BALIKPAPAN REFINERY

PT Pertamina Refinery Unit V is working on land clearing in the development stage and the Balikpapan refinery in the near future, the main engines will be booked. General Manager Pertamina RU V Yulian Dekri mengatakan perataan bangunan-bangunan perumahan disekitar area kilang akan dilaksanakan setelah semua pekerja dipindahkan ke apartemen.

“ Bulan Mei, kami targetkan apartemen sudah di isi.  Jadi, perumahan segera diratakan. Apartemen harus sudah siap dulu, setelah itu pekerja dipindahkan, sekarang apartemennya sudah siap,” jelasnya, Senin (17/4).

Mesin-mesin utama pendukung perluasan kilang juga mulai dipesan, sebab tidak semua mesin dapat dipesan dalam waktu dekat. Contohnya saja, untuk memesan reaktor dibutuhkan waktu 18 bulan. Oleh karena itu, pemesanan mesin-mesin utama dilaksanakan mulai tahun ini agar saat kilang selesai dikembangkan pada 2019, perseroan dapat memenuhi targetnya, yaitu kilang siap dioperasikan.

Lebih lanjut, Yulian mengatakan setelah lahan siap dibangun, pekerjaan-pekerjaan besar akan mulai dilelang. Menurutnya, pemilihan kontraktor berdasarkan pada keahliannya dan kebutuhan perseroan. Pernyataan itu merupakan tanggapan atas desakan sejumlah pengusaha lokal yang ingin dilibatkan sebagai sub kontraktor dalam proyek ini, dengan alasan untuk mendorong perekonomian daerah.

“Tidak mungkin kami berikan, kalau keahliannya tidak sesuai, untuk apa? Ini untuk pekerjaan besar, kalau untuk pekerjaan biasa, kontraktor besar pasti memperkerjakan sub kontraktor, tapi itu pun tidak bisa sembarangan juga."

Sebagai informasi tambahan, pengerjaan proyek pengembangan kilang minyak Pertamina Balikpapan dikerjakan dalam dua tahapan dengan investasi senilai US$4,6 miliar.

Oil imports still dominate

Efforts to achieve national energy security is a challenge that must be addressed and a solution treatment.

Deputy Minister of Energy and Mineral Resources (ESDM) Arcandra Tahar said that about 50% of oil kehutuhan on a national scale remains to be imported.

"The need for a national energy than petroleum sector currently reaches 1.6 million barrels per day, while the national production of petroleum Indonesia is only about 800 thousand barrels per day," said Arcandra

Furthermore, he explained, means that there are about 800 thousand barrels or half of Indonesia's oil needs to be provided by the government through import. Therefore, national energy security issues become the focus of the government in efforts to achieve energy independence as set out in the program "Nawa Cita / Nine Hope"

It also briefly touched upon the Deputy Minister while inaugurating the operation of petroleum storage tanks owned by PT Karimun in the Gulf Oil tanking Lekup, District West Meral , Karimun regency, Riau Islands Province.

Still related to energy needs, a manager of the Energy Star geothermal power plant (the largest PLTBL in Indonesia after the acquisition of two assets that Chevron Corporation of Mount Salak and Darajat geothermal power plant in West Java.

Data from the Ministry of Energy and Mineral quoted in Jakarta, shows Mount Salak geothermal power plant has a capacity of 377 Mw and Darajat geothermal power plant of 270 Mw. Impor Minyak masih Mendominasi

Upaya mewujudkan ketahanan energi nasional menjadi tantangan yang harus disikapi dan dicarikan  solusi penanganannya.

Wakil Menteri Energi dan Sumber Daya Mineral (ESDM) Arcandra Tahar mengatakan sekitar 50% kehutuhan minyak untuk skala nasional masih harus impor.

“Kebutuhan energi nasional dari sektor minyak bumi saat ini mencapai 1,6 juta barel per hari, sementara produksi nasional minyak bumi Indonesia hanya sekitar 800 ribu barel per hari,” kata Arcandra

Lebih lanjut ia menjelaskan, artinya ada sekitar 800 ribu barel atau setengah dari kebutuhan minyak Indonesia yang harus disediakan pemerintah melalui jalur impor. Karena itu, isu ketahanan energi nasional menjadi fokus pemerintah dalam upaya mewujudkan kemandirian energi seperti yang tertuang dalam program "Nawa Cita/ Sembilan Harapan"

Hal tersebut juga sempat disinggung Wakil Menteri ESDM ketika meresmikan beroperasinya tangki penyimpanan BBM milik PT Oil tanking Karimun di Teluk Lekup, Kecamatan Meral Barat, Kabupaten Karimun, Provinsi Kepulauan Riau.

