Bahas Barter Gas dengan Durasi Kontrak
Berbagai upaya dilakukan pernerintah untuk menurunkan harga gas industri. Pemangkasan harga di sektor hulu masih menjadi fokus agar harga gas bisa lebih murah. Direktur Pembinaan Usaha Hulu Migas Kementerian ESDM Tunggal menyatakan, pihaknya saat ini mengkaji kontrak hulu gas. Terutama mencari lapangan yang rencana pengembangannya (plan of development/POD)masih bisa diutak-atik. Tujuannya harga gas bisa turun.
Wacana yang berkembang adalah meminta kontraktor kontrak kerja sama (KKKS) migas yang sudah balik modal untuk menurunkan harga gas. Kompensasinya, KKKS diberi Waktu perpanjangan kontrak. Namun, ada kendala karena rata-rata kontrak yang diteken tidak mencantumkan opsi perpanjangan kontrak sebagai kompensasi. Agar kontraknya diperpanjang, KKKS harus mengajukan perpanjangan kontrak melalui prosedur yang panjang. Tidak bisa serta merta ditukar dengan penurunan harga gas di level hulu karena sudah balik modal. Beberapa tahun (sebelum kontrak habis) KKKS bisa mulai mengajukan perpanjangan.
Usulan agar pemerintah meminta KKKS menurunkan harga dilapangan tua muncul sejak dulu, Namun tampaknya itu kurang populer karena informasi pembahasannya naik turun. Padahal, menurut Dewan Energi Nasional (DEN), cara itu efektig Sebab, membuat harga gas murah tidak hanya berasal dan maupun transmisi. JOB PPEJ Optimis Penuhi Target

Proses sosialisasi dan pembebasan lahan juga terus dilakukan. JOB PPEJ mengincar kandungan minyak yang ada di bawah alun-alun dan kantor pemkab Bojonegoro sebanyak 1.200 Barel per hari (Bph). Minyak tersebut akan disedot dari Desa Banjarsari yang jaraknya sekitar 1,2 km.
Untuk mengetahui persis kandungan minyak di bawah alun-alun Bojonegoro itu, JOB PPEJ akan melakukan pengeboran awal 1 sumur. Para pekerja JOB PPEJ sedang memperbaiki pipa di Pad A-Lapangan Sukowati, Bojonegoro. Hingga pertengahan bulan November ini, jumlah keseluruhan produksi JOB PPEJ baik Lapangan Mudi, Tuban maupun Lapangan Sukowati, Bojonegoro antara 12.000 sampai 14.000 barel. Akhir tahun nanti kita optimis target terpenuhi, yaitu 12.000 barel bahkan melebihi. Untuk produksi setiap harinya 3.800 sampai 4.000 Bph.

Kalla Group Build LNG Terminal in Bojonegara
Kalla Group melalui salah satu anak perusahaannya PT Bumi Sarana Migas siap membangun proyek terminal penerimaan dan regasifikasi LNG di darat dengan kapasitas 500 MMscfd di Bojonegara, Banten, Proyek fasilitas regasifikasi gas alam cair (land based LNG receiving and regasification terminal) tersebut akan sejalan dengan keinginan pemerintah agar perusahaan swasta turut berpartisipasi dalam pembangunan infrastruktur. Proyek fasilitas regasifikasi gas alam cair (liquefied natural gas/LNG) itu dibangun untuk mengantisipasi ancaman defisit gas di wilayah Jawa bagian barat.
Juru bicara Bumi Sarana Migas Nanda Sinaga mengatakan proyek terminal regasifikasi LNG merupakan gagasan dari Kalla Group yang kemudian ditawarkan kerja sama kepada PT Pertamina pada 2013. Untuk lahan, telah disiapkan oleh Kalla Group sejak 1990-an. Menurutnya, proyek infrastruktur terminal regasifikasi LNG akan dibangun dengan tingkat keandalan yang tinggi serta kompetitif dibandingkan dengan terminal yang ada di Indonesia dan di regional. Dengan demikian proyek sejalan dengan rencana pemerintah untuk menurunkan harga gas dalam negeri.
Ketertarikan Kalla Group dalam membangun proyek itu setelah melihat data Kementerian Energi dan Sumber Daya Mineral serta kajian Wood MacKenzie mengenai Outlook Suplai Gas 2013-2030. Data tersebut menunjukan bahwa Jawa bagian barat akan defisit gas yang disebabkan oleh berkurangnya dan akan habisnya cadangan gas dari Sumatera, sedangkan permintaan terus meningkat.

