Construction of refineries must begin immediately



Maritime Coordinating Minister Luhut Binsar Pandjaitan reminded Pertamina to seriously work on the refinery project of Petroleum (BBM) and petrochemicals. The reason is that President Joko Widodo complained that there was no refinery construction that had begun during his four years in office.

"I ask not to back down again, because I have been pushing for three years in petrochemicals from Taipei," Jokowi said.

As is known, Pertamina is working on six refinery projects at the same time, including new units and increasing capacity and quality of existing refineries. Construction of two new units in Tuban, East Java and in Bontang, East Kalimantan, as well as repairs to four existing refineries in Balongan, West Java; Balikpapan, East Kalimantan: Dumai-Riau and Cilacap, Central Java.

   While for Bontang Refinery, the company still has to complete a frame work agreement with its partners, Overseas Oil and Gas LLC (OOG) and Cosmo Oil International Pte Ltd (COI).

"For North Sumatra Refinery, we will sign the frame work agreement in December," said Pertamina President Director Nicke Widyawati.

The Bontang and Tuban refineries are planned to have a capacity of 300 thousand barrels per day (bpd). Furthermore, to repair and increase the capacity of the Cilacap refinery, the company is still finalizing the refinery. It must immediately begin the establishment of a joint venture. However, continued Nicke, her side continued to work on this project.

"We are doing land clearing in Cilacap," Nicke said.

For Balikpapan Refinery, Director of Investment Planning and Risk Management of Pertamina Heru Setiawan said, his party is now looking for partners to work on this project. "We have started to deliver the letter to the candidates. There were 70 who sent us the beauty contest invitation letter, still waiting for the response, "he said.

The Balikpapan Refinery Project is carried out in two stages. The first phase of this project is targeted to be completed in 2021, where the capacity will increase from 260 thousand bpd to 350 thousand bpd. Furthermore, the second phase is targeted for completion in 2025, where refineries are able to process sour type oils from previously only medium heavy. The investment value of this project reached US $ 2.6 billion.

"In the middle of next month, we will sign the EPC (engineering, procurement, and construction) contract for the Balikpapan Refinery and we will start EPC work next year. Then what we accelerate, refineries and petrochemicals in Tuban. Today the land has been processed, both the Ministry of Environment and residents' land, we also do reclamation, "Nicke explained.

All refinery projects are targeted for completion in 2025. Precisely, the Balikpapan and Balongan Refineries are projected to be completed in 2021, after the Cilacap and Tuban Refineries in 2024, and the Bontang Refinery and Dumai Refinery in 2025. At that time, Pertamina's refinery capacity will increase to 2 million bph.

For Petrochemicals, Pertamina has signed a frame work agreement with China Petroleum Corporation (CPC) Taiwan to build a petrochemical complex worth US $ 6.49 billion.

The facilities built are the Naphta cracker plant and the global scale Petrochemical downstream sector development unit in Indonesia. The project will be carried out with a Joint Venture scheme between Pertamina, CPC Taiwan, and several other potential downstream partners. The naphtha cracker plant is expected to produce at least one million tons of ethylene per year.

In addition, both of them will also build downstream units that will produce other refinery derivative products to meet industrial needs in Indonesia.

Ignatius Talulembang, Megaproject Processing and Petrochemical Director, explained that his party had already had initial discussions with CPC. At the stage first, it will prepare the land which is the location of this petrochemical project. So far, there are three location options, which are possible options near the West Java Balongan Refinery.

"After the land, our parallel will be FS (Feasibility study / feasibility study) to configure the petrochemical refinery, any products, with partners," he said

Furthermore, it will also form a joint venture with CPC. However, his side still has to discuss this with the CPC, including the matter of the amount of Pertamina's share ownership. It hopes to become a majority shareholder.

"Because we are in the country, the market is in us, so we are expected to have a bigger share," Tallulembang said.

Pembangunan Kilang Harus Segera Dimulai


Menteri Koordinator Kemaritiman Luhut Binsar Pandjaitan mengingatkan Pertamina untuk serius mengerjakan proyek kilang Bahan Bakar Minyak (BBM) dan petrokimia. Pasalnya, Presiden Joko Widodo mengeluhkan bahwa tidak ada pembangunan kilang yang dimulai selama menjabat dalam empat tahun ini.

“Saya minta jangan mundur lagi, karena saya sudah tiga tahun mendorong petrokimia dari Taipei tidak segera dimulai,” kata Jokowi. 

Seperti diketahui, Pertamina mengerjakan enam proyek kilang sekaligus, meliputi unit baru maupun peningkatan kapasitas dan kualitas dari kilang yang ada. Pembangunan dua unit baru di Tuban, Jawa Timur dan di Bontang, Kalimantan Timur, serta perbaikan empat kilang eksisting yang tersebar di Balongan, Jawa Barat; Balikpapan, Kalimantan Timur: Dumai-Riau  serta Cilacap, Jawa Tengah.

