Total Has Not Taken Decision

Despite leaving less than 2 months, PT Total E & P Indonesie has not decided to re-enter the Mahakam Block whose contract expires on December 31, 2017.

The Total contract (France) and Inpex Corporation (Japan) in the oil and gas block located in East Kalimantan were not extended. The government gave the block to PT Pertamina.

The Total (France) which has been the operator of Mahakam is given the opportunity to own 39% shares in the oil and gas block together with Inpex. At the time of EMR Deputy Minister of Energy and Mineral Resources Arcandra Tahar visited Total's headquarters in France, Total's director confirmed that they are still reviewing Mahakam stock price.

The Mahakam Block

Vice President of Authorization Coordination, Communication and External Affairs Total E & P Indonesie Agus Suprijanto said that the company is currently conducting a feasibility test to join PT Pertamina Hulu Mahakam, a subsidiary of Pertamina, in Mahakam Block on a new contract starting January 1, 2018.

According to him, the continuation of Total investment in the Mahakam block still can not be established. Total is still considering the payback aspect versus the 39% stake ownership interest in Makaham Block on the new contract.

"There is no word yet. We are now continuing the talks with Pertamina. It's like we are in the context of due diligence, "he said in a Journalism and Training Meeting held in Balikpapan on Wednesday (1/11).

According to him, the decision of Total to join can be decided at any time. Currently, Mahakam Block is operated by Total with 50% ownership and 50% of Inpex. In its new contract signed in 2015, Pertamina through PT Pertamina Hulu Mahakam is appointed as operator starting January 1, 2018.

Total and Inpex have a chance to master 50%. However, ESDM Minister Ignatius Jonan stated that the part that can be offered to contractors is currently at a maximum of 39% and can even form joint operators.

"If Total still join in Mahakam Block means Total will enter as investor"

After the contract ends, there are still things to be done like post-mining obligations. It became the talks with SKK Migas.

"It will be discussed with SKK Migas how the mechanism of ASR [post-mining obligations]," he said.

In addition to the Mahakam Block, Total has a 25% participation stake in the Sebuku Block in partnership with Mubadala. Total also holds the Telen Block. Despite releasing several exploration blocks such as the Mentawai Block and South Sageri Block, he said, would not release Telen Block despite having not shown positive results.

Contacted separately, Upstream Director of Pertamina Syamsu Alam said that until now the existing contractors (Total and Inpex) have not expressed interest in the new contract. He also did not respond to Inpex who had requested access to Mahakam Block data due to interest in management in the new contract.

"I have not got the news. In principle from the beginning we are open to talk about the willingness of existing operators to be part of the new contract.

Total Belum Ambil Keputusan

Kendati hanya menyisakan kurang dari 2 bulan, PT Total E&P Indonesie belum memutuskan untuk kembali masuk ke Blok Mahakam yang kontraknya akan berakhir pada 31 Desember 2017.

Kontrak Total dan Inpex Corporation di blok minyak dan gas bumi yang berlokasi di Kalimantan Timur itu tidak diperpanjang. Pemerintah memberikan blok itu kepada PT Pertamina.

Total yang selama ini menjadi operator Mahakam diberikan kesempatan untuk memiliki 39% saham di blok migas tersebut bersama dengan Inpex. Pada saat Wakil Menteri ESDM Arcandra Tahar mengunjungi markas Total di Prancis, direksi Total menegaskan, mereka masih mengkaji harga saham Mahakam.

Vice President Authorization Coordination, Communication and External Affairs Total E&P Indonesie Agus Suprijanto mengatakan bahwa saat ini perusahaan sedang melakukan uji kelayakan untuk bisa bergabung dengan PT Pertamina Hulu Mahakam, anak usaha Pertamina, di Blok Mahakam pada kontrak baru mulai 1 Januari 2018.

Menurutnya, kelanjutan investasi Total di Blok Mahakam masih belum bisa ditetapkan. Total masih mempertimbangkan aspek pengembalian modal berbanding resiko kepemilikan 39% saham partisipasi di Blok Makaham pada kontrak baru.

“Belum ada kata putus. Kita sekarang lanjutkan pembicaraan dengan Pertamina. Ibaratnya itu kita dalam konteks due diligence [uji kelayakan],” ujarnya dalam acara Temu Wartawan dan Pelatihan di Balikpapan, Rabu (1/11).

Menurutnya, keputusan Total untuk bergabung bisa diputuskan kapan saja. Saat ini Blok Mahakam dioperasikan oleh Total dengan kepemilikan saham 50 % dan sisanya 50% Inpex. Pada kontrak barunya yang diteken pada 2015, Pertamina melalui PT Pertamina Hulu Mahakam ditunjuk menjadi operator mulai 1 Januari 2018.

Total dan Inpex memiliki peluang untuk menguasai 50%. Namun, Menteri ESDM Ignasius Jonan menyatakan bahwa bagian yang bisa ditawarkan ke kontraktor saat ini maksimum sebesar 39% bahkan bisa membentuk operator bersama.

