When appropriate to fix Gas Price



The government will immediately fix the natural gas trading system which still has not found a suitable price formula in the downstream sector to be enjoyed by the user industry at affordable prices.

High gas prices are often a dispute between the user industry and the distributor company. The Assembly of the Business Competition Supervisory Commission ruled PT Perusahaan Gas Negara Tbk. monopolistic practice by setting an excessive price for industrial gas in North Sumatra.

PGN is considered to violate Article 17 of Law Number 5/1999 on Unfair Business Competition so that it is punished to pay a fine of Rp 9.9 billion. According to the judge, due to the actions of the issuers with the PGAS stock code, business actors in North Sumatra bear the high cost of expenditure.

The Commission Assembly also recommends to the Minister of Energy and Mineral Resources (ESDM) related to the regulation of national natural gas energy. The ESDM Ministry is requested to harmonize the regulation concerning the price of natural gas through pipes for general users.

The government responded with readiness to regulate the price of natural gas from upstream to downstream so that the price at the consumer level can be more competitive.

Head of Oil and Gas Downstream Regulatory Agency (BPH Migas) Fanshurullah Asa said it was revising the Regulation of the Minister of Energy and Mineral Resources No. 19/2009 on Natural Gas Business Activities through Pipelines. The revised rule will govern the mechanism of pricing of gas to consumers.

"The government not only regulates the selling price of gas at the upstream level but also at the downstream level as well," he said, Tuesday (14/11).

So far, the Government has issued Presidential Regulation No. 40/2016 on Natural Gas Price, so as not to be higher than US $ 6 per MMBtu for seven priority industry sectors namely fertilizer, petrochemical, oleochemical, steel, ceramics, glass, and rubber gloves.

Even for North Sumatra, there has been Ministerial Decree No. 434 K / 12 / MEM / 2017 on February 13, 2017- on Natural Gas Price for Industries in Medan and surrounding areas.

As a result, gas prices in North Sumatra dropped from US $ 13.86 per MMBtu to US $ 12.22 per MMBtu and last became US $ 9.95 per MMBtu. However, for business actors, it is still far from the previous price of US $ 8.7 per MMBtu. For comparison, the current price of gas in West Java is US $ 9.2 per MMBtu, and East Java US $ 8.2 MMBtu.

RENTAL RATES

BPH Migas will also regulate the construction of gas pipelines so that the investments issued by business entities will be more efficient. The arrangement of the gas pipeline project is aimed to make the gas pipeline rental rate cheaper so that the gas price at the consumer level can decrease.

Gas Committee member of BPH Migas Jugi Prajugio said that the possibility of KPPU is a clause in the contract of sale and purchase of gas.

"More towards the content of PJBG [gas purchase agreement]" which is questioned by KPPU, this must be checked again, "he said.

PGAS's Legal Counsel Yahdy Salampessy said the verdict of the judges has not been supported by the expert opinion of a comprehensive expert. Thus, he considered the verdict dropped not reflect the facts on the ground. The Corporate Secretary of PGAS Rachmat Hutama said it would first study the outcome of the decision.

"Obviously we respect that decision. The next step is yet to be decided, "he said Wednesday (15/11).

KPPU's verdict does not seem to have a major impact on the performance of PGAS stocks which at the close of trading on the Indonesia Stock Exchange on Tuesday (14/11) actually rose 3.11% to Rp 1.825 level.

PT Danareksa Securities analyst Lucky Bayu Pumomo said the case of gas prices in North Sumatra is a minor issue and has no impact on PGAS shares.

Meanwhile, Chairman of the Association of Indonesian Entrepreneurs (Apindo) North Sumatra Parlindungan Purba appreciate the decision of the Commission Assembly. Parlindungan Purba who is also the Chairman of Committee II of the Regional Leadership Council of the Republic of Indonesia (DPR RI) is optimistic that the decline in industrial gas prices in North Sumatra can push the wheels of the community economy and industrial productivity, for example in the Special Economic Zone (SEZ) Sei Mangkei.

Secretary General of the Ministry of Industry Haris Munandar said that the current gas supply in North Sumatra has not met the needs of the industry, so it has to take it from other remote areas such as Lampung.

Saat Tepat Membenahi Harga Gas


Pemerintah segera membenahi tata niaga gas bumi yang masih belum menemukan formula harga yang sesuai di sektor hilir agar dapat dinikmati oleh industri pengguna dengan harga terjangkau.

Harga gas yang masih tinggi sering menjadi sengketa antara industri pengguna dengan perusahaan distributor. Majelis Komisi Pengawas Persaingan Usaha memutuskan PT Perusahaan Gas Negara Tbk. melakukan praktik monopoli dengan menetapkan harga yang berlebihan (excessive price) untuk gas industri di Sumatra Utara.

PGN dinilai melanggar pasal 17 Undang-Undang Nomor 5/1999 tentang Persaingan Usaha Tidak Sehat sehingga dihukum membayar denda Rp 9,9 miliar. Menurut hakim, akibat tindakan emiten dengan kode saham PGAS tersebut, para pelaku usaha di Sumatera Utara menanggung biaya pengeluaran yang tinggi.

Majelis Komisi juga memberikan rekomendasi kepada Menteri Energi dan Sumber Daya Mineral (ESDM) terkait dengan pengaturan energi gas bumi nasional. Kementerian ESDM diminta untuk menyelaraskan regulasi menyangkut harga gas bumi melalui pipa untuk pengguna umum.

Pemenintah pun merespons dengan kesiapan untuk mengatur harga gas bumi dari hulu sampai hilir sehingga harga di tingkat konsumen bisa Iebih kompetitif.

Kepala Badan Pengatur Hilir Minyak dan Gas Bumi (BPH Migas) Fanshurullah Asa mengatakan pihaknya sedang merevisi Peraturan Menteri ESDM Nmor 19/2009 tentang Kegiatan Usaha Gas Bumi Melaiui Pipa. Revisi aturan itu akan mengatur tentang mekanisme penetapan harga jual gas kepada konsumen.

“Pemerintah tidak hanya mengatur harga jual gas di tingkat hulu melainkan di tingkat hilir juga,” ujarnya, Selasa (14/11).

Sejauh ini, Pemerintah telah menerbitkan Peraturan Presiden Nomor 40/2016 tentang Harga Gas Bumi, agar tidak lebih tinggi dari US$ 6 per MMBtu untuk tujuh sektor industri prioritas yaitu pupuk, petrokimia, oleokimia, baja, keramik, kaca, dan sarung tangan karet.

Bahkan untuk Sumatera Utara, telah ada Keputusan Menteri Nomor 434 K/12/MEM/2017 pada 13 Februari 2017- tentang Harga Gas Bumi untuk lndustri di Medan dan sekitarnya.

