Pertamina Bost Exploration



PT Pertamina and its subsidiaries in the upstream sector are increasingly aggressive to get reserves and boost production. One of them is PT Pertamina Hulu Energi (PHE) Abar which will start drilling exploration wells Karunia 1X, off the north coast of West Java.

PHE Abar General Manager, Theodorus Duma, said that the Abar block is managed by PHE since May 22nd, 2015. The stretching block offshore West Java from Jakarta to Subang area covers about 8,000 sq km (km2) geogragtis adjacent to Offshore North West Java (ONWJ). PHE Abar is committed to optimizing performance in the first three years of exploration.

"The commitment consists of geological and geophysicist work, 2D seismic acquisition and processing, as well as drilling of one exploration well," he said.

During 2015 to 2017, PHE Abar has completed G & G Studies and 2D seismic sea suryei along 1,990 km.

"Currently we are preparing to drill the Karunia-1X exploration well," he said.

He revealed that the Karunia-1X well is located close to the ONWJ Block. If an economical hydrocarbon reserve is found, the commercialization of the block can be done immediately by utilizing existing facilities at PHE ONWJ, "added Theodorus.

Pertamina Genjot Eksplorasi


PT Pertamina dan anak usahanya di sektor hulu makin agresif untuk mendapatkan cadangan dan menggenjot produksi. Salah satunya adalah PT Pertamina Hulu Energi (PHE) Abar yang akan mulai pengeboran sumur eksplorasi Karunia 1X, di lepas pantai utara Jawa Barat.

General Manager PHE Abar, Theodorus Duma mengatakan, Blok Abar dikelola PHE sejak 22 Mei 2015. Blok yang membentang dilepas pantai Jawa Barat dari Wilayah Jakarta hingga Subang luasnya mencapai sekitar 8.000 km persegi (km2) yang secara geogragtis letaknya berdekatan dengan Offshore North West Java (ONWJ). PHE Abar berkomitmen mengoptimalkan kinerja dalam tiga tahun pertama masa eksplorasi. 

"Komitmen pasti tersebut terdiri dari pekerjaan geologi dan geophysicist, akuisisi dan processing seismic 2D, juga pemboran satu sumur eksplorasi," ujarnya 

Selama 2015 hingga 2017, PHE Abar telah menyelesaikan Studi G&G dan suryei laut seismik 2D sepanjang 1.990 km.

"Saat ini kami sedang mempersiapkan pengeboran sumur eksplorasi Karunia-1X," ujarnya. 

Dia mengungkapkan, sumur Karunia-1X terletak dekat dengan Blok ONWJ. Apabila ditemukan cadangan hidrokarbon yang ekonomis, komersialisasi blok dapat segera dilakukan dengan memanfaatkan fasilitas yang sudah ada di PHE ONWJ," tambah Theodorus.

Jonan and Arcandra Different Attitude in Cepu



Minister of Energy and Mineral Resources Ignasius Jonan requested that Exxon Mobil Corporation through Exxon-Mobil Cepu Limited (EMCL) could increase oil production from Cepu Block, Banyu Urip field. Jonan's demands produce Cepu Block to 300,000 barrels of oil per day (BPD) from the original 200,000 bpd.


"With the increase in production, I hope to be able to give a double effect to the surrounding area through the development of national and local companies, open jobs to community development," said Jonan in a release when met Mark W Albers, Senior Vice President (SVP) Exxon Mobil Corporation, Friday (28/7).

In addition, Minister Jonan also expects Exxon-Mobil to make the downstream sector as a new investment area in Indonesia, such as opening a Public Filling Station (SPBU) or aromatic development in Indonesia. Currently, PT ExxonMobil Lubricants Indonesia (PT ELMI) represents ExxonMobil, which develops downstream and petrochemical sectors.

Jonan claims that ExxonMobil is responding positively to the addition of 300,000 bpd. The company also promised to immediately assess the potential for further field development. Unlike Jonan, Deputy Minister of EMR, Arcandra Tahar mentioned that Exxon's facilities designed in Cepu Block only up to 200,000 bpd.




"The facility is designed if I am not mistaken to 200,000 bopd, we should see that now it is taken as much as possible, later decline (decrease production) faster, if you take 200,000 bopd can be longer," he said.


Therefore, the decision to increase the production of Cepu Block to 300,000 bph will be evaluated again. Because the production of Cepu Block seen from the design has reached the top up at 180,000 bph to 200,000 bph.

"Well, we can not (Exxon) 300,000 bopd, so it is reviewed first because oil, want to be taken now sooner or later the recoverble factory is almost the same," he said.

Vice President of Public and Government Affair ExxonMobil Erwin Maryoto has not answered the confirmation of the request for additional production.

Jonan dan Arcandra Beda Sikap di Cepu


Menteri Energi dan Sumber Daya Mineral (ESDM) Ignasius Jonan meminta supaya Exxon Mobil Corporation melalui Exxon-Mobil Cepu Limited (EMCL) bisa meningkatkan produksi minyak dari Blok Cepu, lapangan Banyu Urip. Tuntutan Jonan, produksi Blok Cepu hingga 300.000 barel minyak per hari (bph) dari yang semula 200.000 bph. 

