Seven Oil and Gas Blocks Will Use Gross Split

Enhance the Profit Sharing Scheme

The government will perfect the gross split scheme in oil and gas sharing contracts. Vice President of Oil and Gas Operations Division, Elan Biantoro, explained that the policy has been applied to Pertamina Hulu Energi Offshore Cooperation Contractor North West Java (PHE ONWJ) whose contract period was extended in mid-January 2017.

"Until 2019, on seven other oil and gas blocks will be enacted gross split rule" he said after the Upper Industrial General Lecture Oil and Gas at STEM Akamigas Cepu, Blora, Central Java, Wednesday (20/9).

The oil and gas block is Tuban Block which is currently managed by JOB PPEJ and will end its contract period in February 2018. Furthermore, there is Sanga-Sanga Block in East Kalimantan which is currently managed by Pertamina and will be renewed in August 2018.

Then, there is also Makassar Strait Block. Then there is East Kalimantan Block managed by Chevron Indonesia and will end its contract period in October 2018. There is also Ogan Komering Block managed by JOB Pertamina Talisman, Jambi Merang Block managed by JOB PHE Jambi Merang and Salawati Block in Papua. According to Elan, PHE ONWJ is indeed a pilot proect. From there, various improvements are made in the profit-sharing system.

"As time goes by, that PHE ONWJ feels the count is unsuitable, so the discussion and finally set there must be some revisions in the rule," he explained. The revision, among other things, the addition of split and changes in the determination of the ministerial discretion scale.

He acknowledged, at the beginning of the gross split distribution mechanism, many KKKS feel unsuitable. However, after the revision, many are interested. This is evident from the number of KKKS forms that have been entered to date.

"In fact, last year there were very few or even none, they were interested because there was a split increase and the minister's discretionary requirement was expanded," he said, because the minister's prior discretion was only 5 percent, but now it can be more than that.

He said the policy for the gross split is issued because the state revenue in the last two years is so minimal. In fact, revenues are often smaller than the cost recovery or operating costs that the government pays.

"Although the government has reduced the operating costs to be paid, the income decline is much greater," he explained.

Regarding the amount of profit sharing stated in Ministerial Regulation No. 8/2017, for oil, the state gets 53 percent share and contractor 47 percent. Then for gas, the state part is 58 percent and contractors 42 percent.

"It's just a benchmark In the process of negotiation, the possibility of intervention and abuse of authority will occur and the impact takes decades in accordance with the contract period," said Elan.

To that end, the state needs to conduct strict supervision so that state revenues, both from taxes or the share of oil and gas, can be saved.

On the other hand, the Head of Representative Office of SKK Migas Java, Bali and Nusa Tenggara Ali Masyhar explained that the newly discovered gas utilization in Rembang Regency will be directed to local industry interests. It has received the preparation of development plan (POD) of PT Pertamina Hulu Energi Randugunting. In the proposal, the contractor expects to produce in 2018.

"Now POD is still in evaluation, its Deal after POD is approved," he said.

Currently the government of Rembang Regency is also preparing BUMDs to participate in maximizing the benefits of the discovery of the gas, but not yet predicted the involvement of the BUMD.

"Currently, 100 percent of the field is still managed by Pertamina," he said.

Tujuh Blok Migas Akan Pakai Gross Split

Sempurnakan Skema Bagi Hasil

Pemerintah akan menyempurnakan skema gross split dalam kontrak bagi hasil migas. Vice President Bidang Operasi SKK Migas Elan Biantoro menjelaskan, kebijakan itu telah diterapkan pada Kontraktor Kontrak Kerja Sama (KKKS) Pertamina Hulu Energi Offshore North West Java (PHE ONWJ) yang masa kontraknya diperpanjang pada pertengahan Januari 2017.

”Hingga 2019, pada tujuh blok migas lain akan diberlakukan aturan gross split" kataanya setelah acara Kuliah Umum Industri Hulu Migas di STEM Akamigas Cepu, Blora, Jawa Tengah, Rabu (20/9).

Blok migas tersebut adalah Blok Tuban yang saat ini dikelola oleh JOB PPEJ dan akan berakhir masa kontraknya pada Februari 2018. Selanjutnya, ada Blok Sanga-Sanga di Kalimantan Timur yang saat ini dikelola oleh Pertamina dan akan diperpanjang masa kontraknya pada Agustus 2018. 