Dampaknya, harga gas di Sumatera Utara sempat turun dari US$ 13,86 per MMBtu menjadi US$ 12,22 per MMBtu dan terakhir menjadi US$ 9,95 per MMBtu. Namun, bagi pelaku usaha, itu masih jauh dari harga sebelumnya US$ 8,7 per MMBtu. Sebagai perbandingan, saat ini harga gas di Jawa Barat US$ 9,2 per MMBtu, dan Jawa Timur US$ 8,2 MMBtu.

TARIF SEWA

BPH Migas juga akan mengatur pembangunan jaringan pipa gas sehingga investasi yang dikeluarkan badan usaha akan lebih efisien. Pengaturan proyek pipa gas itu bertujuan agar tarif sewa pipa gas menjadi lebih murah sehingga harga gas di tingkat konsumen bisa turun.

Anggota Komite Gas BPH Migas Jugi Prajugio mengatakan kemungkinan besar hal yang dipermasalahkan KPPU adalah klausul dalam kontrak jual beli gas.

“Lebih ke arah isi PJBG [perjanjian jual beli gas]" yang disoal oleh KPPU, ini harus dicek kembali,” katanya.

Kuasa Hukum PGAS Yahdy Salampessy mengatakan putusan majelis hakim belum didukung pendapat saksi ahli yang menyeluruh. Dengan demikian, dia menganggap putusan yang dijatuhkan belum mencerminkan fakta di lapangan. Adapun Sekretaris Perusahaan PGAS Rachmat Hutama mengatakan pihaknya akan mempelajari terlebih dahulu hasil keputusan tersebut. 

“Yang jelas kami menghormati keputusan tersebut. Langkah selanjutnya belum diputuskan,” katanya Rabu (15/11).

Vonis KPPU nampaknya tidak berdampak besar terhadap kinerja saham PGAS yang pada penutupan perdagangan di Bursa Efek Indonesia hari Selasa (14/11) justru menguat 3,11% ke level Rp 1.825.

Analis PT Danareksa Sekuritas Lucky Bayu Pumomo mengatakan kasus harga gas di Sumatra Utara menjadi persoalan minor dan tidak memberikan dampak terhadap saham PGAS.

Sementara itu, Ketua Asosiasi Pengusaha Indonesia (Apindo) Sumatera Utara Parlindungan Purba mengapresiasi putusan Majelis KPPU tersebut. Parlindungan Purba yang juga menjadi Ketua Komite II Dewan Pimpinan Daerah Republik Indonesia (DPR RI) optimistis penurunan harga gas industri di Sumatera Utara dapat mendorong putaran roda ekonomi masyarakat dan produktivitas industri, misalnya di Kawasan Ekonomi Khusus (KEK) Sei Mangkei.

Sekretaris Jenderal Kementerian Perindustrian Haris Munandar mengatakan saat ini kondisi pasokan gas di Sumatra Utara belum memenuhi kebutuhan industri sehingga harus mengambil dari daerah lain yang lebih jauh, seperti Lampung.

French Companies Develop Renewable Energy in Aceh



The French company, Akuo Energy, which focuses on renewable energy, will develop wind, water and biomass power plants in several locations in Aceh.

 "We see enormous potential in Aceh, such as wind potential, water and biomass," said Managing Director of Akuo Energy for Indonesia Christophe Moyon with the team of Akuo Energy in its Meeting with Aceh Governor Irwandi Yusuf in Banda Aceh on Monday (13/11).

Christophe said Akuo Energy will conduct a study for the development of wind, water and biomass power plants in Aceh for a year. The development of wind power will be conducted in Krueng Raya and Lhoknga areas and will build as many as 50 turbines generating 100 MW or more.

For biomass will be done in Simeulue by developing Kaliandra which will generate electrical energy about 3 megawatts. The hydroelectric power plant will be built in Central Aceh District with an estimated power of 6 megawatts.

The development of the three projects will be implemented in November after obtaining a license and will take at least one year to study and will be operational by 2021.

"If this works, we hope Aceh becomes an icon for the first renewable energy development in Sumatra and encourages the development of renewable energy throughout Indonesia," Christophe said. "

Governor of Aceh Irwandi Yusuf asked Akuo Energy to immediately arrange permission for the project to be implemented as soon as possible in Aceh. Irwandi also hopes Akuo Energy invites local entrepreneurs and local government to participate in the project.

"I want this project to be implemented, because so far many investors are just presentations, but the project is not implemented and to conduct suryei to other areas in Aceh that have the potential to develop renewable energy," he said.

Perusahaan Perancis Kembangkan Energi Terbarukan di Aceh


Perusahaan Prancis, Akuo Energy yang fokus di bidang energi terbarukan akan mengembangkan pembangkit listrik tenaga angin, air, dan biomass di beberapa lokasi di Aceh. 

 “Kami melihat potensi yang sangat besar di Aceh, seperti potensi angin, air maupun biomass,” kata Managing Director Akuo Energy untuk lndonesia Christophe Moyon bersama tim Akuo Energy dalam Pertemuannya dengan Gubernur Aceh Irwandi Yusuf di Banda Aceh, Senin (13/11). 

Christophe mengatakan Akuo Energy akan melakukan studi untuk pengembangan pembangkit listrik tenaga angin, air, dan biomass di Aceh selama setahun. Pengembangan pembangkit listrik tenaga angin akan dilakukan di kawasan Krueng Raya dan Lhoknga dan akan membangun sebanyak 50 turbin yang menghasilan energi listrik sebesar 100 megawat atau lebih.

     Untuk biomass akan dilakukan di Simeulue dengan mengembangkan Kaliandra yang akan menghasilkan energi listrik sekitar 3 megawat. Untuk pembangkit listrik tenaga air akan dibangun di Kabupaten Aceh Tengah dengan perkiraan energi listrik sebanyak 6 megawatt.

     Pengembangan ketiga proyek tersebut akan dilaksanakan pada November setelah mendapatkan izin dan setidaknya butuh waktu satu tahun untuk studi dan ditargetkan akan beroperasi pada 2021.

“Jika ini berhasil, kami berharap Aceh menjadi ikon untuk pengembangan energi terbarukan yang pertama di Sumatera dan mendorong pengembangan energi terbarukan di seluruh Indonesia,” kata Christophe. “

     Gubernur Aceh Irwandi Yusuf meminta Akuo Energy segera mengurus izin agar proyek tersebut dapat dilaksanakan secepatnya di Aceh. Irwandi juga berharap Akuo Energi mengajak para pengusaha lokal dan pemerintah setempat untuk berpertisipasi dalam proyek tersebut.

