Pertamina Facility Near the Location of the Fall of Lion Air



The facilities and operations of PT Pertamina Hulu Energi Offshore North West Java (PHE ONWJ) were informed safely without interruption after the fall of the Lion Air JT-610 aircraft which was suspected of being located nearby.

PHE Vice President Relations Ifky Sukarya said in a written statement that related to the incident, the company's operations were still proceeding safely without interruption. However, Uky straightened out the information, that the actual location of the plane lost contact was very far from the platform facilities operated by PHE ONWJ.

PHE ONWJ supports the National Search and Rescue Agency (Basarnas) for the evacuation of Lion Air JT-610 aircraft, by deploying an operating vessel PT Pertamina Hulu Energi Offshore North West Java (PHE ONWJ) and submitting debris findings and personal belongings suspected of originating from Lion Air JT aircraft -610.

Fasilitas Pertamina Dekat Lokasi Jatuhnya Lion Air


Fasilitas serta operasional PT Pertamina Hulu Energi Offshore North West Java (PHE ONWJ) diinformasikan aman tanpa gangguan setelah jatuhnya pesawat Lion Air JT-610 yang diduga lokasinya berdekatan.

Vice President Relations PHE Ifky Sukarya dalam keterangan tertulisnya mengatakan terkait kejadian tersebut, operasi perusahaan masih berlangsung aman tanpa gangguan. Namun, Uky meluruskan informasi, bahwa sebenarnya lokasi hilang kontaknya pesawat tersebut sangat jauh dari fasilitas anjungan yang dioperasikan PHE ONWJ. 

PHE ONWJ mendukung Badan SAR NAsional (Basarnas) evakuasi serpihan pesawat Lion Air JT-610, dengan mengerahkan kapal operasi PT Pertamina Hulu Energi Offshore North West Java (PHE ONWJ) serta menyerahkan temuan serpihan dan barang bawaan pribadi yang diduga berasal dari pesawat Lion Air JT-610.

"Kami ikut prihatin dan mengucapkan rasa duka mendalam atas insiden tersebut" Semoga keluarga penumpang diberikan ketabahan dan kesabaran kata Ifki Sukarya.

Pada Senin, 29 Oktober 2018 sekitar pukul 06.33 WIB diketahui pesawat Lion Air JT-610 dengan kode pesawat PK-LQP kehilangan kontak di perairan antara Bekasi dan Karawang-Jawa Barat. Begitu mendapat informasi tersebut, PHE ONWJ yang salah satu anjungannya berada di perairan Karawang mengerahkan kapal operasionalnya, yaitu Kapal Prabu untuk melakukan patroli ke lokasi untuk melakukan pengecekan dan pencarian informasi serta memastikan keamanan operasi perusahaan.

Sekitar 10.30 WIB, Kapal Prabu menemukan dan menyerahkan temuan serpihan dan barang pribadi yang ditemukan di sekitar lokasi hilang kontaknya pesawat Lion Air ke kapal Basarnas untuk diserahterimakan. 

    Sesuai prosedur yang berlaku di PHE ONWJ, sejak diterimanya informasi mengenai hilang kontaknya Lion Air JT-610 di sekitar perairan Tanjung Karawang, segera dilakukan aktivasi Incident Management Team (IMT) untuk memonitor situasi di lapangan.

Oil and Gas Block Contracts to be More Flexible



The government needs to relax the scheme for profit sharing contracts for oil and gas working areas so that investors are interested in taking oil and gas blocks auctioned and conducting exploration activities.

Lecturer at the Faculty of Earth and Energy Technology, Trisakti University Pri Agung Rakhmanto said that Indonesia would face challenges in the upstream oil and gas sector. The challenge is in the form of lack of exploration activities and there has been no discovery of large-scale oil and gas blocks.

In fact, exploration activities need to be carried out to obtain oil and gas reserves. Meanwhile, the discovery of giant oil and gas blocks will be able to significantly increase oil and gas production.

"The method is not by forcing only to apply gross split [contract scheme, gross profit sharing. However, any business contract scheme that is desired and attractive to investors is needed, ".

So far, the implementation of gross profit sharing schemes has been applied to new block contracts. Until quarter III / 2018, gross profit sharing contracts have been implemented in 25 oil and gas working areas. In addition to the new block, the gross profit sharing system is also applied to one termination block in 2017, namely Blok Offshore North West Java managed by PT Pertamina Hulu Energi ONWJ.

In 2017, there are at least five new blocks resulting from the auction using gross split schemes. The five blocks are Andaman 1, Andaman ll, Merak Lampung, Pekawai, and West Yamdena. Meanwhile, the 4 new blocks in the 2018 auction results, namely the Citarum Block, East Ganal, East Seram, and Southeast Jambi also use gross profit sharing schemes.

A total of six oil and gas blocks are terminated in 2018, namely the North Sumatra Offshore Block, Ogan Komering, South East Sumatra, Tuban, & Attaka have used gross profit sharing schemes. Pri considers that the government can open options not to implement a regime of upstream oil and gas contracts. According to him, the type of contract is adjusted to the needs and suitability of each oil and gas block. 