“Kalau Total tetap bergabung di Blok Mahakam artinya Total akan masuk sebagai investor”

Setelah kontrak berakhir, masih ada hal yang perlu diselesaikan seperti kewajiban pasca tambang. Hal itu menjadi pembicaraan dengan SKK Migas. 

“Sedang akan dibicarakan dengan SKK Migas bagaimana mekanisme ASR [kewajiban pascatambang]," katanya.

Selain Blok Mahakam, Total memiliki saham partisipasi 25 % di Blok Sebuku bermitra dengan Mubadala. Total juga menguasai Blok Telen. Meskipun telah melepas beberapa blok eksplorasi seperti Blok Mentawai dan Blok South Sageri, dia menyebut, belum akan melepas Blok Telen kendati belum menunjukkan hasil positif.

“Kita hanya punya satu, Telen belum menunjukkan progres.”

Dihubungi terpisah, Direktur Hulu Pertamina Syamsu Alam mengatakan bahwa hingga kini kontraktor yang ada (Total dan Inpex) belum menyatakan minat di kontrak baru. Dia pun tidak menanggapi tentang Inpex yang sudah meminta akses data Blok Mahakam karena berminat pada pengelolaan di kontrak baru.

“Saya belum dapat kabar itu. Pada prinsipnya dari awal kita terbuka untuk membicarakan terkait keinginan existing operator untuk menjadi bagian dalam kontrak baru.

Fuel Assignment Make Profit Pertamina Down

PT Pertamina asserted, the company has done efficiency well

Because Cepu production continues to increase and could reach more than 200,000 bpd per day.

Meanwhile, next year the company will get additional gas from the Mahakam Block. Pertamina put US $ 700 million in capital expenditure for drilling 14 wells. Mahakam Block production of about 800 mmscfd because since mid-2015 Total EP does not add to drilling wells.

PT Pertamina menegaskan, perusahaan sudah melakukan efisiensi dengan baik

PT Pertamina mencatatkan laba sekitar US$ 1,99 miliar atau turun dibandingkan laba periode yang sama tahun lalu sebesar US$ 2,83 miliar. Padahal, pendapatan Pertamina naik 18% dari US$ 26,62 miliar menjadi US$ 31,38 miliar.

Salah satu persoalan laba Pertamina tidak terangkat adalah amanat pendistribusian bahan bakar minyak (BBM) Public Service Obligation (PSO), sementara harga bensin PSO tidak kunjung berubah. Padahal seharusnya pemerintah mengubah setiap tiga bulan sekali. Harga premium mestinya sudah di posisi Rp 7.150 per liter, bukan lagi Rp 6.450 per liter untuk BBM PSO.

Elia Massa Manik, Direktur Utama Pertamina, bilang, kendati begitu Pertamina masih tetap bisa mencatatkan laba, di saat penugasan dalam penyediaan BBM bagi masyarakat di seluruh Indonesia, dengan harga sesuai ketetapan pemerintah yakni Rp 6.450 per liter. 

"Bila mengacu pada Formula penghitungan harga BBM sesungguhnya jika ada kenakan harga kinerja keuangan Pertamina akan lebih baik. Pendapatan bisa mencapai US$ 32,8 miliar dan nett income US$ 3,05 miliar," ungkap dia 

     Namun, Massa Manik tidak mempersoalkan hal itu, lantaran demi memberikan harga BBM murah untuk rakyat. Tetapi jika ada kenaikan harga BBM PSO, Pertamina mendapat tambahan pendapatan sekitar sekitar US$ 1,42 miliar atau sekitar Rp 19 triliun.

"Dana itu sangat dibutuhkan untuk investasi di sektor hulu, kilang dan proyek-proyek strategis Iain. Kalau (pendapatan) berkurang , berdampak karena Pertamina mengemban banyak misi," kata dia.

    Misalnya, Pertamina kesulitan merealisasikan mimpi pemerintah membangun beberapa kilang. Proyek kilang Balikpapan misalnya, memakai uang kas perusahaan. 

"Kilang Balikpapan kami sudah komitmen Desember akan groundbreaking, " ujarnya.

    Selain itu, dengan tidak dinaikkannya BBM PSO, Pertamina kesulitan juga menambah infrastruktur dan memperbarui alat-alat. Ke depan, kata Elia, Pertamina akan memberikan gambaran besar selama lima tahun soal laporan kinerja jika BBM PSO tidak dinaikkan. Sehingga. pemegang saham bisa melihat dengan transparan soal kinerja keuangan Pertamina. 

"Saya tekankan, efisiensi kami sudah baik," ungkap dia.

    Jika pemerintah tetap tidak menaikkan harga BBM PSO, sebaiknya dividen Pertamina dipotong. Strategi pemerintah sekarang memangkas revenue dan tidak menaikan harga, tapi juga tidak memotong dividen. Arief Budiman Direktur Keuangan Pertamina mengatakan, hingga akhir tahun nanti atau kuartal IV laba perusahaan bisa mencapai US$ 2,15 miliar. 

"Pertamina juga masih punya piutang Rp 30 triliun, kami ingin Rp 10 triliun saja dulu dibayar," kata dia. Piutang itu berasal dari BBM penugasan.

