PGN Became Seller of Sanga-Sanga LNG Block

The government appointed PT Perusahaan Gas Negara Tbk. became a seller of liquefied natural gas produced from the Badak Refinery and gas coming from the Sanga-Sanga Block.

Acting Director General of Oil and Gas Directorate General of ESDM Ego Syahrial said that his side has opened up opportunities for gas issuers coded PGAS shares to sell liquefied natural gas / LNG that is part of the country.

In the oil and gas block contract, the government gets the revenue share from the block, both in the form of oil and gas. Special Unit for Upstream Oil and Gas Business Activities (SKK Migas) has stipulated Decision Letter of Assignment of LNG Sales of State to PGN. The letter dated December 4, 2017 was signed by Head of SKK Migas Amien Sunaryadi which includes eleven points.

The decision was made to respond to the appeal letter as the seller of the state part of the LNG sale that PGN sent on October 30, 2017. After the letter, SKK Migas, PT Pertamina PGAS, and VICO Indonesia Company as operator of the Sanga-Sanga Block held a sales meeting cargo that has not been absorbed from Bontang LNG Plant, especially those that get supplies from the Sanga-Sanga Block.

Then, on November 22, 2017, has also delivered the strategy of selling the cargo that has not been absorbed. In Decree No. KEP0103 / SKKMA0000 / 2017 / S2, several important points are defined. First, PGN will sell unapplied cargoes for the 2018 period.

Secondly, PGN can initiate negotiations with potential LNG buyers and coordinate with SKK Migas. Third, undertake a number of basic tasks as an LNG seller, among them proposing negotiation materials and preparing document of agreement of heads of agreement (HOA) and gas sale and purchase agreement (PJBG).

Fourth, the LNG seller's period is valid until the Sanga-Sanga Block contract expires in 2018. Fifth, the LNG seller is responsible for covering all costs and / or responsibilities incurred and payment in advance. Such costs and responsibilities will be treated as a refundable operating expense. Sixth, the sale of LNG parts of the country, LNG sellers do not get rewarded from every cargo sold.

Previously, Pertamina was appointed as the LNG seller of the state. However, Ego said, it did not close the opportunity for other companies.

"Whoever has been able to provide the best income for the country, we are very open. PGN one in this field, we give the opportunity, "he said.

Ego said that it encourages healthy competition among business entities in order to contribute to the country's revenue. According to him, the provisions in the joint management group (JMG) will be fixed.

JMG is a container for shareholders of oil and gas block participation that supplies gas to Bontang LNG Plant. JMG was formed to coordinate operations after gas delivery. In addition, to oversee the flow of funds between buyers, gas carriers, lenders tax authorities, and refinery operators.

"That's the only procedure mechanism, we'll fix it, but the point is no problem. We allow, "he said.

Based on data from SKK Migas, gas production from Sanga-Sanga Block in the third quarter / 2017 was 40,572 barrel oil equivalent per day / boepd. Currently, the Sanga-Sanga Block is operated by Vico Indonesia which is a company a joint venture between Eni (Italian oil and gas company) and Saka Energi Indonesia (a subsidiary of PGN).

Meanwhile, related to the management of the Sanga-Sanga Block after 2018, Director of Upstream Oil and Gas Upstream Development of the Ministry of ESDM Tunggal said it has asked VICO to submit a final proposal for the management Sanga-Sanga Block on a new contract.

As for the final proposal will contain the bid and VICO in order to get the right to manage in the Sanga-Sanga Block. The offer includes commitments set forth in the terms and conditions of the new cooperation contract. In early 2017, the government has assigned Pertamina to manage eight expired blocks of its contracts.

PGN Menjadi Penjual LNG Blok Sanga-Sanga

“Itu mekanisme prosedur saja, nanti kita perbaiki, tapi intinya no problem. Kita membolehkan," katanya.

Chinese Import Rise, Price Rises

Crude oil prices in world trade have the potential to rise along with rising demand for these commodities from China.

China is a consumer of crude oil that contributes to the global outlook and supports the smooth agreement of the Organization of Petroleum Exporting Countries (OPEC), which seeks to push prices by reducing production by producing countries.

At the close of trading on Friday (8/12), West Texas Intermediate (WTI) oil prices rose 0.67 points or 1.18% to US $ 57.36 per barrel on the New York Merchantile Exchange. Brent oil also gained 1.20 points, or 1.93 percent, to $ 63.40 a barrel on the London-based ICE Future Europe exchange.

