Harga Minyak Kian Memanas

    Pada penutupan perdagangan Jumat (18/11) harga minyak West Texas lntermediate (WTI) kontrak Desember 2016 naik 0,27 poin atau 0,89% menjadi US$ 4S,69 per barel. Sementara itu, harga minyak Brent kontrak Januari 2016 meningkat 0,37 poin atau 0,8% menjadi US$46,86 per barel. Harga minyak telah merosot selama dua bulan terakhir di tengah skeptisme pasar tentang kemampuan OPEC mencapai kesepakatan pembatasan produksi pada rapat 30 November di Wina, Austria.

    Organisasi itu sebelumnya berusaha memangkas produksi untuk pertama kalinya dalam 8 tahun terakhir di Aljazair pada bulan lalu. Iran dianggap menjadi batu sandungan utama dalam mencapai kesepakatan. Produsen kedua terbesar OPEC ini tetap ingin memacu produksi untuk mengembalikan pasarnya yang hilang setelah pencabutan sanksi ekspor pada Januari 2016. Namun, beberapa menteri perminyakan dari negara-negara yang tergabung dalam OPEC bertemu di Doha, Qatar pada Jumat (17/11).

    Salah satu sumber mengatakan organisasi itu menginginkan tingkat produksi Iran di sekitar 3,6 juta-3.7 juta barel per hari. Sebelumnya Iran menginginkan pembekuan produksi hanya dilakukan jika penambangan minyak mentah mereka berada di posisi 4 juta-4,2 juta barel per hari. Namun, sumber lain berpendapat OPEC mengusulkan pembatasan produksi Iran sebesar 3,92 juta barel per hari. Khalid Al-Falih, Menteri Perminyakan Arab Saudi, menyampaikan pertemuan pada Jumat lalu berjalan dengan baik.

    Bila OPEC berhasil mencapai kesepakatan pada rapat 30 November, maka negara produsen minyak non-OPEC seperti Rusia dapat ikut bekerja sama menstabilkan pasar. Alexander Novak, Menteri Energi Rusia, mengatakan OPEC semakin mendekati kesepakatan. Jika kesepakatan tersebut dapat dicapai, maka Rusia siap bergabung untuk membekukan produksi selama enam bulan bahkan lebih. Bill O’Grady, Chief Market Strategist Confluence Investment Management, menyampaikan harga minyak mentah berhasil mencapai kenaikan mingguan pertama sejak pertengahan Oktober akibat optimisme pasar terhadap kesepakatan OPEC pada akhir November.

    Menurutnya, pembicaraan mengenai pemotongan produksi merupakan faktor utama yang mendukung harga dalam beberapa bulan terakhir. Adanya kesepakatan internal OPEC dan keikutsertaan Rusia mengindikasikan perjanjian mengurangi suplai bakal terwujud. Harga minyak mentah telah merosot parah dari US$ 52 per barel saat kesepakatan pembekuan produksi pada 28 September di Aljazair. Namun, kerumitan membangun komitmen di internal OPEC membuat harga terus tertekan.

    Lukman Otunuga, Research Analyst FXTM, mengatakan OPEC telah berulang kali mengeksploitasi sensitivitas harga minyak untuk membuat lonjakan harga spekulatif. Namun hal ini mungkin harus dibayar mahal apabila investor kembali dikecewakan. Masalah surplus suplai masih tetap membebani harga minyak. Di sisi lain, kekhawatiran akan kemungkinan menurunnya permintaan akibat perlambatan pertumbuhan global dapat menahan peningkatan harga. Dari sudut pandang teknikal, bearish dapat kembali berkuasa apabila WTI merosot ke bawah US$ 4S per barel. Pasar rentan melakukan aksi jual karena OPEC belum berhasil memastikan perubahan hasil produksi.

