Two Upstream Oil and Gas Projects Delayed



The Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) stated that there are two upstream oil and gas projects whose operating schedule is expected to retreat to the first quarter of 2020, namely the Bukit Tua Phase 3 and Buntal projects. In fact, the two projects are targeted to be operational by the end of this year along with four other oil and gas projects.

SKK Migas Deputy for Operations Julius Wiratno said the setback of the two oil and gas projects affected the performance of oil and gas production ready for sale this year. However, Julius did not explain how deep the impact was on production performance until the end of 2019.

"The Buntal-5 project is definitely backing down because the drilling rig is late entering Indonesia. The Bukit Tua Phase 3 project may also shift to 2020, but we are still recovering, "he said.

The Puffer-5 project was undertaken by Medco E&P Natuna Ltd with an investment of US $ 33 million. The project is targeted to produce 45 million cubic feet of gas per day (MMscfd). The smooth running of these projects will affect the realization of upstream oil and gas investment which is still difficult to reach the target. SKK Migas estimates that this year's upstream oil and gas investment will only reach Rp168.97 trillion US $ 12 billion. Dua Proyek Hulu Migas Tertunda


Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) menyatakan ada dua proyek hulu migas yang jadwal operasinya diperkirakan mundur ke kuartal I/ 2020, yakni proyek Bukit Tua Phase 3 dan Buntal. Padahal, kedua proyek tersebut ditargetkan dapat beroperasi pada akhir tahun ini bersama dengan empat proyek migas lainnya. 

Deputi Operasi SKK Migas Julius Wiratno mengatakan kemunduran dua proyek migas tersebut memengaruhi kinerja produksi siap jual atau lifting migas tahun ini. Namun, Julius tidak menjelaskan sedalam apa dampaknya terhadap kinerja produksi hingga akhir 2019.

“ Proyek Buntal-5 pasti mundur karena drilling rig-nya telat masuk ke Indonesia. Proyek Bukit Tua Phase 3 juga mungkin akan geser ke 2020, tetapi masih sedang kami recovery,” tuturnya.

Proyek Buntal-5 dikerjakan oleh Medco E&P Natuna Ltd dengan nilai investasi US$ 33 juta. Proyek ini ditargetkan menghasilkan gas sebanyak 45 juta kaki kubik per hari (MMscfd). Adapun proyek Bukit Tua Phase 3 di Blok Ketapang, digarap oleh Petronas Carigali Ketapang II Ltd dengan investasi US$1 5 juta. 

    Bukit Tua Phase 3 diperkirakan dapat menghasilkan minyak 3.82 barel per hari (bph) dan gas 31 MMscfd. Sebelumnya, menurut data SKK Migas proyek Buntal-5 diperkirakan beroperasi pada November 2019, sementara proyek Bukit Tua Phase 3 beroperasi pada Desember 2019.

“Sisa proyek akan beroperasi pada tahun ini,” tutur Julius.

Empat proyek lainnya, yakni proyek Bison-Iguana-Gajah Putri dikerjakan oleh Premiere Oil Natuna Sea BV dengan nilai investasi US$ 171 juta. Proyek tersebut akan memproduksi gas sebanyak 163 MMscfd. Proyek Temelat oleh PT Medco E&P Indonesia diperkirakan dapat berproduksi 10 MMscfd. Nilai investasinya US$11 juta. 

Proyek Panen dikerjakan oleh PetroChina International Jabung Ltd dengan investasi US$17 juta. Produksinya diperkirakan mencapai 2.000 bph. Untuk Proyek Full Well Stream Kedung Keris di Blok Cepu dikerjakan oleh ExxonMobil Cepu Limited (EMCL) dengan produksi 3.800 bph. investasi proyek tersebut mencapai US$72 juta. Meskipun ada proyek yang mundur, Julius mengatakan ada juga proyek yang dapat dipercepat.

“ Proyek Bambu Besar kami coba speed up untuk menambah produksi migas di 2019. Tambahan lapangan minyak dan gas Bambu Besar kira-kira 2.700-3.000 bph,” tambahnya.

Adapun kelancaran proyek-proyek tersebut akan berpengaruh pada realisasi investasi hulu migas yang masih sulit mencapai target. SKK Migas memperkirakan investasi hulu migas tahun ini hanya mencapai Rp168,97 tiriliun US$12 miliar. Angka tersebut hanya naik sedikit dibandingkan dengan realisasi 2018 senilai US$ 11,98 miliar.

