Kasuri Block Wait for Permit Minister Jonan



The Kasuri Block field development plan in West Papua proposed by Genting Oil Kasuri Limited is only awaiting the approval of the Minister of Energy and Mineral Resources lgnasius Jonan.

Head of Program and Communications Division of the Special Unit for Upstream Oil and Gas Business Unit (SKK Migas) Vishnu Prabawa Taher said that his office has submitted an analysis result related to the Kasuri Block field development plan.

Kasuri Block is estimated to generate 285 million cubic feet per day (MMscfd) of gas in 2019 from an investment of US $ 900 million. Production originated and Field Smoke, Kido Field, and Red Square.

Earlier, Deputy of Oil and Gas Operations at Migas Fataryani Abdurahman said that the proposed development cost of Genting Oil Kasuri Limited as operator Kasuri Block is too expensive. Fataryani pointed out that the cost of drilling one well is proposed to reach US $ 80 million to US $ 85 million because referring to the oil price in 2012 which is in the range of US $ 100 per barrel.

In addition, the operator proposed the addition of a compressor installation. For that reason, he called the plans for the development plan to be too late and likely to change the project's operating plan. Control of development costs at the start of the project, Fataryani said, is important because it will affect the selling price of gas produced. Gas from this block is planned to be utilized by petrochemical industry and fertilizer factory requesting US $ per MMBtu price.

The Ministry of Industry noted that the Bintuni area has potential to build petrochemical industry because there are two gas reserves operated by two companies namely BP Tangguh of 23.8 trillion standard cubic feet (tscf) and Genting Oil Kasuri Pte. Ltd. of 1.7 tscf.

This area is potentially developed for petrochemical plants that produce natural gas commodities in two phases. 257 MMscfd of gas supplied from BP Tangguh and Genting Oil Kasuri with a target to operate in 2021 to produce methanol, etelina, propylene, and polyethylene.

Rencana pengembangan lapangan Blok Kasuri di Papua Barat yang diajukan Genting Oil Kasuri Limited hanya menunggu persetujuan Menteri Energi dan Sumber Daya Mineral lgnasius Jonan.

Kepala Divisi Program dan Komunikasi Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) Wisnu Prabawa Taher mengatakan bahwa pihaknya telah mengajukan hasil analisis terkait dengan rencana pengembangan lapangan Blok Kasuri.

Blok Kasuri diperkirakan menghasilkan gas sebanyak 285 juta kaki kubik per hari (million standard cubic feet per day/MMscfd) pada 2019 dari investasi US$ 900 juta. Produksi berasal dan Lapangan Asap, Lapangan Kido, dan lapangan Merah.

“Masih menunggu persetujuan menteri lgnasius Jonan. Kami sudah memberikan hasil analisis terakhirnya," ujarnya, Senin (11/12). 

    Namun, dia tidak menyebut tentang perusahaan yang akan menyerap gas dari blok tersebut. Hingga saat ini belum diketahui pihak yang akan menjadi pembeli gas Kasuri. 

     Pasalnya, operator menawarkan gas seharga US$ 6 per MMBtu, sedangkan industri di Teluk Bintuni, Papua meminta harga yang lebih rendah sehingga belum ada kesepakatan. “Iya kalau tidak salah tetap akan ada alokasi untuk yang di industri.”

Sebelumnya, Deputi Operasi SKK Migas Fataryani Abdurahman mengatakan bahwa biaya pengembangan yang diusulkan Genting Oil Kasuri Limited sebagai operator Blok Kasuri terlalu mahal. 

   Fataryani mencontohkan bahwa biaya pengeboran satu sumur diusulkan mencapai US$ 80 juta sampai US$ 85 juta karena mengacu harga minyak pada 2012 yang berada di kisaran US$ 100 per barel.

Selain itu, operator mengusulkan penambahan instalasi kompresor Atas alasan itulah, dia menyebut rencana penyusunan rencana pengembangan menjadi terlambat dan kemungkinan mengubah rencana operasi proyek.

      Pengendalian biaya pengembangan pada awal proyek, tutur Fataryani, penting karena akan berdampak pada harga jual gas yang dihasilkan. Gas dari blok ini rencananya dimanfaatkan industri petrokimia dan pabrik pupuk yang meminta harga US$ per MMBtu.

Kementerian Perindustrian mencatat wilayah Bintuni berpotensi dibangun industri petrokimia karena terdapat dua cadangan gas yang dioperasikan oleh dua perusahaan yakni BP Tangguh sebesar 23 ,8 trillion standard cubic feet (tscf) dan Genting Oil Kasuri Pte. Ltd. sebesar 1,7 tscf. 

