bawah sana," kata dia.

Jaffee berharap proyek TPFT bisa menambah produksi minyak di Lapangan Tanjung sebesar 7%-10% atau sekitar 50 barel per hari. Saat ini existing produksi minyak di Tanjung sekitar 120 barel per hari. Adapun proyek TPFT menghabiskan US$ 3 juta.

Jindi Prepares US $ 150 Million

Findi South Jambi B Co. Ltd., a subsidiary of Hong Kong Jindi Group which is the operator of the South Jambi B Block, will issue US $ 150 million in the first 3 years for oil and gas exploration. The oil and gas working area located in Jambi is still operated by ConocoPhilips because the region's contract will expire on January 25, 2020. Namun, wilayah kerja itu sudah tidak beroperasi sejak 2012. 

Oleh karena itu, Kementerian ESDM pun melelang blok migas itu. Kontrak kerja sama Jindi South Jambi B ini akan berlaku efektif mulai 26 Januari 2020. Jindi akan mengelola blok itu selama 20 tahun. Jindi memberikan komitmen kerja pasti di South Jambi B selama 5 tahun pertama sebesar US$60 juta dan bonus tanda tangan US$5 juta. 

Song Zhizong, Director Jindi South Jambi B Co. Ltd., mengatakan bahwa perusahaan langsung melakukan studi eksplorasi pada 2019. Komitmen ini akan terealisasi ketika kerja sama secara bisnis dengan Conocophillips dimulai juga ingin investasi kira-kira sekitar US$ 150 juta untuk 3 tahun pertama. 

   Investasi itu termasuk seismik, pengeboran sumur eksplorasi, pembangunan fasilitas lain,” katanya seusai penandatanganan Kontrak Bagi Hasil Gross Split Wilayah Kerja South Jambi B.

Jindi juga akan mengajukan proposal pengembangan (plan of development/POD) ke SKK Migas pada pertengahan 2019. Sejak 2017 sampai saat ini, 32 Wilayah kerja migas telah menggunakan skema kontrak bagi hasil kotor (gross split) terdiri dari 11 blok hasil lelang, 20 blok terminasi, dan satu blok amendemen kontrak. 

Total komitmen investasi dari 32 wilayah migas tersebut mencapai sekitar US$ 2,1 miliar atau setara dengan Rp 31 triliun. Wakil Menteri ESDM Arcandra Tahar mengatakan, Jindi South Jambi B dapat masuk ke South Jambi lebih cepat dengan menggunakan skema kerja sama. Menurutnya, pemerintah mempercepat pelelangan blok terminasi tersebut agar menghindari penurunan produksi secara drastis.

“Produksi blok ini tidak turun drastis kalau diintervensi. Kami proses sekarang karena agar sampai 2022 bisa dilakukan upaya agar produksi bisa ditingkatkan.”