Sejauh ini, Pertamina telah membentuk perusahaan patungan dengan Rosneft Oil Company untuk menggarap KilangTuban dan dalam proses pemilihan lokasi. Pertamina juga telah menggandeng Saudi Aramco untuk proyek Kilang Cilacap dan sedang memproses pembentukan perusahaan patungan. Sementara untuk Kilang Bontang, perseroan masih harus merampungkan frame work agreement dengan mitranya, Overseas Oil and Gas LLC (OOG) dan Cosmo Oil Internastional Pte Ltd (COI).

“Untuk Kilang ontang, kami akan lakukan tanda tangan frame work agreement di Desember,” kata Direktur Utama Pertamina Nicke Widyawati. 

Kilang Bontang dan Tuban direncanakan memiliki kapasitas 300 ribu barel per hari (bph). Selanjutnya untuk perbaikan dan peningkatan kapasitas Kilang Cilacap, perseroan masih melakukan finalisasi Kilang harus segera dimulai pembentukan perusahaan patungan (joint venture). Namun, lanjut Nicke, pihaknya terus mengerjakan proyek ini. 

“Kami lakukan land clearing di Cilacap,” ujar Nicke.

Untuk Kilang Balikpapan, Direktur Perencanaan Investasi dan Manajemen Risiko Pertamina Heru Setiawan menuturkan, pihaknya kini sedang mencari mitra untuk mengerjakan proyek ini. Seleksi calon akan dilakukan dengan mekanisme beauty contest, di mana pesertanya akan menerima undangan dari perseroan. 

“Kami sudah mulai sampaikan suratnya ke calon-calon. Ada 70 yang kami kirimi surat undangan beauty contest, masih tunggu responnya,” kata dia.

Proyek Kilang Balikpapan dikerjakan dalam dua tahap. Tahap pertama proyek ini ditargetkan rampung pada 2021, di mana kapasitasnya akan naik dari 260 ribu bph menjadi 350 ribu bph. Selanjutnya, tahap kedua ditargetkan selesai pada 2025, di mana kilang menjadi mampu mengolah minyak jenis sour dari sebelumnya hanya medium heavy. Nilai Investasi proyek ini mencapai US$ 2,6 miliar.

“Pertengahan bulan depan kami tanda tangan EPC (engineering, procurement, and construction) contract Kilang Balikpapan dan kami mulai pekerjaan EPC tahun depan. Lalu yang kami percepat, kilang dan petrokimia di Tuban. Hari ini sudah proses lahan, baik lahan Kementerian Lingkungan Hidup maupun warga, kami juga lakukan reklamasi,” jelas Nicke.

Seluruh proyek kilang ditargetkan selesai pada 2025. Tepatnya, Kilang Balikpapan dan Balongan diproyeksikan akan selesai pada 2021, setelah itu Kilang Cilacap dan Tuban pada 2024, serta Kilang Bontang dan Kilang Dumai pada 2025. Pada saat itu, kapasitas kilang Pertamina akan naik menjadi 2 juta bph.

Petrokimia
Untuk Petrokimia, Pertamina telah menandatangani frame work agreement dengan China Petroleum Corporation (CPC) Taiwan membangun komplek petrokimia senilai US$ 6,49 miliar. 

Fasilitas yang dibangun yakni pabrik naphta cracker dan unit pengembangan sektor hilir Petrokimia berskala global di Indonesia. Proyek akan dikerjakan dengan skema Joint Venture antara Pertamina, CPC Taiwan, dan beberapa mitra hilir potensial lainnya. Pabrik naphtha cracker diharapkan akan memproduksi paling sedikit satu juta ton ethylene per tahun. 

Selain itu, keduanya juga akan membangun unit hilir yang akan memproduksi produk turunan kilang lainya untuk memenuhi kebutuhan industri di Indonesia. 

Direktur Megaproyek Pengolahan dan Petrokimia Ignasius Talulembang menjelaskan, pihaknya sudah ada diskusi awal dengan CPC. Pada tahap
pertama, pihaknya akan menyiapkan lahan yang menjadi lokasi proyek petrokimia ini. Sejauh ini, ada tiga opsi lokasi, di mana opsi yang memungkinkan yakni di dekat Kilang Balongan Jawa Barat.

“Setelah lahan, paralel kami akan lakukan FS (Feasibility study/kajian kelayakan) untuk membuat konfigurasi kilang petrokimia, produk-produknya apa saja, bersama partner,” tutur dia 

Selanjutnya, pihaknya juga akan membentuk perusahaan patungan dengan CPC. Namun, pihaknya masih harus mendiskusikan hal ini bersama CPC, termasuk soal besaran kepemilikan saham Pertamina. Pihaknya berharap bisa menjadi pemegang saham mayoritas. 