     Sementara di sektor hulu, kinerja disokong produksi minyak Januari-September 2017 mencapai 342.000 barel per hari (bph), tumbuh 11% dibandingkan periode sama 2016 sebesar 309 .000 bph. Sedangkan, produksi gas tumbuh 4% dari 1.953 juta kaki kubik per hari (mmscfd) pada Januari-September 2016, menjadi 2.030 mmscfd pada periode yang sama 2017. 

    Sehingga total produksi minyak dan gas naik 7%, dari 646.000 barel setara minyak per hari (mboepd) menjadi 693 mboepd. Syamsu Alam, Direktur Hulu Pertamina, yakin, produksi hingga akhir tahun bisa stabil di 342.000 bph. Sebab produksi Blok Cepu terus meningkat dan sempat mencapai lebih dari 200.000 bph per hari. 

    Sementara tahun depan perusahaan akan mendapat tambahan gas dari Blok Mahakam. Pertamina menaruh belanja modal US$ 700 juta untuk pengeboran 14 sumur. Produksi Blok Mahakam sekitar 800 mmscfd lantaran sejak pertengahan 2015 lalu Total EP tidak menambah pengeboran sumur.

Upstream Oil and Gas Industry Still Promising

Special Unit for Upstream Oil and Gas Activities (SKK Migas) requested business actors in upstream oil and gas sector not to worry about investing in Indonesia. Upstream oil and gas industry is considered promising not only for contractors of cooperation contracts (KKKS), but also for oil and gas upstream, engineering, procurement and construction (EPC) companies.

Head of SKK Migas Amien Sunaryadi said investors do not have to worry because the potential of oil and gas in Indonesia is still promising. There are five oil and gas projects that operate within three years of President Joko Widodo's administration. The five new oil and gas fields in operation include Banyu Urip Field part of Cepu Block in Bojonegoro East Java and Bangka is part of the deepwater development project (Indonesian Deep Water Development / IDD).

Then Donggi Square, Matindok, and Senoro. Donggi and Matindok operates in April 2017. The Cricket Field operates in May 2017. Finally, Madura BD Field operates in June 2017.

"Indonesia is very potential. This is a sign that the upstream oil and gas business in Indonesia is still very attractive because in the whole world there are only two projects that FID, "said Amien in the opening of Energy Industries Council (EIC) Indonesia 2017 at the Office of SKK Migas, Jakarta.

According to him, the government is also aggressively attracting investment by conducting work visit activities to various countries one of them to Europe.

On the same occasion, British Ambassador to Indonesia Moazzam Malik admitted that Indonesia still has great potential in oil and gas sector. It admitted the need for connections with industry players to be able to optimize the potential of oil and gas.

Industri  Hulu Migas Masih Menjanjikan

Satuan Kerja Khusus Pelaksana Kegiatan Hulu Minyak dan Gas Bumi (SKK Migas) meminta pelaku usaha di sektor hulu migas tidak khawatir berinvestasi di lndonesia. Industri hulu migas dianggap masih menjanjikan tidak hanya bagi kontraktor kontrak kerja sama (KKKS), tapi juga para perusahaan penunjang atau engineering, procurement, and construction (EPC) hulu migas.

Kepala SKK Migas Amien Sunaryadi mengatakan, investor tidak perlu khawatir karena potensi migas di Indonesia masih menjanjikan. Terbukti terdapat lima proyek migas yang beroperasi dalam tiga tahun pemerintahan Presiden Joko Widodo. Adapun lima lapangan migas baru yang beroperasi tersebut di antaranya Lapangan Banyu Urip bagian dari Blok Cepu di Bojonegoro Jawa Timur dan Bangka merupakan bagian dari proyek pengembangan laut dalam (Indonesian Deep Water Development/ IDD).

Kemudian Lapangan Donggi, Matindok, dan Senoro. Donggi dan Matindok beroperasi pada April 2017. Adapun Lapangan Jangkrik beroperasi pada Mei 2017. Terakhir, Lapangan Madura BD yang beroperasi pada Juni 2017.

“Indonesia sangat berpotensi. Ini tanda bahwa bisnis hulu migas di Indonesia masih sangat menarik karena di seluruh dunia hanya ada dua proyek yang FID,” ungkap Amien dalam pembukaan Energy Industries Council (EIC) Indonesia 2017 di Kantor SKK Migas, Jakarta.

Menurut dia, pemerintah juga agresif menarik investasi dengan melakukan aktivitas kunjungan kerja ke berbagai negara salah satunya ke Eropa. 

“Bulan lalu Wakil Menteri ESDM keliling Eropa salah satunya Inggris untuk mengundang investor," kata Amien.

Pada kesempatan sama, Duta Besar Inggris untuk lndonesia Moazzam Malik mengakui, Indonesia masih memiliki potensi besar di sektor migas. Pihaknya mengaku perlunya koneksi dengan para pelaku industri untuk bisa mengoptimalkan potensi migas.

Transfer of Oil and Gas Block Must Work Good

The government is making maximum efforts to manage the oil and gas blocks in East Kalimantan. In addition to the Mahakam Block, the oil and gas blocks that will expire in the next two years are East Kalimantan Block, Sanga-Sanga Block, Attaka Block, and Central Blocks other blocks in East Kalimantan (other than Mahakam blocks) are four.