"Dengan peningkatan produksi, saya harap mampu memberikan efek ganda bagi daerah sekitar melalui pengembangan perusahaan nasional dan lokal, membuka lapangan pekerjaan hingga pengembangan masyarakat," kata Jonan dalam rilisnya saat bertemu Mark W Albers, Senior Vice President (SVP) Exxon Mobil Corporation, Jumat (28/7).

Selain itu, Menteri Jonan juga mengharapkan Exxon-Mobil bisa menjadikan sektor hilir sebagai lahan investasi baru di Indonesia, seperti membuka Stasiun Pengisian Bahan Bakar Umum (SPBU) atau pengembangan aromatik di Indonesia. Saat ini, PT ExxonMobil Lubricants Indonesia (PT ELMI) mewakili perusahaan ExxonMobil yang mengembangkan sektor hilir dan petrokimia.

Jonan mengklaim bahwa ExxonMobil merespon positif soal penambahan produksi hingga 300.000 bph. Perusahaan ini juga berjanji segera mengkaji potensi pengembangan lapangan lebih lanjut. Berbeda dengan Jonan, Wakil Menteri ESDM, Arcandra Tahar menyebutkan bahwa fasilitas yang didesain di Blok Cepu oleh Exxon hanya sampai 200.000 bph. 

"Fasilitas didesain kalau saya tidak salah sampai 200.000 bopd. Ini harus kita lihat kalau sekarang diambil sebanyak-banyaknya, nanti decline (turun produksi) lebih cepat. Kalau ambil 200.000 bopd bisa lebih panjang," katanya. 

Maka dari itu, keputusan untuk meningkatkan produksi Blok Cepu sampai 300.000 bph akan dievaluasi lagi. Pasalnya, produksi Blok Cepu dilihat dari desainnya sudah mencapai top up di angka 180.000 bph hingga 200.000 bph. 

"Nah mampu tidak (Exxon) 300.000 bopd? Makanya dikaji dulu. Karena minyak, mau diambil sekarang cepat atau kemudian yang recoverble factory itu hampir sama," katanya.

Vice President of Public and Government Affar”s ExxonMobil Erwin Maryoto belum menjawab konfirmasi soal permintaan penambahan produksi itu.

Pertamina Expansion & Energy Security



Energy security is an important issue that is increasingly being discussed in various international forums. One of them at the G20 Summit in Hamburg Germany, beginning this July 2017. In his speech, President Joko Widodo besides conveying the theme of global trade, growth, sustainable development, climate change, also alludes to energy security.

Indonesia is very concerned with this energy security. Some indicators indicate the vulnerability of national energy security. Indonesia Energy Outlook 2016 data released by the National Energy Board shows since 2010-2014, the rate of reserve discovery compared to production or Reserve Replacement Ratio about 50%.

This means that Indonesia produces more oil than to find oil reserves. No major oil reserves have yet been discovered apart from the Banyu-Urip Blok Cepu field.

Whereas oil and gas reserves represent Pertamina's biggest challenge in running a sustainable energy business. Although there is an increase in Pertamina's upstream oil and gas production in the country, it is not yet sufficient to meet independently the national oil and gas needs.

International cooperation is also needed to improve energy security. For Indonesia, this has even been mandated in the General Plan of National Energy (RUEN) which was just established in March 2017. RUEN recommends state-owned oil and gas companies seeking oil and gas blocks overseas to bring their crude oil into the country. This move is commonly referred to as overseas expansion to acquire upstream oil and gas assets in other countries.

RUEN 2017 implicitly refers to Pertamina's role in supporting national energy security. Upstream oil and gas expansion abroad is also in line with Pertamina's vision to be a world class national oil and gas company.

This expansion effort has been started by Pertamina since 2013. Up to 2015, Pertamina has entered into three countries, namely Algeria, Iraq and Malaysia. This amount is still less than Malaysian national oil company (NOC), Petronas. The state oil and gas company has acquired upstream oil and gas assets in 20 countries by 2015.

It should be understood that this expansion process is quite complex. If the calculation of Pertamina's business expansion into one country is taken into account, then Bussiness to Bussiness (B to B) approach is taken with other oil and gas operators. 

     Along with the process, approval or licensing is required with the government of the country which is the destination of expansion, since oil and gas is a strategic sector. In other words, the movement of Pertamina's upstream oil and gas expansion involves actors in other countries. Hence the element of diplomacy becomes very important.

Theoretically, the role of the government to support Pertamina's expansion is closely related to the concept of power to influence other countries. Referring to the theory described by Joseph S. Nye (2004), power is the ability of the state to influence the behavior of other countries to get the desired results.

There are several ways to influence the behavior of other countries. A country can force another country with a threat, a country can encourage other countries with economic aid, or a country may attract and co-opt another country to do what they want.

Power is divided into two, namely Hard Power and Soft Power. Hard Power is concerned with the economic and military power of one country. The military and economic capacity of Indonesia is not as big as China that supports its NOC expansion with economic assistance and infrastructure development assistance to oil and gas producing countries targeted for expansion.

For Indonesia, the Soft Power approach becomes an important strategy to sustain energy diplomacy. According to Joseph S. Nye (2004), the soft power of a country comes from three main things: culture, political values, and foreign policy.

ACTIVE FREE

Indonesia embraces foreign policy freely active in its foreign policy so that Pertamina is relatively free to approach with any country. If you look at the success of Pertamina's expansion into Algeria, Iraq and Malaysia, it can not be separated from soft power factors, for example: the commonality of a Muslim-majority country and a fellow former member of the Asian-African Conference (KAA).