     Some old contracts still use a cost recovery scheme, namely that all oil and gas production costs incurred by the contractor will be replaced from the state budget. Meanwhile, the profit share received by the contractor is the profit received by the oil and gas company.

For example, in the cost recovery scheme, the contractor gets 15% of the oil production share, while the government receives 85%. In addition to getting a 15% profit share, the contractor will also get a replacement for all oil and gas production costs that have been incurred. Instead, the gross profit sharing scheme with a government base gets 43% and contractors 57% (oil). 

    However, the profit sharing of contractors can increase depending on the condition of the oil and gas field. With the 57% profit share, the contractor has to bear the oil and gas production costs.

"There is no need for gross split or cost recovery fanatics. Don't assume that the form of the contract is everything that will determine the attractiveness or absence of an oil and gas block. "

Previously, ESDM Minister Ignasius Jonan stressed that the gross split revenue sharing system for oil and gas working area contracts would continue to operate.

Jonan said, the government's consideration is to replace the cost recovery profit sharing scheme because of the many distortions in this system, especially in terms of processes that require a lot of time.

THE PROJECT IS OPERATING

Meanwhile, SKK Migas ensures that the upstream oil and gas project will operate as targeted, namely in 2019. Based on SKK Migas data, there are at least 13 upstream oil and gas projects targeted to operate in 2019. Wisnu Prabawa, SKK Migas Program and Communication Division Head, said the upstream project oil and gas is still on target.

"For now, all of us still have estimates for 2019. For more details we can deliver it at the end of November 2018. Well, at that time it will be discovered to what extent it will be on time. So far it is still on target, "he said.

Kontrak Blok Migas agar Lebih Fleksibel


Pemerintah perlu merelaksasi skema kontrak bagi hasil wilayah kerja minyak dan gas bumi sehingga investor tertarik mengambil blok migas yang dilelang dan melakukan kegiatan eksplorasi.

Dosen Fakultas Teknologi Kebumian dan Energi, Universitas Trisakti Pri Agung Rakhmanto mengatakan bahwa Indonesia akan menghadapi tantangan di sektor hulu migas. Tantangan itu berupa minimnya kegiatan eksplorasi dan belum ada lagi penemuan blok migas skala besar.

Padahal, kegiatan eksplorasi perlu terus dilakukan untuk mendapatkan cadangan migas. Sementara itu, penemuan blok migas raksasa akan mampu meningkatkan produksi minyak dan gas bumi secara signifikan.

“Caranya justru tidak dengan memaksakan untuk hanya menerapkan gross split [skema kontrak, bagi hasil kotor. Namun, perlu skema kontrak bisnis apapun yang memang dikehendaki dan menarik bagi investor,”.

Sejauh ini, penerapan skema bagi hasil kotor diterapkan untuk kontrak blok baru. Hingga kuartal III/2018, kontrak bagi hasil kotor sudah diterapkan di 25 wilayah kerja migas. Selain pada blok baru, sistem bagi hasil kotor juga diaplikasikan untuk satu blok terminasi pada 2017, yaitu Blok Offshore North West Java yang dikelola PT Pertamina Hulu Energi ONWJ.

Pada 2017, setidaknya ada lima blok baru hasil lelang yang menggunakan skema gross split. Kelima blok itu adalah Blok Andaman 1, Andaman ll, Merak Lampung, Pekawai, dan West Yamdena. Sementara itu, 4 blok baru pada hasil lelang 2018, yakni Blok Citarum, East Ganal, East Seram, dan Southeast Jambi juga menggunakan skema bagi hasil kotor.

Sebanyak enam blok migas terminasi 2018, yakni Blok North Sumatera Offshore, Ogan Komering, South East Sumatera, Tuban, & Attaka sudah menggunakan skema bagi hasil kotor. Pri menganggap bahwa pemerintah dapat membuka opsi untuk tidak menerapkan satu rezim kontrak hulu migas. Menurutnya, jenis kontrak disesuaikan dengan kebutuhan dan kecocokan setiap blok migas. 

    Beberapa kontrak lama masih menggunakan skema bagi hasil bersih atau cost recovery, yaitu seluruh biaya produksi migas yang dikeluarkan kontraktor akan diganti dari APBN. Sementara itu, bagi hasil yang diterima kontraktor merupakan keuntungan yang diterima perusahaan migas tersebut.

Sebagai contoh, dalam skema cost recovery, kontraktor mendapatkan bagi hasil produksi minyak sebesar 15%, sedangkan pemerintah 85%. Selain mendapatkan bagi hasil 15%, kontraktor juga akan mendapatkan penggantian seluruh biaya produksi migas yang telah dikeluarkan. 

    Sebalinya, skema bagi hasil kotor dengan basis pemerintah mendapatkan 43% dan kontraktor 57% (minyak). Namun, bagi hasil kontraktor bisa bertambah bergantung pada kondisi lapangan migas. Dengan bagi hasil 57% itu, kontraktor sudah, harus menanggung biaya produksi migas.

“Tidak perlu fanatik gross split atau cost recovery. Jangan menganggap bahwa bentuk kontrak itu segalanya yang akan menentukan menarik atau tidaknya sebuah blok migas.”