“Saya ingin proyek ini dilaksanakan, karena selama ini banyak investor hanya presentasi saja, tapi proyeknya tidak dilaksanakan dan untuk melakukan suryei ke daerah lain di Aceh yang mempunyai potensi pengembangan energi terbarukan,” katanya.

Pertamina Officially Mastering the Jambaran-Tiung Biru



PT Pertamina through its subsidiary, PT. Pertamina EP Cepu (PEPC), officially became the sole manager of unit project of Jambaran-Tiung Biru Field (JTB). Not only that, Pertamina has also signed a gas sale and purchase contract with PT. State Electricity Company (PT PLN).

As it is known, through Letter Number 9/13 / MEM.M / 2017 dated January 3, 2017, the government through the Ministry of ESDM ordered Pertamina c.q. PT Pertamina EP Cepu (PEPC) to fully develop JTB Field and complete the field transfer process with ExxonMobil Cepu Limited's business scheme.

Pertamina has completed negotiations with Exxon Mobil. In fact, Pertamina EP Cepu has received the transfer of management document of Jambaran-Tiung Biru Field from Exxon Mobil witnessed by Vice Minister of Energy and Mineral Resources (ESDM) Arcandra Tahar.

Pertamina has also signed a gas purchase agreement (PJBG) Jambaran-Tiung Biru with PLN. Gas from the Jambaran-Tiung Biru project of 172 million standard cubic feet per day (mmscfd) will be allocated to PLN of 100 mmscfd and the remaining 72 mmscfd for industries in Central and East Java. The gas price was agreed at US $ 7.6 per million British thermal unit (mmbtu) without escalation for 30 years.

Upstream Director of Pertamina Syamsu Alam said that the company will work on and finance the Jambaran-Tiung Biru Project independently. The required investment budget for this project is estimated at US $ 1.55 billion.

"What is clear capex JTB US $ 1.55 billion. If BUMD does not participate, Pertamina will fund, "he said in Jakarta, Monday (13/11).

Pertamina EP President Director Cepu Adriansyah continues, after PJ BG is signed, it will sign an engineering, procurement and construction (EPC) package. It has set PT Rekayasa Industri (Rekind) and PT Japan Gas Corporation as the winner of the tender.

"Then immediately began construction, about three years of construction. So by the fourth quarter of 2021, "he explained.

In the near future, it will also sign a contract for the construction of a gas processing facility (GPF). Thus, it will work on engineering design for this facility. While the GPF's physical construction is planned to begin next year.

"Our drilling also starts next year. Next year maybe only two wells were drilled. Then in 2019 we completed four wells. So the total is six wells, "said Adriansyah.

The Jambaran-Tiung Biru project has a high complexity with 34% carbon dioxide and 330 million cubic feet per day (MMscfd) gas processing facility.

For a while, this carbon dioxide content will be burned (flare) and released into the air. Pertamina has obtained permission to flare.

PLTGU Java-3

Meanwhile, PLN Superintendent II Superintendent Superintendent Iwan Santoso said the gas supply from Lapangan Jambaran-Tiung Biru can be utilized for several power plants such as PLTGU Gresik, Tambaklorok and Grati. However, primarily, this gas will be used to meet the needs of new power plants in Gresik, East Java, namely PLTGU Java-3.

"We project it for the new Gresik power plant (Java-3). Because by 2020, there is a decline gas supply, this JTB enters in 2021, "
he said.

Currently, PLN's power plant in East Java is said to receive 200 mmscfd gas supply from PT Pertamina Hulu Energi, Santos Indonesia and Kangean Energy Indonesia Ltd. Gas supply from these three companies is predicted to begin to decline by 2020. JTB will add 100 mmscfd gas supply, once existing supply starts to decline.

"Because the requirement of PLTGU Java-3 is not up to 110 mmscfd, at most about 80 mmscfd," said Iwan.

He said PLTGU Java-3 is planned to have a capacity of 800 megawatts (MW). This power plant project is targeted to start operating in 2021, along with the entry of gas from Jambaran-Tiung Biru. The project will be developed by PLN subsidiary, PT Pembangkitan Jawa Bali, with partners. Now, PLN's subsidiary is processing the selection of partners.

"It is expected that by the end of this year or early next year the selection of partners will be completed," said Iwan, adding that PJB will hold 51% stake while its partner is 49%.

Pertamina Resmi Kuasai Jambaran-Tiung Biru


PT Pertamina melalui anak usahanya, PT. Pertamina EP Cepu (PEPC), resmi menjadi pengelola tunggal proyek unitisasi Lapangan Jambaran-Tiung Biru (JTB). Tidak hanya itu, Pertamina juga sudah menandatangani kontrak jual beli gas dengan PT. Perusahaan Listrik Negara (PT. PLN).

Seperti diketahaui, melalui Surat Nomor 9/13/MEM.M/2017 tertanggal 3 Januari 2017, pemerintah melalui Kementerian ESDM memerintahkan Pertamina c.q. PT Pertamina EP Cepu (PEPC) untuk mengembangkan secara penuh Lapangan JTB dan menyelesaikan proses pengalihan lapangan dengan skema bisnis bersama ExxonMobil Cepu Limited.

Pertamina telah merampungkan negosiasi dengan Exxon Mobil. Bahkan, Pertamina EP Cepu telah menerima dokumen pengalihan pengelolaan Lapangan Jambaran-Tiung Biru dari Exxon Mobil disaksikan langsung oleh Wakil Menteri Energi dan Sumber Daya Mineral (ESDM) Arcandra Tahar.

Pertamina juga sudah menandatangani perjanjian jual beli gas (PJBG) Jambaran-Tiung Biru ini dengan PLN. Gas dari proyek Jambaran-Tiung Biru sebesar 172 juta kaki kubik per hari (million standard cubic feet per day/ mmscfd) akan dialirkan untuk PLN sebesar 100 mmscfd dan sisanya 72 mmscfd untuk industri di Jawa Tengah dan Timur.  Harga gas disepakati US$ 7,6 per juta british thermal unit (mmbtu) tanpa eskalasi selama 30 tahun.

Direktur Hulu Pertamina Syamsu Alam mengatakan, pihaknya akan mengerjakan dan mendanai Proyek Jambaran-Tiung Biru ini secara mandiri. Anggaran investasi yang dibutuhkan untuk proyek ini diperkirakannya mencapai US$ 1,55 miliar. 

“Yang jelas capex JTB US$ 1,55 miliar. Kalau BUMD tidak ikut, Pertamina yang akan mendanai,” kata dia di Jakarta, Senin (13/11).

