Pertamina Manage 12 Government-Owned Oil and Gas Blocks



The government commissioned PT Pertamina to provide premium Fuel (BBM) throughout the archipelago at a price set by the government. As compensation for the loss of SOEs, the government provides the management of 12 oil and gas blocks that have been in production.

"What is Pertamina? What does the premium price need to be adjusted (with world oil prices)? It's a matter of people's purchasing power. The management of the 12 oil and gas blocks handed over to Pertamina includes the Mahakam Block that they currently manage. In addition, Block ONWJ, Central, Attaka, East Kalimantan, North Sumatra Offshore, Sanga-sanga, Southeast Sumatra, Tuban and Ogan Komering. Finally, Jambi Merang and Raja or Pendopo Blocks are delivered in May 2018.

"This will fulfill the government's commitment and the President's promise during the campaign that will make the domestic operator a host for upstream oil and gas production," added Jonan.

With the increase of Pertamina's oil and gas block management, their contribution in national oil and gas production increased from 23% in 2017 to 36% in April 2018. Pertamina's contribution is estimated to increase to 39% by 2019, in line with fully managed termination blocks that have been rejected for Pertamina.

Pertamina Kelola 12 Blok Migas Milik Pemerintah


Pemerintah menugasi PT Pertamina untuk menyediakan Bahan Bakar Minyak (BBM) premium di seluruh Nusantara dengan harga yang ditetapkan pemerintah. Sebagai kompensai atas kerugian BUMN tersebut, pemerintah memberikan pengelolaan 12 blok migas yang telah berproduksi. 

“Pertamina ruginya berapa? Apa maunya premium harganya disesuaikan (dengan harga minyak dunia)? Ini masalah daya beli masyarakat. Kita Pemerintah mengompensasi Pertamina itu dengan memberikan 12 Wilayah kerja (WK) produksi hulu migas,” ujar Menteri Energi dan Sumber Daya Mineral Ignasius Jonan seperti di kutip dari situs kementerian ESDM.

Pengelolaan ke-12 blok migas yang diserahkan kepada Pertamina tersebut termasuk Blok Mahakam yang telah mereka kelola saat ini. Selain itu, Blok
ONWJ, Tengah, Attaka, East Kalimantan, North Sumatra Offshore, Sanga-sanga, Southeast Sumatra, Tuban dan Ogan Komering. Terakhir, Blok jambi Merang dan Raja atau Pendopo yang diserahkan Mei 2018. 

“Dengan begitu ini memenuhi komitmen pemerintah dan janji Presiden saat kampanye yang akan menjadikan operator dalam negeri itu tuan rumah untuk produksi hulu migas,” tambah Jonan. 

Dengan bertambahnya pengeloaan blok migas oleh Pertamina, kontribusi mereka dalam produksi migas nasional meningkat dari 23% pada 2017 menjadi 36% pada April 2018. Kontribusi Pertamina diperkirakan meningkat menjadi 39% pada 2019, seiring dengan dikelola sepenuhnya blok terminasi yang telah dialihkelolakan ke Pertamina.

“Ini ada blok yang sudah diserahkan. tapi pengalihannya awal tahun depan. Nanti awal tahun depan partisipasinya sudah mencapai 39% sampai 40%. Hampir 2 kali. Jadi Pertamina itu (kontribusi) produksinya dari 20% menjadi 40%,” kata Menteri ESDM.

Tambahan pendapatan Pertamina diperkirakan US$24 miliar dari 13 blok terminasi yang telah diberikan untuk 20 tahun ke depan. Kontribusi Pertamina yang besar ini sekaligus menjadi tantangan bagi perusahaan milik pemerintah ini untuk menjaga tingkat produksi nasional. Pemerintah berharap Pertamina dapat menjaga produksi hulu migas serta meningkatkan kegiatan eksplorasi.

Termination Blocks Be Compensated

The oil production in the first quarter of 2017 was 337,000 barrels per day and 2,700 MMSCFD natural gas.

Director General of Oil and Gas at the Ministry of Energy and Mineral Resources, Djoko Siswanto, said that from the block of termination proceeds given to Pertamina, four of them will be share down. The four blocks are Mahakam, East Kalimantan, Attaka, and Jambi Merang. Thus, Pertamina can obtain fresh funds from the release of some of the shares.

