SKK Migas predicts Abadi project investment of US $ 16 billion and IDD Phase II of US $ 5 billion

The government continues to encourage the development of jumbo-scale oil and gas projects to increase national oil and gas production. There are at least four large-scale oil and gas projects included in the National Strategic Project.

The four projects are the Masela Block Eternal Field project, the Indonesia Deep Water Development (IDD) project by Chevron, the Tangguh Train III project, and the Jambaran Tiung Baru Project (JTB) by Pertamina EP Cepu (PEPC). 

     The Masela Block Eternal Field Project managed by Inpex Corporation this year is targeted to complete the revision of the plan of development (POD) I. Then the project can complete public consultation for EIA and process it to the Ministry of Environment and Forestry (KLHK).

Senior Manager of Communication & Relations of Inpex Masela, Mohammad Berly also said that the target of Inpex this year was to complete the revision of POD I.

"The POD I Inpex target was drafted this year," he said.

Head of SKK Migas, Dwi Soetjipto, also mentioned that in the past two weeks SKK Migas, Inpex and experts will discuss the technical issues of developing the Masela Block. The target is that at the end of January or early February the revision of the Masela Block POD I will be submitted to the Minister of Energy and Mineral Resources (ESDM).

"Hopefully by the end of January or at the beginning of February, SKK Migas will be able to submit recommendations," he said.

Although the calculation of the cost of developing the Masela Block is not final, SKK Migas has estimated the development of the Masela Block, which is US $ 16 billion. This amount is lower than the previous estimate of US $ 22 billion. Regarding the lower cost of developing the Masela Block, Inpex only mentions the process is still ongoing.

The Masela Block Project is targeted to begin production at. second quarter 2027. Estimated peak production from Abadi Field is 9.5 million tons per year and 150 mmscfd. 

     In addition to the Masela Block Eternal Field project, the government projects that IDD project investment managed by PT Chevron Pacific Indonesia can be lower than the initial estimate. Referring to SKK Migas data, the estimated cost of developing the Phase 11 IDD project is US $ 5 billion.

The estimated cost is 50% lower than the initial estimate of US $ 10 billion. But the Corporate Communications Manager of Chevron Pacific Indonesia, Danya. Dewanti did not comment on the cost reduction.

The IDD Phase II project this year is targeted to enter the front end engineering design (FEED) process. This project is targeted to enter the contract award stage for the development of Gendalo-Gehem Field. 

    In addition to the two projects, the investment in the Tangguh Train 3 project managed by BP Indonesia has also been cut in 2016 to US $ 8 billion US $ 10 billion from the initial estimate of US $ 12 billion.

    SKK Migas memprediksikan investasi proyek Abadi US$ 16 miliar dan IDD Tahap II US$ 5 miliar

Pemerintah terus mendorong pengembangan proyek migas skala jumbo demi meningkatkan produksi migas nasional. Setidaknya ada empat proyek migas skala besar yang masuk dalam Proyek Strategis Nasional.

Keempat proyek itu adalah proyek Lapangan Abadi Blok Masela, proyek Indonesia Deep Water Development (IDD) oleh Chevron, proyek Tangguh Train III, dan Proyek Jambaran Tiung Baru (JTB) oleh Pertamina EP Cepu (PEPC). 

     Proyek Lapangan Abadi Blok Masela yang dikelola Inpex Corporation tahun ini ditargetkan menyelesaikan revisi rencana pengembangan atau plan of development (POD) I. Kemudian proyek itu bisa menyelesaikan konsultasi publik untuk Amdal dan memprosesnya ke Kementerian Lingkungan Hidup dan Kehutanan (KLHK).

Senior Manager Communication & Relations Inpex Masela, Mohammad Berly juga mengatakan, target Inpex tahun ini memang menyelesaikan revisi POD I. 

"Target Inpex POD I dineqisi tahun ini," ungkap dia.

Kepala SKK Migas, Dwi Soetjipto juga menyebutkan dalam dua minggu ini SKK Migas, Inpex dan para ahli akan membahas masalah teknis pengembangan Blok Masela. Targetnya pada akhir Januari atau awal Februari revisi POD I Blok Masela diserahkan ke Menteri Energi dan Sumber Daya Mineral (ESDM). 

"Semoga di akhir Januari atau paling lambat awal Februari, SKK Migas sudah bisa menyampaikan rekomendasi," ujar dia.

Meski perhitungan biaya pengembangan Blok Masela belum final, SKK Migas telah memiliki estimasi pengembangan proyek Blok Masela yaitu sebesar US$ 16 miliar. 

     Jumlah tersebut lebih rendah dari estimasi sebelumnya sebesar US$ 22 miliar. Soal biaya pengembangan Blok Masela yang lebih rendah, Inpex hanya menyebutkan prosesnya masih berlangsung.

“Kajian teknis masih berlangsung," imbuh Berly.

Proyek Blok Masela ditargetkan mulai berproduksi pada. kuartal II 2027. Estimasi produksi puncak dari Lapangan Abadi sebesar 9,5 juta ton per tahun dan 150 mmscfd. Selain proyek Lapangan Abadi Blok Masela, pemerintah memproyeksikan investasi proyek IDD yang dikelola PT Chevron Pacific Indonesia bisa lebih rendah daripada estimasi awal. Mengacu data SKK Migas, estimasi biaya pengembangan proyek IDD Tahap 11 senilai US$ 5 miliar.

Estimasi biaya itu lebih rendah 50% dari estimasi awal US$ 10 miliar. Namun Manager Corporate Communications Chevron Pacific Indonesia, Danya. Dewanti tidak berkomentar terkait pemangkasan biaya tersebut.

Proyek IDD Tahap II pada tahun ini ditargetkan masuk proses front end engineering design (FEED). Proyek ini ditargetkan masuk tahap pemberian kontrak (contract award) untuk pengembangan Lapangan Gendalo-Gehem. Selain dua proyek itu, investasi proyek Tangguh Train 3 yang dikelola BP Indonesia juga telah dipangkas pada 2016 menjadi US$ 8 miliar US$ 10 miliar dari estimasi awal US$ 12 miliar.