Presiden Direktur Pertamina EP Cepu Adriansyah melanjutnya, setelah PJ BG ditandatangani, pihaknya akan menandatangani kontrak paket rekayasa, pengadaan, dan konstruksi (engineering, procurement, and construction/EPC). Pihaknya telah menetapkan PT Rekayasa Industri (Rekind) dan PT Japan Gas Corporation sebagai pemenang tender.

“Kemudian langsung mulai konstruksi, sekitar tiga tahun konstruksinya. Jadi paling lambat kuartal empat 2021 selesai,” jelasnya.

Dalam waktu dekat, pihaknya juga akan menandatangani kontrak pembangunan fasilitas pemrosesan gas (gas processing facility/GPF). Sehingga, pihaknya akan menggarap desain engineering untuk fasilitas ini. Sementara konstruksi fisik GPF ini direncanakan bisa dimulai pada tahun depan.

“Pengeboran kami juga mulai tahun depan. Tahun depan itu mungkin hanya dua sumur dibor. Kemudian 2019 itu kami selesaikan empat sumur. Jadi totalnya enam sumur,” papar Adriansyah.

Proyek Jambaran-Tiung Biru memiliki kompleksitas tinggi dengan kandungan karbondioksida mencapai 34% dan fasilitas pemrosesan gas 330 juta kaki kubik per hari (million metric standard cubic féef per day/MMscfd).

Untuk sementara, kandungan karbondioksida ini akan dibakar (flare) dan dilepas ke udara. Pertamina sudah mendapatkan izin untuk melakukan flare.

PLTGU Jawa-3

Sementara itu, Direktur Pengadaan Strategis II PLN Supangkat Iwan Santoso menuturkan, pasokan gas dari Lapangan Jambaran-Tiung Biru bisa dimanfaatkan untuk beberapa pembangkit, seperti PLTGU Gresik, Tambaklorok, dan Grati. Namun, utamanya, gas ini akan dipakai untuk memenuhi kebutuhan pembangkit baru di Gresik, Jawa Timur, yaitu PLTGU Jawa-3.

“Kami proyeksinya untuk PLTGU Gresik yang baru (Jawa-3). Karena pada 2020, pasokan gas ada yang decline, ini JTB masuk di 2021,” kata dia.

Saat ini, pembangkit PLN di Jawa Timur disebutnya menerima jatah pasokan gas sekitar 200 mmscfd dari PT Pertamina Hulu Energi, Santos Indonesia, dan Kangean Energy Indonesia Ltd. Pasokan gas dari ketiga perusahaan ini diprediksi mulai turun pada 2020. JTB akan menambah pasokan gas 100 mmscfd, begitu pasokan eksisting mulai turun. 

“Karena kebutuhan PLTGU Jawa-3 tidak sampai 110 mmscfd, paling sekitar 80 mmscfd," ujar Iwan.

Dikatakannya, PLTGU Jawa-3 direncanakan memiliki kapasitas 800 megawatt (MW). Proyek pembangkit ini ditargetkan mulai beroperasi pada 2021, bersamaan dengan masuknya gas dari Jambaran-Tiung Biru. Proyek akan digarap anak usaha PLN, PT Pembangkitan Jawa Bali, bersama mitra. Kini, anak usaha PLN itu sedang memproses pemilihan mitra. 

“Diharapkan akhir tahun ini atau awal tahun depan pemilihan mitra selesai ," kata Iwan. Nantinya, PJB akan memegang kepemilikan saham 51%, sementara mitranya 49%.

Pertagas-PGN Begins Construction of Duri-Dumai Pipeline US $ 52.2 Million



PT Pertamina Gas (Pertagas) and PT Perusahaan Gas Negara Tbk (PGN) began to work on the construction of the Duri-Dumai transmission pipeline. The US $ 52.2 million pipeline is targeted to start operating in 2018.

Deputy Minister of Energy and Mineral Resources (ESDM) Arcandra Tahar admitted, the construction of Duri Duri Pipe has been planned for a long time. However, because there is no decision, the project is always delayed. Finally, the decision to synergy between Pertagas and PGN was decided last week.

The construction and operation of the Duri-Dumai gas pipeline is a form of state-owned synergy affirmed by the Government with the assignment to PT Pertamina and PT PGN Tbk through the Decree of the Minister of EMR No. 5975 K / 12 / MEM / 2016 dated June 27, 2016.

The assignment was followed up with the signing of Head of Agreement (HoA) of Pipe Duri-Dumai on June 9, 2017. Pertamina then transferred the HOA to PT Pertagas as its subsidiary. Furthermore, over the weekend, PGN and Pertagas have signed a Duri-Dumai Gas Operation Cooperation Agreement (KSO), in which PGN is 40% stake and Pertagas 60%.

Director General of Oil and Gas of ESDM Ministry Ego Syahrial said that Duri-Dumai Pipe has a diameter of 24 inch and a length of 64 kilometers (km). The starting point of the transmission pipe at Duri Meter Station Pipa Grissik-Duri and ends at Unit Il Dumai Refinery. Construction will take place in 18 months and is targeted for completion in October 2018.

"The gas that flowed belongs to Pertamina and PGN," he said.

Gas comes from the Corridor Block managed by ConocoPhillips in South Sumatra. In addition, there will be additional gas from Bentu Block operated by PT Energi Mega Persada (EMP). The total gas supply that can flow into the transmission pipeline can reach 200 million cubic feet per day (mmscfd).

This transmission pipeline will be used to transport natural gas owned by Pertamina and PGN. Pertamina will use the gas 57 mmscfd and can rise to 120 mmscfd to meet the needs of Dumai Refinery. While PGN will deliver 37 mmscfd of gas to meet the needs of industrial, commercial, small customer, and household customers.

To support gas distribution at Puri Duri-Dumai, PGN also signed a Gas Transportation Agreement (FGTA) with PT Transportasi Gas Indonesia. With the FGTA, the TGI as a transporter or owner of the Grissik-Duri pipeline will deliver PGN's gas from the rhyming point in Grissik, with gas source from ConocoPhillips (Block Corrdidor) and Dada's Duri-Duri launch point.

The volume of gas to be transported ramp up to 37 mmscfd; with period from October 2018 (until December 2023).
Previously, KSO PT PGN and PT Pertagas have also signed Agreement and Commitment of Trans Toll Road Usage of PT Hutama Karya (Persero) (HK).

The plan, about 40 kilometers of pipeline will be on the Pekanbaru-Dumai toll lane which is currently in construction phase by HK. At the same time, PGN is also working on the construction of a 56-km pipeline in Dumai, Riau. The project is targeted to be completed and begins to drain the gas along with the Duri-Dumai Pipeline, October 2018.