Kemudian, juga terdapat Blok Makassar Strait. Lalu, ada pula Blok East Kalimantan yang dikelola oleh Chevron Indonesia dan akan berakhir masa kontraknya pada Oktober 2018. Juga ada Blok Ogan Komering yang dikelola JOB Pertamina Talisman, Blok Jambi Merang yang dikelola JOB PHE Jambi Merang, dan Blok Salawati di Papua. Menurut Elan, PHE ONWJ tersebut memang menjadi pilot proect. Dari situ, terus dilakukan berbagai penyempurnaan dalam sistem bagi hasil. 

"Seiring berjalannya waktu, bahwa PHE ONWJ merasa hitungannya tidak cocok. Maka, dilakukan pembahasan dan akhirnya ditetapkan harus ada beberapa revisi dalam aturan itu" jelasnya. Revisi tersebut, antara lain, penambahan split dan perubahan ketetapan besaran diskresi menteri.

Dia mengakui, saat awal diberlakukan mekanisme pembagian gross split, banyak KKKS yang merasa tidak cocok. Tetapi, setelah ada revisi, banyak yang mulai tertarik. Hal tersebut terlihat dari banyaknya formulir KKKS yang masuk sampai saat ini. 

"Padahal, tahun lalu sangat sedikit atau bahkan tidak ada. Mereka merasa tertarik karena ada penambahan split dan ketentuan diskresi menteri diperluas,” ungkapnya. Sebab, sebelumnya diskresi menteri yang diberikan hanya 5 persen. Tetapi, sekarang yang diberikan bisa lebih dari itu.

Dia menyatakan, kebijakan bagi hasil gross split dikeluarkan karena penerimaan negara dalam dua tahun terakhir begitu minim. Bahkan, penerimaannya sering lebih kecil ketimbang cost recovery atau biaya operasi yang harus dibayar pemerintah. 

"Walaupun pemerintah telah menekan biaya operasi yang harus dibayar, penurunan pendapatan jauh lebih besar,” jelasnya.

Mengenai besaran bagi hasil yang tertulis dalam Peraturan Menteri No 8/2017, untuk minyak, negara mendapat bagian 53 persen dan kontraktor 47 persen. Lalu untuk gas, bagian negara adalah 58 persen dan kontraktor 42 persen. 

"ltu hanyalah patokan. Dalam proses negosiasi, kemungkinan intervensi dan penyalahgunaan kewenangan akan terjadi dan dampaknya berlangsung puluhan tahun sesuai dengan jangka waktu kontrak," kata Elan.

Untuk itu, negara perlu melakukan pengawasan yang ketat agar penerimaan negara, baik dari pajak maupun bagi hasil migas, bisa diselamatkan.

Di sisi lain, Kepala Perwakilan SKK Migas Jawa, Bali, dan Nusa Tenggara Ali Masyhar menjelaskan, pemanfaatan gas yang baru ditemukan di Kabupaten Rembang akan diarahkan untuk kepentingan industri lokal. Pihaknya telah menerima penyusunan rencana pengembangan (plan of development/ POD) PT Pertamina Hulu Energi Randugunting. Dalam proposalnya, kontraktor memperkirakan dapat berproduksi pada 2018. 

"Sekarang POD masih dalam evaluasi. Deal-nya setelah POD disetujui,” ujarnya.

Saat ini pemerintah Kabupaten Rembang juga sedang mempersiapkan BUMD untuk turut terlihat dalam memaksimalkan manfaat penemuan gas tersebut, tetapi belum dapat diperkirakan proses keterlibatan BUMD itu. 

"Saat ini lapangan 100 persen masih dikelola Pertamina" ucapnya.

Drill Prime Well Poleng

PT Pertamina EP today (21/9) began to drill prime Poleng wells located in the eastern Java Sea. Drilling is estimated to be 45 days long with a target of 9,000 feet depth.

Director of Operations and Production of PT Pertamina EP Chalid Said Salim said the USD 15 million project is expected to contribute positively to oil and gas production in East Java. The drilling is estimated to produce 700 barrels of oil per day and 1.2 million cubic feet of gas per day.

"Drilling is also aimed at adding hydrocarbon absorption points in the CW area in the Kujung structure," he said yesterday (20/9).

Location The well to be drilled is named Poleng N2 or CW-12H well. The drilling is a synergy of two Pertamina subsidiaries namely Pertamina EP and Pertamina Hulu Energi. Field Manager of Poleng Charles S. Siallagan added, Asset 4 Poleng Field team has reviewed the personal readiness and drilling equipment.

