Location of the Masela LNG Refinery Port on Nustual Island



The Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) stated that the port construction site for the Abadi liquefied natural gas / LNG project, the Masela Block has been established on Nustual Island, Tanimbar Islands.

Maluku Governor Supports the Acceleration of the Abadi LNG Project



Maluku Governor Murad Ismail supports the plan of the Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) to accelerate the construction of the Abadi LNG Project, Masela Block in 2021. At present, Inpex is still carrying out an environmental impact analysis (EIA) survey for onshore LNG refineries and Floating Production Storage and Offloading (FPSO) facilities. The EIA survey process has been carried out by Inpex since November 2019 and is targeted to be completed within the next year, after going through a survey in the dry and rainy season.

During the construction phase, Inpex must undertake a number of activities, including the construction and operation of underwater gas wells and the construction of the Subsea Umbilicals, Risers and Flowlines (SURF) facilities off the Arafura coast. Furthermore, Inpex also built a production facility, FPSO, underwater gas pipeline from the FPSO to a gas receiving facility (GRF) on land, and an LNG plant on land.

Accelerated Masela Block Production Target



The government is targeting the Masela Block to start production in 2026 or a year earlier than the original schedule, which is in 2027. The total investment for the Masela Block reaches the US $ 19.8 billion.

Masela's New Round

Starting in production in 1979, Arun gas was exported to Japan and South Korea. Arun was recorded as the largest natural gas producer in the world in 1990 with a production capacity of 1.5 million tons per year.

How abundant natural wealth turned out not to be able to fully improve the lives of its people. That is because natural wealth is seen as a commodity-producing foreign exchange, not the capital for driving domestic development.

The matter of managing natural resources is not a trivial matter. Moreover, Masela is much bigger than Arun. The management is definitely more complicated. The signs have been seen when the polemic decided whether the Masela Block gas should be managed offshore or processed at an onshore refinery several years ago. Finally, the Masela gas was decided to be processed at the mainland refinery.

The memorandum of understanding is already in the right direction. Its natural gas is the source of energy for PLN's power plants. While the rest is used to support the fertilizer industry. For PLN, the use of gas from Masela can replace fuel oil for electricity generation. While for the fertilizer industry, gas becomes a vital raw material. Gas from Abadi Field is piped directly to the fertilizer plant. This means that fertilizer plants must be built on land or on the island around sources of gas capable of providing new jobs.

Once again, Arun must be a lesson for Masela. Gas must be a source of energy to empower the economy in the country, not sold to generate foreign exchange. Both the regional and central government must have a long-term vision so that the Masela Block does not suffer the same fate as the Arun Block.

The stipulation is specifically for natural gas users in the fertilizer, petrochemical, oleochemical, steel, ceramic, glass, and rubber gloves industries. The options prepared by the government are reducing the country's share of upstream prices, requiring gas producers in Indonesia to meet the allocation policy for domestic needs, and freeing the private sector to import gas for industrial zones that are not yet connected to gas infrastructure.

Proyek itu adalah Indonesia Deepwater Development (IDD) di Selat Makassar dan Lapangan Abadi Blok Masela di laut lepas Maluku. IDD ditargetkan menghasilkan gas bumi 844 juta standar kaki kubik per hari (MMSCFD), sedangkan Lapangan Abadi menghasilkan gas alam cair 9,5 juta ton per tahun.

”Kontrak penjualan ke luar negeri yang selesai bisa dialihkan ke dalam negeri. Selain itu, ada dua proyek hulu yang bakal berproduksi dalam jumlah besar, yaitu IDD dan Masela, yang akan menambah pasokan,” kata Dwi seusai rapat dengar pendapat dengan Komite II Dewan Perwakilan Daerah, di Jakarta.

Pemerintah juga berkomitmen memperbesar pasokan gas untuk kebutuhan dalam negeri. Bagian gas untuk dalam negeri menjadi 70 persen sedangkan 36 persen sisanya untuk ekspor.

”Kebutuhan gas dalam negeri terus meningkat. Beberapa tahun mendatang kemungkinan bagian dalam negeri naik jadi 70 persen,” kata Menteri Energi dan Sumber Daya Mineral (ESDM) Arifin Tasrif.

Sepanjang 2019, realisasi produksi siap jual (lifting) gas bumi 5.934 MMSCFD atau masih di bawah target APBN yang 7.000 MMSCFD. Tahun ini, pemerintah menargetkan lifting gas 6.670 MMSCFD. 

