Two Oil and Gas Projects Potentially Backward

The Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) stated that there are two oil and gas projects whose operational schedule (on stream) will go back to next year 2020, namely the Bukit Tua Phase 3 and Buntal Projects. Both were originally operational at the end of 2019.

SKK Migas Deputy for Operations Julius Wiratno said, not all projects planned to operate by the end of this year will be realized. One project, the Buntal-5 Project, is certain to be delayed in operation until 2020. The same thing has the potential to occur for the Bukit Tua Project Phase 3.

"The pufferfish has been delayed because the drilling rig has entered Indonesia from Vietnam. Bukit Tua may be delayed, but we are recovering, "he said.

The Puffer-5 Project is carried out by Medco E&P Natuna Ltd. The project, with an investment value of US $ 33 million, is targeted to produce gas of 45 million cubic feet per day (mmscfd). The project's scope of work includes the installation of a new 8km umbilical subsea, subsea production control system, subsea protection structure, 8 inch flowline of 175 m, modification of existing SCU software, and pigging facilities.

Furthermore, the Bukit Tua Phase 3 Project in the Ketapang Block was worked on by Petronas Carigali Ketapang II Ltd. The project is estimated to produce 3.82 barrels of oil per day (bpd) and 31 mmscfd of gas.

The US $ 15 million project includes the construction of a deck extension on the WHP BTJT-A eskisting, installation of four conductors and clamps, modification of the existing IRCD for chemical injection, addition of a new wellhead control panel, and installation of a wet gas flowmeter.

The two projects are planned to start operating the rest of the year along with four other projects. The Buntal-5 project, according to SKK Migas data, was originally operational in November 2019. While the Bukit Tua Project Phase 3 is scheduled to start operating in December 2019. The other four projects will operate on schedule.

"The remaining projects [which will be operational this year] are Kedung Keris, Bison-Iguana-Gajah Putri, Temelat, Harvest, and Big Bamboo," said Julius.

Premiere Oil Natuna Sea BV

The Bison-Iguana-Gajah Putri project with 163 mmscfd gas production was undertaken by Premiere Oil Natuna Sea BV with an investment of US $ 171 million. The project project by PT Medco E&P Indonesia with an estimated production of 10 mmscfd and an investment of US $ 11 million.

the Cepu Block by EMCL

Harvest Project with an estimated production of 2,000 bpd by PetroChina International Jabung Ltd with an investment of US $ 17 million. Finally, the Full Well Stream Kedung Keris Project in the Cepu Block was undertaken by ExxonMobil Cepu Limited (EMCL) with a production of 3,800 bpd and an investment of US $ 72 million. Regarding the Bamboo Project, Julius said that this was an additional project in 2019.

"We are trying to speed up the Big Bamboo Project to increase oil and gas production in 2019," he said. Although he admitted, the oil and gas production produced by this project was not large to replace the delayed production of Buntal-5 and Bukit Tua Phase 3. "Additional oil from the Great Bamboo Field is approximately 2,700-3,000 bpd," he added.

In addition to two potentially delayed projects, SKK Migas also ensured the cancellation of one project that was originally operational in 2019, namely the YY Project undertaken by PT Pertamina Hulu Offshore North West Java (PHE ONWJ). Because, there was an incident of gas and oil leakage in the project.

PT Pertamina Hulu Offshore North West Java (PHE ONWJ)

The project was originally planned to produce 4,605 bpd of oil and 25.5 mmscfd of gas. However, Julius had revealed, it was difficult to reach the target of lifting oil and gas in 2019, namely 775 thousand bpd of oil and 7,000 mmscfd of gas. Until the end of October 2019, the realization of oil lifting was recorded at 742.9 thousand bpd and 5,892 mmscfd of gas.

In addition to pursuing on-stream projects, his office is also trying to realize a work program in 2019, such as well drilling and well maintenance. It will also drain stock in several terminals which can add 500-600 barrels.

"The end of 2019 Outlook is lifting 746.2 thousand bpd of oil and 5,896 mmscfd of gas. It is very challenging (reaching the target), but we are still trying, "he said.

Dua Proyek Migas Berpotensi Mundur

Bukit Tua mungkin delay, tetapi sedang kami recovery,” kata dia.

Sangat menantang (mencapai target), tetapi tetap kami usahakan,” kata dia.