“Karena kita di dalam negeri, pasarnya ada pada kita, jadi diharapkan kami yang lebih besar share-nya,” ujar Tallulembang.

Huda Promises to Prepare NGRR Oil Field

Tiga tahun pembebasan lahan tidak segera selasai untuk rencana kilang minyak New Grass Root Refinery (NGRR) di Desa Remen dan Mentoso, Kecamatan Jenu, Kabupaten Tuban. Direktur Utama Pertamina Nicke Widyawati memberi sinyal pindah lokasi.

Bupati Tuban Fathul Huda buru-buru berjanji akan berupaya keras menyelesaikan pembebasan lahan agar rencana NGRR tetap di Tuban. NGRR adalah perusahaan patungan Pertamina dan Rosneft dari Rusia. 

"Apapun yang dibutuhkan [NGRR] atas masalah ini kami siap," kata Fathul Huda, Kamis (15/11).

Diberitakan NGRR membutuhkan lahan 340 hektare di Kecamatan Jenu. Sebagian lahan sekitar 15 persen bisa diperoleh lantaran milik Kementerian Lingkungan Hidup dan Kehutanan (KLHK). Selebihnya 85 persen lahan milik warga belum mau dibebaskan. Untuk masalah ini, Huda meminta, agar semua pihak berpikir secara luas, jangan berpikir untuk diri sendiri atau pribadi. Proyek NGRR ini akan meningkatkan ekonomi di Tuban.

"Mau kerja apa anak cucu kita nanti, semua harus dibicarakan, jangan asal menolak" pesan Huda.

Pria kelahiran Montong Tuban itu juga menyatakan keinginannya agar proyek kerja sama dua negara itu tetap dibangun di Tuban. Karena bisa menyejahterakan kelangsungan hidup masyarakat Tuban.  Kilang minyak ini penting. Bagaimana kelangsungan anak cucu kita nanti" pungkasnya.

Pertamina Encouraged to Complete the Land Constraints in Tuban Refinery



The Ministry of Energy and Mineral Resources (ESDM) ordered PT Pertamina (Persero) to send a team to solve the problem of land acquisition which is the location of the 300 thousand barrel per day (bpd) refinery project in Tuban, East Java. Tuban is considered the most strategic location to build refineries. ESDM Minister Ignasius Jonan said the government had determined the location of the construction of this new refinery in Tuban, East Java.

Location determination in Tuban has gone through comprehensive studies and considerations, both location, topography, and consideration of earth studies. Tuban is histologically a minimal area affected by natural disasters such as earthquakes and tsunamis.

"But for the past few years we have received reports of problems with land acquisition that are not easy," he said in his official statement on Wednesday (11/14).

For this reason, his party ordered Pertamina to send a team back to resolve the land problem. It wants the issue of land acquisition to be completed soon.

In fact, previously Pertamina and the East Java Provincial Government had previously signed a memorandum of understanding on the use of land assets of the Ministry of Environment and Forestry in Tanjung Awar-Awar, Tuban, East Java.

In the memorandum of understanding, the East Java Provincial Government supports the Ministry of Environment and Forestry's land use for the construction of the Tuban Refinery.

Nicke added, Pertamina was very eager to build a refinery in Tuban because at that location there was a Petrochemical Complex so that it could be integrated. The planned construction of the refinery in Tuban has been planned since 2016.

"The government wants the refinery to be built to reduce imports of fuel oil to cover the needs of consumers in the country, so we cannot wait anymore. We will immediately do another discussion with the Regional Government here so that a decision can be taken immediately, "She continued.

Previously, Deputy Minister of ESDM Arcandra Tahar said that Pertamina had reported that the Tubah Refinery Project could potentially be moved to Situbondo. But this is difficult because the location is close to a military training ground. In addition, there are other considerations in doing so location study in Situbondo. Another study took the Geological Agency regarding potential hazards because Situbondo was close to Mount Ijen.

As is known, Pertamina cooperates with oil and gas companies from Russia, Rosneft Oil Company in working on the Tuban Refinery. The two companies have formed a joint venture, namely PT Pertamina Rosneft Processing and Petrochemicals (PRPP), which will work on the Tuban Refinery Project worth US $ 15 billion. Pertamina holds a 55% shareholding and Rosneft 45%.

The plan, Tuban Refinery will produce gasoline (gasoline) products of 80 thousand bpd, solar 90 thousand bpd, and 26 thousand bp avtur. Not only that, Tuban Refinery will also produce new petrochemical products. The details of this product are 1.3 million tons of polypropylene per year, polyethylene 0.65 million tons per year, styrene 0.5 million tons per year and paraxylene 1.3 million tons per year.