"The estimate, the highest could be up to 2 billion US dollars or at least 500,000 US dollars. Say it can be 1 million US dollars (about Rp 13.8 trillion), it's been great. Not to mention the government receivables that have been paid to Pertamina, "said Djoko.

Related to premium fuel, Pertamina claims to arise the difference between the selling price and the economic price. The current premium selling price of Bp 6,450 per liter is still far below the economic price of Rp 7,150 per liter. Similarly, diesel fuel subsidy costs Rp 5,150 per liter. The price difference is the responsibility of Pertamina without the additional subsidy of the State Budget (APBN).

Blok Terminasi Menjadi Kompensasi


Sejumlah blok minyak dan gas bumi hasil terminasi atau yang masa kontraknya habis menjadi kompensasi untuk PT Pertamina (Persero). Kompensasi diberikan setelah selisih harga jual bahan bakar minyak yang ditanggung perusahaan tersebut. Sampai tahun 2026, ada 22 blok yang akan habis masa kontraknya.

Menteri Energi dan Sumber Daya Mineral (ESDM) Ignasius Jonan mengatakan, sejumlah blok hasil terminasi sudah diserahkan pengelolaannya secara langsung kepada Pertamina. Salah satu blok migas besar hasil terminasi yang diberikan kepada Pertamina adalah Blok Mahakam di Kalimantan Timur. Sebelumnya, blok tersebut dikelola Total (Perancis) dan Inpex (Jepang) selama 50 tahun.

”Ada 12 blok hasil terminasi yang diberikan pengelolaannya kepada Pertamina itu sebagai kompensasi terhadap selisih harga jual Bahan Bakar Minyak (BBM) yang mereka tanggung. Selain itu, semakin banyak dikuasai Pertamina, maka mereka akan menjadi mayoritas di rumah sendiri,” ucap Jonan di Jakarta.

Kedua belas blok tersebut adalah Mahakam, Offshore North West Java, Tuban, Ogan Komering, Sanga-sanga, South East Sumatera, Blok B, North Sumatera Offshore, Blok Tengah, East Kalimantan, Attaka, dan Blok Pendopo Raja, Selain Mahakam, blok lainnya dikelola dengan skema bagi hasil berdasarkan produksi bruto (gross split).

Jonan menambahkan, sebelum mendapat tambahan blok-blok hasil terminasi, produksi minyak dan gas bumi Pertamina 20 persen dari keseluruhan produksi migas nasional. Mulai tahun depan, produksi migas Pertamina diharapkan naik menjadi 39 persen atau 40 persen. Dengan demikian, Pertamina akan menjadi mayoritas. Catatannya, produksinya tidak turun. 

”Kalau turun akan signifikan dampaknya,” ujar Jonan.

Sepanjang triwulan I-2018, produksi migas Pertamina mencapai 923.000 barrel setara minyak per hari (BOEPD). Pencapaian itu terdiri dari produksi minyak 386.000 barrel per hari dan produksi gas bumi sebanyak 3.115 juta standar kaki kubik per hari (MMSCFD). Adapun produksi minyak di triwulan I-2017 adalah 337.000 barrel per hari dan gas bumi 2.007 MMSCFD.

Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM Djoko Siswanto mengatakan dari blok hasil terminasi yang diberikan kepada Pertamina, empat di antaranya sebagian sahamnya akan dilepas (share down). Keempat blok itu adalah Mahakam, East Kalimantan, Attaka, dan Jambi Merang. Dengan demikian, Pertamina bisa memperoleh dana segar dari hasil pelepasan sebagian saham itu.

”Perkiraannya, paling tinggi bisa sampai 2 miliar dollar AS atau sedikitnya 500.000 dollar AS. Katakanlah bisa dapat 1 juta dollar AS (sekitar Rp 13,8 triliun), itu sudah besar. Belum lagi piutang pemerintah yang sudah dibayarkan kepada Pertamina,” ucap Djoko.

Terhitung dari tahun 2019 sampai 2026, akan ada 22 blok migas yang kontraknya berakhir. Pemerintah akan segera memutuskan dengan cepat siapa pengelola blok itu selanjutnya. Apabila penawaran Pertamina menarik, tidak menutup kemungkinan blok-blok itu diserahkan kepada Pertamina untuk dikelola.