This soft power factor can be an instrument of energy diplomacy support especially in Goverment to Goverment (G to G) level. Seeing the advantages of this soft power, geopolitically Pertamina can continue its expansion into Muslim countries and other developing countries.

Later Indonesia has opened the opportunity for energy cooperation with Iran, United Arab Emirates, and Russia. Pertamina also purchased 24.53% of French private oil and gas company Maurel et Prom in August 2016. The company already produces in Tanzania, Gabon, Nigeria, and explores oil and gas in Canada, Francis, Colombia, Namibia and Myanmar.

Data from Pertamina shows that total oil and gas production from international assets in Algeria, Iraq and Malaysia until the end of 2016 reaches an average of 126,701 Barrel Oil Equivalent per Day (BOEPD) which consists of 88,587 barrels of oil per day and 275 Million Standard Cubic Feet per Day (MMSCFD) for gas.

This figure contributes 19% of Pertamina's total oil and gas production. In accordance with the roadmap to increase Pertamina's oil and gas production up to 2025, it is expected that the production from this international asset can contribute up to 38%.

Pertamina has also prepared with an investment plan worth US $ 112 billion until 2025. This increase in production is quite encouraging although still far from the national oil and gas consumption demand which reached 1.3 million barrels of oil per day. Meanwhile, Pertamina's total oil and gas production in the first semester of 2010 amounted to 640 thousand barrels of oil per day.

If the expansion strategy continues simultaneously with upstream oil and gas upstream, it is expected that Pertamina's oil and gas production will also increase and sustain the national energy security. The expansion initiated by Pertamina should have govemment endorsement from Rl government through relevant institutions and institutions.

Information on business opportunities in the form of tenders for oil and gas management in one country is usually obtained by Pertamina from subscription journal, and other sources. In fact, primary information can also be obtained by diplomats assigned at the Embassy of the Republic of Indonesia (KBRI) in oil and gas producing countries.

The utilization of KBRI networking around the world as a supplier of information on oil and gas business opportunity is a must. Cooperation more closely and the similar vision between Pertamina and the Ministry of Foreign Affairs, Ministry of ESDM, and other stakeholders become the key.

Ekspansi Pertamina & Ketahanan Energi


Ketahanan energi merupakan isu penting yang semakin sering dibahas di berbagai forum internasional. Salah satunya di Konferensi Tingkat Tinggi (KTT) G20 di Hamburg Jerman, awal Juli 2017 ini. Dalam pidatonya, Presiden Joko Widodo selain menyampaikan tema perdagangan global, pertumbuhan, pembangunan berkelanjutan, perubahan iklim, juga menyinggung soal ketahanan energi.

Indonesia memang sangat berkepentingan dengan ketahanan energi ini. Beberapa indikator menunjukkan rentannya ketahanan energi nasional. Data Outlook Energi Indonesia 2016 yang dikeluarkan oleh Dewan Energi Nasional menunjukkan sejak 2010-2014, laju penemuan cadangan dibandingkan dengan produksi atau Reserve Replacement Ratio sekitar 50%. 

Artinya Indonesia lebih banyak memproduksi minyak bumi dibandingkan dengan menemukan cadangan minyak. Belum ada penemuan cadangan minyak besar lagi selain dari lapangan Banyu-Urip Blok Cepu.

Padahal cadangan migas merupakan tantangan terbesar Pertamina dalam menjalankan bisnis energi yang berkelanjutan. Meski terdapat peningkatan dalam produksi hulu migas Pertamina di dalam negeri, tetapi belum cukup untuk memenuhi secara mandiri kebutuhan migas nasional.

Kerja sama internasional pun diperlukan demi meningkatkan ketahanan energi. Untuk Indonesia, hal ini bahkan sudah diamanatkan dalam Rencana Umum Energi Nasional (RUEN) yang baru ditetapkan Maret 2017. RUEN merekomendasikan badan usaha migas milik negara yang mengusahakan blok migas di luar negeri membawa minyak mentahnya ke dalam negeri. Langkah ini biasa disebut sebagai ekspansi ke luar negeri untuk mengakuisisi aset hulu migas di negara lain.

RUEN 2017 tersebut secara implisit merujuk pada peran serta Pertamina dalam menopang ketahanan energi nasional. Ekspansi hulu migas ke luar negeri juga sejalan dengan visi Pertamina yang ingin menjadi perusahaan migas nasional berkelas dunia. 

Upaya ekspansi ini sudah mulai digulirkan oleh Pertamina sejak 2013. Sampai dengan 2015, Pertamina telah masuk ke tiga negara, yaitu Aljazair, Irak, dan Malaysia. Jumlah ini masih lebih sedikit dari National Oil Company (NOC) Malaysia, Petronas. Perusahaan migas negeri jiran ini telah mengakuisisi aset hulu migas di 20 negara pada 2015.

Harus dipahami bahwa proses ekspansi ini cukup kompleks. Jika kalkulasi ekspansi bisnis Pertamina ke satu negara selesai diperhitungkan, maka dilakukanlah pendekatan Bussiness to Bussiness (B to B) dengan operator migas lain. Seiring dengan proses tersebut, dibutuhkan persetujuan atau perizinan dengan pemerintah negara yang menjadi tujuan ekspansi, mengingat migas merupakan sektor strategis. Dengan kata lain, pergerakan ekspansi hulu migas Pertamina melibatkan aktor-aktor di negara Iain. Oleh karena itulah elemen diplomasi menjadi sangat penting.