Sebelumnya, Menteri ESDM Ignasius Jonan menegaskan bahwa sistem bagi hasil gross split untuk kontrak wilayah kerja migas akan beroperasi terus.

“Ini tidak akan kembali [ke skema cost recovery], gross split akan beroperasi  terus, karena semua [perusahaan migas] yang besar terima. Chevron sewaktu di Blok Rokan, saya tanya mau tidak [sistem gross split]? Mau,” katanya.

Pri menambahkan, sebenarnya banyak faktor yang memengaruhi daya tarik blok migas di Indonesia antara lain konsistensi regulasi, perizinan, dan birokrasi. Menurutnya, setiap investor berinvestasi menyesuaikan prioritas portofolionya. 

“Tingkat daya saing dengan negara lain juga menjadi kunci.”

Jonan menyebutkan, pertimbangan pemerintah mengganti skema bagi hasil cost recovery karena banyaknya distorsi pada sistem ini, terutama dan segi proses yang banyak memerlukan waktu.

PROYEK BEROPERASI

Sementara itu, SKK Migas memastikan bahwa proyek hulu migas akan beroperasi sesuai target, yaitu pada 2019. Berdasarkan data SKK Migas, setidaknya ada 13 proyek hulu migas yang ditargetkan beroperasi pada 2019. Kepala Divisi Program dan Komunikasi SKK Migas Wisnu Prabawa Taher mengatakan, proyek hulu migas masih sesuai target. 

“Kalau untuk saat ini semuanya kami masih punya estimasi untuk 2019. Untuk detailnya lagi kami bisa sampaikan pada akhir November 2018. Nah, saat itu akan ketahuan sejauh mana akan tepat waktu. Sejauh ini masih sesuai target,” katanya.

Proyek hulu migas tersebut antara lain SWB/WB/SB oleh PetroChina Intl. Jabung Ltd., Ario Damar-Sriwijaya Phase 2 oleh PT Tropik Energi Pandan, Terang Sirasun Batur phase 2 oleh PT Kangean Energi Indo nesia Ltd.

Oil Production Remains Under National Target



Five major contractors controlled 73.34% of Indonesia's total petroleum production.



At least five oil and gas contributors still dominate national oil production. The five contractors are Chevron Pacific Indonesia, ExxonMobil, Pertamina EP, Pertamina Hulu Mahakam and China National Offshore Oil Corporation (CNOOC) Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) noted that the five contractors contributed to total oil production of 667,623 barrels per day (bpd).


This amount is equivalent to 73.34% of the total national oil lifting until the third quarter of 2018 which reached 773,923 bpd, while in the gas sector, five KKKS contributed a total production of 761,356 barrels of oil equivalent per day (boepd). This amount is equivalent to 66.50% of the total national production which reached 1.14 million boepd.

"The five largest oil palm contractors (KKKS) account for 73% of the total national oil lifting, while the five largest gas contractors contribute 66% of the total national gas lifting," said Head of Program and Communication Division of SKK Migawa Prabawa Taher.


However, SKK Migas noted that the achievement was still below the target of only 96%. Wisnu said there were several obstacles in the implementation of national oil and gas production. The constraints are experienced by PT Pertamina Hulu Energi Offshore North West Java (PHE ONWJ). This contractor encountered technical equipment production constraints. Then in the Rokan Block, Chevron Pacific still faces the impact of pipeline technical problems at the production facility some time ago.

The Medco Natuna faces a problem in the form of drilling results that have not met expectations. On the other hand, the company also rescheduled its drilling. Furthermore, Pertamina EP's drilling results are still below expectations. While the constraints of Pertamina Upstream Mahakam are drilling delays related to rig selection.

"The achievement is around 96%, slightly below the target. Indeed, there are still some constraints in production, but these obstacles are moderate and already handled," Wisnu explained.

If referring to the target in the 2018 State Budget (APBN), in the petroleum sector, there are still three KKKS which are below the annual lifting target. First, Chevron Pacific Indonesia is projected to be 213,551 bpd, but only 210,582 bpd is realized as of September 30, 2018. Second, Pertamina EP is targeted to produce 85,869 bpd of oil, but only 73,618 bpd. Third, Pertamina Hulu Mahakam was set at 48,271 hph, but lifting only reached 44,346 bpd.

CNOOC

While the other two contractors have exceeded the 2018 APBN target, ExxonMobil in the Cepu Block reaches 207,936 bpd, higher than the 2018 APBN target of 205,000 bpd. Another one is CNOOC with a production of 31,141 bpd, exceeding the estimated 2018 State Budget of 30,000 bpd.

In addition to oil and gas lifting, SKK Migas also noted that the achievement of cost recovery as of the end of September 2018 had reached US $ 8.7 billion. This amount is equivalent to 87% of the 2018 State Budget target of US $ 10.1 billion. SKK Migas projects that cost recovery until the end of 2018 will reach US $ 11.7 billion, or reach 116% of the 2018 APBN target.

On the other hand, the achievement of state revenues from upstream oil and gas until the third quarter of 2018 amounted to US $ 11.8 billion or 99% of the 2018 target of US $ 11.9 billion. Until the end of 2018, SKK Migas is optimistic that the state revenue from upstream oil and gas will be US $ 16.1 billion or 135% this year.

