The government said that PT Pertamina (Persero) was re-evaluating the 300 thousand barrels per day (bpd) project allocation in Tuban, East Java. The project that was carried out with Rosneft Oil Company has the potential to be moved to Situbondo, East Java.
Deputy Minister of Energy and Mineral Resources (ESDM) Arcandra Tahar said that his party had summoned Pertamina's management to discuss the continuation of the Tuban Refinery Project. The reason is that the construction of a new refinery with a capacity of 300 thousand bpd is hampered by land problems.
"Pertamina said there was an idea to change locations, in Tuban or Situbondo-East Jwa. Pertamina said that was an option, "he said in Jakarta. Pertamina, he said, is now evaluating location change options.
As is known, Pertamina and the East Java Provincial Government had signed a memorandum of understanding on the use of land assets of the Ministry of Environment and Forestry in Tanjung Awar-Awar, Tuban. In the memorandum of understanding, the East Java Provincial Government supports the Ministry of Environment and Forestry's land use for the construction of the Tuban Refinery.
Not only that, the East Java Provincial Government also provided the permits needed for the construction of the refinery, namely permits for the use of space and others in accordance with applicable regulations. Furthermore, Pertamina will replace the 60-hectare land of the Ling Ling Life and Forestry Support.
In addition, the company and partners also reclaim or flatten coastline smoothing and carry out dredging of the vessel's grooves. The Tuban Refinery and its supporting facilities occupy an area of around 404 hectares located in Remen Village, Mentoso, Rawasan, Wadung, and Kaliuntu in Jenu District, Tuban Regency, East Java Province.
Unfortunately, Arcandra did not specify what problems Pertamina faced in completing the land acquisition for the refinery project location. He only mentioned that he would call Pertamina's board of directors again.
"Two weeks ago I called because of land issues. Pertamina again evaluates its location. I'll call again later, "he said.
He said, the government seriously encouraged the construction of new refineries in Indonesia. Because the construction of the refinery is considered more efficient than importing fuel oil (BBM). Arcandra had conveyed his calculation that there was a difference of around 5% between importing processed products and producing fuel oil (BBM) domestically.
He explained, if the price of BBM products with an octane number of 92 in the range of US $ 72-74 per barrel, then there would be a difference of US $ 3.5 per barrel compared to if it produced itself. This price difference can reach US $ 3 million in one day or US $ 1 billion in one year. Thus, the delay in the construction of the refinery will be detrimental to Indonesia.
"We are serious (building refineries). We have facilitated Pertamina, and Pertamina is trying hard, "said Arcandra.
Previously, Pertamina and Rosneft had formed a joint venture, namely PT Pertamina Rosneft Processing and Petrochemicals (PRPP), which would work on the Tuban Refinery Project worth US $ 15 billion. Pertamina holds a 55% shareholding and Rosneft 45%. The plan, Tuban Refinery
will produce gasoline (gasoline) products of 80 thousand bpd, diesel fuel 90 thousand bpd, and avtur 26 thousand bpd.
Not only that, Tuban Refinery will also produce new petrochemical products. The details of this product are 1.3 million tons of polypropylene per year, polyethylene 0.65 million tons per year, styrene 0.5 million tons per year and paraxylene 1 million tons per year.
In addition to adding fuel and petrochemical supplies, the Tuban Refinery Project is also planned to require 20 thousand to 40 thousand workers during construction and 2,000 workers after operating. This project will also have a positive chain effect, in the form of taxes for the government and economic growth of national and regional communities.
Must be a Priority
Energy Observer and Chair of the Indonesian Petroleum Engineering Association (IATMI) Pri Agung Rakhmanto questioned the planned construction of refineries that were not realized even though more than 10 years had passed. The refinery project has so far been assessed as having no progress and no certainty.
"Refineries should be included as a vital national project that should also be a priority of the government," he said.
