PT Pertamina EP Drilling Three Exploration Wells

PT Pertamina EP subsidiary PT Pertamina (Persero), will complete drilling three exploration wells at the end of this year, bringing a total of nine exploration wells to be drilled. The company also succeeded in achieving its seismic target.

Pertamina EP President Director Nanang Abdul Manaf said, until September, his party had succeeded in carrying out 2D seismic activities on target. While for 3D seismic realization, it has been recorded to reach 344 square kilometers. In addition, it has also successfully completed the drilling of six exploration wells.

"The next stage is planned to have three exploration wells that will be completed in 2018," he said in his official statement in Jakarta, Monday (10/22). The exploration wells are located in North Sumatra, West Java and Sulawesi.

Pertamina EP has the main task of looking for oil and gas to support national energy security. However, because oil and gas is a non-renewable energy, it requires the discovery of reserves through exploration activities. From the exploration well drilling, Pertamina EP managed to get additional oil and gas resources.

"Based on the results of drilling the exploration well, Pertamina EP obtained additional 2C resources of 12.96 million barrels equivalent oil, "Nanang said.

One of them, Pertamina EP managed to find oil and gas reserves on Asset 4 through drilling the Wolai-001 exploration well. Wolai-001 well has been drilled since August 17, 2018 and reaches a final depth of 2,365 meters. From the results of the layers test, the well can drain hydrocarbons so that it is estimated that it can obtain additional gas reserves of 200 million cubic feet.

Meanwhile, to date, Pertamina EP has managed to record oil production of 77,869 barrels per day (bpd) and gas of 1,022 million cubic feet per day (million standard cubic feet per day / mmscfd). Pertamina EP is determined to continue to boost oil and gas production.

Referring to data from the Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas), the realization of Pertamina's subsidiary oil production was still below the target of 85,869 bpd. Until the end of the year, SKK Migas projects Pertamina EP oil production to reach 82 thousand bpd. For gas production, still based on the same data, the realization far exceeds this year's target of 832 mmscfd.

Nanang explained, Pertamina EP has five assets and 22 fields. This shows that there are still many oil and gas potentials that can be explored.

"We will continue to strive to work together to achieve, even exceed the target of the determined work plan," said Nanang.

Previously, Pertamina's Senior Vice President of Strategic Planning and Operation Evaluation Meidawati said that Pertamina EP was one of the mainstays to boost the company's oil production next year. In 2019, it calculated the projection while the company's oil production rose from this year's target of 400 thousand bpd to 407 thousand bpd.

Oil production is projected to increase along with the increase in crude oil prices. With oil prices getting higher, he said PT Pertamina EP as a subsidiary of the company, boosted oil production in the fields it manages. Pertamina's data shows that the oil production of the state-owned oil and gas company has continued to rise since 2014. At that time, Pertamina's oil production was still 270 thousand bpd.

The realization of this oil production continued to increase to 278 thousand bpd in 2015, 312 thousand bpd in 2016, 342 thousand in 2017, and reached 383 thousand bpd until the end of September 2018.

PT Pertamina EP Mengebor Tiga Sumur Eksplorasi

The Government Will Again Auction Four Oil and Gas Blocks

Hong Kong Jindi controls the South Jambi B Block and Minarak Brantas Gas works on Block B

The government has completed the auction process for the second phase of the oil and gas working area (WK) in 2018. As a result, the government has established winners in two oil and gas blocks, while the other four oil and gas blocks have no winners. Of the four oil and gas blocks, the government refused offers in two blocks. While the other two blocks are not interested.

The Ministry of Energy and Mineral Resources (ESDM) opened the second phase of the oil and gas block auction since August 14, 2018. The auction document was accessed by 18 participants. However, only five participants entered bidding documents for four oil and gas WKs.

Deputy Minister of ESDM, Arcandra Tahar said, there were two winners of the WK Migas auction, namely Hong Kong Jindi Group Co. Ltd for WK South Jambi B and PT Minarak Brantas Gas which won WK Banyumas. Minarak Brantas is a subsidiary of Lapindo Brantas Inc.

PT Minarak Brantas Gas which won WK Banyumas

At WK South Jambi B, Hong Kong Jindi Group declared a five-year Definite Work Commitment (KKP) worth US $ 60 million and must pay a signature bonus of US $ 5 million. For WK Banyumas, Minarak Brantas is obliged to carry out a definite exploration commitment with a total value of US $ 4 million and pay a US $ 500,000 signature bonus.

From this auction, the government will get a signature bonus worth US $ 5.5 million. The government also won a certain total commitment of US $ 64 million. Arcandra expects WK's second signature no later than the end of November 2018. For two oil and gas blocks, Makassar Strait and Long Strait, investors were initially interested. But the participants who entered the auction document did not meet the requirements.