Bor Perdana Sumur Poleng

PT Pertamina EP hari ini (21/9) mulai melakukan pengeboran perdana Sumur Poleng yang berada di Laut Jawa bagian timur. Pengeboran diperkirakan berdurasi 45 hari dengan target kedalaman 9.000 kaki. 

Direktur Operasi dan Produksi PT Pertamina EP Chalid Said Salim menuturkan, proyek senilai USD 15 juta itu diharapkan mampu memberikan kontribusi positif terhadap produksi minyak dan gas di Jatim. Pengeboran tersebut diestimasi mampu menghasilkan 700 barel minyak per hari dan 1,2 juta kaki kubik gas per hari. 

"Pengeboran ilu juga bertujuan menambah titik serap ‘hidrokarbon di area CW di struktur Kujung,” katanya kemarin (20/9).

Lokasi Sumur yang akan dibor bernama Poleng N2 atau sumur CW-12H. Pengeboran tersebut merupakan sinergi dua anak usaha Pertamina yakni Pertamina EP dan Pertamina Hulu Energi. Field Manager Poleng Charles S. Siallagan menambahkan, tim Asset 4 Poleng Field telah memeriksa ulang kesiapan personal dan peralatan pengeboran.

Perform Initial Offshore Drilling in Java Sea

PT Pertamina EP conducted the final check of team readiness and equipment ahead of the offshore drilling wells in Sumur Poleng N2, yesterday (21/09). The check was conducted by Pertamina EP Operations and Production Director, Chalid Said Salim together with Asset 4 PT Pertamina EP management.

"I am representing the management of PT Pertamina EP to know how the condition of the team in the field, and of course the readiness of equipment to be used for offshore drilling prime in Poleng Field," said Chalid while reviewing Rig ENSCO 67 that will be used for drilling at Poleng Field.

Drilled well locations, Chalid added; named Poleng N2 or Well CW-12H having surface co-ordinate X: 708,283.73; Y: 9259.346.09. "Drilling activities with estimated work duration of 45 days with a target of 9,000 ft depth and estimated cost of USD 15 Million", explains Chalid.

Furthermore, Chalid said, this drilling is a form of positive synergy between Upstream Subsidiary PT Pertamina PT Pertamina EP and PT Pertamina Hulu Energi.

"Through this drilling activity is expected to produce 700 barrels of oil per day and 1.2 Iuta Leg Cubic Gas Per Day. In addition, the drilling also aims to add hydrocarbon absorption point in the CW area in the Kujung structure, "he explained.

PT Pertamina EP lakukan pengecekan terakhir kesiapan tim dan peralatan jelang tajak sumur pemboran perdana lepas pantai di Sumur Poleng N2, kemarin (21/09). Pengecekan dilakukan Direktur Operasi dan Produksi Pertamina EP, Chalid Said Salim bersama dengan manajemen Asset 4 PT Pertamina EP.

”Saya mewakili manajemen PT Pertamina EP ingin mengetahui bagaimana kondisi tim di lapangan, dan tentunya kesiapan peralatan yang akan digunakan untuk pemboran lepas pantai perdana di Poleng Field,” ujar Chalid saat meninjau Rig ENSCO 67 yang akan digunakan untuk pemboran di Poleng Field tersebut.

Lokasi sumur yang dibor, tambah Chalid; bernama Poleng N2 atau Sumur CW-12H yang memiliki koordinat permukaan X : 708,283.73 ; Y:9.259.346,09. “Kegiatan pemboran dengan durasi pekerjaan estimasi mencapai 45 hari dengan target kedalaman mencapai 9.000 ft dan perkiraan biaya mencapai USD 15 Juta", jelas Chalid.

Lebih lanjut, Chalid mengatakan, pemboran ini merupakan wujud sinergi positif antar Anak Perusahaan Hulu PT Pertamina yaitu PT Pertamina EP dan PT Pertamina Hulu Energi.

Target Costs Reach USD 15 Million

Earlier on Wednesday (20/9), Chalid along with Asset 4 management of PT Pertamina EP did the last check on team preparedness and equipment ahead of the offshore drilling wells in Sumur Poleng N2.

"Today (Wednesday, 20/9) I am representing the management of PT Pertamina EP want to know how the condition of the team in the field, and of course the readiness of equipment to be used for offshore drilling prime in Poleng Field", said Chalid when found in Rig ENSCO 67 will be used for drilling at Poleng Field.

