PT Pertamina (Persero) will try to maintain the oil and gas production of Blok East Kalimantan-Attaka in East Kalimantan following the block's management from Chevron. The block, which is located off the east coast of Kalimantan, has been managed by Chevron for 50 years.

This year, oil production from the block is expected to be 13,291 barrels per day, while gas production is 73.3 million standard cubic feet per day. Since it was exploited 50 years ago, the block which was contracted on October 24, 2018 has produced 1 billion barrels of crude oil and 3 trillion cubic feet of natural gas.

Managing Director of PT Pertamina Hulu Indonesia (PHI) Bambang Manumayoso said the challenge of managing old oil and gas blocks was to maintain production. The PHI was formed by Pertamina specifically to manage oil and gas blocks resulting from termination. Head of the Special Task Force for Upstream Oil and Gas Business Activities Amien Sunaryadi added, until 2026, there were 22 oil and gas blocks whose contracts expired.

This year, the decision on contracts that expire until 2023 will be decided on the continuation of the management of oil and gas block contracts resulting from termination using a gross split scheme (profit sharing based on gross production). 

      Meanwhile, President Director of PT Chevron Pacific Indonesia Albert Simanjuntak said, as many as 727 East Kalimantan-Attaka Block employees who previously worked under Chevron, automatically switched under Pertamina.

Indonesia faces oil and gas production deficits following high demand compared to domestic production. The oil and gas block from the termination submitted to Pertamina is expected to reduce the deficit. Production is ready to sell (lifting) oil in the first half of 2018 at 771,000 barrels per day (BOPD). 

    The natural gas lifting for the same period is 1.152 million barrels of oil equivalent per day (BOEPD). This achievement is lower than the 2018 State Budget target of 800,000 BOPD of oil and 1.2 million BOEPD of natural gas. Both oil and gas lifting are not expected to meet this year's target.

Tahun ini, produksi minyak dari blok itu diharapkan 13.291 barel per hari, sementara produksi gas 73,3 juta standar kaki kubik per hari. Sejak dieksploitasi 50 tahun lalu, blok yang habis kontrak pada 24 Oktober 2018 tersebut sudah menghasilkan 1 miliar barel minyak mentah dan 3 triliun kaki kubik gas bumi.

Pemerintah memutuskan pengelolaan Blok East Kalimantan Attaka ke Pertamina. Blok ini bagian dari delapan blok hasil terminasi tahun 2018 yang seluruh pengelolaannya diberikan kepada Pertamina Tujuh blok lainnya di antaranya Ogan Komering, Sanga-sanga, Tuban, Tengah, Southeast Sumatera, dan North Sumatera Offshore.

Direktur Utama PT Pertamina Hulu Indonesia (PHI) Bambang Manumayoso mengatakan, tantangan pengelolaan blok-blok migas tua adalah mempertahankan produksi. Dengan usia produksi 50 tahun, penurunan produksi adalah wajar dan alamiah. Pihaknya berusaha agar penurunan produksi di Blok East Kalimantan-Attaka tidak terlalu drastis.

”Tahun ini, kami merencanakan program kerja ulang sumur (work over) sebanyak 10 sumur dan 59 perawatan sumur (well service),” kata Bambang di Balikpapan.

Tahun depan, pihaknya merencanakan pengeboran 3 sumur, 37 sumur kerja ulang, dan 308 perawatan sumur. Dengan program itu, produksi yang diharapkan adalah 10.639 barel minyak per hari dan gas bumi sebanyak 59,4 juta standar kaki kubik per hari. Nilai lnvestasi yang dikeluarkan PHI sampai tahun 2020 adalah 79,3 juta dollar AS. Operasi Blok East Kalimantan-Attaka dilakukan PT Pertamina Hulu Kalimantan Timur yang merupakan anak usaha dari PHI. 

PHI dibentuk Pertamina khusus untuk mengelola blok-blok migas hasil terminasi. Kepala Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi Amien Sunaryadi menambahkan, sampai tahun 2026, ada 22 blok migas yang kontrak berakhir.

Tahun ini, keputusan terhadap kontrak yang berakhir sampai dengan tahun 2023 empat blok akan diputuskan kelanjutan pengelolaannya Kontrak blok migas hasil terminasi menggunakan skema gross split (bagi hasil berdasarkan produksi bruto). 

    Sementara itu, Presiden Direktur PT Chevron Pasific Indonesia Albert Simanjuntak mengatakan, sebanyak 727 karyawan Blok East Kalimantan-Attaka yang sebelumnya bekerja di bawah Chevron, secara otomatis beralih di bawah Pertamina.

Indonesia menghadapi defisit produksi migas menyusul tingginya kebutuhan dibandingkan produksi dalam negeri. Blok migas hasil terminasi yang diserahkan kepada Pertamina diharapkan mengurangi defisit itu. Produksi siap jual (lifting) minyak semester I-2018 sebesar 771.000 barel per hari (BOPD). 

    Adapun lifting gas bumi periode yang sama 1,152 juta barel setara minyak per hari (BOEPD). Pencapaian itu lebih rendah daripada target APBN 2018 yang 800.000 BOPD minyak dan 1,2 juta BOEPD gas bumi. Baik lifting minyak maupun gas bumi diperkirakan tidak memenuhi target tahun ini.

