Saka Energy Prepares US $ 20 Million Fund



PT Saka Energi Indonesia, a subsidiary of PT Perusahaan Gas Negara Tbk. preparing a capital expenditure in 2018 of US $ 150 million-US $ 200 million. President Director of Saka Energi Tumbur Parlindungan said that capital expenditure this year is in the range of US $ 180 million to US $ 200 million because the company invests in the Sanga-Sanga Block.

Saka Energi's share ownership in Sanga-Sanga Block amounted to 57.8% including controlling the joint venture with Eni, Vico, the operator of the block.

The realization of oil and gas production of Saka Eenergi up to the third quarter / 2017 was 53,000 barrels of oil equivalent per day (barrel oil equivalent per day / boepd). Oil and gas production from Pangkah Block contributed 39%, 32% from Fasken in the United States, 11% from Muriah Block, 7% from Sanga-Sanga Block, 5% from Ketapang Block, 3% from Bangkanai Block and Muara Bakau Block.

Saka Energi Siapkan Dana US$ 20 Juta


PT Saka Energi Indonesia, anak usaha PT Perusahaan Gas Negara Tbk.  menyiapkan belanja modal pada 2018 sebesar US$ 150 juta-US$ 200 juta. Presiden Direktur Saka Energi Tumbur Parlindungan mengatakan bahwa realisasi belanja modal pada tahun ini berada di kisaran US$ 180 juta- US$ 200 juta karena perusahaan menanamkan modal di Blok Sanga-Sanga.

Kepemilikan saham partisipasi Saka Energi di Blok Sanga-Sanga sebesar 57,8% termasuk menguasai bagian perusahaan patungan dengan Eni, yakni Vico yang menjadi operator blok tersebut.

Namun, pada 2018, Saka Energi belum mengetahui keputusan pengelolaan blok itu karena menanti sikap dari pemerintah. Kontrak Blok Sanga-Sanga akan berakhir pada 2018. Saat ini, pemerintah melakukan evaluasi terhadap pengambilalihan Blok Sanga-Sanga ke Pertamina atau tetap dioperasikan oleh Vico.

“US$ 150 juta-US$200 juta untuk semua pada tahun depan. Itu hitungannya Sanga-Sanga ada capex [capital expenditure/belanja modal] tahun ini,” ujarnya usai Paparan Kinerja Saka Energi 2017, Selasa (12/12).

Tumbur menurutkan bahwa sebagian besar belanja modal akan disalurkan untuk kegiatan pengeboran di Blok Pangkah karena Saka menjadi operator dan memegang hak partisipasi sebesar 100 % pada blok migas tersebut. Sepanjang 2018, pihaknya merencanakan untuk melakukan tujuh kegiatan pengeboran.

PENGEBORAN

Saka akan melakukan empat pengeboran pengembang dan satu pengeboran eksplorasi di Blok Pangkah. Satu kegiatan pengeboran eksplorasi di Wokam Il, Papua dan satu pengeboran eksplorasi di South Sesulu, Kalimantan Timur. Selain itu, pihaknya memulai fase pengembangan proyek Sidayu dan West Pangkah di Blok Pangkah-Jawa Timur

Sementara itu, hingga Saat ini, realisasi pengeboran sebanyak satu sumur eksplorasi di South Sesulu dan dua sumur pengembangan di Pangkah. Pada Blok Wokam II, pihaknya merealisasikan kegiatan survei seismik SD dan studi geologi dan geofisika.

Untuk pengembangan Lapangan Sidayu, Saka telah mendapatkan rencana pengembangan pada Oktober 2017. Saat ini, pihaknya masih menanti rencana pengembangan West Pangkah yang telah disampaikan kepada SKK Migas.

“Sebagian besar Blok Pangkah, karena kita operator. Hampir 60% dari total belanja modal," katanya.

Saat ini, Saka memiliki hak kelola di 11 blok migas di dalam dan luar negeri. Dari 11 blok tersebut, tiga blok di antaranya belum menghasilkan karena masih dalam tahap eksplorasi. Ketiga blok eksplorasi adalah South Sesulu, West Bangkanai, dan Wokam II.

Delapan blok lain yang sudah berproduksi terdiri atas Blok Muara Bakau, Blok Bangkanai, Pangkah, Ketapang, South East Sumatera, Muriah, Sanga-Sanga, dan Blok Fasken yang berada di Amerika Serikat.

Realisasi produksi migas Saka Eenergi hingga kuartal III/2017 sebanyak 53.000 barel setara minyak per hari (barrel oil equivalent per day/boepd). Produksi migas dari Blok Pangkah berkontribusi 39%, 32 % dari Fasken di Amerika Serikat, 11% dari Blok Muriah, 7% dari Blok Sanga-Sanga, 5% dari Blok Ketapang, 3% dari Blok Bangkanai dan Blok Muara Bakau.

Pada tahun depan, dia memproyeksikan, produksi migas perusahaan akan naik hingga 10% menjadi 62.700 boepd. Terkait dengan kelanjutan pengelolaan Blok Sanga-Sanga setelah 2018, Direktur Pembinaan Usaha Hulu Minyak dan Gas Bumi Kementerian ESDM Tunggal mengatakan, pihaknya telah meminta kepada Vico untuk menyampaikan proposal final pengelolaan Sanga-Sanga
pada kontrak baru.