Target Biaya Mencapai USD 15 Juta  

PT Pertamina EP melaksanakan pengeboran perdana lepas pantai (offshore) di Poleng Field. Lokasi sumur yang akan dibor, bernama Poleng N2 atau sumur CW-12H yang memiliki koordinat permukaan X : 708,283.73 ; Y = 9.259.346,09.

“Insyaallah dengan diawali doa bersama dan itikad baik serta dukungan seluruh pihak, Insyaallah mulai dilaksanakan kegiatan pemboran dengan durasi pekerjaan estimasi mencapai 45 hari dengan target kedalaman mencapai 9.000 ft dan perkiraan biaya mencapai USD 15 juta”, jelas Direktur Operasi dan Produksi PT Pertamina EP, Chalid Said Salim.

Sebelumnya, tepatnya Rabu (20/9), Chalid bersama dengan manajemen Asset 4 PT Pertamina EP lakukan pengecekan terakhir terkait kesiapan tim dan peralatan jelang tajak sumur pemboran perdana lepas pantai di Sumur Poleng N2.

“Hari ini (Rabu, 20/9) saya mewakili manajemen PT Pertamina EP ingin mengetahui bagaimana kondisi tim di lapangan, dan tentunya kesiapan peralatan yang akan digunakan untuk pemboran lepas pantai perdana di Poleng Field”, ujar Chalid saat ditemui di Rig ENSCO 67 yang akan digunakan untuk pemboran di Poleng Field.

Chalid menambahkan bahwa pemboran ini merupakan wujud sinergi positif antar Anak Perusahaan Hulu PT Pertamina yaitu PT Pertamina EP dan PT Pertamina Hulu Energi.

“Sinergi yang sangat baik ini saling mendukung terlaksananya kegiatan ini. Terutama bagi PT Pertamina EP yang baru perrtama kali melakukan pemboran lepas pantai, hal ini merupakan proses pembelajaran bagi semua fungsi terkait dalam perencanaan, persiapan dan eksekusi”, jelasnya.

Sementara itu, Charles S Siallagan Poleng Field Manager menjelaskan bahwa sampai saat ini tim Asset 4 Poleng Field sangat optimis dengan persiapan pemboran Poleng N2 tersebut.

“Kami telah mempersiapkan tim khusus baik untuk tim teknis maupun non teknis demi kelancaran operasi ini. Kami sangat berharap pemboran ini berjalan lancar dan bisa menambah produksi PT Pertamina EP pada khususnya dan secara nasional pada umumnya. Untuk itu kami mohon dukungan dari seluruh pihak agar pemboran lepas pantai ini berjalan lancar dan zero accident,” papar Charles.

Pertamina Returns East Kalimantan Block

PT Pertamina returned East Kalimantan Block after in January 2017 was assigned to manage the offshore working area after the expiration of the contract in 2018 by using a gross split share contract.

     Upstream Director of Pertamina Syamsu Alam said that the company has expressed its attitude not to manage the block, East Kalimantan after the contract expires even though the government has reset the provisions in gross split.

According to him, the main consideration to release the working area is now operated by Chevron Indonesia Company because the company chose to focus on managing the work area assigned to Pertamina. Previously, the government assigned Pertamina to manage eight working areas that will expire its contract.

Initially, Pertamina complained about the cost burden for post-mining activities or Abandonment and Site Restoration (ASR) East Kalimantan Block. The amount of burden that became one of the calculation of economic development of the field on a new contract.

The reason is that the current contract with the East Kalimantan Production Sharing Contract (PSC) scheme has not included the obligation for the current contractor to set aside funds to conduct post-mining activities.

If to manage seven other blocks Pertamina proposes some additional conditions, the East Kalimantan Block Pertamina proposes an extension of time to review. In May 2017, Minister of Energy and Mineral Resources Ignatius Jonan once mentioned that if it can not be managed, Pertamina can return the block to the government to offer to other companies that may still be interested.

Deputy Minister of Energy and Mineral Resources Arcandra Tahar also convey the same thing in July 2017. However, at that time, Pertamina is still reviewing the development of the East Kalimantan Block with the burden to be borne by the company.

IMMEDIATELY OFFERED

The government, now immediately offered the bloc after Pertamina declared an attitude not to get involved in the management of the block whose cooperation contract was signed on January 11, 1991.

"We have already discussed and I think ESDM plans to offer to interested investors soon."

East Kalimantan Block itself is still managed by Chevron Indonesia Company until October 2018. However, in early 2016, Chevron has stated it will not continue management in the Working Area after the contract expires.