As for the other two blocks, namely WK Andhika Bumi Kita and South East Mahakam, none of them are interested. In the next auction, the government plans to return to offering four oil and gas blocks that are not in demand. While the energy company from Italy, Eni, must bite the fingers because its offer to the Makassar Straits WK Migas was rejected. Arcandra said, the ENI proposal did not meet the requirements in the terms and conditions (T & C).

"From the commercial side (signature bonus and firm commitment) there are no problems. But there are other requirements that are not fulfilled, so Eni's offer failed," he said.

Director General of Oil and Gas at the Ministry of Energy and Mineral Resources, Djoko Siswanto added, Eni actually did not not want to meet the requirements, but they wanted to negotiate terms with economic reasons.

"They still question the obligation of the winner," he explained.

Eni Muara Bakau B. V.

Casini Ropa, VP Exploration Eni Muara Bakau B. V. said, Eni was still interested in seeing the potential of oil and gas in the Makassar Strait Block.

"This block is interesting because we have facilities near the oil and gas block," he said.

Di WK South Jambi  B, Hong Kong  Jindi Group menyatakan Komitmen Kerja Pasti (KKP) lima tahun senilai US$ 60 juta serta wajib membayar bonus tanda tangan US$ 5 juta. Untuk WK Banyumas, Minarak Brantas wajib melaksanakan komitmen pasti eksplorasi dengan total nilai US$ 4 juta dan membayar bonus tandatangan US$ 500.000.

Dari lelang ini, pemerintah mendapatkan total bonus tandatangan (signature bonus) senilai US$ 5,5 juta. Pemerintah juga meraih total komitmen pasti US$ 64 juta. Arcandra berharap tanda-tangan kedua WK paling lambat akhir November 2018.

"Mereka masih mempertanyakan kewajiban pemenang," jelas dia.

Jindi Group Controls South Jambi Block B

The government provides oil and gas working areas located in Jambi, South Jambi B Block, to Hong Kong Jindi Group in the oil / gas block phase II / 2018.

In addition to Jindi Group, PT Minarak Brantas Gas won the Banyumas Block tender located in Central Java. South Jambi B, is an onshore oil and gas working area that was previously operated by ConocoPhillips. Investors only take two oil and gas working areas and a total of six blocks offered in the auction stage II / 2018 by the Ministry of Energy and Mineral Resources.

The Phase II / 2018 oil and gas block auction is held on August 14-October 12 2018. The auctioned block is divided into production and exploration work areas. The production working area consists of the Makassar Strait Block, Long Strait, and South Jambi B. The exploration working area is the Southeast Mahakam, Banyumas, and Andika Bumi Blocks.

the Makassar Strait Block

Until the deadline for submission of participation / bid documents on October 12, 2018, there are 18 bidding documents that are accessed by auction enthusiasts, with the results of four work areas in demand by five auction participants.

Deputy Minister of ESDM Arcandra Tahar said that for four oil and gas blocks that were not in demand, they would be included in the phase III / 2018 oil and gas auction. The third phase of the auction will open next week. Phase III / 2018 oil and gas block auction consists of working areas that are already and are conducting joint studies between the government and oil and gas contractors.

To attract investors, this stage III auction will be carried out directly and through a joint study mechanism. With the direct bid scheme, the contractor has first conducted a joint study with the government before the oil and gas block auction was opened. Oil and gas contractors look for their own data.

In a regular auction, the government prepares its own data related to oil and gas blocks that will be offered to contractors. In the arena of limited elections (beauty contest) for oil and gas blocks this time, the Ministry of Energy and Mineral Resources has evaluated bidders with the criteria of having financial and technical capabilities to finance and carry out petroleum operations, have a good track record, and fulfill the core auction terms and conditions for oil and gas working areas.

the Banyumas Block - Center Java

As a result, the South Jambi B Block was handed over to Hong Kong Jindi Group Co. Ltd., and the Banyumas Block are managed by PT Minarak Brantas Gas. The Banyumas Block is a land area located in Central Java.

"Until now, there have been six Working Areas (WK) that are selling with gross split [contract schemes] [for gross proceeds]," he said.

The government accepted the Hong Kong Jindi Group proposal with definite work commitments for the first 5 years presented through a 300 km 2D seismic survey, 400 km2 of 3D seims and three wells worth US $ 60 million.

Hong Kong Jindi Group promises to sign the South Jambi B Block contract at the end of November 2018. The oil and gas block located in Jambi has the highest oil production rate of 1,500 barrels per day.

PT Minarak Brantas Gas gave a definite work commitment of US $ 4 million and provided a signature bonus worth US $ 500,000 in the Banyu Mas Block. The signing of the block contract is also planned at the end of November.