Area ini berpotensi dikembangkan untuk pabrik petrokimia yang memproduksi komoditas gas alam dalam dua fase. Gas sebanyak 257 MMscfd yang dipasok dari BP Tangguh dan Genting Oil Kasuri dengan target beroperasi pada 2021 untuk menghasilkan metanol, etelina, propilena, dan polietilena.

PGN is a very big seller of LNG blocks



PT Perusahaan Gas Negara Tbk (PGN) is designated as the uncommitted LNG liquefied natural gas producer of the PT Badak NGL LNG plant with the Sanga-Sanga Block. PGN becomes an LNG seller only for 2018 only.

This is in accordance with the decision letter of the Special Unit for Upstream Oil and Gas Business Unit (SKK Migas) signed by Head of SKK Migas Amien Sunaryadi on 4 December.

Referring to this letter, PGN initially applied to become an LNG seller of the state. Furthermore, there was a meeting which discussed the plan and the delivery of the uncomitted cargo sales strategy from Sanga-Sanga by PGN.

Secretary General and Executor of Duty Director General of Oil and Gas Ministry of Energy and Mineral Resources (ESDM) Ego Syahrial confirmed the decision of appointment of PGN as the seller of LNG. According to him, this decision was taken to open up opportunities for PGN.

"We grant, as long as we can give the best yield for the country, we are open. PGN is one in this field, yes we give it a chance, "he said in Jakarta.

The Letter of SKK of the Oil and Gas appoints PGN as the seller of uncommitted LNG volume of state parts produced from Badak LNG Plant with gas source from Sanga-Sanga Region. In this case, PGN is in charge of carrying out LNG buying and selling with prospective buyers for the period of 2018 subject to the determination of LNG allocations and prices from the Minister of EMR

Furthermore, PGN as an LNG seller may initiate the execution of negotiations, discussions, and/or discussions with potential LNG buyers without creating non-binding documents/agreements. In this regard, LNG sellers should always coordinate and submit reports to SKK Migas.

As an LNG seller, PGN has a number of tasks, ranging from submitting a written approval request on sales mechanisms to be used before marketing, preparing and obtaining approval of the sale and purchase agreement and/or other documents, to reporting the proceeds of each sale.

PGN as an LNG seller is also responsible for firstly assuming all costs and/or liabilities incurred, as well as payment obligations resulting from or in connection with the implementation and/or fulfillment of obligations under the LNG purchase agreement or other related agreements (fees and liabilities). Costs and responsibilities will be treated as operating expenses.

As an LNG seller, PGN will not be rewarded. Previously, all LNG produced by Badak LNG Plant was assigned its sales to Pertamina, from any source of gas. Talked about the potential conflict between Pertamina and PGN regarding this new decision, Ego is optimistic the two government companies will eventually reach an agreement.

The Badak NGL LNG refinery processes gas supplies from several oil and gas projects, namely Mahakam Block, Bangka Field, Jangkrik Field, and includes the Sanga-Sanga Block.

For 2017, LNG production from refineries operating since 1977, according to its official website was recorded at 7.84 million tons with shipments of 140.44 cargo standards.

Assets acquisition

Previously, Pertamina also transferred the assets of the LNG plant in Bontang to Badak NGL. According to Vice Minister of EMR Arcandra Tahar this is due to the change of refinery operators. So far, the government has appointed Pertamina as the refinery operator, which furthermore the company appointed LNG Badak.

"Now that distinguishes, Pertamina does not enter again as an operator. Badak NGL as an operator, "he said.

LNG refinery assets in Bontang, East Kalimantan are state-owned through the State Asset Management Institute (LMAN). However, LMAN can not be a refinery operator, so it is assigned to the NGL Badak. Asset transfer from Pertamina to Badak NGL began on 1 January 2018.

PT Badak NGL is owned by gas producers in East Kalimantan. In detail, Pertamina holds majority ownership of 55%, then Vico 20%, Japan Indonesia LNG Company (Jilco) 15%, and Total Indonesia 10%. Stock ownership has not changed with the asset transfer.

LNG production from Bontang LNG Plant continues to fall every year. In 2015, this refinery LNG production could reach 189 cargoes. However, the production figure dropped to 172 cargoes by 2016 and is expected to fall back to 163 cargoes this year.

Processing Disorders, Lowered Gas Supply



The gas supply for Medan, North Sumatera is again dropped due to repair and maintenance of gas processing facilities of PT Perta Arun Gas. As a result, the supply of gas from the Offshore North Sumatera Block (NSO) of 60 million cubic feet per day (mmscfd) can not be discharged.

