New Investment and Reserve is the Key

Business actors assess that large investment and discovery of new reserves are the main keys to pursue the target of producing 1 million barrels of oil per day (BPD) by 2030 amid the downward trend in the production of existing blocks.

The Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) previously set a target of oil production of 1 million BPD in 2030. In order to achieve this target, SKK Migas began to introduce the potential of oil and gas blocks that can be explored by investors. Indonesia 2020 Petroleum Association (IPA) President Louise McKenzie said the government and SKK oil and gas targets to get 1 million BPD of oil production, would be difficult to come from existing oil and gas fields.

"This target requires new projects and discoveries. We know that the government is doing a lot to create opportunities there [target of 1 million bpd], "he said, at the 48th Annual IPA Annual General Meeting press conference.

Mckenzie added that amid declining oil production, additional oil production is needed which is also expected to cover the decline in production and the oil and gas block that is already operating. At present oil production is around 750,000 BPD.

On the other hand, to increase the passion of the oil and gas sector, IPA Vice President Ronald Gunawan said the government needs to continue to ensure certainty because this sector is a capital-intensive investment with a long-term orientation.

"If there is no certainty, it is rather difficult to achieve. So we hope that the contract rules must be maintained during the investment process. That is important because it is an attractive factor for investors to invest, "he said.

Ronald admitted during the last 3 years, there have been improvements in the quality of oil and gas licensing in the country. He hopes that the government will continue to simplify licensing and regulations so that the government's target related to oil and gas production is achieved.

Petroleum production over the past 10 years has shown a downward trend from 346 million barrels or 949,000 BPD in 2009 to 283 million barrels or 778,000 BPD in 2018. The decline in production was caused by primary oil production wells that are generally old. Meanwhile, the production of new wells is still relatively limited.

The opportunity for the national oil and gas industry is still large because of a total of 128 sedimentary basins in Indonesia, there are still 54 basins that have been explored and which have produced as many as 19 basins. Thus there are still 74 basins waiting to be explored and 35 basins that have been explored are expected to find oil and gas reserves through continuous exploration and investment in the basin.

Dwi Soetjipto

The Head of SKK Migas Dwi Soetjipto said that in carrying out the upstream oil and gas project, SKK Migas prioritized the national capacity building carried out by upstream oil and gas. Dwi also hopes that investment in upstream oil and gas continues to increase. Until 2027, there are 42 main projects with a total investment of US $ 43.3 billion and gross revenue projections of US $ 20 billion.

Later, the total production and 42 projects are 1.1 million boepd which includes oil production of 92,200 BPD and gas of 6.1 billion cubic feet per day (mmscfd). Four of them are national upstream oil and gas strategic projects which are priorities to increase oil and gas production to meet the increasing domestic oil and gas consumption.

"From here [to encourage investment] SKK Migas is making changes so that it is fast, progress is accelerating all arrangements. We will also identify potentials, "he said.

OUTSIDE AREA

Expectations of increased production also come from the successful search for new sources of oil reserves. For example, ExxonMobil and ConocoPhillip plan to explore outside their operations to find oil and gas reserves. Dwi said the two Cooperation Contract Contractors (KKKS) from the United States planned to explore open areas.

"They have obligations," he said.

According to him, the choice of KKKS to explore outside its working area, also considers the potential for additional oil and gas reserves. Dwi added that currently, the funds collected from the defined work commitment (KKP) for exploration have reached the US $ 2.5 billion. The funds are obtained from gross profit-sharing contracts.

Azi N. Alam

Regarding exploration plans in open areas, ExxonMobil agrees to the possibility. Vice President of Public and Government Affairs, ExxonMobil Indonesia Azi N. Alam said that the company remained committed to Indonesia and continued to look for other opportunities.

"Both in the Cepu Block and throughout Indonesia, as part of our long-term commitment in Indonesia."

At present, ExxonMobil is the largest oil-producing KKKS in Indonesia. As of September 2019, ExxonMobil Cepu Ltd recorded a ready-to-sell production of 216,011 BPD or exceeding the set target of 216,000 bpd.