From Pertamina data, East Kalimantan Block production in 2016 is 36,500 barrels of oil equivalent per day (barrel oil equivalent per day / boepd). The 6,177 square kilometer block holds 213 million reserves of oil equivalent in 2015.

According to Syamsu, although Pertamina and Chevron do not want to manage East Kalimantan Block after 2018, there are still some companies interested if East Kalimantan Block offered by the government.

PT Pertamina mengembalikan Blok East Kalimantan setelah pada Januari 2017 mendapat penugasan untuk mengelola Wilayah kerja di lepas pantai itu pasca berakhirnya kontrak pada 2018 dengan menggunakan kontrak bagi hasil kotor atau gross split.

    Direktur Hulu Pertamina Syamsu Alam mengatakan, pihaknya telah menyampaikan sikap perseroan untuk tidak mengelola Blok ,East Kalimantan setelah kontrak berakhir meskipun pemerintah telah mengatur ulang ketentuan dalam gross split.

Menurutnya, pertimbangan utama melepas Wilayah kerja yang kini dioperasikan Chevron Indonesia Company itu karena perseroan memilih untuk fokus mengelola wilayah kerja yang ditugaskan kepada Pertamina. Sebelumnya, pemerintah menugaskan Pertamina untuk mengelola delapan Wilayah Kerja yang akan habis masa kontraknya. 

“Sudah kami bicarakan,” ujarnya 

Semula, Pertamina mengeluhkan tentang beban biaya untuk melakukan kegiatan pascatambang atau Abandonment and Site Restoration (ASR) Blok East Kalimantan. Besarnya beban itu menjadi salah satu perhitungan keekonomian pengembangan lapangan pada kontrak baru. 

Pasalnya, pada kontrak yang kini berjalan dengan skema kontrak bagi hasil [production sharing contract/PSC) East Kalimantan belum mencantumkan kewajiban bagi kontraktor saat ini untuk menyisihkan dana untuk melakukan kegiatan pasca tambang.

Bila untuk mengelola tujuh blok lainnya Pertamina mengusulkan beberapa kondisi tambahan, pada Blok East Kalimantan Pertamina mengusulkan perpanjangan waktu untuk mengkaji. Pada Mei 2017, Menteri Energi dan Sumber Daya Mineral Ignasius Jonan pernah menyebutkan bahwa bila memang tidak bisa dikelola, Pertamina bisa mengembalikan blok itu agar pemerintah menawarkan kepada perusahaan lain yang mungkin masih berminat.

Wakil Menteri ESDM Arcandra Tahar pun menyampaikan hal yang sama pada Juli 2017. Namun, saat itu, Pertamina masih melakukan pengkajian pengembangan Blok East Kalimantan dengan beban yang harus ditanggung perseroan.

SEGERA DITAWARKAN

Pemerintah, kini segera menawarkan blok tersebut setelah Pertamina menyatakan sikap untuk tidak terlibat dalam pengelolaan blok yang kontrak kerja samanya ditandatangani pada 11 Januari 1991 itu.

“Kami sudah diskusikan dan saya kira ESDM segera berencana untuk menawarkan ke investor yang berminat.”

Blok East Kalimantan sendiri kini masih dikelola Chevron Indonesia Company hingga Oktober 2018. Kendati demikian, pada awal 2016, Chevron telah menyatakan tidak akan melanjutkan pengelolaan di Wilayah kerja itu setelah kontrak berakhir.

Dari data Pertamina, produksi Blok East Kalimantan pada 2016 sebesar 36.500 barel setara minyak per hari (barrel oil equivalent per day/boepd). Blok seluas 6.177 kilometer persegi itu menyimpan cadangan sebanyak 213 juta setara minyak pada 2015.

Menurut Syamsu, meskipun Pertamina dan Chevron tidak mau mengelola Blok East Kalimantan setelah 2018, masih terdapat beberapa perusahaan yang berminat bila Blok East Kalimantan ditawarkan pemerintah. 

“Informasinya cukup banyak yang berminat,” katanya.

PT Pertamina EP Drilling Offshore Prime

PT Pertamina EP is ready to conduct offshore drilling of Poleng Field in Gresik, East Java, managed by Pertamina EP Asset 4 business unit.

"Today I represent the management of PT Pertamina EP want to know how the condition of the team in the field, and of course the readiness of equipment to be used for drilling offshore prime in Poleng Field," said Director of Operations and Production PT Pertamina EP, Chalid Said Salim Thursday (21 / 9) yesterday.