Menurutnya, upaya mewujudkan ketahanan energi nasional menjadi tantangan yang harus disikapi dan dicarikan solusi penanganannya.

“Ketersediaan energi tantangan kita. Kalau berharap produksi dalam negeri, itu selalu turun,” kata Arcandra. 

Menurut Arcandra, pembangunan tangki penyimpanan BBM merupakan salah satu upaya dalam meningkatkan ketahanan energi nasional.

“Dengan ini kita berharap ketahanan energi kita bisa ditingkatkan lagi agar kebutuhan di dalam negeri terutama oil product, BBM, bisa kita penuhi,” ujarnya.   

Jumlah kebutuhan oil product Indonesia sebesar 68-70 juta kiloliter per tahun. Jumlah tersebut sama dengan 250 ribu kiloliter kebutuhan minyak dalam sehari. Dengan kapasitas total sebanyak 730 ribu kiloliter, beroperasinya tangki penyimpanan PT Oil-tanking Karimun sama dengan penambahan tiga hari kebutuhan BBM di dalam negeri.

“Kalau kita bagi, kebutuhan kita 68 juta kiloliter, kita bagi 365 hari, itu sekitar 250 ribu-300 ribu kiloliter per hari. Kalau ini 730 kiloliter dibagi 250 kiloliter, sekitar tiga hari penambahan cadangan kita di seluruh Indonesia,” kata Arcandra.

Masih berkaitan dengan kebutuhan energi, Star Energy menjadi pengelola pembangkit listrik tenaga panas bumi (PLTBL terbesar di Indonesia pasca akuisisi dua aset Chevron Corporation yakni PLTP Gunung Salak dan Darajat di Jawa Barat.

Data Kementerian ESDM yang dikutip di Jakarta, menunjukkan PLTP Gunung Salak memiliki kapasitas 377 Mw dan PLTP Darajat sebesar 270 Mw. Star Energy, perusahaan afilisasi PT Barito Pacific Tbk, sebelumnya sudah mengelola PLTP Wayang Windu dengan kapasitas 287 Mw.

Dengan demikian, setelah mengelola PLTP Gunung Salak, Darajat, dan Wayang Windu, total kapasitas PLTP yang dikelola perusahaan itu menjadi 934 Mw atau terbesar di Indonesia.

Untuk diketahui, konsorsium Star Energy pada 31 Maret 2017 telah menyelesaikan pembelian dua aset PLTP Chevron, yakni Gunung Salak dan Darajat. Sementara itu, untuk aset panas bumi Chevron di Filipina paling lambat selesai pada akhir 2017.

Pada 22 Desember 2016, Konsorsium Star Energy dan Chevron menandatangani share sale and purchase agreement untuk dua aset di Indonesia dan satu aset di Filipina tersebut.

50 Percent of the National Oil Supplies In Imports

Deputy Minister of Energy and Mineral Resources (ESDM) Arcandra Tahar said 50 percent of the national scale oil needs to be imported.

He revealed the operation of petroleum storage tanks owned by PT Karimun in the Gulf Oil tanking Lekup, District West Meral , Karimun regency, Riau Islands Province, in an effort to energy independence.

According Arcandra, the construction of fuel storage tanks are one of the efforts in enhancing national energy security. "With this we hope that energy security can be enhanced in an effort that the domestic needs, mainly oil products," he said.

Number of Indonesian petroleum products needs amounting to 68-70 million liters per year. This amount is equal to 250 thousand kiloliters of oil needs in a day. Earlier, Governor of Bank Indonesia Agus Martowardojo said fuel and LPG prices may be adjusted in the second half of 2017.

"We are still discussing whether conditions allow for adjustment," he said. Agus said one thing to consider is the time for adjustment.

The government should ensure the price adjustment does not occur when inflation is high. According to him, the momentum of a deflation of 0.02 percent last month is a good opportunity.