EMCL Pasang Empat Alat Pendeteksi Gas

    Operator minyak dan gas bumi Lapangan Banyu Urip Blok Cepu, EXXon,Mobil Cepu (EMCL) memasang alat pendeteksi gas di Balai Desa Mojodelik, Kecamatan Gayam, Kabupaten Bojonegoro. Dimana empat alat sensor canggih itu nampak terpasang di atas bangunan balai desa dan di parkiran. Perwakilan EMCL Ukay Subqy mengatakan Alat ini sudah kami pasang sejak Kamis lalu. Ukay menjelaskan, alat tersebut adalah Wireless H2S & SO2 Detector, berupa dua sensor gas hidrogen sulfida (H2S) dan dua sensor gas sulfur dioksida (SO2).

    Keempat sensor tersebut terhubung secara nirkabel ke sebuah central monitor yang dipasang di dinding balai desa. Sensornya total 4 buah, 2 sensor yang terdiri dari 1 sensor HQS Serta 1 sensor SO2 diletakan di atas balai desa. Sedangkan 1 sensor H2S dan -1 sensor SO2 lainnya ditempatkan di parkiran balai desa. Petugas keselamatan EMCL yang memasang alat ini juga telah mengajarkan cara kerja alat tersebut. kepada pegawai desa, petugas kesehatan yang siaga di balai desa, dan bidan desa. Hal tersebut dilakukan agar jika terdeteksi gas, bisa langsung menghubungi EMCL. Diharapkan masyarakat sekitar tahu apa yang harus dilakukan.

    Kepala Desa Mojodelik Yuntik Rahayu menyambut baik tindakan proaktif EMCL ini. Menurut dia, dengan adanya alat tersebut diharapkan bisa memberi peringatan dini kepada warga. Tapi jika ada kegiatan di dalam yang berpotensi adanya gas, tetap dikomunikasikan terlebih dahulu kepada kami. Ketua karang taruna Mojodelik, Adi Yusuf menanggapi positif pemasangan alat tersebut. Dia menuturkan, alat pendeteksi ini harus bisa digunakan sebagai pemberi tanda kepada warga sekitar.

Medco Energi Continues Acquiring Amid Slowdown

    Strike while the iron is hot. That is what publicly listed energy firm Medco Energi Internasional did recently by managing several acquisitions amid a slowdown in the industry. The company announced Thursday that it had officially acquired ConocoPhillips Indonesia (CIIL) and ConocoPhillips Singapore Operations (CSOP), subsidiaries of US oil and gas giant ConocoPhillips (COP), without disclosing any details about the prices paid. CIIL is the operator of the South Natuna Sea Block B PSC with 40 percent participation rights and the operator of the West Natuna Transportation System, while CSOP operates an onshore receiving facility in Singapore.

    Medco Energi president director Hilmi Panigoro said Through this acquisition, not only will Medco Energi obtain world-class integrated offshore oil and gas operations, but it will also strengthen its position as an independent energy and natural resources company in Indonesia. In addition to CIIL’s involvement, South Natuna Sea Block B is also operated by US oil producer Chevron and Japanese oil and gas explorer Inpex, which have controlling shares of 25 percent and 35 percent, respectively.

    As of December 2015, South Natuna Sea Block B had three producing oil fields and 16 natural gas fields in various phases of development. Its average daily production in 2014 comprised 5,000 barrels of crude and 117 million cubic feet of gas. Medco Energi Internasional CEO Roberto Lorato said in September that the acquisition of the block would add to the company’s substantial gas and liquids reserves and increase its daily production by more than 35 percent. In 2015, it produced a total of 60.4 billion cubic feet of gas, an increase of 2.65 percent on an annual basis.

Later on Nov. 9, Medco Energi stated that it had reached an agreement to acquire a 26.67 percent stake in the Block A gas field in Aceh from its current partner KrisEnergy. Once the transfer of the participating interests, has been agreed upon by the central government and the regional administration, Medco Energi’s operating interest in the gas field will increase to 85 percent, while the remaining 15 percent will be owned by KrisEnergy.

    Back in July, Meta Adhya Tirta Umbulan, a joint venture between Medco Energi’s Medco Gas Indonesia and private construction firm Bangun Cipta Kontraktor, signed, a working contract with the East Java provincial administration for the construction of the Umbulan water supply system worth Rp 2 trillion (U S$149.16 million). By taking the Umbulan project, Medco Energi has started to diversify in a bid to find a more sustainable way to support its business in the long run, considering the volatility that will always haunt the oil and gas industry, Reza said.