President Director of PT Pertamina Hulu Energi affirmed that there is no interruption of operation in NSO Block which is the source of Medan gas supply. The disturbance occurred in gas processing unit owned by PT Perta Arun Gas so it can not process gas from NSO Block. In fact, the gas from the block it manages it contains carbon dioxide and hydrogen sulfide is high enough that it must be processed before the flow to the consumer.

Typically, the gross production of gas from this block is 120 mmscfd. With carbon dioxide and hydrogen sulfide content high enough, and the use of gas for itself is quite large, gas sold to consumers of 60 mmscfd. The gas supply can not be channeled to consumers because of the incident in Perta Arun Gas.

"Currently we are shutting in (not operating). We hope as soon as possible (repairs completed), said Mount in Jakarta, Sunday (10/12).

According to Media and Relations Manager PHE Ifki Sukarya, distribution of gas supply from NSO Block depends on the availability of facilities at Perta Arun Gas. The gas supply is still waiting for procurement of Instrument Analyzer instrument in the damaged Unit Reaction Furnace in January 2018 and delivery of Sulfur Recovery Unit (SRU) chemicals from abroad.

In a joint meeting at the Directorate General of Oil and Gas at the Ministry of Energy and Mineral Resources (ESDM), Perta Arun Gas has been requested to speed up its equipment repair and supply of the chemical. In addition, as long as the equipment is not yet operational, Perta Arun Gas must still supply gas for PT Perusahaan Gas Negara Tbk (PGN) and municipal gas network from gas regasification of PT PLN.

"The gas will be replaced by gas from PHE through gas balance mechanism," said Ifky. Furthermore, if the constraints in Perta Arun Gas have been overcome, then the supply of gas to customers will be normal again.

PGN President Director Jobi Triananda confirmed the gas supply disruption in Medan. Although the cause is not caused by his side, PGN will still try to keep the gas supply to the community keep flowing. Because the gas supply is reduced drastically, then the economic activity in Medan could be disrupted.

"We're setting up the network to keep it down. If down gas supply, down all. Everyone wants to celebrate Christmas and New Year, "said Jobi.

Gangguan Pemrosesan, Pasokan Gas Medan Turun


Pasokan gas untuk Wilayah Medan, Sumatera Utara kembali turun lantaran adanya perbaikan dan pemeliharaan fasilitas pemrosesan gas PT Perta Arun Gas. Akibatnya, pasokan gas dari Blok North Sumatera Offshore (NSO) sebesar 60 juta kaki kubik per hari (million standard cubic feet per day/mmscfd) tidak dapat dialirkan.

Presiden Direktur PT Pertamina Hulu Energi menegaskan, tidak ada gangguan operasi di Blok NSO yang menjadi sumber pasokan gas Wilayah Medan. Gangguan justru terjadi pada unit pemrosesan gas milik PT Perta Arun Gas sehingga tidak dapat mengolah gas dari Blok NSO. Padahal, gas dari blok yang dikelolanya itu mengandung karbondioksida dan hidrogen sulfida yang cukup tinggi sehingga harus diproses sebelum dialirkan ke konsumen.

Biasanya, produksi kotor gas dari blok ini sebesar 120 mmscfd. Dengan kandungan karbondioksida dan hidrogen sulfida cukup tinggi, serta penggunaan gas untuk sendiri cukup besar, gas yang dijual ke konsumen sebesar 60 mmscfd. Pasokan gas tersebut tidak dapat dialirkan ke konsumen lantaran kejadian di Perta Arun Gas.

“Saat ini kita sedang shut in (tidak operasi). Kami berharap sesegera mungkin (perbaikan selesai), tutur Gunung di Jakarta, Minggu (10/ 12).

Menurut Media and Relations Manager PHE Ifki Sukarya, distribusi pasokan gas dari Blok NSO tergantung kesiapan fasilitas di Perta Arun Gas. Pasokan gas masih menunggu pengadaan alat Instrument Analyzer di Unit Reaction Furnace yang rusak pada Januari 2018 dan pengiriman bahan kimia Sulfur Recovery Unit (SRU) dari luar negeri.

Dalam rapat bersama di Direktorat Jenderal Migas Kementerian Energi dan Sumber Daya Mineral (ESDM), Perta Arun Gas sudah diminta mempercepat perbaikan peralatannya dan penyediaan bahan kimia tersebut. Selain itu, selama alat belum beroperasi, Perta Arun Gas tetap harus memasok gas untuk PT Perusahaan Gas Negara Tbk (PGN) dan jaringan gas kota dari hasil regasifikasi gas PT PLN.