Produksi Minyak Tetap di Bawah Target Nasional


Lima kontraktor besar menguasai 73,34% dari total produksi minyak bumi Indonesia.

Sedikitnya lima kontraldior migas masih mendominasi produksi minyak nasional. Kelima kontraktor tersebut adalah Chevron Pacific Indonesia, ExxonMobil, Pertamina EP, Pertamina Hulu Mahakam dan China National Offshore Oil Corporation (CNOOC) Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) mencatat, kelima kontraktor itu menyumbang total produksi minyak sebesar 667.623 barel per hari (bph).

Jumlah tersebut setara 73,34% dari total lifting minyak nasional hingga kuartal III 2018 yang mencapai 773.923 bph, sedangkan di sektor gas, lima KKKS menyumbang total produksi 761.356 barrel oil equivalent per day (boepd). Jumlah ini setara 66,50% dari total produksi nasional yang mencapai 1,14 juta boepd.

"Lima kontraktor Kontrak Kerja Sama (KKKS) terbesar minyak menyumbang 73% dari total lifting minyak nasional, sedangkan lima KKKS terbesar gas menyumbang 66% dari total lifting gas nasional,” kata Kepala Divisi Program dan Komunikasi SKK Migas Wisnu Prabawa Taher.

Meski demikian, SKK Migas mencatat pencapaian tersebut masih di bawah target yaitu hanya mencapai 96%. Wisnu mengemukakan ada beberapa kendala dalam implementasi produksi migas nasional. Kendala tersebut misalnya dialami oleh PT Pertamina Hulu Energi Offshore North West Java (PHE ONWJ). Kontraktor ini menemui kendala teknis peralatan produksi. Kemudian di Blok Rokan, Chevron Pacific masih menghadapi imbas dari masalah teknis pipa di fasilitas produksi beberapa waktu lalu.

Adapun Medco Natuna menghadapi masalah berupa hasil pengeboran yang belum sesuai ekspektasi. Di sisi lain, perusahaan ini juga menjadwal ulang pengeborannya. Selanjutnya, hasil pengeboran Pertamina EP masih di bawah ekspektasi. Sedangkan kendala Pertamina Hulu Mahakam adalah penundaan pengeboran terkait pemilihan rig. 

"Pencapaiannya sekitar 96%, sedikit di bawah target. Memang masih ada beberapa kendala dalam produksi, namun kendala ini ada yang sedang dan sudah tertangani," jelas Wisnu.

Jika mengacu target dalam Anggaran Pendapatan dan Belanja Negara (APBN) 2018, di sektor minyak bumi, masih ada tiga KKKS yang pencapaiannya di bawah target lifting tahunan. Pertama, Chevron Pacific Indonesia yang diproyeksikan 213.551 bph, namun hanya terealisasi 210.582 bph per 30 September 2018. Kedua, Pertamina EP yang ditargetkan memproduksi minyak 85.869 bph, namun hanya terwujud 73.618 bph. Ketiga, Pertamina Hulu Mahakam yang ditetapkan sebesar 48.271 hph, tapi lifting hanya mencapai 44,346 bph.

Sedangkan dua kontraktor lainnya sudah melampaui target APBN 2018, yakni ExxonMobil di Blok Cepu mencapai 207.936 bph, lebih tinggi dari target APBN 2018 sebesar 205.000 bph. Satu lagi adalah CNOOC dengan produksi 31.141 bph, melampaui estimasi APBN 2018 sebesar 30.000 bph.

Selain lifting migas, SKK Migas juga mencatat pencapaian pengembalian biaya operasi (cost recovery) per akhir September 2018 sudah mencapai US$ 8,7 miliar. Jumlah ini setara 87% dari target APBN 2018 sebesar US$ 10,1 miliar. SKK Migas memproyeksikan cost  recovevy hingga akhir 2018 mencapai US$ 11,7 miliar, atau mencapai 116% dari target APBN 2018.

Di sisi lain, pencapaian penerimaan negara dari hulu migas hingga kuartal III 2018 sebesar US$ 11,8 miliar atau 99% target 2018 yang mencapai US$ 11,9 miliar. Hingga akhir 2018, SKK Migas optimistis penerimaan negara dari hulu migas US$ 16,1 miliar atau 135% target tahun ini.

State oil sector revenues are projected to reach US $ 16.1 billion



The Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) projects state revenues from the oil and gas sector this year to reach US $ 16.1 billion, 35% higher than the target of US $ 11.9 billion. However, oil and gas production is predicted to not reach the target, which is only 96% of the target or 1.9 barrels of oil equivalent per day / boepd.

SKK Migas Head Amien Sunaryadi said, until the third quarter of this year, the realization of state revenues from the oil and gas sector had reached US $ 11.8 billion. This figure is only slightly different from the target of the state's revenue in the State Budget (APBN) which is set at US $ 11.9 billion.

"Outlook until the end of the year, oil and gas revenues can reach US $ 16.1 billion," he said.