Proposal final akan berisi tawaran dari Vico agar bisa mendapat hak kelola di Blok Sanga-Sanga. Tawaran tersebut termasuk komitmen yang dituliskan dalam syarat dan ketentuan pada kontrak kerja sama baru.

Kedung Keris Production Facility Begins 2018



PT Exxon Mobil Cepu Limited (EMCL) targets the construction of the Kedung Keris field production facility in Cepu Block to start in 2018. Kedung Keris field is targeted to start operating in 2019.

Vice President of Public and Government Affairs of ExxonMobil Indonesia Erwin Maryoto said that his side has realized the drilling activities of one well. According to him, physical construction including the installation of oil and gas well pipe installation will begin next year. Kedung Keris field development is projected to require US $ 100 million.

"We are constructing Kedung Keris Field next year," he said, Tuesday (12/12).

Kedung Keris Square is about 16 km from Banyu Urip-Bojonegoro Square-East Java. ExxonMobil will process oil from Kedung Keris at Banyu Urip gas processing facility. The oil from Kedung Keris will be channeled through a 16 km pipeline to Banyu Urip Field.

He hopes that oil and gas production from Kedung Keris can add oil and gas ready for sale or lifting from Banyu Urip field which is also a part of Cepu Block. Currently, Banyu Urip Field produces about 208,000 barrels of oil per day (bpd). Oil production from Banyu Urip is projected to increase by 10,000 bpd by 2019.

"Additional potential oil production from Banyu Urip is 10,000 barrels per day. We hope that Banyu Urip will increase, "he said.

However, it will not realize Banyu Urip oil production up to 300,000 bpd. From the permit side of environmental impact analysis (amdal) obtained, maximum production of Banyu Urip is only 220.000 bph.

In terms of investment, it needs to add new larger investment because they have to build additional facilities. Oil reserves at Banyu Urip Field rose to 709 million barrels from initial data of 450 million barrels.

Meanwhile, an increase in oil production from 185,000 bpd to 220,000 bpd, ExxonMobil does not need to increase investment, but only raises operating costs.

Fasilitas Produksi Kedung Keris Dimulai 2018


PT Exxon Mobil Cepu Limited (EMCL) menargetkan konstruksi fasilitas produksi Lapangan Kedung Keris, Blok Cepu bisa dimulai pada 2018. Lapangan Kedung Keris ditargetkan mulai beroperasi pada 2019.

Menurutnya, konstruksi fisik termasuk pemasangan pipa tapak sumur minyak dan gas bumi akan dimulai pada tahun depan. Pengembangan Lapangan Kedung Keris diproyeksikan butuh dana US$ 100 juta. 

“Kita konstruksi Lapangan Kedung Keris tahun depan," ujarnya, Selasa (12/12).

Lapangan Kedung Keris berjarak sekitar 16 km dari Lapangan Banyu Urip-Bojonegoro-Jawa Timur. ExxonMobil akan mengolah minyak dari Kedung Keris di fasilitas pemrosesan gas Banyu Urip. Minyak dari Kedung Keris akan dialirkan melalui pipa sepanjang 16 km menuju Lapangan Banyu Urip.

Dia berharap agar produksi migas dari Kedung Keris bisa menambah migas siap jual atau lifting dari lapangan Banyu Urip yang juga menjadi bagian dari Blok Cepu. Saat ini, Lapangan Banyu Urip memproduksi minyak sekitar 208.000 barel per hari (bph). Produksi minyak dari Banyu Urip diproyeksikan bertambah 10.000 bph pada 2019.

“Potensi tambahan produksi minyak dari Banyu Urip 10.000 barel per hari. Kami berharap agar Banyu Urip nanti bertambah,” katanya.

Namun, pihaknya belum akan merealisasikan produksi minyak Banyu Urip hingga 300.000 bph. Dari sisi izin analisis dampak lingkungan (amdal) yang didapatkan, produksi maksimal Banyu Urip hanya 220.000 bph.

Dari sisi investasi, pihaknya perlu menambah investasi baru yang lebih besar karena harus membangun fasilitas tambahan. Cadangan minyak di Lapangan Banyu Urip naik menjadi 709 juta barel dari data awal 450 juta barel.

Sementara itu, peningkatan produksi minyak dari 185.000 bph menjadi 220.000 bph, ExxonMobil tidak perlu menambah investasi, tetapi hanya menaikkan biaya operasi.

“Itu harus ditambah fasilitas segala macam. Investasi yang lebih besar lagi,” katanya.

Rekind Still Finding Users of Cisem Pipe



PT Rekayasa Industri (Rekind) is still looking for potential customers who need Pipe Cirebon-Semarang (Cisem) to drain gas. Thus, the delayed 11-year pipeline project has not been ascertained at the time of its construction.

Member of the Gas Committee of the Oil and Gas Downstream Regulatory Agency (BPH Migas) Jugi Prajugio said Rekind had already expressed the potential of the target market. However, it wants the data to be validated. Thus, Rekind still targets a company that needs to deliver its own gas (shipper) along the Pipe line of Cirebon ~ Semarang.

