Construction of Tangguh Train III to Start

BP menargetkan, persiapan lahan bisa selesai pada akhir tahun ini. Dengan begitu, proses konstruksi proyek Tangguh Train III bisa dimulai pada kuartal III atau kuartal IV 2017. "Rig-nya baru datang sekitar bulan Oktober," ujarnya.

BP menargetkan, produksi gas pertama kali dari Tangguh Train III bisa tercapai pada tahun 2020. Dengan begitu proses konstruksi proyek Tangguh Train III memakan waktu sekitar dua tahun. "Jika first gas tahun 2020, selama periode itu adalah proyek konstruksi. Kami harapkan semua lahan sudah siap akhir tahun, sebelum akhir tahun kami sudah mulai konstruksi," katanya.

Sebelum memulai konstruksi fisik di sekitar kuartal III/ 201 7, dia menyebut, BP sedang menyiapkan lokasi sambil melakukan sosialisasi kepada masyarakat sekitar. Dengan kegiatan tersebut, proyek diharapkan mulai menghasilkan gas pertama pada 2020.

Seperti diberitakan sebelumnya, kontraktor yang menggarap proyek ini yakni konsorsium PTT Tripatra Engineering. Sementara untuk pengeboran sumur dijadwalkan dimulai 2018-2019. Pengerjaan kilang dan pengeboran  ini akan diintegrasikan sehingga selesai pada saat bersamaan.

Proyek Pengembangan Kilang Tangguh akan menambahkan satu fasilitas proses LNG baru (Train 3) dan tambahan kapasitas produksi sebesar 3,8 juta ton per tahun (million ton per annum/ mtpa) yang menjadikan kapasitas total kilang LNG Tangguh menjadi 11,4 mtpa. 

Proyek ini juga akan menambahkan dua anjungan lepas pantai, 13 sumur produksi baru, dermaga pemuatan LNG baru, dan infrastruktur pendukung lainnya. “First gas (produksi gas pertama) pada 2020. Komitmen kami, Train-3 ini harus terdeliver (selesai) ,” kata Darmawan.

Terkait pasokan gas untuk kelistrikan di Papua, pihaknya tetap berkomitmen menyalurkan sebesar 20 million standard cubic feet per day/ mmscfd. BP juga tetap berkomitmen akan memasok gas untuk pabrik pupuk yang akan dibangun di Papua Barat. Berdasarkan komitmen, gas untuk pupuk ini harus mengalir pada 2019. 

“Kami melihatnya ada kemungkinan kalau lebih cepat selesai pada 2019, kalau infrastruktur sudah siap, kami beri gas dari eksisting,” katanya. Saat ini, Kilang Tangguh beroperasi dengan kapasitas sebesar 7,6 mtpa. Menurut Darmawan, pihaknya berencana melakukan perawatan rutin (maintenance) pada train eksisting. Perawatan rutin dilakukan satu kali setiap tahunnya; “Akhir Maret ini kami persiapan (maintenance), berapa lamanya tergantung tingkat kesulitan,” ujarnya.

Nilai investasi Kilang LNG Tangguh Train-3 mencapai USS 8 miliar. BP telah memperoleh pinjaman sebesar US$ 3,7 miliar untuk menutup kebutuhan investasi ini. Fasilitas pinjaman Proyek Tangguh dilakukan melalui metode Trustee Borrowing Scheme (TBS) dengan HSBC (New York) sebagai wali amanat (trustee) dan HSBC (Jakarta) sebagai akun bank dalam negeri. Pendanaan ini telah mendapatkan persetujuan dari Tim Pinjaman Komersial Luar Negeri (PKLN) Pemerintah Indonesia.

Sebanyak 75% produksi LNG dari Kilang Tangguh Train-3 dijual ke PT PLN. Oil, chemical industry integration needed



Business players are calling for the integration of existing and future oil refineries with the petrochemical industry to meet rising domestic demand for raw materials from plastics and textile industries.

“Chandra Asri Petrochemical currently produces around 860,000 tons, which is around 50 percent of our needs. The rest is imported from Korea, Japan, Singapore and Malaysia,” Suhat said Tuesday, referring to the publicly listed petrochemical giant. 

lNAPlas estimates that petrochemical demand Will rise to more than 2 million tons per year in 2021. The surging demand will be driven primarily by industrial sectors such as plastics and textiles, Suhat said.