President Director of Lapindo Brantas Inc. Faruq Adi Nugroho claimed that he had prepared himself to manage the block with the potential for oil and gas as much as 45 million oil equivalent (boe). The gas obtained from the Banyumas Block will be sold to the government through PT Perusahaan Gas Negara Tbk. or PT Pertamina Gas (Pertagas).

"This is my homeland, so it's okay to build your own country. Later the production of oil will be higher, "he said.

ENI REFUSED

Meanwhile, two other work areas that are of interest to contractors, namely the Makassar Strait Block and the Long Strait Block. However, the ESDM Ministry rejected the proposal submitted by Eni Muara Bakau B.V. in the Makassar Strait Block because the oil and gas contractor from Italy did not meet the requirements provided by the government. Arcandra said from the commercial side there were no problems, such as signature bonuses and definite work commitments.

"There are other requirements so Eni's offer fails. This is between the government and ENI alone [discussion]. "

Representative from Eni Muara Bakau BM Davide Casini Ropa said, he was interested in the Makassar Strait Block so he would try to take part in the next auction.

David explained, the reason for Eni's interest in oil and gas blocks off the coast of East Kalimantan was because of the Kutai Basin. Eni also projects that oil and gas reserves in Makassar Strait are quite good.

"This is not our decision. This block is interesting because it is close to our other facilities [Jangkrik Field], "he said.

Director General of Oil and Gas of the Ministry of Energy and Mineral Resources, Djoko Siswanto, said the government would discuss the continuation of Makassar Strait and the Long Strait. In the third phase of the auction, the two blocks will be included again. Rejection of Eni's proposal, according to him, because there is substance in the terms and conditions given and differences in the views of the government and companies from Italy.

"They (ENI) consider these conditions to interfere with commercialization, while we consider it an obligation. And it looks like they will negotiate first, but if the auction doesn't work, "he said.

In this auction, there are also blocks that are lonely interested, namely the Andika Block Bumi Kita and Southest Mahakam. Djoko said there was a possibility that Pertamina would conduct a joint study of the two blocks. He admitted, PT Pertamina (Persero) had indeed not shown interest in official statements, but verbally expressed interest.

Jindi Group Kuasai Blok South Jambi B

PT Minarak Brantas Gas memberikan komitmen kerja pasti US$ 4 juta dan memberikan bonus tanda tangan senilai US$ 500.000 di Blok Banyu mas.

Tuban Refinery Project Potentially Relocated

The government said that PT Pertamina (Persero) was re-evaluating the 300 thousand barrels per day (bpd) project allocation in Tuban, East Java. The project that was carried out with Rosneft Oil Company has the potential to be moved to Situbondo, East Java.

Deputy Minister of Energy and Mineral Resources (ESDM) Arcandra Tahar said that his party had summoned Pertamina's management to discuss the continuation of the Tuban Refinery Project. The reason is that the construction of a new refinery with a capacity of 300 thousand bpd is hampered by land problems.

"Pertamina said there was an idea to change locations, in Tuban or Situbondo-East Jwa. Pertamina said that was an option, "he said in Jakarta. Pertamina, he said, is now evaluating location change options.

As is known, Pertamina and the East Java Provincial Government had signed a memorandum of understanding on the use of land assets of the Ministry of Environment and Forestry in Tanjung Awar-Awar, Tuban. In the memorandum of understanding, the East Java Provincial Government supports the Ministry of Environment and Forestry's land use for the construction of the Tuban Refinery.

Not only that, the East Java Provincial Government also provided the permits needed for the construction of the refinery, namely permits for the use of space and others in accordance with applicable regulations. Furthermore, Pertamina will replace the 60-hectare land of the Ling Ling Life and Forestry Support.

In addition, the company and partners also reclaim or flatten coastline smoothing and carry out dredging of the vessel's grooves. The Tuban Refinery and its supporting facilities occupy an area of around 404 hectares located in Remen Village, Mentoso, Rawasan, Wadung, and Kaliuntu in Jenu District, Tuban Regency, East Java Province.

Unfortunately, Arcandra did not specify what problems Pertamina faced in completing the land acquisition for the refinery project location. He only mentioned that he would call Pertamina's board of directors again.

"Two weeks ago I called because of land issues. Pertamina again evaluates its location. I'll call again later, "he said.

He said, the government seriously encouraged the construction of new refineries in Indonesia. Because the construction of the refinery is considered more efficient than importing fuel oil (BBM). Arcandra had conveyed his calculation that there was a difference of around 5% between importing processed products and producing fuel oil (BBM) domestically.