Dwi pun berharap investasi hulu migas terus meningkat. Tercatat hingga 2027 terdapat 42 proyek utama dengan total investasi US$43,3 miliar dan proyeksi pendapatan kotor (gross revenue) sebesar US$20 miliar.

End of 2019, Kedung Keris Produces

ExxonMobil Cepu Limited (EMCL) will complete the Kedung Keris field project by the end of 2019. Later the project will increase EMCL's crude oil production capacity to around 10,000 barrels per day (BOPD). Its oil reserves are estimated at 20 million BOPD. EMCL Spokesperson and Public Relations Rexy Mawardijaya said, currently the project progress is more than 90 percent.

"Initial oil is expected to flow by the end of 2019," he said when to meet at the EMCL headquarters in Bojonegoro.

offloading vessel (Gagak Rimang)

He explained, the construction of the Kedung Keris field project had been operating since 2017. One of the stages was the construction of a 16-kilometer pipeline from the Kedung Keris field to the Banyu Urip field. Because crude oil processing takes place in the Banyu Urip field. After that, the processing results are channeled from the Banyu Urip field to the floating storage and offloading vessel (Gagak Rimang) off the Tuban coast.

ExxonMobil Cepu Limited (EMCL) Field

EMCL has so far relied on crude oil production from wells in the Banyu Urip field whose total capacity reaches 220 thousand BOPD. So far the Banyu Urip field contributes around 25 percent to the total national oil production.

"This achievement is the highest among all Indonesia's oil fields," said Rexy.

The government has assigned EMCL to collaborate with Pertamina EP Cepu and the Cepu Block Participating Cooperation (PI) to manage the two Bojonegoro oil field. Namely, the Banyu Urip field in the Gayam Bojonegoro District and the Kedung Keris field in the Kalitidu Bojonegoro District.

Akhir Tahun 2019, Kedung Keris Berproduksi

Cadangan minyaknya diperkirakan mencapai 20 juta BOPD.

Dia menjelaskan, pembangunan proyek lapangan Kedung Keris beroperasi sejak 2017.

lapangan minyak Bojonegoro. Yakni, lapangan Banyu Urip di Kecamatan Gayam Bojonegoro dan lapangan Kedung Keris di Kecamatan Kalitidu Bojonegoro.

Among them, Chairperson of the Central Advisory Board of PWI Margiono, Heri Susanto (Director of Research & Data, Katadata), Komaidi Notonegoro (Executive Director of the ReforMiner Institute), and Nur Wahidi (Head of SKK Migas Representative Jabanusa).

In the context of achieving project targets according to schedule, according to Nur Wahidi, constructive support from all stakeholders is highly expected, both local governments, community leaders, mass media, and society at large.

"I also say many thanks for the support of the mass media to SKK Migas so far. Only one percent of negative news about upstream oil and gas in Jabanusa during 2019, "he said.

Specifically for the Jarmbaran Tiung Biru project, Nur Wahidi explained, the overall project progress reached 37.72 percent. Where is the progress for project engineering work with 80.72 percent, procurement with 40.36 percent, and construction with 14.49 percent. It is targeted that in June 2021 the Jambaran Tiung Biru project will be completed and start production.

From this project, the maximum target for gas sales is to increase 10 percent nationally or equivalent to 192 million cubic feet per day. During this time, as many as 15 cooperation contract contractors (KKKS) in the Jabanusa SKK Migas area are currently carrying out oil and gas exploitation. In addition, there are 6 KKKS carrying out exploration activities. Jabanusa's position in national oil and gas lifting is very important and becomes a backbone.

2018 data shows that the realization of oil lifting from Jabanusa amounted to 253,822 thousand barrels per day or reached 102.60 percent of the target. Benchmark Cepu Production Maintained

ExxonMobil Cepu Limited maintains production projections in the range of 220,000 barrels per day (bpd) of the Cepu Block in 2020, even though the Kedung Keris project was operational in December 2019. The Kedung Keris project, the Cepu Block, is projected to produce 3,800 bpd.

Deputy Head of the Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) Fatar Yani Abdurrahman said the Kedung Keris Project was ready for production. Despite the addition of Kedung Keris, the ExxonMobil oil and gas production target is maintained considering the approval of an environmental impact analysis (Amdal) for production capacities up to 235,000 bpd is still hampered. Fatar explained, in fact the Cepu Block oil production trial reached 235,000 bpd had been able to run.