National demand for plastics products now reaches 5.2 million tons each year, While annual domestic output currently settles at around 2.4 million tons. Apart from fulfilling the country’s demand, business players believe integrating oil refineries with the petrochemical industry can create added value to derivative materials.

Under current crude oil prices, Suhat estimates that refined fuels made from‘~'crud‘e~‘ oil arelat' present Worth only around US$480 per ton. 

“For example, if crude oil is currently around $500 [per ton], the ethylene produced from it can average $900 to $1,100. When it is further processed to polypropylene, it can be sold at $1,400,” he said.

Meanwhile, state-owned oil and gas giant Pertamina is considering expanding petrochemical facilities at its existing and future refineries. Pertarnina senior Vice president for petrochemical projects Dhani Prasetyawan said the firm would focus on the production of polypropylene and polyethylene in the petrochemical sector as the two products seemed to be the most promising.

Polypropylene is widely used in packaging for consumer products and plastic ‘parts for numerousindustries like automotives and textiles. Meanwhile, polyethylene is primarily deployed to make plastic bags, containers and bottles.

“Now Pertamina only has a small number of petrochemical products because We previously designed them as by-products only. For instance, We only produce around 45,000 tons of poly-propylene at the Plaju refinery every year,” he said. “Based on petrochemical supply and demand, Pertamina is now considering developing the business and building olefine crackers to produce polyethylene and polypropylene.” 

Dhani further added that Pertamina planned to design and produce petrochemical products at its future Tuban refinery in East Java. Separately, the government is discussing a plan to distribute piped gas from the upcoming Masela block in the Arafura Sea in Maluku to nearby petrochemical and fertilizer firms.

Industry Ministry’s upstream chemical industry director Muhammad Khayam said the government was reconsidering the piped gas capacity of 474 million standard cubic feet per day (mmscfd) as Pertamina had shown an interest in obtaining around 200 mmscfd.

Tren harga minyak bumi Indonesia meningkat sejak pengumuman pemangkasan produksi minyak anggota OPEC akhir tahun lalu. Pemerintah perlu mengantisipasi dampak kenaikan harga minyak itu terhadap harga jual bahan bakar minyak dalam negeri.

Dalam pengumuman Tim Harga Minyak Indonesia pada Kementerian Energi dan Sumber Daya Mineral (ESDM), harga minyak Indonesia (ICP) Februari 2017 naik 0,62 dollar AS per barrel dibandingkan Januari 2017. Maka, dibandingkan dengan triwulan IV-2016, tren ICP meningkat, terutama jika dikaitkan dengan kebijakan Organisasi Negara-negara Pengekspor Minyak atau OPEC memangkas produksi minyak anggotanya.

Kenaikan ICP tersebut seiring dengan kenaikan harga minyak dunia yang juga dijadikan patokan, yakni Brent naik dari 55,45 dollar AS per barrel menjadi 56 dollar AS per barrel dan WTI naik dari 52,61 dollar AS per barrel menjadi 53,46 dollar AS per barrel. Harga patokan OPEC juga naik dari 52,4 dollar AS per barrel menjadi 53,37 dollar AS per barrel.

Pengajar Universitas Trisakti, Jakarta, Pri Agung Rakhmanto, berpendapat, kenaikan ICP dan patokan lain sangat dipengaruhi langkah negara-negara yang tergabung dalam OPEC. Jika kebijakan pengurangan produksi tidak benar-benar diterapkan dan terjadi kelebihan pasokan dari produksi minyak serpih (shale oil) dari Amerika Serikat, harga minyak berpotensi kembali melemah.

”Tren kenaikan ICP ini belum tentu berlanjut dalam tiga bulan atau enam bulan ke depan. Yang lebih memungkinkan adalah terjadi fluktuasi harga minyak di kisaran 50 dollar AS sampai 55 dollar AS per barrel,” ujar Pri  Agung, Rabu (8/3), di Jakarta.

Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) mencatat, rata-rata ICP tahun 2016 sebesar 39;15 dollar AS per barrel. Angka ini lebih rendah dari patokan APBN 2016 yang sebesar 40 dollar AS per barrel. Tahun ini, ICP dipatok 45 dollar AS per barrel, sementara target produksi minyak siap jual atau lifting sebesar 815.000 barrel per hari. Pemerintah optimistis realisasi lifting 2017 mencapai 825.000 barrel per hari. 

Produksi turun

Dalam penjelasan Tim Harga Minyak Indonesia Kementerian ESDM, produksi minyak dunia periode Januari 2017 turun 1,29 juta barrel per hari menjadi 95,82 juta barrel per hari. Kontribusi penurunan produksi anggota OPEC mencapai 890.000 barrel per hari.

Kebijakan pemangkasan produksi berawal dari harga minyak yang anjlok hingga berada di bawah 30 dollar AS per barrel pada awal 2016. Untuk kawasan Asia Pasifik, kenaikan harga minyak dipengaruhi permintaan dari India yang naik 197.000 barrel per hari menjadi 4,7 juta barrel per hari pada Desember 2016. Selain itu, stok di China berkurang 400.000 barrel menjadi 362,8 juta barrel pada Desember 2016.

”Secara fundamental, kebijakan pemangkasan produksi anggota OPEC belum mampu mencegah kelebihan pasokan di pasar. Namun, secara psikologis, kebijakan tersebut berdampak ke pasar,” katanya.

Pri Agung menambahkan, hal yang harus diantisipasi pemerintah berkaitan dengan tren kenaikan harga minyak dunia adalah potensi kenaikan harga bahan bakar minyak (BBM) di dalam negeri. Jika harus menaikkan harga BBM seiring kenaikan harga minyak, pemerintah harus mengimbangi dengan ketelitian menyusun APBN dan memperhitungkan dampaknya terhadap keuangan PT Pertamina selaku pemasok dan penjual BBM di Indonesia. ”Menaikkan harga BBM termasuk salah satu opsi yang patut dihitung berikut segala resikonya,” ujar Pri Agung

Dalam berbagai kesempatan, Menteri ESDM Ignasius Jonan memastikan, harga BBM jenis premium dan solar bersubsidi tidak akan naik hingga akhir Maret. Saat ini harga premium Rp 6.450 per liter dan harga solar bersubsidi Rp 5.150 per liter. Pemerintah akan mengkaji ulang harga premium dan solar bersubsidi pada Maret 2017 untuk menentukan harga per 1 April. Pemerintah mengevaluasi harga BBM setiap tiga bulan.

Sementara itu, Pertamina menaikkan harga BBM jenis pertamax, pertalite, dan dexlite sebagai dampak kenaikan harga minyak dunia. Sejak awal Januari 2012 harga BBM ketiga jenis tersebut naik Rp 300 per liter. Kenaikan harga itu berlaku di seluruh daerah di Indonesia.

”Kami patuh pada harga yang ditentukan pemerintah untuk BBM jenis penugasan (premium) maupun BBM bersubsidi (solar). Namun, pergerakan harga minyak dunia akan terus dipantau,” ujar Vice President Corporate Communication Pertamina Wianda Pusponegoro.

Contribute HCML National Gas Production Late 2018

SKK Migas Perwakilan Jabanusa menyatakan Husky-CNOOC Madura Limited (HCML) akan menyumbang produksi gas nasional melalui Lapangan Gas "MDA-MBH" pada akhir 2018.

"Alhamdulillah, Lapangan Gas MDA-MBH yang dikelola HCML diperkirakan berproduksi pada akhir 2018," kata Kepala Urusan Humas SKK Migas Perwakilan Jabanusa, Moh Fatah Yasin di Sumenep, Jawa Timur, Rabu (8/3). 

Pada Rabu siang, Fatah bersama perwakilan manajemen HCML berada di Sumenep untuk melaksanakan sosialisasi tambahan rencana pengembangan Lapangan Gas "MAC" Blok Madura Strait bagi Warga Pulau Giliraja, Kecamatan Giligenting.

"Empat sumur di Lapangan Gas MDA-MBH yang diperkirakan bisa produksi pada akhir 2018 tersebut akan menghasilkan 110 MMSCFD. Ini sumbangan yang bagus bagi produksi gas nasional," kata Fatah.