Terkait bahan bakar jenis premium, Pertamina mengklaim timbul selisih antara harga jual dan harga keekonomian. Harga jual premium saat ini sebesar Bp 6.450 per liter masih jauh di bawah harga keekonomian yang Rp 7.150 per liter. Begitu pula harga solar subsidi Rp 5.150 per liter. Selisih harga itu menjadi tanggungan Pertamina tanpa subsidi tambahan Anggaran Pendapatan Belanja Negara (APBN).

6 Interested Contractors

"Later, Pertamina will still participate there by having a participating interest (PI) of 30% each in both blocks," he said.

He explained that currently Salawati Block has oil and gas production of about 1,200 barrels of oil equivalent per day (boepd), while the Bird's Head Block is 4,500 boepd. Pertamina previously had 50% ownership in Salawati, while in Bird's Head only 10%.

"So, Pertamina asked for additional PI in Bird's Head to 30%, while ownership in Salawati decreased to 30%. However, the operator is welcome to Petrogas, "he explained.

Djoko explained, after the determination later, Petrogas will be negotiating with Petrochina to participate there. Other terminating oil and gas blocks namely South Jambi B, Brantas, and Malacca will continue to return to existing operators. Djoko explained that South Jambi Block has already filed a new contract from Petrochina. The Malacca Strait block has already been submitted from EMP Malacca Strait S.A.

6 Kontraktor Berminat


Kontraktor di enam wilayah kerja minyak dan gas bumi yang akan habis kontrak atau terminasi pada 2020 masih tertarik untuk terus mengelola blok tersebut. Berdasarkan data Kementerian Energi dan Sumber Daya Mineral (ESDM), enam blok minyak dan gas bumi (migas) yang akan terminasi pada 2020 antara lain Blok South Jambi Blok B, Brantas, Kepala Burung, Makassar Strait, Malaka Strait, dan Onshore Salawati Basin. Kementerian ESDM sedang menyustur syarat dan ketentuan untuk kontrak baru di enam blok migas itu. Ketentuan dan syarat baru itu akan ditetapkan.

Direktur Pembinaan Usaha Hulu Migas Kementerian ESDM Ediar Usman mengatakan, penetapan syarat dan ketentuan kontrak baru blok terminasi pada 2020 akan digunakan untuk enam wilayah kerja migas.

“Nanti, kami akan tetapkan pada pekan  ujarnya.

Dari enam blok migas terminasi itu, Blok Makassar Strait kemungkinan akan ditunda terlebih dulu penetapannya. Dirjen Migas Kementerian ESDM Djoko Siswanto mengatakan, sejauh ini mayoritas operator eksis tetap tertarik memperbarui kontrak blok migas yang akan terminasi pada 2020. Namun, Blok Makassar Strait sejauh ini belum ada pengajuan untuk perpanjangan kontrak.

“Operator eksis [Makassar Strait] yakni Chevron, masih meminta waktu untuk proses pengajuan. Jadi, sejauh ini belum ada perpanjangan kontrak.,” ujarnya.

Kementerian ESDM mengharapkan agar Chevron bisa segera secepatnya mengajukan perpanjangan kontrak baru dengan skema bagi hasil kotor (gross split) di Makassar Strait. Kementerian ESDM akan menunggu sampai pekan kedua bulan ini terkait dengan pengajuan perpanjangan kontrak baru tersebut. Selain itu, PT Pertamina (Persero) tidak mengajukan diri sebagai operator di Blok Kepala Burung dan Salawati. Jika kedua blok itu tidak digabung, Pertamina tidak tertarik untuk mengelola kedua wilayah itu. Djoko mengatakan, kedua blok itu nantinya akan dikelola oleh Petrogas yang juga operator eksis di wilayah itu. Jadi, wilayah kerja tetap dua, tetapi operatornya satu.

“Nanti, Pertamina tetap akan berpartisipasi di sana dengan memiliki PI [participating interest/saham partisipasi] masing-masing 30 % di kedua blok tersebut,” ujarnya.