In addition to increasing the supply of fuel and petrochemicals, the Tuban Refinery Project is also planned to be able to absorb 20 thousand to 40 thousand workers during construction and 2,000 workers after operating. This project will also have a positive chain effect, in the form of taxes for the government and economic growth of national and regional communities.

Pertamina Didorong Selesaikan Kendala Lahan Kilang Tuban


Kementerian Energi dan Sumber Daya Mineral (ESDM) memerintahkan PT Pertamina (Persero) untuk mengirim tim untuk menyelesaikan masalah pembebasan lahan yang menjadi lokasi proyek kilang 300 ribu barel per hari (bph) di Tuban, Jawa Timur. Tuban dinilai sebagai lokasi paling strategis untuk membangun kilang. Menteri ESDM Ignasius Jonan mengatakan, pemerintah telah menentukan lokasi pembangunan kilang baru ini di Tuban, Jawa Timur.

Penentuan lokasi di Tuban tersebut sudah melalui kajian dan pertimbangan yang menyeluruh, baik lokasi, topografi, dan pertimbangan studi kebumian. Tuban secara histons merupakan daerah yang minim terkena bencana alam seperti gempa dan tsunami.

“Namun sudah beberapa tahun ini kami mendapat laporan masalah pembebasan lahan yang tidak mudah,” kata dia dalam keterangan resminya, Rabu (14/ 11).

Untuk itu, pihaknya memerintahkan Pertamina untuk mengirimkan tim kembali untuk menyelesaikan permasalahan lahan tersebut. Pihaknya ingin agar masalah pembebasan lahan ini segera rampung. 

“Coba Ibu Nicke (Direktur Utama, Pertamina) kirim tim lagi, coba dicek lagi, kalau bisa cepat. Jika tidak bisa diselesaikan, terpaksa harus pindah lokasi pembangunan kilangnya,” lanjut Jonan.

Direktur Utama Pertamina Nicke Widyawati mengakui, pembebasan lahan yang dibutuhkan untuk pembangunan kilang seluas 800 hektar masih menjadi kendala. Di lokasi rencana yang akan dibangun kilang, ada lahan milik Kementerian Lingkungan Hidup seluas 350 hektar, sementara sisanya milik masyarakat. Dikatakannya, dalam tiga tahun terakhir, pihaknya sudah melakukan berbagai upaya untuk merampungkan pembebasan lahan ini.

“Untuk menindaklanjuti permintaan Menteri ESDM agar Pertamina kembali mengirimkan tim untuk menyelesaikan pembebasan Iahan, maka dalam bulan ini segera kami akan kirim tim lagi untuk menyelesaikan masalah lahan ini,” jelas Nicke.

Padahal, sebelumnya Pertamina dan Pemerintah Provinsi Jawa Timur sebelumnya telah menandatangani nota kesepahaman pemanfaatan lahan aset Kementerian Lingkungan Hidup dan Kehutanan di Tanjung Awar-Awar, Tuban Jawa Timur.

Dalam nota kesepahaman itu, Pemprov Jawa Timur mendukung pemanfaatan lahan Kementerian Lingkungan Hidup dan Kehutanan untuk pembangunan Kilang Tuban. 
Nicke menambahkan, Pertamina sangat berkeinginan untuk membangun kilang di Tuban karena di lokasi tersebut sudah ada Kompleks Petrokimia sehingga dapat diintegrasikan. Rencana pembangunan kilang di Tuban ini sudah direncanakan sejak 2016 lalu. 

“Pemerintah ingin sekali kilang ini dibangun untuk mengurangi impor bahan bakar minyak untuk menutupi kebutuhan konsumen didalam negeri, karena itu kita tidak bisa menunggu lagi. Kami segera lakukan lagi pembahasan dengan Pemerintah Daerah di sini agar dapat segera diambil-keputusan,” lanjut dia.

Sebelumnya, Wakil Menteri ESDM Arcandra Tahar mengatakan, Pertamina sudah melaporkan bahwa Proyek Kilang Tubah berpotensi dipindah ke Situbondo. Namun hal ini sulit dilakukan lantaran lokasi tersebut dekat dengan tempat latihan militer. Selain itu, ada pertimbangan lain dalam melakukan kajian lokasi di Situbondo. Kajian lainnya itu menggandeng Badan Geologi mengenai potensi bahaya lantaran Situbondo dekat dengan Gunung Ijen.

Dikatakannya, ada lokasi lain yang menjadi opsi dari kilang Tuban. Hanya saja dia masih belum mau mengatakan lokasinya. Dia pun enggan menyetujui lokasinya masih di daerah Jawa Timur. “Ada (alternatif lain),” ujarnya.