Pertamina's Challenge to Manage Old Blocks

PT Pertamina (Persero) faces challenges in the East Kalimantan work area and the old oil and gas block Attaka.

The two oil and gas blocks that were previously managed by Chevron have now entered phase IV of V, namely the oil and gas reserves phase will be exhausted. The working area previously managed by Chevron Indonesia Company (CICo) once reached the peak of producing 110,000 barrels of oil equivalent per day (boepd) for Attaka Block and 36,500 boepd for East Kalimantan.

On Thursday (25/10), the management of this oil and gas working area was officially transferred to PT Pertamina Hulu East Kalimantan (PHKT). This company is a subsidiary of Pertamina Hulu Indonesia who was appointed as manager and operator at East Kalimantan WK-Attaka for the contract period of October 25, 2018 to October 24, 2038. On the last day of management in the hands of Chevron, this block still spouts oil 12,085 bpd and gas 62 MMscfd.

As of the end of September 2018, the Block of East Kalimantan oil and condensate production - Attaka was 13,220 bpd and gas was 69.44 MMscfd. Next year, Pertamina Hulu Kalimantan plans to drill 3 wells, 37 workovers and 308 well repairs which are estimated to average production of 59.4 MMscfd for gas and 10,639 bpd of oil. The company also budgeted investment with a definite commitment of investment for the first 3 years of US $ 79.3 million.

The Managing Director of PT Pertamina Hulu Indonesia Bambang Manumayoso said that Pertamina had given a definite commitment to the government in managing East Kalimantan WK and Attaka, namely 2 exploration study packages, 1 exploration well, and 4 development wells that would carry out exploratory exploration and continue the discovery of reserves found Chevron, "he said.

Attaka Block East Kalimantan

For Pertamina, the joining of the East Kalimantan Block and Attaka made this government-owned company accept assignments to manage a total of 10 WK after the contract expired. Of the total oil and gas blocks handed over, Pertamina holds a 100% share participation.

TERMINATION BLOCK

The estimated 2019 oil and gas production from the 10 blocks is 55,000 bpd (oil) and 595 MMscfd (natural gas). The cumulative production forecast for the next 20 years is 830 mmboe. Specifically for the investment of 10 WK, US $ 693 million was prepared with a signature bonus paid by Pertamina totaling US $ 51.8 million.

SKK Migas Deputy Operations Fatar Yani Abdurrahman said, even though continuing to experience the performance of oil and gas blocks is still above the 2018 State Budget target. President Director of PT CPI Albert B.M. Simanjuntak said, in terms of oil and gas block size, the management of the Rokan Block is certainly more complex.

Albert admitted that at this time, his party was making preparations while awaiting the legal basis of the transfer of management. According to him, reflecting on the experience of East Kalimantan WK and Attaka management, the process has been carried out since the beginning of the year.

Chevron Indonesia's Senior Vice President of Policy Government and Strategic Affairs Yanto Sianipar said the asset transfer process would be a work that would be done first in the context of the Rokan Block management transfer. The management of the East Kalimantan Block and Attaka is expected to be a lesson in the Rokan Block. Kedua blok migas yang sebelumnya dikelola oleh Chevron itu kini sudah memasuki fase IV an V, yaitu fase cadangan migas sudah akan habis. Wilayah kerja yang sebelumnya dikelola oleh Chevron Indonesia Company (CICo) pernah mencapai puncak produksi 110.000 barel setara minyak per hari (boepd) untuk Blok Attaka dan 36.500 boepd untuk East Kalimantan.

Pada Kamis (25/10), pengelolaan wilayah kerja migas ini secara resmi dialihkan ke PT Pertamina Hulu Kalimantan Timur (PHKT). Perusahaan ini merupakan anak usaha dari Pertamina Hulu Indonesia yang ditunjuk sebagai pengelola sekaligus operator di WK East Kalimantan-Attaka untuk periode kontrak 25 Oktober 2018 hingga 24 Oktober 2038. Pada hari terakhir pengeloaan di tangan Chevron, blok ini masih menyemburkan minyak 12.085 bph dan gas 62 MMscfd.

Per akhir September 2018, produksi minyak dan kondensat Blok East Kalimantan-Attaka sebesar 13.220 bph dan gas sebesar 69,44 MMscfd. Melihat kondisi tersebut, Pertamina sudah mengantisipasi dan bersiap melakukan upaya menahan penurunan laju produksi pada 2018 dengan merencanakan 10 pengeboran ulang (workover) dan 59 perbaikan sumur yang di estimasi untuk rerata produksi gas pada 2018 sebesar 73,3 MMscfd dan 13.291 bph untuk minyak.

Tahun depan, Pertamina Hulu Kalimantan merencanakan pengeboran 3 sumur, 37 workover dan 308 perbaikan sumur yang diestimasi untuk rerata produksi sebesar 59,4 MMscfd untuk gas dan 10.639 bph minyak. Perusahaan juga menganggarkan investasi dengan komitmen pasti investasi selama 3 tahun pertama sebesar US$79,3 juta. 