Quoted by Bloomberg, crude oil prices have grown higher than previously thought. the article. demand from China is high enough to indicate stronger demand in the world's second-largest economy.

Data show China's crude oil imports rose to 37 million tonnes per day (bpd) year-to-date. Starting from last year's shipments rose 12% to 386 million tons, while exports of processed oil jumped 85% month on month (mom) to 3.25 million tons.

Crude shipments to the Bamboo Curtain country rebounded from a one-year low close to an all-time high. John Kilduff, a partner at Again Capital LLC in New York, said futures traders were warmly discussing a surge in crude oil imports to China last November.

"Clearly there is strong demand from China," Kilduff said.

John Macaluso, an analyst at Tyche Capital Advisor, said the growth in Chinese oil import volume did not come from Saudi Arabia but from Iran, Russia and the United States.

"We are seeing a surge in demand from China," Macaluso said, adding that the growing demand for imports pushed China to surpass the United States as the world's biggest crude oil importer this year.Fitch's BMI Research reveals that China is inevitably a dependent consumer especially related to the need of crude oil through imports, following production declines and some oil fields in the country

Throughout the year, Panda State crude production has declined by 8%. The most significant production depreciation since 2016. Moreover, local governments are reluctant to spend much to explore old oil wells.

Jefferies, a global investment company in the United States, predicted that by 2018 the world's crude oil demand will grow to 1.5 million bpd driven by nearly 10% growth in demand from China.

"In general, demand in the market looks healthier," said Tamas Varga, PVM Oil Associates analyst.

Varga said the threat of workers' strikes from labor unions in Nigeria as Africa's biggest oil exporter by the end of November was also a sentiment affecting global crude prices.

The union announced it would strike back on December 18, 2017, after the threat of mass dismissal of the unionized workers, since the threat of the strike, oil prices could rise nearly 2% to $ 62.20 a barrel on Friday (8/12) ago.

"The occurrence of shalt-covering on the market coincides with the threat of a strike by the Nigerian oil union that has given some support to oil prices," said Abhishek Kumar, Senior Energy Analyst at Interfax Energy Global Gas Analytics in London.

As a result, demand from China accompanied by the strike incident in Nigeria is the basis of policy in an effort to extend production cuts until the end of 2018 by OPEC and non-OPEC producing countries led by Russia.

So far, production cuts have pushed up crude oil prices during the June and October periods with Brent oil gaining about 40%.

"Even if the market does not expect bullish, OPEC and Russia have taken a risk to the downside," said Bjarna Schieldrop, principal commodities analyst at SEB Bank.Shieldrop suspect Brent oil prices will not likely fall below the level of US $ 61.00 per barrel.

Despite growing prices, OPEC remains concerned about shale oil production from the US. The data last week showed that US crude oil production had risen 25,000 bpd to 9.7 million bpd in the first week of December and was the highest production since the 1970s and close to the level of production of Russia and Saudi Arabia.

Energy services company General Electric Co Baker Hughes said in a new report that it added two rigs at an oil well last week, bringing the total to 751 rigs, the highest level since September.

Energy services company General Electric Co Baker Hughes said in a new report that it added two rigs at an oil well last week, bringing the total to 751 rigs, the highest level since September.

The addition of the rig helped boost the volume of oil production in the local area, as well as widen the market and maintain the price balance. Tariq Zahir, Financial Manager at New York-based Tyche Capital Advisors LLC, said the increasing number of oil rigs by the end of the year is likely to risk lowering global oil prices in the first quarter of 2018.

lmpor China Naik, Harga Terangkat

Terhitung sejak tahun lalu pengiriman mengalami kenaikan 12% menjadi 386 juta ton, sementara ekspor minyak olahan melonjak 85% month on month (mom) menjadi 3,25 juta ton.

tertinggi sepanjang masa.

Penyusutan produksi paling signifikan sejak 2016.

When the Balikpapan Entrepreneur Saves Hope

The expansion project of Pertamina Refinery Unit (RU) V Balikpapan, East Kalimantan, which was launched earlier this year, apparently made local businessmen anxious

So far, Breaking ground preparation has been done but until now, none of the local companies have been given the opportunity to compete as contractors in the mega project. This project lasted 2 years with a value of US $ 5 billion or around Rp 65 trillion.