"The gas distribution pipeline project in Dumai has already begun, and its progress has now reached 40%," said Dilo Seno Widagdo, Director of PGN infrastructure and technology.

Pertagas-PGN Mulai Konstruksi Pipa Duri-Dumai US$ 52,2 Juta


PT Pertamina Gas (Pertagas) dan PT Perusahaan Gas Negara Tbk (PGN) mulai mengerjakan konstruksi pipa transmisi Duri-Dumai. Pipa senilai US$ 52,2 juta ini ditargetkan mulai beroperasi pada 2018.

Wakil Menteri Energi dan Sumber Daya Mineral (ESDM) Arcandra Tahar mengakui, pembangunan Pipa Duri Dumai memang sudah direncanakan sejak lama. Namun, lantaran tidak kunjung ada keputusan, pengerjaan proyek ini selalu tertunda. Akhirnya, keputusan untuk sinergi antara Pertagas dan PGN diputuskan pada pekan lalu.

Diakui Arcandra Tahar, sempat ada kesulitan untuk memastikan sinergi Pertagas dan PGN ini saling menguntungkan. Pasalnya, sesuai amanat Undang-Undang, BUMN harus mencari profit. Tidak hanya itu, teknis pelaksanaan proyek secara bersama-sama ini cukup kompleks.

“Apa yang sudah diselesaikan ini harus cepat dikerjakan, jangan telat, karena ini berpengaruh ke kontrak dan pemakainya. Ke depannya, mari kita kerja sama dengan segala usaha untuk mempercepat segala proses yang ada,” kata Arcandra Tahar setelah meresmikan ground breaking Pipa Duri-Dumai di Jakarta, Senin (13/ 11).

Pembangunan dan pengoperasian pipa gas Duri-Dumai merupakan wujud dari sinergi BUMN yang ditegaskan Pemerintah dengan penugasan kepada PT Pertamina dan PT PGN Tbk melalui Keputusan Menteri ESDM Nomor 5975 K/ 12/ MEM/ 2016 tanggal 27 Juni 2016. 

Penugasan tersebut ditindaklanjuti dengan penandatanganan pokok perjanjian (Head of Agreement/HoA) Pipa Duri-Dumai pada 9 Juni 2017. Pertamina kemudian mengalihkan HOA tersebut kepada PT Pertagas selaku anak perusahaannya. Selanjutnya, akhir pekan lalu, PGN dan Pertagas telah menandatangani Perjanjian Kerja Sama Operasi (KSO) Pembangunan Pipa Gas Duri-Dumai, di mana PGN memang saham 40% dan Pertagas 60%.

Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM Ego Syahrial menuturkan, Pipa Duri-Dumai memiliki diameter 24 inch dan panjang 64 kilometer (km). Titik awal pipa transmisi di Duri Meter Station Pipa Grissik-Duri dan berakhir di Kilang Unit Il Dumai. Pembangunan akan dilaksanakan dalam 18 bulan dan ditargetkan selesai pada Oktober 2018.

“Gas yang dialirkan milik Pertamina dan PGN,” tuturnya.

Gas berasal dari Blok Corridor yang dikelola oleh ConocoPhillips di Sumatera Selatan. Selain itu, akan ada tambahan gas dari Blok Bentu yang dioperasikan oleh PT Energi Mega Persada (EMP). Total pasokan gas yang dapat mengalir ke jaringan pipa transmisi tersebut bisa mencapai 200 juta kaki kubik per hari (million standard cubic feet per day/mmscfd). 

Pipa transmisi ini akan digunakan untuk mengangkut gas bumi milik Pertamina dan PGN. Pertamina akan menggunakan gasnya 57 mmscfd dan bisa naik menjadi 120 mmscfd untuk memenuhi kebutuhan Kilang Dumai. Sementara PGN akan menyalurkan gas 37 mmscfd untuk memenuhi kebutuhan pelanggan industri, komersial, pelanggan kecil, dan rumah tangga.

Untuk mendukung penyaluran gas di Pipa Duri-Dumai, PGN juga menandatangani Perjanjian Transportasi Gas (Firm Gas Transportation Agreement/FGTA) dengan PT Transportasi Gas Indonesia. Dengan FGTA tersebut, maka TGI sebagai transporter atau pemilik pipa Grissik-Duri akan mengalirkan gas milik PGN dari titik berima di Grissik, dengan sumber gas dari ConocoPhillips (Blok Corrdidor) dan titik serah di Duri, untuk proyek Duri-Dumai. 

Volume gas yang akan ditransportasikan ramp up hingga 37 mmscfd; dengan periode mulai Oktober 2018 (hingga Desember 2023. Sebelumnya, KSO PT PGN dan PT Pertagas juga telah menandatangani Kesepakatan dan Komitmen Penggunaan Jalur Tol trans Sumatera milik PT Hutama Karya (Persero) (HK).

Rencananya, sekitar 40 kilometer jalur pipa akan berada pada jalur jalan tol Pekanbaru-Dumai yang saat ini sedang dalam fase konstruksi oleh HK. Pada saat yang sama, PGN juga sedang mengerjakan pembangunan pipa distribusi sepanjang 56 km di Dumai, Riau. Proyek ini ditargetkan selesai dan mulai mengalirkan gas bersamaan dengan Pipa Duri-Dumai, yakni Oktober 2018.

“Proyek pipa distribusi gas bumi di Dumai sudah dimulai, bahkan progresnya saat ini sudah mencapai 40%,” kata Direktur infrastruktur dan Teknologi PGN Dilo Seno Widagdo.

Indonesia-China Increases Energy Sector Cooperation



Indonesia and China agreed to increase cooperation in mining, electricity, oil and gas and renewable energy (EBT) sectors.

The agreement was marked by a memorandum of understanding signed by Energy and Mineral Resources Minister Ignasius Jonan and Administrator National Energy Administration (NEA) of the People's Republic of China, Nur Bekri. The signing took place at The 5th Indonesia-China Energy Forum (ICEF) in Jakarta, Monday (13/11).

The event was attended by representatives from governments of both countries, 96 companies from China and 40 from Indonesia. Jonan said the signed MoU is a legal protection in the promotion of cooperation. He expects the real results of the working group discussion and can be implemented immediately.

"I believe in increasing cooperation will result in each country and business entity equally profitable," said Jonan in Jakarta, Monday (13/11).

Jonan said in the last year the company originated from China has not seen the potential of EBT in Indonesia. Jonan calls most European countries, the United States and Japan are working on that potential. Whereas the Government of Indonesia has a target energy mix in power plants and vehicles up to 25% in 2025.