Dia menjelaskan, saat ini Blok Salawati memiliki produksi migas sekitar 1.200 barel setara minyak per hari (boepd), sedangkan Blok Kepala Burung sebesar 4.500 boepd. Pertamina sebelumnya memiliki 50% kepemilikan di Salawati, sedangkan di Kepala Burung hanya 10%.

“Jadi, Pertamina minta tambahan PI di Kepala Burung menjadi 30%, sedangkan kepemilikan di Salawati turun menjadi 30%. Namun, operatornya dipersilahkan kepada Petrogas,” jelasnya.

Djoko menjelaskan, setelah penetapan nanti, Petrogas pun akan negosiasi dengan Petrochina untuk ikut berpartisipasi di sana. Blok migas terminasi lainnya yakni South Jambi B, Brantas, dan Malaka akan tetap kembali ke operator existing. Djoko menjelaskan, Blok South Jambi sudah ada pengajuan kontrak baru dari Petrochina. Blok Malaka Strait sudah ada pengajuan dari EMP Malacca Strait S.A. 

“Lalu, Blok Brantas juga suda ada pengajuan dari operator eksisnya yakni Lapindo,” jelasnya. 

Semua kontrak blok terminasi 2020 ini akan menggunakan skema gross split. Hal itu akan melengkapi jumlah blok migas yang skema kontraknya beralih dari bagi hasil bersih (cost recovery) menjadi gross split. Sampai saat ini, ada 11 blok migas yang menggunakan skema kontlak gross split, yakni Offshore North West Java (ONWJ), Blok Tuban, Ogan Komering, Sanga-sanga, Southeast Sumatra, Attaka-East Kalimantan, North Sumatra Offshore, Pendopo & Raja, Jambi Merang, Bula, dan Seram non-Bula.

5 Projects Will Operate



The Upstream Oil and Gas Upstream Business Unit (SKK Migas) is targeting six upstream oil and gas projects to start producing this year. Head of SKK Migas Amien Sunaryadi said that five of the six projects are targeted to operate in the first quarter of 2018.

Another upstream oil and gas project is expected to operate at full capacity by mid-year, the Block A project by PT Medco E & P Malaka.

"Full scale gas July 2018. Progress already 82.01%. Gas introduce and Julu Rayeu are already flowing to the CPP [central processing unit plant] March 25, 2018, "said Amien.

The Block A production facility in Aceh has a capacity of 3,100 barrels per day (bpd) and gas production of 55 million cubic feet per day (MMscfd). The other five projects have operating schedules in October and December 2018.

Based on data from SKK Migas, two projects scheduled for operation in October 2018, progress to date has reached 90%. The two projects include the optimization of the Lica production facility undertaken by PT Medco E & P Indonesia. Then SP gas field development project by PT PHE ONWJ whose work has reached 92,5%. This achievement has exceeded the planned target of 81.4%.

Its production capacity is 30 MMscfd and its production peak target is the capacity built. SKK Migas noted that the progress of the three projects scheduled to operate in December 2018 is still below 50%.

5 Proyek Akan Beroperasi


Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) menargetkan enam proyek hulu migas akan mulai berproduksi pada tahun ini. Kepala SKK Migas Amien Sunaryadi mengatakan bahwa lima dari enam proyek tersebut ditargetkan beroperasi pada kuartal I/2018.

Satu proyek hulu migas lainnya diharapkan beroperasi dengan kapasitas penuh pada pertengahan tahun ini, yaitu proyek Blok A oleh PT Medco E&P Malaka.

“Full scale gas Juli 2018. Progresnya sudah 82,01%. Gas introduce dan Julu Rayeu sudah mengalir ke CPP [central processing unit plant] 25 Maret 2018,” ujar Amien.

Proyek fasilitas produksi Blok A di Aceh tersebut memiliki kapasitas fasilitas produksi minyak sebesar 3.100 barel per hari (bph) dan gas sebesar 55 juta kaki kubik per han (MMscfd). Lima proyek lainnya memiliki jadwal operasi pada Oktober dan Desember 2018.