"No single local company has been involved in the project," said Chief of Chamber of Commerce and Industry (CCI/Kadin) Balikpapan Kisser Arafat.

He seemed pessimistic that the mega project would be able to absorb the entrepreneurs and local workers as previously hailed by the central government.

"It's possible that a national company, or another company outside Balikpapan who will work on it entirely, we just become spectators or just become subcontractors." he continued.

Yasser rate with a minimal role, certainly difficult for a company to produce a significant effect on the region. Yaser gives an illustration, if only 5% of the value of the project involves a local company as a contractor, the impact can already be felt. That is, from Rp 60 trillion then at least there is a chance of Rp 3 trillion can spin within the region.

However, with time, Yasser said, every effort will be made to fight for the fate of local businessmen and workers who want to contribute positively to the construction of the 360,000 barrel refinery. Hearing or Hearing Meeting (RDP) with Commission VII of the House of Representatives of the Republic of Indonesia in charge of the field of mineral energy is included in the nearest agenda of Kadin Balikpapan.

"I've had this communication with Mr. Ihwan Datu Adam [member of DPR Rl from East Kalimantan], and he will welcome us."

The Kadin team plan will do a hearing to the House of Representatives in the near future, said the leader of Anugrah Group. Yasser sees that the competence of local businessmen and workers is no less competitive than those from outside the region.

According to him, if it is not prepared for human resources or the company, it would be self-conscious not to take part in a project that is expected to absorb about 25,000 more labor.

Kadin Balikpapan, he called, actively invited the participation of 50 entrepreneurs through various programs to increase competence, one of them through gathering.

"So that in time the RDMP [Refinery Development Masterplan Program] is running, we are ready to participate. Very regrettable, for example, if you have to bring 1000 welders from outside Balikpapan. "

Please note in the RDMP project in Balikpapan, Pertamina has established PT Wijaya Karya (WIKA) as the executor, and state-owned banks as a source of working capital financing.

As is known, the expansion project of the Pertamina refinery in Balikpapan consists of two stages, each targeted to be completed in 2019 and 2021. Faster 22 months than previously targeted.

CAPACITY

The capacity of the oil processing infrastructure is targeted to increase from 260,000 to 360,000 barrels per day. In addition to capacity, fuel products from the refinery will also be upgraded to emissions standards. From the original still Euro 2 to Euro 5. 5% of the value of the project, said Yasser will have a significant impact on Balikpapan economy.

"The value even exceeds APBD this year," he explained.

In addition to the House of Representatives, he claimed to have addressed this issue to the municipal government of Balikpapan and the House of East Kalimantan. Both, Yasser said, have the same commitment to engaging local firms in the project. Without such efforts, Pertamina's RDMP will not have a significant effect on the economy. Even with refinery operations later on.

Meanwhile, Minister of Energy and Mineral Resources (ESDM), Jonan Ignatius on the sidelines of the inauguration of the Jangkrik Field gas production facility in Handil Baru. Regional Kutai Kartanegara, previously confirmed, next month, Pertamina RDMP in Balikpapan must have entered the stage of groundbreaking. According to him, this megaproject is a commitment of the central government.

The ESDM Ministry has been written to President Joko Widodo in order to directly review the projects that are also implemented in some other areas.

The project's RDMP Project Coordinator Imam Sunarto recently confirmed that the construction process in the RDMP plant development plan will begin early next year. The company is currently preparing land for development.

Opportunities Total E & P-Inpek Gets 39% Shares of Mahakam Block

ESDM Ministry approves Pertamina's application to release 39% of Mahakam block shares

Mail replies between businessmen and government are normal. But perhaps, the letter on the table of the Ministry of Energy and Mineral Resources (ESDM) the most mounting. One is about the Mahakam Block. Currently, the Secretary General of the Ministry of Energy and Mineral Resources is making a reply to PT Pertamina.

The government's reply letter contains the blessing on Pertamina's request for permission to release Mahakam Block shares up to a maximum of 39%. The release of the letter later, as well as revise the previous letter in the form of 30% Participating Interest (PI) participation rights for Total E & P Indonesie and Inpex Corporation that came out in the ESDM Minister Sudirman Said's era. The change of direction of the wind was not long ago.

"Yes revision, Pertamina who filed, the government made the letter up to 39%, it was last night," explained Deputy Minister of Energy and Mineral Resources Arcandra Tahar When met at the Ministry of Energy and Mineral Resources, Jakarta, Thursday (7/12).