Seperti diketahui, Pertamina menggandeng perusahaan migas dari Rusia, Rosneft Oil Company dalam mengerjakan Kilang Tuban. Kedua perusahaan itu telah membentuk perusahaan patungan, yakni PT Pertamina Rosneft Pengolahan dan Petrokimia (PRPP), yang akan menggarap Proyek Kilang Tuban senilai US$ 15 miliar. Pertamina memegang kepemilikan saham 55% dan Rosneft 45%.

Rencananya, Kilang Tuban akan menghasilkan produk bensin (gasoline) sebesar 80 ribu bph, solar 90 ribu bph, dan avtur 26 ribu bph. Tidak hanya itu, Kilang Tuban juga akan memproduksi produk-produk baru petrokimia. Rincian produk ini adalah polipropilen 1,3 juta ton per tahun, polietilen 0,65 juta ton per tahun, stirena 0,5 juta ton per tahun dan paraksilen 1,3 juta ton per tahun.

Selain menambah pasokan BBM dan petrokimia, Proyek Kilang Tuban juga direncanakan bisa menyerap 20 ribu hingga 40 ribu tenaga kerja saat konstruksi dan 2.000 tenaga kerja setelah beroperasi. Proyek ini juga akan memberikan dampak positif berantai, berupa pajak untuk pemerintah dan pertumbuhan ekonomi masyarakat nasional maupun regional.

The Oil Project in Tuban is hampered

The New Grass Root Refinery [NGRR] Oil Refinery Project, Pertamina's joint venture with Rosneft, a Russian company which is planned to be located in Remen and Mentoso Villages, Jenu Sub-District, Tuban Regency, East Java, its construction cannot be ascertained. The project which is expected to raise the economy in the Tuban region is still hindered by land acquisition.

"Hopefully the problem will be resolved soon, because this problem has been going on for three years, but it has not been completed yet related to the acquisition of land owned by residents," said Ignasius Jonan, Minister of Energy and Mineral Resources (ESDM). kit (transfer from BBM to gas) to fishermen.

In an informal conversation with the Regent Fathul Huda regarding the NGRR refinery, Jonan has proposed several proposals that landowners want to give up some of their land for greater public interest. One of Jonan's proposals to the Regent of Fathul was approaching residents and offering jobs to residents when the oil refinery operated.

"If the problem is land, try to offer it to the land owner's family. They will get the privilege of placing a family to work at Pertamina-Rosneft," Jonan said on the sidelines accompanied by the Regent and Vice Regent of Tuban.

He revealed, this land problem has been going on for a long time, so it needs immediate treatment.

"It's been three years, but the land problem has not yet finished. Hopefully it will be settled, what land owners want to try to accommodate is suggested by Jonan.

Unfortunately, the Regent of Tuban, Fathul Huda, admitted that he had not intensively met with residents, especially landowners who were about to be released.

"So far there has been no request from landowners for refusing to sell their land. To be honest, we do not yet know what the landowners want, we will cover it," promised the regent in these two periods.

Rencananya menggandeng perusahaan Rusia

Proyek Kilang Minyak New Grass Root Refinery [NGRR), patungan pertamina dengan Rosneft perusahaan dari Rusia yang rencananya ditempatkan di Desa Remen dan Mentoso, Kecamatan Jenu, Kabupaten Tuban Jawa Timur belum bisa dipastikan pembangunannya. Proyek yang diharapkan akan membangkitkan ekonomi di wilayah Tuban itu sampai sekarang masih terkendala pembebasan lahan. 

"Harapannya masalahnya segera diselesaikan, karena masalah ini sudah berlangsung selama tiga tahun, tapi belum selesai juga terkait pembebasan lahan milik warga," kata' Ignasius Jonan, Menteri Energi dan Sumber Daya Mineral (ESDM) di sela-sela acara pembagian 200 paker mesin konverter kit (pengalihan dari BBM ke gas) kepada nelayan.

Lebih jauh Jonan menyebutkan lahan yang dibutuhkan perusahaan dua negara tersebut kira-kira kurang lebih 340 hektare. Di lokasi itu, lahan milik pemerintah melalui Kementerian Lingkungan Hidup dan Kehutanan [KLHK] hanya 15 persen, sedangkan selebihnya sekira 85 hektare masih milik warga Desa Mentoso dan Desa Remen.

Di acara pembagian konverter kit di pantai mangrove di Kecamatan Jenu itu juga dihadiri Bupati Tuban, Fathul Huda, dan juga Wakil Bupati Tuban, Noor Nahar Hussein. 