These are 10 Oil and Gas Contractors with the Largest Waste

Chevron Pacific Indonesia produces the most B3 waste in the year. Environmental problems have been highlighted in the development of oil and gas working areas in Indonesia. The Ministry of Energy and Mineral Resources (ESDM) recorded 10 major oil and gas cooperation contract contractors (KKKS) that managed large-scale hazardous and toxic (B3) waste last year.

The 10 oil and gas contractors are PT Chevron Pacific Indonesia, Petrochina International Jabung Ltd, Medco E & P Natuna PT Pertamina Hulu Mahakam, PT Pertamina Hulu Sanga-Sanga, Conoco-Phillips (Grissik) Ltd, Pertamina Hulu Energi Oses Ltd, ExxonMobil Cepu Ltd, PT Pertamina EP, and Pertamina Hulu Energi ONWJ.

Secretary of the Directorate General of Oil and Gas at the Ministry of Energy and Mineral Resources, Iwan Prasetya Adhi, said that the total tonnage of the 10 oil and gas contractors reached 70,197.35 B3 waste. Meanwhile, the total cost of waste management reached US $ 12.24 million.

Of the 10 contractors, Chevron Pacific Indonesia recorded the largest in the amount of waste and management costs. Chevron's oil and gas region produces 30,791 tons of waste with management costs reaching US $ 4.64 million.

The Director of Oil and Gas Engineering and Environment, Adhi Wibowo assessed the amount of the volume of Chevron B3 waste in line with the wide area of their oil and gas working area. In addition, Chevron has long been producing in Indonesia.

"Yes, because it's vast, it's a percentage of the area. Because the area is vast, especially since the Dutch era they have managed, so they have cumulative tons of waste," Adi said in the House of Representatives Building in Jakarta.

According to him, Chevron has allocated funds to carry out its obligations in managing B3 waste.

"In the rules, they must budget funds. Later the SKK Migas mechanism refers to the rules in the PSC (production sharing contract)," Adi explained

Chevron Pacific Indonesia Senior Vice President of Policy, Government and Public Affrair, Wahyu Budianto said, Chevron always manages waste arising from oil and gas production and operations.

"We are trying to manage waste well. We have domestic waste processing, we divide, there are organic parts, waste used oil operations, we process," he said.

Regarding costs, Wahyu said that every oil and gas waste processing activity is always included in the work program and budget (WP & B), Director General of Law Enforcement of the Ministry of Environment and Forestry (RK), Rasio Ridho Sani. according to permits that have been regulated by the government.

There are several oil and gas companies that have received administrative sanctions for showing non-compliance in waste management. However, all oil and gas contractors only get administrative sanctions.

"Only administrative," he said.

If the administrative sanctions are not heeded, according to Ridho, then it is likely that it can continue until the legal route.

"We also provide sanctions to make repairs. If they are not obedient, the sanctions are quite severe, including those that can be subjected to criminality, it could also be a civil suit, "Ridho explained.

Sementara itu, total biaya pengelolaan limbah mencapai US$ 12,24 juta.

Namun seluruh kontraktor migas hanyak mendapatkan sanksi administrasi.

"Hanya bersifat administrasi," kata dia.

PT Pertamina Hulu Energi (PHE) Targets 218,000 BOEPD Oil and Gas Production

PT Pertamina Hulu Energi (PHE) targets oil and gas production this year to reach 218 thousand barrels of oil equivalent per day/BOEPD, up 5.8% from last year's 206 thousand boepd realization. The increase in production comes from Blok Offshore North West Java (ONWJ) and Offshore South East Sumatra (OSES).

PHE Managing Director Meidawati said, this year, the company's oil production is targeted at 79 thousand barrels per day (bpd) and gas 804 million cubic feet per day (million standard cubic feet per day / MMSCFD). PHE's oil and gas production contributes 19% each there is an oil production target of PT Pertamina (Persero) of 79 thousand bpd and 27% of the gas production target of 2,944 MMSCFD.

"Then for oil and gas, PHE contributed 218 MBOEPD, from the target of 922 thousand BOEPD or 24%," he said in Jakarta.

It prepared a number of strategies to achieve these targets. Some strategies include the effectiveness of work programs, increased oil and gas production and lifting, project supervision, gas commercialization, accelerated exploration status for reserves, preventive action for legal cases, and completion of taxation partnerships and stakeholder relations. This, according to Meidawati, is reflected in the increasing number of work plans that will be executed in 2019.