“Gas tersebut nanti akan diganti oleh gas dari PHE melalui mekanisme gas balance,” ujar Ifky. Selanjutnya, jika kendala di Perta Arun Gas sudah tertanggulangi, maka suplai gas kepada para pelanggan akan normal kembali.

Direktur Utama PGN Jobi Triananda membenarkan adanya gangguan pasokan gas di Wilayah Medan. Meski penyebabnya bukan disebabkan pihaknya, PGN tetap akan berupaya agar pasokan gas ke masyarakat tetap mengalir. Pasalnya, pasokan gas berkurang drastis, maka kegiatan ekonomi di Medan bisa terganggu.

“Kami sedang mengatur jaringan supaya tidak turun. Kalau down pasokan gas, turun semua. Semua orang ingin merayakan Natal dan Tahun Baru,” kata Jobi. 

Salah satunya, pihaknya meminta konsumen gas yang cukup besar tidak menggunakan gas secara berlebihan. Hal ini agar pasokan gas ke pelanggan rumah tangga yang tidak terganggu, utamanya menjelang Perayaan Hari Raya Natal 2017 dan Tahun Baru 2018. 

“Ribuan pelanggan rumah tangga, kalau pasokan gas mati, bisa heboh. Satu industri itu identik dengan beberapa ribu rumah tangga,” jelasnya.

Selain itu, Sekretaris Perusahaan PGN Rachmat Hutama menambahkan, pihaknya juga memanfaatkan stok gas di jaringan pipa yang ada. Kemudian, pihaknya juga telah menyampaikan surat kepada PT Pertamina Hulu Energi dan PT Pertamina EP untuk menambah pasokan gasnya. PGN akan berupaya semaksimal mungkin untuk mengurangi dampak pengurangan pasokan gas dari Blok North Sumatera Offshore dan North Sumatera Block B.

“Sehingga penyaluran gas kepelanggan masih dapat dioptimalkan dengan tetap menyesuaikan kondisi keamanan jaringan pipa,” kata dia

Pertamina and PGN & Friction at Bontang



Pertamina refused PGN to be the seller of uncommitted cargo LNG Bontang

Fierce friction is occurring between PT Pertamina and PT Perusahaan Gas Negara Tbk (PGN) on the sale of government gas. The story is like this. The government through the Upstream Oil and Gas Special Unit (SKK Migas) appointed PGN to sell uncommitted cargo at Bontang's liquified natural gas (LNG) refinery from the Sanga-Sanga Block. Saka Energi Indonesia subsidiary of PGN owns 26.25% of the shares of this block.

The appointment took place on December 4, 2017 through Decree No. KEP-0103 / SKKMA0000 / 2017 / S2 on Appointment of LNG Sales of State Section, signed by Head of SKK Migas Amien Sunaryadi. In points letter of appointment of uncommitted cargo sale of LNG Bontang to PGN to provide state revenue until expiry of Sanga-Sanga area cooperation contract period 2018.

Referring to the minutes of the meeting between SKK Migas, PT Pertamina, PGN and Vico Indonesia dated November 20, 2017 on the sale of uncommitted cargo of LNG. And, continued on November 22, 2017 on the LNG sales strategy.

KONTAN sources said, after the appointment of PGN, Joint Management Group (JMG) confirmed, did not approve the delivery of LNG cargo from Bontang. JMG is the regulator of LNG cargo delivery from Bontang.

In Bontang also, JMG manages the production, commercial and financial planning of the Natural Gas Liquefaction Badak, the largest liquefied natural gas processing company in Indonesia.

"SKK Migas tries to position the rhinoceros and JMG is independent, but Pertamina denied that JMG is one unit and the extension of Pertamina's hand," explained the source of KONTAN.

One member of JMG is Pertamina. JMG's duties include arranging the LNG cargo delivery schedule from Bontang. So later, when PGN designated as seller of uncommitted cargo of this LNG, must get approval of JMG.

Pertamina also asked to be appointed as a joint seller to become an uncommitted LNG seller. Thus, PGN is only as marketing and Pertamina will process. However, SKK Migas objected if there were two parties appointed to sell the same goods.

"PGN still asks for coordination and collaboration, but Pertamina still says it is difficult and will not start," continued the source.

Meanwhile, when met at the Ministry of Energy and Mineral Resources to be confirmed the matter, PGN President Director Jobi Triananda reluctant to comment anything. Until this news go to print, Pertamina also has not given explanation to KONTAN.

