The Government Will Again Auction Four Oil and Gas Blocks



Hong Kong Jindi controls the South Jambi B Block and Minarak Brantas Gas works on Block B

The government has completed the auction process for the second phase of the oil and gas working area (WK) in 2018. As a result, the government has established winners in two oil and gas blocks, while the other four oil and gas blocks have no winners. Of the four oil and gas blocks, the government refused offers in two blocks. While the other two blocks are not interested.

The Ministry of Energy and Mineral Resources (ESDM) opened the second phase of the oil and gas block auction since August 14, 2018. The auction document was accessed by 18 participants. However, only five participants entered bidding documents for four oil and gas WKs.

Deputy Minister of ESDM, Arcandra Tahar said, there were two winners of the WK Migas auction, namely Hong Kong Jindi Group Co. Ltd for WK South Jambi B and PT Minarak Brantas Gas which won WK Banyumas. Minarak Brantas is a subsidiary of Lapindo Brantas Inc.

At WK South Jambi B, Hong Kong Jindi Group declared a five-year Definite Work Commitment (KKP) worth US $ 60 million and must pay a signature bonus of US $ 5 million. For WK Banyumas, Minarak Brantas is obliged to carry out a definite exploration commitment with a total value of US $ 4 million and pay a US $ 500,000 signature bonus.

From this auction, the government will get a signature bonus worth US $ 5.5 million. The government also won a certain total commitment of US $ 64 million. Arcandra expects WK's second signature no later than the end of November 2018. For two oil and gas blocks, Makassar Strait and Long Strait, investors were initially interested. But the participants who entered the auction document did not meet the requirements.

As for the other two blocks, namely WK Andhika Bumi Kita and South East Mahakam, none of them are interested. In the next auction, the government plans to return to offering four oil and gas blocks that are not in demand. While the energy company from Italy, Eni, must bite the fingers because its offer to the Makassar Straits WK Migas was rejected. Arcandra said, the ENI proposal did not meet the requirements in the terms and conditions (T & C).



"From the commercial side (signature bonus and firm commitment) there are no problems. But there are other requirements that are not fulfilled, so Eni's offer failed," he said.

Director General of Oil and Gas at the Ministry of Energy and Mineral Resources, Djoko Siswanto added, Eni actually did not not want to meet the requirements, but they wanted to negotiate terms with economic reasons.

"They still question the obligation of the winner," he explained.

Casini Ropa, VP Exploration Eni Muara Bakau B. V. said, Eni was still interested in seeing the potential of oil and gas in the Makassar Strait Block.

"This block is interesting because we have facilities near the oil and gas block," he said.

Pemerintah telah menyelesaikan proses lelang enam Wilayah kerja (WK) migas tahap kedua 2018. Hasilnya, pemerintah menetapkan pemenang di dua blok migas, sementara empat blok migas lainnya tidak ada pemenang. Dari empat blok migas tadi, pemerintah menolak penawaran di dua blok. Sedangkan dua blok lainnya tidak ada peminat.

Kementerian Energi dan Sumber Daya Mineral (ESDM) membuka lelang blok migas tahap kedua sejak 14 Agustus 2018. Dokumen lelang kali ini diakses 18 peserta. Namun hanya lima peserta yang memasukkan dokumen lelang untuk empat WK migas. 

Wakil Menteri ESDM, Arcandra Tahar menyebutkan, ada dua pemenang lelang WK Migas, yaitu Hong Kong  Jindi Group Co Ltd untuk WK South Jambi B dan PT Minarak Brantas Gas yang memenangi WK Banyumas. Minarak Brantas adalah anak usaha Lapindo Brantas Inc. 

Di WK South Jambi  B, Hong Kong  Jindi Group menyatakan Komitmen Kerja Pasti (KKP) lima tahun senilai US$ 60 juta serta wajib membayar bonus tanda tangan US$ 5 juta. Untuk WK Banyumas, Minarak Brantas wajib melaksanakan komitmen pasti eksplorasi dengan total nilai US$ 4 juta dan membayar bonus tandatangan US$ 500.000.

Dari lelang ini, pemerintah mendapatkan total bonus tandatangan (signature bonus) senilai US$ 5,5 juta. Pemerintah juga meraih total komitmen pasti US$ 64 juta. Arcandra berharap tanda-tangan kedua WK paling lambat akhir November 2018. Untuk dua blok migas, Makassar Strait dan Selat Panjang, semula diminati investor. Namun para peserta yang memasukkan dokumen lelang tidak memenuhi persyaratan.

Adapun di dua blok lainnya, yaitu WK Andhika Bumi Kita dan South East Mahakam, tidak ada satu pun peminatnya. Pada lelang berikutnya, pemerintah berencana kembali menawarkan empat blok migas yang tidak laku. Sementara perusahaan energi dari Italia, Eni, mesti gigit jari lantaran penawarannya pada WK Migas Makassar Straits ditolak. Arcandra bilang, proposal ENI tidak memenuhi syarat dalam terms and conditions (T&C). 

"Dari sisi komersial (signature bonus dan firm commitment) tidak ada masalah. Tapi ada persyaratan lain yang tidak dipenuhi, sehingga penawaran Eni gagal,” kata dia. 

Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM, Djoko Siswanto menambahkan, Eni sebenarnya bukan tidak ingin memenuhi persyaratan, namun mereka ingin menegosiasikan persyaratan dengan alasan keekonomian. 

"Mereka masih mempertanyakan kewajiban pemenang," jelas dia.

Casini Ropa, VP Exploration Eni Muara Bakau B. V. mengatakan, Eni masih tertarik melihat potensi migas di Blok Makassar Strait. 

"Blok ini menarik karena kami memiliki fasilitas dekat blok migas tersebut," ujar dia.