“Kami masih diskusi apakah kondisinya memungkinkan untuk penyesuaian,” ujar dia. Agus mengatakan salah satu hal yang perlu dipertimbangkan adalah waktu penyesuaian.

Pemerintah harus memastikan penyesuaian harga tidak terjadi saat tekanan inflasi sedang tinggi. Menurut dia, momentum deflasi sebesar 0,02 persen bulan lalu merupakan kesempatan baik.

PI Offer 10% Still Hampered

Ministry of Energy and Mineral Resources (ESDM) noted that there are 10 oil and gas companies that do not yet offer participation rights (participating interest) 10% to the local government in which they operate. This is because the participation rights deals is not so simple that takes time.

As is known, pursuant to Rule Minister 37/2016, oil and gas companies or cooperation contract (PSC) should offer participation rights of 10% to the area owned enterprises (enterprises). This must be done since the field development plan will first be produced to be on land or offshore up to 12 nautical miles.

Minister of Energy and Mineral Resources has appointed Ignasius Jonan where enterprises are eligible for this offer participation rights. Enterprises that are entitled to the offer must be owned entirely by the local government, or in the form of a limited liability company with 99% owned by the regional government, its status was passed through the local legislation and does not conduct business activities other than the management of the PI for one work area. However, until now, there are 10 KKKS not make offers to enterprises that have been designated.

Ten PSC is namely Pertamina Hulu Energi ONWJ for the Offshore North West Java, West Java, Pertamina Hulu Mahakam for the Mahakam block in East Kalimantan, Pertamina Hulu Energi WMO for West Madura Offshore Block in East Java, Petronas Carigali Ketapang to Block Ketapang in East Java and Kangean Energy Indonesia's Kangean block in East Java.

Penawaran PI 10% Masih Terkendala

Kementerian Energi dan Sumber Daya Mineral (ESDM) mencatat terdapat 10 perusahaan migas yang belum menawarkan hak partisipasi (participating interest) 10% kepada pemerintah daerah di mana mereka beroperasi. Hal ini karena penawaran hak partisipasi bukanlah hal sederhana sehingga membutuhkan waktu.

Seperti diketahui, sesuai Peraturan Menteri ESDM 37/ 2016, perusahaan migas atau kontraktor kontrak kerja sama (KKKS) harus menawarkan hak partisipasinya 10% kepada badan usaha milik daerah (BUMD). Hal ini wajib dilakukan sejak rencana pengembangan lapangan yang pertama kali akan diproduksi berada di daratan atau lepas pantai sampai dengan 12 mil laut.

Menteri ESDM Ignasius Jonan telah menunjuk BUMD mana saja yang berhak menerima penawaran hak partisipasi ini. BUMD yang berhak mendapat tawaran harus dimiliki seluruhnya oleh Pemerintah Daerah, atau berupa perseroan terbatas dengan 99% sahamnya dimiliki Pemerintah Daerah, statusnya disahkan melalui Peraturan Daerah dan tidak melakukan kegiatan usaha selain pengelolaan PI untuk satu wilayah kerja. Namun, sampai sekarang, masih ada 10 KKKS yang belum melakukan penawaran kepada BUMD yang telah ditunjuk.

Sepuluh KKKS ini yakni Pertamina Hulu Energi ONWJ untuk Blok Offshore North West Java di Jawa Barat, Pertamina Hulu Mahakam untuk Blok Mahakam di Kalimantan Timur, Pertamina Hulu Energi WMO untuk Blok West Madura Offshore di Jawa Timur, Petronas Carigali Ketapang untuk Blok Ketapang di Jawa Timur, dan Kangean Energy Indonesia untuk Blok Kangean di Jawa Timur.

Selanjutnya, Chevron Rapak untuk Blok Rapak di Kalimantan Timur, Chevron Ganal untuk Blok Ganal di Kalimantan Timur, Petronas Carigali Muria untuk Blok Muriah di Jawa Tengah, Sele Raya Merangin II untuk Blok Merangin II di Sumatera Selatan, dan JOB Pertamina Medco Simenggaris untuk Blok Simenggaris di Kalimantan Timur.

Senior Vice President Upstream Business Development PT Pertamina  Denie Tampubolon mengungkapkan, kontraktor bukannya tidak mau menawarkan hak partisipasi 10% kepada BUMD. Saat ini pun, pihaknya juga sudah melakukan pembicaraan dengan pemerintah daerah. Hanya saja ada beberapa kendala yang menghambat penawaran hak partisipasi ini.