Concerning Pertamina's disagreements, the ego does not matter. He said, Pertamina will also agree with the formation of holding BUMN Migas. According to Ego, Pertamina must be open and also require counterparty.

"The only disagreement is that old JMGs, all of us want to be as transparent as possible and healthy, all can contribute to the country's income as well as possible," he said.

Pertamina menolak PGN menjadi penjual uncommitted cargo LNG Bontang

Gesekan sengit sedang terjadi antara PT Pertamina dan PT Perusahaan Gas Negara Tbk (PGN) ihwal penjualan gas bagian pemerintah. Ceritanya begini. Pemerintah melalui Satuan Kerja Khusus Hulu Minyak dan Gas Bumi (SKK Migas) menunjuk PGN menjual uncommitted cargo (cadangan gas yang belum belum terserap) di kilang liquified natural gas (LNG) Bontang dari Blok Sanga-Sanga. Saka Energi Indonesia anak usaha PGN memiliki 26,25% saham blok ini.

Penunjukan itu terjadi pada 4 Desember 2017 melalui Surat Keputusan (SK) No KEP-0103/SKKMA0000/2017/S2 tentang Penunjukan Penjualan LNG Bagian Negara, yang ditandatangani Kepala SKK Migas Amien Sunaryadi. 

    Dalam poin surat penunjukkan penjualan uncommitted cargo LNG Bontang kepada PGN untuk memberi pendapatan negara sampai berakhirnya batas waktu kontrak kerjasama wilayah Sanga-Sanga tahun 2018.

Merujuk risalah rapat antara SKK Migas, PT Pertamina, PGN, dan Vico Indonesia tanggal 20 November 2017 tentang rencana penjualan uncommitted cargo LNG. Dan, dilanjut tanggal 22 November 2017 tentang strategi penjualan LNG tersebut.

     Sumber KONTAN mengatakan, usai penunjukan PGN ini, Joint Management Group (JMG) menegaskan, tidak menyetujui pengiriman kargo LNG dari Bontang. JMG adalah pengatur jadwal pengiriman kargo LNG dari Bontang.

Di Bontang juga, JMG mengelola produksi, komersial dan perencanaan keuangan Badak Natural Gas Liquefaction, yakni perusahaan pengolah gas alam cair terbesar di Indonesia. 

"SKK Migas mencoba memposisikan Badak dan JMG adalah independen. Tapi, Pertamina membantah, JMG itu satu kesatuan dan kepanjangan tangan Pertamina," terang sumber KONTAN itu.

Salah satu anggota JMG adalah Pertamina. Tugas JMG ini antara lain sebagai pengatur jadwal pengiriman kargo LNG dari Bontang. Jadi nantinya, ketika PGN yang ditunjuk sebagai penjual uncommitted cargo LNG ini, harus mendapat persetujuan JMG.

Pertamina juga minta ditunjuk menjadi joint seller untuk menjadi penjual uncommitted LNG. Sehingga, PGN hanya sebagai marketing dan Pertamina yang akan memproses. Tapi, SKK Migas keberatan jika ada dua pihak yang ditunjuk untuk menjual barang yang sama. 

"PGN tetap minta koordinasi dan kolaborasi. Tapi Pertamina masih bilang itu sulit dan tidak akan bisa dimulai," lanjut sumber tadi. 

Sementara saat ditemui di Kementerian ESDM untuk dikonfirmasi soal tersebut, Direktur Utama PGN Jobi Triananda enggan berkomentar apa-apa. Sampai berita ini naik cetak, Pertamina juga belum memberi penjelasan kepada KONTAN.

Pelaksana Tugas (Plt) Direktur Jenderal Migas (Dirjen Migas) Kementerian ESDM yang kini menjabat Sekjen Kementerian ESDM Ego Syahrial membenarkan pemerintah telah menunjuk PGN sebagai penjual uncommitted cargo LNG Bontang sejak surat itu diturunkan oleh SKK Migas 

"Siapapun, selama bisa menghasilkan buat negara, kami kasih kesempatan. PGN Salah satu yang berkecimpung di bidang ini," terangnya kepada KONTAN, di Kantor Kementerian ESDM, Jumat (7/12).

Perihal ketidak sepakatan Pertamina, Ego tidak mempermasalahkan. Ia bilang, nantinya juga Pertamina akan sepakat dengan terbentuknya holding BUMN Migas. Menurut Ego, Pertamina sudah harus terbuka dan juga memerlukan counterparty. 

"Yang tidak sepakat hanya pola-pola lama. Tidak ada lagi itu JMG, semua ingin kita menjadi setransparan mungkin dan sehat. Semua bisa berkontribusi terhadap pendapatan negara sebaik-baiknya," tegasnya.