However, the high estimate of oil and gas revenues is not in line with the realization of national oil and gas lifting. According to Amien, the realization of oil lifting until last September was only 774 thousand barrels per day (bpd) or 97% of the budget target of 800 thousand bpd. Until the end of the year, this oil lifting is predicted to remain below the target, which is only 776 thousand bpd.

The same thing happened for gas lifting. Until the third quarter, national gas lifting was still at 1.15 million boepd or 95% of the 1.2 million boepd budget target. While the projection of gas lifting until the end of this year is only 1.13 million boepd or 94% of the target.

Cumulatively, the achievement of oil and gas lifting up to the third quarter was 1.9 million boepd or 96% of the target of 2 million boepd. The outlook until the end of the year was 1.9 million boepd or 95% of the target, "Amien said.

Head of SKK Migas Program and Communication Division Wisnu Prabawa Taher emphasized that although it was projected to only reach 95%, it would still try to achieve this year's production target. Moreover, several oil and gas projects are scheduled to start operating this year. 

    According to SKK Migas data, several of these projects are the development of Block A by PT Medco E & P Malaka, optimization of Lica production facilities and Temelat gas jetting to Gunung Kembang Station by PT Medcp E & P Indonesia, development of SP Project by PT Pertamina Hulu Energi ONWJ, and subsea pipeline development gas lift BW Poleng Field by Pertamina EP

"There are still two upstream oil and gas projects that will be onstream in the fourth quarter of 2018," said Wisnu.

Wisnu admitted, related to the achievement of oil and gas revenues, it was mainly caused by the increase in crude oil prices. However, this is also due to the efficiency and optimization of operating costs carried out by the cooperation contract contractors (KKKS), so that the profit margin becomes better.

Referring to data from the Ministry of Energy and Mineral Resources (ESDM), in the period from January to April, the Indonesian Crude Price (ICP) was still in the range of US $ 61-67 per barrel. Furthermore, ICP soared to US $ 72.46 per barrel in May. After that, ICP dropped to around US $ 70 per barrel, returning to US $ 69.36 per barrel in August, and reaching US $ 74.88 per barrel in September.

Energy observer and Chairman of the Indonesian Petroleum Engineers Association (IATMI) Pri Agung Rakhmanto said that the national oil and gas production trend would indeed survive in the range of 700-800 thousand bpd for oil and 1 million boepd for gas. In fact, this oil and gas production will continue to fall if there are also no new oil and gas fields with very large reserves.

Penerimaan negara Sektor Minyak Diproyeksikan Capai US$ 16,1 Miliar


Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) memproyeksikan penerimaan negara dari sektor migas pada tahun ini mencapai US$ 16,1 miliar, 35% lebih tinggi dibanding target US$ 11,9 miliar. Namun, produksi migas diprediksi tidak akan mencapai target, yakni hanya 96% dari target atau sebesar 1,9 barrel oil equivalent per day/boepd

Kepala SKK Migas Amien Sunaryadi mengatakan, sampai kuartal ketiga tahun ini, realisasi penerimaan negara dari sektor migas telah mencapai US$ 11,8 miliar. Angka ini hanya beda tipis dari target penerimaan negara sektor ini dalam Anggaran Pendapatan dan Belanja Negara (APBN) yang ditetapkan sebesar US$ 11,9 miliar. 

“Outlook sampai akhir tahun, penerimaan migas bisa mencapai US$ 16,1 miliar,” kata dia.

Meski demikian, tingginya perkiraan penerimaan migas ini tidak sejalan dengan realisasi lifting migas nasional. Menurut Amien, realisasi lifting minyak sampai September lalu hanya 774 ribu barel per hari (bph) atau 97% dari target APBN 800 ribu bph. Sampai akhir tahun, lifting minyak ini diprediksi tetap akan di bawah target, yakni hanya 776 ribu bph.

Hal yang sama juga terjadi untuk lifting gas. Sampai kuartal ketiga, capaian lifting gas nasional masih di level 1,15 juta boepd atau 95% dari target APBN 1,2 juta boepd. Sementara proyeksi lifting gas sampai akhir tahun ini hanya 1,13 juta boepd atau 94% dari target.

Secara kumulatif, capaian lifting migas sampai kuartal ketiga 1,9 juta boepd atau 96% dari target 2 juta boepd. Outlook sampai akhir tahun sebesar 1,9 juta boepd atau 95% dari target,” tutur Amien.

Kepala Divisi Program dan Komunikasi SKK Migas Wisnu Prabawa Taher menegaskan, meski diproyeksikan hanya tercapai 95%, pihaknya masih akan berupaya untuk mencapai target produksi tahun ini. Apalagi, beberapa proyek migas dijadwalkan mulai beroperasi pada tahun ini. 

     Sesuai data SKK Migas, beberapa proyek ini adalah pengembangan Blok A oleh PT Medco E&P Malaka, optimalisasi fasilitas produksi Lica dan pengaliran gas Temelat ke Gunung Kembang Stasiun oleh PT Medcp E&P Indonesia, pengembangan Proyek SP oleh PT Pertamina Hulu Energi ONWJ, serta pembangunan subsea pipeline gas lift BW Lapangan Poleng oleh Pertamina EP 

“Masih ada dua proyek hulu migas yang akan onstream di kuartal keempat 2018 ini,” ujar Wisnu.