Direktur Utama PT Pertamina Hulu Indonesia Bambang Manumayoso mengatakan bahwa Pertamina telah memberikan komitmen pasti kepada pemerintah dalam mengelola WK East Kalimantan dan Attaka, yakni 2 paket studi eksplorasi, 1 sumur eksplorasi, dan 4 sumur pengembangan akan melakukan eksplorasi yang giat dan melanjutkan penemuan cadangan yang sudah ditemukan Chevron," katanya.

Selain itu, untuk menjaga keberlanjutan operasional WK East Kalimantan-Attaka setelah 24 Oktober 2018, Pertamina Hulu Kalimantan juga telah menyerap 727 pekerja Chevron untuk bergabung serta penandatanganan kontrak pendukung aktivitas operasional baik melalui metode pengalihan kontraktor yang sudah ada (mirroring contract) maupun pengadaan baru sekitar 200 kontrak.

WK East Kalimantan-Attaka memiliki 15 lapangan migas, yakni Attaka, Melangin, Kerindingan, Serang, Sapi, Santan, Sepinggan, Sedandang, Seguni, Sejadi, Yakin, Mahoni, Bangkirai, Seturian, dan Pantai. Bambang enggan sesumbar untuk mendapatkan kepastian cadangan dan memilih untuk memperdalam kajian eksplorasi. Menurutnya, dengan kondisi blok migas yang memasuki fase IV dan V, eksplorasi merupakan harga mati.

Dalam kalkulasi perseroan, setidaknya biaya investasi yang harus dikeluarkan untuk eksplorasi satu sumur mencapai US$ 20 juta.

“Kalau mau tumbuh mau tidak mau ya eksplorasi. Kalau tidak ketemu ya kita decline [penurunan produksi migas] katanya.

Bagi Pertamina, bergabungnya Blok East Kalimantan dan Attaka membuat perusahan milik pemerintah ini menerima penugasan mengelola total 10 WK setelah habis masa kontraknya. Dari total blok migas yang diserah terimakan, Pertamina memegang 100% saham partisipasi.

BLOK TERMINASI

Perkiraan produksi migas 2019 dari 10 blok tersebut sebesar 55.000 bph (minyak) dan 595 MMscfd (gas bumi). Perkiraan produksi kumulatif selama 20 tahun ke depan 830 mmboe. Khusus investasi untuk 10 WK tersebut disiapkan US$ 693 juta dengan bonus tanda tangan yang dibayarkan Pertamina sebanyak US$ 51,8 juta.

Deputi Operasi SKK Migas Fatar Yani Abdurrahman mengatakan, meski terus mengalami penutunan kinerja blok migas ini masih di atas target APBN 2018. SKK Migas belum menyampaikan strategi yang akan ditempuh untuk menahan laju penurunan produksi blok migas yang ditargetkan menghasilkan minyak sebanyak 13.000 bph dan gas 69 MMscfd ini.

“Kedua biaya [produksi] pun termasuk rendah, sekitar US$ 15 per barel. Maka diperlukan penambahan cadangan baru untuk bisa menambahkan produksi. Kalau existing itu memang kelihatannya kita hanya mempertahankan produksi yang ada,” katanya.

Kepala SKK Migas Amien Sunaryadi mengatakan dengan seluruh persiapan alih kelola yang sudah disiapkan dalam dua tahun terakhir produksi migas di Blok East Kalimantan dan Attaka harus dapat terus dipertahankan, bahkan ditingkatkan.

“Wilayah kerja ini tidak hanya menjadi keuntungan bagi Pertamina, tapi juga diharapkan sampai dengan transfer kompeten atau kemampuan untuk [unit bisnis] Pertamina yang lain,” katanya.

Presiden Direktur PT CPI Albert B.M. Simanjuntak mengatakan, dari segi ukuran blok migas, alih kelola Blok Rokan tentu lebih kompleks. 

“Tentu yang sangat berbeda adalah ukurannya. [Kompleksitas] yang kami lakukan di Rokan mungkin sekitar empat sampai lima kali lipat. Dan untuk itu kami lakukan yang penting-penting dulu,” katanya.  

Albert mengaku saat ini, pihaknya sedang melakukan persiapan-persiapan sembari menanti dasar hukum alih kelola. Menurutnya, berkaca dari pengalaman alih kelola WK East Kalimantan dan Attaka, prosesnya sudah dilakukan sejak awal tahun.

“Terlihatnya memang mulus, tetapi di balik itu ada banyak pekerjaan yang kami lalukan,” tambahnya.

Senior Vice President Policy Government and Strategic Affairs Chevron Indonesia Yanto Sianipar mengatakan, proses peralihan aset menjadi pekerjaan yang akan dikerjakan terlebih dahulu dalam rangka alih kelola Blok Rokan. Alih kelola Blok East Kalimantan dan Attaka diharapkan dapat menjadi pelajaran di Blok Rokan. Selain itu, penurunan produksi secara ilmiah blok migas yang sudah berusia tua menjadi tantangan bagi Pertamina.