As known, Pertamina gets eight blocks of terminating oil and gas blocks that are expired this year and next year, but Pertamina is only interested in six oil and gas blocks to be managed.

The Attaka Block contract expires on March 31, 2017 and East Kalimantan ends October 24, 2018. Lelang Blok Attaka dan East Kalimantan Awal Tahun 2018


Kementerian ESDM siap melelang blok terminasi yang tidak diminati oleh PT Pertamina. Salah satunya Blok Attaka, sebelumnya dikelola Inpex Corp dan Blok East Kalimantan, dikelola Chevron. Seperti diketahui Pertamina mendapatkan delapan blok migas terminasi atau blok yang habis kontrak tahun ini dan tahun depan, tapi Pertamina hanya berminat kepada enam blok migas untuk dikelola.

Kontrak Blok Attaka berakhir 31 Maret 2017 dan East Kalimantan berakhir 24 Oktober 2018. Produksi Attaka sebesar 4.900 barel setara minyak per hari, sementara East Kalimantan sebesar 36.500 barel setara minyak per hari. Sekjen Kementerian ESDM Ego Syahrial mengatakan, pemerintah sedang menyiapkan dokumen lelang. 

"Attaka mungkin dilelang awal Januari 2018,"ujarnya.

Pemerintah juga menyiapkan syarat khusus peserta lelang. Di antaranya memiliki kemampuan finansial dan teknologi mumpuni. Pemerintah berharap pemenang lelang bisa menaikkan produksi, karena pemerintah berkomitmen menjaga produksi migas agar tidak menurun.

Sementara Blok East Kalimantan yang sebelunmya dikelola Chevron juga yang akan dilelang oleh pemerintah. Lelang itu setelah Pertamina menilai kedua proyek migas tersebut sudah tidak ekonomis untuk dikembangkan. Pertamina hanya akan melanjutkan pengelolaan enam blok terminasi di 2018. Yakni Blok Sanga-Sanga, Blok Tuban, Blok B/NSO, Blok South East Sumatra, Blok Tengah, dan Blok Ogan Komering.

PGN Became Seller of Sanga-Sanga LNG Block



The government appointed PT Perusahaan Gas Negara Tbk. became a seller of liquefied natural gas produced from the Badak Refinery and gas coming from the Sanga-Sanga Block.

Acting Director General of Oil and Gas Directorate General of ESDM Ego Syahrial said that his side has opened up opportunities for gas issuers coded PGAS shares to sell liquefied natural gas / LNG that is part of the country.

In the oil and gas block contract, the government gets the revenue share from the block, both in the form of oil and gas. Special Unit for Upstream Oil and Gas Business Activities (SKK Migas) has stipulated Decision Letter of Assignment of LNG Sales of State to PGN. The letter dated December 4, 2017 was signed by Head of SKK Migas Amien Sunaryadi which includes eleven points.

The decision was made to respond to the appeal letter as the seller of the state part of the LNG sale that PGN sent on October 30, 2017. After the letter, SKK Migas, PT Pertamina PGAS, and VICO Indonesia Company as operator of the Sanga-Sanga Block held a sales meeting cargo that has not been absorbed from Bontang LNG Plant, especially those that get supplies from the Sanga-Sanga Block.

Then, on November 22, 2017, has also delivered the strategy of selling the cargo that has not been absorbed. In Decree No. KEP0103 / SKKMA0000 / 2017 / S2, several important points are defined. First, PGN will sell unapplied cargoes for the 2018 period.

Secondly, PGN can initiate negotiations with potential LNG buyers and coordinate with SKK Migas. Third, undertake a number of basic tasks as an LNG seller, among them proposing negotiation materials and preparing document of agreement of heads of agreement (HOA) and gas sale and purchase agreement (PJBG).

Fourth, the LNG seller's period is valid until the Sanga-Sanga Block contract expires in 2018. Fifth, the LNG seller is responsible for covering all costs and / or responsibilities incurred and payment in advance. Such costs and responsibilities will be treated as a refundable operating expense. Sixth, the sale of LNG parts of the country, LNG sellers do not get rewarded from every cargo sold.

Previously, Pertamina was appointed as the LNG seller of the state. However, Ego said, it did not close the opportunity for other companies.

PGN Menjadi Penjual LNG Blok Sanga-Sanga


Pemerintah menunjuk PT Perusahaan Gas Negara Tbk. menjadi penjual gas alam cair yang dihasilkan dari Kilang Badak dan gas yang berasal dari Blok Sanga-Sanga.