Chalid added that his side had made final checks on team preparedness and equipment ahead of the offshore drilling well at Ned Polis Well planned to start yesterday. Meanwhile, drilling activities are estimated to reach 45 days with a target of 9,000 feet deep depth and estimated cost of 15 million US dollars or nearly equivalent to Rp 200 billion.

Whereas the well location to be drilled is named Poleng N2 or CW-12H well located in Java Sea. This drilling is a form of positive synergy among upstream subsidiaries of PT Pertamina, namely PT Pertamina EP and PT Pertamina Hulu Energi.

"This excellent synergy is mutually supportive of the implementation of this activity. Especially for PT Pertamina EP which is the first time to do offshore drilling. This is a learning process for all related functions in planning, preparation and execution, "he explained.

According to Chalid, through the drilling kegialan is expected to produce 700 barrels of oil per day and 1.2 million cubic feet of gas per day. The drilling also aims to add hydrocarbon absorption points in the CW area of ​​the Kujung structure.

Pertamina EP Asset 4 is one of the most complete assets because in addition to having oil field, there are also 3 Gas Production Centers, namely CPP Gundih, CPP Donggi, and CPP Matindok. There is also an offshore field, Poleng Field.

Meanwhile, according to General Manager of Pertamina EP Asset 4, Didik Susilo said the drilling moment of this prime long awaited. After Poleng Field has been operating for at least four years with good production levels, Pertamina EP Asset 4 is preparing a bold step by drilling.

PT Pertamina EP Bor Offshore Perdana

PT Pertamina EP siap melakukan pengeboran perdana sumur lepas pantai (offshore) Poleng Field di Gresik, Jawa Timur, yang dikelola unit usaha Pertamina EP Asset 4. 

“Hari ini saya mewakili manajemen PT Pertamina EP ingin mengetahui bagaimana kondisi tim di lapangan, dan tentunya kesiapan peralatan yang akan digunakan untuk pengeboran Iepas pantai perdana di Poleng Field,” ungkap Direktur Operasi dan Produksi PT Pertamina EP, Chalid Said Salim Kamis (21/9) kemarin.

Chalid menambahkan bahwa pihaknya telah melakukan pengecekan terakhir terkait kesiapan tim dan peralatan jelang tajak sumur pemboran perdana Iepas pantai di Sumur Poleng N2 yang direncanakan dimulai kemarin. Sementara itu kegiatan pengeboran diperkirakan mencapai 45 hari dengan target kedalaman mencapai 9.000 feet dan perkiraan biaya mencapai 15 juta dolar AS atau hampir setara dengan Rp 200 miliar. 

Sedangkan Iokasi Sumur yang akan dibor bernama Poleng N2 atau Sumur CW-12H yang berada di Laut Jawa. Pengeboran ini merupakan wujud sinergi positif antar anak perusahaan hulu PT Pertamina, yaitu PT Pertamina EP dan PT Pertamina Hulu Energi.

“Sinergi yang sangat baik ini saling mendukung terlaksananya kegiatan ini. Terutama bagi PT Pertamina EP yang baru pertama kali melakukan pengeboran lepas pantai. Hal ini merupakan proses pembelajaran bagi semua fungsi terkait dalam perencanaan, persiapan dan eksekusi,” terangnya.

Menurut Chalid, melalui kegialan pengeboran ini diharapkan mampu menghasilkan produksi 700 barel minyak per hari dan 1,2 juta kaki kubik gas per hari. Pengeboran ini juga bertujuan untuk menambah titik serap hidrokarbon di area CW di struktur Kujung.

Pertamina EP Asset 4 merupakan salah satu aset yang paling lengkap karena selain memiliki lapangan minyak, terdapat juga 3 Pusat Produksi Gas, yaitu CPP Gundih, CPP Donggi, dan CPP Matindok. Selaln itu terdapat juga lapangan lepas pantai, yaitu Poleng Field.

Sedangkan menurut General Manager Pertamina EP Asset 4, Didik Susilo mengatakan momen pengeboran perdana ini dinantikan sejak lama. Setelah Poleng Field beroperasi kurang lebih empat tahun dengan tingkat produksi yang cukup bagus, Pertamina EP Asset 4 mempersiapkan langkah yang cukup berani dengan melaksanakan pengeboran. 

“Semoga hasil pengeboran ini sesuai dengan target yang telah diperhitungkan sebelumnya bahkan lebih tinggi lagi,” ujarnya.