“Kalau kami diminta untuk bicara, tidak masalah. Tetapi kalau sudah sampai boleh tidak mulai tanda tangan atau apa, ini saya yang susah, bagaimana aturannya. Pertamina ini adalah BUMN, selama semua clear, why not,” kata dia.

Untuk Blok Mahakam misalnya, pembicaraan sudah dilakukan dengan BUMD setempat. Namun, BUMD kemudian meminta untuk dapat segera mengakses data-data terkait Blok Mahakam. Sementara Pertamina belum memiliki kewenangan membuka data, karena kontrak mulai berlaku pada 1 Januari 2018 nanti. 

“Saya sudah bilang kepada teman-teman di daerah, ini masalahnya Pertamina belum menjadi operator,” kata dia. 

Selanjutnya untuk Blok ONWJ, Denie menyebutkan penawaran belum dilakukan karena perubahan kontrak kerja sama menjadi skema bagi hasil kotor (gross split), sehingga membutuhkan waktu. Penawaran hak partisipasi ini belum diperhitungkan ketika Pertamina menandatangani kontrak baru. Sementara jika dilakukan, perseroan harus menanggung biaya investasi sebesar hak partisipasi yang menjadi tanggungan pemerintah daerah terlebih dahulu, tanpa bunga.

Presiden Direktur PT Pertamina Hulu Energi (PHE) Gunung Sardjono Hadi mengatakan untuk Blok West Madura Offshore (PHE-WMO), telah dilakukan sejak 2012. Namun, sejak 2013 pembahasan dengan BUMD Kabupaten Bangkalan terhenti. Selanjutnya untuk Blok Simenggaris, telah disepakati bahwa Medco yang akan menawarkan saham partisipasinya kepada BUMD.

Harus di Tawarkan

Sementara itu, Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM I Gusti Nyoman Wiratmaja mengatakan, KKKS harus segera menawarkan PI 10% kepada BUMD yang telah ditunjuk Menteri ESDM. Di sisi lain, pemerintah daerah yang belum mengusulkan BUMD, juga diminta untuk segera mengajukan usulan.

Namun, dia menambahkan, pemerintah daerah tidak wajib menerima penawaran PI 10% tersebut. Jika hal itu terjadi, maka pemerintah pusat akan menugaskan BUMN untuk mengambilnya. Hanya saja, dia mengingatkan banyak manfaat yang diambil dengan adanya PI 10% ini.

“Ini manfaatnya besar. Kami harapkan daerah ikut memiliki industri migas dan belajar dari situ, karena bisa melihat data dan bagaimana pengelolaannya,” kata dia. 

Denie menambahkan pihaknya siap mengeksekusi penawaran PI 10%. Pihaknya juga sudah menemui Asosiasi daerah Penghasil Migas untuk membahas soal penawaran PI ini. Hanya saja, tidak semua daerah siap masuk menjadi bagian dari KKKS yang menggarap blok migas. Setiap daerah memiliki pemahaman dan pengalaman berbeda tentang bisnis hulu migas.

“Meski awalnya usulan dari pemerintah, pada akhirnya dibahas b to b (business to business). Asal peraturannya lebih terbuka saja,” kata dia. Sementara itu, tiga penawaran PI 10% ke BUMD tercatat sudah selesai. 

     Rincinya, ExxonMobil Cepu Limited untuk Blok Cepu, Santos (Madura Offshore) Pty Ltd untuk Blok Madura Offshore, dan PT Medco E&P Rimau untuk Blok Rimau. Bojenegoro decent Geopark Petroleum Receives Certificate

Peneliti dari Universitas Pembangunan Nasional “Veteran” (UPNV) Yogyakarta menilai Kabupaten Bojonegoro layak memperoleh sertifikat “geoheritage petroleum" dan “geopark petroleum” dari Menteri ESDM.

“Kami berharap Menteri ESDM menerbitkan sertifikat geoheritage petroleum dan geopark petroleum pada bulan Oktober bersamaan dengan HUT Bojonegoro,” kata Peneliti UPNV Yogyakarta, Dr Jatmika Setiawan.