"Currently Rekind is still trying to get a potential shipper that will use the pipe," he said in Jakarta, Monday (11/12). Any company that has the potential to become a shipper is called depending on the allocation owned.

Previously, Head of BPH Migas Fanshurullah Asa said, Cirebon-Semarang Pipe Project has been almost 11 years does not operate. It has several times called the Rekind to ensure its ability to work on this project, last on July 6, 2017. The result, Rekind will provide answers to BPH Migas and the Directorate General of Oil and Gas about the ability or do not build Pipe Segment of Transmission Cirebon - Semarang no later than September 15, 2017.

At that time, Rekind mentioned the absence of gas allocation for the Cirebon-Semarang Pipe Project as a development constraint. Meanwhile, in his official statement last September, Rekind said it would continue the construction of this Cirebon-Semarang Pipe. Rekind has even signed a memorandum of understanding with PT Sarana Pembangunan Central Java for the cooperation of gas distribution of the segment to be built.

BUMD will be the coordinator to ensure buyers from the industrial sector of West Java and Central Java. The gas flowed will be from the Jangkrik Field, Muara Bakau Block in the Makassar Strait which is carried in the form of liquefied natural gas (LNG).

Rekind Masih Cari Pemakai Pipa Cisem


PT Rekayasa Industri (Rekind) masih mencari calon konsumen yang membutuhkan Pipa Cirebon-Semarang (Cisem) untuk mengalirkan
gas. Sehingga, proyek pipa yang sudah tertunda 11 tahun ini belum dapat dipastikan kapan konstruksinya.

Anggota Komite Gas Badan Pengatur Hilir Minyak dan Gas Bumi (BPH Migas) Jugi Prajugio mengatakan, Rekind sudah sempat menyampaikan potensi pasar yang menjadi target. Namun, pihaknya ingin agar data tersebut divalidasi. Sehingga, Rekind hingga kini masih membidik perusahaan yang perlu mengalirkan gas milik sendiri (shipper) di sepanjang jalur Pipa Cirebon~Semarang.

“Saat ini Rekind masih berupaya untuk mendapatkan potential shipper yang akan gunakan pipa tersebut,” kata dia di Jakarta, Senin (11/ 12).  Siapa saja perusahaan yang berpotensi menjadi shipper ini disebutnya tergantung dari alokasi yang dimiliki. 

Sebelumnya, Kepala BPH Migas Fanshurullah Asa mengatakan, Proyek Pipa Cirebon-Semarang sudah hampir 11 tahun tidak juga beroperasi. Pihaknya sudah beberapa kali memanggil pihak Rekind untuk memastikan kesanggupannya dalam mengerjakan proyek ini, terakhir pada 6 juli 2017. Hasilnya, Rekind akan memberikan jawaban kepada BPH Migas dan Ditjen Migas mengenai kesanggupan atau tidak membangun Pipa Ruas Transmisi Cirebon - Semarang paling lambat 15 September 2017.

Pada saat itu, Rekind menyebutkan tidak adanya alokasi gas untuk Proyek Pipa Cirebon-Semarang sebagai kendala pembangunan. Selain itu, Rekins juga belum secara maksimal memperoleh calon pembeli gas di sepanjang jalur pipa ini. BPH Migas terus mendesak Rekind untuk merealisasikan pipa transmisi ini. 

Kendati demikian, BPH Migas kembali memberikan kesempatan kepada Rekind. 

“Awal tahun depan BPH Migas akan mengundang Rekind untuk menanyakan progres terkini,” ujar Jugi.

Sementara itu, dalam keterangan resminya pada September lalu, Rekind menyatakan akan melanjutkan pembangunan Pipa Cirebon-Semarang ini. Rekind bahkan telah menandatangani nota kesepahaman dengan PT Sarana Pembangunan Jawa Tengah untuk kerja sama pendistribusian gas dari ruas yang akan dibangun.

BUMD akan menjadi koordinator untuk memastikan pembeli dari sektor industri Jawa Barat dan Jawa Tengah. Gas yang dialirkan dinyatakan akan berasal dari Lapangan Jangkrik, Blok Muara Bakau di Selat Makassar yang dibawa dalam bentuk gas alam cair (liquefied natural gas/LNG).

Oil Field Was Snatched, Pertamina Asked for Protection of Apparatus



Pertamina asked the security apparatus to handle the activities of grabbing and drilling oil that became state-owned assets. The reason, the petitioning and drilling of oil on state-owned assets managed by contractors of cooperation contracts (KKKS) is unlawful, especially Law (Act) No 22 of 2001 on Oil and Gas. Under the Oil and Gas Law, the threat against violators of the Oil and Gas Law is a five-year sentence and a fine of up to Rp 60 billion.

"If it is against the law, the duty of the security apparatus to handle the activities of grabbing and drilling of oil that become state-owned assets," said Syamsu Alam, Upstream Director of PT Pertamina.

According to Syamsu, KKKS is the owner of a working area granted the right to manage the state-owned work area. However, the KKKS can not secure all the assets of the country, especially securing oil wells that are located scattered.