The government has actually regulated the ownership of oil and gas blocks for the Local Government through Participating Interest of 10%.

"One of the orders of the name of President Jokowi is that the PI for the 10 per cent area must be implemented in order to fall into the hands of their respective local governments. It should not fall into private hands, "said Jonan.

The development of Semantara gas network, Minister of Energy and Mineral Resources Ignasius Jonan also instructed the construction of natural gas (jargas) network for priority households for oil and gas producing areas. This is to achieve justice in the development of the energy sector.

Alih Kelola Blok Migas Harus Berjalan Baik 

Pemerintah berupaya maksimal agar proses alih kelola blok minyak dan gas bumi di Kalimantan Timur dapat terlaksana dengan baik. Selain Blok Mahakam, Blok Migas yang akan habis masa kontraknya dalam dua tahun ke depan adalah Blok East Kalimantan, Blok Sanga-Sanga, Blok Attaka, dan Blok Tengah kelola blok lain di Kaltim (selain blok Mahakam) ada empat. 

Mestinya bisa dimulai dengan baik,” kata Menteri Energi dan Sumber Daya Mineral (ESDM) Ignasius Jonan dalam keterangan tertulis di Jakarta, Rabu (1/11).

Bahkan bagi Jonan, alih kelola Blok Mahakam menjadi pertaruhan perusahaan nasional dalam menjalankan bisnis hulu Migas.

“ (Blok) Mahakam jadi pertaruhan besar Pertamina, kalau alih kelola ini membuat produksi turun drastis, maka reputasi Pertamina dari reputasi dunia hulu migas kita akan kurang positif,” tegas Jonan.

Sebagaimana diketahui, Pemerintah telah menujuk Pertamina untuk mengelola Blok Mahakam, efektif per tanggal 1 Januari 2018. Blok ini sebelumnya dikelola oleh Total E&P Indonesie berkolaborasi dengan Inpex.  Masa kontrak Blok Mahakam akan habis pada 31 Desember 2017.

Asisten II Provinsi Kalimantan Timur, Ichwansyah berharap alih kelola blok Migas di Kalimantan Timur mampu memberikan kontribusi bagi perkonomian daerah melalui dana bagi hasil. 

“Habisnya kontrak blok migas (di Kalimantan Timur) mengandung risiko turunnya produksi migas yang berdampak pada pendapatan daerah berupa dana bagi hasil. Kami berharap alih kelola dapat dilaksanakan dengan baik,” ujarnya.

Pemerintah sebenarnya telah mengatur kepemilikan saham blok Migas untuk Pemerintah Daerah melalui Participating Interest sebesar 10%. 

“Salah satu perintah nama dari Presiden Jokowi adalah PI untuk daerah 10 persen harus di implementasikan supaya jatuh ke tangan pemerintah daerah masing-masing. Tidak boleh jatuh ke tangan swasta,” tegas Jonan.

Pembangunan Jaringan gas Semantara itu, Menteri ESDM Ignasius Jonan juga mengistruksikan pembangunan jaringan gas bumi (jargas) untuk rumah tangga diprioritaskan terlebih dahulu bagi daerah penghasil minyak dan gas bumi. Hal ini untuk mewujudkan keadilan dalam pembangunan sektor energi.

“Jarinagn gas akan kita bangun untuk kota yang ada gasnya, harus dibangun jargasnya. Tidak fair kalau misalnya wilayah atau kotamadya memiliki sumur gas, tapi masyarakat tidak memiliki sumur gas,” kata Jonan dalam keterangan tertulis di Jakarta, Rabu (1/11).

Jonan meminta Pemerintah Provinsi Kalimantan Timur untuk memetakan wilayah mana yang akan diprioritaskan untuk pembangunan jargas. 

“Mungkin Kalimantan Utara, Tarakan hampir seluruh kota punya jaringan gas. Nanti Kalimantan Timur tolong nominasikan Kutai Kartanegara atau mana,” pintanya.

Khusus untuk Kalimantan Timur, Kementerian ESDM sudah merencanakan pembangunan jaringan gas Bumi untuk Rumah Tangga di 2 Lokasi, yaitu kota Samarinda (4.500 SR) dan Kota Bontang (8,000 SR) dengan jangka waktu pelaksanaan hingga Desember 2017"

Kalimantan Timur merupakan salah satu daerah penghasil migas di mana terdapat fasilitas produksi Iapangan Jangkrik yang baru saja diresmikan oleh Menteri ESDM.

Development of Balikpapan Refinery Modification Targeted

Minister of Energy and Mineral Resources (EMR) lgnasius Jonan ensured the construction of the Refinery Development Master Plan (RDMP) project or the modification of the Balikpapan refinery proceeded as planned. The completion of the first phase is expected to be completed by 2019.

The Balikpapan refinery project consists of two phases which will be completed by June 2021 or 22 months sooner than targeted. The RDMP project is estimated to require funding of US $ 4.6 billion and is done in 2 phases. The first phase is completed in 2019 and the second phase in 2021.