Saat ini, Badan Geologi Bandung masih merevisi dan mengoreksi "dosier” atau dokumen ilmiah potensi geoheritage petroleum dan geopark petroleum berdasarkan usulan Tim UPNV Yogyakarta.

“UPNV mengusulkan 20 geosite/geopark di Bojonegoro masuk geoheritege petroleum dan geopark petroleum,” katanya. Ia menyebutkan sebanyak 20 geosite/geotapark di Bojonegoro, antara lain, Kedung Maor di Desa Kedungsumber, Kecamatan Temayang, lapangan sumur minyak tua di Kecamatan Kedewan, Bengawan Solo purba di Kecamatan Padangan. 

    Selain itu, juga Kahyangan Api di Desa Sendangharjo, Kecamatan Ngasem, dan sejumlah lokasi lainnya seperti air panas watugandul, di Kecamatan Gondang.

Apalagi, di daerah setempat juga banyak ditemukan fosil binatang laut purba juga fosil purba binatang darat. Menurut dia, dengan dikeluarkannya sertifikat dari Menteri ESDM terkait geoheritage petroleum dan geopark petroleum, berarti Bojonegoro masuk cagar alam geologi tingkat Nasional.

“Untuk bisa masuk geoheritage dan geopark tingkat Internasional harus memperoleh penilaian dari Unesco," kata dia. 

Bupati Bojonegoro Suyoto sebelumnya menjelaskan, bila Bojonegoro masuk cagar alam geologi, hal itu berarti lokasi yang sudah ditetapkan dalam geoheritage petroleum tidak boleh di ganggu. “Ibaratnya menebang satu pohon saja di lokasi yang masuk cagar budaya tidak diperbolehkan," katanya.

Gas Supply PGN to the East Java More Reliable

PT Perusahaan Gas Negara this year get an extra supply of natural gas to East Java region of Husky CNOOC Madura Limited (HCML). This makes the company's gas supply for customers in East Java, the more reliable

PGN Commercial Director Danny Praditya said gas supply from HCML started flowing in May 2017 with the volume gradually channeled 20 million cubic feet per day (MMSCFD) to reach more than 100 MMSCFD.

HCML with increasing supply of natural gas market needs in East Java. The supply of gas from a field HCML BD and will be distributed from the handover point from Semare stations to pipelines PGN has existed in Pasuruan.

"The gas supply from HCML will last for 20 years so that the supply of gas to PGN customers in East Java from Surabaya, Gresik, Sidoarjo, Mojokerto, Pasuruan until more reliable," says Danny.

According to him, the gas supply will encourage increased investment especially in East Java which is expected to boost economic growth to be better people. "With handalan to natural gas energy supply PGN, it will make investors happy to invest in East Java," he said.

Direktur Komersial PGN Danny Praditya mengatakan, pasokan gas dari HCML mulai mengalir pada Mei 2017 dengan volume yang disalurkan secara bertahap 20 juta kaki kubik per hari (MMSCFD) hingga mencapai lebih dari 100 MMSCFD.

Pasokan dari HCML seiring meningkatnya kebutuhan pasar gas bumi di Jawa Timur. Adapun pasokan gas HCML berasal dari lapangan BD dan akan disalurkan dari titik serah dari Stasiun Semare ke jaringan pipa

PGN yang telah ada di Pasuruan.

“Pasokan gas dari HCML akan berlangsung selama 20 tahun sehingga pasokan gas untuk pelanggan PGN di Jawa Timur mulai dari Surabaya, Gresik, Sidoarjo, Mojokerto, hingga Pasuruan semakin handal,” kata Danny

Menurut dia, pasokan gas tersebut akan mendorong peningkatan investasi khususnya Jawa Timur sehingga diharapkan akan mendorong pertumbuhan ekonomi masyarakat menjadi lebih baik. “Dengan ke handalan pasokan energi gas bumi PGN, tentu akan membuat investor senang berinvestasi di Jawa Timur,” katanya. 

Dia mengatakan bahwa PGN berkomitmen akan terus meningkatkan pasokan gas di dalam negeri. Untuk mewujudkan itu, PGN juga memiliki program PGN 360° Integrated Solution untuk memastikan dan menyelesaikan seluruh permasalahan pelanggan terkait pemanfaatan gas bumi. 