"This is a national vital object (obvitnas) which also requires security assistance from related security apparatuses," he said.

According to him, KKKS as an investor duty to drill oil and gas. Investors really do not have to mess around with social issues such as cases of illegal logging and drilling of oil wells by illegal miners. But the fact is there are parties who violate by drilling the well in a wild and therefore should apparatus catch the culprit.

"We have to ask for help to law enforcement to overcome the problem. We can not face the community. After all, it is impossible to wait 24 hours for the well. Thinking oil out also feels half dead, "he said.

The practice of grabbing and drilling for oil in state-run wells managed by KKKS is again widespread. In Jambi, after closure of more than 40 KKKS oil wells, several wells were reopened by illegal miners. The same thing happened in Musi Banyuasin Regency, South Sumatra.

Despite the South Sumatra Governor's Decree No. 731 / KPTS / DESDM / 2017 dated November 13, 2017 concerning the acquisition and closure of oil wells in Mangunjaya, Musi Banyuasin located in the working area of ​​Pertamina EP Asset 1 Field Ramba (a subsidiary of PT Pertamina EP), efforts to open the well by illegal miners again occurred.

In fact, armed with the Decree, the Integrated Sub-Team of Takeover and Closing of Oil Well in Mangunjaya led by Muba Police Chief AKBP Rahmat Hakim closed 20 oil wells in Mangunjaya on 21 November. A day later, two reopened wells were forcibly opened by illegal miners.

In total there are 104 state-owned oil wells in Musi Banyuasin within the working area of ​​Pertamina EP Asset 1 Field Ramba. In November 2016 a closure of 70 wells in Mangunjaya and Keluang, Musi Banyuasin was conducted.

Furthermore, April 2017 there are 17 wells closed and the last 17 wells on 21 November, although eventually the number increased to 20 wells because there are three wells that have been closed in the closing period previously opened by illegal miners.

Deputy Minister of Energy and Mineral Resources Arcandra Tahar supports Pertamina's move requiring the security forces to be consistent in upholding the law against perpetrators of the state oil exploration and drilling process managed by KKKS. The illegal harvesting and drilling of oil wells violates the Oil and Gas Law.

"The law must still be implemented whatever it is because illegal drilling is illegal. For that, the state must run what should be run, "he said.

Separately, Amin Sunaryadi, Head of SKK Migas, when met after the inauguration of the Elephant Development Project in Muara Enim, said SKK Migas oversees and supervises the KKKS operational activities. In the case of oil wells in the working area of ​​Pertamina EP Asset 1 Field Ramba, according to Amien, SKK Migas in cooperation with KKKS requested the assistance of the police and the Indonesian National Army (TNI).

"Technically, for the closure of wells done by KKKS and SKK Migas, while for security from the apparatus," he said.

Related to the existence of illegal miners trying to open wells that have been closed the KKKS party, Amien said, the settlement must be done practically and conceptionally. Conceptually there needs to be an increase in the general welfare of the local people. Local governments can cooperate with KKKS in improving community welfare.

Lapangan Minyak Diserobot, Pertamina Minta Perlindungan Aparat


Pertamina meminta aparat keamanan untuk menangani kegiatan penyerobotan dan pengeboran minyak yang menjadi asset milik negara. Pasalnya, penyerobotan dan pengeboran minyak pada asset milik negara yang dikelola oleh kontraktor kontrak kerja sama (KKKS) adalah tindakan melawan hukum, terutama Undang-Undang (UU) No 22 Tahun 2001 tentang Minyak dan Gas Bumi. Sesuai UU Migas, ancaman terhadap pelaku pelanggar UU Migas adalah pidana lima tahun dan denda hingga Rp 60 miliar.

“Bila sudah melawan hukum, tugas aparat keamanan untuk menangani kegiatan penyerobotan dan pengeboran minyak yang menjadi asset milik negara,” ujar Syamsu Alam, Direktur Hulu PT Pertamina.

Menurut Syamsu, KKKS adalah pemilik wilayah kerja yang diberi hak mengelola wilayah kerja milik negara. Namun, KKKS tidak bisa mengamankan seluruh aset negara tersebut, terutama mengamankan sumur-sumur minyak yang lokasinya bertebaran. 

“Ini objek vital nasional (obvitnas) yang juga memerlukan bantuan pengamanan dari aparat keamanan terkait,” ujarnya.

Menurut dia, KKKS sebagai investor bertugas mengebor minyak dan gas bumi. Investor sebenarnya tidak perlu lagi dipusingkan dengan masalah sosial seperti kasus penyerobotan dan pengeboran sumur minyak oleh penambang liar. Namun faktanya ada pihak-pihak yang melanggar dengan mengebor sumur secara liar dan karena itu semestinya aparat menangkap pelakunya.

“Kami harus minta bantuan kepada penegak hukum untuk mengatasi masalah itu. Kami tidak mungkin berhadapan dengan masyarakat. Lagipula, tidak mungkin menunggu sumur 24 jam. Memikirkan minyak keluar juga rasanya setengah mati,” ujar dia.