Berdasarkan data SKK Migas, dua proyek yang dijadwalkan beroperasi pada Oktober 2018, progres hingga saat ini telah mencapai 90%. Dua proyek tersebut antara lain optimalisasi fasilitas produksi Lica yang dikerjakan oleh PT Medco E&P Indonesia. Kemudian proyek pengembangan lapangan gas SP oleh PT PHE ONWJ yang pengerjaannya telah mencapai 92,5%. Pencapaian ini telah melebihi dari target yang direncanakan 81,4%.

Kapasitas produksinya sebesar 30 MMscfd dan target puncak produksinya sebesar kapasitas yang dibangun. SKK Migas mencatat progres pengerjaan tiga proyek yang dijadwalkan beroperasi pada Desember 2018 masih di bawah 50%.

Proyek fasilitas produksi Ario Damar-Sriwijaya Phase 2 dengan estimasi puncak produksi sebesar kapasitas produksi 20 MMscfd, pembangunan baru mencapai 39 %.

First Quarter, PHE Gas Production Up 2 Percent



PT Pertamina Hulu Energi (PHE), a subsidiary of PT Pertamina (Persero) in the upstream sector, recorded gas production of 777 million cubic feet per day (MMSCFD) during January-March 2018. The amount is up 2 percent over the same period of 2017 of 765 MMSCFD .

"In 2018, PHE set a production target for March of 767.8 MMSCFD, realization of 1.2 percent higher" said R. Gunung Sardjono Hadi, Director of PHE.

PHE oil production in the first three months of 2018 was 63.037 barrels oil per day (BOPD), not much different from the same period of 2017 of 62,623 BOPD.

"PHE in 2018 targeted oil production in March at 65,243 BOPD, so production in March 2018 was 96.6 percent of the target," Gunung said.

According to Sardjono Hadi Mountain, PHE will accelerate the monetization of PHE reserves by implementing a backup source clustering strategy. This strategy can be used in working areas that have less gas reserves, but can be monetized soon. With PHE clustering no longer thinking just waiting for gas buyers, but innovating how to create a market. The reason, although having large reserves will be useless if there is no gas absorber.

"So it does not depend on the market, but it creates the market. That is what we are now pursuing, The concept of gas monetization is clustered. So we also have to think how to get into the midstream, "said Mount Sardjono Hadi.

He cited the development of gas in Senoro. Senoro gas will never be monetized if the facility does not build the refinery and regasification DSLNG in cooperation with several companies. PHE will also be more open to cooperate with other companies.

"Like Senoro if there is no DSLNG it will not be developed. That's one example for another development. We try to find, create new markets. So we do not sit sweetly waiting to come buyers, "said Mount Sardjono Hadi.

Meanwhile, Ekariza, Director of Operations and Production of PHE, said the realization of PHE gas production depends on absorption in the market if the absorption of large market, PHE can increase its gas production.

"First quarter gas production is higher because there is an increase in absorption. The largest production contribution comes from Tomori, "said Ekoriza.In addition to Tomori, the contribution of PHE gas production comes from the Offshore North West Java (ONWJ) block, Jambi Merang and West Madura Offshore (WMO).

Kuartal I, Produksi Gas PHE Naik 2 Persen


PT Pertamina Hulu Energi (PHE), anak usaha PT Pertamina (Persero) di sektor hulu, mencatat produksi gas 777 juta kaki kubik per hari (MMSCFD) sepanjang Januari-Maret 2018. Jumlah tersebut naik 2 persen dibanding periode yang sama 2017 sebesar 765 MMSCFD.

“Pada 2018, PHE menetapkan target produksi bulan Maret sebesar 767,8 MMSCFD, realisasinya 1,2 persen lebih tinggi" ujar R. Gunung Sardjono Hadi, Direktur Utama PHE. 

Untuk produksi minyak PHE pada tiga bulan pertama 2018 tercatat 63,037 barrel oil per day (BOPD), tidak jauh berbeda dibanding periode yang sama 2017 sebesar 62,623 BOPD. 

“PHE pada 2018 menargetkan produksi minyak bulan Maret sebesar 65,243 BOPD, sehingga produksi Maret 2018 tercatat 96,6 persen dari target,” kata Gunung.