Swasta Boleh Bangun Kilang Minyak

    Badan usaha swasta dapat melaksanakan pembangunan kilang minyak di dalam negeri. Hal ini tercantum dalam Peraturan Menteri ESDM No. 35 Tahun 2016 tentang Pelaksanaan Pembangunan Kilang Minyak di Dalam Negeri Oleh Badan Usaha Swasta. Beleid ini ditandatangani Menteri ESDM Ignanius Jonan pada 10 November 2016. Kepala Biro Komunikasi, Layanan Informasi Publik, dan Kerja Sama Kementerian ESDM Sujatmiko mengatakan aturan ini ditetapkan dengan pertimbangan dalam rangka mewujudkan ketahanan energi, menjamin ketersediaan bahan bakar minyak dan mengurangi ketergantungan impor bahan bakar minyak.

    Pemerintah perlu mengoptimalkan partisipasi badan usaha swasta untuk melaksanakan pembangunan kilang minyak di dalam negeri, kata Sujatmiko. Sujatmiko menuturkan, badan usaha swasta dapat melaksanakan pembangunan kilang minyak di dalam negeri. Pembangunan kilang minyak ini dilakukan berdasarkan Izin Usaha Pengolahan sesuai dengan ketentuan peraturan perundang-undangan. Dalam rangka meningkatkan kelayakan keekonomian, pelaksanaan pembangunan kilang minyak oleh badan usaha swasta dapat dilakukan dengan memberikan fasilitas insentif fiskal maupun non fiskal sesuai dengan ketentuan peraturan perundang-undangan, ada atau mengintegrasikan produksi petrokimia.

    Aturan ini juga mengatur bahwa penyediaan bahan baku untuk kilang minyak dapat berasal dari minyak bumi dan atau kondensat yang berasal dari dalam negeri dan atau impor. Mengenai hasil produksi kilang minyak berupa BBM, diutamakan untuk memenuhi kebutuhan dalam negeri. Diatur pula, hasil produksi kilang minyak dapat dijual ke luar negeri, dengan mempertimbangkan kebutuhan dalam negeri sesuai dengan peraturan perundang-undangan. Pasal 7 Peraturan Menteri ini menyatakan, hasil produksi kilang minyak berupa BBM dapat dijual kepada semua pengguna akhir di dalam negeri.

    Badan usaha swasta yang menjual hasil produksi kilang minyak kepada semua pengguna akhir, diberikan Izin Usaha Niaga Umum. Badan usaha swasta yang melakukan pembangunan kilang minyak, dapat ditunjuk langsung sebagai badan usaha penerirna penugasan untuk mendistribusikan jenis BBM tertentu dan jenis BBM khusus pénugasan di dalam negeri. Penunjukan tersebut, diberikan kepada badan usaha swasta yang telah memiliki Izin Usaha Niaga Umum, fasilitas penyimpanan dan fasilitas distribusi.

    Badan Pengatur (BPH Migas) memberikan penugasan kepada badan usaha swasta untuk mendistribusikan jenis BBM tertentu dan jenis BBM khusus penugasan yang telah memenuhi ketentuan tersebut. Pemerintah juga menetapkan, pembangunan kilang minyak harus menggunakan teknologi yang memenuhi ketentuan pengelolaan dan perlindungan lingkungan serta mengutamakan penggunaan produksi dalam negeri. Badan usaha swasta yang melakukan pembangunan kilang minyak wajib menyampaikan laporan secara berkala kepada Direktorat Jendeal Migas setiap 3 bulan sekali atau sewaktu-waktu apabila diperlukan.

    Skema pembangunan kilang baru atau new grass root refinery (NGRR) di Bontang, Kalimantan Timur belum final. Kementerian Energi dan Sumber Daya Mineral (ESDM) lebih condong pada penugasan kepada PT Pertamina. Alasannya, Skema itu lebih efektif mendorong percepatan pembangunan ketimbang public private partnership (PPP) atau kerjasama pemerintah dan badan usaha.