"Masalah kendala rencana kilang minyak NGRR juga menjadi pembicaraan hangat kami," ungkapnya.

Tawaran Kerja

Dalam bincang informal dengan Bupati Fathul Huda terkait kilang NGRR, Jonan sudah mengajukan beberapa usulan agar pemilik lahan mau menyerahkan sebagian lahannya untuk kepentingan umum yang lebih besar. Salah satu usulan Jonan kepada Bupati Fathul yakni mendekati warga dan menawarkan pekerjaan bagi warga saat kilang minyak beroperasi.

"Kalau masalahnya lahan, coba ditawarkan kepada keluarga pemilik lahan akan mendapat hak istimewa yakni menempatkan seorang keluarga untuk bekerja di Pertamina-Rosneft," kata Jonan disela-sela berjalan didampingi Bupati dan Wabup Tuban.

Dia mengungkap, masalah lahan ini sudah berlangsung lama, sehingga perlu dilakukan penanganan segera. 

"Sudah tiga tahun, tapi belum juga selesai masalah lahan. Harapannya ya dibereskan, apa yang diinginkan pemilik tanah coba diakomodir usul Jonan.
Sayangnya, Bupati Tuban, Fathul Huda mengaku belum intensif bertemu dengan warga, khususnya pemilik lahan yang hendak dibebaskan.

"Selama ini belum ada permintaan dari warga pemilik lahan untuk penolakan menjual tanahnya. Sejujurnya kami belum tahu apa keinginan dari pemilik lahan, akan kita dalami," janji bupati dua periode ini.

Daerah Lain

Direktur Utama PT Pertamina, Nicke Widyawati yang ikut rombongan Menteri ESDM, ikut menanggapi terkait perkembangan lahan kilang minyak yang tidak segera ada solusinya.

"Saya berharap masalah lahan yang sudah tiga tahun ini, bisa selesai, secepatnya," harap Nicke.

Ditanya kemungkinan untuk mencari daerah lain untuk penempatan kilang minyak NGRR, Nicke tidak menampik usulan itu.

"Opsi untuk mencari daerah lain ada, namun sejauh ini masih sedang kami kaji untung dan ruginya," tegas eksekutif yang berhijab.

Diakui Nicke bahwa tidak bisa sembarangan menempatkan kilang minyak ke suatu tempat. 

"Untuk membangun kilang minyak diperlukan banyak pertimbangan, masalah teknis, keamanan dan lain-lain," pungkasnya.

Tuban Refinery Project Potentially Relocated



The government said that PT Pertamina (Persero) was re-evaluating the 300 thousand barrels per day (bpd) project allocation in Tuban, East Java. The project that was carried out with Rosneft Oil Company has the potential to be moved to Situbondo, East Java.



Deputy Minister of Energy and Mineral Resources (ESDM) Arcandra Tahar said that his party had summoned Pertamina's management to discuss the continuation of the Tuban Refinery Project. The reason is that the construction of a new refinery with a capacity of 300 thousand bpd is hampered by land problems.

"Pertamina said there was an idea to change locations, in Tuban or Situbondo-East Jwa. Pertamina said that was an option, "he said in Jakarta. Pertamina, he said, is now evaluating location change options.

As is known, Pertamina and the East Java Provincial Government had signed a memorandum of understanding on the use of land assets of the Ministry of Environment and Forestry in Tanjung Awar-Awar, Tuban. In the memorandum of understanding, the East Java Provincial Government supports the Ministry of Environment and Forestry's land use for the construction of the Tuban Refinery.

Not only that, the East Java Provincial Government also provided the permits needed for the construction of the refinery, namely permits for the use of space and others in accordance with applicable regulations. Furthermore, Pertamina will replace the 60-hectare land of the Ling Ling Life and Forestry Support.

In addition, the company and partners also reclaim or flatten coastline smoothing and carry out dredging of the vessel's grooves. The Tuban Refinery and its supporting facilities occupy an area of ​​around 404 hectares located in Remen Village, Mentoso, Rawasan, Wadung, and Kaliuntu in Jenu District, Tuban Regency, East Java Province.

Unfortunately, Arcandra did not specify what problems Pertamina faced in completing the land acquisition for the refinery project location. He only mentioned that he would call Pertamina's board of directors again.

"Two weeks ago I called because of land issues. Pertamina again evaluates its location. I'll call again later, "he said.

He said, the government seriously encouraged the construction of new refineries in Indonesia. Because the construction of the refinery is considered more efficient than importing fuel oil (BBM). Arcandra had conveyed his calculation that there was a difference of around 5% between importing processed products and producing fuel oil (BBM) domestically.