Terkait rencana pemerintah mengoptimalkan serapan gas di dalam negeri, Wakil Ketua Komite Industri Hulu dan Petrokimia pada Kamar Dagang dan Industri (Kadin) Indonesia Achmad Widjaja mengatakan, jika pemerintah benar ingin mengoptimalkan gas, industri pengguna solar harus beralih ke gas. Sebab, 70 persen sektor usaha mikro, kecil, dan menengah, industri kecil dan menengah sampai industri besar di Jawa memakai solar sebagai bahan bakar utama.

”Perlu penanganan khusus agar beralih ke gas. Apa pemerintah mau? Itu masalahnya,” kata Achmad.

Soal infrastruktur yang kerap dijadikan alasan terhambatnya optimalisasi gas dalam negeri, kata Achmad, dua unit kapal regasifikasi dan penyimpanan terapung (FSRU) selama ini kurang optimal untuk ditingkat kan perannya. 

Selain itu, jaringan pipa lintas Jawa kurang terhubung di Jawa bagian tengah. Selain itu, jaringan pipa di Sumatera yang sebagian besar dimiliki BUMN seharusnya open access (penggunaan pipa gas bersama) agar harga gas makin terjangkau konsumen. 

Dalam kajian Pemerintah masih mengkaji berbagai pilihan mengenai penurunan harga gas. Harga gas untuk industri diatur melalui Peraturan Presiden (Perpres) Nomor 40 Tahun 2016 tentang Penetapan Harga Gas Bumi. 

Perpres itu menyebutkan, jika harga gas tidak dapat memenuhi keekonomian industri pengguna gas bumi dan harga gas Iebih tinggi dari 6 dollar AS per juta British thermal unit (MMBTU), menteri dapat menetapkan harga gas tertentu.

Penetapan itu khusus untuk pengguna gas bumi bidang industri pupuk, petrokimia, oleokimia, baja, keramik, kaca, dan sarung tangan karet. Opsi yang disiapkan pemerintah adalah mengurangi bagian negara pada harga di hulu, mewajibkan produsen gas di Indonesia memenuhi kebijakan alokasi untuk kebutuhan dalam negeri, dan membebaskan swasta mengimpor gas untuk kawasan industri yang belum tersambung dengan infrastruktur gas.

Unexpected Masela

Similar to the story of the Masela Block, when relevant ministries and technical institutions recommend the management of gas at sea, the decision in the future is on land.

Indonesia's upstream oil and gas industry is still full of twists and turns. Hundreds of licenses, more than 300 licenses, must be managed by investors, starting with licenses at the central to regional levels.

The accumulation of permits is not accompanied by clarity when it is finished. The government has improved. As many as 56 licenses within the Ministry of Energy and Mineral Resources, for example, were revoked or canceled because they were considered to hamper investment.

SKK Migas recently launched a one-stop service policy that promised to accelerate and simplify the bureaucracy within 3 days. One is needed, consistency over the improvement.

Masela yang Tidak Terduga 

Lika-liku pengelolaan Blok Masela di lepas pantai Maluku, menurut para pengusaha Jepang, betul-betul membuat mereka tak pernah menduga sebelumnya. Hal yang jauh di luar dugaan adalah begitu lamanya keputusan pemerintah menyangkut model pengelolaan gas. Ditemukan sejak 1998, gas Blok Masela baru saja diputuskan untuk dikelola di darat pada 2016.

Demikian salah satu poin yang disampaikan Presiden The Jakarta Japan Club (JJC) Kanji Tojo dalam konferensi pers di Jakarta, pekan lalu. JJC merupakan perkumpulan yang mewakili sektor komersial dan industri dari Jepang. Mereka menyampaikan sejumlah rekomendasi di bidang perekonomian kepada Pemerintah Indonesia Blok Masela memang dipenuhi oleh hal-hal yang tidak terduga. 

Ada tarik-menarik kuat antara dua kubu, yaitu kubu yang berpendapat bahwa gas lebih efisien dikelola di laut lepas (kilang terapung di area sumber gas) dan kubu yang menganjurkan gas diolah di darat yang beralasan ongkosnya lebih murah. Semua bersikukuh dengan argumen masing-masing.

Pada September 2015, Inpex Corporation dan Shell mengajukan rencana pengelolaan (POD) Blok Masela di laut dengan nilai investasi 14 miliar dollar AS atau 5 miliar dollar AS lebih murah dibandingkan nilai pengembangan di darat. 

Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) juga menyarankan hal yang sama. Lantaran adanya konflik kepentingan antara di darat dan di laut masih kuat, pemerintah mengundang konsultan independen untuk memberi masukan.