According to Jonan, Balikpapan's refinery whose current production capacity is 260,000 barrels per day (bpd), will increase to 360,000 bpd after being modified. Pertamina will work on the project.

"This project is US $ 5 billion from 260 barrels a day stream to 360 thousand. In my opinion, Pertamina will run, "he said.

Jonan has even sent a letter to President Jokowi to do the groundbreaking.

"We just sent a letter to the President to suggest that the development of the Balikpapan refinery. We hope if the President welcomes symbolic review or ground breaking. Hopefully Mr. Jokowi is pleased to come here, "he said.

The project will begin six months from now and the products of Fuel Oil from the Balikpapan refinery will be upgraded to Euro 5 from Euro 2.

"I think starting work already from 6 months from now including Bontang, Balikpapan, Tuban, Cilacap," he concluded.

Previously, the East Kalimantan Province appealed to the Minister of ESDM to continue the development of the Balikpapan refinery.

Pengembangan Modifikasi Kilang Balikpapan Sesuai Target

Menteri Energi dan Sumber Daya Mineral (ESDM) lgnasius Jonan memastikan pembangunan proyek Refinery Development Master Plan (RDMP) atau modifikasi kilang Balikpapan berjalan sesuai rencana. Penyelesaian tahap pertama, diperkirakan selesai pada 2019.

“Pengembangan kilang menjadi komitmen Pemerintahan Jokowi dan harus dilaksanakan,” ujar Jonan di sela peresmian fasilitas produksi lapangan Jangkrik, Selasa (31/10).

Proyek kilang Balikpapan terdiri dari 2 tahap yang akan selesai pada Juni 2021 atau lebih cepat 22 bulan dari yang ditargetkan. Proyek RDMP diperkirakan membutuhkan pendanaan US$ 4,6 miliar dan dikerjakan dalam 2 tahap. Tahap pertama selesai tahun 2019 dan tahap kedua pada 2021. 

Menurut Jonan, Kilang Balikpapan yang kapasitas produksinya saat ini 260.000 barel per hari (bph), akan meningkat menjadi 360.000 bph setelah dimodifikasi. Pertamina yang akan mengerjakan proyek tersebut.

“lni proyek US$ 5 miliar dari 260 barel stream per hari menjadi 360 ribu. Menurut saya, Pertamina akan menjalankan,” ungkapnya.

Jonan bahkan sudah mengirim surat ke Presiden Jokowi untuk melakukan peletakan batu pertama (groundbreaking). 

“Kami baru saja kirim surat ke Presiden untuk usul bahwa pengembangan kilang Balikpapan. Kami berharap sekiranya bapak Presiden berkenan simbolis meninjau atau ground breaking. Mudah-mudahan Bapak Jokowi berkenan ke sini,” ujarnya.

Pengerjaan proyek tersebut akan dimulai enam bulan dari sekarang dan nantinya produk-produk Bahan Bakar Minyak (BBM) dari kilang Balikpapan akan ditingkatkan hingga (memenuhi spesifikasi) Euro 5 dari sebelumnya Euro 2. 

“Saya kira memulai pekerjaan sudah dari 6 bulan dari sekarang termasuk Bontang, Balikpapan, Tuban, Cilacap,”pungkasnya. 

Sebelumnya, pihak Provinsi Kalimantan Timur memohon kepada Menteri ESDM untuk tetap melanjutkan pengembangan kilang Balikpapan. 

“Kami mohon kepada Bapak Menteri agar pembangunan kilang Bontang dengan kapasitas 300 ribu barel per hari tetap dibangun di Bontang karena dengan pembangunan kilang tersebut bisa menampung potensi migas dan mempercepat pertumbuhan industri,” harap lchwansyah selaku Asisten II Perekonomian dan Administrasi Pembangunan Provinsi Kalimantan Timur.

Total E & P Hesitate Enter Mahakam Block

As an investor, Total. E & P Indonesie does not have a deadline back to the Mahakam Block.

Total E & P Indonesie still has not decided to re-enter the Block Mahakam. Though the management contracts owned immediately ends, ie on December 31, 2017.

Vice President of Authorization Coordination, Communication, and External Affairs Total E & P Indonesie Agus Suprijanto said his side is still conducting a deeper study to re-enter the block.

Agus admitted, despite having conducted various discussions with other stakeholders, until now there has been no final decision.

"We've had discussions with Pertamina, but there has been no decision," said Agus, Wednesday (1/11).

As an investor, according to Agus, Total E & P Indonesie has no deadline to return to Mahakam. Even in two months the contract will end. Total E &  P Indonesie does not want to rush to decide about investment in the block located in East Kalimantan. The company is still considering various aspects, related to investments that continue to be studied in order not to lose money.

"If we are invited to consider whether the location is good or not, profitable or not, and the benefits are compared to what risks, it is the investor decision. If Total still join the Mahakam, will enter as investors, invest capital, see the loss and profit," said Agus .

The Mahakam Block

Although the management time will be exhausted in two months, Agus asserted, the operation of the Mahakam Block continues normally as usual. There are currently six production fields with total production reaching about 300,000 barrels of oil equivalent per day (boepd).