Mengejar Proyek Kilang
Kebutuhan BBM di Tanah Air saat ini mencapai 1,6 jula barel per hari (bph). Namun, kapasitas kilang minyak di Tanah Air hanya sekitar 850.000-900.000 bph. Artinya, sekitar 43% BBM masih diimpor. Produksi minyak siap jual atau lifting di dalam negeri hanya sekitar 820.00 bph. Dari lifting minyak tersebut, sebagian milik kontraktor komrak kerja sama (KKKS). Beberapa kontraktor tersebut mengapalkan minyaknya ke luar negeri. Artinya, tidak seluruh produksi minyak tersebut untuk kebutuhan domestik.
Untuk mengisi kilang- kilang minyak di dalam negeri, Pertamina harus mengimpor minyak mentah selain BBM. Ada dua bagian dalam misi kedaulatan energi di Tanah Air. Pertama, soal produksi minyak yang masih jauh di bawah kebutuhan. Kedua, kapasitas kilang minyak juga jauh di bawah kebutuhan. Terkait dengan produksi minyak yang masih rendah tersebut, pemerintah perlu terus mendorong kegiatan eksplorasi. Untuk mengurangi impor BBM, pemerintah perlu membangun kilang minyak.
Singapura saja memiliki kapasitas kilang hingga 2 juta bph. Padahal, kebutuhan BBM di Negeri Singa itu tidak lebih dari 200.000 bph sehingga negara itu menjadi eksportir bahan bakar minyak. Pembangunan kilang minyak butuh waktu lama. Jika seluruh tahap berjalan normal, proyek kilang minyak butuh waklu 7-7,5 tahun. Tahap pertama yang akan ditempuh yaitu studi kelayakan selama 6-12 bulan untuk mengetahui proyek itu layak atau tidak. Ketika Jika proyek baru digagas pada medio 2016, kilang akan mulai beroperasi paling cepat pada 2023. Diputuskan layak, tahap berikutnya adalah perencanaan awal atau basic engineering design (BED).
Tahap ini untuk menentukan kapasitas kilang, jenis minyak mentah yang akan diolah, dan jenis produk akhir yang akan dihasilkan seperti petrochemical, gasoline series seperti Premium Penamax, dan lainnya. Selain itu, ada jenis diesel seperti Solar, Pertamax Dex, dan avtur. Dan produk paling akhir seperti aspal dan minyak pelumas. Tahap BED butuh waktu 1-1,5 tahun. Tahap selanjutnya dengan front end engineering design (FEED) yang butuh waktu 2-2,5 tahun. Dari tahap studi kelayakan hingga FEED membutuhkan waktu 3-4 tahun. Jika seluruh tahap itu selesai selanjutnya masuk ke tahap keputusan final investasi yang menyatakan bahwa proyek itu layak dibangun.
Setelah keputusan final investasi, selanjutnya masuk tahap yang paling seksi yaitu konstruksi atau engineering, procurement, & constniction (EPC). Dalam tahap itu, akan mulai banyak tender proyek dibuka. Tahap EPC butuh waktu 3-3,5 tahun hingga akhimya proyek kilang itu selesai dan siap beroperasi. Tahap pembangunan kilang minyak tersebut dipaparkan oleh Direktur Mega proyek dan Pengolahan Petrokimia. Rahmad menegaskan, proyek kilang minyak dalam waktu normal tanpa ada hambatan butuh waktu 7-7,5 tahun.
Jika proyek baru digagas medio 2016, katanya, kilang akan mulai beroperasi paling cepat pada 2023. Presiden Jokowi mengimplementasikan misi kedaulatan energi melalui Pertauran Presiden No. 146/2015 tentang Pelaksanaan Pembangunan dan Pengembangan Kilang Minyak di Dalam Negeri. Pertamina akan membangun dua kilang baru. Kilang Tuban berkapasitas 300.000 bph akan dibangun perseroan bersama dengan Rosneft, perusahaan migas asal Rusia.
Pertamina juga akan mendapatkan penugasan dari pemerintah untuk membangun Kilang Bontang berkapasitas 300.000 bph. Selain proyek dua kilang baru tersebut, Pertamina akan melakukan peningkatan kapasitas (refinery development master plan program/RDMP) beberapa kilang seperti Kilang Balikpapan (Kalimantan Timur), Kilang Cilacap, Kilang Balongan (Indramayu), dan Kilang Dumai (Riau). Melalui dua proyek kilang dan peningkatan kapasitas beberapa kilang yang sudah ada saat ini, kapasitas seluruh kilang minyak pada 2023 ditargetkan naik menjadi 2 juta bph dibandingkan dengan saat ini 850.000 an bph.