Wisnu mengakui, terkait capaian penerimaan migas, utamanya memang disebabkan oleh kenaikan harga minyak mentah. Namun, hal ini juga lantaran adanya efisiensi serta optimalisasi biaya operasi yang dilakukan kontraktor kontrak kerja sama (KKKS) , sehingga marjin labanya menjadi lebih bagus.

Mengacu data Kementerian Energi dan Sumber Daya Mineral (ESDM), pada periode Januari-April lalu, harga minyak mentah Indonesia (Indonesian Crude Price/ ICP) tercatat masih bertahan di kisaran US$ 61-67 per barel. Selanjutnya, ICP melejit naik menjadi US$ 72,46 per barel pada Mei. Setelah itu, ICP turun di kisaran US$ 70 per barel, kembali menjadi US$ 69,36 per barel di Agustus lalu, dan mencapai US$ 74,88 per barel di September.

Pengamat Energi sekaligus Ketua I Ikatan Ahli Teknik Perminyakan Indonesia (IATMI) Pri Agung Rakhmanto menilai, tren produksi migas nasional memang akan bertahan pada kisaran 700-800 ribu bph untuk minyak dan 1 juta boepd untuk gas. Bahkan, produksi migas ini akan terus turun jika tidak juga ditemukan lapangan migas baru dengan cadangan yang sangat besar. 

“Kalau sekedar menahan laju produksi, dilakukan optimalisasi produksi saja dari lapangan yang ada dan mengonstreamkan beberapa proyek baru. Dan itu yang selama ini dilakukan dari tahun ke tahun, makanya tren produksi migas seperti itu,” jelas dia.

Terkait capaian penerimaan migas yang diproyeksikan cukup tinggi, hal itu dikatakannya merupakan pengaruh dari peningkatan harga minyak mentah. 

"Jelas penerimaan migas akan lebih ditantukan oleh pergerakan harga minyak saja. Kalau dikonversikan ke Rupiah untuk dimasukkan ke APBN, secara otomatis bergantung juga pada pergerakan nilai tukar Rupiah terhadap Dolar Amerika Serikat,” kata Pri Agung.

Lebih Fokus

Sayangnya, kenaikan harga minyak mentah ini belum dapat meningkatkan investasi migas nasional. Menurut data SKK Migas, sampai September lalu, investasi migas mencapai US$ 7,9 miliar atau 56% dari target US$ 14,2 miliar. Investasi migas ini diproyeksikan hanya akan mencapai US$ 11,2 miliar pada akhir tahun ini. 

Namun, menurut Wisnu, realisasi investasi migas sampai kuartal ketiga tersebut lebih baik dibandingkan periode yang sama tahun lalu yang sebesar US$ 6,7 miliar. 

“Hal ini sejalan dengan peningkatan realisasi kegiatan pengembangan dan optimalisasi produksi, antara lain oleh Pertamina EP Pertamina Hulu Mahakam, Chevron Pacific Indonesia, ExxonMobil Cepu Limited, dan BP” tuturnya.

Pri Agung menyatakan, ditingkat global, tren investasi hulu migas sudah membaik dan mulai meningkat sejak awal 2018. Artinya, sudah dua tahun ini investasi hulu migas dunia terus naik. 

“Upstream (hulu migas) Indonesia relatif tertinggal,” ujarnya.

Penyebabnya, iklim investasi hulu migas nasional kalah kompetitif jika dibandingkan dengan negara lain. Untuk itu, pemerintah disarankannya melakukan perbaikan iklim investasi dengan fokus pada sasaran atau target yang jelas.

“Misalnya dalam lima tahun ke depan, entah bagaimana caranya, akan menemukan 1-2 lapangan migas baru sekelas Blok Cepu,” tutur Pri Agung. 

Sementara itu, mengacu data SKK Migas, realisasi pengembalian biaya operasi (cost recovery) pada tahun ini diproyeksikan melebihi target. Sampai September lalu, realisasi cost recovery tercatat sebesar US$ 8,7 miliar atau 87% dari target US$ 10,2 miliar. Selanjutnya, outlook cost recovery sampai akhir tahun sebesar US$ 11,7 miliar.

Oil and Gas Investment Grows 17% in the Third Quarter



Until the end of September 2018, upstream oil and gas investment had reached US $ 7.90 billion. That number grew 17.21% compared to the same period last year which amounted to US $ 6.74 billion. So according to Wisnu, investment costs have not yet entered the calculation of realization of investment achievements during the third quarter of this year. According to him, the large number of production activities also made the majority of upstream oil and gas investment come from subsidiaries of PT Pertamina and several multinational oil and gas companies that manage oil and gas production blocks in Indonesia.

Production is only 95%

Meanwhile, SKK Migas projects that until the end of the year, the realization of lifting, the realization of oil and gas will only reach 95% of the target or by 1.9 million barrels of Oil equivalent per day (BOEPD). The estimate consists of the oil lifting outlook at the end of this year of around 97% or 776,000 barrels per day (bpd) and gas lifting of only 94% or 1.1 million BOEPD at the end of 2018.