As for the details, it consists of gas production of 1,300 million standard cubic feet per day (mmscfd) on target and liquid (condensate and oil) of 50,000 barrels oil per day (bopd).

"Now it can still meet the target, still as expected 1,300 mmscfd and liquid 50.000 bopd," said Agus.

Throughout this year, Total E & P Indonesie has completed drilling in seven wells. As for the drilling of wells and investment of Pertamina, until the beginning of November has been done as many as eight wells.

Pertamina has targeted, drilling as many as 14 wells in the Mahakam Block. If it is fully realized, by the end of this year there will be 21 production wells located in the Mahakam Block. Ignasius Jonan, Minister of Energy and Mineral Resources (ESDM), said the 10% share or participating interest (PI) in Mahakam block will be handed over to local government (Pemda).

"So, given free hmapir, no need to spend anything," explained Jonan.

Operational decreases

In addition to the Mahakam Block, Total E & P Indonesie is also considering returning Telen Block in East Kalimantan. Because the prospect of exploration block is not satisfactory. Currently Total E & P Indonesie has completed the seismic survey in the block, so it is only complete the drilling commitment of one well. However, if less show good results then most likely will be returned.

Consequently, Total E & P lndonesie must pay a penalty of commitment.

"If the opportunity is bad, it's better to pay a penalty rather than an investment, such as drilling one US / $ 100 million well," said Agus.

The large number of Oil and Gas Blocks returned by Total E & P Indonesie has resulted in the company's operating in France. In addition to the Telen Block, the Mentawai Block, South Segari Block, and a block in Papua have been returned to the government. Meanwhile, one block away from Sebuku Block will still be continued due to production.

Total E&P Ragu-ragu Masuk  Blok  Mahakam

Sebagai  investor, Total. E&P Indonesie tidak memiliki tenggat waktu kembali ke Blok Mahakam.

Total E&P Indonesie masih belum memutuskan kembali masuk ke -Blok Mahakam. Padahal kontrak pengelolaan yang dimiliki segera berakhir, yakni pada 31 Desember 2017.

Vice President Authorization Coordination, Communication, and External Affairs Total E&P Indonesie Agus Suprijanto mengatakan, pihaknya masih melakukan pengkajian lebih mendalam untuk kembali masuk ke blok tersebut.

Agus mengaku, meski sudah melakukan berbagai pembahasan dengan pemangku kepentingan lain, hingga kini belum ada keputusan final.

"Kami sudah pernah diskusi dengan Pertamina, tapi belum ada keputusan," kata Agus, Rabu (1/11).

Sebagai investor, menurut Agus, Total E&P Indonesie tidak memiliki tenggat waktu untuk kembali ke Mahakam. Biarpun dua bulan lagi kontraknya akan berakhir. Total E&P Indonesie tidak ingin terburu-buru memutuskan soal investasi di blok yang berada di Kalimantan Timur tersebut. Perusahaan ini masih mempertimbangkan berbagai aspek, terkait dengan investasi yang terus dikaji agar tidak merugi. 

"Kalau kami diajak pasti pertimbangannya lokasi bagus atau tidak, menguntungkan atau tidak, dan keuntungannya dibandingkan dengan risiko seperti apa. Itu adalah investor decision. Kalau Total tetap gabung Mahakam, akan masuk sebagai investor, menginvestasikan modal, melihat kerugian dan keuntungannya," jelas Agus.

Walaupun waktu pengelolaan akan habis dalam dua bulan ini, Agus menegaskan, operasional Blok Mahakam tetap berjalan normal seperti biasa. Saat ini ada enam lapangan produksi dengan total produksi mencapai sekitar 300.000 barrel oil equivalent per day (boepd).

Adapun perinciannya, terdiri dari produksi gas sebesar 1.300 million standard cubic feet per day (mmscfd) sesuai target dan likuid (kondensat dan minyak) sebesar 50.000 barrel oil per day (bopd).

"Sekarang masih bisa penuhi target. Masih sesuai harapan 1.300 mmscfd dan likuid 50.000 bopd," ujar Agus.

Sepanjang tahun ini, Total E&P Indonesie telah menyelesaikan pengeboran di tujuh sumur. Sementara untuk pengeboran sumur dan investasi Pertamina, hingga awal November sudah dilakukan sebanyak delapan sumur.

Pertamina sudah menargetkan, pengeboran sebanyak 14 sumur di Blok Mahakam. Apabila direalisasikan seluruhnya, hingga akhir tahun ini akan ada 21 sumur produksi yang berada di Blok Mahakam. Ignasius Jonan, Menteri Energi dan Sumber Daya Mineral (ESDM), mengatakan, pembagian saham atau participating interest (PI) sebesar 10% di Blok Mahakam akan diserahkan kepada pemerintah daerah (Pemda). 

"Jadi, diberi hmapir gratis, tidak perlu mengeluarkan apa-apa," terang Jonan.