Some of these activities are drilling for Pertamina Upstream Energy, which targets 13 thousand BOEPD of oil and gas exploration in 13 wells, drilling for 45 wells development, and 47 wells.

"The increase in production comes from ONWJ Block and OSES," said Meidawati.

Comparing data from the Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas), the ONWJ Block production target is set at 18 thousand boepd for gas and 33 thousand bpd for oil. The target is up from last year's realization of 15 thousand boepd for gas and 29,439 bpd for oil. While Blok OSES oil production is targeted to increase to 32 thousand bpd from 2018 realization which is 30,657 bpd.

Still based on the same data, in Blok ONWJ, PHE successfully operated the SP project in October last year. This project has an estimated peak production of 30 mmscfd. While in the year PHE targets it can operate the YY Project in ONWJ Block with oil production of 4,605 bpd and 25.5 MMSCFD.

"The PHE target in 2019 is very challenging," said Meidawati.

PHE's oil and gas production target this year is higher than 2018. Last year, PHE posted oil and gas production as of 206 thousand boepd, namely oil 69 thousand bpd and gas 795 mmscfd. This 2018 achievement is very good. The realization of oil production was recorded at 99% of the target 70 thousand and 103% gas from the target of 771 mmscfd.

In terms of finance, PHE's net profit last year reached US $ 470 million. Meidawati said, there were many factors supporting the success of the performance achievements, including the existence of the PHE committee.

"All ranks at PHE have a commitment to work effectively and an efficient definition in this case is not just talking about saving, but the work can be completed, with optimal teaching costs efficiently. Also termination blocks managed by PHE also contribute to oil and gas production figures, "he explained.

Block Termination

According to Meidawati, PHE took over management of a number of terminated blocks in 2018. In details, OSES Block, Ogan Komering, and North Sumatera Offshore (NSO) and North Srunatera Block B (NSB). This year, the company also manages two more blocks, namely the Jambi Merang Block and Raja / Pendopo.

"In the future, the blocks will be managed using gross split schemes. This scheme is considered to be quite good because it is more efficient," he said.

He explained, the management of this termination block has its own challenges. First, the reservoir problem, given the rate of decline in the termination of oil and gas blocks is very high.

Second, very old production facilities. The third fact is human resources. It will reorganize the pattern of recruitment of human resources that previously managed the block to join Pertamina in accordance with the rules of the collective labor agreement (PKB) stipulated by PT Pertamina (Persero).

PT Pertamina Hulu Energi (PHE) Targetkan Produksi Migas 218 ribu BOEPD

Per November, New Oil and Gas Lifting is 1.91 Million BOEPD

The Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) said that oil and gas lifting up to the end of last month was recorded at 1.91 million barrels of oil equivalent per day (barrel Oil Equivalent per day / boepd). This realization is still 95.5% of this year's oil lifting target set in the APBN of 2 million boepd.

According to SKK Migas data, both oil and gas lifting until November were still below the target. Oil lifting is recorded at only 762 thousand barrels per day (bpd) or 95.25% of the national budget target of 800 thousand bpd. Next, the realization of gas lifting of 1.14 million boepd, only reached 95% of the target set at 1.2 million boepd.

"This achievement reaches 95% of the 2018 State Budget, and until the end of the year we continue to strive for more optimal production," said Head of SKK Migas Program and Communication Division Wisnu Prabawa Taher.

He explained, the lifting performance was influenced by the performance of new wells that had not matched expectations. In addition, the rate of decline in production (decline rate) from the existing well is getting bigger. Next, there are several operating and instrument constraints, but they have been overcome.

"Then there are a number of development programs that have retreated to 2019," he said.

Drilling wells development and workover of wells are also still below the target. SKK Migas noted that drilling of 251 wells had been carried out from the target of 289 wells. Furthermore, re-work activities were realized as many as 554 wells from the target of 636 wells.

"We continue to strive for maximum achievement," Wisnu said.

Nevertheless, the realization of state revenues from the oil and gas sector actually exceeds the target. This year, state revenues from the oil and gas sector are targeted at the state budget of US $ 11.9 billion. However, the realization of this state revenue is projected to be higher, reaching US $ 16.1 billion.

"The total state revenue realization reached US $ 15.9 billion, 133% of the state budget target," Wisnu said.