"Dengan PGN 360° Integrated tidak hanya bergantung pada satu sumber lapangan gas, namun jaringan infrastruktur pipa gas terintegrasi. Pasokan gas bisa didapat dari berbagai lapangan gas bumi. PGN juga memiliki armada CNG hingga LNG trucking yang dapat menyuplai gas bumi di wilayah yang belum terjangkau pipa gas bumi PGN".

Vice President Corporate Communication PGN Irwan Andri Atmanto mengatakan, sejalan dengan makin baiknya pasokan gas bumi PGN di Jawa Timur, perseroan juga semakini agresif mengembangkan infrastruktur gas bumi di wilayah tersebut. 

Salah satu contohnya PGN saat ini sedang membangun pipa distribusi gas bumi ruas Gresik-Lamongan-Tuban sepanjang 141 kilometer (km). “Telah menjadi komitmen PGN untuk terus membuka wilayah-wilayah pengguna gas bumi baru sehingga pemanfaatan produksi gas bumi dalam negeri semakin meningkat,  kata lrwan.

Saat ini PGN sudah memasok gas bumi ke 1.652 industri besar dan pembangkit listrik, 1.929 pelanggan komersial (hotel, restoran, rumah sakit) dan usaha kecil dan menengah (UKM), dan 204.000 pelanggan rumah tangga.

     Pelanggan PGN tersebar di berbagai wilayah, mulai dari Sumatera Utara, Kepulauan Riau, Riau, Sumatera Selatan, Lampung, DKI Jakarta, Jawa Barat, Banten, Jawa Tengah, Jawa Timur, Kalimantan Utara, dan Sorong Papua. Khusus di wilayah Jawa Timur, PGN melayani 27.170 pelanggan rumah tangga, 209 pelanggan komersial, dan 475 pelanggan industri.

Perhutani Minta Petani Tidak Perpanjang Izin

Menjelang dimulainya proyek gas Jambaran Tiung Biru (JTB), Perhutani Kesatuan Pemangkuan Hutan (KPH) Bojonegoro melakukan sosialisasi kepada para petani penggarap lahan. Administratur KPH Bojonegoro Perhutani Divisi Regional Jawa Timur Daniel Budi Cahyono mengatakan kurang lebih terdapat 100 hektare lahan yang selama ini digarap petani. Lahan tersebut masuk dalam kawasan proyek JTB yang digarap Pertamina EP Cepu (PEPC).

Kepada para petani, Perhutani meminta agar mereka tidak lagi mengajukan perpanjangan izin agar tidak menghambat pengerjaan proyek yang bisa dimulai sewaktu-waktu. “Dikhawatirkan kalau IPPKH (Izin pinjam pakai kawasan hutan) terbit, nanti dapat mengganggu proses pembangunan lapangan gas JTB ini," ujarnya. 

Proyek Engineering Procurement Construction (EPC) saat ini masih menunggu kesepakatan harga jual beli hasil produksi gas di JTB. Belum ada perusahaan yang siap membeli gas produksi proyek JTB.

Di sisi lain, dimulainya proyek lapangan gas JTB juga berdampak pada okupansi hotel di Bojonegoro. Tingkat hunian yang sebelumnya sepi karena banyak pekerja luar kota yang selesai kontrak, kini mulai ramai kembali. Banyak para pekerja migas dari luar daerah yang berdatangan untuk jangka waktu lama. “Hotel Aston maupun Fave Hotel sudah mulai menerima tamu pegawai PEPC. Mereka paling lama hanya seminggu kata Trya Ali Salim, Sales Executive Fave Hotel.

Tidak hanya Hotel Fave, tetapi juga Hotel Dewarna mulai menerima tamu yang tinggal dengan waktu sekitar semingguan. Hal ini disampaikan oleh HRD Hotel Dewarna Bojonegoro, lsmi Nafila. “Dalam sehari jumlah kamar yang terisi sekitar 25-30 kamar, ujarnya.

Pertamina will gain access to exploration and production in 12 countries and four continents

According Adiatma, since the beginning of 2014 until early 2017, its oil production from international assets have grown to 150,000 barrels of oil equivalent per day or equivalent barrels of oil per day (BOEPD) net-to-share.