Operasional berkurang

Selain Blok Mahakam, Total E&P Indonesie juga sedang mempertimbangkan untuk mengembalikan Blok Telen di Kalimantan Timur. Pasalnya prospek blok eksplorasi tersebut belum memuaskan. Saat ini Total E&P Indonesie sudah menyelesaikan survei seismik di blok tersebut, sehingga tinggal menyelesaikan komitmen pengeboran satu sumur. Namun, bila kurang menunjukan hasil yang bagus maka kemungkinan besar bakal dikembalikan.

Konsekuensinya, Total E&P lndonesie harus membayar penalti komitmen. 

"Kalau peluangnya jelek, lebih baik membayar penalti daripada investasi misalnya pengeboran satu sumur US/$ 100 juta," kata Agus.

Banyaknya Blok Migas yang dikembalikan Total E&P Indonesie, menyebabkan operasional perusahaan asal Perancis itu semakin sedikit di Indonesia. Selain Blok Telen, Blok Mentawai, Blok South Segari, dan satu blok di Papua sudah dikembalikan ke pemerintah. Sementara satu blok lagi yaitu Blok Sebuku masih akan dilanjutkan karena masih produksi.

Ministry of ESDM Will Add Gas Network

The government is committed, all cities or districts in the country that have gas wells, can utilize the energy source. To realize this, the government will build a gas network in areas that have the potential of natural wealth.

Ignasius Jonan, Minister of Energy and Mineral Resources (ESDM) said that the gas network is now being implemented in several cities in Indonesia. Among them are Tarakan and Prabumulih. Going forward, the number of regions that can enjoy the gas network will continue to grow.

"The gas network will also be built for the city or region of gas," said Jonan, Tuesday (31/10).

Jonan denied reports the government restricted the supply of LPG gas to some areas. What is clear, in the cities rich in gas will soon be built gas network infrastructure for gas utilization can also be enjoyed by the surrounding community.

The ESDM Ministry in the near future will soon determine the locations of the gas network to be built. One projection is East Kalimantan Province. But Jonan did not specify when the pipeline plans to build the jargas in East Kalimantan.

"Tarakan City, North Kalimantan, almost all cities are already using gas network, East Kalimantan is also nominated (gas network development)," explained Jonan.

Kementerian ESDM Akan Menambah Jaringan Gas

Pemerintah berkomitmen, seluruh kota atau kabupaten di tanah air yang memiliki sumur gas, dapat memanfaatkan sumber energi tersebut. Untuk merealisasikan hal tersebut, pemerintah akan membangun jaringan gas di wilayah-wilayah yang memiliki potensi kekayaan alam itu.

Ignasius Jonan, Menteri Energi dan Sumber Daya Mineral (ESDM) mengatakan, saat ini jaringan gas sudah mulai diterapkan di beberapa kota di Indonesia. Di antaranya Tarakan dan Prabumulih. Ke depan, jumlah daerah yang dapat menikmati jaringan gas akan terus bertambah.

"Jaringan gas juga akan kami bangun untuk kota atau wilayah yang ada gasnya. Tidak fair wilayah yang memiliki sumur gas tetapi masyarakat tidak menikmati gasnya," ujar Jonan, Selasa (31/10). 

Jonan membantah kabar pemerintah membatasi pasokan gas elpiji ke beberapa wilayah. Yang jelas, di kota-kota yang kaya akan gas akan segera dibangun infrastruktur jaringan gas agar pemanfaatan gas juga bisa dinikmati masyarakat sekitar.

Kementerian ESDM dalam vvaktu dekat akan segera menentukan lokasi-lokasi jaringan gas yang akan dibangun. Salah satu proyeksi adalah Provinsi Kalimantan Timur. Namun Jonan tidak merinci kapan rencana pipeline pembangunan jargas di Kalimantan Timur itu. 

"Kota Tarakan, Kalimantan Utara itu hampir seluruh kota sudah menggunakan jaringan gas, Kalimantan Timur juga tolong nominasikan (pembangunan jaringan gas)," terang Jonan.

SKK Migas Provides Facilities

SKK Migas is ready to facilitate investors to enter the upstream oil and gas sector in an effort to overcome unattractive oil and gas investment since 2015. The government is continuously attracting investors to increase oil and gas investment. Moreover, the target of upstream oil and gas investment this year is US $ 12.29 billion projected will not be achieved. The target consists of investment in oil and gas exploitation activities of US $ 11.42 billion and exploration of US $ 870 million.

Based on SKK Migas data as of October 5, 2017, the realization of upstream oil and gas investment reached US $ 6.74 billion consisting of US $ 6.18 billion of exploitation activities and US $ 560 million for exploration.

Head of SKK Migas Amien Sunaryadi said that the government's seriousness efforts can be seen from the activities of ESDM Minister Ignasius Jonan and Deputy Minister of Energy and Mineral Resources Arcandra Tahar to the country where the establishment of a giant oil and gas company.

According to him, SKK Migas has good relationship with the Investment Coordinating Board (BKPM) so it is expected to accommodate various needs that must be fulfilled by business actors, especially related to licensing.

According to him, there are five major projects that have been running in Indonesia in the last 3 years and involve hundreds of supporting companies. He cited the Cricket Field operated by Eni Muara Bakau BV and Banyu Urip Field operated by ExxonMobil.