Secara teoritis peran pemerintah untuk mendukung ekspansi Pertamina erat kaitannya dengan konsep power untuk memengaruhi negara lain. Merujuk pada teori yang diuraikan Joseph S. Nye (2004), power yaitu kemampuan negara memengaruhi perilaku negara lain untuk mendapatkan hasil yang di inginkan.

Terdapat beberapa cara untuk mempengaruhi perilaku negara lain. Suatu negara bisa memaksa negara lain dengan ancaman, suatu negara bisa mendorong negara lain dengan bantuan ekonomi, atau satu negara bisa menarik dan mengkooptasi negara lain untuk melakukan yang mereka inginkan.

Power terbagi menjadi dua, yaitu Hard Power dan Soft Power. Hard Power berkaitan dengan kekuatan ekonomi dan militer satu negara. Kapasitas militer dan ekonomi Indonesia belum sebesar China yang mendukung ekspansi NOC-nya dengan bantuan ekonomi dan bantuan pembangunan infrastruktur ke negara produsen migas yang menjadi target ekspansi.

Bagi Indonesia, pendekatan Soft Power menjadi strategi penting untuk menopang diplomasi energi. Menurut Joseph S. Nye (2004), soft power sebuah negara bersumber pada tiga hal utama: budaya, nilai-nilai politik, dan kebijakan luar negeri.

BEBAS AKTIF

Indonesia menganut politik luar negeri bebas aktif dalam kebijakan luar negerinya sehingga Pertamina relatif leluasa melakukan pendekatan dengan negara manapun. Jika melihat keberhasilan ekspansi Pertamina ke Aljazair, Irak, dan Malaysia, tidak bisa dilepaskan dari faktor-faktor soft power, misalnya: kesamaan sebagai negara yang mayoritas warganya muslim dan sesama negara bekas anggota Konferensi Asia Afrika (KAA).

Faktor soft power ini bisa jadi instrumen pendukung diplomasi energi terutama di level Goverment to Goverment (G to G). Melihat kelebihan soft power ini, secara geopolitik Pertamina bisa meneruskan ekspansinya ke negara-negara muslim dan negara berkembang lainnya.

Belakangan Indonesia sudah membuka peluang kerja sama energi dengan Iran, Uni Emirat Arab, dan Rusia. Pertamina juga membeli 24,53% saham perusahaan migas swasta asal Prancis, Maurel et Prom pada Agustus 2016. Perusahaan ini sudah berproduksi di Tanzania, Gabon, Nigeria, serta melakukan eksplorasi migas di Kanada, Francis, Kolombia, Namibia, dan Myanmar.

Data dari Pertamina menunjukkan total produksi netto migas dari aset internasional di Aljazair, Irak, dan Malaysia hingga akhir 2016 mencapai rata-rata 126.701 Barrel Oil Equivalent per Day (BOEPD) yang terdiri dari 88.587 barel minyak per hari dan 275 Million Standard Cubic Feet per Day (MMSCFD) untuk gas.

Angka ini berkontribusi sebesar 19% dari total produksi migas Pertamina. Sesuai roadmap peningkatan produksi migas Pertamina sampai dengan 2025, diharapkan produksi dari aset internasional ini bisa berkontribusi hingga 38%.

Pertamina pun telah menyiapkan dengan rencana investasi senilai US$ 112 miliar hingga 2025. Peningkatan produksi ini cukup menggembirakan meski masih jauh dari kebutuhan konsumsi migas nasional yang mencapai 1,3 juta barel minyak per hari. Adapun, total produksi migas Pertamina pada semester 1/2016 sebesar 640 ribu barel minyak per hari.

Jika strategi ekspansi berjalan terus simultan dengan perbaikan hulu migas domestik, diharapkan produksi migas Pertamina juga semakin bertambah dan menopang ketahanan energi nasional. Ekspansi yang digulirkan oleh Pertamina sudah seharusnya mendapat govemment endorsement dari pemerintah Rl melalui kemonterian dan lembaga yang relevan.

Informasi adanya peluang bisnis berupa tender pengelolaan migas di satu negara biasanya didapat oleh Pertamina dari jurnal berlangganan, dan sumber-sumber lain. Sebenarnya informasi primer juga bisa didapat oleh diplomat yang ditugaskan di Kedutaan Besar Republik indonesia (KBRI) di negara-negara produsen migas.

Pemanfaatan networking KBRI di seluruh dunia sebagai pemasok informasi peluang bisnis migas merupakan sebuah keharusan. Kerja sama lebih erat lagi dan kesamaan visi antara Pertamina dan Kementerian Luar Negeri, Kementerian ESDM, dan stakeholder lainnya menjadi kunci.

Bojonegoro Targets Manage Oil Wells August



PT Bojonegoro Bangun Sarana (BBS) BUMD owned by the Government of Bojonegoro Regency is targeting to start managing oil well field in Kedewan Sub-district, in early August. Currently, said Director of PT BBS Bojonegoro, Toni Ade Irawan, BBS with Pertamina EP Asset 4 Field Cepu, Central Java, is still discussing cooperation agreement in the management of old oil well field in Wonocolo Village, Hargomulyo and Beji, Kedewean Sub-district.