Menurutnya, Pertamina EP Asset 4 telah mempersiapkan tim khusus baik untuk tim teknis maupun nonteknis demi kelancaran operasi ini. Dia berharap pengeboran berjalan lancar dan bisa menambah produksi migas PT Pertamina EP maupun secara nasional. 

“Untuk itu kami mohon dukungan dari seluruh pihak agar pengeboran lepas pantai ini berjalan lancar dan zero accident,” pungkasnya.

Blora Regency Government Prepares Tour of Oil and Gas Education

Pemerintah Kabupaten Blora Siapkan Wisata Edukasi Migas

Stagnannya kegiatan eksplorasi migas di Cepu berimbas pada tingkat hunian hotel di daerah setempat. Bahkan sejumlah hotel berbintang di Cepu, saat ini tingkat huniannya paling tinggi sekitar 20%. 

“Tiga tahun lalu saat eksplorasi Exxon Mobile di Cepu lancar, tingkat hunian hotel bintang 3, 4 dan 5 bisa sampai 80%. Saat ini paling banter hanya 15-20%,” kata Wakil Bupati Blora H Ariel Rohman saat bertemu dengan sejumlah media dalam acara Lokakarya Media Periode II Tahun 2017 SKK Migas-KKKS Wilayah Jabanusa di Blora, Rabu (20/9).

Dijelaskan Arief, kondisi ini jika dibiarkan tidak hanya mengancam kelangsungan bisnis para pengusaha dan menurunnya penerimaan daerah dari pajak hotel, juga mengancam masyarakat setempat. Karena selama ini sektor perhotelan banyak menyerap tenaga kerja lokal dan pada gilirannya mampu mengatasi kemiskinan di wilayah Blora. Karena itu pihaknya sedang berusaha untuk menggaet wisatawan untuk datang ke wilayahnya, khususnya Cepu untuk berwisata edukasi.

“Kami bersama instansi terkait terus menyosialisasikan Cepu sebagai wisata edukasi migas. Di Cepu kami punya STEM Akamigas, Pusdiklat atau PPSDM Migas dengan segala fasilitasnya. Atau bisa berwisata di sumur-sumur tua di Desa Ledok, tidak hanya Bojonegoro kami juga punya,” katanya.

Dengan wisata edukasi migas yang saat ini dikenalkan, pihaknya berharap kondisi perhotelan di Cepu membaik. Ekonomi pendukung seperti industri makanan dan minuman, cinderamata produk Usaha Mikro Kecil dan  Menengah (UMKM) wilayah setempat bisa bergerak kembali. Dan terpenting angka kemiskinan yang sekarang berada di zona merah, yakni 13% bisa ditekan di angka 9% dalam dua tahun mendatang.

Sementara itu Vice President Bidang Operasi SKK Migas Elan Biantoro mengakui investasi sektor migas khususnya eksplorasi saat ini masih sangat rendah. 

“Eksplorasi tiga tahun terakhir menurun drastis. Minat investor masih rendah, “ katanya.

Menurutnya, pada 2017 investor migas hanya akan mengebor sumur untuk mencari potensi migas baru hanya 32 sumur. 

“Padahal sebelum 2014, paling tidak per tahun mencapai 100 sumur atau titik eksplorasi,” katanya.

Elan menyebut, penyebab utama hal itu adalah rendahnya harga minyak mentah dunia yang saat ini berkisar di bawah 50 dollar AS per barel. 

“Dalam situasi seperti ini, hanya investor yang punya duit atau yang punya dana dari laba yang ditahan yang akan mampu melakukan eksplorasi,” katanya.

SKK Migas akan melakukan sejumlah upaya untuk meyakinkan para investor di sektor migas, antara lain pendekatan secara personal. Juga meyakinkan berinvestasi di sektor ini di Indonesia masih menjanjikan profit (margin) meski harga minyak mentah sekitar 50 dollar AS per barel. 

“Masih ada marginnya karena rata-rata biaya produksi per barel minyak di Indonesia itu 18 dollar AS. Bahkan beberapa pemilik lapangan di Indonesia ada yang di bawah 10 dolar AS, “ katanya.

Dikatakan, pemerintah melalui SKK Migas berusaha menjaga agar produksi minyak dari tiga pemain utama di Indonesia, tetap terjaga. “Mereka ini Chevron, Exxon Mobile Indonesia dan Pertamina. Ketiganya punya kontribusi hingga 75 persen dari total produksi migas kita,” katanya.