Two Oil and Gas Blocks Attracted

Two of the six oil and gas working areas (WK) or blocks entered in auction II 2018 are in demand. The government targets the remaining WK ​​auction to be completed before the end of the year. The two WKs are WK South Jambi B and WK Banyumas. WK South Jambi B will be operated by Hong Kong Jindi Group (HJG), Hong Kong.

HJG won the auction because it offered the amount of a definite work commitment (CTF) of 60 million US dollars and a signature bonus of 5 million US dollars. Meanwhile, WK Banyumas was won by a local company, PT Minarak Berantas Gas. 

Banyumas Block - Center Java

    Minarak offered a KKP of 4 million dollars and a signature bonus of 500 thousand US dollars. Deputy Minister of ESDM Arcandra Tahar said, these two WKs added four WKs that were sold in the 2018 phase I auction. Future domestic oil and gas production could rely on production WKs which were now getting operators.

"We hope that the winners can immediately complete the contract so that it can produce faster. What is important is that we need contractors who can increase production and find new oil reserves," said Arcandra at the Ministry of Energy and Mineral Resources.

Actually there are six WKs offered in the Phase II auction, Two WKs, namely the South East Makasar and Andika Bumi, stated that there are no interested parties because no one has submitted the auction documents. Meanwhile, the other two WKs, namely Makassar Strait and the Long Strait WK, did not get the auction winner.

Makassar Strait PSC

"From the second phase of the auction, six are offered, two practices. To this day, there have been six WKs who are gross gross schemes," Arcandra said.

The remaining four WKs will be included in the Phase III auction. Announcement of the auction will be held next week and will be announced in December.

"Next week's Phase III auction consists of WK-WK who have already or are conducting a joint study. The auction closure before the end of the year, so the determination of the winner can be immediately," Arcandra said.

Eni Muara Bakau

Found separately, VP Exploration PT Eni Muara Bakau B (ENI) Davide Casini Ropa was reluctant to explain why ENI failed to operate the Makassar Strait Block. David explained, his party was still very interested in this WK.

"We see good potential in the Kutai Basin. This is a potential block," David said.

Despite failing in this phase II auction, ENI was interested in being able to take part in the III stage auction. Because, ENI has facilities near this WK so that production can be more efficient. Makasar Strait Block is located off the coast of the Makassar Strait, East Kalimantan. The area is 1,555 square kilometers. This block already has a producing field, West Seno. As of January 1, 2017, the remaining proven oil and condensate reserves reached 1.8 million barrels from the potential of around 2.15 million to 4.1 million barrels.

Offer to Pertamina

ESDM Ministry Director General of Oil and Gas Djoko Siswanto said the government planned to offer several WK that were not in demand at auction to Pertamina. Djoko explained, in writing, Pertamina expressed interest in this WK-WK. However, until now Pertamina has not submitted documents.

"There is a week. Orally, Pertamina is interested in a joint study, we will discuss it later," said Djoko at the ESDM Ministry.

Reflecting on the tide of the Makassar Strait Block which was decided by the government there were no winners even though there were interested parties, Djoko said, it would also be evaluated again. Although he did not say the problem, Djoko stated that the point was an obligation that must be met by oil and gas contractors.

"The terms and conditions have a point. There are points that have not been fulfilled by contractors. Pertamina wants to negotiate first," Djoko said.

Phase III auction will be opened next week and while offering seven WK. When the Makassar Strait Block is entered, there are eight WK to be auctioned.

Dua Blok Migas Diminati

Dua dari enam wilayah kerja (WK) migas atau blok yang masuk dalam lelang tahap II 2018 diminati. Pemerintah menargetkan lelang WK tersisa bisa rampung sebelum akhir tahun. Dua WK tersebut adalah WK South Jambi B dan WK Banyumas. WK South Jambi B akan dioperasikan oleh Hong Kong Jindi Group (HJG), Hong Kong.

HJG memenangi lelang karena menawarkan besaran komitmen kerja pasti (KKP) sebesar 60 juta dolar AS dan bonus tanda tangan (signature bonus) sebesar 5 juta dolar AS. Sedangkan, WK Banyumas dimenangkan oleh perusahaan lokal, PT Minarak Berantas Gas. Minarak menawarkan KKP sebesar 4 juta dolar dan bonus tanda tangan sebesar 500 ribu dolar AS. Wakil Menteri ESDM Arcandra Tahar mengatakan, dua WK ini menambah empat WK yang laku dalam lelang tahap I 2018. Produksi migas dalam negeri ke depan bisa bertumpu pada WK produksi yang kini kembali mendapatkan operator.

"Kami berharap para pemenang bisa segera menyelesaikan kontrak agar bisa lebih cepat berproduksi. Yang penting, kami butuh kontraktor yang bisa meningkatkan produksi dan menemukan cadangan minyak baru," ujar Arcandra di Kementerian ESDM.

Sebenarnya ada enam WK yang ditawarkan pada Ielang tahap II ini, Dua WK, yakni South East Makasar dan Andika Bumi, dinyatakan tidak ada peminat karena tidak ada yang menyerahkan dokumen lelang. Sedangkan, dua WK lainnya, yaitu Makasar Strait dan WK Selat Panjang, tidak mendapatkan pemenang lelang.