    Kementerian ESDM mengidentifikasi, PPPV butuh Waktu hingga dua tahun sampai dengan pemilihan pengembang proyek. Sementara kalau penugasan cepat bisa lima sampai delapan bulan, kami ingin yang cepat, bedanya bisa 1,5 tahun, kata Wakil Menteri Energi dan Sumber Daya Mine-
ral (ESDM) Arcandra Tahar.

    Kementerian ESDM akan berkoordinasi lintas kementerian. Belum ketahuan target keputusan diambil. Selain Bontang, Arcandra bilang Pertamina juga masih menunggu jawaban dari Saudi Aramco terkait dengan komitmen dalam proyek kilang refinery development master plan (RDMP) Cilacap, Dumai, dan Balongan. Beberapa poin pembahasan proyek tersebut belum final.

Bontang scheme Not Yet Final

Medco Mengakuisisi Saham ConocoPhillips

    Perusahaan swasta nasional PT Medco Energi Internasional Tbk menuntaskan akuisisi Conoco-Phillips Indonesia Inc Ltd dan ConocoPhillips Singapore Operations Pte Ltd di South Natuna Sea Block B, Provinsi Kepulauan Riau. Keputusan tersebut dinilai strategis di saat iklim investasi hulu migas yang turun.

    ConocoPhillips Indonesia Inc Ltd dan ConocoPhillips Singapore Operations Pte Ltd adalah anak perusahaan ConocoPhillips, perusahaan asal Amerika Serikat di sektor migas. Di South Natuna Sea Block B, perusahaan ini mendapat hak kelola sejak 1968 dan berproduksi pertama kali pada 1979. ConocoPhillips merupakan operator dengan kepemilikan saham 40 persen, sedangkan sisanya dimiliki Inpex (35 persen) dan Chevron (25 persen). Pengamat energi dari Universitas Trisakti Jakarta, Pri Agung Rakhmanto, mengatakan, keputusan Medco mengakuisisi ConocoPhillips di South Natuna Sea Block B sangat strategis.

    Sebab, blok yang di akuisisi tersebut adalah blok yang sudah berproduksi. Risiko investasi di blok tersebut menjadi lebih terkontrol. Bagi Medco, keputusan tersebut sangat strategis. Di saat iklim investasi yang lesu, mereka mampu memanfaatkan peluang dengan baik. Berdasarkan data Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas), produksi minyak mentah di South Natuna Sea Block B sebanyak 19.800 barrel per hari.

    Produksi gas di blok tersebut 40.300 barrel setara minyak per hari. CEO Medco Energi Internasional Roberto Lorato menyebutkan, setelah akuisisi tuntas, prioritas perusahaan saat ini mempertahankan keamanan operasi dan keberlangsungan usaha. Medco juga berkomitmen mempertahankan struktur organisasi dan melanjutkan rencana pengeboran pada tahun depan.

    Direktur Utama Medco Energi Internasional Hilmi Panigoro menyampaikan, aksi korporasi ini merupakan langkah kedua terbesar tahun ini. Medco Energi Internasional mengakuisisi penuh PT Newmont Nusa Tenggara, perusahaan tambang tembaga dan emas di Nusa Tenggara Barat, senilai 2,6 miliar dollar AS. Medco akan mendapat kemampuan operasi minyak dan gas lepas pantai terintegrasi kelas dunia, serta memperkuat posisi sebagai perusahaan energi dan sumber daya alam independen di Indonesia.

Penambang Minta Solusi Konkrit

    Kerjasama Satuan Operasi (KSO) PT Pertamina EP (PEP) PT Cepu - Geo Cepu Indonesia (GCI) selaku KSO pengelola Sumur Tua Wilayah Distrik 1 Kawengan kembali menggelar sosialiasi tentang peraturan dan pengelolaan Lingkungan hidup kepada sejumlah perwakilan penambang sumur tua. Sosialisasi ini digelar di dalam rest room kantor Distrik 1 KSO PEP - GCI - Kawengan Desa Banyu Urip, Kecamatan Senori, Kabupaten Tuban. Sosialisasi yahng dihadiri oleh perwakilan penambang sumur tua, Pengamanan Obyek Vital (Pam Obvit) dan Humas PT GCI itu terkait pengambil alihan 7 titik (KWG) sumur tua yang saat ini dikelola penambang tradisional.