Capaian yang relatif stagnan ini sekaligus membuat target investasi migas tahun ini senilai US$14,79 miliar sulit tercapai. Berdasarkan data Kementerian ESDM, realisasi investasi hulu migas memang berada dalam tekanan dalam 4 tahun terakhir. Salah satu penurunan investasi hulu migas paling terlihat dan sisi eksplorasi.

Repsol Find Partners in Andaman Block III



The Aceh Oil and Gas Management Agency (BPMA) said Repsol Indonesia was looking for partners to work on the Andaman III Block. Repsol is currently still exploring in the oil and gas block which is estimated to have a gas potential of 3-4 trillion cubic feet (Trillion Cubic Feet / TCF). 



     BPMA Deputy of Operations and Planning Teuku Muhammad Faisal said Repsol saw that they could not work on the Andaman III Block themselves. Therefore, the Spanish oil and gas company plans to release part of its Participating Interest (PI) ownership in the block to find partners.

National Oil and Gas Lifting Target Increases to 2.02 Million BOEPD



Lifting oil and gas (oil and gas) this year is targeted to increase to 2.02 million barrels of barrel oil equivalent per day (BOEPD), from the 2018 realization of 1.9 million BOEPD. The addition of production is one of the 13 oil and gas projects planned to start operating this year. 



     Head of the Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) Dwi Soecipto said, oil lifting in 2019 is targeted at 775 thousand barrels per day (BPD), where last year's realization was 778 thousand BPD. While the gas lifting target is set at 1.25 million BOEPD, up from last year's 1.13 million BOEPD.

"So that oil and gas lifting in 2019 is 2.02 million BOEPD, from the 2018 realization of 1.92 million BOEPD," he said at a hearing at the House of Representatives Commission VII (DPR).

To achieve this target, his party has compiled a work program that will be carried out in the exploration block and in the exploitation block. According to him, the exploration block is planned to carry out 4,328 kilometers (km) of 2D seismic, 3D seismic area of ​​4,693 square kilometers (km2), and 57 wells of exploration well drilling.

While in the exploitation block, exploration activities will be carried out in the form of 3,814 km of 2D seismic, 3D seismic area of ​​1,747 km2, and drilling of wildcat wells or delineation of 40 wells.

"Then there will be workover of 969 wells, 29,256 well service activities, and drilling wells for the development of 345 wells," he explained.

In addition, SKK Migas also plans to have 13 oil and gas projects that will be operational this year. In the first quarter, there were two projects planned to start on stream, the Betara Complex Project with the production of 12 million cubic feet per day (million standard cubic feet per day / MMSCFD) by Petrochina International Jabung Ltd. and Terang Sirasun Batur Phase 2 of 200 MMSCFD by Kangean Energy Indonesia Ltd.

Chevron Ready to Transfer Oil to Pertamina



PT Pertamina (Persero) agreed to buy 2.5 million barrels of oil per month from PT Chevron Pacific Indonesia and Rokan Block in Riau. So far, oil-based revenue sharing from the Rokan Block, which is Chevron's share, is always exported.

bisa menjual minyak yang menjadi bagi hasil perusahaan raksasa dari Amerika Serikat itu ke Pertamina. Saat itu, Chevron menyatakan masih ada masalah perpajakan dalam proses penjualan minyak ke Pertamina.

“Terkait dengan harga jual tentu sudah kami kompromikan. Kalau lebih mahal dari impor, kami pilih tetap impor,” kata Hasto.

Menurutnya, dengan kesepakatan itu, BUMN migas itu mampu mengurangi volume impor minyak mentah sekitar 4 juta barel per bulan. Rerata impor minyak mentah Pertamina sekitar 11 juta barel per bulan bisa ditekan menjadi 7 juta-7,5 juta barel per bulan.

“Beban biaya juga akan berkurang, secara keseluruhan untuk negara, devisa juga aman."

Wakil Menteri Energi dan Sumber Daya Mineral Arcandra Tahar pernah menyebutkan ada potensi minyak mentah milik kontraktor yang selama ini diekspor bisa dialihkan ke Pertamina, seperti Chevron dan ExxonMobil.

Petronas and Repsol Work on Saka Kemang Oil and Gas Blocks

Selain kerjasama dengan Repsol, Petronas sudah mengelola blok migas di Indonesia. Misalnya Blok Ketapang, di mana perusahaan dari Malaysia ini adalah operator yang memegang 80% saham dengan masa kontrak hingga tahun 2028. PETRONAS and Repsol Work on Sakakemang Working Area

While Repsol was represented by Senior Exploration & Opportunity Legal Representative Manager, David Ramos, while Repsol Vice President & General Manager, Francisco Gea Pascual del Riquelme, and PETRONAS Senior Exploration Manager Looking for Indonesia, Jamin Jamil Mohd Idris witnessed the signing.