Hasilnya sama, Rekomendasi yang keluar pada akhir 2015 adalah gas diolah di laut lepas. Namun hal yang mengejutkan terjadi pada Maret 2016. Pada sebuah konferensi pers di bandara, Presiden Joko Widodo mengumumkan sikap bahwa pemerintah ingin pengembangan gas di darat sehingga menuntut perubahan atau revisi POD. Perubahan itu tentu saja memerlukan kajian baru. Rencana produksi yang semula bisa diwujudkan pada 2024 tertunda menjadi paling cepat tahun 2027.

Estimasi investasinya menjadi 19,8 miliar dollar AS atau lebih mahal dari yang diusulkan semula. Pelajaran apa yang bisa diambil dari hal itu? Katanya, pemerintah ingin menggaet investasi asing sebanyak-banyaknya dengan berusaha mereformasi birokrasi. 

Aturan yang dipandang menghambat dicabut atau dibatalkan. Sayangnya hal itu belum membuat Indonesia menjadi negara yang menarik untuk berinvestasi. 

Puluhan perusahaan yang mengalihkan lokasi industri mereka akibat perang dagang Amerika Serikat dengan China tidak satu pun yang masuk ke Indonesia. Mereka lebih tertarik dengan negara lain di Asia Tenggara.

JJC memberikan beberapa rekomendasinya. Perbaikan iklim investasi di Indonesia adalah rekomendasi pertama mereka. Beberapa poin yang masuk dalam rekomendasi ini adalah perlunya transparansi tentang perpajakan dan fiskal. Selain itu, dunia usaha membutuhkan konsistensi kebijakan yang dibuat pemerintah. 

Lebih jauh tentang konsistensi kebijakan adalah pernyataan sejumlah pejabat pemerintah yang berbeda-beda untuk hal yang sama. Bagi investor, ini hal membingungkan. Yang mana yang bisa dipegang ucapannya? Begitu kira-kira. Mirip dengan kisah Blok Masela, ketika kementerian dan institusi teknis terkait merekomendasikan pengelolaan gas di laut, keputusan di kemudian hari adalah di darat.

Industri hulu migas Indonesia memang masih penuh liku. Ratusan perizinan, lebih dari 300 izin, harus diurus investor, mulai perizinan di tingkat pusat sampai daerah. 

Bertumpuknya izin itu tidak disertai kejelasan kapan selesainya. Pemerintah memang sudah berbenah. Sebanyak 56 perizinan di lingkungan Kementerian Energi dan Sumber Daya Mineral, misalnya dicabut atau dibatalkan karena dianggap menghambat investasi. 

SKK Migas beberapa waktu lalu juga meluncurkan kebijakan layanan satu pintu yang menjanjikan percepatan dan penyederhanaan birokrasi dalam waktu 3 hari. Satu yang diperlukan, konsistensi atas pembenahan tersebut.

Oil and Gas Project Permit Can Be Completed in Three Days



SKK Migas launched the One Door Service Policy (ODSP) program for various licenses.

The Special Task Force for Upstream Oil and Gas Business Activities (SKKK Migas) released the One Door Service Policy (ODSP) program to simplify the various licensing processes in the upstream oil and gas sector.


SKK Migas hopes that this system can accelerate the implementation of oil and gas projects in Indonesia. Head of SKK Migas Dwi Soetjipto said ODSP was one of the implementations of the SKK Migas strategy in resolving licensing constraints related to oil and gas projects.

"With the ODSP, both SKK Migas and the Cooperation Contract Contractors (KKKS) will become a team. Both of them coordinate with each other while proactively supervising various permits," he said.

Now, oil and gas contractors do not need to walk independently in managing permits related to oil and gas projects. Before there was an ODSP, sometimes KKKS took care of direct permits to several related agencies, but there were also those who passed SKK Migas first, Dwi said.

Inevitably, due to the seemingly complicated and separate licensing process, it took about 14 days for the contractor to obtain a permit. With the ODSP, the licensing process only takes three days, "Dwi claimed.

The problem is that oil and gas entrepreneurs have long complained about the licensing process. As a result, oil and gas investment in the country continues to decline, in addition to the impact of global economic conditions that are not attractive.


Referring to the SKK Migas data, the realization of investment in upstream oil and gas still misses the target in 2019, investment in upstream oil and gas is recorded at the US $ 11.49 billion, or only equal to 78.16% of the 2019 target of US $ 14.7 billion. The realization came from exploration investments of US $ 0.62 billion, development of US $ 1.59 billion, production of US $ 8.37 billion and administration of US $ 0.91 billion.

Dwi hopes the presence of ODSP can realize Indonesia's ideals in 2030, which is capable of producing 1 million Barrels of Oil Per Day (BOPD). The ODSP program includes three services, namely licensing consultations, preparation, and equipment of licensing requirements, as well as escorting or advocating for licensing constraints.