"BBS can manage the old oil well field in Kedewan, early August," he said, Thursday (27/7)

According to the cooperation agreement, all oil wells in the three villages with about 700 wells will be managed. Pertamina EP Asset 4 Field Cepu estimates that the production of old oil well field in three villages in Kedewan sub-district could reach 1,200 barrels per day. But the oil production paid to Pertamina EP Asset 4 Field Cepu is only about 400 barrels per day, while others are sold out or refined traditionally into Solar.

"The discussion of the cooperation agreement is only ripe, because it has been twice BBS meeting with Pertamina EP Asset 4 Field Cepu," he said.

In addition, the District Government will also socialize to miners the existence of PT BBS which will manage the old oil well field in Kedewan Subdistrict. Further described in the field management of old oil wells in Kedewan, will be done openly. According to him, about 1,500 other miners as well as other workers will be enrolled in BPJS Kesehatan (Social Security Administering Body) Employment, BPJS (Social Security Administering Body) Health, in addition BBS is also responsible for the maintenance of tools and others.

"BBS has the responsibility to improve the welfare of miners, protect the environment to prevent pollution," he said.

Head of Department of Industry and Manpower Bojonegoro, Agus Surpiyanto, added that the management of old oil well field will be regulated through Regent Regulation No. 30 of 2017 on Management of Old Wells.

"In the Regent's Regulation, among others, set the task of BBS to form a group of miners as an effort to legalize its existence," he said.

The formation of the group of miners, is supporting data to be submitted to Pertamina EP Asset 4 Field Cepu to discuss the material contract.

According to him, the District Government could provide budget allocation for BBS which can be used to give prior service to the miners according to their production, before Pertamina pays the return of crude oil collection service.

Bojonegoro Target Kelola Sumur Minyak Agustus


PT Bojonegoro Bangun Sarana (BBS) BUMD milik Pemerintah Kabupaten Bojonegoro menargetkan mulai mengelola lapangan sumur minyak di Kecamatan Kedewan, pada awal Agustus. Saat ini, ujar Direktur PT BBS Bojonegoro, Toni Ade Irawan, BBS dengan Pertamina EP Asset 4 Field Cepu, Jawa Tengah, masih membahas perjanjian kerja sama dalam pengelolaan lapangan sumur minyak tua di Desa Wonocolo, Hargomulyo dan Beji, Kecamatan Kedewean. 

“BBS bisa mengelola lapangan sumur minyak tua di Kedewan, awal Agustus,” katanya, Kamis (27/7)

Sesuai perjanjian kerja sama, semua sumur minyak di tiga desa itu dengan jumlah sekitar 700 sumur yang akan dikelola. Pertamina EP Asset 4 Field Cepu memperkirakan produksi lapangan sumur minyak tua di tiga desa di Kecamatan Kedewan, bisa mencapai 1.200 barel per hari. Tetapi produksi minyak yang disetorkan kepada Pertamina EP Asset 4 Field Cepu hanya sekitar 400 barel per hari, sedangkan lainnya dijual keluar atau disuling secara tradisional menjadi Solar. 

“Pembahasan perjanjian kerja sama hanya tinggal mematangkan, karena sudah dua kali BBS melakukan pertemuan dengan Pertamina EP Asset 4 Field Cepu,” ujarnya.

Selain itu, Pemerintah Kabupaten juga akan menyosialisasikan kepada para penambang keberadaan PT BBS yang akan mengelola lapangan sumur minyak tua di Kecamatan Kedewan itu. Lebih lanjut dijelaskan dalam pengelolaan lapangan sumur minyak tua di Kedewan, akan dilakukan secara terbuka. Menurutnya, sekitar 1.500 penambang juga pekerja lainnya akan terdaftar masuk BPJS Kesehatan (Badan Penyelenggara Jaminan Sosial) Ketenagakerjaan, BPJS (Badan Penyelenggara Jaminan Sosial) Kesehatan, selain itu BBS juga bertanggung jawab atas pemeliharaan alat dan lain-lain. 

“BBS memiliki tanggung jawab meningkatkan kesejahteraan para penambang, menjaga lingkungan untuk mencegah terjadinya pencemaran,” kata dia.

Kepala Dinas Perindustrian dan Tenaga Kerja Bojonegoro, Agus Surpiyanto, menambahkan pengelolaan lapangan sumur minyak tua akan diatur melalui Peraturan Bupati Nomor 30 Tahun 2017 tentang Pengelolaan Sumur Tua.

“Di dalam Peraturan Bupati itu antara lain, mengatur tugas BBS membentuk kelompok penambang sebagai usaha melegalkan keberadaannya,” katanya.

Pembentukan kelompok penambang itu, merupakan data pendukung yang akan disampaikan kepada Pertamina EP Asset 4 Field Cepu untuk membahas materi kontrak.

Menurut dia, Pemerintah Kabupaten bisa saja menyediakan alokasi anggaran untuk BBS yang bisa dimanfaatkan memberi imbalan jasa terlebih dulu kepada para penambang sesuai produksinya, sebelum Pertamina membayar imbalan jasa pengambilan minyak mentah.