Ia menjelaskan, SKK Migas Jabanusa sebagai Wakil kuasa Negara memang terus memonitor kegiatan HCML dan kontraktor kontrak kerja sama (K3S) lainnya dalam melakukan setiap tahapan eksplorasi dan eksploitasi migas.

Lapangan Gas MDA-MBH yang posisinya berada di sebelah selatan Pulau Sapudi dan Raas, Sumenep, hingga Situbondo itu akan menghasilkan gas.

"HCML mulai melakukan aktivitas di lapangan gas tersebut sejak 2012. Kalau perkiraan produksi lapangan gas itu benar-benar terwujud pada akhir 2018 berarti bisa menambah atau menutupi penurunan produksi gas di lapangan lainnya," ujarnya.

    Fatah berharap manajemen HCML menyiapkan segala sesuatu yang dibutuhkan untuk memproduksi Lapangan Gas MDA-MBH itu secara cermat, teliti, dan hati-hati.

    Sesuai hasil kajian teknis HCML, empat sumur di Lapangan Gas MDA-MBH diperkirakan bisa berproduksi hingga sekitar sepuluh tahun. Sementara untuk Lapangan Gas MAC yang posisinya berada di sebelah selatan Pulau Giligenting dan Giliraja, Sumenep, HCML akan melakukan serangkaian kegiatan untuk tahap eksploitasi pada akhir 2018 hingga pertengahan 2019.

Pertamina Get Gas Allocation Masela



Companies are required to develop the petrochemical industry.

Pertamina Mendapat Alokasi Gas Masela

Kementerian Perindustrian sedang mengkaji perusahaan yang akan menyerap gas alam terkompresi (compressed natural gas/CNG) dari Blok Masela sebesar 200 juta standar kaki kubik per hari (mmscfd). Salah satu yang mendapat jatah gas adalah PT Pertamina.

Menurut Direktur Kimia Hulu Kementerian Perindustrian Muhammad Khayam, pemerintah mengalokasikan gas sesuai dengan usul perusahaan. Dia berharap Pertamina memanfaatkannya untuk mengembangkan produk petrokimia. Alternatifnya, perseroan bisa mengolah gas menjadi bahan bakar pengganti elpiji (liquefied petroleum gas).

Vice President Petrochemical Project Coordinator Pertamina Dhani Prasetyawan mengaku belum mengetahui informasi tersebut. “Mungkin di level atas yang sudah memutuskan,” ujarnya.

Khayam melanjutkan, selain Pertamina, ada empat perusahaan Iain yang meminta jatah gas Masela dengan kebutuhan total 474 mmscfd. Mereka adalah PT Pupuk Indonesia, yang meminta gas 214 mmscfd untuk diolah menjadi metanol, polypropylene, hingga pupuk. PT Kaltim Metanol Industri meminta 100 mmscfd buat diolah menjadi metanol Serta PT Elsoro Multi Pratama meminta 160, mmscfd untuk diolah menjadi metanol, propylene, dan gasoline.  Calon konsumen lain adalah Chandra Asri, juga akan memproduksi metanol.

Mereka berencana membangun pabrik senilai total US$ 4,5 miliar. Menurut Khayam, keempat perusahaan akan membentuk perusahaan patungan untuk mengelola kawasan industri petrokimia di dekat kilang gas Masela. Kementerian menjanjikan, sebelum Juli 2017, keempat perusahaan dan Pertamina bisa menandatangani nota kerja sama dengan Inpex.

Jika pemerintah menyetujui usul Pertamina, Khayam mengatakan, alokasi gas untuk empat investor itu berkurang sampai 150 mmscfd. Maka total penggunaan gas pipa yang diusulkan Kementerian Perindustrian nantinya sebesar 350 mmscfd.

Namun dia masih berharap pemerintah dan Inpex menyepakati volume pengolahan gas sebesar 474 mmscfd untuk gas pipa dan 7 ,5 juta metrik ton per tahun (MTPA) untuk gas alam cair (liquefied natural gas/LNG). Alternatifnya, pengembangan gas pipa menyusut sekitar 150 mmscfd (1 MTPA). Sebagai gantinya, produksi diarahkan sebagian besar ke LNG sebanyak 9,5 MTPA.