Namun, hingga periode Kabinet Kerja berakhir pada 2019, belum akan ada hasil yang signifikan terhadap penambahan kapasitas kilang. Peningkatan kapasitas Kilang Cilacap misalnya akan selesai pada 2022. Bahkan, Saudi Aramco yang menjadi mitra Pertamina dalam proyek Kilang Cilacap, masih mengejar kesepakatan baru sebelum berakhirnya head of agreement (HoA) dengan Saudi Aramco pada 26 November 2016. Setelah tercapainya kesepakatan terhadap poin-poin krusial.
Pertamina berharap bisa segera menandatangani joint venture dengan perusahaan milik Arab Saudi tersebut. Hanya revitalisasi Kilang Balikpapan yang ditargetkan selesai pada Juni 2019. Kilang Balikpapan akan ditingkatkan kapasitasnya 2 menjadi 360.000 bph dibandingkan dengan saat ini 260.000 bph. Artinya, hingga 2019 hanya akan ada tambahan kapasitas kilang sebanyak 100.000 bph. Pemerintah setidaknya telah meletakkan fondasi dalam pembangunan kilang minyak sehingga pemelintahan berikutnya tinggal melanjutkan saja.

PI Blok Tuban, Pemkab Tuban Tunggu Persetujuan Pusat
Meski sudah melakukan Memorandum of Understanding (MoU), Pemkab Tuban, hingga saat belum melakukan pembahasan terkait skema penyertaan modal atau Participating Interest (Pl) Blok Tuban. Alasannya pemkab masih menunggu keputusan Pemerintah Pusat, sekaligus melakukan kajian soal cadangan Minyak dan Gas Bumi (Migas) Blok Tuban pasca kontraknya berakhir. Belum ada pembahasan apapun soal sumber dana PI, apakah harus menggandeng swasta atau tidak, kata Sekretaris Daerah (Sekda) Tuban, DR. Budi Wiyanaketika.
Budi menekankan, jika Pemkab harus menggandeng pihak swasta, tentunya bakal belajar banyak dari pengalaman pahit Pemda Bojonegoro. Pengelolaan PI 10 persen Blok Cepu dinilai merugikan BUMD Bojonegoro, PT. Aeri Dharma Sejahtera (ADS), karena dalam bagi hasil yang diterima Bojonegoro cukup kecil yakni 25 persen untuk ADS dan 75 persen untuk penyandang dana yaitu PT Surya Energi Raya (SER). Keuntungan dari PI Blok Cepu baru diterima BUMD Bojonegoro setelah semua biaya yang dikeluarkan PT SER kembali atau balik modal.
Jika MoU PI Blok Tuban benar disetujui Pemerintah Pusat, Pemkab Tuban tidak akan mengikuti jejak pahit Bojonegoro dalam menggandeng swasta, imbuh mantan Kepala Bappeda Tuban tersebut. Pihaknya mengakui jika dana Anggaran Pendapatan dan Belanja Daerah (APBD) tidak cukup mampu membiayai PI. Soal skema pendanaanya Budi belum menjelaskan detail, sebab belum ada pembahasan yang spesifik bersama stake holder lainnya. Disinggung soal siapa BUMD yang ditunjuk dalam mengelola PI, pihaknya mengaku belum ada keputusan.
Hanya saja kedua BUMD PT Ronggolawe Sukses Makmur (RSM), dan Perusahaan Daerah (PD) Minyak dan Gas layak mengelola. Jika harus memilih salah satunya sangat sulit sebab keduanya mampu. Diberitakan sebelumnya, Koordinator Analisis dan Advokasi Anggaran FITRA Jatim, Miftahul Huda, menyarankan Pemerintah Kabupaten (Pemkab) Tuban untuk memilih tiga skema penyertaan modal (Participating Interest/PI) Blok Tuban tanpa menggandeng pihak swasta sebagai penyandang dana.
Tiga skema PI tanpa swasta yang dapat menjadi referensi Pemkab yakni, pertama saham rakyat artinya seluruh biaya PI ditanggung bersama sesuai kemampuan rakyat. Kedua melalui investasi Pemerintah (PIP), dan ketiga dengan menggandeng BUMN. Harus tegas memastikan skema pendanaan blok Tuban tanpa swasta, dan daerah harus mendapatkan keuntungan secara maksimal.