Pertamina is targeting production of 650,000 BOEPD in 2025 from international operations. At home and abroad, Pertamina is targeting production could reach 1.9 million by 2025. Field Acquisition

Vice President Corporate Communication Pertamina Adiatma Sardjito masih enggan menyebutkan program kerja dan rencana akuisisi lapangan migas pasca akuisisi oleh PT Pertamina International EP. "Sementara konsolidasi dulu," katanya.

Adiatma menjelaskan, Maurel & Prom memiliki karakter perusahaan yang dinamis dan mampu mengembangkan portofolio dengan cepat di berbagai negara. Sementara Pertamina adalah national oil company yang berbisnis secara objektif dengan jangka panjang.

Pertamina ingin melakukan sinergi kedua karakter kuat ini untuk pengembangan keduanya. Apalagi pasca akuisisi tersebut, PT Pertamina International EP langsung tercatat memiliki akses operasi di 12 negara dan empat benua. Sebelumnya PT Pertamina International EP hanya beroperasi tiga negara, yaitu Malaysia, Aljazair dan lrak. Tambahan negara tersebut di antaranya merupakan aset produksi dan eksplorasi Maurel & Prom. 

Adapun aset; produksi Maurel & Prom berada di Gabon, Tanzania dan Nigeria. Aset eksplorasi berada di Namibia, Kanada, Kolombia, Prancis, Italia, dan Myanmar. Pasca akuisisi Maurel & Prom, Pertamina juga mendapatkan tambahan produksi minyak sebesar 30-000 barel per hari atau barel oil per day (BOPD). 

Menurut Adiatma, sejak awal 2014 hingga awal 2017, produksi Pertamina dari aset internasional telah tumbuh hingga 150.000 barel setara minyak per hari atau barels of Oil equivalent per day (BOEPD) net-to-share.

Pertamina menargetkan produksi 650.000 BOEPD pada tahun 2025 dari operasi internasional. Di dalam dan luar negeri, Pertamina menargetkan produksi bisa mencapai 1,9 juta BOEPD pada tahun 2025. Di perusahaan Prancis itu, Pertamina menempatkan tiga perwakilan sebagai Chairman & dua anggota Board Of Directors Maurel & Prom. sebagai Chairman of the Board, Huddie Dewanto dan Maria R. Akuisisi Lapangan 

Biarpun berhasil mengakusisi Maurel & Prom, Pertamina terus berusaha mengakuisisi lapangan migas di negara lain. Sejauh ini akuisisi lapangan migas lain masih dalam proses. Pertamina mengincar beberapa lapangan migas di Iuar negeri yaitu dua lapangan migas di Rusia, yaitu lapangan migas Chayvo dan lapangan Russkoye. Pertamina telah mengirimkan proposal penawaran untuk kedua lapangan tersebut.

Lapangan migas lain adalah lapangan AB Teymour dan Mansouri di Iran. Pertamina juga telah mengirimkan proposal untuk dua lapangan tersebut. 

Direktur Hulu Pertamina, Syamsu Alam menyatakan, proposal Pertamina telah diterima oleh Pemerintah Iran. Bahkan Pemerintah Iran telah melakukan kunjungan ke Indonesia untuk melihat kinerja operasional hulu migas Pertamina. 

"Wakil Direktur utamanya juga ke Indonesia ketemu Wakil Menteri, mereka melihat ONWJ seperti apa, ingin melihat lapangan-lapangan Pertamina seperti apa, tentang operasi kita. Dan mereka cukup terkesan," katanya.

Selain itu, Pertamina telah bicara dengan perusahaan lokal yang nantinya akan di ajak bekerjasama di dua lapangan tersebut. Ini merupakan syarat dari Pemerintah Iran bagi perusahaan migas yang ingin mengelola Iapangan migas di Iran.

Dengan upaya tersebut, Alam mengatakan Pertamina dalam posisi menunggu langkah dari Iran, terutama dalam kaitannya dengan bentuk kontrak di negeri itu. Hingga saat ini Iran memang belum mengeluarkan bentuk kontrak kerjasama di hulu migas. 

Pertamina hanya berharap, proses akuisisi dua lapangan migas di Iran bisa rampung tahun ini. "Kami sudah memasukkan proposal, mereka akan mengevaluasi, ada tiga bidder. Kami berharap tahun ini ada closing," kata Alam. Pertamina telah menyiapkan dana US$ 20 miliar selama 20 tahun masa investasi.