The Sakakemang Working Area continues to be operated by Repsol with participation rights of 45 percent while PETRONAS holds another 45 percent and Mitsui Oil Exploration Co. Ltd. (MGECO) holds the remaining 10 percent. All Cooperation Contract Contractors are under the supervision and control of SKK Migas as the Representative of the Republic of Indonesia.

PETRONAS dan Repsol Garap Wilayah Kerja Sakakemang


Potensi dan peluang sector migas yang terbuka, PETRONAS melalui anak perusahaannya, PC Sakakemang B.V. dan Repsol melalui anak perusahaannya, Talisman Sakakemang B.V, menandatangani Perjanjian Operasi Bersama untuk Wilayah Kerja Sakakemang di Sumatera Selatan, Indonesia.

Dengan penandatanganan perjanjian ini menjadi tonggak penting bagi PETRONAS dalam aspirasinya untuk mengembangkan bisnisnya di Indonesia dan khususnya di Sumatra.

“PETRONAS akan terus memainkan peran aktif dalam pengembangan jangka panjang industri perminyakan di Indonesia,” kata Presiden PETRONAS Carigali Indonesia, Mohd Nazlee Rasol dalam rilisnya.

Penandatanganan Perjanjian Operasi Bersama antara anak perusahaan PETRONAS dan Repsol telah dilakukan pada 5 Desember 2018, di kantor Repsol di Jakarta dihadiri perwakilan dari kedua perusahaan. Mewakili PETRONAS, adalah Presiden PETRONAS Carigali Indonesia, Mohd Nazlee Rasol. 

Sedangkan Repsol diwakili Manajer Senior Perwakilan Hukum Eksplorasi & Opcom, David Ramos, sementara Wakil Presiden & Manajer Umum Repsol, Francisco Gea Pascual del Riquelrne, dan Manajer Eksplorasi Senior PETRONAS Carigali Indonesia, Jamin Jamil Mohd Idris menyaksikan penandatanganan tersebut.

Wilayah Kerja Sakakemang terus dioperasikan oleh Repsol dengan hak partisipasi sebesar 45 persen sementara PETRONAS memegang 45 persen lainnya dan Mitsui Oil Exploration Co. Ltd (MGECO) memegang 10 persen sisanya. Semua Kontraktor Kontrak Kerja Sama berada dibawah pegawasan dan kendali SKK Migas sebagai Perwakilan Republik Indonesia.

These are 11 Contractors who Supply Oil to Pertamina



PT Pertamina (Persero) has secured an agreement with 11 oil and gas contractors aka the Sania Contract of Work Contractors (KKKS) which will sell domestic-produced crude oil. Negotiations with contractors have reached a contract agreement. Media Communication Manager of PT Pertamina, Arya Dwi Paramita, said that as a party that has the mandate to suppress oil imports, Pertamina is ready to buy crude oil from oil and gas contractors.

Until now, Pertamina has agreed on an oil purchase contract with 11 contractors. They are RH Petrogas Limited, PT SPR Langgak, PetroChina International Jabung Ltd, PT Bumi Siak Pusako, PT Chevron Pacific Indonesia, SAKA Pangkah Indonesia Ltd, PT Energi Mega Persada Tonga, Petronas Carigali Ketapang I Ltd, Husky CNOOC Madura Ltd, PT Energi Mega Persada Tbk and PetroChina International (Bermuda) Ltd.

Arya stated that by buying crude oil from the 11 oil and gas contractors, Pertamina could supply the needs of crude oil to be processed at domestic refineries.

"This is important to reduce the burden of imports, which is one of the efforts to meet domestic needs," he said.

But Arya did not want to reveal how the contract of sale and purchase contract to the 11 KKKS, including the contract value and the volume of oil supplied. One thing is certain, the contract volume of crude oil sales between Pertamina and oil and gas contractors varies, according to the agreement and production of each company.

PT Pertamina (Persero) telah mengantongi kesepakatan dengan 11 kontraktor migas alias Kontraktor Kontrak Kerja Sania (KKKS) yang akan menjual minyak mentah hasil produksi dalam negeri. Negosiasi dengan para kontraktor sudah mencapai kesepakatan kontrak. Media Communication Manager PT Pertamina, Arya Dwi Paramita, mengatakan sebagai pihak yang mendapatkan amanah untuk menekan impor minyak, Pertamina siap membeli minyak mentah dari kontraktor migas. 