Wakil Menteri Energi dan Sumber Daya Mineral Arcandra Tahar cenderung memilih pada skema pertama agar industri petrokimia lebih berpeluang tumbuh. Menteri Energi Ignasius Jonan berharap Inpex segera menyelesaikan studi teknis pendahuluan tahun ini.

Gas Distribution Tender Papua Opened This Year



PLN is building 12 gas-powered generator.

Ministry of Energy and Resources, Mineral Resources plans to hold an open tender distribution of gas in the province of Papua and West Papua in the second half of this year. The gas will be used for power generation needs.

Tender Distribusi Gas Papua Dibuka Tahun Ini


PLN sedang membangun 12 pembangkit bertenaga gas.

Kementerian Energi dan Sumber, Daya Mineral berencana menggelar tender terbuka pendistribusian gas di Provinsi Papua dan Papua Barat pada paruh kedua tahun ini. Gas akan dipakai untuk kebutuhan pembangkit listrik.

“Open bid kami koordinasikan dengan PLN. Harapannya, semester II nanti mulai tender,” ujar Direktur Jenderal Minyak dan Gas Bumi, I Gusti Nyoman Wiratmaja

Nantinya, gas dari kilang Tangguh unit I dan II bakal diangkut dengan kapal LNG mini. Kapal mengirim gas ke dermaga terdekat, kemudian dialirkan ke pembangkit listrik. Kilang Tangguh di Teluk Bintuni, Papua Barat, dikelola oleh BP Berau Ltd. Wiratmaja menyebut skema ini sebagai virtual pipeline.

Sebelumnya, Kepala Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas), Amien Sunaryadi, mengatakan alokasi gas Papua sudah disetujui sebesar 20 juta standar kaki kubik per hari (MMSCFD). Studi sudah dilakukan BP bersama PLN sejak akhir 2015. 

SKK Migas memprediksi pembangunan pembangkit bisa dimulai pada 2018. Bila tahap konstruksi memakan waktu dua tahun, diperkirakan pada 2020 pembangkit gas bisa mulai beroperasi. 

Papua adalah wilayah dengan angka defisit listrik tertinggi. PLN mencatat lebih dari 60 persen wilayah Papua belum teraliri listrik.

“Nanti infrastruktur seperti dermaga, jalan, bisa dibangun pakai APBN. Masyarakat hanya membayar listrik untuk komponen tarif gas, ongkos, transportasi, dan biaya depresiasi pembangkit.”

Rencananya, kapal menerima gas dari LNG hub di Fakfak. Di daerah itu, PLN akan membangun floating storage unit (FSU) berkapasitas 18 ribu meter kubik gas. FSU mengirim gas ke kapal LNG mini  yang kemudian berlayar menuju Sorong, Raja Ampat, Manokwari, Nabire, Jayapura, dan Biak, lalu kembali ke Fakfak Kapal akan berlayar rutin ke dermaga tiap dua pekan. Fasilitas terminaI LNG penerima akan dibangun di dermaga tujuan. 

Direktur PLN Regional Jawa Timur dan Bali, Amin Subekti, mengatakan terminal itu berskala kecil. PLN,akan menggunakan gas sebagai bahan bakar 25 pembangkit. Sebanyak 12 unit di antaranya sedang dibangun, yakni Mobile Power Plant (MPP) Manokwari 20 megawatt (MW), Pembangkit Listrik Tenaga Mesin. Gas (PLTMG) Manokwari 40 MW PLTMG Biak 15 MW MPP Jayapura 50 MW PLTMG Jayapura Peaker 40 MWPLTG Sorong 30 MW, PLTMG Bintuni 10 MW MPP Nabire 20 MW MPP Fakfak 10 MW MPP Timika 30 MW PLTMG Raja Ampat 10 MW dan PLTMG Merauke 20 MW Menteri Energi Ignasius Jonan berjanji membangun beragam pembangkit di Papua dengan kapasitas 158 MW hingga 2019 untuk menunjang 15 ribu pelanggan baru.