Jonan also said the Government of Indonesia welcomes if achieved study and cooperation in the field of EBT. On that occasion, Jonan expressed his appreciation for the Chinese company working on the power plant.

The Indonesian government has launched a 35,000 megawatt (MW) electricity program. Steam power plant (PLTU) and PLTU Mulut Tambang is also expected to be cultivated by investors from the Bamboo Curtain country.

"We are also grateful for the role of Chinese companies that build and invest in the field of Electric Power. Especially the construction of Java 7 power plant visited by Mr. Nur bekri Monday (13/11), it's very competitive tariff, "he said.

Furthermore, the former Minister of Transportation revealed that the Government of Indonesia continues to improve the regulations including in the oil and gas sector. Therefore, he encouraged Chinese companies in upstream oil and gas to be more actively invested in the country. Jonan even mentioned that a Chinese company is interested in partnering with PT Pertamina in working on the Bontang refinery project in East Kalimantan.

The investment of the refinery project with a capacity of 300 thousand barrels per day is estimated at US $ 8 billion. Unfortunately Jonan did not mention the name of the company. He hands the partnership partnership on a business-to-business basis.

"At the moment we know a Chinese company is discussing there is cooperation with Pertamina for the construction of Grass Root refinery in Bontang," he said.

Indonesia-Tiongkok Tingkatkan Kerjasama Sektor Energi


Indonesia dan Tiongkok sepakat meningkatkan kerjasama di sektor pertambangan, kelistrikan, minyak dan gas bumi serta energi baru terbarukan (EBT). Kesepakatan itu ditandai dengan nota kesepahaman (MoU) yang ditandatangani oleh Menteri Energi dan Sumber Daya Mineral (ESDM) Ignasius Jonan dan Administrator National Energy Administration (NEA) Republik Rakyat Tiongkok Nur Bekri. Penandatanganan itu berlangsung pada acara The 5th Indonesia-China Energy Forum (ICEF) di Jakarta, Senin (13/11).

Dalam acara tersebut dihadiri oleh perwakilan dari pemerintah kedua negara, 96 perusahaan asal Tiongkok dan 40 dari Indonesia.  Jonan mengatakan MoU yang ditandatangani tersebut merupakan perlindungan hukum dalam peningkatan kerjasama. Dia mengharapkan hasil nyata dari working group discussion serta bisa segera diimplementasikan.

“Saya percaya dalam peningkatan kerja sama akan menghasilkan masing-masing negara dan badan usaha sama-sama menguntungkan,” kata Jonan di Jakarta, Senin (13/11).

Jonan menuturkan dalam satu tahun terakhir perusahaan yang berasal dari Tiongkok ini belum melihat potensi EBT di Indonesia. Jonan menyebut kebanyakan negara Eropa, Amerika Serikat maupun Jepang yang menggarap potensi tersebut. Padahal Pemerintah Indonesia memiliki target bauran energi di pembangkit listrik dan kendaraan hingga 25% di 2025. 

Jonan pun bilang Pemerintah Indonesia menyambut baik bila tercapai studi dan kerjasama di bidang EBT. Dalam kesempatan itu Jonan menyampaikan apresiasi terhadap perusahaan Tiongkok yang menggarap pembangkit listrik. Pemerintah Indonesia telah mencanangkan program listrik 35.000 megawatt (MW). Pembangkit listrik tenaga uap (PLTU) dan PLTU Mulut Tambang diharapkan juga bakal digarap oleh investor yang berasal dari Negeri Tirai Bambu.

“Kami juga berterima kasih peranan perusahaan Tiongkok yang membangun dan berinvestasi dibidang Ketenagalistrikan. Terutama pembangunan PLTU Jawa 7 yang dikunjungi bapak Nur bekri Senin (13/11), itu tarifnya sangat kompetitif,” ujarnya.

Lebih lanjut mantan Menteri Perhubungan itu mengungkapkan Pemerintah Indonesia terus memperbaiki peraturan termasuk di sektor migas. Oleh sebab itu dia mendorong perusahaan Tiongkok di hulu migas lebih aktif berinvestasi di tanah air. Bahkan Jonan menyebut ada perusahaan asal Tiongkok tertarik bermitra dengan PT Pertamina dalam menggarap proyek kilang Bontang, Kalimantan Timur. 

Adapun investasi proyek kilang berkapasitas 300 ribu barel per hari tersebut diperkirakan mencapai US$ 8 miliar. Sayangnya Jonan tidak menyebut nama perusahaan tersebut. Dia menyerahkan kerjasama kemitraan itu secara bisnis (business to business).

“Pada saat ini yang kami tahu sebuah perusahaan Tiongkok sedang diskusikan ada kerjasama dengan Pertamina untuk pembangunan Grass Root refinery di Bontang,” ujarnya.

Pertamina Hulu takes CNPC



Develop Oil and Gas

The parent company of PetroChina, CNPC (China National Petroleum Corporation) International, signed an MoU (Memorandum of Understanding) with Pertamina Hulu in an effort to increase cooperation in oil and gas business development both in Indonesia and abroad.

The MoU was signed by CNPC International President, Lyu Gongxun, and Senior Vice President of Upstream Business Development of Pertamina Denie Tampubolon in Jakarta last weekend. Upstream Director of Pertamina Syamsu Alam and President of PetroChina International Companies in Indonesia Gong Bencai also witnessed the signing of the cooperation.

The Memorandum of Understanding contains important points in the effort to enhance cooperation between CNPC International and Pertamina, including oil and gas project management cooperation in the upstream sector, both in Indonesia and internationally, as well as cooperation in oil and gas services both in Indonesia and elsewhere.

CNPC International also does not close the possibility of future cooperation in the downstream field. During his visit to Indonesia this time, Lyu also met Minister of Energy and Mineral Resources Ignatius Jonan, Head of SKK Migas Amien Sunaryadi and Pertamina President Director Elia Massa Manik.

CNPC is a Chinese oil and gas company that operates in many countries in the world, including Indonesia through a subsidiary of PetroChina International Companies in Indonesia.

Until now, PetroChina has cooperation with Pertamina in the development of Oil and Gas Block, among others Jabung Block in Jambi, Joint Operating Body (JOB) Pertamina-PetroChina East Java (PPEJ) in Tuban Block, and JOB Pertamina-PetroChina Salawati (PPS) in the Bird's Head Block (Salawati Island) in West Papua.

PetroChina officially started its oil and gas business in Indonesia in June 2002. During 15 years of operations in Indonesia, PetroChina has been involved in nine oil and gas blocks and is able to maintain the average oil and gas production at 80 thousand barrels of oil equivalent per day.