Increase Oil Production

Meski masa kontrak Blok Tuban akan berakhir di akhir Februari 2018 nanti, namun Joint Operating Body Pertamina Petrochina East ]ava (JOB-PPEJ) tetap berupaya memaksimalkan produksi. Salah satu caranya melakukan perawatan sumur di lapangan migas Pad B Desa Ngampel, Kecamatan Kapas, Kabupaten Bojonegoro. Kegiatan perawatan sumur ini ditandai dengan moving rig yang dilakukan, Kamis (27/7/2017). 

“Saat ini pihak operator tidak melakukan pengeboran sumur baru. Sehingga sumur yang masih memiliki potensi akan dilakukan perawatan untuk menambah produksi,” kata Field Admin Superintendent, JOB PPEJ, Akbar Pradima.

Akbar Pradima menjelaskan, prosuksi di Blok Sukowati ini sudah menurun. Karena itu JOB PPEJ melakukan perawatan sumur yang masih punya potensi. Proses moving rig ini juga sudah sesuai prosedur. Sebelum melakukan moving rig, pihaknya sudah mengajukan izin kepada pihak desa yang ditujukan kepihak kepolisian setempat. 

"Sebagai KKKS yang bekerja di bawah pengendalian dan pengawasan SKK Migas, JOB PPEJ melakukan semua kegiatan sesuai prosedur dan aturan yang berlaku," katanya.

Meski sempat mendapat ancaman pemblokiran dari warga, namun moving rig dilakukan pukul 08.00 WIB berjalan Iancar. Sebelum itu Pemerintah Desa (Pemdes) Ngampel, Kecamatan Kapas sempat mengancam melakukan aksi pemblokiran akses jalan menuju Pad B sebelum ada pembayaran Tanah Kas Desa (TKD) yang sekarang digunakan sebagai akses jalan masuk Pad B.

BBS Bojonegoro Targets Manage Oil Wells Next Month



PT Bojonegoro Bangun Sarana (BBS) BUMD Owned by Bojonegoro Regency Government (Reggovt) Bojonegoro, targets to start managing oil well field in the sub-district of the council, early August.

BBS Bojonegoro Targetkan Kelola Sumur Minyak Bulan Depan


PT Bojonegoro Bangun Sarana (BBS) BUMD Milik Pemerintah Kabupaten Bojonegoro (Pemkab) Bojonegoro, mentargetkan akan mulai mengelola lapangan sumur minyak di kecamatan kedewan, awal agustus.

"BBS bisa mengelola lapangan sumur minyak tua dikecamatan Kedewan, awal agustus ," kata Direktur PT BBS Bojonegoro Toni Ade Irawan, Kamis (27/07/2017). 

    Saat ini PT BBS dengan dengan PT Pertamina EP Asset 4 Field Cepu, Jawa Tengah, masih melakukan pembahasan perjanjian kerjasama dalam pengelolaan lapangan sumur minyak tua di Desa Wonocolo, Hargomulyo dan Beji, Kecamatan Kedewan. Sesuai perjanjian kerjasama semua sumur minyak di tiga desa itu dengan sejumlah 700 titik sumur yang dikelola.

East Natuna Block Offered, Included to Inpex



The government opens opportunities for other oil and gas contractors to participate in the management of East Natuna Block after being abandoned by Exxon Mobil. Including if Inpex Corp is interested to enter into East Natuna gas project. Deputy Minister of Energy and Mineral Resources Arcandra Tahar stated that the government opens opportunities for any investor to participate in East Natuna project development.

"The government offers it to anyone, including Inpex," Arcandra said on Thursday (27/7). The government will support if Inpex really want to invest in East Natuna Block.

"Inpex want to go in please, I support him even ESDM Ministry is ready if there is a oil and gas company that wants to have a participating interest in East Natuna Block.

"If you want to enter East Natuna, its more than welcome." If you want to enter East Natuna, I facilitate, "he added. The government is aware that PT Pertamina can not work on its own East Natuna Block project after the decision of Exxonmobil and PTT Thailand to exit the project. Understandably, the East Natuna Block project requires high cost technology because of the considerable CO2 content, up to 72%.

Blok East Natuna Ditawarkan, Termasuk ke Inpex 


Pemerintah membuka kesempatan bagi kontraktor migas lain ikut dalam pengelolaan Blok East Natuna pasca ditinggal Exxon Mobil. Termasuk jika Inpex Corp berminat masuk ke dalam proyek gas East Natuna. Wakil Menteri ESDM Arcandra Tahar menyatakan, pemerintah membuka peluang bagi investor mana saja ikut dalam pengembangan proyek East Natuna. 

"Pemerintah menawarkan ke siapa saja, termasuk Inpex, " kata Arcandra pada.Kamis (27/7). Pemerintah akan mendukung jika Inpex benar-benar mau berinvestasi di Blok East Natuna. 

"Inpex mau masuk silahkan, saya mendukung ujarnya. Bahkan Kementerian ESDM siap jika ada perusahaan migas yang ingin memiliki participating Interest di Blok East Natuna. 

"Kalau mau masuk East Natuna, its more than welcome. Kalau mau masuk East Natuna, saya fasilitasi, " imbuhnya. Pemerintah menyadari, PT Pertamina tidak bisa mengerjakan proyek Blok East Natuna sendiri setelah keputusan Exxonmobil dan PTT Thailand keluar dari proyek tersebut. Maklum, proyek Blok East Natuna membutuhkan teknologi dengan biaya tinggi karena adanya kandungan CO2 yang cukup besar, hingga mencapai 72%.