"Our plan remains above 220,000 bpd, because of the capacity capacity. But the AMDAL is still in process, "he said, Tuesday.

According to him, production and Kedung Keris in anticipation of the decline in production from Banyu Urip. Last June, ExxonMobil and SKK Migas conducted a production (high rate test / HRT) conducted by Exxonmobil Cepu Limited in the Banyu Urip Field, targeted at 225,000 bpd, subsequently increasing to 235,000 bpd. For the Kedung Keris Project, Fatar said the project will be produced in December after the construction of the 16 kilometer pipeline is complete.

"Just waiting for the oil to flow. The target is in December 2019, "he said.

the Cepu Block

ExxonMobil's performance in Cepu is brilliant, with the realization of ready-to-sell production of 216,011 bpd in September from the lifting target of 216,000 bpd in ABPN 2019. Meanwhile, the amount of reserves that can be produced in the Cepu Block currently stands at 823 million barrels. This reserve is higher than initially estimated in the development plan (POD) of 450 million barrels.

With these notes, Fatar said the Cepu Block was a mainstay of domestic oil production. He said with the optimization of oil production from the oil and gas block, the plateau period for oil and gas block production would be shorter by around 2-3 years. In the future, with the Banyu Urip field oil production lowered, the Cato Block Block production period will indeed be around 3-4 years longer.

Azi N Alam

Meanwhile, ExxonMobil Indonesia's Vice President Public and Governments Affairs Azi N Alam said the Kedung Keris Project continues to progress and is expected at peak production to produce 10,000 bpd.

"Initial oil from the project is expected to be obtained by the end of 2019, he said.

Exxomobil Cepu Limited's representatives also reported to Vice President Ma'ruf Amin that the Kedung Keris field would produce on schedule at the end of 2019.

Patokan Produksi Cepu Dipertahankan

Wakil Kepala Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) Fatar Yani Abdurrahman mengatakan Proyek Kedung Keris siap diproduksikan.

“Hanya menunggu mengalirkan minyaknya saja.

Cepu Block Project Will Be Speeded Up

The Central Processing Facility of Banyuurip Bojonegoro crude oil in East Java, is certain to get an additional 10 thousand barrels per day from Kedungkeris Sukoharjo Field, Kalitidu Bojonegoro District. Crude oil is flowed in December 2019, currently in the process of finishing facilities for crude oil flow.

Head of Public Relations of PT Meindo Elang Indah Ahnan said there was a construction company working on a 16-kilometer pipeline from Kedungkeris Field to Banyuurip Bojonegoro and an oil-cooled building in Kedungkeris, Sukoharjo Village. It is targeted that the project can be completed according to the target set by the company because of the initial work in 2018.

"The pipeline was completed in September 2019 and now all that's needed is to tidy up the cooling building. Especially on the twenty-first of this month the crude oil has begun to flow or the term is trial or start up, "he explained.

ExxonMobil Cepu Limeted (EMCL)

As is known, the Kedungkeris Field was explored by ExxonMobil Cepu Limeted (EMCL) in 2011 and it is known that there is an oil content of 20 million barrels. To add Banyuurip production, also known as the Cepu Block, a pipeline and other facilities will be carried out in the field.

So that the presence of the Kedungkeris Field is expected to increase Bojonegoro's Regional Original Revenue (PAD). That was recognized by ExxonMobil Cepu Limited (EMCL) Field Public and Government Affairs Manager Rexy Mawardijaya.

"The shareholders of the Cepu Block remain and produce for PAD Bojonegoro, because the management rights are carried out by ExxonMobil, Pertamina EP Cepu and the BUMD ampat cooperating with the Cepu Block, one of which is Bojonegoro," he said.

He continued, ExxonMobil continued to develop the Kedung Keris Field project and currently the work has reached more than ninety percent. Initial crude oil is expected to flow by the end of 2019. According to him, currently from the Banyuurip Field, 220 thousand barrels per day is obtained, so that the flow of oil from Kedungkeris can be additional to Banyuurip.