This includes the construction of the Tuban Refinery. If there are indeed land constraints, the government should help with the settlement, not just handed over to Pertamina. Moreover, so far, the government has succeeded in building other infrastructure projects in various regions.
"Yes, that is just the role of the government in developing the word Pri Agung"
Pri Agung encouraged the government to play a stronger role in the construction of this refinery. This is because the negative impact of the failure to realize the construction of new refineries is very heavy for Indonesia.
"Fuel imports are getting bigger, more burdening the economy, the trade balance deficit, and weakening the rupiah," he explained.
As is known, Pertamina is working on six refinery projects at the same time, new refinery units and increasing the capacity and quality of existing refineries. Construction of two new unit refineries in Tuban-East Java and Bontang-East Kalimantan, as well as repairs to four existing refineries spread across Balongan-West Java; Balikpapan-East Kalimantan; Dumai-Riau; and Cilacap-Central Java. All of these projects are projected to be completed by 2025.

Proyek Kilang Tuban Berpotensi Direlokasi
Pemerintah menyatakan PT Pertamina (Persero) tengah mengevaluasi ulang Iokasi dari Proyek Kilang 300 ribu barel per hari (bph) di Tuban, Jawa Timur. Proyek yang dikerjakan bersama Rosneft Oil Company ini berpotensi dipindah ke Situbondo, Jawa Timur.
Wakil Menteri Energi dan Sumber Daya Mineral (ESDM) Arcandra Tahar mengatakan pihaknya telah memanggil manajemen Pertamina untuk membahas kelanjutan Proyek Kilang Tuban. Pasalnya, proyek pembangunan kilang baru berkapasitas 300 ribu bph itu terkendala masalah lahan.
“Pertamina menyampaikan ada ide mengubah lokasi, di Tuban atau Situbondo-Jwa Timur. Pertamina menyampaikan itu opsi,” kata dia di Jakarta. Pertamina disebutnya kini sedang mengevaluasi opsi perubahan lokasi.
Seperti diketahui, Pertamina dan Pemerintah Provinsi Jawa Timur sebelumnya telah meneken nota kesepahaman pemanfaatan lahan aset Kementerian Lingkungan Hidup dan Kehutanan di Tanjung Awar-Awar, Tuban. Dalam nota kesepahaman itu, Pemerintah Provinsi Jawa Timur mendukung pemanfaatan lahan Kementerian Lingkungan Hidup dan Kehutanan untuk pembangunan Kilang Tuban.
Tidak hanya itu, Pemerintah Provinsi Jawa Timur juga memberikan izin-izin yang dibutuhkan untuk pengerjaan kilang, yakni izin pemanfaatan ruang dan lainnya sesuai dengan ketentuan yang berlaku. Selanjutnya, Pertamina akan mengganti lahan Kementerian Lingukungan Hidup dan Kehutanan seluas 60 hektar itu.
Selain itu, perseroan dan mitra juga mereklamasi atau meratakan perataan garis pantai dan melaksanakan pengerukan alur kapal. Kilang Tuban beserta fasilitas penunjangnya menempati areal sekitar 404 hektar yang berlokasi di Desa Remen, Mentoso, Rawasan, Wadung, dan Kaliuntu di Kecamatan Jenu, Kabupaten Tuban, Provinsi Jawa Timur.
Sayangnya, Arcandra tidak merinci seperti apa masalah yang dihadapi Pertamina dalam merampungkan pembebasan lahan lokasi proyek kilang tersebut. Dia hanya menyebut pihaknya akan memanggil lagi direksi Pertamina.
“Dua pekan lalu saya panggil karena masalah lahan. Pertamina lagi evaluasi lagi lokasinya. Nanti saya panggil lagi,” ujarnya.
Dikatakannya, pemerintah serius mendorong pembangunan kilang baru di Indonesia. Pasalnya, membangun kilang dinilainya lebih efisien daripada mengimpor bahan bakar minyak (BBM). Arcandra sempat menyampaikan hitungannya bahwa ada selisih sekitar 5% antara mengimpor produk olahan dan memproduksi Bahan Bakar Minyak (BBM) di dalam negeri.