Revised Rules, EMR Involves Entrepreneurs



Ministry of Energy and Resources. Minerals (ESDM) assembled the directors of state-owned enterprises in energy and minerals, as well as the chairman of the association on energy and oil and gas, on Thursday (27/7). They were asked to provide input to revise Regulation of Minister of Energy and Mineral Resources No. 42/2017 on Supervision of Business Exploitation in the Energy and Mineral Resources Sector. 

    Hendra Sinadia Deputy Executive Director of the Indonesian Coal Producers Association (APBI) said the Ministry of Energy and Mineral Resources has heard business complaints related to the plan to revise ESDM Ministerial Regulation no. 42.

Unfortunately, Hendrix said the mineral and coal sectors in the revised draft have not changed. The transfer of shares and changes to the board of commissioners must still require approval from the Minister of EMR,

"The provisions in Regulation of the Minister of Energy and Mineral Resources No 42/2017 are consistent with the provisions in the Limited Company Law and also in the Contract of Work (PKP2B)," he said.

Coal Contract of Work and Working Agreement of Coal Mining Concession (PKP2B) change of commissioner directors Must be approved but by the Director General of Mineral and Batubaru not to the Minister of EMR.

"I think it should be reporting only," he said.

Meanwhile, Chief Executive of the Association of Indonesian Private Electric Manufacturers (APLSI) Arthur Simatupang said the proposals from business actors of electricity developers have been heard by the Ministry of Energy and Mineral Resources, reviewed, Ministerial Regulation No 42/2017.

"Positive There will be a revised Minister Regulation according to the proposal," he said.

The revised draft of Regulation of the Minister of Energy and Mineral Resources No 42/2017 mentioned that the share transfer and the change of directors are no longer through the approval of the Minister of EMR. For ESDM Minister Regulation No 42/2017 APLSI feel the Ministry of Energy and Mineral Resources quite responsive with the proposal. 

    Understandably, the electricity sector should be made easier because it becomes a priority. In addition to Minister of Energy and Mineral Resources Regulation No 42/2017. Ministry of Energy and Mineral Resources also discuss about the rules in the field of electricity.

"But no details," he said, He stated, APLSI will provide advice on the rules of electricity that has been published. "Must be discussed one-on-one, do not know (revised), we'll see the progress," he said.

Riza Husni, Chairman of the Association of Power Plants, Water Power, said, at the request of the President, during the meeting of Deputy Minister of Energy and Mineral Resources Arcandra Tahar said will conduct evaluation of all Ministerial Regulation of EMR this year. Including Regulation of the Minister of Energy and Mineral Resources concerning electricity, Minister of Energy and Mineral Resources Regulation No. 10, No. 12, No. 43 years 2017.

"Ministerial Regulation 12 is amended to Ministerial Regulation 43 and will be re-evaluated," he said.

In Minister of Energy and Mineral Resources Regulation No 43/2017 there is still a build, own, operate and transfer (BOOT) article and negotiated electricity price. Riza said, the Deputy Minister promised to immediately revise again. "The promise is immediate, the Deputy Minister said the rules should be accepted as regulated, If not accepted not the rules of his name." He said.

As for oil and gas, in the revised draft mentioned the transfer of participation rights through the approval of ministers, but consider the input of Head of SKK Migas. The changes of directors and share transfer are now only reporting, not the approval of the Minister of EMR.

Accommodate input

Meanwhile, Arcandra said, in the meeting the government gets positive feedback from businessmen.

"We listen to some of our proposed changes, they welcome positively", "he said.

It is open to improving regulations other than Ministerial Regulation 42/2017 which is considered to inhibit investment. "Regulation of Minister of Energy and Mineral Resources 43 concerning Micro Hydro Power Plant (PLTMH), there is a proposal to or not to do business to business scheme (B to B) but the determination of our tariff review, our proposal is accommodated," he said.

While in the oil and gas sector, will issue the rules of gross split taxation. This regulation is considered to provide certainty for oil and gas investment.

"We are currently preparing for a gross split taxation, this provides a more progressive certainty from the revision of Government Regulation 79, we try to give more incentives," he said.

In the minerals sector, there is little input from mining business actors to revise regulations such as Ministerial Decree 5/2017 on Increasing Mineral Added Value through Processing and Purifying Activities of Minerals Affairs and Ministerial Regulation 6/2017 on Procedures and Requirements for Providing a Sales Selling Recommendation for Minerals Overseas Management and Purification Results.

"It was mentioned, smelter businessmen need our facilitation to get better," said Arcandra.

Revisi Aturan, ESDM Melibatkan Pengusaha


Kementerian Energi dan Sumber Daya. Mineral (ESDM) mengumpulkan para direksi BUMN di bidang energi  dan minerba, serta ketua asosiasi bidang Energi dan migas, pada Kamis (27/7). Mereka diminta memberikan masukan untuk merevisi Peraturan Menteri ESDM  No 42/2017 Tentang Pengawasan Pengusahaan Pada Kegiatan Usaha di Sektor Energi dan Sumber Daya Mineral. 