Data SKK Migas menyebutkan produksi minyak hingga kuartal I 2017 tercatat 815,6 ribu barel per hari, atau lebih besar 0,07 persen dibanding target APBN sebesar 815 ribu barel per hari.

Despite Production Decrease, Pertamina EP Not Reduce CSR

Despite lower oil and gas production levels, Pertamina EP, a subsidiary of PT Pertamina, a contractor of KKKS under SKK Migas, remains committed to running its Corporate Social Responsibility (CSR) program. In fact, recently the company bought a number of awards in the field of CSR Pertamina EP won 14 awards from 16 CSR programs of the Indonesian Sustainable Development Goals Award (ISDA) held Corporate Forum for Community Development (CFCD).

The award achieved by Pertamina EP includes three categories, namely Platinum, Gold and Silver. Pertamina EP also received five Gold awards through Renewable Energy program at Field Subang, Light Village in Pertamina PP Field Asset IV. Anayaman Tepas Program in Field Rantau, Household Huni by Pertamina EP Asset II, and Revitalization Posyandu by Field Papua Pertamina EP Asset IV.

Meski tingkat produksi minyak dan gas mengalami penurunan dan harga belum membaik, Pertamina EP anak perusahaan PT Pertamina yang merupakan kontraktor kontrak kerja sama (KKKS) di bawah SKK Migas, tetap komitmen menjalankan program tanggungjawab sosial perusahaan atau Corporate Social Responsibility (CSR). Bahkan, belum lama ini perseroan memborong sejumlah penghargaan di bidang CSR Pertamina EP berhasil meraih 14 penghargaan dari 16 program CSR dari Indonesian Sustainable Development Goals Award (ISDA) yang diselenggarakan Corporate Forum for Community Development (CFCD).

Penghargaan yang diraih Pertamina EP meliputi tiga kategori, yaitu Platinum, Gold, dan Silver. Pertamina EP juga memperoleh lima penghargaan Gold melalui program Energi Terbarukan di Field Subang, Desaku Terang di Field Poleng Pertamina EP Asset IV. Program Anayaman Tepas di Field Rantau, Rumah Iayak Huni oleh Pertamina EP Asset Il, dan Revitalisasi Posyandu oleh Field Papua Pertamina EP Asset IV.

Untuk penghargaan kategori Silver, kami meraihnya melalui tiga field, yaitu program pengolahan sampah dengan sistem 4R (Reuse, Reduce, Recycle, dan Remove) dan Olah Makanan Hasil Rumput Laut oleh Field Tarakan Pertamina EP Asset V serta sarana air bersih oleh Field Poleng Pertamina EP Asset IV” ujar Baron di Jakarta, Selasa (19/ 9).

Menurut Baron, CSR merupakan program pemberdayaan masyarakat yang dijalankan di sekitar wilayah kerja Pertamina EP untuk memberikan nilai tambah bagi pemangku kepentingan (stakeholder). Di saat produksi minyak Pertamina EP hingga akhir Agustus 2017 sebesar 77.975 barel per hari (BOPD) dan gas 998 juta standar kaki kubik per hari (MMSCFD) dibandingkan akhir Agustus 2016 yang tercatat 85.114 BOPD minyak dan 989 MMSCFD gas karena sulitnya mencari dan mengangkat minyak saat kondisi migas saat ini, Pertamina EP tetap berkomitmen mengembangkan masyarakat di wilayah operasi.

“Kami bersyukur mendapatkan kesempatan untuk membuktikan komitmen kami terhadap pengembangan masyarakat serta lingkungan. Kami akan menganggap penghargaan ini sebagai pemicu kami untuk terus dapat meningkatkan program pemberdayaan masyarakat kedepannya,” katanya.

Risna Resnawaty, Pengamat CSR dan Ketua Program Studi Ilmu Kesejahteraan Sosial FISIP Universitas Padjadjaran, mengatakan pencapaian Pertamina EP dengan 16 penghargaan dalam ISDA merupakan prestasi luar biasa. Proper maupun ISDA memiliki indikator penilaian terkait peningkatan kualitas hidup manusia, baik yang berhubungan dengan lingkungan maupun Indeks Pembangunan Manusia (IPM).  Hanya perusahaan yang memiliki komitmen sungguh-sungguh untuk berkontribusi dalam pembangunan yang akan mampu meraihnya. 

“jika komitmennya setengah-setengah, akan sangat sulit,” katanya.