Pelaksana Tugas Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM Ego Syahrial mengatakan bahwa pihaknya selama ini membuka peluang kepada emiten gas berkode saham PGAS itu untuk menjual gas alam cair/LNG yang menjadi bagian negara.

Dalam kontrak blok migas, pemerintah mendapatkan bagi hasil dari blok tersebut baik berbentuk minyak maupun gas bumi. Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) telah menetapkan Surat keputusan penugasan penjualan LNG bagian negara kepada PGN. Surat teranggal 4 Desember 2017 itu ditandatangani Kepala SKK Migas Amien Sunaryadi yang mencakup sebelas poin.

Keputusan tersebut dibuat untuk merespons surat permohonan penunjukkan sebagai penjual bagian negara terhadap penjualan LNG yang dikirimkan PGN pada 30 Oktober 2017. Setelah pengiriman surat itu, SKK Migas, PT Pertamina PGAS, dan VICO Indonesia Company sebagai operator Blok Sanga-Sanga, mengadakan rapat tentang penjualan kargo yang belum terserap dari Kilang LNG Bontang, khususnya yang mendapat pasokan dari Blok Sanga-Sanga.

Kemudian, pada 22 November 2017, telah disampaikan pula strategi penjualan kargo yang belum terserap tersebut. Dalam Surat Keputusan Nomor: KEP0103/ SKKMA0000/2017/S2, ditetapkan beberapa poin penting. Pertama, PGN akan menjual kargo yang belum terserap untuk periode 2018.

Kedua, PGN bisa memulai pelaksanaan perundingan dengan para calon pembeli LNG dan berkoordinasi dengan SKK Migas. Ketiga, melakukan sejumlah tugas pokok sebagai penjual LNG di antaranya mengajukan materi perundingan dan menyiapkan dokumen kesepakatan heads of agreement (HOA) dan perjanjian jual beli gas (PJBG).

Keempat, periode penjual LNG berlaku sampai kontrak Blok Sanga-Sanga berakhir pada 2018. Kelima, penjual LNG bertanggung jawab menanggung seluruh biaya dan atau tanggung jawab yang timbul dan pembayaran terlebih dahulu. Biaya dan tanggung jawab tersebut nantinya diperlakukan sebagai biaya operasi  yang dapat dikembalikan. Keenam, atas penjualan LNG bagian negara, penjual LNG tidak mendapatkan imbalan dari setiap kargo yang terjual.

Sebelumnya, Pertamina ditunjuk sebagai penjual LNG bagian negara. Namun, Ego menyebut, pihaknya tidak menutup kesempatan bagi perusahaan Iainnya.

“Siapa pun selama ini bisa memberikan penghasilan yang terbaik buat negara, kita sangat terbuka. PGN salah satu di bidang ini, kita beri kesempatan,” ujarnya.

Ego menyebut bahwa pihaknya mendorong adanya kompetisi yang sehat di antara badan usaha agar bisa berkontribusi bagi pemasukan negara. Menurutnya, ketentuan-ktentuan dalam Joint Management Group (JMG) akan diperbaiki.

JMG merupakan wadah bagi para pemegang saham partisipasi blok migas yang memasok gas ke Kilang LNG Bontang. JMG dibentuk untuk mengkoordinasikan operasi setelah pengiriman gas. Selain itu, untuk mengawasi aliran dana antara pembeli, pengangkut gas, pemberi pinjaman otoritas pajak, dan operator kilang.

“Itu mekanisme prosedur saja, nanti kita perbaiki, tapi intinya no problem. Kita membolehkan," katanya.

Berdasarkan data SKK Migas, produksi gas dari Blok Sanga-Sanga pada kuartal III/2017 sebanyak 40.572 barel setara minyak per hari (barel oil equivalent per day/boepd). Saat ini, Blok Sanga-Sanga dioperasikan oleh Vico Indonesia yang merupakan perusahaan patungan antara Eni (perusahaan migas asal Italia) dan Saka Energi Indonesia (anak usaha PGN).

Sementara itu, terkait dengan pengelolaan Blok Sanga-Sanga setelah 2018, Direktur Pembinaan Usaha Hulu Minyak dan Gas Bumi Kementerian ESDM Tunggal mengatakan, pihaknya telah meminta kepada VICO untuk menyampaikan proposal final pengelolaan Blok Sanga-Sanga pada kontrak baru.

Adapun, proposal final akan berisi tawaran dan VICO agar bisa mendapat hak kelola di Blok Sanga-Sanga. Tawaran tersebut termasuk komitmen yang dituliskan dalam syarat dan ketentuan pada kontrak kerja sama baru. Pada awal 2017, pemerintah telah menugaskan Pertamina untuk mengelola delapan blok yang habis masa kontraknya.