Menurut Gunung Sardjono Hadi, PHE akan mempercepat monetisasi cadangan PHE dengan menerapkan strategi klasterisasi Sumber cadangan. Strategi ini bisa digunakan di wilayah kerja yang memiliki cadangan gas tidak terlalu besar, namun bisa segera dimonetisasi. Dengan klasterisasi PHE tidak lagi berpikir hanya menunggu pembeli gas, namun berinovasi bagaimana menciptakan pasar. Pasalnya, meski memiliki cadangan besar akan percuma jika tidak ada penyerap gas.

“Jadi tidak tergantung pasar, tapi menciptakan pasar. Itu yang sekarang kami kejar, Konsep monetisasi gas dibikin klaster. Jadi kami juga harus berpikir bagaimana bisa masuk ke midstream,” kata Gunung Sardjono Hadi.

Dia mencontohkan pengembangan gas di Senoro. Gas Senoro tidak akan pernah dimonetisasi andai kata tidak terbangun fasilitas kilang serta regasifikasi DSLNG yang bekerja sama dengan beberapa perusahaan. Untuk itu PHE juga akan lebih membuka diri dalam menjalin kerja sama dengan perusahaan lain. 

“Seperti Senoro kalau tidak ada DSLNG itu tidak akan dikembangkan. Itu salah satu contoh untuk pengembangan lain. Kami mencoba mencari, menciptakan pasar baru. Jadi kami tidak duduk manis menunggu datang pembeli,” kata Gunung Sardjono Hadi.

Sementara itu, Ekariza, Direktur Operasi dan Produksi PHE, mengatakan realisasi produksi gas PHE sangat tergantung dari penyerapan di pasar jika penyerapan pasar besar, maka PHE bisa meningkatkan produksi gasnya. 

“Produksi gas kuartal I lebih tinggi karena ada peningkatan penyerapan. Kontribusi produksi terbesar berasal dari Tomori," kata Ekariza. Selain Tomori, kontribusi produksi gas PHE berasal dari blok Offshore North West Java (ONWJ), Jambi Merang dan West Madura Offshore (WMO).

Blok Terminasi Target produksi migas PHE pada Rencana Kerja dan Anggaran Perusahaan (RKAP) 2018 juga telah memasukkan produksi dari empat blok habis kontrak (terminasi) yang akan dikelola penuh PHE. Keempat blok tersebut adalah Tuban, Ogan Komering, Offshore South East Sumatera (OSES) dan North Sumatera Offshore (NSO).

Dua dari empat blok tersebut, yakni Tuban dan Ogan Komering kontrak kerja sama bagi hasilnya (production sharing contract/PSC) telah ditandatangani pada 20 April 2018 dan berlaku efektif per 20 Mei 2018.

Namun untuk lapangan unitisasi Sukowati yang sebelumnya dikelola Joint Operation Body (JOB) Pertamina~PetroChina East Java mulai 20 Mei 2018 diserahkan ke PT Pertamina EP Blok lainnya, Ogan Komering, kontraktnya juga telah ditandatangani pada 20 April 2018 dan efektif berlaku pada 20 Mei 2018.

Pertamina Block Performance Supporting Block



Oil and gas production of PT Pertamina in the first quarter of 2018 reached 923,000 barrels of oil equivalent per day / boepd, up 35% compared to the same period last year of 684,000 boepd.

Blok Terminasi Dukung Kinerja Pertamina  


Produksi minyak dan gas bumi PT Pertamina pada kuartal I/2018 mencapai 923.000 barel setara minyak per hari (barrel Oil  equivalent per day/boepd), naik 35% dibandingkan dengan periode yang sama tahun lalu 684.000 boepd.

Berdasarkan data Pertamina, produksi minyak mentah perseroan selama kuartal I/2018 sebanyak 386.000 barel per hari (bph) naik 14% dibandingkan dengan periode yang sama tahun lalu sebesar 337 bph. Realisasi produksi gas bumi Pertamina selama kuartal I/2018 sebanyak3.115 juta kaki kubik per hari (mmscfd)naik 55% dibandingkan periode yang sama tahun lalu 2.007 MMSCFD. 

Namun, pencapaian produksi minyak mentah selama kuartal I/2018 tersebut hanya 96% dari target. Padahal, ada tambahan produksi dari Blok Mahakam, Attaka, dan lapangan di luar negeri. Namun, sebagian besar lapangan eksis milik perseroan justru mengalami penurunan produksi secara alamiah. Direktur Hulu Pertamina Syamsu Alam mengakui kenaikan produksi migas tersebut tidak lepas dari Blok Mahakam. 