Wisnu said that the realization of oil and gas lifting was only 95% due to several production constraints that occurred in a number of oil and gas projects. One of them is the technical constraints of production equipment that occurred in the ONWJ Block managed by PT Pertamina Hulu Energi (PHE). There are also effects from the technical constraints of the pipeline in the production facilities in the Rokan Block managed by Chevron Pacific Indonesia (CPI).

"But these obstacles have been handled well," Wisnu said.

Then, constraints also occur because oil and gas production is not in line with the target. As in the Medco Natuna project, the production from the well drilling is not in line with expectations and there is drilling rescheduling. According to Wisnu, the same thing happened at the Pertamina EP project, where the drilling results were below expectations. Likewise, the Pertamina Upstream Mahakam project delayed drilling due to rig selection.

Investasi Migas Tumbuh 17% di Kuartal Ketiga


Hingga akhir September 2018, investasi hulu migas telah mencapai US$ 7,90 miliar. Jumlah itu tumbuh 17,21% dibandingkan dengan periode yang sama tahun lalu yang sebesar US$ 6,74miliar. Namun, realisasi investasi migas hingga kuartal III 2018 masih jauh dari target pemerintah. 

Realisasi investasi migas per akhir September tercatat hanya mencapai 56% dari target sepanjang 2018 yang mencapai US$ 14,2 miliar. Melihat kondisi tersebut, Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) memproyeksikan hingga akhir tahun nanti, investasi di sektor migas hanya akan mencapai US$ 11,2 miliar atau 79% dari target tahun ini. 

Kepala Divisi Program dan Komunikasi SKK Migas Wisnu Prabawa Taher mengungkapkan, proyeksi tersebut sesuai dengan perkiraan tambahan kegiatan hulu migas hingga akhir tahun 2018. Perhitungannya, dengan pertimbangan kondisi saat ini, realisasi kegiatan dan perkiraan tambahan kegiatan di kuartal IV yang bisa selesai, harapannya bisa sesuai target dan investasi bisa maksimal. Datanya memang dinamis dan terus kami montor,"  ujar Wisnu. Meski sulit mencapai target, realisasi investasi migas sejauh ini masih lebih baik dibandingkan periode yang sama tahun lalu.

Menurut Wisnu, peningkatan investasi hulu migas tahun ini karena adanya peningkatan kegiatan di sektor hulu, Terutama investasi untuk peningkatan produksi yang bisa mencapai 75% dari realisasi investasi hulu migas atau mencapai US$ 5,92 miliar. Sisanya sebesar 20% untuk investasi pengembangan lapangan migas dan 5% untuk kegiatan eksplorasi. Menurut Wisnu, masih rendahnya angka investasi eksplorasi karena banyaknya kegiatan eksplorasi yang sedang berlangsung dan belum selesai. 

Sehingga menurut Wisnu, biaya investasi belum masuk ke dalam perhitungan realisasi pencapaian investasi Selama kuartal ketiga tahun ini. Menurut dia, banyaknya kegiatan produksi pun membuat investasi hulu migas mayoritas berasal dari anak usaha PT Pertamina dan beberapa perusahaan migas multinasional yang mengelola blok migas produksi di lndonesia. 

"Peningkatan investasi dibandingkan tahun lalu sejalan dengan peningkatan realisasi kegiatan pengembangan dan optimalisasi produksi, utamanya antara lain di Pertamina EP, Pertamina Hulu Mahakam, Chevron Pacific Indonesia, ExxonMobil Cepu Limited, dan BP," pungkas Wisnu.

Produksi hanya 95%

Sementara itu, SKK Migas memproyeksikan hingga akhir tahun nanti, realisasi lifting, realisasi migas hanya mencapai 95% dari target atau sebesar 1,9 juta barrel Oil equivalent per day (BOEPD). Salah satunya adalah kendala teknis peralatan produksi yang terjadi di Blok ONWJ yang dikelola oleh PT Pertamina Hulu Energi (PHE). Ada juga efek dari kendala teknis pipa di fasilitas produksi di Blok Rokan yang dikelola oleh Chevron Pacific Indonesia (CPI). 

"Namun kendala tersebut sudah ditangani dengan baik," ungkap Wisnu. 

Kemudian, kendala juga terjadi karena produksi migas yang tidak sesuai dengan target. Seperti di proyek Medco Natuna yang hasil produksi dari pengeboran sumurnya tidak sesuai dengan ekspektasi dan adanya reschedule pengeboran. Menurut Wisnu, hal serupa juga terjadi di proyek Pertamina EP, di mana hasil pengeboran di bawah ekspektasi. Begitu juga proyek Pertamina Hulu Mahakam yang menunda pengeboran karena terkait pemilihan rig.

Pertamina Will Keep SES Production



PT Pertamina Hulu Energi prepares for the transition period of several termination working areas that have been transferred to the company. One of them is the Southeast Sumatra (SES) working area whose production will be maintained at about 30,000 barrels of equivalent per day. 

    Development Director of Upper Energy Pertamina (PHE) Afif Saifuddin said that the transition period of Southeast Sumatra (SES) working area is ready ahead of the management transition which is still managed by CNOOC. The company has also prepared the transition plan for the management switch since the end of last year.