Bontang Refinery Project Involve Private
The government decided not to change the scheme for the construction of a new oil refinery in Bontang, East Kalimantan. According to the President Director of PT Pertamina Dwi Soetjipto, the New Grass Root Refinery (NGRR) project will continue to use the Government and Business Entity Cooperation (PPP) scheme. Kapasitas Produksi Blok Masala Dipertimbangkan Naik Jadi 9,5 MTPA
Pemerintah mempertimbangkan untuk menaikkan kapasitas produksi kilang gas alam cair (liquefied natural gas/ LNG) Blok Masela menjadi 9,5 juta ton per tahun (million ton per annum/MTPA). Peningkatan kapasitas berdampak pada kenaikan biaya investasi. Wakil Menteri Energi dan Sumber Daya Mineral Arcandra Tahar mengatakan, pemerintah belum memutuskan apakah perubahan kapasitas kilang menjadi 9,5 MT PA itu akan disetujui. Arah pengembangan Blok Masela dipertimbangkan akan memasukkan peningkatan kapasitas tersebut sesuai usulan Inpex Corporation selaku operator blok.
Pemerintah masih melakukan evaluasi atas usulan peningkatan kapasitas produksi kilang LNG dari 7,5 MTPA menjadi 9,5 MTPA itu. Penambahan kapasitas juga berarti pemboran sumur perlu lebih banyak yang ujungnya mendongkrak biaya investasi untuk pengembangan Blok Masela secara keseluruhan. Pemerintah masih akan mengkaji seperti apa keekonomian proyek jika produksinya dinaikkan. Selain soal kapasitas kilang LNG, pihaknya juga masih mengevaluasi apakah kilang dibangun dengan skema hulu atau hilir. Pemerintah masih mengkaji skema mana yang memberikan nilai keekonomian terbaik bagi proyek Blok Masela.
Perbedaan pembangunan kilang LNG skema hulu dan hilir terletak pada pembiayaannya. jika dengan skema hulu, maka biaya yang dikeluarkan untuk membangun kilang akan masuk dalam komponen biaya investasi yang dikembalikan (cost recovery). Jika skema hilir, biaya pembangunan kilang sepenuhnya menjadi tanggungan perusahaan yang mengerjakannya. Pemerintah sempat menargetkan agar keputusan investasi akhir (final investment decision / FID) Blok Masela dapat dilaksanakan pada 2019. Produksi gas pertama blok ini diharapkan dapat mengalir pada 2026. Arcandra menyebut, rencana pengembangan (plan of development/ POD) Blok Masela akan diupayakan selesai tahun ini. Inpex mengirimkan surat yang berisi permintaan insentif agar dapat melanjutkan pengembangan Blok Masela.
Permintaan itu yakni peningkatan kapasitas produksi dari 7,5 MTPA menjadi 9,5 MTPA, penangguhan masa kontrak selama 10 tahun yang digunakan untuk melakukan kajian pembangunan kilang di darat, rasio pengembalian investasi (internal rate of return/ IRR) 15%, pengembalian biaya operasi sejak kontrak diteken pada 1998, dan percepatan perizinan. Atas surat yang dikirim pada 23 Agustus 2016 itu, pemerintah telah meresponnya dengan surat yang diteken Menteri Koordinator Bidang Kemaritiman Luhut Binsar Pandjaitan ketika menjabat pelaksana tugas Menteri ESDM pada 13 Oktober 2016. Pemerintah belum memberikan sikap tegas atas permintaan Inpex tersebut.
Pada akhir Maret 2016 kemarin pemerintah menolak usulan revisi POD Blok Masela yang diajukan Inpex. Dalam revisi POD itu masela dengan pengembangan kilang LNG terapung. Inpex pun diminta mengajukan kembali POD dengan skema sesuai arahan pemerintah. Dalam POD itu, cadangan gas Blok Masela dinyatakan mencapai 10,7 triliun kaki kubik. Produksi gas diperkirakan dapat sebesar 1.200 juta kaki kubik per hari (million standard cubic feet per day/ mmscfd) dan kondensat 24 ribu barel per hari (bph). Realisasi Anggaran Energi Sumber Daya Mineral Tertinggi Selama 3 Tahun Terakhir
Realisasi anggaran hihgga 31 Oktober 2016 mencapai 48,29% atau sebesar Rp 3,7 triliun, sementara realisasi anggaran di Oktober 2015 hanya mencapai 27%. Menteri ESDM Ignasius Jonan dalam menuturkan adanya penghematan anggaran di Kementerian ESDM membutuhkan langkah penyesuaian dalam realisasi anggaran di periode Oktober 2016. Sehingga untuk mencapai target realisasi anggaran di periode November dan Desember 2016, Kementerian ESDM mempersiapkan beberapa kegiatan percepatan.