Pertamina mengelola Blok Mahakam mulai 1 Januari 2018. Selain itu delapan blok migas terminasi yang diserahkan kepada Pertamina mulai awal tahun ini juga ikut berkontribusi terhadap kenaikan produksi migas perseroan. Namun, menurutnya, aset existing Pertamina dipastikan mengalami penurunan produksi secara alamiah karena lapangan migas sudah berusia tua.

“Oleh karena itu, mau tidak mau kita harus mencari atau mendapatkan aset baru uutuk terus meningkatkan produksi migas,” ujarnya.

Syamsu menjelaskan bisnis hulu memiliki Volatlitas dan ketidakpastian cukup tinggi,. Dia mencontohkan harga minyak mentah terus berfluktuasi. Kebijakan di sektor hulu migas juga berubah, seperti skema bagi hasil cost recovery menjadi gross split.

Vice President Corporate Communication Pertamina Adiatma Sardjito menambahkan kinerja hulu migas itu terealisasi karena upaya perseroan dalam meningkatkan produksi.

 “Pencapaian sampai kuartal pertama itu kerja keras dari seluruh elemen Pertamina," ujarnya.

Di sisi lain, Pertamina pun mencatatkan kenaikan dalam kontribusi kepada produksi migas secara nasional. Sebelumnya, BUMN tersebut memiliki kontribusi sekitar 20% dan sekarang sudah naik menjadi sekitar 40%. Kenaikan itu didorong oleh beberapa penugasan oleh pemerintah di beberapa blok seperti, Offshore North West Jawa (ONWJ), Blok Mahakam, dan delapan Wilayah kerja migas terminasi 2018, dan dua blok terminasi 2019. 

Pelaksana tugas Direktur Utama Nicke widyawati sempat menuturkan, perseroan memang berniat untuk mendorong tingkat produksi migas bisa terus tumbuh.

“Kami harapkan produksi di beberapa blok migas yang baru diberikan pemerintah bisa naik double dalam 1-2 tahun sampai 3 tahun ke depan. Seperti, di Blok Jambi Merang, kami sudah siapkan US$200 juta untuk melakukan eksplorasi," kata Nicke.

Jika melihat realisasi produksi 10 blok migas pada 2017, Pertamina akan mendapatkan tambahan produksi untuk minyak sebesar 72.759 bph dan produksi gas sebesar 386 MMscfd. Adiatma menuturkan, proses alih kelola blok terminasi, terutama terminasi 2018, sudah dimulai dengan lancar.

“Peralihan operasi dan Sumber daya manusianya beroperasi lancar,” ujarnya.

Pada delapan blok migas terminasi 2018, Pertamina mendapatkan Blok Tuban, Ogan Komering, North Sumatra Offshore, Sanga-sanga, Attaka, East Kalimantan, Southeast Sumatra, dan Tengah. Lalu, pada blok migas terminasi 2019, Pertamina mendapatkan Jambi Merang, dan Pendopo Raja.

Adiatma mengatakan Pertamina memiliki beberapa program prioritas sektor hulu pada 2018. Salah satunya, mempertahankan produksi Blok Mahakam. Perseroan sedang mengembangkan Lapangan Tunu Shallow Phase 4, Handil Phase 5, dan Tambosa Phase 5.

“Selain Mahakam, kami juga berupaya untuk menaikkan produksi Lapangan Banyu Urip. Kami akan menekan decline rate dengan mengebor 108 sumur, well service, dan program reaktivasi lapangan,” ujarnya.

Sementara itu, pada sektor panas bumi, Pertamina mencatatkan kenaikan produksi sebesar 1% menjadi 959 Gwh dibandingkan periode sama pada tahun lalu yang sebesar 949 Gwh. Lebih jauh Adiatma mengatakan kapasitas terpasang panas bumi Pertamina pada tiga bulan pertama tahun ini masih sama dengan periode sama pada 2017.

 “Saat ini proyek geothermal Lumut Balai Unit 1 dalam tahap EPC dan dijadwalkan onstream pada kuartal IV/2018." ujarnya.