    Hendra Sinadia Deputi Direktur Eksekutif Asosiasi Produsen Batubara Indonesia (APBI) mengatakan, Kementerian ESDM telah mendengar keluhan dunia usaha terkait rencana  merevisi Peraturan Menteri ESDM no 42. 

Namun sayang, kata Hendrix untuk sektor mineral dan batubara pada draft revisi masih belum berubah. Pengalihan saham dan perubahan direksi komisaris masih harus memerlukan persetujuan dari Menteri ESDM, 

"Seharusnya ketentuan dalam Peraturan Menteri ESDM No 42/2017 konsisten dengan ketentuan di UU Perseroan Terbatas dan juga dalam Kontrak Karya Serta (PKP2B)," katanya

    Kontrak Karya dan Perjanjian Karya Pengusahaan Pertambangan Batubara (PKP2B) perubahan  direksi komisaris Wajib mendapat persetujuan tetapi oleh Dirjen Mineral dan Batubaru bukan kepada Menteri ESDM. 

"Saya kira sebaiknya kewajiban tersebut bersifat pelaporan saja," kata dia. 

Sementara itu,  Ketua Harian Asosiasi Produsen Listrik Swasta Indonesia (APLSI) Arthur Simatupang mengatakan, usulan dari pelaku usaha pengembang listrik sudah didengarkan oleh Kementerian ESDM, terkaji, Peraturan Menteri ESDM No 42/2017. 

"Positif. Akan ada revisi Peraturan Menteri sesuai usulan," kata dia. 

Draf revisi Peraturan Menteri ESDM No 42/2017 manyebutkan, pengalihan  saham dan pergantian direksi tidak lagi melalui persetujuan Menteri ESDM. Untuk Peraturan Menteri ESDM No 42/2017 APLSI merasa Kementerian ESDM cukup tanggap dengan usulan. 

     Maklum, sektor ketenagalistrikan memang harus dipermudah sebab menjadi prioritas. Selain Peraturan Menteri ESDM No 42/2017. Kementerian ESDM juga membahas soal aturan di bidang kelistrikan. 

"Tetapi tidak detail," ujarnya, Dia menyatakan, APLSI akan memberikan saran atas aturan-aturan  listrik yang sudah terbit. “Harus dibahas satu-satu, belum tahu (direvisi), kita lihat saja perkembangan," ujarnya. 

Riza Husni, Ketua Asosiasi Pembangkit, Listrik Tenaga Air, menyebutkan, sesuai permintaan Presiden, saat rapat Wakil Menteri ESDM Arcandra Tahar bilang akan melakukan evaluasi semua Peraturan Menteri ESDM tahun ini. Termasuk Peraturan Menteri ESDM soal kelistrikan yakni Peraturan Menteri ESDM No 10, No. 12, No. 43 tahun 2017. 

"Peraturan Menteri 12 diubah ke Peraturan Menteri 43 dan akan  dievaluasi kembali," kata dia. 

Dalam Peraturan Menteri ESDM No 43/2017 masih ada pasal build, own, operate and transfer (BOOT) dan harga listrik negosiasi. Riza bilang, Wakil Menteri berjanji  akan segera melakukan revisi kembali. "Janjinya segera. Wakil Menteri bilang aturan itu harus diterima yang diatur, Kalau tidak diterima bukan aturan namanya." ungkap dia. 

Sementara untuk migas, dalam draf revisi menyebutkan peralihan hak partisipasi melalui persetujuan menteri, tetapi mempertimbangkan masukan Kepala SKK Migas. Adapun perubahan direksi dan pengalihan saham kini hanya pelaporan saja, bukan persetujuan Menteri ESDM.

Menampung masukan 

Sementara itu Arcandra bilang, dalam pertemuan tersebut pemerintah mendapatkan masukan positif  dari pengusaha. 

"Kami dengarkan. Ada beberapa yang kami usulkan perubahannya, mereka menyambut positif"," ujarnya. 

Pihaknya terbuka untuk memperbaiki regulasi selain Peraturan Menteri 42/2017  yang dianggap menghambat investasi. “Peraturan Menteri ESDM 43 yang tentang Pembangkit Listrik Tenaga Mikrohidro (PLTMH), ada usul bisa atau tidak jangan skema business to business (B to B) tapi penetapan tarif kami review, usulan kami tampung,"  ujarnya. 

Sedangkan di sektor migas, akan mengeluarkan aturan perpajakan gross split. Aturan ini  dianggap memberi kepastian bagi investasi migas. 

"Kami sedang menyusun perpajakan gross split, ini memberi kepastian yang mungkin lebih progresif lagi dari revisi Peraturan Pemerintah 79, kami coba memberi insentif lebih lagi," ujarnya. 

Di sektor minerba, tidak banyak masukan dari pelaku usaha pertambangan untuk merevisi aturan seperti Peraturan Menteri 5/2017 tentang Peningkatan Nilai Tambah Mineral Melalui Kegiatan Pengolahan dan Pemurnian Mineral Dalam Negeri dan Peraturan Menteri 6/2017 tentang Tata Cara dan Persyaratan Pemberian Rekomendasi Pelaksanaan Penjualan Mineral ke Luar Negeri Hasil Pengelolaan dan Pemurnian. 

"Tadi disinggung, pengusaha smelter perlu  kami fasilitasi agar bisa lebih baik," tutur Arcandra.