Praktik penyerobotan dan pengeboran minyak pada sumur milik negara yang dikelola KKKS kembali marak. Di Jambi, setelah dilakukan penutupan pada lebih dari 40 sumur minyak milik KKKS, beberapa sumur kembali dibuka oleh penambang liar. Hal serupa terjadi di Kabupaten Musi Banyuasin, Sumatera Selatan. 

Kendati ada Surat Keputusan Gubernur Sumatra Selatan No. 712/KPTS/DESDM/2017 tanggal 13 November 2017 mengenai pengambilalihan dan penutupan sumur minyak di Mangunjaya, Musi Banyuasin yang berada di wilayah kerja Pertamina EP Asset 1 Field Ramba (anak usaha PT Pertamina EP), upaya membuka sumur oleh penambang liar kembali terjadi. 

Padahal, berbekal Surat Keputusan tersebut, Sub Tim Terpadu Pengambilalihan dan Penutupan Sumur Minyak di Mangunjaya yang dipimpin Kapolres Muba AKBP Rahmat Hakim menutup 20 sumur minyak di Mangunjaya pada 21 November. Selang sehari kemudian, dua sumur yang sudah ditutup kembali dibuka paksa oleh para penambang liar.

Total ada 104 sumur minyak milik negara di Musi Banyuasin yang berada dalam wilayah kerja Pertamina EP Asset 1 Field Ramba. Pada November 2016 dilakukan penutupan pada 70 sumur di Mangunjaya dan Keluang, Musi Banyuasin . 

     Selanjutnya, April 2017 ada 17 sumur yang ditutup dan terakhir 17 sumur pada 21 November, kendati akhirnya jumlahnya bertambah menjadi 20 sumur karena ada tiga sumur yang telah ditutup pada periode penutupan sebelumnya dibuka oleh penambang liar.

Wakil Menteri ESDM Arcandra Tahar mendukung langkah Pertamina yang meminta aparat keamanan konsisten dalam menegakkan hukum terhadap pelaku penyerobotan dan pengeboran sumur minyak negara yang dikelola oleh KKKS. Kegiatan penyerobotan dan pengeboran sumur minyak secara liar melanggar Undang-Undang Migas.

“Hukum tetap harus dijalankan apa pun itu karena illegal drilling merupakan ilegal. Untuk itu, negara harus menjalankan apa yang semestinya dijalankan,” ujarnya.

Secara terpisah, Amin Sunaryadi, Kepala SKK Migas, saat ditemui usai peresmian Proyek Pengembangan Paku Gajah di Muara Enim, mengatakan SKK Migas mengawal dan mengawasi kegiatan operasional KKKS. Dalam kasus penyerbotan sumur minyak yang berada di wilayah kerja Pertamina EP Asset 1 Field Ramba, menurut Amien, SKK Migas bekerja sama dengan KKKS meminta bantuan polisi dan Tentara Nsiaonal Indonesia (TNI). 

“Secara teknis, untuk penutupan sumur dilakukan oleh KKKS dan SKK Migas, sedangkan untuk pengamanan dari aparat,” ujarnya.

Terkait masih adanya penambang liar yang berupaya membuka sumur yang sudah ditutup pihak KKKS, Amien mengatakan, penyelesaiannya harus dilakukan secara praktikal dan konsepsional. Secara konsepsional perlu ada peningkatan kesejahteraan umum bagi masyarakat setempat. Pemerintah daerah bisa bekerja sama dengan KKKS dalam kegiatan peningkatan kesejahteraan masyarakat. 

“Ada dana dari CSR, ada juga yang bisa dibebabkan melalui PPO (program penunjang operasi) yang masuk cost recovery,” katanya.

Proposed POD Block Kasuri Wait for Jonan Approval



Special Unit for Upstream Oil and Gas Activities (SKK Migas) said the proposed development plan (PUR) of Kasuri Block is only awaiting the approval of the Minister of Energy and Mineral Resources (ESDM) Ignasius Jonan.

Head of Programs and Communications Division of SKK Migas Wisnu Prabawa Taher said it has submitted the latest analysis result related to the development plan to the Ministry of Energy and Mineral Resources. Because the proposal is a POD I Block Kasuri, it needs to be approved by the Minister of EMR.

"Still waiting for the minister's approval has been given the final analysis, "he said.

Previously, after submitting POD proposal to SKK Migas, Genting Oil as the operator of Kasuri Block was asked to revise because its development cost was overvalued. The reason, Genting Oil set the proposal based on exploration costs referring to oil prices in the past 2012 which still reach about US $ 100 per barrel. Furthermore, the compressor is not too needed considering the initial production so that the pressure is still quite high.

Deputy of Oil and Gas Operations Migrant Workers Fataryzmi Abdurahman revealed that development cost control at the beginning of the project is very important. The reason, the size of the investment issued, will affect the sale price of gas generated from this Kasuri Block. If the investment cost is high, then the gas price will also be high.

Moreover, there is no agreement on gas price of Kasuri Block. The plan, gas from this block will be used by petrochemical industry and fertilizer factory.

"But still in talks, because the price of gas demanded by the fertilizer factory is too low, which is about US $ 3 per million British thermal unit (mmbtu), this does not enter the economy," he said.