In fact, in 2016 PetroChina oil and gas production managed to pass the figure of 80 thousand barrels of oil equivalent per day. Under the supervision and control of SKK Migas, PetroChina is operator of Jabung Block and Bangko Block in Jambi. PetroChina is also the operator of South Jambi Block "B" through a form of Joint Operation with Pertamina.

Kembangkan Minyak dan Gas Bumi

Induk perusahaan PetroChina, CNPC (China National Petroleum Corporation) International, menandatangani MoU (Memorandum of Understanding/Nota Kesepahaman) dengan Pertamina Hulu dalam upaya peningkatan kerja sama pengembangan bidang usaha minyak dan gas bumi, baik di Indonesia maupun di mancanegara.

MoU tersebut ditandatangani Presiden CNPC International, Lyu Gongxun, dan Senior Vice President Upstream Business Development Pertamina Denie Tampubolon di Jakarta akhir pekan lalu. Direktur Hulu Pertamina Syamsu Alam serta Presiden PetroChina International Companies di Indonesia Gong Bencai turut menyaksikan penandatanganan kerja sama tersebut.

Nota Kesepahaman berisi beberapa poin penting dalam upaya peningkatan kerja sama CNPC International dan Pertamina, termasuk kerja sama pengelolaan proyek migas di sektor hulu, baik di Indonesia maupun di wilayah internasional, serta kerja sama di bidang jasa migas, baik di Indonesia maupun di negara lain. 

CNPC International juga tidak menutup kemungkinan kerja sama di bidang hilir di masa mendatang. Dalam kunjungannya ke Indonesia kali ini, Lyu juga bertemu Menteri Energi dan Sumber Daya Mineral Ignasius Jonan, Kepala SKK Migas Amien Sunaryadi dan Direktur Utama Pertamina Elia Massa Manik.

CNPC merupakan perusahaan migas mlik Pemerintah Cina yang beroperasi di banyak negara di dunia, termasuk di Indonesia melalui anak perusahaan PetroChina International Companies di Indonesia.

Hingga saat ini, PetroChina memiliki kerja sama dengan Pertamina dalam pengembangan Blok Migas, antara lain Blok Jabung di Jambi, Joint-Operating Body (JOB) Pertamina-PetroChina East Java (PPEJ) di Blok Tuban, dan JOB Pertamina-PetroChina Salawati (PPS) di Blok Kepala Burung (Salawati Island) di Papua Barat.

PetroChina secara resmi memulai kegiatan usaha migasnya di Indonesia pada Juni 2002. Selama 15 tahun beroperasi di Indonesia, PetroChina terlibat dalam sembilan blok migas dan hingga kini mampu mempertahankan rata-rata produksi migas pada level 80 ribu barel setara minyak per hari. 

Bahkan, tahun 2016 produksi migas PetroChina berhasil melewati angka 80 ribu barel setara minyak per hari. Di bawah pengawasan dan pengendalian SKK Migas, PetroChina merupakan operator Blok Jabung dan Blok Bangko di Jambi. PetroChina juga merupakan operator Blok South Jambi “B” melalui bentuk Kerja Sama Operasi dengan Pertamina.

96 Chinese companies are investing in Energy



The Government of Indonesia and China continue to strengthen bilateral relations in the Energy and Mineral Resources (ESDM) sector. This was stated in a Memorandum of Understanding (MoU) between ESDM Minister Ignatius Jonan and Administrator National Energy Administration (NEA) of the People's Republic of China H.E.Nur Bekri at the 5th Indonesia-China Energy Forum on Monday (13/11). The forum is the fifth forum after the last time held 10 years ago.

"The President stressed that we continue to receive and welcome about foreign investment including China with the principle of mutual benefit," said Jonan in Jakarta.

On the agenda, 96 Chinese companies, including SINOPEC, Petro China, CNOOC, and Aluminum Corporation of China Ltd. (Chinalco) attended the conference.

The hope is that the forum can increase cooperation in the field of electricity, oil and gas (oil), new and renewable energy (EBT) and minerals and coal (Minerba).

Besides coming from China, the forum was also attended by 40 domestic companies. One of them is state-owned energy company, PT Pertamina (Persero). There are several sectors offered by Jonan to Chinese companies in Indonesia. In the oil and gas sector, Jonan encourages CNOOC or Sinopec and PetroChina works to manage several working areas.

"We support that Chinese companies in the upstream oil and gas sector are more actively investing in Indonesia," he said.

Jonan also encouraged China to be able to partner with Pertamina to build a refinery in the country. One of them is Bontang Refinery in East Kalimantan.

In the electricity sector, Chinese companies are expected to build a Steam Power Plant (PLTU) muIut mine in Indonesia with competitive electricity prices. Currently beberepa Chinese companies participated in the project 35 Gigawatt (GW).

In addition, there are also projects outside of 35 GW such as Banten I PLTU, Banten II Power Plant, Banten III Power Plant, PLTU I West Java, PLTU II West Java, PLTU I Central Java, and several other large power plant in Indonesia.

In the minerals sector, Jonan encourages exports of coal from Indonesia to China. Then the investment to build smelters and domestic smelters in the country and the management of metal minerals in Indonesia with due regard to environmental factors.

An example of Chinese investment in the minerals and coal sectors is the construction of smelter grade alumina in Mempawah District, West Kalimantan between Alumunium Corporation of China Ltd. (Chinalco) and PT Aneka Tambang Tbk and PT Inalum. The planned Smelter has a capacity of one million tons per year is estimated to require an investment of US $ 1.5-1.8 billion.

In the EBT sector, Jonan expects Chinese companies to be more active in investing. For the last year EBT investment in Indonesia dominated by European, American and Japanese companies. Though the investment opportunity in EBT is very open with the target of energy mix by 23% in 2025. Jonan hopes in the forum can produce a real step.

"Not only is the discussion too long, so do what can be done as quickly as possible," he said.

In the same place, Nur Bekri supported the cooperation. Moreover, China is a country of production and energy consumption in the world and superior in terms of funds and infrastructure readiness.

96 Perusahaan Tiongkok Bidik lnvestasi Energi


Pemerintah Indonesia dan Tiongkok terus mempererat hubungan bilateral di sektor Energi dan Sumber Daya Mineral (ESDM). Hal tersebut dituangkan dalam nota kesepahaman (Memorandum of Understanding/MoU) antara Menteri ESDM Ignasius Jonan dan Administrator National Energy Administration (NEA) Republik Rakyat Tiongkok H.E.Nur Bekri di acara The 5th Indonesia-Cina Energy Forum yang berlangsung Senin (13/11). Forum tersebut merupakan forum kelima setelah terakhir kali digelar 10 tahun lalu.