Harga minyak mentah di perdagangan dunia berpotensi mengalami kenaikan seiring dengan meningkatnya permintaan komoditas tersebut dari China.

China menjadi konsumen minyak mentah yang berkontribusi terhadap outlook global serta mendukung kelancaran kesepakatan Organzation of Petroleum Exporting Countries (OPEC), yang berupaya mendorong harga dengan mengurangi produksi oleh negara penghasil.

Pada penutupan perdagangan Jumat (8/12), harga minyak West Texas Intermediate (WTI) naik 0,67 poin atau 1,18% menjadi US$ 57,36 per barel di New York Merchantile Exchange. Fitch’s BMI Research mengungkapkan bahwa China mau tidak mau menjadi konsumen yang tergantung khususnya terkait kebutuhan minyak mentah melalui
impor, menyusul penurunan produksi dan beberapa ladang minyak di negaranya

Sepanjang tahun, produksi minyak mentah Negeri Panda telah menurun hingga 8%. Penyusutan produksi paling signifikan sejak 2016. Apalagi, pemerintah setempat enggan mengeluarkan biaya banyak untuk mengeksplorasi sumur-sumur minyak tua.

Perusahaan investasi global di AS, Jefferies, meramalkan pada 2018 permintaan minyak mentah dunia tumbuh mencapai 1,5 juta bpd yang didorong oleh hampir 10% pertumbuhan permintaan dari China. 

“Secara umum, permintaan di pasar terlihat Iebih sehat," kata Tamas Varga, analis PVM Oil Associates.

Varga mengatakan, adanya ancaman pemogokan pekerja dari perserikatan buruh di Nigeria selaku eksportir minyak terbesar di Afrika pada akhir November lalu, juga menjadi sentimen yang mempengaruhi harga minyak mentah global.

Serikat buruh mengumumkan bakal melakukan aksi mogok kembali pada 18 Desember 2017, setelah ada ancaman pemecatan massal terhadap pada pekerja yang tergabung dalam serikat pekerja tersebut, semenjak ancaman pemogokan itu, harga minyak mampu menguat hampir 2% menjadi US$ 62,20 per barel pada Jumat (8/12) lalu.

“Terjadinya shalt-covering di pasar bersamaan dengan ancaman pemogokan oleh serikat buruh minyak Nigeria yang telah memberikan beberapa dukungan terhadap harga minyak," kata Abhishek Kumar, Senior Energy Analyst di Interfax Energy Global Gas Analytics di London. 

Alhasil, permintaan dari China disertai kejadian rencana pemogokan di Nigeria tersebut menjadi landasan kebijakan dalam upaya perpanjangan pemangkasan produksi hingga akhir 2018 oleh OPEC dan negara-negara produsen non-OPEC yang dipimpin Rusia.

Sejauh ini, pemangkasan produksi itu telah mendorong harga minyak terdongkrak selama periode Juni dan Oktober dengan minyak Brent memperoleh peningkatan sekitar 40%.

“Bahkan jika pasar tidak memperkirakan bullish, OPEC dan Rusia telah mengambil risiko ke sisi negatifnya," kata Bjarna Schieldrop, analis komoditas utama di SEB Bank. Schieldrop menduga harga minyak Brent tidak akan mungkin turun ke bawah level US$61,00 per barel.

Di samping pertumbuhan harga yang terus meningkat, OPEC tetap mengkhawatirkan produksi minyak serpih dari AS. Pasalnya, data pekan lalu menunjukkan bahwa produksi minyak mentah AS telah meningkat 25.000 bpd menjadi 9,7 juta bpd pada minggu pertama Desember dan merupakan produksi tertinggi sejak 1970-an serta mendekati tingkat produksi Rusia dan Arab Saudi.

Perusahaan jasa energi General Electric Co Baker Hughes dalam laporan terbarunya mengatakan pihaknya menambahkan dua rig di sumur minyak pada pekan lalu, sehingga jumlah totalnya menjadi 751 rig, tingkat tertinggi sejak September.

Penambahan rig itu ikut mendorong volume produksi minyak di wilayah setempat, sekaligus memperlebar pasar dan menjaga keseimbangan harga. Tariq Zahir, Manajer Keuangan di Tyche Capital Advisors LLC yang berbasis di New York mengatakan jumlah rig minyak yang terus bertambah hingga akhir tahun ini, kemungkinan besar berisiko menurunkan harga minyak global pada kuartal I/2018.