"Dari lelang tahap dua ini, enam yang ditawarkan, dua laku. Sampai hari ini, sudah ada enam WK yang laku dengan skema gross split," ujar Arcandra.

Empat WK tersisa akan dimasukkan dalam lelang tahap III. Pengumuman lelang akan dilakukan pekan depan dan akan diumumkan pada Desember.

"Pekan depan lelang tahap III terdiri dari WK-WK yang sudah atau sedang melakukan joint study. Penutupan lelang sebelum akhir tahun, jadi penentuan pemenang bisa segera," ujar Arcandra.

Ditemui terpisah, VP Exploration PT Eni Muara Bakau B (ENI) Davide Casini Ropa enggan menjabarkan alasan ENI gagal mengoperatori Blok Makasar Strait. David menjelaskan, pihaknya masih sangat tertarik terhadap WK ini.

"Kami melihat potensi yang baik dalam cekungan Kutai Basin. Ini blok yang potensial," ujar David.

Meski gagal dalam lelang tahap II ini, ENI berminat untuk bisa mengikuti lelang tahap III. Sebab, ENI memiliki fasilitas di dekat WK ini sehingga produksi bisa lebih efisien. Blok Makasar Strait ini terletak di lepas pantai Selat Makassar, Kalimantan Timur. Luas areanya 1.555 kilometer persegi. Blok ini telah memiliki lapangan yang sudah berproduksi, yakni West Seno. Sampai 1 Januari 2017, sisa cadangan minyak dan kondensat yang terbukti di sana mencapai 1,8 juta barel dari potensi sekitar 2,15 juta hingga 4,1 juta barel.

Tawarkan ke Pertamina

Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM Djoko Siswanto mengatakan, pemerintah berencana menawarkan beberapa WK yang tidak diminati dalam lelang kepada Pertamina. Djoko menjelaskan, secara tertulis, Pertamina menyatakan minat terhadap WK-WK ini. Namun, hingga saat ini Pertamina belum menyerahkan dokumen.

"Ada waktu sepekan. Secara lisan, Pertamina minat untuk joint study, nanti kita bicarakan lagi," ujar Djoko di Kementerian ESDM.

Berkaca pada lalang Blok Makasar Strait yang diputuskan pemerintah tidak ada pemenang meski ada peminat, Djoko mengatakan, itu juga akan dievaluasi lagi. Meski tidak mengatakan kendalanya, Djoko menyatakan poin tersebut merupakan kewajiban yang perlu dipenuhi oleh kontraktor migas.

"Syarat dan ketentuan ada pointnya. Ada poin yang belum dipenuhi kontraktor. Pertamina mau menegosiasikan dulu," ujar Djoko.

Lelang tahap III yang akan dibuka pekan depan dan sementara menawarkan tujuh WK. Bila Blok Makassar Strait masuk, ada delapan WK yang akan dilelang.

Indonesia Can Add Commitment to Oil and Gas Investment US $ 64 M

Indonesia obtained an additional investment commitment in the upstream oil and gas sector of US $ 64 million after the announcement of the winner of the second phase of the oil and gas block 2018. Two oil and gas companies were declared winners in this auction, namely Hong Kong Jindi Group Co Ltd for South Jambi B Block and PT Minarak Brantas Gas for the Banyumas Block.

Deputy Minister of Energy and Mineral Resources (ESDM) Arcandra Tahar said Hong Kong Jindi Group Co Ltd promised a definite work commitment of US $ 60 million in the South Jambi Block. While Minarak Brantas is committed to disburse an investment of US $ 4 million in the Banyumas Block. In addition, Hong Kong Jindi and Minarak Brantas also paid signature bonuses of US $ 5 million and the US $ 500 thousand respectively.

"The government's total signature bonus is the US $ 5.5 million, and a definite commitment of US $ 64 million which includes G & G activities, 2D 300-kilometer seismic surveys, 5100 square kilometers of seismic, and drilling of 4 wells," said Arcandra.

Arcandra explained, the government offered six oil and gas blocks in the second phase of the oil and gas block auction. Three of them are production blocks, namely Makassar Strait, Selat Panjang, and South Jambi B. Then the other three are exploration blocks, namely South-east Mahakam, Banyumas, and Andika Bumi Kita.

Even though there are only two winners in this auction, this does not mean that the auction this time is lonely. He said, until the deadline for submission of participation documents on October 12, there were 18 documents accessed by oil and gas companies. However, the result is four oil and gas blocks that are in demand by five auction participants. The four oil and gas blocks that are in demand are Makassar Strait, Selat Panjang, South Jambi B, and Banyumas.

This evaluation criterion is that the company has the financial and technical capabilities to finance and carry out petroleum operations, has a good track record in petroleum activities, and fulfills the terms and conditions of the main auction for the work area.

Of the five participants, only two participants qualified. The other three participants mentioned he did not meet the criteria set out in the terms and conditions (T & C). But he was reluctant to reveal what the unmet requirements were. Arcandra ensures that the unmet requirements are not from the commercial side.