“Presiden menekankan bahwa kami tetap menerima dan welcome tentang investasi asing termasuk Tiongkok dengan prinsip saling menguntungkan," kata Jonan di Jakarta.

Dalam agenda tersebut, sebanyak 96 perusahaan Tiongkok, termasuk SINOPEC, Petro China, CNOOC, dan Alumunium Corporation of China Ltd. (Chinalco) hadir untuk mengikuti konferensi tersebut.

Harapannya dengan forum tersebut, bisa meningkatkan kerja sama di bidang kelistrikan, minyak dan gas bumi (migas), energi baru dan terbarukan (EBT) serta mineral dan batu bara (Minerba).

Selain yang berasal dari Tiongkok, forum tersebut juga dihadiri 40 perusahaan dalam negeri. Salah satunya perusahaan BUMN energi yakni PT Pertamina (Persero). Ada beberapa sektor yang ditawarkan Jonan kepada perusahaan Tiongkok di Indonesia. Di sektor migas, Jonan mendorong CNOOC atau Sinopec dan PetroChina bekerja mengelola beberapa wilayah kerja. 

"Kami mendukung bahwa perusahaan-perusahaan Tiongkok di bidang hulu migas lebih aktif berinvestasi di Indonesia," kata dia. 

Jonan juga mendorong Tiongkok untuk bisa bermitra dengan Pertamina membangun kilang di dalam negeri. Salah satunya adalah Kilang Bontang di Kalimantan Timur.

Di sektor kelistrikan, perusahaan Tiongkok diharapkan membangun Pembangkit Listrik Tenaga Uap (PLTU) muIut tambang di Indonesia dengan harga listrik yang kompetitif. Saat ini beberepa perusahaan Tiongkok ikut berpartisipasi dalam proyek 35 Gigawatt (GW).

Selain itu ada juga proyek di luar 35 GW seperti PLTU Banten I, PLTU Banten II, PLTU Banten III, PLTU I Jawa Barat, PLTU II Jawa Barat, PLTU I Jawa Tengah, dan beberapa PLTU besar lainnya di wilayah Indonesia.

Di sektor minerba, Jonan mendorong ekspor batubara dari Indonesia ke Tiongkok. Kemudian investasi membangun pabrik pengolahan dan pemurnian (smelter) di dalam negeri dan pengelolaan mineral logam di Indonesia dengan tetap memperhatikan faktor lingkungan hidup.

Contoh investasi Tiongkok di sektor mineral dan batu bara adalah pembangunan smelter grade alumina di Kabupaten Mempawah, Kalimantan Barat antara Alumunium Corporation of China Ltd. (Chinalco) dan PT Aneka Tambang Tbk dan PT lnalum. Smelter yang direncanakan memiliki kapasitas satu juta ton per tahun ini diperkirakan membutuhkan investasi sebesar US$ 1,5-1,8 miliar.

Di sektor EBT, Jonan berharap perusahaan Tiongkok lebih aktif berinvestasi. Sebab setahun terakhir investasi EBT di Indonesia didominasi Perusahaan Eropa, Amerika dan Jepang. Padahal peluang investasi di EBT sangat terbuka dengan adanya target bauran energi sebesar 23% di 2025. Jonan berharap dalam forum tersebut bisa menghasilkan langkah yang nyata. 

"Tidak hanya diskusi yang terlalu panjang. Jadi dikerjakan apa yang bisa dilakukan secepat cepatnya," kata dia.

Di tempat yang sama, Nur Bekri mendukung kerjasama tersebut. Apalagi Tiongkok merupakan negara produksi dan konsumsi energi di dunia dan unggul dari segi dana dan kesiapan infrastuktur.

Cooperation between Pertamina and China National Petroleum




The parent company of PetroChina, China National Petroleum Corporation International, signed a memorandum of understanding (MOU) with PT Pertamina. MOU is in an effort to increase cooperation in the development of oil and gas business, both in Indonesia and abroad.

The MOU was signed by President of China National Petroleum Corporation International Lyu Gongxun and Senior Vice President of Upstream Business Development of Pertamina Denie Tampubolon in Jakarta last week.

Upstream Director of Pertamina Syamsu Alam and President of PetroChina International Companies in Indonesia Gong Bencai also witnessed the signing of the cooperation.

According to Lyu Gongxun, the memorandum of understanding contains several important points in the effort to increase cooperation between the two corporations, including oil and gas project management cooperation in upstream sector.

"Both in Indonesia and internationally, as well as cooperation in the field of oil and gas services, we are also not possible to cooperate in the downstream field in the future "he said, in a release on Monday (13/11).

Until now, PetroChina has cooperation with Pertamina in the development of oil and gas blocks, including Jabung Block in Jambi, Joint operating body of Pertamina-PetroChina East Java (PPEJ) in Tuban Block, and Pertamina-PetroChina Salawati joint operation body in Bird's Head Block (Salawati Island) in West Papua. Production of the blocks amounted to 80,000 barrels of oil equivalent per day.

Kerjasama Pertamina dan China National Petroleum


Induk perusahaan PetroChina, China National Petroleum Corporation International, menandatangani memorandum of understanding (MOU) dengan PT Pertamina. MOU itu dalam upaya peningkatan kerja sama pengembangan bidang usaha minyak dan gas bumi, baik di Indonesia maupun di mancanegara.

MOU ditandatangani Presiden China National Petroleum Corporation International Lyu Gongxun dan Senior Vice President Upstream Business Development Pertamina Denie Tampubolon di Jakarta, pekan lalu. 

Direktur Hulu Pertamina Syamsu Alam dan Presiden PetroChina International Companies di Indonesia Gong Bencai turut menyaksikan penandatanganan kerjasama tersebut.

Menurut Lyu Gongxun, nota kesepahaman tersebut berisi beberapa poin penting dalam upaya peningkatan kerja sama kedua korporasi tersebut, termasuk kerja sama pengelolaan proyek migas di sektor hulu. 

"Baik di Indonesia maupun di wilayah internasional, serta kerja sama di bidang jasa migas. Kami juga tidak menutup kemungkinan melakukan kerjasama di bidang hilir di masa mendatang" kata dia, dalam rilis, Senin (13/11).

Hingga saat ini, PetroChina memiliki kerjasama dengan Pertamina dalam pengembangan blok migas, antara lain Blok Jabung di Jambi, Joint operating body Pertamina-PetroChina East Java (PPEJ) di Blok Tuban, dan joint operating body Pertamina-PetroChina Salawati di Blok Kepala Burung (Salawati Island) di Papua Barat. Produksi blok-blok itu sebesar 80.000 barel setara minyak per hari.