Proyek Blok Cepu Akan Dikebut

Two Oil and Gas Projects Potentially Backward

The Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) stated that there are two oil and gas projects whose operational schedule (on stream) will go back to next year 2020, namely the Bukit Tua Phase 3 and Buntal Projects. Both were originally operational at the end of 2019.

SKK Migas Deputy for Operations Julius Wiratno said, not all projects planned to operate by the end of this year will be realized. One project, the Buntal-5 Project, is certain to be delayed in operation until 2020. The same thing has the potential to occur for the Bukit Tua Project Phase 3.

"The pufferfish has been delayed because the drilling rig has entered Indonesia from Vietnam. Bukit Tua may be delayed, but we are recovering, "he said.

The Puffer-5 Project is carried out by Medco E&P Natuna Ltd. The project, with an investment value of US $ 33 million, is targeted to produce gas of 45 million cubic feet per day (mmscfd). The project's scope of work includes the installation of a new 8km umbilical subsea, subsea production control system, subsea protection structure, 8 inch flowline of 175 m, modification of existing SCU software, and pigging facilities.

Furthermore, the Bukit Tua Phase 3 Project in the Ketapang Block was worked on by Petronas Carigali Ketapang II Ltd. The project is estimated to produce 3.82 barrels of oil per day (bpd) and 31 mmscfd of gas.

The US $ 15 million project includes the construction of a deck extension on the WHP BTJT-A eskisting, installation of four conductors and clamps, modification of the existing IRCD for chemical injection, addition of a new wellhead control panel, and installation of a wet gas flowmeter.

The two projects are planned to start operating the rest of the year along with four other projects. The Buntal-5 project, according to SKK Migas data, was originally operational in November 2019. While the Bukit Tua Project Phase 3 is scheduled to start operating in December 2019. The other four projects will operate on schedule.

"The remaining projects [which will be operational this year] are Kedung Keris, Bison-Iguana-Gajah Putri, Temelat, Harvest, and Big Bamboo," said Julius.

Premiere Oil Natuna Sea BV

The Bison-Iguana-Gajah Putri project with 163 mmscfd gas production was undertaken by Premiere Oil Natuna Sea BV with an investment of US $ 171 million. The project project by PT Medco E&P Indonesia with an estimated production of 10 mmscfd and an investment of US $ 11 million.

the Cepu Block by EMCL

Harvest Project with an estimated production of 2,000 bpd by PetroChina International Jabung Ltd with an investment of US $ 17 million. Finally, the Full Well Stream Kedung Keris Project in the Cepu Block was undertaken by ExxonMobil Cepu Limited (EMCL) with a production of 3,800 bpd and an investment of US $ 72 million. Regarding the Bamboo Project, Julius said that this was an additional project in 2019.

"We are trying to speed up the Big Bamboo Project to increase oil and gas production in 2019," he said. Although he admitted, the oil and gas production produced by this project was not large to replace the delayed production of Buntal-5 and Bukit Tua Phase 3. "Additional oil from the Great Bamboo Field is approximately 2,700-3,000 bpd," he added.

In addition to two potentially delayed projects, SKK Migas also ensured the cancellation of one project that was originally operational in 2019, namely the YY Project undertaken by PT Pertamina Hulu Offshore North West Java (PHE ONWJ). Because, there was an incident of gas and oil leakage in the project.

The project was originally planned to produce 4,605 bpd of oil and 25.5 mmscfd of gas. However, Julius had revealed, it was difficult to reach the target of lifting oil and gas in 2019, namely 775 thousand bpd of oil and 7,000 mmscfd of gas. Until the end of October 2019, the realization of oil lifting was recorded at 742.9 thousand bpd and 5,892 mmscfd of gas.

In addition to pursuing on-stream projects, his office is also trying to realize a work program in 2019, such as well drilling and well maintenance. It will also drain stock in several terminals which can add 500-600 barrels.

"The end of 2019 Outlook is lifting 746.2 thousand bpd of oil and 5,896 mmscfd of gas. It is very challenging (reaching the target), but we are still trying, "he said.

Dua Proyek Migas Berpotensi Mundur

Bukit Tua mungkin delay, tetapi sedang kami recovery,” kata dia.

Sangat menantang (mencapai target), tetapi tetap kami usahakan,” kata dia.