"This is between the government and the company (who knows these requirements)," he said.

Meanwhile. ESDM Ministry's Director General of Oil and Gas Djoko Siswanto explained, there are obligations in these terms and conditions that must be met for auction winners. However, the prospective winner actually questioned one of these obligations.

"We already wrote the T & C, he didn't want to, he negotiated. This is not possible, "he said.

"With these two working areas (WA), there are a total of six WA that sell gross gross contracts," Arcandra said.

Third phase

Arcandra further revealed the oil and gas working area that is not in demand is likely to be included in the third phase of the oil and gas auction 2018. In addition, in this next auction, the government will also offer oil and gas blocks that have been or are conducting joint studies. He hopes, next week, the third phase of the auction will be opened.

"Closed before the end of the year. So the determination of the winner can be immediate, "he said.

Companies that carry out a joint study of oil and gas blocks, some of which are multinational oil and gas companies. However, Arcandra admitted that he had not confirmed how many oil and gas blocks were auctioned in this third stage. It is now still evaluating oil and gas blocks most likely attracted by investors.

"It must be calculated. Do not auction it off because the data is lacking," he said.

Meanwhile, Djoko said, there are at least eight oil and gas blocks that will be auctioned in the third phase of the auction. Unfortunately, he did not specify what oil and gas blocks would be offered.

"What is clear is all direct bidding auctions," he said.

In addition to being auctioned, the block that is not in demand in the second phase of the auction, namely southeast Mahakam and Andika Bumi Kita, he said will be offered a joint study by PT Pertamina (Persero).

"Pertamina is interested in blocks that have not been sold, but with a joint study," he said.

It has communicated with Pertamina about the joint study plan in the two blocks. Later, Pertamina will look at data from the two blocks. It hopes that Pertamina will conduct a joint study in these two blocks, one of which is because the South East Mahakam Block is located close to the Mahakam Block.

"Pertamina has the Mahakam Block, if it is close to the block, who knows if it connects with Pertamina's reservoir. The production phase is already in the Mahakam Block. So Pertamina wants to the joint study, "explained Djoko.

PT Pertamina EP Drilling Three Exploration Wells

PT Pertamina EP subsidiary PT Pertamina (Persero), will complete drilling three exploration wells at the end of this year, bringing a total of nine exploration wells to be drilled. The company also succeeded in achieving its seismic target.

Pertamina EP President Director Nanang Abdul Manaf said, until September, his party had succeeded in carrying out 2D seismic activities on target. While for 3D seismic realization, it has been recorded to reach 344 square kilometers. In addition, it has also successfully completed the drilling of six exploration wells.

"The next stage is planned to have three exploration wells that will be completed in 2018," he said in his official statement in Jakarta, Monday (10/22). The exploration wells are located in North Sumatra, West Java and Sulawesi.

Pertamina EP has the main task of looking for oil and gas to support national energy security. However, because oil and gas is a non-renewable energy, it requires the discovery of reserves through exploration activities. From the exploration well drilling, Pertamina EP managed to get additional oil and gas resources.

"Based on the results of drilling the exploration well, Pertamina EP obtained additional 2C resources of 12.96 million barrels equivalent oil, "Nanang said.

One of them, Pertamina EP managed to find oil and gas reserves on Asset 4 through drilling the Wolai-001 exploration well. Wolai-001 well has been drilled since August 17, 2018 and reaches a final depth of 2,365 meters. From the results of the layers test, the well can drain hydrocarbons so that it is estimated that it can obtain additional gas reserves of 200 million cubic feet. 

     Meanwhile, to date, Pertamina EP has managed to record oil production of 77,869 barrels per day (bpd) and gas of 1,022 million cubic feet per day (million standard cubic feet per day / mmscfd). Pertamina EP is determined to continue to boost oil and gas production.

Referring to data from the Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas), the realization of Pertamina's subsidiary oil production was still below the target of 85,869 bpd. Until the end of the year, SKK Migas projects Pertamina EP oil production to reach 82 thousand bpd. For gas production, still based on the same data, the realization far exceeds this year's target of 832 mmscfd.

Nanang explained, Pertamina EP has five assets and 22 fields. This shows that there are still many oil and gas potentials that can be explored.

"We will continue to strive to work together to achieve, even exceed the target of the determined work plan," said Nanang.

Previously, Pertamina's Senior Vice President of Strategic Planning and Operation Evaluation Meidawati said that Pertamina EP was one of the mainstays to boost the company's oil production next year. In 2019, it calculated the projection while the company's oil production rose from this year's target of 400 thousand bpd to 407 thousand bpd.

Oil production is projected to increase along with the increase in crude oil prices. With oil prices getting higher, he said PT Pertamina EP as a subsidiary of the company, boosted oil production in the fields it manages. Pertamina's data shows that the oil production of the state-owned oil and gas company has continued to rise since 2014. At that time, Pertamina's oil production was still 270 thousand bpd.

The realization of this oil production continued to increase to 278 thousand bpd in 2015, 312 thousand bpd in 2016, 342 thousand in 2017, and reached 383 thousand bpd until the end of September 2018.