Realization of cost recovery costs also exceeded the target Until last November, realization of cost recovery was recorded at US $ 10.9 billion. While the allocation in the State Budget/APBN is set at US $ 10.2 billion. Previously, Wisnu had revealed, related to the achievement of oil and gas revenues, mainly due to the increase in crude oil prices. However, this is also due to the efficiency and optimization of operating costs carried out by the cooperation contract contractors (KKKS), so that profit margins become better.

Referring to the data from the Ministry of Energy and Mineral Resources (ESDM), in the January-April period, the price of Indonesian Crude Price (ICP) was still recorded at around US $ 61-67 per barrel. Furthermore, ICP rose to US $ 72.46 per barrel in May. After that, ICP fell around US $ 70 per barrel, returning to US $ 69.36 per barrel in August, US $ 74.88 per bareL in September, and US $ 77.56 per barrel in October. However, ICP fell again in November to US $ 62.98 per barrel.

Project Operates

Wisnu added, until last November, there were five oil and gas projects operating. Some projects include the development of Block A by PT Medco E & P Malaka with an estimated peak production of 3,100 bph, the SP Project by PT Pertamina Hulu Energi Offshore North West Java (ONWJ), which produces 30 million cubic feet per day / mmscfd of gas, and the construction of a collection station at Bunyu Field in Bunyu Island, North Kalimantan by PT Pertamina EP.

"Throughout 2018, six upstream oil and gas projects will be realized (operating) with a total investment of US $ 346 million and can contribute additional production during the peak period of a total of 34 thousand boepd," Wisnu said.

Rimau Block, South Sumatra

According to him, there is still one more project that will operate at the end of this year, namely the Lica production facility in Rimau Block, South Sumatra. The project undertaken by PT Medco E & P Indonesia has an estimated peak production of 3,700 bpd.

Sementara alokasi dalam APBN ditetapkan sebesar US$ 10,2 miliar.

Selanjutnya, ICP meningkat naik menjadi US$ 72,46 per barel pada Mei. Setelah itu, ICP turun di kisaran US$ 70 per barel, kembali menjadi US$ 69,36 per barel di Agustus lalu, US$ 74,88 per bareL di September, dan US$ 77,56 per barel di Oktober. Namun, ICP kembali turun di November lalu menjadi US$ 62,98 per barel.

Proyek Beroperasi

Oil and Gas Lifting Still Below Target

The realization of oil and gas production this year is still below the target. As of November 2018, the realization of oil and gas lifting has only reached 1.91 million barrels of Oil equivalent per day (BOEPD). This figure is equivalent to 95% of the target in the 2018 State Budget (APBN). The oil and gas lifting includes 762,000 BOPD of oil and 1.14 million BOEPD of natural gas.

SKK Migas Head of Program and Communication, Wisnu Prabawa Taher stated that the achievement of oil and gas lifting up to November 2018 was influenced by the performance of new wells which had not matched expectations. There is a decline rate from the older wells that are getting bigger. In fact, according to SKK Migas, there are a number of obstacles operational and instruments that have recently been overcome. There are also a number of oil and gas development programs that have retreated to 2019.

"Until the end of this year, we continue to strive for more optimal oil and gas production," Wisnu said.

To improve the development of upstream oil and gas fields and maintain production optimally, in November SKK Migas has drilled 251 wells from the target of 289 wells; Then the workover program for 554 wells from the target of 636 wells.

"We continue to strive for maximum achievement," Wisnu said.

One way to achieve the lifting target this year is to increase the production of new upstream oil and gas. So far, SKK Migas has noted that there are five upstream oil and gas projects that are already onstream, namely Block A in Aceh, SP in ONWJ, and the most recent is the construction of the Gathering Station at Pertamina EP Bunyu field at Bunyu Island, North Kalimantan.

Towards the end of this year, Wisnu claims there will be an onstream project, namely the Lica production facility in South Sumatra, so that it is estimated that throughout 2018 six on-stream upstream oil and gas projects can be realized with a total estimated investment of US $ 346 million. The project can contribute additional production during its peak period of 34,000 BOEPD.

In addition to oil and gas lifting, SKK Migas noted the realization of cost recovery until November worth US $ 10.9 billion. The realization of state revenues reached US $ 15.9 billion or 133% of the state budget target.

Selain lifting migas, SKK Migas mencatat realisasi cost recovery hingga November senilai US$ 10,9 miliar. Adapun realisasi penerimaan negara mencapai US$ 15,9 miliar atau 133% dari target APBN.