Dia menjelaskan, jika harga produk BBM dengan angka oktan 92 di kisaran US$ 72-74 per barel, maka ada selisih US$ 3,5 per barel dibandingkan jika memproduksi sendiri. Selisih harga ini bisa mencapai US$ 3 juta dalam satu hari atau US$ 1 miliar dalam satu tahun. Sehingga, keterlambatan pemban-
gunan kilang akan merugikan bagi Indonesia.
“Kami serius (membangun kilang). Kami sudah fasilitasi Pertamina, dan Pertamina sedang berusaha keras,” tegas Arcandra.
Sebelumnya, Pertamina dan Rosneft telah membentuk perusahaan patungan, yakni PT Pertamina Rosneft Pengolahan dan Petrokimia (PRPP), yang akan menggarap Proyek Kilang Tuban senilai US$ 15 miliar. Pertamina memegang kepemilikan saham 55% dan Rosneft 45%. Rencananya, Kilang Tuban
akan menghasilkan produk bensin (gasoline) sebesar 80 ribu bph, solar 90 ribu bph, dan avtur 26 ribu bph.
Tidak hanya itu, Kilang Tuban juga akan memproduksi produk-produk baru petrokimia. Rincian produk ini adalah polipropilen 1,3 juta ton per tahun, polietilen 0,65 juta ton per tahun, stirena 0,5 juta ton per tahun dan paraksilen 1, juta ton per tahun.
Selain menambah pasokan BBM dan petrokimia, Proyek Kilang Tuban juga direncanakan bisa membutuhkan 20 ribu hingga 40 ribu tenaga kerja saat konstruksi dan 2.000 tenaga kerja setelah beroperasi. Proyek ini juga akan memberikan dampak positif berantai, berupa pajak untuk pemerintah dan pertumbuhan ekonomi masyarakat nasional maupun regional.
Harus Jadi Prioritas
Pengamat Energi sekaligus Ketua Ikatan Ahli Teknik Perminyakan Indonesia (IATMI) Pri Agung Rakhmanto mempertanyakan rencana pembangunan kilang yang tidak juga terealisasi meski sudah berlalu 10 tahun lebih. Proyek kilang selama ini dinilainya tidak ada kemajuan dan tidak ada kepastian.
“Kilang semestinya masuk sebagai proyek vital nasional yang seharusnya juga menjadi prioritas pemerintah,” kata dia.
Hal ini termasuk untuk pengerjaan Kilang Tuban. Jika memang ada kendala lahan, pemerintah seharusnya membantu penyelesaiannya, tidak diserahkan kepada Pertamina saja. Apalagi, selama ini pun, pemerintah berhasil membangun proyek infrastruktur lain di berbagai daerah.
“Ya seperti itu saja peranan pemerintah dalam membangun ujar Pri Agung"
Pri Agung mendorong pemerintah berperan lebih kuat dalam pembangunan kilang ini. Hal ini mengingat dampak negatif dari tidak kunjung terealisasinya pembangunan kilang baru sangat berat bagi Indonesia.
“Impor BBM semakin besar, semakin memberatkan perekonomian, neraca perdagangan defisit, dan memperlemah Rupiah,” jelasnya.
Seperti diketahui, Pertamina mengerjakan enam proyek kilang sekaligus, kilang unit baru maupun peningkatan kapasitas dan kualitas dari kilang yang ada. Pembangunan dua kilang unit baru di Tuban-Jawa Timur dan Bontang-Kalimantan Timur, serta perbaikan empat kilang eksisting yang tersebar di Balongan-Jawa Barat; Balikpapan-Kalimantan Timur; Dumai-Riau; serta Cilacap-Jawa Tengah. Seluruh proyek ini diproyeksikan akan selesai pada 2025.