PT Pertamina EP Mengebor Tiga Sumur Eksplorasi

PT Pertamina EP anak usaha PT Pertamina (Persero), akan menyelesaikan pengeboran tiga sumur eksplorasi di akhir tahun ini, sehingga total ada sembilan sumur eksplorasi yang dibor. Perusahaan juga berhasil mencapai target seismiknya.

Presiden Direktur Pertamina EP Nanang Abdul Manaf mengatakan, hingga September, pihaknya telah berhasil menjalankan kegiatan seismik 2D sesuai target. Sementara untuk realisasi seismik 3D, tercatat telah menqapai 344 kilometer persegi. Selain itu, pihaknya juga telah berhasil merampungkan pengeboran enam sumur eksplorasi.

“Tahapan selanjutnya, direncanakan ada tiga sumur eksplorasi yang akan selesai pada 2018 ini,” kata dia dalam keterangan resminya di Jakarta, Senin (22/ 10). Sumur eksplorasi tersebut antara lain berlokasi di Sumatera Utara, Jawa Barat, dan Sulawesi.

Pertamina EP mernpunyai tugas utama mencari minyak dan gas bumi untuk mendukung ketahanan energi nasional. Namun karena migas merupakan energi tidak terbarukan, sehingga dibutuhkan penemuan cadangan melalui kegiatan eksplorasi. Dari pengeboran sumur eksplorasi itu, Pertamina EP berhasil mendapat tambahan sumber daya migas.

“Berdasarkan hasil pengeboran sumur eksplorasi tersebut, Pertamina EP mendapatkan tambahan sumber daya 2C sebesar 12,96 juta barel setara minyak,” ujar Nanang.

Salah satunya, Pertamina EP berhasil menemukan cadangan migas di Aset 4 melalui pengeboran sumur eksplorasi Wolai-001. Sumur Wolai-001 telah dibor sejak 17 Agustus 2018 lalu dan mencapai kedalaman akhir 2.365 meter. Dari hasil uji kandung lapisan, sumur ini dapat mengalirkan hidrokarbon sehingga diperkirakan bisa mendapatkan tambahan cadangan gas 200 juta kaki kubik. 

     Sementara itu, hingga saat ini, Pertamina EP berhasil membukukan produksi minyak sebesar 77.869 barel per hari (bph) dan gas 1.022 juta kaki kubik per hari (million standard cnbic feet per day/mmscfd). Pertamina EP bertekad untuk terus menggenjot produksi migas tersebut.

Mengacu data Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas), realisasi produksi minyak anak usaha Pertamina ini tercatat masih di bawah target yang ditetapkan sebesar 85.869 bph. Sampai akhir tahun, SKK Migas memproyeksikan produksi minyak Pertamina EP bisa mencapai 82 ribu bph. Untuk produksi gas, masih berdasarkan data yang sama, realisasinya justru jauh melebihi target tahun ini sebesar 832 mmscfd.

Nanang menjelaskan, Pertamina EP memiliki lima aset dan 22 lapangan. Hal ini menunjukkan bahwa masih banyak potensi migas yang dapat digali pihaknya.

“Kami akan terus berupaya untuk saling bersinergi demi mencapai, bahkan dapat melebihi target rencana kerja yang telah ditentukan,” tegas Nanang.

Sebelumnya, Senior Vice President Strategic Planning and Operation Evaluation Pertamina Meidawati mengatakan, Pertamina EP menjadi salah satu andalan untuk menggenjot produksi minyak perseroan pada tahun depan. Di 2019, pihaknya menghitung proyeksi sementara produksi minyak perseroan naik dari target tahun ini 400 ribu bph menjadi 407 ribu bph.

Produksi minyak diproyeksikan meningkat seiring dengan kenaikan harga minyak mentah. Dengan harga minyak makin tinggi, dikatakannya PT Pertamina EP sebagai anak usaha perseroan, menggenjot produksi minyak di lapangan-lapangan yang dikelolanya. Data Pertamina menunjukkan bahwa produksi minyak perusahaan migas milik pemerintah  itu terus naik sejak 2014 lalu. Pada saat itu, produksi minyak Pertamina masih sebesar 270 ribu bph. 

Realisasi produksi minyak ini terus meningkat menjadi 278 ribu bph pada 2015, 312 ribu bph pada 2016, 342 ribu pada 2017, dan mencapai 383 ribu bph sampai akhir September 2018.

The Government Will Again Auction Four Oil and Gas Blocks

Hong Kong Jindi controls the South Jambi B Block and Minarak Brantas Gas works on Block B

The government has completed the auction process for the second phase of the oil and gas working area (WK) in 2018. As a result, the government has established winners in two oil and gas blocks, while the other four oil and gas blocks have no winners. Of the four oil and gas blocks, the government refused offers in two blocks. While the other two blocks are not interested.

The Ministry of Energy and Mineral Resources (ESDM) opened the second phase of the oil and gas block auction since August 14, 2018. The auction document was accessed by 18 participants. However, only five participants entered bidding documents for four oil and gas WKs.