    Tujuh titik (KWG) tersebut yakni: 08, 73, 82, 89, 118, HHz: 05 dan P: 15. Seperti pertemuan sebelumnya, pertemuan kali ini kembali digelar tertutup untuk media. Pertemuan itu berlangsung panas. Pihak dari perwakilan penambang sempat mogok tidak mau melanjutkan sosialisasi penertiban. Salah satu perwakilan penambang tradisional yang mengikuti sosialisasi, Antok menyampaikan, pertemuan tersebut intinya PT GCI meminta tripot milik penambang tradisional ditertibkan.

    Kita kecewa, karena dalam undangan mengatakan sosialisasi peraturan lingkungan. Padahal, solusi untuk penambang tradisional tidak ada. Humas PT GCI, Suheriono, menjelaskan bahwa pertemuan kali ini merupakan pertemuan lanjutan dari pertemuan sebelumnya yang membahas tentang penertiban sumur tua.

Pertamina EP Masih Tahap Lelang

    Pertamina EP akhirnya menanggapi molornya perbaikan jalan raya Desa Jatisari menuju Desa Medalem, Kecamatan Senori. Sebagai pihak yang bertanggung jawab, Pertamina EP mengatakan bahwa perbaikan jalan tersebut akan mulai dikerjakan dalam waktu dekat. Jalan tersebut rusak akibat aktivitas pengangkutan alat berat (moving) untuk pengerjaan proyek sumur tapen 2 di Desa Sidoharjo, Kecamatan Sejori. Dalam waktu dekat ini akan bisa langsung dikerjakan kata Field Manager Pertamina EP, Agus Amperianto.

    Agus mengakui ada keterlambatan perbaikan jalan kurang lebih sepanjang 700 meter tersebut. Sebab, pihaknya harus menunggu persetujuan anggaran dari pengurus untuk dieksekusi. Untuk pengecoran jalan di Senori, insya Allah bisa langsung dikerjakan dalam waktu dekat oleh pelaksana kontraktor. Ia menambahkan, jumlah anggaran yang disiapkan untuk membangun jalak rusak mulai Desa Jatisari menuju Desa Medalem sebesar Rp 2 miliar. Ia meminta masyarakat bersabar menunggu tahapan lelang.

    Saat disinggung soal kembali rusaknya jalan di Desa Wonosari-Sidoharjo, Kecamatan Senori, Agus mengatakan masih akan mengecek langsung apakah ada kerusakan atau pengerjaannya kurang tepat. Padahal jalan tersebut baru dilakukan perbaikan pada Agustus 2016 kemarin, juga oleh Pertamina EP, jika nanti ditemukan ketidak beresan maka pelaksana proyek akan dipanggil dan meminta untuk membenahi. Ruas Wonosari - Sidoharjo itu yang mengerjakan adalah mitra kita, yaitu PT BBS yg mempersiapkan lokasi sumur.

HCML menegaskan bahwa seluruh tuduhan KPPU tidak benar karena mengabaikan bukti-bukti yang telah ditunjukkan oleh HCML pada masa persidangan.

    Dalam proses tender yang sudah dilakukan sesuai dengan Petunjuk Tata Kerja (PTK 007) yang berlaku, PT COSL Indo memberikan harga yang terendah dibandingkan dengan penawar lainnya, kata Senior Manager Legal, HR and Business Support HCML, Wahyudin Sunarya. Wahyudin menjelaskan, di saat harga minyak dunia yang turun drastis sejak akhir 2014 dan mencapai puncaknya pada 2015, perusahaan minyak di seluruh dunia harus melakukan efisiensi agar bisa tetap melanjutkan kegiatan ekplorasi dan eksploitasi.

    Dalam konteks Good Corporate Governance (GCG) dan efisiensi itulah, HCML yang bekerja dalam arahan dan pengendalian SKK Migas berupaya untuk mendapatkan harga paling kompetitif dalam pengadaan jack-up drilling rig service.