From the project's economy, gas prices in the region are in the range of US $ 67 per mmbtu. Previously mentioned Kasuri Block is expected to start the first production by the end of 2019. This block is estimated to be able to produce gas around 285 million cubic feet per day (million standard cubic per day / mmscfd). The sources of this gas are Red-field, Smoke, and Kido.

To date, Genting Oil has invested US $ 900 million. The fund is used by the Malaysian oil and gas company to drill 10 exploration wells spread across three fields in the Kasuri Block. At the beginning of the discovery of oil and gas reserves in the Kasuri Block in 2014 ago, the amount of oil and gas potential in this block is estimated to be at least 2 trillion cubic feet.

Usulan POD Blok Kasuri Tunggu Persetujuan Jonan


Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) mengatakan usulan rencana pengembangan (plan of development/POD) Blok Kasuri hanya menunggu persetujuan Menteri Energi dan Sumber Daya Mineral (ESDM) Ignasius Jonan.

Kepala Divisi Program dan Komunikasi SKK Migas Wisnu Prabawa Taher mengatakan, pihaknya sudah menyerahkan hasil analisa terakhir terkait rencana pengembangan tersebut ke Kementerian ESDM. Lantaran usulan itu merupakan POD I Blok Kasuri, maka perlu disetujui oleh Menteri ESDM.

“Masih menunggu persetujuan menteri sudah diberi hasil analisa terakhirnya,” kata dia.

Sebelumnya, pasca menyerahkan usulan POD ke SKK Migas, Genting Oil selaku operator Blok Kasuri diminta untuk merevisi lantaran biaya pengembangannya dinilai terlalu tinggi. Pasalnya, Genting Oil menetapkan usulan tersebut berdasarkan biaya eksplorasi yang mengacu pada harga minyak pada 2012 lampau yang masih mencapai sekitar US$ 100 per barel. Selanjutnya, kompresor belum terlalu dibutuhkan mengingat masih produksi awal sehingga tekanan masih cukup tinggi.

Deputi Operasi SKK Migas Fataryzmi Abdurahman sempat mengungkapkan, pengendalian biaya pengembangan di awal proyek sangatlah penting. Pasalnya, besar kecilnya investasi yang dikeluarkan, akan berdampak pada harga jual gas yang dihasilkan dari Blok Kasuri ini. Jika biaya investasi tinggi, maka harga gas juga akan tinggi.  

Apalagi belum ada kesepakatan tentang harga gas Blok Kasuri. Rencananya, gas dari blok ini bakal digunakan oleh industri petrokimia dan pabrik pupuk. 

“Tetapi masih dalam pembicaraan, karena harga gas yang diminta pabrik pupuk terlalu rendah, yakni sekitar US$ 3 per juta british thermal unit (mmbtu), ini tidak masuk keekonomian,” kata dia. 

Dari keekonomian proyek, harga gas di wilayah tersebut di kisaran US$ 67 per mmbtu. Sebelumnya disebutkan Blok Kasuri diharapkan dapat mulai produksi pertama pada akhir 2019. Blok ini diperkirakan mampu memproduksi gas sekitar 285 juta kaki kubik per hari (million standard cubic per day/mmscfd). Sumber gas ini yakni Lapangan- Merah, Asap, dan Kido.

Sampai saat ini, Genting Oil telah mengeluarkan investasi sebesar US$ 900 juta. Dana ini digunakan perusahaan migas yang berasal dari  Malaysia itu untuk mengebor 10 sumur eksplorasi yang tersebar di tiga lapangan di Blok Kasuri. Pada awal penemuan cadangan migas di Blok Kasuri pada 2014 lampau, besaran potensi migas di blok ini diperkirakan minimal sebesar 2 triliun kaki kubik.

Bontang Gas Coordination Must Be Immediately Conducted



Special Unit for Upstream Oil and Gas Business Activities (SKK Migas) finally talked about the appointment of PT Perusahaan Gas Negara Tbk (PGN) as the seller of LNG Bontang.

said that SKK Migas has issued a letter of appointment to PGN as of December 4, 2017, to sell LNG of the state originating from the Sanga-Sanga Block for 2018

"The letter of appointment is issued after two meetings with PGN, Pertamina and Vico as follow up of ESDM ministry's direction on PGN's application," said Vishnu.

According to Wisnu, the letter of appointment to PGN was issued with the primary consideration of the matters most favorable to the state. One of them is PGN is willing not to receive a fee for his appointment as the LNG seller of the state for uncommited volume of 2018 from the Sanga Sanga Working Area.

With the appointment of PGN As the state gas seller, Wisnu hopes PGN can immediately coordinate.

"It is expected that technical coordination between PGN, Pertamina and Vice," said Wisnu.

PGN's Commercial Director Danny Praditya said the company will focus on implementing the country's assignments by maximizing revenue for Indonesia.

"Dynamics only, in principle we run government assignments," he said.

Koordinasi Gas Bontang Harus Segera Dilakukan


Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) akhirnya bicara terkait penunjukan PT Perusahaan Gas Negara Tbk (PGN) sebagai penjual LNG Bontang. 