He explained, if the price of BBM products with an octane number of 92 in the range of US $ 72-74 per barrel, then there would be a difference of US $ 3.5 per barrel compared to if it produced itself. This price difference can reach US $ 3 million in one day or US $ 1 billion in one year. Thus, the delay in the construction of the refinery will be detrimental to Indonesia.

"We are serious (building refineries). We have facilitated Pertamina, and Pertamina is trying hard, "said Arcandra.

Previously, Pertamina and Rosneft had formed a joint venture, namely PT Pertamina Rosneft Processing and Petrochemicals (PRPP), which would work on the Tuban Refinery Project worth US $ 15 billion. Pertamina holds a 55% shareholding and Rosneft 45%. The plan, Tuban Refinery
will produce gasoline (gasoline) products of 80 thousand bpd, diesel fuel 90 thousand bpd, and avtur 26 thousand bpd.

Not only that, Tuban Refinery will also produce new petrochemical products. The details of this product are 1.3 million tons of polypropylene per year, polyethylene 0.65 million tons per year, styrene 0.5 million tons per year and paraxylene 1 million tons per year.

In addition to adding fuel and petrochemical supplies, the Tuban Refinery Project is also planned to require 20 thousand to 40 thousand workers during construction and 2,000 workers after operating. This project will also have a positive chain effect, in the form of taxes for the government and economic growth of national and regional communities.

Must be a Priority

Energy Observer and Chair of the Indonesian Petroleum Engineering Association (IATMI) Pri Agung Rakhmanto questioned the planned construction of refineries that were not realized even though more than 10 years had passed. The refinery project has so far been assessed as having no progress and no certainty.

"Refineries should be included as a vital national project that should also be a priority of the government," he said.

This includes the construction of the Tuban Refinery. If there are indeed land constraints, the government should help with the settlement, not just handed over to Pertamina. Moreover, so far, the government has succeeded in building other infrastructure projects in various regions.

"Yes, that is just the role of the government in developing the word Pri Agung"

Pri Agung encouraged the government to play a stronger role in the construction of this refinery. This is because the negative impact of the failure to realize the construction of new refineries is very heavy for Indonesia.

"Fuel imports are getting bigger, more burdening the economy, the trade balance deficit, and weakening the rupiah," he explained.

As is known, Pertamina is working on six refinery projects at the same time, new refinery units and increasing the capacity and quality of existing refineries. Construction of two new unit refineries in Tuban-East Java and Bontang-East Kalimantan, as well as repairs to four existing refineries spread across Balongan-West Java; Balikpapan-East Kalimantan; Dumai-Riau; and Cilacap-Central Java. All of these projects are projected to be completed by 2025.

Proyek Kilang Tuban Berpotensi Direlokasi

Pertamina lagi evaluasi lagi lokasinya. Nanti saya panggil lagi,” ujarnya.

Sehingga, keterlambatan pemban-
gunan kilang akan merugikan bagi Indonesia.

“Kami serius (membangun kilang).

NSO Block Contracts Extended Until 2038

The North Sumatra Offshore (NSO) Block production sharing contract (PSC) was officially extended from October 16 to 2038. However, the contract managed by PT Pertamina Hulu Energi (PHE) NSO no longer uses PSC refunds for operating costs ( cost recovery), but gross split. PHE Exploration Director Abdul Mutalib Masdar said, because it included the old field, the Blok NSO management was challenging.

The North Sumatra Offshore (NSO) Block

"But thanks to proven experience, PHE is optimistic to continue to maximize block performance. We can see this from the production figures since
We can maintain the value of 2016, "he said.

Until the first half of last year, Blok NSO recorded gas production reaching 91 million standard cubic feet per day / mmscfd or 52% of the target in the work plan and company budget (RKAP) 60 mmscfd. While condensate production reached 84 barrels per day (bpd), 27% higher than the target of 66 bpd.

"PHE NSO managed to reach the target for 2 consecutive years, as well as the achievements of the first semester of 2018," said PHE General Manager
NSO Akhmad Miftah.

PHE NSO is committed to continuously increasing the amount of production with efforts to increase reserve to production (R / P). The method is by drilling three exploration wells, one well at the end of 2018 and two subsequent wells in 2019. The Blok NSO oil reserves are 272 thousand barrel tanks and 92 billion cubic feet of gas. PHE NSO will continue to strive to improve existing production and development, so as to be able to support national energy security.

Pertamina took over the NSO Block from ExxonMobil in October 2015. The NSO block began production since 1996 with a peak production of 400 mmscfd.

Kontrak Blok NSO Diperpanjang Sampai 2038

Kontrak kerja sama (production sharing contract/PSC) Blok North Sumatera Offshore (NSO) resmi diperpanjang mulai 16 Oktober lalu menjadi sampai 2038.