Although Total E & P and Inpex have the opportunity to re-take part in the management of the Mahakam, the government ensures control remains in Pertamina. The government-owned company acts as an operator.

However, none of Pertamina's management contacted confirmed the news of the application for permission to divest the 39% Mahakam Block to the Ministry of ESDM. The day before this news, Pertamina insisted never sent the letter to the Ministry of Energy and Mineral Resources. (KONTAN, December 7, 2017)

Pertamina's response came out of Pertamina's Investment and Risk Management Director, Gigih Prakoso. Instead of providing certainty, he explains if the asset valuation valuation of the Mahakam Block is over. The next step, Pertamina, Total E & P and Inpex just match the value of the valuation.

"Next week we'll meet again to match the numbers," said Gigih

Be a precedent

Harry Poernomo, Member of Commission VII of the House of Representatives (DPR) of the Republic of Indonesia considers, re-entry of Total E & P and Inpex need not cause any worries. Therefore, the acquisition is a waiar action in the oil and gas industry. In fact, in that condition. Pertamina benefits because it can share the risk. The strategy to share those risks has been underway in the management of the previous Mahakam Block.

Total E & P releases 50% of Mahakam shares to Inpex. Meanwhile, Gajah Mada University Economic and Energy Observer Fahmy Radhi is of the opinion that business to business (B2B) Pertamina must maintain maximum 30% share disbursement to Total E & P and Inpex and must serve as operator.

Mahakam Block disbursement permit application up to 39% precisely signifies Pertamina not confident. If so, the actions of Pertamina are not the same as the realtor of the Mahakam block sale. Pertamina's action could be a precedent. Initially Sudirman Said gave 100% PI rights to Pertamina and now 39% of them are for Total E & P.

"If fulfilled, with the same mode Total ask again to 51%," he said.

Peluang Total E&P-Inpek Mendapatkan 39% Saham Blok Mahakam

Kementerian ESDM merestui permohonan Pertamina melepas 39% saham Blok Mahakam

the Mahakam Block.

Currently, Total E & P lndonesie is the operator of Mahakam Block in partnership with lnpex with 50% share ownership. However, the contracts of both companies will expire on December 31, 2017. PT Pertamina takes over 100% of Mahakam block shares. However, the government still gives the opportunity to Total and Inpex to remain in Mahakam.

Deputy Minister of Energy and Mineral Resources (ESDM) Arcandra Tahar said that it is preparing a change of Decree previously issued in 2015 to increase the space for the current contractors.

"The change from 30% to 39%," he said on Wednesday (6/12).

In early 2017, Minister of EMR lagasius Jonan opened space for Total E & P lndonesie and Inpex in order to have 39% participation in the Mahakam Block. According to him, the letter is currently in the process of change in the Bureau of the Ministry of Energy and Mineral Resources.

The change in the decree, Arcandra said, refers to Pertamina's request to change the offer space for the current contractor. Thereafter, the government is drafting its letter of amendment to accommodate a reduction in the participation of Pertamina's Mahakam Block on a business basis.

Since the cooperation contract signed in 2015, Pertamina has a 100% share of participation. The new contract will be valid for 20 years starting from 1 January 2018. In addition, the signature bonuses paid to the government amount to US $ 41 million with a dynamic revenue sharing scheme.

To stimulate exploration activities in the Mahakam Block, the government has set incentives in the form of a block-based and previously ground-based development plan as well as a 17% credit investment grant.

"Pertamina is proposing [Letter for Total and Inpex ownership up to 39%]. Up to [39% samples, not necessarily 39%. "

According to Arcandra, the change points on the decree only mention about the maximum space for the contractor when the letter also does not change the position of Pertamina as an operator. However, Total E & P Indonesia and Inpex are unwilling to pick up the phone when attempting to be contacted. Pertamina will invest US $ 3.32 billion in 2018 in the upstream oil and gas sector.

Up to [sampail 39%, bukan harus 39%.”

Oil Prices Projected Stronger

The price of crude oil in 2018 is projected to be in the range of US $ 50-US $ 60 per barrel. Marjolijn Wajong, Executive Director of Indonesian Petroleum Association (IPA), said oil prices in 2018 are in the range of US $ 50-US $ 60 per barrel, but depend on the commitment of the Organization of the Petroleum Exporting Countries (OPEC) to reduce production.