He explained, if the price of BBM products with an octane number of 92 in the range of US $ 72-74 per barrel, then there would be a difference of US $ 3.5 per barrel compared to if it produced itself. This price difference can reach US $ 3 million in one day or US $ 1 billion in one year. Thus, the delay in the construction of the refinery will be detrimental to Indonesia.

"We are serious (building refineries). We have facilitated Pertamina, and Pertamina is trying hard, "said Arcandra.

Previously, Pertamina and Rosneft had formed a joint venture, namely PT Pertamina Rosneft Processing and Petrochemicals (PRPP), which would work on the Tuban Refinery Project worth US $ 15 billion. Pertamina holds a 55% shareholding and Rosneft 45%. The plan, Tuban Refinery
will produce gasoline (gasoline) products of 80 thousand bpd, diesel fuel 90 thousand bpd, and avtur 26 thousand bpd.

Not only that, Tuban Refinery will also produce new petrochemical products. The details of this product are 1.3 million tons of polypropylene per year, polyethylene 0.65 million tons per year, styrene 0.5 million tons per year and paraxylene 1 million tons per year.

In addition to adding fuel and petrochemical supplies, the Tuban Refinery Project is also planned to require 20 thousand to 40 thousand workers during construction and 2,000 workers after operating. This project will also have a positive chain effect, in the form of taxes for the government and economic growth of national and regional communities.

Must be a Priority

Energy Observer and Chair of the Indonesian Petroleum Engineering Association (IATMI) Pri Agung Rakhmanto questioned the planned construction of refineries that were not realized even though more than 10 years had passed. The refinery project has so far been assessed as having no progress and no certainty.

"Refineries should be included as a vital national project that should also be a priority of the government," he said.

This includes the construction of the Tuban Refinery. If there are indeed land constraints, the government should help with the settlement, not just handed over to Pertamina. Moreover, so far, the government has succeeded in building other infrastructure projects in various regions.

"Yes, that is just the role of the government in developing the word Pri Agung"

Pri Agung encouraged the government to play a stronger role in the construction of this refinery. This is because the negative impact of the failure to realize the construction of new refineries is very heavy for Indonesia.

"Fuel imports are getting bigger, more burdening the economy, the trade balance deficit, and weakening the rupiah," he explained.

As is known, Pertamina is working on six refinery projects at the same time, new refinery units and increasing the capacity and quality of existing refineries. Construction of two new unit refineries in Tuban-East Java and Bontang-East Kalimantan, as well as repairs to four existing refineries spread across Balongan-West Java; Balikpapan-East Kalimantan; Dumai-Riau; and Cilacap-Central Java. All of these projects are projected to be completed by 2025.

Proyek Kilang Tuban Berpotensi Direlokasi


Pemerintah menyatakan PT Pertamina (Persero) tengah mengevaluasi ulang Iokasi dari Proyek Kilang 300 ribu barel per hari (bph) di Tuban, Jawa Timur. Proyek yang dikerjakan bersama Rosneft Oil Company ini berpotensi dipindah ke Situbondo, Jawa Timur.

Wakil Menteri Energi dan Sumber Daya Mineral (ESDM) Arcandra Tahar mengatakan pihaknya telah memanggil manajemen Pertamina untuk membahas kelanjutan Proyek Kilang Tuban. Pasalnya, proyek pembangunan kilang baru berkapasitas 300 ribu bph itu terkendala masalah lahan.

“Pertamina menyampaikan ada ide mengubah lokasi, di Tuban atau Situbondo-Jwa Timur. Pertamina menyampaikan itu opsi,” kata dia di Jakarta. Pertamina disebutnya kini sedang mengevaluasi opsi perubahan lokasi.

Seperti diketahui, Pertamina dan Pemerintah Provinsi Jawa Timur sebelumnya telah meneken nota kesepahaman pemanfaatan lahan aset Kementerian Lingkungan Hidup dan Kehutanan di Tanjung Awar-Awar, Tuban. Dalam nota kesepahaman itu, Pemerintah Provinsi Jawa Timur mendukung pemanfaatan lahan Kementerian Lingkungan Hidup dan Kehutanan untuk pembangunan Kilang Tuban.

Tidak hanya itu, Pemerintah Provinsi Jawa Timur juga memberikan izin-izin yang dibutuhkan untuk pengerjaan kilang, yakni izin pemanfaatan ruang dan lainnya sesuai dengan ketentuan yang berlaku. Selanjutnya, Pertamina akan mengganti lahan Kementerian Lingukungan Hidup dan Kehutanan seluas 60 hektar itu.

Selain itu, perseroan dan mitra juga mereklamasi atau meratakan perataan garis pantai dan melaksanakan pengerukan alur kapal. Kilang Tuban beserta fasilitas penunjangnya menempati areal sekitar 404 hektar yang berlokasi di Desa Remen, Mentoso, Rawasan, Wadung, dan Kaliuntu di Kecamatan Jenu, Kabupaten Tuban, Provinsi Jawa Timur.