Deputy Minister of ESDM, Arcandra Tahar said, there were two winners of the WK Migas auction, namely Hong Kong Jindi Group Co. Ltd for WK South Jambi B and PT Minarak Brantas Gas which won WK Banyumas. Minarak Brantas is a subsidiary of Lapindo Brantas Inc.

At WK South Jambi B, Hong Kong Jindi Group declared a five-year Definite Work Commitment (KKP) worth US $ 60 million and must pay a signature bonus of US $ 5 million. For WK Banyumas, Minarak Brantas is obliged to carry out a definite exploration commitment with a total value of US $ 4 million and pay a US $ 500,000 signature bonus.

From this auction, the government will get a signature bonus worth US $ 5.5 million. The government also won a certain total commitment of US $ 64 million. Arcandra expects WK's second signature no later than the end of November 2018. For two oil and gas blocks, Makassar Strait and Long Strait, investors were initially interested. But the participants who entered the auction document did not meet the requirements.

As for the other two blocks, namely WK Andhika Bumi Kita and South East Mahakam, none of them are interested. In the next auction, the government plans to return to offering four oil and gas blocks that are not in demand. While the energy company from Italy, Eni, must bite the fingers because its offer to the Makassar Straits WK Migas was rejected. Arcandra said, the ENI proposal did not meet the requirements in the terms and conditions (T & C).

"From the commercial side (signature bonus and firm commitment) there are no problems. But there are other requirements that are not fulfilled, so Eni's offer failed," he said.

Director General of Oil and Gas at the Ministry of Energy and Mineral Resources, Djoko Siswanto added, Eni actually did not not want to meet the requirements, but they wanted to negotiate terms with economic reasons.

"They still question the obligation of the winner," he explained.

"This block is interesting because we have facilities near the oil and gas block," he said.

Pemerintah akan Lelang Lagi Empat Blok Migas

Hong Kong Jindi menguasai Blok South Jambi B dan Minarak Brantas Gas garap Blok B

Pemerintah telah menyelesaikan proses lelang enam Wilayah kerja (WK) migas tahap kedua 2018. Hasilnya, pemerintah menetapkan pemenang di dua blok migas, sementara empat blok migas lainnya tidak ada pemenang. Dari empat blok migas tadi, pemerintah menolak penawaran di dua blok. Sedangkan dua blok lainnya tidak ada peminat.

Kementerian Energi dan Sumber Daya Mineral (ESDM) membuka lelang blok migas tahap kedua sejak 14 Agustus 2018. Dokumen lelang kali ini diakses 18 peserta. Namun hanya lima peserta yang memasukkan dokumen lelang untuk empat WK migas. 

Wakil Menteri ESDM, Arcandra Tahar menyebutkan, ada dua pemenang lelang WK Migas, yaitu Hong Kong  Jindi Group Co Ltd untuk WK South Jambi B dan PT Minarak Brantas Gas yang memenangi WK Banyumas. Minarak Brantas adalah anak usaha Lapindo Brantas Inc. 

Di WK South Jambi  B, Hong Kong  Jindi Group menyatakan Komitmen Kerja Pasti (KKP) lima tahun senilai US$ 60 juta serta wajib membayar bonus tanda tangan US$ 5 juta. Untuk WK Banyumas, Minarak Brantas wajib melaksanakan komitmen pasti eksplorasi dengan total nilai US$ 4 juta dan membayar bonus tandatangan US$ 500.000.

Dari lelang ini, pemerintah mendapatkan total bonus tandatangan (signature bonus) senilai US$ 5,5 juta. Pemerintah juga meraih total komitmen pasti US$ 64 juta. Arcandra berharap tanda-tangan kedua WK paling lambat akhir November 2018. Untuk dua blok migas, Makassar Strait dan Selat Panjang, semula diminati investor. Namun para peserta yang memasukkan dokumen lelang tidak memenuhi persyaratan.

Adapun di dua blok lainnya, yaitu WK Andhika Bumi Kita dan South East Mahakam, tidak ada satu pun peminatnya. Pada lelang berikutnya, pemerintah berencana kembali menawarkan empat blok migas yang tidak laku. Sementara perusahaan energi dari Italia, Eni, mesti gigit jari lantaran penawarannya pada WK Migas Makassar Straits ditolak. Arcandra bilang, proposal ENI tidak memenuhi syarat dalam terms and conditions (T&C). 

"Dari sisi komersial (signature bonus dan firm commitment) tidak ada masalah. Tapi ada persyaratan lain yang tidak dipenuhi, sehingga penawaran Eni gagal,” kata dia. 

Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM, Djoko Siswanto menambahkan, Eni sebenarnya bukan tidak ingin memenuhi persyaratan, namun mereka ingin menegosiasikan persyaratan dengan alasan keekonomian. 

"Mereka masih mempertanyakan kewajiban pemenang," jelas dia.

Casini Ropa, VP Exploration Eni Muara Bakau B. V. mengatakan, Eni masih tertarik melihat potensi migas di Blok Makassar Strait. 

"Blok ini menarik karena kami memiliki fasilitas dekat blok migas tersebut," ujar dia.