Quoted from Commodity Market Outlook 2018 released Thursday (26/10), the World Bank estimates crude oil prices to reach US $ 60 per barrel in 2018 driven by rising demand and continuing OPEC production cuts.

The strengthening of oil prices is influenced by several things. First, the high demand and decrease of oil stock. Second, OPEC and non-OPEC countries commit to reducing oil production.

"Will remain at US $ 50, US $ 60," he said on Wednesday (6/12).

He assessed that the rising oil prices will not directly boost exploration activities in Indonesia. According to him, the key to attract investment both in exploration activities and oil and gas exploitation is the attractiveness of Indonesia in the eyes of investors. Investments needed to find new sources of oil and gas reserves also increase national oil and gas production,

Based on the report of Global Petroleum Survey 2017, Indonesia ranks at the bottom of investment attractiveness. Of 97 countries, Indonesia is ranked 92th along with Ecuador in 93th position. Successive Iraq, Libya, Bolivia, and Venezuela are the most avoided investors of upstream oil and gas sector.

The survey was conducted from May to July 2017 involving 333 respondents from top executives from CEOs, President Directors, and directors, managers, advisers, negotiators, consultants, geologists and economists. From the survey, it was generated that Indonesia got a score of 35.02 or down from last year's score of 45.83 at number 79.

IPA President Ronald Gunawan said that throughout 2017 the association's cooperation with the government is good enough with a number of regulatory changes. For example, Minister of Energy and Mineral Resources Regulation no. 8/2017 on Production Sharing Contracts of Gross Split Result and its revision is Ministerial Regulation no. 52/2017.

In the next year, he said, the association will increase cooperation with the government to improve the investment competitiveness through six priority points. Another achievement is the issuance of Government Regulation no. 27/2017 on amendment to Government Regulation no. 79/2010 which regulates the treatment of income tax and refundable operating expenses.

The six points consist of taxes applied in gross split share contracts. Second, cross-ministerial and institutional licensing issues. Third, the continuation of the Oil and Gas Bill process. Fourth, the formulation of upstream gas prices that can support new investment.

Fifth, the rules on implementing the advanced dewatering activities (enhanced oil recovery (EOR). Sixth, the regulation on the application of supply and shareholding of the participation of 10% oil and gas blocks to the Regional Owned Enterprises (BUMD).

Harga Minyak Diproyeksi Kian Menguat

“Akan tetap berada di US$50, US$60," ujarnya, Rabu (6/12).

Sebagai contoh, Peraturan Menteri ESDM No. 8/2017 tentang Kontrak Bagi Hasil Hasil Gross Split dan revisinya yakni Peraturan Menteri No. 52/2017.

Indonesia Freezes Membership at OPEC

The Government decided to no longer activate the membership of Indonesia in the Organization of Petroleum Exporter Countries (OPEC).

"There are several reasons, obviously the decision is still difreeze," said Deputy Minister of Energy and Mineral Resources (ESDM) Arcandra Tahar in Jakarta, Tuesday (5/12) night.

Unfortunately, Arcandra is reluctant to disclose the government's consideration to remain inactive at OPEC. He also denied that the decision was taken because Indonesia would still not cut its oil and gas production, while OPEC members are required to restrain production. The answer has been formally submitted by the Indonesian side.

"We answered a month ago, that we remain in a condition to freeze," he said.

Previously, Indonesia decided to temporarily suspend OPEC membership during the OPEC 171th Session in Vienna, Austria, November 2016. At that time, the decision was taken because the trial decided to cut crude output by 1.2 million barrels per day (bpd) outside the condensate. The trial also asked Indonesia to cut about 5% of its production, or about 37 thousand bpd.

Then, in the middle of this year, Indonesia was asked to reactivate the membership submitted by the Minister of Energy of Saudi Arabia and the United Arab Emirates. At that time, Minister of Energy and Mineral Resources, Ignasius Jonan, proposed the requirement for reactivation, ie no cuts in oil and gas production for Indonesia.

It said Arcandra's decision not to return actively at OPEC would not disrupt the procurement of crude oil through imports. Because the import of crude oil must be from OPEC member countries. Determination of import sources should be calculated on the basis of its economy.

"Oil import decisions from the commercial side, not necessarily from OPEC. As long as the price is economical and best, we can import from anywhere, "explained Arcandra.