    Kepala Divisi Program dan Komunikasi SKK Migas Wisnu Prabawa Taher mengatakan, SKK Migas memang telah mengeluarkan surat penunjukkan kepada PGN per tanggal 4 Desember 2017, untuk menjual LNG bagian negara yang berasal dari Blok Sanga-Sanga untuk tahun 2018

"Surat penunjukkan dikeluarkan setelah melakukan dua kali rapat dengan PGN, Pertamina, dan Vico sebagai tindak lanjut arahan menteri ESDM atas permohonan PGN ," jelas Wisnu.

Menurut Wisnu, surat penunjukkan kepada PGN diterbitkan dengan pertimbangan utama atas hal-hal yang paling menguntungkan bagi negara. Salah satunya adalah PGN bersedia tidak menerima fee atas penunjukkan dirinya sebagai penjual LNG bagian negara untuk uncommited volume tahun 2018 dari Wilayah kerja Sanga Sanga.

Dengan telah penunjukkan PGN Sebagai penjual gas bagian negara, Wisnu berharap PGN bisa segera berkoordinasi. 

"Diharapkan koordinasi teknis antara PGN, Pertamina dan Vice," terang Wisnu.

Direktur Komersial PGN Danny Praditya menyebutkan, perseroannya saat ini akan fokus melaksanakan penugasan negara dengan memaksimalkan pendapatan bagi Indonesia. 

"Dinamika saja. Pada prinsipnya kami menjalankan penugasan pemerintah," kata dia.

Kasuri Block Wait for Permit Minister Jonan



The Kasuri Block field development plan in West Papua proposed by Genting Oil Kasuri Limited is only awaiting the approval of the Minister of Energy and Mineral Resources lgnasius Jonan.

Kasuri Block is estimated to generate 285 million cubic feet per day (MMscfd) of gas in 2019 from an investment of US $ 900 million. Production originated and Field Smoke, Kido Field, and Red Square.

However, he did not mention the company that would absorb the gas from the block. Until now it is not known who will be the buyer of gas Kasuri. Earlier, Deputy of Oil and Gas Operations at Migas Fataryani Abdurahman said that the proposed development cost of Genting Oil Kasuri Limited as operator Kasuri Block is too expensive. Fataryani pointed out that the cost of drilling one well is proposed to reach US $ 80 million to US $ 85 million because referring to the oil price in 2012 which is in the range of US $ 100 per barrel.

In addition, the operator proposed the addition of a compressor installation. For that reason, he called the plans for the development plan to be too late and likely to change the project's operating plan. Control of development costs at the start of the project, Fataryani said, is important because it will affect the selling price of gas produced. Gas from this block is planned to be utilized by petrochemical industry and fertilizer factory requesting US $ per MMBtu price.

The Ministry of Industry noted that the Bintuni area has potential to build petrochemical industry because there are two gas reserves operated by two companies namely BP Tangguh of 23.8 trillion standard cubic feet (tscf) and Genting Oil Kasuri Pte. Ltd. of 1.7 tscf.

This area is potentially developed for petrochemical plants that produce natural gas commodities in two phases. 257 MMscfd of gas supplied from BP Tangguh and Genting Oil Kasuri with a target to operate in 2021 to produce methanol, etelina, propylene, and polyethylene.

Rencana pengembangan lapangan Blok Kasuri di Papua Barat yang diajukan Genting Oil Kasuri Limited hanya menunggu persetujuan Menteri Energi dan Sumber Daya Mineral lgnasius Jonan.

Kepala Divisi Program dan Komunikasi Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) Wisnu Prabawa Taher mengatakan bahwa pihaknya telah mengajukan hasil analisis terkait dengan rencana pengembangan lapangan Blok Kasuri.

Blok Kasuri diperkirakan menghasilkan gas sebanyak 285 juta kaki kubik per hari (million standard cubic feet per day/MMscfd) pada 2019 dari investasi US$ 900 juta. Produksi berasal dan Lapangan Asap, Lapangan Kido, dan lapangan Merah.

“Masih menunggu persetujuan menteri lgnasius Jonan. Kami sudah memberikan hasil analisis terakhirnya," ujarnya, Senin (11/12). 

    Namun, dia tidak menyebut tentang perusahaan yang akan menyerap gas dari blok tersebut. Hingga saat ini belum diketahui pihak yang akan menjadi pembeli gas Kasuri. 

     Pasalnya, operator menawarkan gas seharga US$ 6 per MMBtu, sedangkan industri di Teluk Bintuni, Papua meminta harga yang lebih rendah sehingga belum ada kesepakatan. “Iya kalau tidak salah tetap akan ada alokasi untuk yang di industri.”

Sebelumnya, Deputi Operasi SKK Migas Fataryani Abdurahman mengatakan bahwa biaya pengembangan yang diusulkan Genting Oil Kasuri Limited sebagai operator Blok Kasuri terlalu mahal. 

   Fataryani mencontohkan bahwa biaya pengeboran satu sumur diusulkan mencapai US$ 80 juta sampai US$ 85 juta karena mengacu harga minyak pada 2012 yang berada di kisaran US$ 100 per barel.