Dengan telah disepakatinya pagu indikatif Kementerian ESDM 2017 oleh Komisi VII dan Badan Anggaran Dewan Perwakilan Rakyat sebesar Rp 7,01 triliun memacu segenap jajaran Kementerian ESDM untuk berkerja lebih cepat guna memperbaiki kualitas realisasi pada periode mendatang. Beberapa langkah percepatan untuk Tahun Anggaran 2017 telah dilakukan.

Pertamina Kejar Kesepakatan dengan Saudi Aramco untuk Kilang Cilacap
PT Pertamina akan mengejar kesepakatan proyek revitalisasi Kilang Cilacap di Jawa Tengah sebelum berakhirnya head of agreement (HoA) dengan Saudi Aramco pada 26 November 2016. Setelah tercapainya kesepakatan terhadap poin-poin krusial, Pertamina berharap bisa segera menandatangani joint venture dengan Saudi Aramco. Rachmad Hardadi, Direktur Mega proyek Pengolahan dan Petro kimia Pertamina menegaskan Saudi Aramco tidak pernah meminta untuk menurunkan porsi (down share) pada proyek revitalisasi Kilang Cilacap.
Saudi Aramco tetap berkomitmen memiliki porsi 45% pada perusahaan joint venture yang nanti akan dibentuk kedua perusahaan. Proyek revitaliasi Kilang Cilacap merupakan salah satu dari empat kilang yang masuk dalam Refinery Development Master Plan (RDMP) yang tengah dijalankan Pertamina. Tiga kilang lainnya adalah Kilang Balikpapan di Kalimantan Timur, Kilang Dumai di Riau, dan Kilang Balongan di Indramayu, Jawa Barat. Kilang Plaju Sungai Gerong di Sumatera Selatan akan menjadi proyek selanjutnya. Selain Kilang Cilacap, Pertamina juga menggandeng Saudi Aramco dalam revitalisasi Kilang Dumai dan Balongan.
Untuk Kilang Balikpapan, Pertamina menggarapnya sendiri tanpa bermitra dengan perusahaan lain. Program pengembangan kilang merupakan upaya untuk menjamin ketahanan energi nasional. Konsumsi BBM saat ini mencapai 1,6 juta barel per hari sedangkan pasokan dari dalam negeri baru 900-an ribu barel per hari. Pengembangan Kilang Cilacap ditargetkan tuntas dan beroperasi pada 2022. Pertamina menargetkan penandatanganan joint venture dengan Saudi Aramco bisa dilakukan akhir 2016.
Menurut Rachmad ketika proyek pengembangan mencapai tahap penyelesaian, kapasitas dari Kilang Cilacap akan meningkat menjadi 370.000 barel per hari dari saat ini sebesar 300 ribu barel per hari. Produksi bensin dan diesel akan lebih maksimal dengan kualitas lebih tinggi, dan akan dipasok untuk kebutuhan domestik. Proyek pengembangan ini juga akan meningkatkan kapasitas petrokimia yang diproduksi kilang, yaitu aromatics meningkat hingga lebih dari 600 KTPA dan polypropylene meningkat hingga 160 KTPA.
Kompleksitas produksi kilang juga akan semakin meningkat dan menghasilkan produk bahan bakar minyak dengan standar Euro 5. Pertamina dan Saudi Aramco sebelumnya menetapkan kontrak Engineering and Project Management Services pelaksanaan studi Basic Engineering Design (BED) untuk program kerjasama kedua perusahaan dalam RDMP Cilacap kepada Amec Foster Wheeler Energy Limited. Hingga Maret 2017, Amec Foster akan mengembangan ruang lingkup terkait usulan proyek pengembangan kilang yang sudah ada di Jawa Tengah dan akan menyelesaikan kontigurasi dan paket lisensi.

Fuel consumption is now reaching 1.6 million barrels per day while the domestic supply of new 900 thousand barrels per day.