Sayangnya, Arcandra tidak merinci seperti apa masalah yang dihadapi Pertamina dalam merampungkan pembebasan lahan lokasi proyek kilang tersebut. Dia hanya menyebut pihaknya akan memanggil lagi direksi Pertamina. 

“Dua pekan lalu saya panggil karena masalah lahan. Pertamina lagi evaluasi lagi lokasinya. Nanti saya panggil lagi,” ujarnya.

Dikatakannya, pemerintah serius mendorong pembangunan kilang baru di Indonesia. Pasalnya, membangun kilang dinilainya lebih efisien daripada mengimpor bahan bakar minyak (BBM). Arcandra sempat menyampaikan hitungannya bahwa ada selisih sekitar 5% antara mengimpor produk olahan dan memproduksi Bahan Bakar Minyak (BBM) di dalam negeri.

Dia menjelaskan, jika harga produk BBM dengan angka oktan 92 di kisaran US$ 72-74 per barel, maka ada selisih US$ 3,5 per barel dibandingkan jika memproduksi sendiri. Selisih harga ini bisa mencapai US$ 3 juta dalam satu hari atau US$ 1 miliar dalam satu tahun. Sehingga, keterlambatan pemban-
gunan kilang akan merugikan bagi Indonesia.

“Kami serius (membangun kilang). Kami sudah fasilitasi Pertamina, dan Pertamina sedang berusaha keras,” tegas Arcandra. 

Sebelumnya, Pertamina dan Rosneft telah membentuk perusahaan patungan, yakni PT Pertamina Rosneft Pengolahan dan Petrokimia (PRPP), yang akan menggarap Proyek Kilang Tuban senilai US$ 15 miliar. Pertamina memegang kepemilikan saham 55% dan Rosneft 45%. Rencananya, Kilang Tuban
akan menghasilkan produk bensin (gasoline) sebesar 80 ribu bph, solar 90 ribu bph, dan avtur 26 ribu bph. 

Tidak hanya itu, Kilang Tuban juga akan memproduksi produk-produk baru petrokimia. Rincian produk ini adalah polipropilen 1,3 juta ton per tahun, polietilen 0,65 juta ton per tahun, stirena 0,5 juta ton per tahun dan paraksilen 1, juta ton per tahun.

Selain menambah pasokan BBM dan petrokimia, Proyek Kilang Tuban juga direncanakan bisa membutuhkan 20 ribu hingga 40 ribu tenaga kerja saat konstruksi dan 2.000 tenaga kerja setelah beroperasi. Proyek ini juga akan memberikan dampak positif berantai, berupa pajak untuk pemerintah dan pertumbuhan ekonomi masyarakat nasional maupun regional.

Harus Jadi Prioritas

Pengamat Energi sekaligus Ketua Ikatan Ahli Teknik Perminyakan Indonesia (IATMI) Pri Agung Rakhmanto mempertanyakan rencana pembangunan kilang yang tidak juga terealisasi meski sudah berlalu 10 tahun lebih. Proyek kilang selama ini dinilainya tidak ada kemajuan dan tidak ada kepastian.

“Kilang semestinya masuk sebagai proyek vital nasional yang seharusnya juga menjadi prioritas pemerintah,” kata dia.

Hal ini termasuk untuk pengerjaan Kilang Tuban. Jika memang ada kendala lahan, pemerintah seharusnya membantu penyelesaiannya, tidak diserahkan kepada Pertamina saja. Apalagi, selama ini pun, pemerintah berhasil membangun proyek infrastruktur lain di berbagai daerah. 

“Ya seperti itu saja peranan pemerintah dalam membangun ujar Pri Agung" 

Pri Agung mendorong pemerintah berperan lebih kuat dalam pembangunan kilang ini. Hal ini mengingat dampak negatif dari tidak kunjung terealisasinya pembangunan kilang baru sangat berat bagi Indonesia.

“Impor BBM semakin besar, semakin memberatkan perekonomian, neraca perdagangan defisit, dan memperlemah Rupiah,” jelasnya.

Seperti diketahui, Pertamina mengerjakan enam proyek kilang sekaligus, kilang unit baru maupun peningkatan kapasitas dan kualitas dari kilang yang ada. Pembangunan dua kilang unit baru di Tuban-Jawa Timur dan Bontang-Kalimantan Timur, serta perbaikan empat kilang eksisting yang tersebar di Balongan-Jawa Barat; Balikpapan-Kalimantan Timur; Dumai-Riau; serta Cilacap-Jawa Tengah. Seluruh proyek ini diproyeksikan akan selesai pada 2025.