Selain itu, operator mengusulkan penambahan instalasi kompresor Atas alasan itulah, dia menyebut rencana penyusunan rencana pengembangan menjadi terlambat dan kemungkinan mengubah rencana operasi proyek.

      Pengendalian biaya pengembangan pada awal proyek, tutur Fataryani, penting karena akan berdampak pada harga jual gas yang dihasilkan. Gas dari blok ini rencananya dimanfaatkan industri petrokimia dan pabrik pupuk yang meminta harga US$ per MMBtu.

Kementerian Perindustrian mencatat wilayah Bintuni berpotensi dibangun industri petrokimia karena terdapat dua cadangan gas yang dioperasikan oleh dua perusahaan yakni BP Tangguh sebesar 23 ,8 trillion standard cubic feet (tscf) dan Genting Oil Kasuri Pte. Ltd. sebesar 1,7 tscf. 

Area ini berpotensi dikembangkan untuk pabrik petrokimia yang memproduksi komoditas gas alam dalam dua fase. Gas sebanyak 257 MMscfd yang dipasok dari BP Tangguh dan Genting Oil Kasuri dengan target beroperasi pada 2021 untuk menghasilkan metanol, etelina, propilena, dan polietilena.

PGN is a very big seller of LNG blocks



PT Perusahaan Gas Negara Tbk (PGN) is designated as the uncommitted LNG liquefied natural gas producer of the PT Badak NGL LNG plant with the Sanga-Sanga Block. PGN becomes an LNG seller only for 2018 only.

This is in accordance with the decision letter of the Special Unit for Upstream Oil and Gas Business Unit (SKK Migas) signed by Head of SKK Migas Amien Sunaryadi on 4 December.

Referring to this letter, PGN initially applied to become an LNG seller of the state. Furthermore, there was a meeting which discussed the plan and the delivery of the uncomitted cargo sales strategy from Sanga-Sanga by PGN.

Secretary General and Executor of Duty Director General of Oil and Gas Ministry of Energy and Mineral Resources (ESDM) Ego Syahrial confirmed the decision of appointment of PGN as the seller of LNG. According to him, this decision was taken to open up opportunities for PGN.

"We grant, as long as we can give the best yield for the country, we are open. PGN is one in this field, yes we give it a chance, "he said in Jakarta.

The Letter of SKK of the Oil and Gas appoints PGN as the seller of uncommitted LNG volume of state parts produced from Badak LNG Plant with gas source from Sanga-Sanga Region. In this case, PGN is in charge of carrying out LNG buying and selling with prospective buyers for the period of 2018 subject to the determination of LNG allocations and prices from the Minister of EMR

Furthermore, PGN as an LNG seller may initiate the execution of negotiations, discussions, and/or discussions with potential LNG buyers without creating non-binding documents/agreements. In this regard, LNG sellers should always coordinate and submit reports to SKK Migas.

As an LNG seller, PGN has a number of tasks, ranging from submitting a written approval request on sales mechanisms to be used before marketing, preparing and obtaining approval of the sale and purchase agreement and/or other documents, to reporting the proceeds of each sale.

PGN as an LNG seller is also responsible for firstly assuming all costs and/or liabilities incurred, as well as payment obligations resulting from or in connection with the implementation and/or fulfillment of obligations under the LNG purchase agreement or other related agreements (fees and liabilities). Costs and responsibilities will be treated as operating expenses.

As an LNG seller, PGN will not be rewarded. Previously, all LNG produced by Badak LNG Plant was assigned its sales to Pertamina, from any source of gas. Talked about the potential conflict between Pertamina and PGN regarding this new decision, Ego is optimistic the two government companies will eventually reach an agreement.

The Badak NGL LNG refinery processes gas supplies from several oil and gas projects, namely Mahakam Block, Bangka Field, Jangkrik Field, and includes the Sanga-Sanga Block.

For 2017, LNG production from refineries operating since 1977, according to its official website was recorded at 7.84 million tons with shipments of 140.44 cargo standards.

Assets acquisition

Previously, Pertamina also transferred the assets of the LNG plant in Bontang to Badak NGL. According to Vice Minister of EMR Arcandra Tahar this is due to the change of refinery operators. So far, the government has appointed Pertamina as the refinery operator, which furthermore the company appointed LNG Badak.

"Now that distinguishes, Pertamina does not enter again as an operator. Badak NGL as an operator, "he said.

LNG refinery assets in Bontang, East Kalimantan are state-owned through the State Asset Management Institute (LMAN). However, LMAN can not be a refinery operator, so it is assigned to the NGL Badak. Asset transfer from Pertamina to Badak NGL began on 1 January 2018.

PT Badak NGL is owned by gas producers in East Kalimantan. In detail, Pertamina holds majority ownership of 55%, then Vico 20%, Japan Indonesia LNG Company (Jilco) 15%, and Total Indonesia 10%. Stock ownership has not changed with the asset transfer.

LNG production from Bontang LNG Plant continues to fall every year. In 2015, this refinery LNG production could reach 189 cargoes. However, the production figure dropped to 172 cargoes by 2016 and is expected to fall back to 163 cargoes this year.