Once ODSP is implemented, the EIA permit process for Inpex Masela Ltd can be faster. Vice President of Public and Government Affairs of ExxonMobil Indonesia Azi N Alam said ODSP had the right initiative from SKK Migas in facilitating the bureaucracy in licensing oil and gas projects in the country. We appreciate this program especially since the final goal is to improve the production capability of the KKKS, he said.

With ODSP, contractors and SKK Migas can improve communication and coordination in obtaining permits to relevant agencies, the Ministry of Agriculture and Spatial Planning and the Ministry of Environment and Forestry.

Izin Proyek Migas Bisa Selesai dalam Tiga Hari 

     SKK Migas meluncurkan program One Door Service Policy (ODSP) untuk berbagai perizinan.

Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKKK Migas) merilis program One Door Service Policy (ODSP) untuk mempermudah proses berbagai perizinan di sektor hulu migas. 

SKK Migas mengharapkan sistem tersehut bisa mempercepat pelaksanaan proyek-proyek migas di Indonesia. Kepala SKK Migas Dwi Soetjipto menyampaikan, ODSP mempakan salah satu implementasi strategi SKK Migas dalam menyelesaikan hambatan perizinan yang berkaitan dengan proyek migas.

"Dengan adanya ODSP, baik SKK Migas dan Kontraktor Kontrak Kerja Sama (KKKS) akan menjadi satu tim. Keduanya saling berkoordinasi sekaligus mengawasi secara proaktif dalam mengurus berbagai perizinan,” kata dia.

Kini, kontraktor migas tidak perlu berjalan sendiri-sendiri Iagi dalam mengurus perizinan terkait proyek migas. Sebelum ada ODSP, kadang KKKS mengurus izin Iangsung ke beberapa instansi terkait, tapi ada juga yang Iewat SKK Migas dulu, ujar Dwi. 

Tidak pelak, akibat proses perizinan yang terkesan berbelit-belit dan terpisah, maka membutuhkan waktu sekitar 14 hari bagi kontraktor untuk mendapatkan izin. Dengan adanya ODSP, proses perizinan hanya memakan waktu tiga hari," klaim Dwi.

Soalnya, para pengusaha migas sudah lama mengeluhkan proses perizinan. Alhasil, investasi migas di tanah air terus menurun, selain imbas kondisi ekonomi global yang sedang tidak menarik. 

Mengacu data SKK Migas, realisasi investasi di hulu migas masih meleset dari target sepanjang2019, investasi di hulu migas tercatat US$ 11,49 miliar atau hanya setara 78.16% dari target 2019 yang senilai US$ 14,7 miliar. Realisasi tersebut berasal dari investasi eksplorasi US$ 0,62 miliar, pengembangan US$ 1,59 miliar, produksi US$ 8,37 miliar dan administrasi senilai US$ 0,91 miliar.

Dwi berharap kehadiran ODSP dapat mewujudkan cita-cita Indonesia di tahun 2030 nanti, yakni mampu memproduksi minyak sebanyak 1 juta barrel oil per day(bopd). Program ODSP meliputi tiga Iayanan yakni konsultasi perizinan, penyiapan dan perlengkapan syarat perizinan, serta pengawalan atau advokasi terhadap kendala perijnan.

Vice President Corporate Service Inpex Masela Ltd Nico Muhyiddin menilai, perizinan menjadi salah satu kendala utama yang bisa memperlambat proyek migas. Melalui ODSP, SKK Migas dan kontraktor bisa berkolaborasi sehingga masalah perizinan bisa dilihat secara tepat. Harapan kami masalah terkait izin proyek bisa ditangani lebih cepat, kata dia.

Saat ini, Inpex Masela Ltd masih mengurus analisis dampak Iingkungan (amdal) proyek Lapangan Gas Abadi Blok Masela. Sebelumnya, mereka juga sudah terus berkoordinasi dengan SKK Migas dalam mengurus izin tersebut. 

Begitu ODSP diterapkan, proses izin amdal bagi Inpex Masela Ltd bisa lebih cepat. Vice President Public and Government affairs ExxonMobil Indonesia Azi N Alam menyebut, ODSP mempakan inisiatif yang tepat dari SKK Migas dalam mempermudah birokrasi perizinan proyek migas di tanah air. Kami apresiasi program ini apalagi tujuan akhirnya adalah meningkankan kemampuan produksi dari KKKS, sebut dia.

Dengan ODSP, kontraktor dan SKK Migas dapat meningkatkan komunikasi dan koordinasi dalam mengurus izin ke instansi terkait, Kementerian Agraria dan Tata Ruang serta Kementerian Lingkungan Hidup dan Kehutanan.