In addition, Bangka Deep water Development (IDD) project in Bangka is operated by PT Chevron Pacific Indonesia, Tangguh Train 3 Field by British Petroleum (BP), Donggi-Senoro-Matindok Field is operated by JOB Medco-Pertamina, and Madura BD Field operated by Husky-CNOOC Madura Ltd. Even the construction of the Tangguh Train 3 LNG Plant to become one of the projects has secured funding.

"This is a sign that the upstream oil and gas business in Indonesia is still very attractive because worldwide there are only two projects that are FID [final investment decision]."

Meanwhile, the electricity and metals sector dominated this year's investment trend in line with the government's commitment to develop both sectors.

Throughout January-September 2017, the realization of investment growth in the electricity and metals processing sector reached Rp 57.5 trillion and Rp 51.6 trillion, respectively.

BKPM Azhar Lubis, Deputy of Capital Investment Implementation Control, said that in the third quarter / 2017, domestic investment (PMDN) and foreign investment in electricity sector is quite high. Domestic electricity sector of Rp 8.8 trillion or 13.6% and total investment. Foreign direct investment (PMA) is at US $ 1 billion or 11.9% of the total investment.

SKK Migas Siapkan Fasilitas

SKK Migas siap memfasilitasi investor untuk masuk ke sektor hulu minyak dan gas bumi sebagai upaya untuk mengatasi investasi migas yang tidak menarik sejak 2015. Pemerintah secara terus menerus menarik investor untuk meningkatkan investasi migas. Apalagi, target investasi hulu migas pada tahun ini US$ 12,29 miliar diproyeksikan tidak akan tercapai. Target itu terdiri atas investasi kegiatan eksploitasi migas US$ 11,42 miliar dan eksplorasi US$ 870 juta.

Dari data SKK Migas per 5 Oktober 2017, realisasi investasi hulu migas tercapai US$ 6,74 miliar yang terdiri atas US$ 6,18 miliar kegiatan eksploitasi dan US$ 560 juta untuk eksplorasi.

Kepala SKK Migas Amien Sunaryadi mengatakan bahwa upaya keseriusan pemerintah bisa dilihat dari kegiatan Menteri ESDM Ignasius Jonan dan Wakil Menteri ESDM Arcandra Tahar ke negara tempat berdirinya perusahaan migas raksasa.

Menurutnya, SKK Migas memiliki hubungan baik dengan Badan Koordinasi Penanaman Modal (BKPM) sehingga diharapkan bisa mengakomodir berbagai kebutuhan yang harus dipenuhi para pelaku usaha, khususnya terkait dengan perizinan.

“Investor silahkan datang ke Indonesia dan SKK Migas akan mendukung Anda. Jika butuh apa pun hubungi kami [SKK Migas]. Kami memiliki hubungan baik dengan BKPM,” ungkap Amien dalam pembukaan Energy Industries Council (EIC) Indonesia 2017, Rabu (1/11).

Dia menambahkan bahwa SKK Migas berjanji akan memfasilitasi kebutuhan para pelaku usaha sehingga perusahaan penunjang bisa bergairah karena dipermudah untuk berinvestasi. Menurutnya, ada lima proyek besar yang sudah berjalan di Indonesia dalam 3 tahun terakhir dan melibatkan ratusan perusahaan penunjang. Dia mencontohkan Lapangan Jangkrik yang dioperasikan oleh Eni Muara Bakau BV dan Lapangan Banyu Urip yang dioperasikan oleh ExxonMobil.

Selain itu, proyek laut dalam (lndonesia Deep water Development/IDD) Bangka dioperasikan oleh PT Chevron Pacific Indonesia, Lapangan Tangguh Train 3 oleh British Petroleum (BP), Lapangan Donggi-Senoro-Matindok dioperasikan oleh JOB Medco-Pertamina, dan Lapangan Madura BD yang dioperasikan oleh Husky-CNOOC Madura Ltd. Bahkan pembangunn Kilang LNG Tangguh Train 3 menjadi salah satu proyek sudah mendapatkan kepastian pendanaan. 

“Ini tanda hahwa bisnis hulu migas di Indonesia masih sangat menarik karena di seluruh dunia hanya ada dua proyek yang FID [keputusan final investasi].”

Sementara itu, sektor listrik dan logam semakin mendominasi tren investasi tahun ini seiring dengan komitmen pemerintah dalam pengembangan kedua sektor tersebut.

Sepanjang Januari-September 2017, realisasi pertumbuhan investasi di sektor ketenagalistrikan dan pengolahan logam mencapai masing-masing Rp 57,5 triliun dan Rp 51,6 triliun.

Deputi Pengendalian Pelaksanaan Penanaman Modal BKPM Azhar Lubis menuturkan bahwa pada kuartal III/2017, penanaman modal dalam negeri (PMDN) dan penanaman modal asing dalam sektor listrik ini cukup tinggi. PMDN sektor listrik Rp 8,8 triliun atau 13,6% dan total keseluruhan investasi. PMA sektor listrik tercatat US$ 1 miliar atau 11,9% dari total keseluruhan investasi.