Hingga saat ini Pertamina sudah menyepakati kontrak jual beli minyak dengan 11 kontraktor. Mereka adalah RH Petrogas Limited, PT SPR Langgak, PetroChina International Jabung Ltd, PT Bumi Siak Pusako, PT Chevron Pacific Indonesia, SAKA Pangkah Indonesia Ltd, PT Energi Mega Persada Tonga, Petronas Carigali Ketapang I Ltd, Husky CNOOC Madura Ltd, PT Energi Mega Persada Tbk serta PetroChina International (Bermuda) Ltd. 

Arya mengemukakan, dengan membeli minyak mentah dari 11 kontraktor migas tadi, maka Pertamina bisa menyuplai kebutuhan minyak mentah yang akan diolah di kilang-kilang dalam negeri. 

“HaI ini penting untuk mengurangi beban impor, yang merupakan salah satu upaya untuk memenuhi kebutuhan dalam negeri,” ungkap dia.

     Namun Arya belum mau mengungkapkan bagaimana skema kontrak jual beli kepada 11 KKKS tersebut, termasuk nilai kontrak dan volume minyak yang disuplai. Satu hal yang pasti, volume kontrak penjualan minyak mentah antara Pertamina dan kontraktor migas bervariasi, sesuai kesepakatan dan produksi masing-masing perusahaan.

Petronas Adds Oil Well in East Java



The Java Bali Nusa Tenggara Special Oil and Gas Work Unit [SKK Migas Jabanusa] targets the East Java Region oil and gas production to increase in 2019. This is due to Petronas' plan to open a new well.



"God willing, 2019 in Petronas will add to the well so that it can increase production. We hope that all licensing matters and other matters can also be completed on time so that East Java Oil and Gas can increase production, "said Ali Masyhar, Head of SKK Migas Jabanusa, in between the East Java provincial government stakeholders at Four Point Hotel Surabaya.

One speaker, Bayu Wahyudiono, Head of Sub-Directorate for Development of Non-Conventional Oil and Gas Working Areas of the Directorate of Upstream Oil and Gas Business Development said East Java in 2018 according to the records of the Ministry of Energy and Mineral Resources experiencing a decline in production but in 2019 East Java will have a gas surplus because some well development will produce.

"East Java is also the only lucky area because besides being rich in natural gas potential, it already has a gas pipeline network so that 100 percent of the natural gas produced by KKKS is different from other regions where the gas is sold out because there is no gas network infrastructure," explained Bayu.

Furthermore, Bayu explained that currently the gas contained in East Java is around 4.66 Trillions of Standard Cubic Feet of gas [TSCF] while the gas that has been exploited is around 628.66 MMCFD.

Petronas Tambah Sumur Minyak di Jatim


Satuan Kerja Khusus Minyak dan Gas Jawa Bali Nusa Tenggara [SKK Migas Jabanusa] mentargetkan produksi migas Wilayah Jatim akan mengalami peningkatan di tahun 2019. Hal ini tidak lepas dari rencana Petronas yang akan membuka sumur baru.

“Insya Allah 2019 di Petronas ini akan menambah Sumur sehingga bisa menambah produksi. Kami berharap semua urusan perizinan maupun urusan yang lainnya juga bisa diselesaikan tepat waktu sehingga Migas Jawa Timur bisa bertambah lagi produksinya," kata Ali Masyhar, Kepala SKK Migas Jabanusa, di sela kegiatan silahturahmi dengan pemangku kepentingan Pemprov Jatim di Hotel Four Point Surabaya.

Salah seorang pembicara, Bayu Wahyudiono, Kepala Subdirektorat Pengembangan Wilayah Kerja Minyak dan Gas Bumi Non Konvensional Direktorat Pembinaan Usaha Hulu Minyak dan Gas Bumi mengatakan Jatim di tahun 2018 ini menurut catatan Kementerian ESDM mengalami penurunan produksi tetapi di tahun 2019 Jatim akan surplus gas karena beberapa pengembangan sumur akan menghasilkan.

"Jatim juga menjadi satu-satunya daerah yang beruntung sebab selain kaya dengan potensi gas bumi. Sebab sudah memiliki jaringan pipa gas sehingga 100 persen hasil gas bumi yang diproduksi KKKS. Berbeda dengan daerah lain yang gasnya dijual keluar karena belum ada infrastruktur jaringan gasnya," jelas Bayu.

Lebih lanjut, Bayu memaparkan saat ini gas yang terkandung di perut bumi Jatim ini sekitar 4,66 Trillions of Standard Cubic Feet of gas [TSCF) sedangkan gas yang sudah di ekploitasi sekitar 628,66 MMCFD.