"We have prepared various strategies to make the transition smooth and smooth," he said.

According to Afif, SES production is currently in the range of 30,000 barrels oil equivalent per day. The Company will also strive to maintain production within the transition periods.

"We are trying to stay in the range of 30,000 barrels of oil equivalent per day," he said.

He admitted that the management of SES is quite challenging because it belongs to one of the working areas that have aged. The age of existing wells in SES is almost the same as in Offshore North West Java (ONWJ).

"We are also identifying more details about it."

Afif explained that the company will also conduct a new drilling at SES. Only, the drilling scheme will be divided in the next few years.

"We will also be selective in the development of SES. If, there is a field that is not productive will also be closed, too, "he said.

The working area of ​​the SES will end its contract in September 2018. PHE commits the first 3 years for development in the SES working area of ​​US $ 130 million.

SES became one of the 2018 termination work areas that required a switchover from the previous operator, CNOOC. In contrast to some 2018 termination areas, such as Tuban, Ogan Komering, and North Sumatra Offshore already managed by Pertamina previously.

In addition to SES, 2018 terminated oil and gas working areas requiring a transitional period is Sanga-Sanga. Previously, the working area to be terminated in August 2018 was managed by VICO and PT Saka Energi Indonesia. Then, there is also Attaka & East Kalimantan which is used as one working area previously managed by Chevron. Pertamina Akan Jaga Produksi SES


PT Pertamina Hulu Energi mempersiapkan masa transisi beberapa wilayah kerja terminasi yang sudah dialihkan kepada perseroan. Salah satunya, wilayah kerja Southeast Sumatera (SES) yang produksinya akan dijaga sekitar 30.000 barel ekuivalen per hari. Direktur Pengembangan Pertamina Hulu Energi (PHE) Afif Saifuddin mengatakan bahwa masa transisi wilayah kerja Southeast Sumatera (SES) sudah siap menjelang peralihan pengelolaan yang saat ini masih dikelola oleh CNOOC. Perseroan pun sudah mempersiapkan rencana transisi peralihan pengelolaan itu sejak akhir tahun lalu.

“Kami sudah siapkan berbagai strategi agar masa transisi bisa smooth dan lancar,” ujarnya.

Menurut Afif, produksi SES saat ini berada di kisaran 30.000 barel ekuivalen minyak per hari. Perseroan pun akan berupaya untuk bisa mempertahankan produksi dalam periods peralihan tersebut.

“Kami berupaya untuk bisa terjaga di kisaran 30.000 barel ekuivalen minyak per hari," ujarnya.

Dia mengakui bahwa pengelolaan SES memang cukup menantang karena termasuk salah satu wilayah kerja yang sudah uzur. Umur sumur-sumur yang ada di SES hampir sama dengan di Offshore North West Java (ONWJ).

“Kami pun sedang mengidentifikasi Iebih detail hal tersebut.”

Afif menjelaskan bahwa perseroan pun akan melakukan pengeboran baru di SES. Hanya saja, skema pengeboran akan dibagi dalam beberapa tahun ke depan.

“Kami pun akan selektif juga dalam pengembangan SES. Kalau, ada lapangan yang sudah tidak produktif pun akan Iangsung ditutup juga,” ujarnya.
Wilayah kerja SES akan berakhir kontraknya pada September 2018. PHE memberi komitmen pasti 3 tahun pertama untuk pengembangan di wilayah kerja SES senilai US$ 130 juta.

SES menjadi salah satu wilayah kerja terminasi 2018 yang membutuhkan masa peralihan dari operator sebelumnya yakni, CNOOC. Berbeda dengan beberapa wilayah kerja terminasi 2018, seperti Tuban, Ogan Komering, dan North Sumatera Offshore yang memang sudah dikelola oleh Pertamina sebelumnya.

Selain SES, wilayah kerja migas terminasi 2018 yang membutuhkan periode peralihan adalah Sanga-Sanga. Sebelumnya, wilayah kerja yang akan terminasi pada Agustus 2018 itu dikelola oleh VICO dan PT Saka Energi Indonesia. Lalu, ada juga Attaka & East Kalimantan yang dijadikan satu wilayah kerja yang sebelumnya dikelola oleh Chevron. Direktur Hulu PT Pertamina (Persero) Syamsu Alam mengatakan bahwa transisi wilayah kerja terminasi yang didapatkan perseroan sudah langsung diproses secepatnya.

“Soalnya, masa peralihan habis kontrak wilayah kerja terminasi 2018 itu dengan kontrak baru sangat berdekatan,” ujarnya. 

Pertamina mendapatkan delapan wilayah kerja terminasi 2018 tersebut. Perusahaan milik pemerintah ini pun menugaskan PHE pada empat wilayah kerja yakni, Tuban, Ogan Komering, SES, dan NSO. Selain itu, Pertamina juga menugaskan anak usaha lainnya yakni PT Pertamina Hulu Indonesia untuk mengelola wilayah kerja Sanga-Sanga, Attaka & East Kalimantan, dan Blok Tengah.
